林业碳汇是应对温室气体排放而提出的新型林业发展理念与方向,在绿水青山就是金山银山的理念下,可以利用林业碳汇发展模式实现经济与生态的互利共赢。从S县的现状看,林业碳汇的开发取得了初步成效,但还存在设施与宣传不足的问题,同时缺乏科学的管理。为此,需要采取有效措施,包括加大普及力度、加强基础条件建设、扩大实施范围、加快不同规则的对接、完善管理制度、搭建第三方交易平台等,以期为林业资源丰富地区探索生态建设与乡村振兴有机结合提供有益借鉴。  相似文献

Terrestrial systems represent a significant potential carbon (C) sink to help mitigate or offset greenhouse gas emissions. Nearly 3.2 Mha are permitted for mining activities in the United States, which are required to be reclaimed with vegetative cover. While site-specific studies have assessed C accumulation on reclaimed mine sites, regional analyses to estimate potential C increases have not been conducted. For this analysis, potential C sequestration is analyzed on 567,000 ha of mine land in a seven-state region reclaimed to cropland, pasture, or forest. Carbon accumulation is estimated for cropland, pasture, and forest soils, forest litter layer, and aboveground biomass by estimating average annual rates of C accumulation from site-specific and general C sequestration studies. The average annual rate of C storage is highest when mine land is reclaimed to forest, where the potential sequestration is 0.7 to 2.2 Tg yr(-1). The C from soils, litter layer, and biomass from mine lands reclaimed to forest represents 0.3 to 1.0% of the 1990 CO2 emissions from the study region (919 Tg CO2). To achieve the greenhouse gas (GHG) emission reduction goal of 7% below the 1990 level as proposed by the Kyoto Treaty requires CO2 emissions in the study area to be reduced by just over 64 Tg CO2. The potential carbon storage in mine sites reclaimed to forest could account for 4 to 12.5% of these required reductions.  相似文献

This paper reviews the effects of past forest management on carbon stocks in the United States, and the challenges for managing forest carbon resources in the 21st century. Forests in the United States were in approximate carbon balance with the atmosphere from 1600-1800. Utilization and land clearing caused a large pulse of forest carbon emissions during the 19th century, followed by regrowth and net forest carbon sequestration in the 20th century. Recent data and knowledge of the general behavior of forests after disturbance suggest that the rate of forest carbon sequestration is declining. A goal of an additional 100 to 200 Tg C/yr of forest carbon sequestration is achievable, but would require investment in inventory and monitoring, development of technology and practices, and assistance for land managers.  相似文献

Poverty, hunger and demand for agricultural land have driven local communities to overexploit forest resources throughout Ethiopia. Forests surrounding the township of Humbo were largely destroyed by the late 1960s. In 2004, World Vision Australia and World Vision Ethiopia identified forestry-based carbon sequestration as a potential means to stimulate community development while engaging in environmental restoration. After two years of consultation, planning and negotiations, the Humbo Community-based Natural Regeneration Project began implementation—the Ethiopian organization’s first carbon sequestration initiative. The Humbo Project assists communities affected by environmental degradation including loss of biodiversity, soil erosion and flooding with an opportunity to benefit from carbon markets while reducing poverty and restoring the local agroecosystem. Involving the regeneration of 2,728 ha of degraded native forests, it brings social, economic and ecological benefits—facilitating adaptation to a changing climate and generating temporary certified emissions reductions (tCERs) under the Clean Development Mechanism. A key feature of the project has been facilitating communities to embrace new techniques and take responsibility for large-scale environmental change, most importantly involving Farmer Managed Natural Regeneration (FMNR). This technique is low-cost, replicable, and provides direct benefits within a short time. Communities were able to harvest fodder and firewood within a year of project initiation and wild fruits and other non-timber forest products within three years. Farmers are using agroforestry for both environmental restoration and income generation. Establishment of user rights and local cooperatives has generated community ownership and enthusiasm for this project—empowering the community to more sustainably manage their communal lands.  相似文献

Most forest carbon assessments focus only on biomass carbon and assume that greenhouse gas (GHG) emissions from forestry activities are minimal. This study took an in-depth look at the direct and indirect emissions from Pacific Northwest (PNW) Douglas-fir [Pseudotsuga menziesii (Mirbel) Franco] forestry activities to support or deny this claim. Greenhouse gas budgets for 408 "management regimes" were calculated using Life Cycle Assessment (LCA) methodology. These management regimes were comprised of different combinations of three types of seedlings (P + 1, 1 + 1, and large plug), two types of site preparation (pile and burn, and chemical), 17 combinations of management intensity including fertilization, herbicide treatment, pre-commercial thinning (PCT), commercial thinning (CT), and nothing, and four different rotation ages (30, 40, 50, and 60 yr). Normalized to 50 yr, average direct GHG emissions were 8.6 megagrams (Mg) carbon dioxide equivalents (CO2e) ha(-1), which accounted for 84% of total GHG emissions from the average of 408 management regimes. Harvesting (PCT, CT, and clear cutting) contributed the most to total GHG emissions (5.9 Mg CO2e per 700 m3 harvested timber), followed by pile and burn site preparation (4.0 Mg CO2e ha(-1) or 32% of total GHG emissions) and then fertilization (1.9 Mg CO2e ha(-1) or 15% of total GHG emissions). Seedling production, seedling transportation, chemical site preparation, and herbicide treatment each contributed less than 1% of total GHG emissions when assessed per hectare of planted timberland. Total emissions per 100 m3 averaged 1.6 Mg CO2e ha(-1) over all 408 management regimes. An uncertainty analysis using Monte Carlo simulations revealed that there are significant differences between most alternative management regimes.  相似文献

Tropical deforestation is a significant contributor to accumulation of greenhouse gases (GHGs) in the atmosphere. GHG emissions from deforestation in the tropics were in the range of 1 to 2 Pg C yr(-1) for the 1990s, which is equivalent to as much as 25% of global anthropogenic GHG emissions. While there is growing interest in providing incentives to avoid deforestation and consequently reduce net carbon emissions, there is limited information available on the potential costs of these activities. This paper uses a global forestry and land use model to analyze the potential marginal costs of reducing net carbon emissions by avoiding deforestation in tropical countries. Our estimates suggest that about 0.1 Pg C yr(-1) of emissions reductions could be obtained over the next 30 to 50 yr for $5 per Mg C, and about 1.6 Pg C yr(-1) could be obtained over the same time frame for $100 per Mg C. In addition, the effects of carbon incentives on land use could be substantial. Relative to projected baseline conditions, we find that there would be around 3 million additional hectares (ha) of forestland in 2055 at $5 per Mg C and 422 million ha at $100 per Mg C. Estimates of reductions in area deforested, GHG mitigation potential, and annual land rental payments required are presented, all of which vary by region, carbon price paid, and time frame of mitigation.  相似文献

Policymakers, program managers, and landowners need information about net terrestrial carbon sequestration in forests, croplands, grasslands, and shrublands to understand the cumulative effects of carbon trading programs, expanding biofuels production, and changing environmental conditions in addition to agricultural and forestry uses. Objective information systems that establish credible baselines and track changes in carbon storage can provide the accountability needed for carbon trading programs to achieve durable carbon sequestration and for biofuels initiatives to reduce net greenhouse gas emissions. A multi-sector stakeholder design process was used to produce a new indicator for the 2008 State of the Nation's Ecosystems report that presents metrics of carbon storage for major ecosystem types, specifically change in the amount of carbon gained or lost over time and the amount of carbon stored per unit area (carbon density). These metrics have been developed for national scale use, but are suitable for adaptation to multiple scales such as individual farm and forest parcels, carbon offset markets and integrated national and international assessments. To acquire the data necessary for a complete understanding of how much, and where, carbon is gained or lost by U.S. ecosystems, expansion and integration of monitoring programs will be required.  相似文献

This paper introduces an integrated assessment (IA) approach for a Canada-China joint research project that linked forest carbon sequestration, forest resource management, and local sustainability enhancement. The purpose of the IA was to improve the measurement of carbon in different land uses and vegetation covers, as well as to direct decision makers to those land uses or options as an CO2 emission reduction strategy while supporting rural sustainable development. Grassland management affects soil organic carbon (SOC) storage and can be used to mitigate greenhouse gas emissions. However, for a country to assess emission reductions due to grassland management, there must be an inventory method for estimating the change in SOC storage. The Intergovernmental Panel on Climate Change (IPCC) has developed a simple carbon accounting approach for this purpose, and here we derive new grassland management factors that represent the effect of changing management on carbon storage for this method. Our literature search identified 49 studies dealing with effects of management practices that either degraded or improved conditions relative to nominally managed grasslands. On average, degradation reduced SOC storage to 95% ± 0.06 and 97% ± 0.05 of carbon stored under nominal conditions in temperate and tropical regions, respectively. In contrast, improving grasslands with a single management activity enhanced SOC storage by 14% ± 0.06 and 17% ± 0.05 in temperate and tropical regions, respectively, and with an additional improvement(s), storage increased by another 11% ± 0.04. We applied the newly derived factor coefficients to analyze C sequestration potential for managed grasslands in the U.S., and found that over a 20-year period changing management could sequester from 5 to 142 Tg C yr–1 or 0.1 to 0.9 Mg C ha–1 yr–1, depending on the level of change. This analysis provides revised factor coefficients for the IPCC method that can be used to estimate impacts of management; it also provides a methodological framework for countries to derive factor coefficients specific to conditions in their region.  相似文献

Although the native forests of China are exceptionally diverse, only a small number of tree species have been widely utilized in forest plantations and reforestation efforts. We used dendrochronological sampling methods to assess the potential growth and carbon sequestration of native tree species in Jilin Province, Northeast China. Trees were sampled in and near the Changbaishan Biosphere Reserve, with samples encompassing old-growth, disturbed forest, and plantations. To approximate conditions for planted trees, sampling focused on trees with exposed crowns (dominant and co-dominant individuals). A log-linear relationship was found between diameter increment and tree diameter, with a linear decrease in increment with increasing local basal area; no significant differences in these patterns between plantations and natural stands were detected for two commonly planted species (Pinus koraiensis and Larix olgensis). A growth model that incorporates observed feedbacks with individual tree size and local basal area (in conjunction with allometric models for tree biomass), was used to project stand-level biomass increment. Predicted growth trajectories were then linked to the carbon process model InTEC to provide estimates of carbon sequestration potential. Results indicate substantial differences among species, and suggest that certain native hardwoods (in particular Fraxinus mandshurica and Phellodendron amurense), have high potential for use in carbon forestry applications. Increased use of native hardwoods in carbon forestry in China is likely to have additional benefits in terms of economic diversification and enhanced provision of "ecosystem services", including biodiversity protection.  相似文献

This study quantified carbon storage and sequestration by urban forests and carbon emissions from energy consumption by several industrial sources in Hangzhou, China. Carbon (C) storage and sequestration were quantified using urban forest inventory data and by applying volume-derived biomass equations and other models relating net primary productivity (NPP) and mean annual biomass increments. Industrial energy use C emissions were estimated by accounting for fossil fuel use and assigning C emission factors. Total C storage by Hangzhou's urban forests was estimated at 11.74 Tg C, and C storage per hectare was 30.25 t C. Carbon sequestration by urban forests was 1,328, 166.55 t C/year, and C sequestration per ha was 1.66 t C/ha/year. Carbon emissions from industrial energy use in Hangzhou were 7 Tg C/year. Urban forests, through sequestration, annually offset 18.57% of the amount of carbon emitted by industrial enterprises, and store an amount of C equivalent to 1.75 times the amount of annual C emitted by industrial energy uses within the city. Management practices for improving Hangzhou's urban forests function of offsetting C emissions from energy consumption are explored. These results can be used to evaluate the urban forests' role in reducing atmospheric carbon dioxide.  相似文献

Models of carbon storage in softwood and hardwood trees and forest soils and its emission from timber products and waste are developed and integrated with data on storage benefits to yield estimates of the value of the net carbon flux generated by afforestation. The long-term nature of the processes under consideration and the impact of varying the discount rate are explicitly incorporated within the model. A geographical information system (GIS) is used to apply carbon sequestration models to data on tree growth and soil type distribution for a large study area (the entire country of Wales). The major findings are: (1) all three elements under analysis (carbon sequestration in livewood, release from different products and waste, and storage or emission from soils) play a vital role in determining overall carbon flux; (2) woodland management has a substantial impact upon carbon storage in livewood however the choice of discount rate exerts the largest overall influence upon estimated carbon flux values; (3) timber growth rates (yield class) also have a major impact upon values; (4) tree species does affect storage values, however this is less important than the other factors listed above; (5) non-peat soils generally sequester relatively low levels of carbon. Planting upon peat soils can result in very substantial emissions of carbon which exceed the level of storage in livewood.The GIS is used to produce valuation maps which can be readily incorporated within cost-benefit analyses regarding optimal locations for conversion of land into forestry.  相似文献

The Kyoto Protocol provides for the involvement of developing countries in an atmospheric greenhouse gas reduction regime under its Clean Development Mechanism (CDM). Carbon credits are gained from reforestation and afforestation activities in developing countries. Bangladesh, a densely populated tropical country in South Asia, has a huge degraded forestland which can be reforested by CDM projects. To realize the potential of the forestry sector in developing countries for full-scale emission mitigation, the carbon sequestration potential of different species in different types of plantations should be integrated with the carbon trading system under the CDM of the Kyoto Protocol. This paper discusses the prospects and problems of carbon trading in Bangladesh, in relation to the CDM, in the context of global warming and the potential associated consequences. The paper analyzes the effects of reforestation projects on carbon sequestration in Bangladesh, in general, and in the hilly Chittagong region, in particular, and concludes by demonstrating the carbon trading opportunities. Results showed that tree tissue in the forests of Bangladesh stored 92tons of carbon per hectare (tC/ha), on average. The results also revealed a gross stock of 190tC/ha in the plantations of 13 tree species, ranging in age from 6 to 23 years. The paper confirms the huge atmospheric CO(2) offset by the forests if the degraded forestlands are reforested by CDM projects, indicating the potential of Bangladesh to participate in carbon trading for both its economic and environmental benefit. Within the forestry sector itself, some constraints are identified; nevertheless, the results of the study can expedite policy decisions regarding Bangladesh's participation in carbon trading through the CDM.  相似文献

Carbon sequestration through forestry and agroforestry can help mitigate global warming. For Africa, carbon sequestration also represents an opportunity to fund sustainable development through financial inflows. However, with a low share of global carbon trade, there are strong concerns that African countries are losing out on this valuable opportunity. Through a comprehensive review of 23 carbon sequestration projects across 14 countries, this paper discusses ways to overcome critical challenges to scale up carbon investments in Africa. These projects are expected to sequester 26.85 million tCO2 beyond the baseline situation. Within the continent, East Africa is the preferred destination for carbon investors. Most projects are non‐Kyoto compliant and represent voluntary emission reductions. While project benefits such as increased local incomes and improved natural resources are promising, there are concerns that conversion of grasslands into tree plantations can harm local ecosystems. Insecure land tenure constrains new investments and increases the risk that local communities will lose access to forests. Another challenge is that projects with smallholders have high transaction costs. These costs can be overcome by building strong community institutions and simplifying project guidelines. To attract more projects, African governments will need to build their capacity to identify relevant opportunities.  相似文献

Biosphere greenhouse gas (GHG) management consists of preserving and enhancing terrestrial carbon pools and producing biomass as a fossil fuel substitute. The discussion of this topic has focused primarily on carbon-accounting and project-level issues, particularly relating to carbon sequestration as a source of emissions credits under the Kyoto Protocol. While international consensus on these matters is needed, this paper argues that an important domestic policy agenda also deserves attention. National policies for biosphere GHG management are necessary to bring about large-scale changes in land-use, forestry, and agricultural practices and can address some of the technical and policy issues that have proven to be particularly problematic from carbon-accounting and project-level perspectives. These policies should minimize land-use and resource-management conflicts, account for collateral benefits, and ensure institutional compatibility with existing resource-management regimes. Issues relating to project permanence, leakage, and transaction costs should also be addressed. A range of policy instruments should be used and biosphere GHG management should be one component of an integrated approach to environmental and resource management. Countries promoting biosphere GHG management as an important element of their climate change strategies should be developing these domestic policies to complement international negotiations and to demonstrate that carbon sequestration and biomass production can make an effective contribution to the stabilization of atmospheric GHG concentrations.  相似文献

State regulatory activities can involvemany agencies implementing numerous regulatory laws, a single forestry agencyadministering a comprehensive regulatory program, or a combination of thetwo. Regulatory programs are designed to protect resources such as soils,water, wildlife, and scenic beauty. Program administration often involvesrule promulgation, harvest plan reviews, coordination of interagency reviews,and pre- and postharvest on-site inspections. Forest practice rules usuallyfocus on reforestation, forest roads, harvest procedures, and wildlifehabitat protection. Overview of Contemporary Issues of Forest Research and Management in China   总被引:1,自引:0,他引:1  
With 207 million ha of forest covering 22% of its land area, China ranks fifth in the world in forest area. Rapid economic growth, climate change, and forest disturbances pose new, complex challenges for forest research and management. Progress in meeting these challenges is relevant beyond China, because China’s forests represent 34% of Asia’s forests and 5% of the worlds’ forests. To provide a broader understanding of these management challenges and of research and policies that address them, we organized this special issue on contemporary forest research and management issues in China. At the national level, papers review major forest types and the evolution of sustainable forestry, the development of China’s forest-certification efforts, the establishment of a forest inventory system, and achievements and challenges in insect pest control in China. Papers focused on Northern China address historical, social, and political factors that have shaped the region’s forests; the use of forest landscape models to assess how forest management can achieve multiple objectives; and analysis and modeling of fuels and fire behavior. Papers addressing Central and South China describe the “Grain for Green” program, which converts low productivity cropland to grassland and woodland to address erosion and soil carbon sequestration; the potential effects of climate change on CO2 efflux and soil respiration; and relationships between climate and net primary productivity. China shares many forest management and research issues with other countries, but in other cases China’s capacity to respond to forest management challenges is unique and bears watching by the rest of the world.  相似文献

Tropical deforestation provides a significant contribution to anthropogenic increases in atmospheric CO2 concentration that may lead to global warming. Forestation and other forest management options to sequester CO2 in the tropical latitudes may fail unless they address local economic, social, environmental, and political needs of people in the developing world. Forest management is discussed in terms of three objectives: carbon sequestration, sustainable development, and biodiversity conservation. An integrated forest management strategy of land-use planning is proposed to achieve these objectives and is centered around: preservation of primary forest, intensified use of nontimber resources, agroforestry, and selective use of plantation forestry. The information in this document has been wholly funded by the US Environmental Protection Agency.
