ABSTRACT

The study explores how glocalization of COVID-19 responses affects the management of the pandemic in Africa. Using data from 20 selected African countries, the study found that the reliance on local medicines alongside other salient global initiatives for containment of COVID-19 is effective in managing the pandemic in Africa. It concluded that despite the high vulnerabilities of African countries to COVID-19, the glocal approach has yielded positive outcomes by increasing the number of patients that recover from COVID-19 and scaling down the fatalities compared with the other regions.  相似文献

The SARS-CoV-2 novel coronavirus pandemic has revealed many scientific, social, and institutional challenges required to improve the health and wellbeing of individuals stricken by this disease. While organizations and governing institutions have risen to the task to concurrently prepare for and respond to this pandemic under conditions of high uncertainty and extreme pressure, another important aspect of this viral infection deserves attention and is not being fully considered, that is early intervention strategies and structured tools for individuals who test positive for the virus and begin developing symptoms. For those whose infection is progressing, we describe the potential benefits of a self-monitoring tool for use in combination with physician directed early medical interventions to slow COVID-19 progression.

The EU Water Framework Directive calls for cost effective measures to achieve a “good status” in all European ground, surface and coastal waters. Besides eutrophication, the degradation of hydromorphology is the main reason for failing this objective. In this paper, we conceptualise the interactive decision support process BASINFORM-M for finding proper locations for river restoration. The concept combines the recently proposed “stepping stone approach” from aquatic ecology with elements from cost effectiveness analysis, multi-criteria analysis and participatory approaches. BASINFORM-M exemplifies a shift away from the isolated restoration of single river reaches towards a consideration of functional relationships within river networks.  相似文献

In March 2012, a brownfield site in Cologne was transformed into “a green garden on red clay”, when a community garden called NeuLand (new land) was created. This paper investigates in how far NeuLand is typical for a new form of political engagement 2.0, focused on local problems at people's doorstep rather than global critiques of political systems, which finds its expression in direct actions typical for the networked society, e.g. “green flash mobs.” Its potential to provide a blueprint for imagining and enacting alternative futures and new ways for citizens to claim their “right to the city” is being assessed. NeuLand provides an experiment with new forms of (urban) commons and possibly a (re)turn to the “liveable city” to replace the current neoliberal ideal of the “entrepreneurial city” [Harvey, D., 1989. From manageralism to entrepreneuralism: the transformation of urban governance in late capitalism. Geografiska Annaler, Series B, Human Geography, 71 (1), 3–17], developing new solutions to problems of urban management and city development that extend beyond the voluntary engagement of citizens within the logic of the neoliberal “big society.” Extending the scope beyond the analysis of urban gardening projects as examples of sustainable food production, or as vehicles for fostering community cohesion, integration or social capital, the NeuLand experiment is linked to wider debates of alternative and more sustainable socio-ecological futures than those currently practised in the newly “neoliberalizing cities” of Germany.  相似文献

ABSTRACT: Bivariate correlation analysis has been widely used to explore relationships between stream and watershed attributes that have all been measured on the same set of watersheds or sampling locations. Researchers routinely test H0: ρ= 0 for each correlation in a large table and then go on to discuss only those that are declared “significant.” Such test results are inaccurate because no allowance is made for multiple testing, and also because the tests are not mutually independent. This paper reviews the Bonferroni approach to controlling the overall error rate in multiple testing and shows how the approach becomes impractical for large correlation tables. The Hotelling/Williams test is introduced for comparing two dependent correlations that share a variable, and numerical constraints for two such correlations are illustrated. References are also given for testing other hypothesized patterns among dependent correlations, and links to dependent correlation software are provided. The methods are illustrated for watershed and stream variables sampled in 23 small agricultural watersheds of the Willamette Valley, Oregon.  相似文献

This paper examines participatory budgeting (PB) as an instrument of localism – the devolution of political governance with the aim to produce sustainable democratic communities. This will be achieved through a detailed exploration of the decision-making mechanisms for creating local governance through PB schemes designed and organised by the Cornwall Council (UK). First introduced in the UK by the previous Labour administration in 2008, PB has become a tool of the Conservative-Liberal Democrat coalition government and is central to the neoliberal ethos of Big Society and localism. In a time of rapid political change, we respond to Eaton's [2008. From feeding the locals to selling the locale: adapting local sustainable food projects in Niagara to neocommunitarianism and neoliberalism. Geoforum, 39, 994–1006, 996] suggestion that greater attention be paid to “the specificities of particular neoliberal projects” by focusing on the micro-politics of PB. We draw upon empirical evidence from PB pilot schemes run in rural Cornwall in 2008, examining the effect of “nudging” decision-making. Grounding this inquiry in the existing literature on neoliberal statecraft, this paper investigates the role of government technologies which seek to frame local governance using mechanisms of libertarian paternalism [Painter, J., 2008. European citizenship and the regions. European Urban and Regional Studies, 15, 5–19; Painter, J., 2010. Rethinking territory. Antipode: A Radical Journal of Geography, 42, 1090–1118; MacLeavy, J., 2008. Neoliberlising subjects: the legacy of new labour's construction of social exclusion in local governance. Geoforum, 39, 1657–1666]. We argue in this paper that neoliberal ideology has integrated the epistemology of behavioural economics. We draw conclusions commensurate with the outcomes of PB projects conducted in Latin America, namely that citizens can be steered towards making certain decisions. We assert that in order to direct decision-making successfully, governmental “top-down” frameworks and goals need to be married with local geographies and “bottom-up” local desires and aspirations, thereby enabling a “countervailing power” [Sintomer, Y., Herzberg, C. and Rocke, A., 2008. Participatory budgeting in Europe: potentials and challenges. International Journal of Urban and Regional Research, 32, 164–178] to develop. This power is exercised by a participating and scrutinising citizen that contribute towards, and balance, governmental practices of PB. With a wider governmental emphasis on designing or “architecting” choice in opportunities for local governing, there is now an even greater necessity to recognise the context of geography in local government community-orientated initiatives.  相似文献

This paper explores the performance of the analysis‐and‐assimilation configuration of the National Water Model (NWM) v1.0 in Iowa. The NWM assimilates streamflow observations from the United States Geological Survey (USGS), which increases the performance but also limits the available data for model evaluation. In this study, Iowa Flood Center Bridge Sensors (IFCBS) data provided an independent nonassimilated dataset for evaluation analyses. The authors compared NWM outputs for the period between May 2016 and April 2017, with two datasets: USGS streamflow and velocity observations; Stage and streamflow data from IFCBS. The distribution of Spearman rank correlation (rs), Nash–Sutcliffe efficiency (E), and Kling–Gupta efficiency (KGE) provided quantification of model performance. We found the performance was linked with the spatial scale of the basins. Analysis at USGS gauges showed the strongest performance in large (>10,000 km2) basins (rs = 0.9, E = 0.9, KGE = 0.8), with some decrease at small (<1,000 km2) basins (rs = 0.6, E = ?0.25, KGE = ?0.2). Analysis with independent IFCBS observations was used to report performance at large basins (rs = 0.6, KGE = 0.1) and small basins (rs = 0.2, KGE = ?0.4). Data assimilation improves simulations at downstream basins. We found differences in the characterization of the model and observed data flow velocity distributions. The authors recommend checking the connection of USGS gauges and NHDPlus reaches for selected locations where performance is weak.  相似文献

Urban stormwater systems traditionally used “grey” infrastructure to manage runoff. Contemporary designs now incorporate “green” infrastructure, which offers additional potential benefits such as urban amenities and health. Understanding how green and grey infrastructure investments are distributed across urban areas is important for new goals of promoting environmental justice in planning. In California, for instance, public investments increasingly require a percentage of funds to be spent in disadvantaged communities. Recent advancements in the availability of high-detail geographic data in cities can support prioritising investments to fulfil these multiple benefits. This paper analyses the distribution of stormwater infrastructure in Los Angeles (LA) County in relation to design criteria, urban structure and sociodemographic information. It demonstrates an approach for identifying projects that simultaneously address engineering needs and promote equity. Statistical analysis of high-detail sewer locations reveals geographic correlations with key local design parameters, urban characteristics and sociodemographic indicators. Watershed areas in LA County were identified that support multi-benefit projects, meeting dual criteria for infrastructure improvements and disadvantaged community status. As stormwater systems are increasingly designed for multi-benefit outcomes, new design frameworks can emphasise both performance and social equity.  相似文献

ABSTRACT: The effects “whiting” (CaCO3 precipitate) had on the optical properties and turbidity of the epilimnion of Owasco Lake, New York, were studied during the summer of 1985. Turbidity was partitioned according to “whiting” and non-“whiting” components utilizing a simple acidification procedure. Diffuse light attenuation was partitioned according to the attenuating processes of absorption and scattering. “Whiting” was present most of the summer. Two major “whiting” events occurred that caused major increases in turbidity and the attenuation of light. “Whiting” was the principle regulator of turbidity during the study; it caused increases in light attenuation by increasing light scattering. “Whiting” events can easily be mistaken by the public for phytoplankton blooms.  相似文献

This paper is aimed to identify the factors that influence peoples' preference for adaptation against the impacts of sea level rise (SLR). A total of 285 respondents from three coastal villages in Bangladesh are randomly interviewed using a semi-structured questionnaire. First, employing the principal component analysis various factors that influence adaptation preferences of people are identified. These factors are related to “demographic and social aspects”, “wealth and economic standing”, “past coping and adaptive behaviour”, “climate knowledge and information” and “spatial aspect” of life. What is common in these factors is their ability to influence peoples' vulnerability. Finally, the binomial logistic regression model is employed to compute the explanatory power of these factors to predict the respondents' preference for adaptation in situ over retreat or vice versa. Model findings are robust for two scenarios of SLR, i.e. 2050–2075 (LR χ 2?=?133.65, pseudo-R 2?=?0.53, p?<?0.001) and 2080–2100 (LR χ 2?=?282.61, pseudo-R 2?=?0.85, p?<?0.001). Therefore, it is concluded that to avoid relocation of substantial number of people initiative for encouraging adaptation in situ must be taken along side establishment of safe shelter, community radio service and campaign for raising climate awareness.  相似文献

Costa Rica is a nation with a vast wealth of water resources; however, recently the country has faced water conflicts (WC) due to social, economic, legal, and political impediments in response to limited water availability during El Niño events and inefficient use of its water resources. This study presents a spatial distribution and temporal analysis of WC in Costa Rica from 2005 to 2015. In total, 719 WC were analyzed of which 54% were among private individuals and government. The largest urban areas and the Grande de Tárcoles Basin were identified as the main “hot spot” for the conflicts. WC were mainly caused by spills of wastewater, water pollution, water shortage, infrastructure damage, and flooding, and can be predicted using a multiple linear model including the population size and the number of hydro‐meteorological events (HME) (R2 = 0.77). The identified HME also coevolved significantly with the changes in precipitation regimes (r = 0.67, = 0.021). Our results suggest that there is a need to recognize that water infrastructure longevity across the country concatenates and amplifies WC, mainly in the most populated area located in the Central Valley. Implications of our findings include the need for truly integrated water resources management plans that include, for example, WC as indicators of hydro‐climatic changing conditions and water supply and sanitation infrastructure status.  相似文献

Rural sociologists and geographers have conceptualised different rural development trajectories including “the agri-industrial model”, “the post-productivist model” and “the rural development model”. Alternative food networks (AFNs) are increasingly recognised as a “forerunner” and a critical component of the emerging “rural development model” in the West. Meanwhile, Marsden and Franklin [2013. Replacing neoliberalism: theoretical implications of the rise of local food movements. Local Environment, 18 (5), 636–641] pointed out that there is a “local trap” in the current conceptualisation of AFNs that overemphasises their local embeddedness and heterogeneity. This “local trap” marginalises AFNs and, therefore, hinders their potential for transforming the industrialised conventional food system. The convergence and scaling-up of fragmented AFNs have been recognised as important ways to address this marginalisation issue and thus have attracted considerable attention. However, current studies of the convergence of AFNs focus mainly on the role of food-centred organisations without recognising the role of the emerging “rural development” initiatives in the convergence of AFNs. Based on in-depth interviews with key stakeholders and analysis of secondary data, this paper uses the New Rural Reconstruction Movement (NRRM), an emerging alternative rural development movement in China, as an example to illustrate how the NRRM opens up a novel space for the convergence of AFNs. We argue that the interrelationship between AFNs and rural development is indeed reciprocal. The NRRM, following the “rural development” trajectory, functions as a hub for the convergence and scaling-up of various alternative food initiatives. Strategies for achieving convergence include constructing a “common ground” for these initiatives, establishing national alliances and organisations, sharing knowledge and exchanging personnel among them.  相似文献

ABSTRACT: This paper presents a method for determining locations of observation wells to be used in conducting pumping tests in unconfined aquifers. Sensitivity coefficients, the distribution of relative errors, and the correlation coefficients between four aquifer parameters (horizontal and vertical hydraulic conductivities Kr and Kz, storage coefficient S, and specific yield Sy) are used as the criteria for the design of observation well networks and the interpretation of pumping tests. The contours of the relative errors over a vertical profile are very useful in selecting the “best” location of an observation well. Results from theoretical analyses suggest that a wide range of locations is suitable for the determination of Kr and that good locations for the determination of Kz and S may be poorly suited for the determination of Sy. Consideration must be given to the position and lengths of the pumping well screen in the selection of observation well locations. For a given location, the quality of test data can be improved by using high pumping rates and frequent sampling of drawdowns. We found that a minimum of two and preferably three observation locations are needed along a given transect. Results of the four parameters from a single well analysis may contain higher uncertainties. However, composite analyses of multiple observation wells can reduce the correlation between the four aquifer parameters, particularly between Kr and Sy, thus, improving the quality of parameter estimation. Results from two pumping tests conducted at sites located in Nebraska were examined with regard to the proposed methodology.  相似文献

DOI: 10.1111/j.1752-1688.2009.00396.x Abstract: We studied how the specific nitrogen (N) uptake rates of nitrate (NO3), urea, and the amino acids, glutamic acid and glycine, by Prymnesium parvum were affected by (1) the change from N-deficient status to N-sufficient status of the P. parvum cells, (2) presence of prey from a natural Baltic Sea plankton community, and (3) the composition of prey as affected by additions of terrestrial originated dissolved organic matter (DOM) or inorganic nutrients. Nitrogen-deficient P. parvum (16 μM NO3 and 4 μM PO4, molar N:P ratio of 4:1) were mixed with a natural Baltic plankton community and given PO43− and (1) NO3 (control) or (2) high molecular weight DOM, >1 kDa concentrated from sewage effluent (+DOM), in a molar N:P ratio of 9-10:1. With additions of 15N-enriched substrates, rates of N uptake from NO3, urea, and the amino acids glycine and glutamic acid were measured every 24 h for 72 h. Initial N-deficient P. parvum were highly toxic (3.7 ± 0.9 × 10−4 mg Sap equiv/cell) and toxic allelochemicals were released into the medium causing the natural plankton community to lyse. Rates of N uptake differed between the “control” and the “+DOM” treatments over time; total (sum of the N substrates measured) absolute uptake rates (ρcell, fmol N/cell/h) at ambient culture conditions were significantly higher (ANOVA, p < 0.05) in the more toxic “control” treatments compared with the “+DOM” treatments after 48 h. In the “control” treatment, the total ρcell increased significantly (ANOVA, p < 0.01) from time 0 to 48 h, while in the “+DOM” treatment there was no significant increase. Released organic nutrients from the lysed plankton cells may have increased uptake rates of amino acids and urea by P. parvum. All uptake rates declined in all treatments by 72 h. Total dissolved N uptake rates at ambient culture conditions were estimated to make up about 10% of the N P. parvum are potentially capable of ingesting from particulate prey.  相似文献

Such a “shared politics of place” is most likely to occur in the context of public space conceptualised broadly as “the setting for everyday spatial behaviour of individuals and communities, emphasizing ordinary activities of citizens” [Lownsbrough, H. and Beunderman, J., 2007. Equally spaced? Public space and interaction between diverse communities. London: Demos, p. 8]. Here we explore one element of such public space – urban agriculture sites – with a view to identifying the extent to which a “shared politics of place” can be created and nurtured among the cultivating citizenry. The paper draws on data collected on allotment gardening sites in two urban contexts: Dublin (Ireland) and Belfast (Northern Ireland) over the period 2009–2013. We demonstrate the centrality of allotment cultivation to the generation of solidarity, mutuality and trust among participating citizens. Individuals engaging in allotment gardening in both Dublin and Belfast create and sustain civil interfaces – dismantling barriers, exchanging knowledge, challenging stereotypes, generating empathy and getting on with the business of simply getting on with their lives. The modus operandi of allotment gardening is predicated on a willingness to disregard social and ethno-national categorisations while on site. This is not to deny that such differences exist and persist, but allotments offer a “space of potential” where those differences are, at least for a time, rendered less salient.  相似文献

This article examines the “climate gap” in the Southwest US (Arizona and New Mexico), referring to the “disproportionate and unequal implications of climate change and climate change mitigation” for “people of color and the poor” [Shonkoff, S.B., et al., 2011. The climate gap: environmental health and equity implications of climate change mitigation policies in California. Climatic Change, 109 (Suppl. 1), S485–S503]. The climate and poverty relationship is examined using multi-scaled analysis across three indicators of climate vulnerability, focusing on connections to health, food, and energy during the period 2010–2012. We provide an overview of climate-related social vulnerability in the Southwest based on available federal, state, and county-level census data. We then summarise the results from a stakeholder workshop and in-depth interviews about climate vulnerabilities with social service providers in southern Arizona. We identify a significant Southwest climate gap based on census data and interview findings about climate vulnerability especially relating to high levels of poverty, health disparities, and increasing costs for energy, water, and food. We find that grassroots and community organisations have mobilised to respond to climate and social vulnerability, yet resources for mitigation and adaptation are insufficient given the high level of need. Confronting a changing climate that is projected to be hotter, drier, and with the potential to reach new thresholds, we suggest that more research needs to be done to understand the social and spatial characteristics of climate risk and how low-income populations embody and experience climate risk, and adapt to a changing climate.  相似文献

We conducted synoptic surveys over three seasons in one year to evaluate the variability in water sources and geochemistry of an urban river with complex water infrastructure in the state of Utah. Using stable isotopes of river water (δ18O and δ2H) within a Bayesian mixing model framework and a separate hydrologic mass balance approach, we quantified both the proportional inputs and magnitude of discharge associated with “natural” (lake, groundwater, and tributary inputs) and “engineered” (effluent and canal inflows) sources. The relative importance of these major contributors to streamflow varied both spatially and seasonally. Spatiotemporal patterns of dissolved oxygen, temperature, pH, calcium, chloride, nitrate, and orthophosphate indicated seasonal shifts in dominant sources of river water played an important role in determining water quality. We show although urban rivers are clearly influenced by novel water sources created by water infrastructure, they continue to reflect the imprint of “natural” water sources, including diffuse groundwater. Resource managers thus may need to account for the quantity of both surface waters and also historically overlooked groundwater inputs to address water quality concerns in urban rivers.  相似文献

This paper analyses how 10 localities in the USA and England, recognised as leaders in clean energy and climate action, have used collaborative approaches to develop local climate change plans and energy conservation, efficiency, and renewable energy initiatives. It examines these planning and policy-making processes in the context of Margerum's [2008. A typology of collaboration efforts in environmental management. Environmental Management, 41 (4), 487–500] typology of “action”, “organizational”, and “policy-level” collaborations, as well as Gray's [1989. Collaborating: finding common ground for multiparty problems. San Francisco: Jossey-Bass] classification of collaboration in the “problem-setting”, “direction-setting”, and “implementation” phases. We conducted interviews with local elected officials, municipal staff, energy professionals, and citizen volunteers in each community, supplemented with an analysis of their adopted energy, climate change, and land-use plans. We find that despite the different government structures and political contexts between the two countries, there was a surprising amount of commonality in how the case study localities used collaborative planning to develop local climate plans and clean energy initiatives. These processes were most often initiated by local elected officials and/or high-level staff members, and then carried out in collaboration with local third-sector organisations and other community stakeholders. In the USA, collaboration was strongest at the policy level and in the direction-setting phase, with the distinguishing feature that citizen advisory boards or stakeholder working groups often took a more active role in shaping local plans and policies. The English localities had some of those same types of collaborations, but were more likely to also employ action collaboration, in the implementation phase, in which third-sector organisations coordinated with the locality to directly provide clean energy services.  相似文献

This study aims at evaluating the quality of honey of Melipona quadrifasciata quadrifasciata Tetragonisca angustula and Scaptotrigona depilis. Pollen analysis was performed to identify the floral resources used for the production of honey, and 19 pollen types were identified. Microbiological analyses identified the presence of coliforms, molds, and yeasts, but Clostridium botulinum was not found. Using the modified “Quick, Easy, Cheap, Effective, Rugged, and Safe” method followed by ultra‐high performance liquid chromatography‐tandem mass spectrometry determination, eight pesticides were detected in the honey of T. angustula and only two in the honey from S. depilis. The honey of M. q. quadrifasciata did not present pesticide residues. The data pointed out the relevance of good practices to avoid the contamination of honey with sources of microbiological contaminants, which may impair the product's safety for human consumption.  相似文献
