Environmental problems associated with socio-economic development have been growing concerns faced by many regional and/or national authorities. However, effective planning may encounter difficulties since uncertainties existing in a number of impact factors and pollution-related processes are often not well acknowledged and reflected. This study advances an interval-fuzzy chance-constrained programming (IFCP) method for planning regional economic and environmental systems, where uncertainties presented as intervals, fuzzy sets and probability distributions can be tackled. The developed method is applied to a real-world case for economic and environmental planning in the New Binhai District in the Municipality of Tianjin, China. Two scenarios based on multiple environmental constraints are examined. The results can help identify desired alternatives for planning regional development strategies, where compromised schemes are provided under an integrated consideration of economic efficiency and environmental protection under multiple uncertainties.  相似文献

Sectoral planning on water, agriculture and urban development has not been able to prevent increased flood risks and environmental degradation in many deltas. Governments conceive strategic delta planning as a promising planning approach and develop strategic delta plans. Such plans are linked to actions and means for implementation in the short-term, in line with long-term strategic choices. This paper introduces an analytical framework that focuses on the role of actors, innovative solutions and participatory planning tools in negotiating consent for the strategic choices in a delta plan and its implementation. Cases of Bangladesh, the Netherlands and Vietnam are discussed as a plausibility probe to explore the framework's potential. The probe reveals that the framework is promising to explain the process and outcomes of strategic delta planning in urbanizing deltas. The paper ends with an initial research agenda to stimulate research and discussion on this new delta planning approach.  相似文献

The planning and design of golf course developments is influenced by many factors. This paper focuses on the environmental ramifications of insufficient or lack of compliance with standard environmental and economic planning practices. Specifically, it looks at a tourist destination location that was under the influence of extensive land development and investment speculation. The Gold Coast in Australia was the focal point for large overseas investment due to changes in government legislation regarding foreign investment. Due to the economic climate in the second half of the 1980s many golf course resort developments were built, approved, or planned. Many of these circumvented normal business and environment planning processes. The result has been a dangerous concentration of golf facilities in environmentally sensitive areas and an oversupply of golf facilities. Both of these matters are discussed in terms of the general planning process and the potential economic and environmental impacts to the Gold Coast and similar destinations in other parts of the world.  相似文献

By drawing on Mikhail Bakhtin's notion of polyphony, this paper theorises polyphonic environmental planning processes. It argues that Bakhtin's vision of polyphony reveals new insights about the nature of inclusive and transformative environmental planning processes that align and contrast with existing traditions of participatory planning. The polyphonic environmental planning processes are theorised as having two criteria: difference and relationship. The conditions needed to satisfy these criteria are explained through procedural and recognition justice accounts. The paper intervenes in the ongoing scholarly discussion about the ethical base of contemporary planning theories by suggesting that the polyphonic construction of environmental planning processes will have implications on the form and content of these processes. In terms of the form, the polyphonic environmental planning processes imply the creation of an inclusive, dialogical space. In terms of the content, recognising the intrinsic value of otherness will alter the self–other relationship.  相似文献

This paper presents a decision support framework for environmental planning in developing countries. The interest in protecting the natural environment from pollution gained increased importance in the 1990s with a push by world communities for sustainable development. Developing countries as well as the industrialized nations are expected to cut down on pollution and control the use of non-renewable natural resources. Although the concept of sustainable development sounds plausible, it is difficult to implement in many countries due to their conflicting goals. The world-wide targets on emissions, use of fossil fuels, reduction in water and atmospheric pollution require the participation of every nation. These goals are not easily achievable by some of the poorer developing countries partly because of their economic dependence on natural resources and partly because of their inability to afford more modern and efficient technologies. Thus, environmental planning goals are often in conflict with the development,social and economic needs of a country. In this paper, we develop a decision support framework that utilizes multicriteria and optimization models to address environmental planning problems. This framework is based on identifying the priorities of conflicting goals by working through and reducing the conflicts. A strategic planning framework is introduced into the decision support system since national planning is a strategic issue and these goals can only be achieved by adopting a systemic view.  相似文献

Summary Exploitation of energy resources need not imply irreperable damage to our physical environment. Unfortunately lack of involvement at the policy planning stage hinders significant improvements despite the enthusiastic but fragmented endeavours of interested parties.Evaluation of alternative strategies must keep pace with prospecting and engineering to achieve real influence upon the ultimate location, scale and form of development.Fruitful examination of policy alternatives is hindered by the competition between energy industries in the UK perpetuated by the apparent lack of a national energy strategy.The fast increasing bulk of environmental guidelines and proposed European legislation will not of itself prevent the significant environmental impact of energy exploitation.There is as yet no legislation in the United Kingdom requiring a developer to submit an environmental impact assessment with a planning application. However, many recent project proposals have been accompanied by such, either voluntarily or at the request of the local planning authority. The quality of such submissions ranges from the superficial to substantial, but few demonstrate evidence of environmental influence on policy formulation, alternative site selection or development characteristics.Recent experience in the UK has achieved significant success in the early introduction of physical planning and environmental criteria during the exploration of Western Europe's largest recoverable deep coal reserves.Environmental influence was achieved through close collaboration between client and consultants. Early discussion with local authorities and other agencies established during coal field exploration provided the basis for ongoing consultation during the four-year study period. Publication of consultants' findings and submission of planning proposals culminated in a public inquiry providing opportunity for public involvement over 84 days of project examination.David Price is an Architect and Town Planner in private practice with extensive experience in urban and regional planning and environmental evaluation in the UK and abroad. An Environmental Management System (EMS) has been widely in use by many companies to manage the environmental effects of their operations. The process has recently gained ground in being adopted at city and municipal levels as well as in institutions such as universities. However, an EMS that is conducted at corporate level has some deficiencies when it is applied at city level. These deficiencies are in evaluating environmental goals and policies carried out to mainly ensure that the policies meet ISO 14001 standard and corporate requirements and neglect of public participation. Urban areas differ from companies due to their size, complexity and environmental challenges, high rate of growth and the dynamic nature of urban systems. Therefore, they need an urban environmental management approach that will assess the formulated urban environment policies and goals in a strategic method before implementation, including social dimensions such as public participation. Therefore, this paper proposes a modified approach to incorporate an EMS, called the Sustainable Urban Environmental Management Approach (SUEMA). The approach recognizes the above-mentioned deficiencies and benefits from the advantages of sustainability and Strategic Environmental Assessment (SEA) in the formulation and evaluation of policies, plans and programs. Summary The position and weaknesses of the Belgian environmental movement are assessed within their historical context. Recent intentions pronounced by prominent members of the movement are put into the context of the on-going constitutional and administrative reformation in Belgium. An analysis is made of the organizational and operational problems that exist within any planning process, including environmental planning processes. The problems in the latter type of process are severe due to the derived or indirect nature of the subject matter of environmental management and planning. It is argued that an appropriate response to the unique opportunities furnished by the administrative reorganization consists of demanding the establishment of a central planning and strategic control authority. This authority would be the initiator of the general planning processes within the Flemish Community. It would act on the indication of the Executive Cabinet and it would be charged with planning, programming, budgeting, and strategic control of goals and policy guidelines adopted by the Flemish Community Council. The role of environmental managers and planners will be twofold. They would be members of the planning teams within the central planning and strategic control authority, thus they would ensure the environmental soundness of planning. Secondly, they will be the implementators of specific planning actions, undertaken solely to enhance the quality of Flanders' battered environment. To execute the latter function, they will constitute the personnel of peripheral, implementation-geared, environmental agencies. Walter E. J. Tips holds degrees in general biology, ecology and town and regional planning from the State University of Ghent (Belgium). He has published in fields as varied as conservation, animal ecology, environmental planning and environmental impact assessment, and rural development planning. He has been a lecturer in planning in Malaysia and an advisor to Belgian landscape planning authorities. 编制生态环境保护规划是我国省、市、县三级政府环境保护部门的一项经常性环境管理工作。本文针对目前规划编制中存在现状定性描述较多、规划框架不确定、对策措施关联性较差等情况,提出将SWOT分析作为一种规范化的编制方法的建议,并以全国首批生态文明先行示范区之一的上海市闵行区为例进行了探讨。以该区"十三五"生态文明建设和环境保护规划为例,采用SWOT分析方法,综合分析了闵行区生态环境保护与发展的优势(S)、劣势(W)、机遇(O)和挑战(T)4项要素,通过SWOT要素交叉分析,给出适合的规划措施建议。结果表明,SWOT分析具有较强的科学性和可行性,可以作为一种规范化的生态环境保护规划编制方法。  相似文献

Recent Italian laws mandate the consideration of environmental factors in local plans, especially at the provincial level of government. The plan for the province of Cremona in northern Italy illustrates the integration of the environment in provincial-level planning. The Cremona plan was developed through an ecological planning approach that occurred from 1994 to 1998. As part of this process, the planning team designed an environmental sustainability index. This index was integrated with an environmental capability analysis. To improve the quality of the Cremona landscape, the planning team developed an ecological network. This network seeks to weave together the natural areas of the province, especially by connecting provincial parks to regional river parks throughout Lombardy. The experience of the Cremona provincial plan has implications for environmental management elsewhere in Italy, Europe, and abroad.  相似文献

Studies of two samples of 24 selected local planning authorities (LPAs) in the UK were undertaken to determine the effect of environmental assessment (EA) regulations on planning practice during their first 18 months of operation. EA has been integrated into the UK planning system without significant recourse to the courts and many LPAs regarded EA as a worthwhile and helpful procedure. However, several LPAs did not consider whether to request EA for projects that might be likely to have significant impacts and some LPAs did not follow statutory and recommended consultation procedures. LPAs did not evaluate environmental statements systematically and their quality was often unsatisfactory. However, mitigation of environmental impacts took place in many cases though two‐fifths of the 20 determined applications involving EA were refused. Half the decisions took longer than the 16‐week time limit. While practice is evolving as experience is gained, there is obvious scope for further improvement and suggestions are made to enhance the contribution of EA to the planning system.  相似文献

A study of a watershed planning process in the Cache River Watershed in southern Illinois revealed that class divisions, based on property ownership, underlay key conflicts over land use and decision-making relevant to resource use. A class analysis of the region indicates that the planning process served to endorse and solidify the locally-dominant theory that landownership confers the right to govern. This obscured the class differences between large full-time farmers and small-holders whose livelihood depends on non-farm labor. These two groups generally opposed one another regarding wetland drainage. Their common identity as “property owner” consolidated the power wielded locally by large farmers. It also provided an instrument – the planning document – for state and federal government agencies to enhance their power and to bring resources to the region. The planning process simultaneously ameliorated conflicts between government agencies and the large farmers, while enhancing the agencies’ capacity to reclaim wetlands. In this contradictory manner, the plan promoted the environmental aims of many small-holders, and simultaneously disempowered them as actors in the region’s political economy. Abstract: Opportunities for the development of an amalgam of park and leisure-oriented commercial establishments in urban-core waterfont settings exist in many U.S. cities. Public awareness of the need to enhance the environmental quality of these waterfont areas has resulted in a demand for planning and implementation action. However, the lack of understanding of urban political systems has been an inhibiting factor in the development of this park/ business concept. The major factors that influence the decision-making process leading to the development of urban-core waterfronts for park/business use are identified inthis paper. 伴随着生态文明建设被确立为国家战略,环境规划成为一项保障城市与区域可持续发展的重要公共政策工具。为从主观判断转向客观计量分析评价我国环境规划研究领域的知识生产特征和趋势取向,以更好地促进高质量发展,本研究引入CiteSpace软件对中国知网数据库中与环境规划相关的1170篇论文文献进行分析,全面梳理了我国1992-2017年环境规划文献脉络演进轨迹,归纳其中演进特征与趋势取向。研究发现:①从环境规划的概念提出开始,我国在该领域的研究一直处于不断完善与扩展的状态,高被引论文关注方向较为广泛,反映出研究热点议题的多元;②研究学者合作网络初步浮现,但研究的学科多元交叉性仍有待提高,"高产"机构研究持续性较好,合作较为多元,但地域分布的不均衡性对我国多样环境问题解决所需的近域知识有效供给带来制约;③环境规划领域的研究以与生态环境或环境规划相关的具体问题为对象,多结合当期的经济社会与国家政策环境来进行开展,呈现出持续性与时效性相结合的特点,并逐渐由方法技术视角转向政策工具视角,即由仅解决环境问题为取向的研究转向将环境规划作为解决公共政策问题的研究;近期研究热点指向多规合一与空间规划,以及绿色发展理念的探讨,更加强调其与城市与区域规划之间的密切联系。  相似文献

Scientific debates on environmental impacts in cost-benefit analysis (CBA) focus on methodological questions. The literature, however, contains very little information on the influence of these debates on CBAs made in spatial planning practice. In this paper, this gap is filled by a qualitative analysis of 67 CBAs made in the Netherlands between 2000 and 2011. From the literature on environmental valuation, we derive criteria to evaluate the quality of CBA practice, such as completeness and the inclusion of uncertainties. The analysis shows that in many cases relevant environmental effects are omitted or not monetised. Moreover, non-monetised effects are often not included in CBA conclusions. If impacts are monetised, the methods used are frequently not very sophisticated. The consequences of assumptions are often not communicated, for example, where high discount rates make long-term effects seem unimportant. Industrial estates (IE) are today perceived as an integral part of development strategies of many countries worldwide. The environmental impacts from a concentration of large number of industries in a small area or unplanned IE, can pose a serious threat to both local and global sustainable development initiatives. The formation of ecologically balanced industrial systems can result in numerous environmental and economic benefits. This paper examines the relevance of industrial symbiosis and carrying capacity concepts and proposes an integrated approach towards IE planning in India based on grouping combinations of industries based on carrying capacity, formation of green industrial townships, development of environmental impact assessment guidelines for IE and implementation of environmental management systems.  相似文献

Evolutionary simulation-optimization (ESO) techniques can be adapted to model a wide variety of problem types in which system components are stochastic. Grey programming (GP) methods have been previously applied to numerous environmental planning problems containing uncertain information. In this paper, ESO is combined with GP for policy planning to create a hybrid solution approach named GESO. It can be shown that multiple policy alternatives meeting required system criteria, or modelling-to-generate-alternatives (MGA), can be quickly and efficiently created by applying GESO to this case data. The efficacy of GESO is illustrated using a municipal solid waste management case taken from the regional municipality of Hamilton-Wentworth in the Province of Ontario, Canada. The MGA capability of GESO is especially meaningful for large-scale real-world planning problems and the practicality of this procedure can easily be extended from MSW systems to many other planning applications containing significant sources of uncertainty.  相似文献
