Empirical research in environmental psychology: Past, present, and future   总被引:1,自引:1,他引:0  
Have research interests in environmental psychology changed over the years? If so, in which direction? What can we learn from the past to direct future research? To answer these questions, empirical studies published in Environment & Behavior (E&B) and in Journal of Environmental Psychology (JEP), from their foundation to 2005, were reviewed. The articles were classified in relation to the following criteria: mode of human–environment transaction, research topic, type of setting and function of places, socio-demographic characteristics and environmental role of people, mode of presentation of the setting, sampling procedure, and source of data. Results showed both variations through the years and differences between the journals. The main research topics can be identified as the study of the residential environment, environmental cognition, observation of actual behaviour in the environment, and concern for the ecological value of the global environment. Trends in research interests showed a stable interest in the analysis of the built environment, a more place-specific approach in the beginning, strongly anchored in observational studies, and a central concern for sustainability and conservation of the environment in recent years. With respect to journals, the central role attributed to psychology by JEP, and the stronger participation by designers and planners in E&B, are reflected in the emphases given to the different modes of human–environment transaction. Trends in research interests help address the strengths and weaknesses of the discipline, thus suggesting future directions of inquiry.  相似文献

Technological choices are multi-dimensional and thus one needs a multi-dimensional methodology to identify best available techniques. Moreover, in the presence of environmental externalities generated by productive activities, ‘best’ available techniques should be best from Society's point of view, not only in terms of private interests. In this paper we present a modeling framework based on methodologies appropriate to serve these two purposes, namely linear programming and internalization of external costs. We develop it as an operational decision tool, of interest for both firms and regulators, and we apply it to a plant in the lime industry. We show why, in this context, there is in general not a single best available technique (BAT), but well a best combination of available techniques to be used (BCAT).  相似文献

This article compares a range of initiatives aimed at involving people in the management of forest resources in Nepal and India. In Nepal, we focus on three categories of state-initiated programs: community forestry, the parks’ buffer zone program, and leasehold forestry. In the southern Indian state of Karnataka, we study the state-initiated Joint Forest Planning and Management program along with older institutions of leaf manure forests (Soppina betta) and historical sacred forests (Kans). We conclude that state-initiated approaches to involving communities have been limited, at best, promote standardized and relatively inflexible management practices, and lead to partial improvement in biodiversity and people’s livelihoods. When management is initiated and owned by the community, as in the case of sacred groves in India, and when other conditions are appropriate, communities can have the opportunity to demonstrate their capacity for putting effective and adaptive conservation practices in place.  相似文献

In this article, we argue that people’s adjustments to multiple shocks and changes, such as conflict and drought, are intrinsically political processes that have uneven outcomes. Strengthening local adaptive capacity is a critical component of adapting to climate change. Based on fieldwork in two areas in Kenya, we investigate how people seek to access livelihood adjustment options and promote particular adaptation interests through forming social relations and political alliances to influence collective decision-making. First, we find that, in the face of drought and conflict, relations are formed among individuals, politicians, customary institutions, and government administration aimed at retaining or strengthening power bases in addition to securing material means of survival. Second, national economic and political structures and processes affect local adaptive capacity in fundamental ways, such as through the unequal allocation of resources across regions, development policy biased against pastoralism, and competition for elected political positions. Third, conflict is part and parcel of the adaptation process, not just an external factor inhibiting local adaptation strategies. Fourth, there are relative winners and losers of adaptation, but whether or not local adjustments to drought and conflict compound existing inequalities depends on power relations at multiple geographic scales that shape how conflicting interests are negotiated locally. Climate change adaptation policies are unlikely to be successful or minimize inequity unless the political dimensions of local adaptation are considered; however, existing power structures and conflicts of interests represent political obstacles to developing such policies.  相似文献

Throughout history, mining communities have invariably found themselves striving for a good quality of life and a long‐term future. In the 21st century, problems of maintaining the economic vitality of mining regions are now compounded by concerns about the biophysical integrity of the local environment. In regions of the world where the economic viability of the resource is marginal and achieving a reasonable quality of life is a daily struggle, sustainable mining may seem to be a dubious prospect at best. Yet the twin imperatives of global political forces and burgeoning environmental concerns are requiring industry, governments and other interests to re‐conceptualize the way in which mining takes place in communities. Although mining itself may not be seen as an industry that contributes to the achievement of environmental objectives, it could — with careful planning — be used as a tool to foster a more sustainable and healthier community. This argument is considered in the context of the coal mining region of Santa Catarina, Brazil.  相似文献

In the mineral rich but arid Pilbara region of Western Australia, managing water constraints represents a significant challenge to the mining sector where local depletion is a growing problem. Conversely, the expansion of pit dewatering is creating surface water excess in localised areas of potentially high social and ecological significance. Indigenous people are by far the longest term residents of the Pilbara region and express a range of strong concerns about past, current and future water-related developments in the area. They also have proprietary interests in water recognised by the common law and protected by federal native title legislation. Rio Tinto Iron Ore (RTIO), commissioned the authors to undertake research to improve corporate understanding of Indigenous interests in water and to provide advice on its consultation processes. We argue here that a more sophisticated account of Indigenous water values is a necessary but, on its own, insufficient measure to achieve RTIO’s desired long-term goals. We suggest an equivalent process of understanding and documenting corporate water values and interests, actions to improve trust and credibility in the relationship between the parties, and leadership in wider catchment management as necessary complementary actions. These actions follow logically from internal corporate commitments regarding water and Indigenous people and from recognition of their property rights, but also align directly with major trends in the National Water Initiative, the key water policy framework for Australia. Therefore significant synergies exist between internal corporate aspirations, the evolving legal regime, and wider governance agendas for a key limiting resource. Our analysis is relevant to a range of CSR and water resource contexts across the wider mining sector.  相似文献

A significant challenge to wildlife managers in tourism settings is to provide visitors with opportunities to observe rare and endangered wildlife while simultaneously protecting the target species from deleterious impacts. Nearly 100,000 people annually visit Crystal River, Florida, USA to observe and swim with the Florida manatee, an endangered species. This research aimed to investigate and describe human-manatee interactions in a tourism context, to understand the salient issues related to such interactions as identified by stakeholders, and to recommend a course of action to address multiple interests in the planning and management of human-manatee interactions. Five issues were identified by all stakeholder groups: water quality, harassment, density and crowding, education, and enforcement. Currently, the U.S. Fish and Wildlife Service, which is responsible for manatee management, does not have mechanisms in place to manage the tourism component of the manatee encounter. Although a regulatory approach can be taken, a better approach would be to create an organization of tour operators to establish "best practices" that reflect the goal of the managing agency to enhance manatee protection (and thus ensure their livelihood) and to enhance the visitor experience.  相似文献

Exploitation of certain resources within a protected area on a sustainable basis could contribute to higher living standards of rural people, particularly those in poor countries, and decrease conflicts between these populations and park authorities. This article presents data from a case study of Kopaonik National Park (NP), Serbia, which is a park with natural resources, most notably bilberries, which have always been relied on by local people. Vaccinium myrtillus traditionally has been collected for decades in Kopaonik NP and used by local people. However, little is known about the socioeconomic and ecological relations that affect the collection and use of this species. The aim of the present study was to understand how local people collect bilberries in Kopaonik NP and what their attitudes toward the park are. Household questionnaire data were used to examine how local people collect bilberries and how to improve the relations between local people and NP authorities. The survey questionnaire included 52 households from 7 local communities, and we applied a purposive sampling strategy. In addition, expert interviews were conducted, and from these data we obtained a broader understanding of the relation between local people and NP authorities. The results indicate that in Kopaonik NP, there is a conflict between pickers and NP authorities. Sustainable management should be directed toward the protection of bilberries. Education of local people is a key element in the sustainable collection and protection of natural resources.  相似文献

民主政治是公众参与制度的出发点和归宿,通过公众的有效参与,环境执法权得到监督;有序是公众参与制度的自然属性,有序才能使参与变得顺畅;利益均衡是公众参与制度的价值准则,环境矛盾最终体现为环境利益和经济利益之争,解决环境纠纷的最佳手段是寻找利益均衡点;政府居于环境执法的主导地位,同时发挥指导、引导、疏导公众和企业的作用;多重沟通平台是公众参与制度的效率保证,政府、企业、公众在执法前后的多重沟通,才能达到参与的最终目标。与公众参与环境执法制度属性相对应的是制度模块建设,如监督制度、程序制度、纠纷调处制度、润性执法制度以及沟通制度等。这些制度既能准确反映公众参与环境执法制度属性,又能完成制度赋予的使命。  相似文献

A unique pastoral community uses the arid rangelands of eastern Ladakh, known as Changthang, northern India. The nomadic people rear a variety of livestock such as sheep, goats, horses and yaks, which provide them with various goods and services. Nevertheless, the needs and aspirations of the people are changing. There is a trend towards increasing the livestock population, especially of a breed of goat that produces one of the finest natural fibres: Pashmina, which is the mainstay of their economy. This increase in goat population, however, is jeopardising the long‐term survival of the wild herbivores in the region, and as such is not sustainable. We present information on the current trends in socio‐economy, Pashmina production, wildlife conservation, and the conflicts of interest between wildlife and nomads in the region. On the basis of this information, we make suggestions for the conservation of natural resources in the region. We recommend preserving the historical societal norms and notions of the people, and capitalising on them to manage natural resources. We also recommend joint management of natural resources by the local people, State and non‐governmental organisations. Our findings provide a platform on which a grazing policy for the region may be formulated.  相似文献

The author argues that his research and teaching interests are very much a legacy from Clark University, especially because of events there during the years 1970–72. The essay first identifies four factors—place, time, people, and atmosphere—which seem to have shaped developments in environment-behavior research during that time at Clark and considers how those developments touched the author personally. Second, the author reviews his present research interests in terms of three themes: fostering careful looking and seeing; examining environmental experience; and establishing a phenomenology of place and place-making. He argues that each of these themes is in part a product of his Clark experience during the early 1970s.  相似文献

Based on empirical evidence from developed, transition and developing countries, the article looks at how the introduction of private operators’ interests into the water supply/sanitation and energy sectors may conflict with public interests in socio‐economic, environmental and political dimensions. Case studies are used to illustrate the dynamics of these interactions, covering phenomena such as unsolicited proposals, misrepresentation and corruption; the exploitation of established positions by taking advantage of asymmetry of information and negotiating capacity in relation to public authorities; and exit from contracts or concessions when acceptable profitability cannot be attained. This experience indicates that the introduction of private companies into these sectors creates the permanent possibility of conflict between private and public interests. The services are too vital both socially and economically to rely on corporate self‐regulation, and countries lack effective capacity to regulate such corporations. The authors conclude that policies relying on corporate activity in these sectors are unnecessarily risky, and that policy development should focus on building strong public sector institutions to provide these services.  相似文献

This paper analyzes five major causes of park-people conflicts that have occurred in Nepal's Royal Chitwan National Park. The causes include illegal transactions of forest products from the park, livestock grazing in the park, illegal hunting and fishing, crop damage, and threats to human and animal life caused by wild animals from the park. The conflicts indicate a reciprocal relationship between the park and local people. They reflect the attitudes of local people and representatives of the park authority whose priorities and objectives largely diverge. The results show that people settled adjacent to the park are heavily dependent on its resources. Even in places where some, albeit few alternative sources exist, local people continue to trespass the park boundary as these sources are inadequate to ensure the fulfillment of local people's resource needs. Illegal transactions of resources continue throughout the year; however, they are less intense during summer due to flooding caused by the Rapti River, which forms the park boundary towards the northern section where this study is conducted. The frequency of local people's visits to the park is mainly determined by their age, distance between homesteads and park, and volume of crop loss caused by wild animals. Crop damage is the function of size of landholding, distance, and frequency of crop raid. Local people claim that they have no intention of letting their livestock graze in the park; however, the dense vegetation of the park attracts livestock grazing on riverbanks just outside the open park boundary. Many head of livestock are killed by carnivores of the park. Human casualties are mainly caused by sloth bear (Melursus ursinus), tiger (Panthera tigris), wild pig (Sug scrofa), and rhinoceros (Rhinoceros unicornis). There had been some earlier attempts to reconcile the conflicts by offering local people different kinds of compensations; however, these were unsuccessful measures. An integrated approach is essential if efforts to resolve the park-people conflicts are to succeed. The government is in the process of launching a project that aims to resolve the inherent problems with such an approach. Suggestions are made to incorporate some key elements, such as maintaining effective communication between various parties and the potential for wildlife conservation among local people.  相似文献

The aim of this study was to assess the potential for coexistence between rural people (living adjacent to a protected area) and predators (from the same area) ranging onto communal land. Ninety members of local communities bordering Manyeleti Game Reserve, which is contiguous with Kruger National Park, South Africa were interviewed. Respondents expressed diverging attitudes toward predators, which were more favorable among participants with higher education. Negative views were particularly due to fear of human and livestock losses, especially to lions, Panthera leo. Lions were thought to be the most abundant predator both within and outside the reserve. Lions were also the best known predator and were most often held responsible for killing livestock. Despite these livestock losses and a lack of conservation education, most participants voiced favorable opinions about large carnivore conservation, as predators were considered an integral part of the respondents’ natural heritage. Thanks to this cultural tolerance and also because of a largely accepted management policy regarding predator control, large carnivores and people can coexist in the vicinity of Kruger National Park.  相似文献

ABSTRACT

This paper applies a “justice” lens to the struggle of the people displaced by the Merowe Dam in northern Sudan. Application of distributive, procedural, and representational aspects of justice exposes the dissatisfaction of the affected people with the government’s offer and execution of compensation. Consideration of social justice and the utility of norms in trans-national activism brings into sharp focus the difference in interests, and abilities of the many actors involved, and highlights the government’s tactics to divide the communities, and the social divisions sown. As the struggle develops, justice claims are seen to change towards less material issues, suggesting that an expanded and dynamic conception of justice is more helpful than narrow or time-bound conceptions. The findings are of relevance to communities facing possible displacement from dams planned nearby, not least of all for the insight provided on the effectiveness of different tactics in the struggle.  相似文献

On August 11, 2017, the U.S. Environmental Protection Agency (EPA) published the third Toxic Substances Control Act (TSCA) framework final rule in the Federal Register, the TSCA Inventory Notification (Active‐Inactive) Requirements (EPA, 2017). Environmental justice sheds light on the distributive and procedural aspects of planning and decision-making. We examined the challenges arising from the perspective of environmental justice on multi-level and participatory environmental governance by exploring the governance of aquatic environments in the Helsinki Metropolitan Area. We found three main challenges and potential responses to them. First, even though most of Helsinki’s shoreline is free and/or accessible by road and accordingly used actively by people for recreational purposes, many parts of the shoreline are perceived as inaccessible, reflecting a need to combine factual and perceived accessibility of aquatic environments in detail during the planning processes and to discuss reasons for possible discrepancies between these two. Second, there was a remarkable seasonal variation in the use of aquatic environments, so more attention should be paid to social-demographic factors explaining the distribution of the use of urban nature. Third, it seems to be difficult to capture the variety of perceptions of people and to integrate them into planning and decision-making processes even on a local scale, and this challenge is likely even more pronounced on higher levels of planning and governance. Thus, better integration of regional and local-scale planning procedures should be encouraged. Building on these observations, we conclude that integration of procedural and distributive environmental justice into the practices of the governance of aquatic environments could remarkably decrease unwanted trade-offs and potential conflicts in their use and management.  相似文献

European animal disease policy seems to find its justification in a “harm to other” principle. Limiting the freedom of animal keepers—e.g., by culling their animals—is justified by the aim to prevent harm, i.e., the spreading of the disease. The picture, however, is more complicated. Both during the control of outbreaks and in the prevention of notifiable, animal diseases the government is confronted with conflicting claims of stakeholders who anticipate running a risk to be harmed by each other, and who ask for government intervention. In this paper, we first argue that in a policy that aims to prevent animal diseases, the focus shifts from limiting “harm” to weighing conflicting claims with respect to “risks of harm.” Therefore, we claim that the harm principle is no longer a sufficient justification for governmental intervention in animal disease prevention. A policy that has to deal with and distribute conflicting risks of harm needs additional value assumptions that guide this process of assessment and distribution. We show that currently, policies are based on assumptions that are mainly economic considerations. In order to show the limitations of these considerations, we use the interests and position of keepers of backyard animals as an example. Based on the problems they faced during and after the recent outbreaks, we defend the thesis that in order to develop a sustainable animal disease policy other than economic assumptions need to be taken into account.  相似文献

ABSTRACT: Oregon watershed council leaders, members, and government supporters are working to improve watershed health. To identify the institutional assets that are most helpful in taking action, we assemble the lessons learned from several synthesis studies. The institutional assets fall into seven categories — leadership, vision, trust, social networks, capital, power, and local and technical knowledge. Scientific knowledge, leadership, vision, and social networks are the assets most widely recognized and available. Power, trust, and capital are challenges that must be met for actions to be successful. Most people affected by watershed council actions can appeal to more powerful interests to get these actions changed. Trust, particularly of scientific recommendations and government, is lacking. This distrust limits opportunities for watershed council actions.  相似文献

The United Nations Convention to Combat Desertification (UNCCD) emphasizes the need for public participation in land degradation assessment and rehabilitation. While participatory approaches are supported by a growing body of research and practice, meaningfully involving the people affected by land degradation is far from straightforward. This paper investigates the challenge of using the UNCCD as a guide to influence community participation in policy‐making and practice at national and local levels by analyzing experiences from three southern African countries. We show that the UNCCD represents a useful normative framework for addressing degradation problems, but that the participatory ethos is difficult to enact at the national level. Whilst there is increasing evidence that combining local and scientific knowledge using participatory mechanisms can deliver the benefits that the Convention strives to achieve, communication between researchers and practitioners, and those involved in implementing the UNCCD at the national level needs to be strengthened. Broad lessons and best practices in incorporating participatory practices into policy development are elucidated. Our case studies show that a range of mixed‐method, interdisciplinary approaches can enable policy‐makers and practitioners to meaningfully engage those who are affected by land degradation in its definition, assessment and rehabilitation.  相似文献
