Based on a survey of some popularintroductory anthologies and texts, I arguefrom my experience as a philosopher oftechnology that environmental philosophy mightbe conceived by some researchers in the fieldin terms of an overly narrow theoreticalfoundation. Many of the key figures in thefield take as a basic assumption that theenvironmental crisis is fundamentally bestexplained in terms of some failing in themetaphysical outlooks of most people. However,philosophers of technology typically present atleast two additional types of generalexplanation of the crisis. Environmentalethicists might benefit from consideration ofthese alternative ways of explaining the rootcauses of the ecological crisis.  相似文献

Training has been an important component of the environmental audit profession since its outset some 15–20 years ago. Training and education have taken on a variety of forms—from audit texts and articles, to formal courses, to videotapes, to on-the-job training programs. These efforts have helped to advance the sophistication of environmental auditing over the past few years. Now, with the advent of the international ISO 14012 Environmental Auditor Qualification Guidelines,1 the auditing profession in the United States and around the world likely will be transformed in the near future. In fact, many organizations are now reengineering their programs in anticipation of the emerging Guidelines. The expected transformation holds for training and education programs as well. This article suggests some of the ways in which environmental audit training is likely to be reshaped as a result of ISO 14012. Offerors of training courses and seminars would be wise to anticipate the changes and modify their programs accordingly. A quick response could provide a competitive advantage. Moreover, corporate audit program managers should conduct critical evaluations of commercial offerings to assure that the programs' contents are consistent with ISO 14012 “auditor certification” expectations.  相似文献

Summary The environmental education needs of a currently wealthy developing country, Libya, are outlined. Because of specific local requirements, the data presented clearly shows how such educational requirements differ in many respects from the various Western-style environmental sciences curricula. The aim is to produce graduates capable of comprehending environmental problems as they arise in the different regions of Libya. This involves not only dealing with the effects of new developments but also with peoples who must adapt to new life-styles.Since most of what has to be learned is communicated originally in English to Arabic-speaking students via lectures, visits and books, special emphasis is laid upon the added importance oflocally produced bilingual audio-visual teaching aids supported by spoken commentaries, printed texts and glossaries of technical terms used in both languages. A technique for producing such aids has been evolved at the Higher Institute of Technology, Brack, Libya.  相似文献

Academic understandings of environmental discourses are primarily based on global and national accounts, despite widespread acceptance of the local as an essential site of environmental action. Local water issues have been studied in a number of ways, including interviews and ethnographies that show the impacts of water scarcity, examine the role of mediating technologies, and provide diverse perspectives on governance. An overarching impression of key narratives and concerns at local scales, however, is lacking. In this paper, we examine water coverage in The Sowetan, a South African newspaper known for its distinctive voice, as a (albeit imperfect) proxy for local discourse. We identify key themes, location and scale, trigger events, actors, authors, and provide initial insights into the problem frames used in these texts. Our findings show distinct differences from the results of environmental media analyses at other scales, including strong individual citizen voices, emphasis on the politics of water, and rare use of language that accords with global environmental discourses; this also differs from results based on interviews and ethnographies at the local scale. Our findings raise important questions about the resonance of global discourse with local views and practices and how local discourses are produced, and suggest a need to more carefully examine the myriad ways of talking about justice and the environment at different scales and through different methodologies.  相似文献

This study addresses the means local administrators and legislators in emerging economies dispose of to implement directives passed down to them by international environmental agreements. Specific reference is made to agreements and policies dealing with fresh water supply and waste management. Although the Johannesburg Summit asked that the proportion of people without access to drinking water and basic sanitation be halved by 2015, actions need to be developed on a local scale to reach the target. They need to consider the existence of supply limits for water and the subtle difference between sanitation and waste collection. The concepts of reactive and proactive legislation are confronted. Proactive legislation, already used in the industrialized World, is proposed to introduce new patterns of behavior into emerging economy communities. The proposed legal texts have the capacity to be self-fulfilling in the quest for local compliance with international targets.  相似文献

This paper analyzes institutional dynamics surrounding common-pool resources in postsocialist Central and Eastern Europe. It is conceived in close conjunction with the case studies by Penov, Schleyer, and Wasilewski and Krukowski (this issue). The purpose of this paper is to frame the individual case inquiries, compare their findings, and relate those to broader agrarian and environmental changes in the region.The case studies report a broad shift in resource governance from the previously dominant legal and administrative state hierarchies towards markets. In addition, state power has moved from central towards local authorities. The waning and decentralization of state power has caused the emergence of significant gaps between property legislation and rights-in-practice, which have been particularly stark in fragmented political systems. The discrepancy between legal texts and rights-in-practice leads to the exclusion of wider interests in favor of individual interests in the management of common-pool resources, resulting in resource deterioration and dwindling resource stocks. Thus, the comparative assessment suggests a tentative framework for understanding the effects of postsocialist transformations on governance of the commons and environmental change in Central and Eastern Europe. Its findings indicate an additional dimension to the diversity and distributive conflicts characterizing postsocialist privatization: the distribution of various rights to a resource among different actors. The findings also suggest the need for postsocialist states to take an active role in the governance of common-pool resources, particularly in the enforcement of legal rights. 提升末端生活垃圾处理能力,走出城市“垃圾围城”之困,一直是地方政府关切的核心议题。为探究城市生活垃圾处理能力的影响因素及其时空差异,从“政府能力系统”视角出发,围绕需求驱动、经济驱动、政策驱动、技术驱动四个维度,提出相关研究假设,并运用2004—2020年30个省份的面板数据进行实证检验。研究发现:生活垃圾清运量、人均GDP、地方环保支出、政策文本出台数量、无害化处理厂数量以及市容环卫专用车辆数均对城市生活垃圾处理能力的提升具有促进作用。在时间变化上,2004—2007年为生活垃圾处理能力初创阶段,受到经济、政策与技术驱动因素的显著影响; 2008—2016年为生活处理能力缓慢提升和局部发展阶段,持续受到技术驱动因素的显著作用;2017—2020年为处理能力全面提升阶段,需求、经济与技术因素均呈现出显著促进作用。在区域变化上,经济驱动的影响效应由东部向西部逐渐减弱,需求驱动、政策驱动因素只在东部地区影响显著,技术驱动因素对不同区域的生活垃圾处理能力均具有显著促进作用。最后,研究从源头减量、资金投入、政策倾斜与技术创新等方面,对促进中国城市生活垃圾处理能力的发展提供了相应的政策建议。  相似文献

近年来,随着原环境保护部《关于开展环境污染损害鉴定评估工作的若干意见》以及中共中央办公厅、国务院办公厅《生态环境损害赔偿制度改革方案》的陆续发布,环境损害鉴定评估已经成为环境科学、技术经济、环境法、环境经济等相关学科领域的研究热点。本文对环境损害鉴定评估的环境损害调查、环境损害基线确定、环境损害因果关系判定、环境价值评估等所面临的难点进行了探讨,提出了初步解决思路,以期为环境损害鉴定评估的政策制定者和鉴定评估人员提供参考。  相似文献

目前,我国环境民事纠纷的处理方式主要有协商、调解和诉讼三种方式,这几种方式分别存在着一定的缺陷。环境仲裁是解决环境民事纠纷的一种良好方式,在某种程度上可以克服以上几种方式存在的一些缺陷,同这几种方式能起到一定的互补作用。文章介绍了环境民事纠纷仲裁制度的意义并分析了我国环境民事纠纷仲裁制度应具备的特点,力图为建立环境民事纠纷仲裁制度提出法律建议。  相似文献

针对新常态下环境管理面临的机遇与挑战,本文提出了环境管理工作要树立新的思维,并在此基础上深入剖析了总量与质量、容量与流量、存量与增量的关系。现行的总量控制制度在实施过程中带来的污染减排潜力越来越小,因此,环境管理的目标应从以污染排放控制为主向以环境质量改善为主转变,通过采取具有针对性的差异化容量总量控制管理手段,实现污染排放流量管控,同时,应充分考虑现有环境本底负荷的问题,实现污染存量和可能增量的协同控制,这对于推进环境管理工作的战略转型具有借鉴意义。  相似文献

为了了解番禺市民环境意识的现状,把握市民环境意识的总体水平,探讨今后环境保护宣传教育的重点和方向,对番禺市21个镇区的市民的环境意识进行了抽样设想。从环境态度,环境行为,环境知识3个方面对市民的环境意识水平进行了评价,并对影响环境影响水平的个人因素进行了分析和综合评价。结果表明:现阶段番禺市民环境意识勉强进入中 等水平,而市民的环境态度已进入较高水平,环境知识为中等水平,环境行为为中等水平,市民的环境态度,环境行为,环境知识水平相互脱节,表现为意识先行,行为滞后。  相似文献

近年来,我国虽然不断加大环境执法的力度,但由于在立法、体制、机制与执法监管能力等方面存在的弊端,执法效果不显著,这在一定程度上影响了环保法制建设的进程,降低了环保部门行政执法的能力。本文针对现实障碍,提出了尽快修订和完善法律体系,完善环境管理体制,扩大执法的权限,提高环境执法及应急能力等相应对策。  相似文献

This Φ Ψ study of environmental equity uses secondary quantitative data to analyze socioeconomic disparities in environmental conditions in the Rijnmond region of the Netherlands. The disparities of selected environmental indicators—exposure to traffic noise (road, rail, and air), NO2, external safety risks, and the availability of public green space—are analyzed both separately and in combination. Not only exposures to environmental burdens (“bads”) were investigated, but also access to environmental benefits (“goods”). Additionally, we held interviews and reviewed documents to grasp the mechanisms underlying the environmental equity situation, with an emphasis on the role of public policy. Environmental equity is not a priority in public policy for the greater Rotterdam region known as the Rijnmond region, yet environmental standards have been established to provide a minimum environmental quality to all local residents. In general, environmental quality has improved in this region, and the accumulation of negative environmental outcomes (“bads”) has been limited. However, environmental standards for road traffic noise and NO2 are being exceeded, probably because of the pressure on space and the traffic intensity. We found an association of environmental “bads” with income for rail traffic noise and availability of public green space. In the absence of regulation, positive environmental outcomes (“goods”) are mainly left up to market forces. Consequently, higher-income groups generally have more access to environmental “goods” than lower-income groups.  相似文献
