A consequence of expanding residential development into rural areas is the potential alteration of ecological communities. Certain novel land-use policies seek practical solutions by accommodating social needs for housing while conserving biodiversity. This study investigates whether regulations designed to protect the aesthetic characteristics of a river corridor simultaneously mitigate negative effects of development on avian biodiversity, despite the absence of explicit conservation objectives. Using housing data from the US Census (1990 and 2000) and the Audubon Christmas Bird Count (1987–2000), we examined changes in housing density, avian communities, and the relationship between these two variables in a location that has adopted aesthetic landscape planning, the Lower Wisconsin State Riverway. We found that overall species diversity increased in the Riverway, but remained constant in reference areas, although the relative increase in housing density in the two areas did not differ. We also found that omnivore populations decreased in the Riverway and increased in reference sites. On the whole, our study provides preliminary evidence that aesthetic landscape planning, such as employed in the Lower Wisconsin State Riverway, might constitute a politically viable approach to conserve ecological resources.  相似文献

The Natura 2000 network was established across the European Union’s (EU) Member States with the aim to conserve biodiversity, while ensuring the sustainability of human activities. However, to what kind and to what extent Natura 2000 sites are subject to human activities and how this varies across Member States remains unspecified. Here, we analyzed 111,269 human activity records from 14,727 protected sites in 20 Member States. The frequency of occurrence of activities differs among countries, with more than 86 % of all sites being subjected to agriculture or forestry. Activities like hunting, fishing, urbanization, transportation, and tourism are more frequently recorded in south European sites than in northern or eastern ones. The observed variations indicate that Natura 2000 networks are highly heterogeneous among EU Member States. Our analysis highlights the importance of agriculture in European landscapes and indicates possible targets for policy interventions at national, European, or “sub-European” level. The strong human presence in the Natura 2000 network throughout Member States, shows that conservation initiatives could succeed only by combining social and ecological sustainability and by ensuring the integration of policies affecting biodiversity.  相似文献

Ethnobotanical knowledge plays a significant role in plant diversity conservation and the curing of various ailments in remote rural areas of the Indian Himalayan Region (IHR). A total of 53 plant species from 27 families have been documented from the Byans valley and are used traditionally for the treatment of various diseases. Valley inhabitants have maintained a symbiotic relationship between natural resources and their cultural belief system by developing sacred forests/groves which conserve the region's plant diversity pool. Information on sacred natural sites and traditional beliefs was documented in order to understand the environmental and conservationist implications of these rules and practices. The study provides comprehensive information about eroding traditional knowledge and biodiversity conservation practices. This study could be a pilot to strengthen the conservation practices and sustainable utilization of frequently used bioresources by understanding the traditional knowledge system and conservation ethics of tribal communities in the Himalayan region.  相似文献

As human influences fragment native communities and ecosystems, remaining land must be better managed to conserve many elements of biodiversity. Much of this land is privately held, yet traditional private land-use management practices often further diminish biodiversity by promoting favored or edge-adapted species. Today, private land stewards are increasingly aware of and concerned about biodiversity, but little guidance exists for them to make land-use decisions incorporating principles and knowledge from conservation biology. Consequently, most management strategies are highly subjective. This article addresses that problem by introducing current conservation wisdom to management and use of private lands. The result is a model program for developing land management plans, with the goal of maintaining viable populations and natural distributions of native species and communities from a landscape perspective. The program establishes a protocol for classifying sites according to the importance of their species, communities, and other elements to global and regional biodiversity. These site classifications are based on the management objectives necessary to maintain important elements. Once managers classify a site, the program provides management standards, general stewardship principles, examples of land management strategies, and basic monitoring and evaluation procedures.  相似文献

Local Biodiversity Action Plans are the preferred policy mechanism for setting and delivering local biodiversity targets in the UK. This paper reviews the kind of knowledge conservation scientists envisage being used to identify and set local targets, and explores the means of incorporating local knowledge into this process. We use a case study of a Wildlife Enhancement Scheme (WES) on the Pevensey Levels, East Sussex, to reveal the understandings that local farmers and residents have of the nature conservation goals and practices associated with the scheme. Drawing on the findings of in-depth discussion groups, we show how farmers challenge both the monopoly of knowledge conservationists profess about nature, and the enlistment of farmers on the scheme as «technicians», motivated solely by financial rewards, rather than as knowledgeable experts who also have emotional attachments and ethical values for nature. Local people use their knowledge of both local farmers, and the industry in general, to challenge the assumption that farmers can be trusted with delivering nature conservation goals. In the absence of a commitment by central government to agree widely-held environmental standards, and a more democratic process of making judgements about what local nature is worth conserving, local residents challenge existing processes designed to conserve nature that are driven by the knowledge and practices of official experts alone. The findings of the study suggest that a widening of the knowledge base on which the goals and practices of nature conservation are founded, and a more deliberative process of making decisions about what nature is important locally, will secure and strengthen public support for local biodiversity action plans.1998 Academic Press  相似文献

In China, many rural communities depend upon forests to provide wood, fuel, fertilizer, animal bedding, and valuable non-timber forest products (NTFP). However, the degree to which forest resource extraction is compatible with new conservation aims is unclear because there is little information on the specific ecological effects of traditional forest collecting practices. Therefore, we compared the structure and floristics of Pinus densata forests exposed to three levels of resource extraction by Tibetan villages in northwest Yunnan: (1) a forest site protected from wood and timber removal, (2) moderately utilized forest sites exposed to traditional collecting practices, and (3) patches of highly utilized forest from which timber extraction is high in response to recent development pressures. The results show that understorey and cryptogamic species are reduced in all the utilized forest sites by comparison with the protected forest. However, the moderately utilized pine forests still provide good NTFP habitats by maintaining relatively high canopy covers, litter covers, and understorey structural complexity; this suggests that traditional forest resource use, while simplifying the forest, does not pose an increasing threat to pine forest integrity. By comparison, the highly utilized forests are transformed into open, herb-rich environments in which canopy covers and understorey complexity are depleted, and NTFP habitats are degraded. In the future it may be practical to enhance biodiversity by proscribing forest resource collection, but the immediate priority is to monitor the sustainability of forest utilization using indicators such as understorey development, litter cover, and cryptogamic richness.  相似文献

Water companies in England and Wales are responsible for the management of large areas of land. This land is under little pressure for development and is often free from the pollutants associated with conventional agriculture and is therefore a potentially valuable resource for biodiversity conservation. The value of this resource will only be realized if sufficient investment is made in the management of the habitats associated with these sites. This paper reports an exploratory case study based on customers of Southern Water which uses a mixture of questionnaire surveys and focus groups to investigate whether or not consumers are willing to pay higher utility bills to fund such management. In particular, it explores the public's willingness to forgo potential bill reductions in order to fund biodiversity conservation and examines how payment instruments could be designed to maximize and maintain the agreement from consumers. Results suggest that customers are willing to forgo a proportion of a potential bill reduction to pay for biodiversity schemes but are not necessarily willing to face a bill increase for the same public good benefits. Participants in the focus groups suggested that schemes could be made more acceptable to customers by ensuring that the outcomes were both visible and local and that their achievements were well publicized. Similarly, administration of the scheme through a trust fund alleviates some of the concerns of consumers while raising several new ones.  相似文献

This article discusses the ecological and cultural criteria underlying the management practices for protected areas in France. It examines the evolution of French conservation from its roots in the 19th century, when it focused on the protection of scenic landscapes, to current times when the focus is on the protection of biodiversity. However, biodiversity is often socially defined and may not represent an ecologically sound objective for conservation. In particular, we question the current approach to protecting a specific type of biodiversity that is at the basis of traditional landscape but does not value systems that are left to develop naturally (i.e., without significant human intervention). We present several examples of current attempts in France and Europe to managing traditional ecosystems and then discuss the values that exist in systems that develop naturally. We feel the latter systems often have much to offer in terms of biodiversity as well as providing important sites for the study of dynamic ecological communities in an ever-changing world.  相似文献

Worldwide there is a declining trend in natural fish catch (FAO, The state of world fisheries and aquaculture. , 2002) and Bangladesh is no exception. The vast inland fisheries of Bangladesh have been declining over the years, largely a result of human alteration of the aquatic habitats arising from human interventions in the floodplain systems such as the establishment of water control structures which favor agricultural production but reduce fish habitats. It can be assumed that conventional management measures are not adequate to conserve natural fisheries and exploring alternative knowledge systems to complement existing management is warranted. This paper focuses on local ecological knowledge and several other local practices held by fishers engaging directly with floodplain ecosystems. These knowledge systems and practices may be valuable tools for understanding ecosystems processes and related changes and developing local level responses to avert negative consequences of such changes. This may help in devising alternatives to ecosystem management and the conservation of floodplain fish habitats of Bangladesh and elsewhere in the world. This study was conducted in a natural depression (locally called beel) and its surrounding floodplain system located in north central Bangladesh which has become highly degraded. The results of the study indicate that the fishers and local users of the floodplain ecosystems are rich in local ecological knowledge concerning the hydrology of the floodplains and small lakes, the habitat preferences of fish, the role of agricultural crops on fish habitats, and the impact of habitat human interventions in aquatic ecosystems. Given the apparent inadequacy of the present management regime, this article argues for an inclusion of local knowledge and practices into habitat management as a more holistic approach to floodplain habitat restoration and conservation that encourages multi-level cooperation and which builds on diversified knowledge systems.  相似文献

Habitat re-creation is one of the multiple faces of biodiversity restoration and encompasses the attempts to reconstruct an ecosystem on severely disturbed sites with little left to restore. Afforestation of abandoned or marginal agricultural land is an important tool for the re-creation of forest ecosystems and re-establishment of functional habitat networks for the maintenance of biodiversity. This study was performed in the context of the Danish-Lithuanian project ‘Afforestation of abandoned agricultural land based on sustainable land use planning and environmentally sound forest management’. The study assessed how habitat re-creation as designed in alternative afforestation plans for two administrative regions in Lithuania will affect the functionality of the landscapes for bird species of conservation concern. Spatial analysis of the forest cover was performed under existing and proposed conditions using general landscape ecological principles concerning core and edge habitats as well as nearest-neighbour metrics. The results show that the use of general criteria may result in proportionally negative changes in the availability of some forest habitats relative to changes in total forest cover, thus leading to less significant improvements in the habitats of many naturally occurring (and even protected) species compared to what would be expected from changes in forest cover alone. To solve this dilemma it is suggested that the requirements of focal species and quantitative conservation objectives should be considered in a spatially explicit – each main forest type. It is concluded that to ensure functionality of habitat networks, knowledge and experience from the fields of landscape ecology and conservation biology should be more commonly incorporated into afforestation planning.  相似文献

Elderly women of a particular socioecological system are considered to be “living encyclopedias” in biocultural knowledge systems. These women play a pivotal role in retaining and passing on biodiversity-related traditional knowledge to the next generations. Unfortunately the fast changing sociocultural values and the impact of modernity have rendered their knowledge somewhat less valuable and they are being treated as “cultural refugia.” Our study on the importance of these women in the conservation of indigenous biodiversity was conducted in 14 randomly selected villages dominated by the Adi tribe of East Siang District, Arunachal Pradesh (northeast India). Data were collected from 531 women (381 elderly and 150 young to middle aged) during 2003–2008 using conventional social science methods and participatory rural appraisal. One innovative method, namely “recipe contest,” was devised to mobilize Adi women of each village in order to energies them and explore their knowledge relating to traditional foods, ethnomedicines, and conservation of indigenous biodiversity. Results indicated that 55 plant species are being used by elderly Adi women in their food systems, while 34 plant species are integral parts of ethnomedicinal practices. These women identified different plant species found under multistory canopies of community forests. Elderly women were particularly skilled in preparing traditional foods including beverages and held significantly greater knowledge of indigenous plants than younger women. Lifelong experiences and cultural diversity were found to influence the significance of biodiversity use and conservation. The conservation of biodiversity occurs in three different habitats: jhum lands (shifting cultivation), Morang forest (community managed forests), and home gardens. The knowledge and practice of elderly women about habitats and multistory vegetations, regenerative techniques, selective harvesting, and cultivation practices contribute significantly to food and livelihood security while sustaining an array of threatened plant species. Basically, knowledge of elderly women on using biodiversity in food and medicinal systems was found in three categories namely: “individual,” “community,” and “refined.” We identified a need to develop holistic policies to recognize and integrate knowledge and practices of elderly women with local level of planning on sustainable conservation of biodiversity as well as community-based adaptations.  相似文献

In the midwestern United States, oak (Quercus spp.) forests are considered critical habitat for conserving biodiversity and are a declining resource. Ecological conditions, such as deer herbivory and competition from more mesic broad-leaved deciduous species, have been linked to poor oak regeneration. In the Midwest, where up to 90% of forestland is privately owned, a greater understanding of social dimensions of oak regeneration success is especially critical to designing effective restoration strategies. We sought to determine factors that serve as direct and indirect constraints to oak restoration and identify policy mechanisms that could improve the likelihood for restoration success. We conducted in-depth qualitative interviews with 32 natural resource professionals working in the Midwest Driftless Area. We found that most professionals anticipate that oak will remain only a component of the future forest. Furthermore, they identified the general unwillingness of landowners to adopt oak restoration practices as a primary driving force of regional forest change. The professionals pointed to interdependent ecological and social factors, occurring at various scales (e.g., economic cost of management, deer herbivory, and exurban residential development) as influencing landowner oak restoration decisions. Professionals emphasized the importance of government cost-share programs and long-term personal relationships to securing landowner acceptance of oak restoration practices. However, given finite societal resources, ecologically- and socially-targeted approaches were viewed as potential ways to optimize regional success.  相似文献

The conservation of biodiversity is an important issue world wide and in Australia the maintenance of native biodiversity on farms makes an important contribution to overall conservation objectives. This paper seeks to explain Australian farmers' rationale for maintaining biodiversity on their farms for personal as opposed to business reasons by developing a decision-systems theory from in-depth interviews. This difference has implications for policy development. The decision-systems theory is divided into two main sections. The first section contains five parts. (1) A hierarchy of motivation stories, (2) the concept of suitability and availability of opportunities, (3) a hierarchy of three decision-systems, (4) the concept of personal career paths, (5) the concept of Lenses. The second section contains one part, a policy classification system called 'boxes of influence' that suggests how policy developers can use the information in the first section to develop new biodiversity conservation policy. The paper suggests that decision-systems theory could be used to shed new light on current trends in agriculture and become an important investigative tool for policy development concerning the conservation of biodiversity on farms.  相似文献

The overwhelming majority of commercial forestry in the UK comprises blanket non-native coniferous species with low biodiversity levels. The UK government is committed under the Rio Principles and Helsinki Guidelines to conserve and enhance biodiversity in British forests and woodlands. This paper assesses the passive use value of biodiversity in remote non-visited coniferous forests, and the costs of diversification and restructuring. Focus groups were employed to aid the design and framing of the study. An iterative bidding polychotomous choice format was used to elicit willingness-to-pay values for different biodiversity standards and management options. Whilst, passive use benefits exceeded costs for biodiversity conservation, considerable ambivalence in choice occurred between different levels of biodiversity. The policy relevance of the results are discussed, and compared to the practical implementation measures for biodiversity being adopted by the Forestry Commission.  相似文献

Insight into land developers’ perspectives on alternative residential developments and the barriers they experience in trying to develop them can be crucial in efforts to change environmentally damaging low-density, large-lot, and automobile-dependent residential patterns. Using a semi-structured interview instrument followed by short surveys, I examined the views of 16 developers in Waukesha County, WI, USA, a county that has experienced significant development pressures and widespread implementation of conservation subdivision design. The land developer investigation focused on conservation subdivision design familiarity and implementation, and identified a number of barriers that developers experienced in implementing the design. While the majority of the developers appeared familiar with the design and had experience developing conservation subdivisions, their motivations for developing them varied, as did their on-site conservation practices. The barriers included the lack of land use regulations supporting the design, economic factors, community opposition, and a lack of knowledge about sustainable residential development practices. Strategies to promote more environmentally sustainable residential land development patterns include providing a more supportive institutional environment, enacting different regulations and guidelines for natural resources protection, and offering education on ecologically sound development and planning practices.  相似文献

There has been increasing recognition within systematic conservation planning of the need to include social data alongside biophysical assessments. However, in the approaches to identify potential conservation sites, there remains much room for improvement in the treatment of social data. In particular, few rigorous methods to account for the diversity of less-easily quantifiable social attributes that influence the implementation success of conservation sites (such as willingness to conserve) have been developed. We use a case-study analysis of private conservation areas within the Little Karoo, South Africa, as a practical example of the importance of incorporating social data into the process of selecting potential conservation sites to improve their implementation likelihood. We draw on extensive data on the social attributes of our case study obtained from a combination of survey questionnaires and semi-structured interviews. We discuss the need to determine the social attributes that are important for achieving the chosen implementation strategy by offering four tested examples of important social attributes in the Little Karoo: the willingness of landowners to take part in a stewardship arrangement, their willingness to conserve, their capacity to conserve, and the social capital among private conservation area owners. We then discuss the process of using an implementation likelihood ratio (derived from a combined measure of the social attributes) to assist the choice of potential conservation sites. We conclude by summarizing our discussion into a simple conceptual framework for identifying biophysically-valuable sites which possess a high likelihood that the desired implementation strategy will be realized on them.  相似文献
