The US National Park Service must map forest cover types over extensive areas in order to fulfill its goal of maintaining or reconstructing presettlement vegetation within national parks and monuments. Furthermore, such cover type maps must be updated on a regular basis to document vegetation changes. Computer-aided classification of small scale aerial photography is a promising technique for generating forest cover type maps efficiently and inexpensively. In this study, seven cover types were classified with an overall accuracy of 62 percent from a reproduction of a 1120,000 color infrared transparency of a conifer-hardwood forest. The results were encouraging, given the degraded quality of the photograph and the fact that features were not centered, as well as the lack of information on lens vignetting characteristics to make corrections. Suggestions are made for resolving these problems in future research and applications. In addition, it is hypothesized that the overall accuracy is artificially low because the computer-aided classification more accurately portrayed the intermixing of cover types than the hand-drawn maps to which it was compared.  相似文献

National park resource management planning requires ecological information describing the objectives to be achieved. This information must be quantitative and unambiguous. Since most acts creating United States national parks, beginning with the Yellowstone National Park Act of 1872, specify that these parks should be maintained in a natural condition, resource management objectives for each national park must be defined in terms of quantitative standards of naturalness. Such quantitative standards of naturalness do not yet exist for any national park in the United States. Although this article focuses on US national parks, the same problem exists in national parks, reserves, and wilderness areas throughout the world. The physical evidence needed to develop quantitative standards of naturalness is rapidly disappearing because of the effects of management fires, wildfires, decomposition, successional changes, and other disturbances. Therefore, a nationwide rescue ecology program is recommended to recover as much remaining ecological information as possible before it is lost. This information is essential for developing quantitative standards to restore naturalness to national parks.  相似文献

Forests are socioeconomically and ecologically important ecosystems that are exposed to a variety of natural and anthropogenic stressors. As such, monitoring forest condition and detecting temporal changes therein remain critical to sound public and private forestland management. The National Parks Service’s Vital Signs monitoring program collects information on many forest health indicators, including species richness, cover by exotics, browse pressure, and forest regeneration. We applied a mixed-model approach to partition variability in data for 30 forest health indicators collected from several national parks in the eastern United States. We then used the estimated variance components in a simulation model to evaluate trend detection capabilities for each indicator. We investigated the extent to which the following factors affected ability to detect trends: (a) sample design: using simple panel versus connected panel design, (b) effect size: increasing trend magnitude, (c) sample size: varying the number of plots sampled each year, and (d) stratified sampling: post-stratifying plots into vegetation domains. Statistical power varied among indicators; however, indicators that measured the proportion of a total yielded higher power when compared to indicators that measured absolute or average values. In addition, the total variability for an indicator appeared to influence power to detect temporal trends more than how total variance was partitioned among spatial and temporal sources. Based on these analyses and the monitoring objectives of the Vital Signs program, the current sampling design is likely overly intensive for detecting a 5 % trend·year?1 for all indicators and is appropriate for detecting a 1 % trend·year?1 in most indicators.  相似文献

The National Park Service (NPS) is increasingly focusing on alternative transportation systems in national parks to address environmental and social problems arising from a historical reliance on personal automobiles as the primary means of visitor access. Despite the potential advantages, alternative transportation may require a reorientation in the way that Americans have experienced national parks since the advent of auto-tourism in the early twentieth century. Little research exists, however, on visitor perspectives towards alternative transportation or the rationale underlying their perspectives. It remains unclear how transportation systems affect visitors’ experiences of the park landscape or the factors influencing their travel behavior in the parks. This report presents an interpretive study of visitor perspectives toward transportation management in the Yosemite Valley area of Yosemite National Park, California. Qualitative analysis of 160 semi-structured interviews identified individual psychological factors as well as situational influences that affect visitors’ behavior and perspectives. Individual psychological factors include perceived freedom, environmental values and beliefs, prior experience with Yosemite National Park and other national parks, prior experience with alternative transportation in national parks, and sensitivity to subjective perceptions of crowding. Situational factors included convenience, access, and flexibility of travel modes, as well as type of visit, type of group, and park use level. Interpretive communication designed to encourage voluntary visitor use of alternative transportation should focus on these psychological and situational factors. Although challenges remain, the results of this study suggest approaches for shaping the way Americans visit and experience their national parks to encourage environmental sustainability.  相似文献

The formulation and implementation of new fire policies in the national forests depend upon public acceptance. A national survey of organized groups of forest users indicates that, contrary to the concern of many forest managers, considerable support exists for flexible fire suppression policies. Forest users are also willing to accept the risk associated with the manager's use of prescribed fire. However, important intergroup differences do exist. Such variation is discussed in relation to a number of socioeconomic variables, general fire knowledge, specific knowledge about the effects of low-intensity fires, and risk preference levels.  相似文献

This study compares community-based managed forests under different purposes of management, namely, state-driven conservation or community-designed utilization in two villages located in the Sopsai watershed, Nan Province, northern Thailand. The forest health under different intensity of uses is assessed in association with the collective behaviors and long-term purposes embedded in village social–cultural context. The study found no significant differences in forest succession and proportion in diameter at 1.3 m (dbh) class and height-class distribution of the forest under different use intensity. The forest for utilization also showed higher density and basal area of the local preferred species than the conservation forest. In the utilization forest, we also found a higher number of multipurpose and preferred species than in the conservation forest, which actually responded to the needs of the community in the long term to have more wood products (both firewood and timbers). The community-based forest management (CBFM) for utilization can also lead to natural regeneration and biodiversity similar to conservation forests. Through CBFM, forest resources can be managed to maintain the healthy condition under different intensities and respond to both community needs and external expectation. The findings also emphasize the importance of recognizing community needs and management objectives in watershed restoration and improving the productivity of forests under collective management.  相似文献

The introduction of national parks in areas where existing authorities have traditionally been responsible for developing policies, preparing plans and making decisions on development proposals, can be a threat to longstanding interests. This paper explores this problem by examining the struggle for control of planning in one of Scotland's first national parks, the Cairngorms. Recent research (McCarthy et al., 2002 McCarthy J Lloyd G Illsley B (2002) National parks in Scotland: balancing environment and economy Research briefing European Planning Studies 10 (5) pp. 665–670 [Web of Science ®] [Google Scholar]) has established the policy context for this investigation. Informed by research focusing on the consultation process which led to the establishment of the national park, this paper analyzes how alternative approaches to the allocation of planning powers were captured in competing storylines, around which polarized coalitions of interest formed. Opening such insights into the considerations that shape institutional design—a combination of contested problem framing and straightforward political struggles over the locus of regulatory power—starkly reveals the challenges to the new park authority as it seeks to establish consensus between conflicting interests.  相似文献

Fire occurrences and their sources were monitored in Emas National Park, Brazil (17°49′–18°28′S; 52°39′–53°10′W) from June 1995 to May 1999. The extent of burned area and weather conditions were registered. Forty-five fires were recorded and mapped on a GIS during this study. Four fires occurred in the dry winter season (June–August; 7,942 ha burned), all caused by humans; 10 fires occurred in the seasonally transitional months (May and September) (33,386 ha burned); 31 fires occurred in the wet season, of which 30 were caused by lightning inside the park (29,326 ha burned), and one started outside the park (866 ha burned). Wet season lightning fires started in the open vegetation (wet field or grassy savanna) at a flat plateau, an area that showed significantly higher fire incidence. On average, winter fires burned larger areas and spread more quickly, compared to lightning fires, and fire suppression was necessary to extinguish them. Most lightning fires were patchy and extinguished primarily by rain. Lightning fires in the wet season, previously considered unimportant episodes, were shown to be very frequent and probably represent the natural fire pattern in the region. Lightning fires should be regarded as ecologically beneficial, as they create natural barriers to the spread of winter fires. The present fire management in the park is based on the burning of preventive firebreaks in the dry season and exclusion of any other fire. This policy does not take advantage of the beneficial effects of the natural fire regime and may in fact reduce biodiversity. The results presented here stress the need for reevaluating present policies and management procedures concerning fire in cerrado conservation areas.  相似文献

This is a critical examination of some of the basic concepts that have guided management of parks and related reserves, often termed wildlands. Study is focussed on Rondeau Provincial Park, Ontario, and on concepts such as wilderness, primeval forest, and the Carolinian forest. Deer culling and other management policies and practices have been based upon the idea that the highly valued sassafras, tulip, and other species of the Carolinian forest are decreasing due to browsing. Field mapping and analysis of historic vegetation records indicate that this trend is not in fact occurring. Historic research also reveals difficulties in defining the Carolinian or other perceived types of forest for management purposes. A major reassessment of ideology and management policy and practice seem to be required in Rondeau and other wildlands. Vague or general concepts such as wilderness or preservation should be strongly complemented and supported by more precise statements of objectives, a learning attitude, and experimentation and research. As a result of the technical uncertainties and value judgments frequently involved, management should also be based upon the expressed preferences and continuing involvement of citizens.  相似文献

Managers of wilderness resources must maintain, preserve, and sometimes restore pristine ecosystems while providing for public use and enjoyment of these areas. These managers require a resource information system that can store, retrieve and integrate basic data, synthesize components to solve particular problems, and provide simulations and predictions of natural processes and management actions. Traditional information systems based on land classification and type-mapping do not provide these capabilities.Gradient modeling, a new approach to resource management and forest fire simulation, has been developed to meet these needs in Glacier National Park. The method links four major components: (1) a terrestrial site inventory coded from aerial photographs that offers 10-m resolution; (2) gradient models of vegetation and fuel that derive quantitative stand compositional data from the parameters stored in the coded inventory; (3) a fuel moisture and microclimate model that extrapolates basestation weather data to remote sites using the parameters stored in the inventory; and (4) fire behavior and fire ecology models that integrate the data from the inventory and models to calculate real-time fire behavior and ecological succession following a fire.  相似文献

Five major management goals were identified for the upper Grande Ronde River Basin on the Wallowa-Whitman National Forest in northeastern Oregon: to produce high-quality fish habitat, to maintain elk habitat, to restore and maintain forest conditions within the natural range of viability, and to contribute to community economic stability. From the broad goals, specific goals for stream temperature, habitat effectiveness index (HEI), habitat corridors, maintenance of land in late or old seral stages, and a nondeclining even flow of timber were selected. A case study was undertaken in a small watershed that is under typical societal constraints to determine whether one decisionsupport tool, SNAP II+, could evaluate the selected goals in a single planning exercise. Three riparian management strategies and two forest road scenarios were used. The exclusion of harvest and road-building from riparian zones in order to increase habitat protection decreased harvest levels and net present value but maintained preactivity stream temperatures. Other resources were generally maintained within prescribed management levels. Although the technique has limitations (e.g., it does not account for riparian zones in calculations of forage and cover for HEI, and it can use the maximum but not minimum acreage goal for some resources), it shows promise for evaluating management tradeoffs in watershed analysis.This is Paper 3069 of the Forest Research Laboratory, Oregon State University, Corvallis, Oregon.  相似文献

Recent advances in fire modeling permit quantitative estimations of fire behavior from quantitative inputs that describe the fuel array and conditions, such as weather and site data, under which it will burn. This paper describes the collection, analysis, and stratification of flammable forest fuels data for coniferous forest ecosystems in Montana and then illustrates the resource management application of these data in three areas: the development of the fire behavior model, a determination of the model's sensitivity to input errors as reflected by fire behavior prediction errors, and the development of a fire hazard simulator (TAROT). National fuel-reduction programs aim to reduce the risk of wildland fires to human communities and to restore forest and rangeland ecosystems to resemble their historical structure, function, and diversity. There are a number of factors, such as seed bank dynamics, post-treatment climate, and herbivory, which determine whether this latter goal may be achieved. Here, we examine the short-term (2 years) vegetation response to fuel-reduction treatments (mechanical mastication, broadcast burn, and pile burn) and seeding of native grasses on understory vegetation in an upland piñon–juniper woodland in southeast Utah. We also examine how wildlife herbivory affects the success of fuel-reduction treatments. Herbaceous cover increased in response to fuel-reduction treatments in all seeded treatments, with the broadcast burn and mastication having greater increases (234 and 160 %, respectively) in herbaceous cover than the pile burn (32 %). In the absence of seeding, herbaceous cover only increased in the broadcast burn (32 %). Notably, fuel-reduction treatments, but not seeding, strongly affected herbaceous plant composition. All fuel-reduction treatments increased the relative density of invasive species, especially in the broadcast burn, which shifted the plant community composition from one dominated by perennial graminoids to one dominated by annual forbs. Herbivory by wildlife reduced understory plant cover by over 40 % and altered plant community composition. If the primary management goal is to enhance understory cover while promoting native species abundance, our study suggests that mastication may be the most effective treatment strategy in these upland piñon–juniper woodlands. Seed applications and wildlife exclosures further enhanced herbaceous cover following fuel-reduction treatments.  相似文献

Cooperation between the United States Department of Agriculture (USDA) Forest Service and the United States Department of Interior (USDI) National Park Service is most often advocated to protect biological diversity on national forests and parks, but the agencies, so far, have done little to implement the biodiversity mandates of such laws as the Endangered Species Act and the National Forest Management Act. The ideological and political history of the Forest Service and Park Service is explored to determine the roots of interagency conflicts. Several recent models of cooperative reform are also critiqued and found to be insufficient to stimulate better working relationships. To protect biodiversity, cooperation must be framed within conservation biology and must place primary emphasis on ecosystem patterns and processes as well as on individual species. Increased education of agency managers, ecosystem-level research, local and regional public participation, scientific oversight committees, new legislation, and enlightened leadership also play important roles. Ultimately, management policies must be reframed within a context of ecocentric values.  相似文献

By mid-1990 the National Park Service (NPS) must present to Congress recommendations for managing overflights of at least ten national parks. The authors examine the potential role of formal negotiation in setting overflight policy in these parks by reviewing the overflight controversy at Grand Canyon National Park (GCNP). Regulations controlling overflights of the GCNP are only now being implemented after a 17-year conflict that culminated in a congressionally mandated solution. The authors review this controversy and find that, contrary to common perception, the number of park visitors bothered by overflights is not small but roughly equals the number of airborne visitors (up to 450,000 per year). On the basis of this investigation, the authors determine that formal negotiation would have been an appropriate policy-making process because of the clearly defined and limited number of parties and issues involved. Considering the number of park visitors that will continue to be affected by this issue, the authors conclude that formal negotiations should be considered for overflight problems involving other parks. Such negotiations should be park-specific. An evolving understanding of ecological processes, together with ambiguities in National Park Service policy, have led to multiple interpretations of the role of management in our large natural area National Parks. National Park Service management policies must be dynamic and responsive to changes in scientific knowledge and societal values. We propose that the principal aim of NPS resource management in natural areas is the unimpeded interaction of native ecosystem processes and structural elements. The case of the changing role of natural fire management is used as an example in developing this rationale.  相似文献

The objective of this paper is to raise understanding of the history of protected area external threat awareness in the United States and at World Protected Area Congresses. The earliest concerns about external threats to US national parks began in the late nineteenth century: a potential railroad transgression of Yellowstone National Park in the 1880s. During the early and mid 1930s, George Wright and colleagues focused on outside boundary concerns like of hunting and trapping of furbearers, grazing, logging, disease and hybridization between species. In the 1960s, a worldwide recognition began about the role of outside habitat fragmentation/isolation on nature reserves and human generated stressors crossing their boundaries. The State of the Park Report 1980 added a plethora of threats: oil/gas and geothermal exploration and development, hydropower and reclamation projects, urban encroachment, roads, resorts, and recreational facilities. The early 1980s ushered in political interference with NPS threats abatement efforts as well as Congressional legislative initiatives to support the abatement challenges of the agency. By 1987, the Government Accounting Office issued its first report on National Park Service (NPS) progress in dealing with external threats. Climate change impacts on parks, especially in terms of animals adjusting their temperature and moisture requirements by latitude and altitude, surfaced in the technical literature by the mid-1980s. By 1992, the world parks community stressed the need to integrate protected areas into the surrounding landscape and human community. The importance of the matrix has gradually gained appreciation in the scientific community. This chronology represents one example of national park and protected areas’ institutional history contributing to the breath of modern conservation science.  相似文献

The purpose this study was to improve operational planning and management of national parks in Turkey to balance conservation use and sustainable management. Souksu National Park (SNP) was chosen as the study area. The data were obtained from interviews of 182 visitor groups (in total, 819 people) and analyzed using correlation, factor, discriminant, and regression analyses. It was found that the most important factors affecting operational planning and management of SNP are (1) travel cost, (2) visitor welfare level, (3) intensity of use, (4) size of visitor group, (5) type of recreational demand. The main source of visitors to SNP is from a zone within a 0–90-km radius. This region comprised 53.85% of total visitors to the park. The capital of Turkey (Ankara) is the most important source of visitors from within this zone. The optimum activity mix in SNP is also determined. Picnicking, viewing the scenery, and nature walks or trekking comprised the main uses of the park. It is anticipated that these findings will help to improve operational planning and sustainable management of the national park and the environment.  相似文献

In the United States and around the world, scientists and practitioners have debated the definition and merits of ecosystem management as a new approach to natural resource management. While these debates continue, a growing number of organizations formally have adopted ecosystem management. However, adoption does not necessarily lead to successful implementation, and theories are not always put into practice. In this article, we examine how a leading natural resource agency, the United States Department of Agriculture Forest Service, has translated ecosystem management theory into concrete policy objectives and how successfully these objectives are perceived to be implemented throughout the national forest system. Through document analysis, interviews, and survey responses from 345 Forest Service managers (district rangers, forest supervisors, and regional foresters), we find that the agency has incorporated numerous ecosystem management components into its objectives. Agency managers perceive that the greatest attainment of such objectives is related to collaborative stewardship and integration of scientific information, areas in which the organization has considerable prior experience. The objectives perceived to be least attained are adaptive management and integration of social and economic information, areas requiring substantial new resources and a knowledge base not traditionally emphasized by natural resource managers. Overall, success in implementing ecosystem management objectives is linked to committed forest managers.  相似文献

Yosemite National Park is one of the nation's most scenic and ecologically/geologically important parks. Unfortunately, the park is subject to extensive development of concession facilities and associated high levels of visitor use. Those concerned with preservation of the park's resources have attempted to limit the types and extent of such facilities to reduce adverse impacts. Strictly speaking, resolution of the preservation versus use controversy must be based on whether the National Park Service is adhering to its legislative mandate to regulate development and use in the parks. The common interpretation of legislative mandates for national parks, including Yosemite, is that they call for a difficult balancing between the conflicting goals of preservation and use. Accordingly, although concession developments cause significant impacts, they usually have been interpreted to be within the legal discretion allowed the secretary of the interior. However, the usual interpretations of the meanings of legislative mandates for Yosemite National Park have not considered Title 16 United States Code §55, which is a very restrictive statute limiting concession facilities. Many of the limitations imposed on concession facilities by the plain language of the statute have been exceeded. If it can be shown that 16 United States Code §55 is a valid statute, the policy implications for park management in Yosemite National Park would be considerable — namely, that significant reductions in concession facilities could be required. This article examines whether the statute can reasonably be thought to be valid and encourages others to conduct further examination of this question.  相似文献
