与单个建设项目的环境风险相比,区域环境风险具有多源、多途径和多敏感目标的特点,在未来几十年内,区域环境风险将是环境风险评价的重点研究领域之一,但是由于没有相应的技术导则、规范来指导该章节的编制,《建设项目环境风险评价技术导则》中的评价办法也并不完全适用于区域层面,因此开发区环境风险评价的开展效果并不理想。在分析开发区环境风险评价工作现状及存在问题的基础上,提出了适用于开发区区域环境风险评价的程序及方法。  相似文献

退化河流滨岸带生态系统修复及其评价是目前国内外学者研究的热点,也是修复生态学、流域生态学等学科研究的重要内容之一。河流滨岸带生态修复工作的开展必须建立在掌握滨岸带结构及其生态功能的基础上。河流滨岸带生态系统退化成因和驱动机制研究是进行滨岸带生态修复工作的前提;生态系统修复是滨岸带研究的重点和关键,必须遵循自然法则,以修复生态功能为最终目标;河流滨岸带生态系统的修复过程和效果应该建立适宜的评价方法和管理策略来确定。加强河流滨岸带退化机制的理论研究及3S技术的应用,从景观和流域尺度开展滨岸带生态修复的研究和实践工作,着重进行平原河网地区河流滨岸带生态修复的研究和实践工作等将是中国今后相关研究的重点。  相似文献

2003年开始实施的<中华人民共和国环境影响评价法>对跟踪评价提出了明确规定.对跟踪评价方法在规划环境影响评价中的运作程序进行了分析,包括判别规划是否需跟踪评价、现状调查、环境影响识别、回顾性评价、有效性分析、预测评价和战略调整7个步骤.并基于压力-状态-响应(PSR)模型建立了指标体系,采用指标体系法有效简化了跟踪评价工作的复杂性.并以<上海市某区国民经济和社会发展第十一个五年规划纲要>跟踪评价为例,进行了规划环境影响跟踪评价的案例研究.通过回顾性评价和预测评价,识别出了主要环境问题以及环境制约因素,并根据规划总目标、阶段目标和环境保护规划、环境功能区划,进一步提出环境保护对策和措施,且对规划目标进行了调整.  相似文献

《中华人民共和国环境影响评价法》实施5年多以来,交通规划战略环境评价的开展有效推进了中国交通建设的可持续发展。目前,该领域在理论研究和实践应用方面都取得了一定的成绩,但也存在一些不足。在回顾国内外交通规划战略环境评价发展历程和特点的基础上,就中国交通规划战略环境评价在层次性、定性与定量评价的把握以及如何有效融入决策过程等方面的问题进行了初步探讨,并建议尽早开展利益相关方分析、推广"综合情景+定量模型"的技术方法、引入制度分析方法并开展广泛的公众参与等,为完善中国的交通规划战略环境评价提供参考。  相似文献

The information presented in this paper is directed to those with the responsibility of designing and operating air quality monitoring networks. An analytical model for location of monitor sites based upon maximizing a sum of coverage factors for each source is developed. An heuristic solution method from the facilities location analysis literature is used for solution of the model. Results of an example problem are presented and compared with the monitoring network currently In place. The model is shown to be a valuable addition to the methods available to the air quality monitor network designer. Needs for further research are pointed out.  相似文献

In environmental monitoring, it is important that the monitoring system should emit early warnings when undesired events occur. These events may be sudden or of a more subtle nature. In the design of such monitoring systems, a proper balance between cost and risk must be achieved. There are 2 classic types of risk connected with early warning systems, namely the risk of not detecting significant changes and the risk of false alarms. The purpose of this paper is to describe a method for comparing the performance of different monitoring systems, considering the classic types of risk and cost. The method is applied to the monitoring of the lichen cover as a test case. The expected utility has been used as a measure of performance. When estimating the probabilities of the events, spatial microsimulation and Monte-Carlo simulation techniques have been used. The monitoring programs studied are based on satellite images, aerial photos, field samples, and land-cover maps. The major conclusions of this study are that standardized quality measures are extremely useful for evaluating the usability of environmental monitoring methods. In addition, when estimating gains and costs, spatial microsimulation techniques are useful. To improve the method, however, macroconstraints should also be used for aligning the simulation model.  相似文献

This paper discusses the development of interstate compacts and legal and constitutional principles which are applicable thereto for the purpose of evaluating compacts as an effective legal mechanism for joint action on an interstate basis to control air pollution. It suggests there is no inherent reason why, presupposing fundamental agreements as to the basic policy to be served by the compacting states, an effective compact cannot be concluded. The paper also discusses the various criticisms that have been leveled against interstate compacts and some of the pitfalls now existing in interstate compacts in the field of water pollution. The discussion mentions certain caveats to be considered in drafting effective compacts to control air pollution. The compact mechanism does not possess inherent infirmities which preclude its effective use in the field of air pollution control, but whatever infirmities may exist are traceable to underlying factors of an essentially nonlegal nature.  相似文献

Exhaust emissions from automobiles in a low-altitude city will be compared with emissions from autos in a high-altitude city (Denver, Colorado). The comparison will be based on samples collected from thirty five cars driven under actual road conditions in each city.

Results will be discussed on the basis of CO, CO2 and hydrocarbon concentrations versus average route speeds and on pounds of CO, CO2 and hydrocarbons, emitted per mile, versus average route speed.  相似文献

The many advances made in air quality model evaluation procedures during the past ten years are discussed and some components of model uncertainty presented. Simplified statistical procedures for operational model evaluation are suggested. The fundamental model performance measures are the mean bias, the mean square error, and the correlation. The bootstrap resampling technique is used to estimate confidence limits on the performance measures, In order to determine if a model agrees satisfactorily with data or if one model is significantly different from another model. Applications to two tracer experiments are described.

It is emphasized that review and evaluation of the scientific components of models are often of greater Importance than the strictly statistical evaluation. A necessary condition for acceptance Of a model should be that it is scientifically correct. It Is shown that even in research-grade tracer experiments, data Input errors can cause errors In hourly-average model predictions of point concentrations almost as large as the predictions themselves. The turbulent or stochastic component of model uncertainty has a similar magnitude. These components of the uncertainty decrease as averaging time increases.  相似文献
