This report, published as Technical Data Sheet No. 1 of the Air Pollution Control Association’s TA-7 Odor and Gas Treatment Committee, has been in the 14 step approval procedure of APCA’s Technical Council and Board of Directors for over two years. The Committee is attempting a new departure in this report which would be reflected in future reports. It has attempted to write a brief summary of a typical case history in a concise fashion on one sheet. Comments made by members of the Technical Council and Board of Directors were considered in the preparation of the final report. APCA Is Thriving     
Fiscal nineteen seventy three-four was another busy year for the Association. It was a year of expanded services, publications, and meetings. New initiatives on the part of the Board of Directors, the Technical Council and its committees, local APCA Sections and the Headquarters staff were undertaken. All of the statistical reports are positive, and show increased membership, pages published, advertising, meetings, and involvement of members. But of more importance, APCA is filling its role in a positive and meaningful way, and is continuing to attract persons working in the air pollution control profession to its many programs.

As most of you know by now, dues for individual members have been increased from $25 to $35 annually because of the continued inflation in postage, paper, and cost of doing business.  相似文献

In late 1965 the Pennsylvania Air Pollution Commission appointed a Council of Technical Advisors to develop air quality criteria. Recently, this Council set forth its recommendations for ten pollutants. The philosophy of the Council is expressed. The major difficulties and rational are mentioned. The Commerce Technical Advisory Board (CTAB) Panel on Sulfur Oxide mission Control Technology was established in the spring of_1975 by the Secretary of Commerce in response to the urgent need for the use of coal to meet the Nation’s energy requirements, while maintaining the SO2 emission standards resulting from the Clean Air Act of 1970.

The Panel’s 20 members and 11 consultants, drawn broadly from industry, government, and academia are highly qualified in the diverse fields pertinent to SOx control technologies. They committed themselves to make an objective analysis of how soon, at what cost, and with what trade-offs commercially available SO2 continuous emissions controls can be installed, with arrangements for waste disposal, in all coal-fifed electricity generating plants in the populous Northeastern quadrant of the United States.

In its final report, submitted on September 10, 1975 to Dr. Betsy Ancker-Johnson, Assistant Secretary for Science and Technology, U. S.Department of Commerce, and Chairman of the Commerce Technical Advisory Board, the Panel concludes that installation and operation of continuous SOx emission controls on all Northeastern coal-fired electricity generating plants cannot be met until the early 1980’s, and then only with a maximum effort beginning immediately. Specific site and market constraints will determine the most economical and practical control technology for any given plant. The Panel believes that coal beneficiation, alone where it meets standards, or combined with lime/limestone flue gas desulfurization, often represents the lowest cost control technique.  相似文献

The term governance describes the multitude of actors and processes that lead to collectively binding decisions. The term risk governance translates the core principles of governance to the context of risk-related policy making. We aim to delineate some basic lessons from the insights of the other articles in this special issue for our understanding of risk governance. Risk governance provides a conceptual as well as normative basis for how to cope with uncertain, complex and/or ambiguous risks. We propose to synthesize the breadth of the articles in this special issue by suggesting some changes to the risk governance framework proposed by the International Risk Governance Council (IRGC) and adding some insights to its analytical and normative implications.  相似文献

The NATO Council has in November, 1979, on the occasion of its autumn session, consented to the final report of the Pilot Study “Air Pollution Assessment Methodology and Modeling” which had been proposed by the Federal Republic of Germany and approved by NATO/CCMS in May, 1976. The recommendations on measures for air pollution control in the NATO member countries contained in the Final Report were adopted unanimously.  相似文献

On May 3, 1971, the Engineers Joint Council sponsored a panel on metrication at its offices in New York City. Bryce MacDonald of EJC was chairman; he had been instructed to invite representatives of various societies. Its purpose was to “present to the Board of EJC a summation of the situation regarding plans for conversion to the metric system.” The EJC Board will later come to a decision whether it will assume a more active role.

George Arnold of Southern Illinois University, Edwardsville, was named to represent the Air Pollution Control Association on the panel because of his long-standing membership in the Metric Association and his efforts toward exclusive use of international units for pollution measurement.

Twenty-two societies were represented. These included ASME, ASTM, SNAME, ASQC, ASHRAE, ISA, ASEE, ASCE, and ESNE. Among those present was Gregory Schultz of the Material Management Society, who is prominent with the American National Standards Institute and the International Standards Organization. Of the societies present, only six have a firm policy in favor of the metric system. The others are cautiously in favor, or using dual units, or waiting to see what Congress will do about the 1971 Department of Commerce Metric Study Report.  相似文献

The Coordinating Research Council (CRC) has conducted a series of workshops on real-world vehicle emissions. This article summarizes findings from the most recent research regarding on-road emissions from mobile sources, presented at the CRC workshop held in March 1996. Among the topics discussed were efforts to improve and update emission models, results from field studies designed to understand the contribution of mobile sources to emission inventories, results from gas-and particle-phase emissions studies from in-use motor vehicles, and areas of future research.

The Sixth Coordinating Research Council (CRC) On-Road Vehicle Emissions Workshop was held March 18-20, 1996, in San Diego, CA. More than 160 representatives from academia, industry, government, and consulting firms in the United States, Canada, and Europe participated in the three-day meeting. The objective of the Workshop was to present the most recent information from research programs on:

mobile source contributions to the emission inventory

emission factor models and activity data

model comparison and development

emission reduction programs

new developments in remote sensing

studies of on-road vehicle exhaust and non-tailpipe emissions

off-cycle Federal Test Procedure (FTP) studies and revisions to the FTP

particle emissions from the light- and heavy-duty fleets

future research needs

Nine sessions were devoted to vehicle emissions models, improvements to the emission inventory, on-road and tunnel studies, off-cycle emissions, non-tailpipe and diesel emissions, emission reduction programs, and remote sensing. Overall workshop coordination was provided by Timothy Belian and the CRC staff, with Steven Cadle and Robert Gorse serving as cochairmen. Individual session chairmen were Brent Bailey (National Renewable Energy Laboratory), Mark Carlock (California Air Resources Board), Harold Haskew (General Motors), Kenneth Knapp and Philip Lorang (U.S. Environmental Protection Agency), Douglas Lawson (Colorado State University), Alan Lloyd (Desert Research Institute), Robert Slott (Shell Oil), and Timothy Truex (University of California, Riverside). In addition, during the Workshop, Lesha Hrynchuk of the California Air Resources Board (CARB) presented a hands-on demonstration using the Internet to obtain motor vehicle emissions information from groups throughout the world. The bi-state area around Cincinnati has more than a million people in 70 political jurisdictions located in four counties. An air pollution survey was organized to prepare a plan for an air resource management program for the area. The author chaired the air quality subcommittee which recommended air quality criteria and emission regulations to the Technical Committee of SWO-NK. This paper outlines the recommendations which were subsequently adopted by the Technical Committee and the basis for them.  相似文献

The emissions factor modeling component of the motor vehicle emissions inventory (MVEI) modeling suite is currently being revised by the California Air Resources Board (CARB). One of the proposed changes in modeling philosophy is a shift from using link-based travel activity data to trip-based travel data for preparing mobile emissions inventories. Also as part of the revisions, new speed correction factors (SCFs) will be developed by CARB for the revised model. The new SCFs will be derived from vehicle emissions on 15 new driving cycles, each constructed to represent a typical trip at a specific average speed. This paper discusses how the new SCFs will affect transportation conformity and emissions inventory development, and evaluates the differences in total emissions produced by trip-based and link-based distributions of speed and vehicle miles of travel (VMT). We simulated both link-based and trip-based speed-VMT distributions using travel data from the Sacramento and San Diego travel demand models. On the basis of the simulation results, there is reason to expect that mobile emissions inventories constructed using the proposed trip-based philosophy will differ markedly from those constructed in the current manner. Noting that results may vary by region, increases are expected in the CO and HC inventory levels, with concomitant decreases in the NOx mobile emissions inventories.  相似文献

The Arctic is undergoing biological and environmental changes, and a coordinated effort to monitor is critical to detect these changes. The Circumpolar Biodiversity Monitoring Programme (CBMP) of the Arctic Council biodiversity working group, Conservation of Arctic Flora and Fauna (CAFF), has developed pan-Arctic biodiversity monitoring plans that aims to improve the ability to detect and report on long-term changes. Whilst introducing this special issue, this paper also presents the making of the terrestrial monitoring plan and discusses how the plan follows the steps required for an adaptive and ecosystem-based monitoring programme. In this article, we discuss how data on key findings can be used to inform circumpolar and global assessments, including the State of the Arctic Terrestrial Biodiversity Report, which will be the first terrestrial assessment made by the CBMP. Key findings, advice for future monitoring and lessons learned will be used in planning next steps of pan-Arctic coordinated monitoring.  相似文献

Eighty male weanling rats were fed dietary levels of Technical X-factor (beta-isomer free BHC, a by-product obtained during the separation of lindane from Tech. BHC) at dosages of 10,50,250,750,1500 and 3000 ppm for 90 days. No overt signs of toxicity or mortality were observed at any of the dietary levels. However, a significant reduction in food consumption and growth was evident beyond 750 ppm. Pronounced hepatomegaly observed at 1500 and 3000 ppm was associated with histological alterations such as cellular hypertrophy, cytoplasmic vacuolisation and focal necrosis. Adrenals showed cortical hypertrophy and highly vacuolated cytoplasm. Though a significant increase in the levels of SGOT was noted at 3000 ppm dosage, no appreciable changes were observed in the levels of SGPT and SLDH. Technical X-factor appeared to possess low chronic toxicity compared to Tech. BHC as evidenced by the various parameters studied. The observed low chronic toxicity of X-factor is probably due to the absence if beta-isomer and altered composition of delta and alpha isomers.  相似文献

In the Municipality of Metropolitan Toronto which covers 240 square miles there are over 600,000 automobiles, 350,000 domestic and industrial oil and coal-burning installations, 5000 apartment and industrial incinerators, and other numerous sources of air pollution, many of which create serious problems and contribute to the total air pollution level. The area includes 13 municipalities comprising Metropolitan Toronto and 13 additional surrounding urban and rural localities in an area of 720 square miles. The population of the planning area is 1,965,000 and is expected to increase to 2,800,000 by 1980. The Planning Board showed its recognition of the problem by a statement of policy designed to reduce pollution from fuel-burning equipment and incinerators, to develop a coordinated transportation system, to encourage central heating plants, and to control apartment development in mixed commercial areas. The Board advises and assists the individual planning boards, and building and property departments.  相似文献

The Clean Air Act (and proposed Clean Air Act Amendments in H.R. 5252) are addressed relative to quantification of emission data. Six case studies performed for the National Commission on Air Quality (NCAQ) are reviewed. The models used to quantify the amount of emissions needed to meet air quality standards for O3, particulates, and SO2 are reviewed for each case study city.
