Policies designed to conserve sites of nature conservation importance are an important aspect of city planning in the UK. London has led the way in putting in place a spatial hierarchy of sites of nature conservation importance designed to protect wildlife habitats from development. Some wasteland habitats associated with derelict and vacant land receive protection in this way but development pressure on these so-called 'brownfield sites' is high and is likely to continue. This paper examines how conservation professionals in the private, public and voluntary sectors are responding to the threats of biodiversity loss and opportunities for habitat creation posed by re-development of brownfield sites. The study draws on in-depth interviews conducted with conservation professionals and the practices employed by ecological advisers employed by developers seeking to re-develop wasteland sites. It finds that practitioners are negotiating their role in the re-development process in different ways. Key issues relate to the role of ecological science in codifying wasteland habitats, uncertainties about how best to evaluate the conservation importance of such sites and the strategies and tactics employed by different practitioners as they seek to mobilise a range of knowledges and practices to secure ecologically sensitive proposals. Scientific knowledge about wasteland habitats has not stabilised in ways that can consistently inform conservation policy and practice. As a result biodiversity issues of wasteland sites are often discounted in the re-development process. Investment in studies of the basic ecology of urban wastelands could provide a firmer scientific foundation on which conservation policies could build. At the same time, many conservation professionals involved in urban re-development are struggling to promote a pro-active approach to secure environmentally sensitive development. The knowledge and co-operation networks being mobilised to support this approach are fluid and unstable, and favourable development outcomes as yet are few. Formalising these networks to achieve more effective engagements with developers and the construction industry could consolidate ecological practices designed to conserve and re-create the biodiversity of wasteland habitats.  相似文献

Trade-offs between ecosystem conservation and agricultural production can more easily be addressed by shifting the view from the plot scale to the scale of the landscape and integrating biodiversity friendly land use systems into development strategies. The provision of ecosystem services such as watershed protection and carbon sequestration by natural and complex agro-ecosystems can play an important role in making such integrated landscape approaches viable. This special issue brings together papers that were presented at a symposium on agroforestry and landscape scale conservation at the Second World Agroforestry Congress in Nairobi in August 2009. It is divided into two sections focusing on: (1) the biological mechanisms and implications of landscape scale conservation strategies as influenced by land use, especially agroforestry; and (2) the economic drivers and public policies that determine to a large extent the success of agroforestry-based landscape conservation strategies. The contributions provide evidence both for the potential and limitations of agroforestry in landscape scale conservation and development strategies and highlight the importance of economic incentives and policies to promote integrated landscape solutions. This introductory paper summarizes and discusses the contributions and concludes with policy recommendations and research needs.  相似文献

Access to affordable and efficient energy is a basic human right and an imperative for human development. The energy policies usually ponder technical, economic, environmental, and social aspects for successful procurement of energy and endowment of energy resources. The objectives of this paper are to analyze energy policies in Pakistan and assess their relationship with environmental security and development. An empirical and multi-criteria decision analysis was used to unfold the strong interactions of energy security with development and environment. The energy policies in Pakistan are more equipped with economic and technical aspects, fairly framed with social aspects and poorly pampered with environmental facets. The dearth of environmental aspects will not only results in environmental degradation but also lag the development and achievement of Sustainable Development Goals.  相似文献

Although human presence is one of the main characteristics of the Mediterranean identity since ancient times, a false dialectic between conservation and social-economic development has emerged in recent decades. On the one hand, an economic growth policy is taken as the paradigm of social-economic development; on the other hand, there is a multi-scale conservation policy, in which natural protected areas, as patches of preserved nature, are used as one of the main tools to deal with the challenge of sustainability. The Mediterranean Basin is the habitat of many unique species and one of the 25 main biodiversity hotspots in the world, and as a consequence a strong conservation policy has been used to protect environmental values. At the same time, Mediterranean countries are deeply involved in promoting strong economic growth policies, which are not always compatible with environmental ones. In this paper, Spain has been studied as one model of this situation. Due to political reasons, Spanish economic growth and conservationist policies were pursued together during the last 20 years. As a result, Spain owns one of the largest networks of natural protected areas in Western Europe, and at the same time it has experienced one of the strongest periods of economic growths in the European and Mediterranean context during the 1980s and 1990s. An historical series of resource use in five annual periods in the last 20 years of conservation policy, and the effects on the preservation of natural capital have been investigated by means of the eMergy (spelled with an 'm') synthesis approach, which was used to characterize the flow of environmental services supplied by ecosystems, but not in monetary terms. This study shows that Spain is becoming less self-sufficient and more inefficient in resource use, comprehensively measured in eMergy terms. A large part of Spain's economy depends on imported goods and services, and most economic activities are based on tourist services and associated construction, which promotes intensification in the urban use of the territory and more intense environmental impacts and resource use intensification of those countries supplying the raw materials. The consequence is a decoupling of the Spanish economy from local environmental services and the increase of Ecological footprint of Spain, measured by means of eMergy-based indicators. In spite of the increase in number, area and associated budget of the natural protected areas and other conservation measures, the general sustainability of the nation is decreasing.  相似文献

Interaction with nature has a range of significant health, ecological and economic benefits and a number of governments are implementing policies to increase humans’ engagement with nature. Using a large nationally representative survey sample in Australia, this study provides a detailed comment on the feasibility of such a policy, as well as contributing to an understanding of the characteristics of individuals who engaged in one or more of five dimensions of nature interaction, namely: nature engagement; conservation participation; nature advocacy; environmentally friendly purchasing and future engagement with nature conservation. The results indicate that age, income, education, marital status and household structure are all important influences on various types of nature engagement. It is suggested that increasing opportunities for young people to interact with nature is important, as well as supporting older people's involvement in conservation, plus focusing on the need to target and direct various policies.  相似文献

Fisheries management is typically a complex problem, from both an environmental and political perspective. The main source of conflict occurs between the need for stock conservation and the need for fishing community well-being, which is typically measured by employment and income levels. For most fisheries, overexploitation of the stock requires a reduction in the level of fishing activity. While this may lead to long-term benefits (both conservation and economic), it also leads to a short-term reduction in employment and regional incomes. In regions which are heavily dependent on fisheries, short-term consequences of conservation efforts may be considerable. The relatively high degree of scientific uncertainty with respect to the status of the stocks and the relatively short lengths of political terms of office, generally give rise to the short-run view taking the highest priority when defining policy objectives. In this paper, a multi-objective model of the North Sea is developed that incorporates both long-term and short-term objectives. Optimal fleet sizes are estimated taking into consideration different preferences between the defined short-term and long-term objectives. The subsequent results from the model give the short-term and long-term equilibrium status of the fishery incorporating the effects of the short-term objectives. As would be expected, an optimal fleet from a short-term perspective is considerably larger than an optimal fleet from a long-run perspective. Conversely, stock sizes and sustainable yields are considerably lower in the long-term if a short-term perspective is used in setting management policies. The model results highlight what is essentially a principal-agent problem, with the objectives of the policy makers not necessarily reflecting the objectives of society as a whole.  相似文献

While the Convention on Biological Diversity (1992) introduced a new and progressive outlook on conservation, the South African government has failed to produce a comprehensive legal body of legislation to give effect to its varied obligations. Inconsistency and incompleteness of regulations governing wildlife conservation in conjunction with the failure to implement objectives to conserve wildlife through restricted exploitation with the political, social and economic motives of community conservation must be seen as major contributions to failed conservation goals. This paper analyses post-apartheid conservation laws and policies and argues that current plans for people-centred approaches to natural resource management programmes have been unsuccessful in operationalizing policy goals of biodiversity conservation and sustainable development into transparent plans for implementation. In fact, legal instruments and implementation plans seem to focus on the benefit-sharing components of community participation and therefore fail to address important issues of resource exploitation. It is suggested that where communities are expected to take part in the management of wildlife resources, the responsibility for sustainable wildlife management must be linked to the benefit-sharing instruments of the programmes. However, these would not deal with 'outsiders' like poachers and poaching driven by commercial interests. The paper proposes a model that allows communities to take control over wildlife resources.  相似文献

Biotic pressure in and around protected areas (PA) is the primary cause of biodiversity loss in many developing countries across the globe. The pressure comes partly from biomass energy dependency in the form of heavy extraction of fuelwood from the forests. Although biomass fuels provide easily accessible and affordable sources of domestic energy to the rural masses, their combustion results in environmental and health‐related hazards. The objectives of this paper are to assess the patterns of household energy use in a subsistence forest economy and analyze the factors that influence their energy use choice for cooking and lighting. The paper uses primary data collected randomly from 244 households located in and around the Similipal Tiger Reserve (STR), situated in the eastern Indian state of Odisha. Age of the household head, number of days in wage employment, number of adult males and females in a household, education of the household head and landholding size are found to be the major variables that determine household fuelwood collection sources inside the reserve. Considering household structure as an income indicator, the analysis clearly shows that non‐poor households prefer to use clean energy (i.e. solar) for lighting, while poor households tend to use solid fuel. Energy policies for development should be based on the realistic proposition that fuelwood will remain the major source of energy for cooking for substantial proportions of the world’s population. Promotion of public education, social forestry schemes and fuel‐efficient improved chulhas should be encouraged in order to reduce household dependence on fuelwood. Moreover, devolving sufficient property rights over forest resources to local communities may help secure their broad‐based and active participation in the decision‐making process, which may result in a positive change in the attitude of the local people towards biodiversity conservation.  相似文献

Sub‐Saharan Africa continues to face the daunting challenge of alleviating poverty due to slow economic growth. In southern Africa, most countries are adopting policies that promote the integration of biodiversity conservation and rural development to contribute to rural poverty alleviation. Numerous approaches have been undertaken in this endeavour, including Transfrontier Parks (TFPs) and Transfrontier Conservation Areas (TFCAs). This paper discusses some of the limitations of the TFPs. In conclusion I posit that unlike TFPs, which are state controlled and managed, TFCAs, which promote multi‐land use and multi‐stakeholder participation are attainable and have a higher probability of sustaining biodiversity conservation and contributing to the alleviation of rural poverty, if: (i) areas of high biodiversity conservation within communal areas can be identified, zoned and leveraged to biodiversity conservation and managed in partnership between the communities and the private sector; (ii) local communities can secure legal rights to their customary land being devoted to biodiversity conservation and use such pieces of land as collateral in negotiating partnerships with the private sector in developing conservation‐based enterprises; (iii) functional community natural resource governance institutions can be established and empowered to represent their constituencies in securing fair equity from profits made from sustainable use of the conserved biodiversity assets and tourism businesses; (iv) concerted effort can be invested in developing and implementing family planning and fertility reduction strategies that would slow down human population growth to levels that can be sustained by the available natural resources; and (v) if sustainable financing mechanisms can be developed, and the governance of protected areas occurring in the TFCAs can be broadened to include other stakeholders.  相似文献

Countryside strategies, particularly for nature conservation, are part of a growth in non‐statutory strategic planning. They are largely integrative, and set the context for, and are able to cover subjects normally beyond the scope of, statutory development plans. Specifically for nature conservation, this paper summarizes the limitations of policies in structure plans and reviews four countryside strategies to assess the extent to which they overcome these limitations. Whilst providing a renewed focus for nature conservation, such strategies lack information and guidance in assisting plan formulation, are not accountable, have problems in their adoptability and lack the resources for implementation.  相似文献

Tourism development may result in negative impacts on natural resources owing to overuse and mismanagement. However, tourism may also play positive roles in natural resource conservation, which has rarely been verified in practice, although some researchers have demonstrated this in theory. In this article, taking the Jiuzhaigou Biosphere Reserve as a case study area, we conducted an analysis for the environmental impacts from tourism development based on social survey and interpretation of remote sensing images. The results show that the natural environment was not degraded and some indicators are even improving because all the residents have participated in tourism and given up farming and hunting. It is concluded that it is possible to use tourism as a way to balance natural resource conservation and economic development under the preconditions of making effective policies to encourage and help local people participate in tourism business and to benefit from it.  相似文献

This paper reviews the nature of landscape policies pertaining to the design of urban development in the post 1992 generation of English development plans. It examines the landscape concepts which underpin policy and concludes that these are essentially concerned with landscaping as a cosmetic activity, an afterthought in the design process. Recommendations are made for the development of policies that will allow landscape considerations to be integrated with nature conservation and ecology considerations and thereby assume a fundamental role in urban design policies as a key element in ensuring sustainable development.  相似文献

The monetary assessment of biodiversity measures the welfare damages brought by biodiversity losses and the cost-benefit analysis of conservation projects in a socio-economic context. The contingent valuation method could include motivational factors to strengthen economic analysis of nature conservation. This study analyzed Guangzhou residents’ motivations and willingness-to-pay (WTP) for an urban biodiversity conservation program in the National Baiyun Mountain Scenic Area (BMSA). The peri-urban natural site, offering refuge to some endemic species, is under increasing development pressures for recreational and residential use. A questionnaire survey was conducted in the Guangzhou metropolitan area during June to October 2007. We interviewed face-to-face 720 stratified sampled households to probe residents’ attitudes towards the city’s environmental issues, motivations for urban nature conservation, and WTP for biodiversity conservation. Principal component analysis identified five motivational factors, including environmental benefit, ecological diversity, nature-culture interaction, landscape-recreation function, and intergenerational sustainability, which illustrated the general economic values of urban nature. Logistic regression was applied to predict the probability of people being willing to pay for the urban biodiversity conservation in BMSA. The significant predictors of WTP included household income and the factor nature-culture interaction. The median WTP estimated RMB149/household (about US$19.5/household) per year and an aggregate of RMB291 million (approximately US$19.5/household) per year and an aggregate of RMB291 million (approximately US38.2 million) annually to support the urban conservation project. Including public motivations into contingent valuation presents a promising approach to conduct cost-benefit analysis of public projects in China.  相似文献

Successful biodiversity conservation does not depend on ecologic knowledge alone. Good conservation policies and policy implementation tools are equally important. Moreover, the knowledge, skills, and attitudes of local actors, directly in charge of operations in the field, are a key to successful policy implementation. The connections between policy objectives and their implementation as well as the involvement of local actors’ efforts in implementing policy objectives largely depend on the governance model in use. This article assesses the knowledge of local actors in relation to the biodiversity conservation objectives and tools in Lithuanian forest management. As a main framework for this study, the needs assessment approach was applied. The study used both in-depth open-ended interviews and follow-up telephone interviews. Two state forest enterprises in Lithuania were selected as the study sites. The findings indicate that policy objectives in the field of forest biodiversity conservation and the related tools are well known but not well understood by those in charge of forest biodiversity policy implementation. To improve the situation, a transition toward adaptive learning and participatory governance as a means of facilitating conservation efforts is proposed.  相似文献

Many counties in England have systems of non‐statutory sites of importance for nature conservation in addition to the statutory National Nature Reserves, Sites of Special Scientific Interest and Local Nature Reserves. The paper describes the evolution of such a system over the past 20 years in the metropolitan county of the West Midlands. The system has been recognized by the local planning authorities who have included appropriate policies for the conservation of these sites in statutory development plans. The authority of such a system derives from the use of published criteria for the selection of sites, consensus over the application of these criteria, and consultation with the owners and occupiers of the sites.  相似文献

This paper describes new environmental policies and expanded administrative agencies which in recent years have been adopted by many governments faced with a continuing decline in the quality of their environments. In a number of developed and developing countries, devising a far reaching environmental policy for sustainable development of the natural resources sector is a national priority. Specific environmental policies may be classified according to objectives, timeframe, mechanisms for implementation, whether or not they are binding, and the nature of sanction. This paper provides some generalizations about certain features common to most environmental policies. In the first section an examination is made of some of the most pressing problems which environmental policies relating to natural resources seek to address. The second section discusses environmental policies themselves. The third section, which makes up the main body of the paper, assesses the strengths and weaknesses of a variety of mechanisms available for implementing environmental policies to promote sustainable development in the natural resources sector.  相似文献

In this paper, the policy of nature conservation in Norway is analysed, with a particular focus on policy development during the last decade moving in the direction of multi-level governance. It is argued that the logic of policy making has shifted from what can be described as 'the politics of expertise' to a process of 'politicisation'. A process of politicisation can be observed both in terms of the nature of arguments being used, and in terms of who the dominant actors are. The subjects of analysis are issues taken up by the political parties in the Parliament, and the paper focuses on two controversial questions. One is about the localisation of conservation areas on private land and the state's liability for compensation. The other is the question of whether the management of conservation areas, and in particular national parks, should be under the control of local government or the state environmental bureaucracy. The analysis documents a process moving in the direction of more complex governance structure involving more actors and broader local participation challenging the role of the professional bureaucracy.  相似文献

Water markets are developing as part of a Council of Australian Governments initiative to promote an efficient use of Australia's water resources. The consequences of these policies on river health is yet to be fully understood, but recognised as having significant interrelationships which need to be explored. This paper examines the consequences of introducing trade and allocating water for environmental use in the Border Rivers region of Queensland. The results of this study suggest that: (1) trade in water entitlements is likely to increase the differential between extractive demand and historical flow regimes as extractive water-use concentrates on the most profitable crops, and (2) water markets are likely to limit the effectiveness of water policies aimed at restoring natural flow regimes. As a result, trade-offs between environmental needs and income from extractive use will need to be determined. This work is important and timely in water-policy development demonstrating the linkages and trade-offs between ecological and economic objectives.  相似文献

The views expressed here are the author's and do not necessarily reflect an expression of opinion on the part of the United Nations. The objective of sustainable development is to integrate environmental concerns with mainstream socio-economic policies. Integrated policies need to be supported by integrated data. Environmental accounting achieves this integration by incorporating environmental costs and benefits into conventional national accounts. Modified accounting aggregates can thus be used in defining and measuring environmentally sound and sustainable economic growth. Further development objectives need to be assessed by more comprehensive, though necessarily less integrative, systems of environment statistics and indicators. Integrative frameworks for the different statistical systems in the fields of economy, environment and population would facilitate the provision of comparable data for the analysis of integrated development.  相似文献

Over the past decades, many Asian economies have achieved striking levels of economic growth. This economic growth has been necessary in order to fulfil the material needs and aspirations of growing populations. However, it has also been accompanied by substantial environmental degradation. While the precise interactions between economic growth, economic development and environmental degradation is subject to controversy and a comprehensive assessment of the Asian environment may be required to fully understand this relationship and the present conditions of the environment, it is argued in this paper that the achievement of sustainable economic development and the harmonizing of economic and environmental objectives will not be possible without deliberate policy interventions. Such policies need to incorporate a regional dimension in the form of institution building, in parallel to the concept of regional economic growth. The article focuses on the current problems of environmental and natural resource degradation in Asia, within a possible conceptual framework of impoverishing or unsustainable economic growth, and suggests a set of policies that need to be adopted in order to solve current difficulties.  相似文献
