This paper is an examination of the range of salary levels of state, local, and multijurisdictional air pollution control agencies for specific occupational categories. It is based on a manpower and training survey of such agencies conducted by the Office of Air Programs of the Environmental Protection Agency during 1971. Since inadequate salaries have been identified as a primary obstacle in staffing air pollution control agencies, an analysis of salary levels was among the focal points for the survey.

Salaries were found to vary according to occupational category, type of agency, and size of agency. In most instances, salary levels increase as the size of the agency increases. Mean starting salaries have risen significantly since 1968, and salaries for chemists and engineers are becoming more competitive with salaries in private industry.  相似文献

There is a crisis in air pollution manpower development within the United States today. This is the conclusion drawn from a series of three studies recently conducted by the National Air Pollution Manpower Development Advisory Committee. These studies, designed to define the essential components of a total manpower development program and to evaluate current efforts on specific segments of such a program, showed that the existing Federal manpower program fails to address many of the problem areas needing attention, that greater effort needs to be directed to meeting the air pollution educational requirements of State highway departments and planning agencies, and that the quality of most graduate level university programs in air pollution control is on the decline because of the withdrawal of Federal financial support.  相似文献

Abstract

In the last 5 yr, the capabilities of earth-observing satellites and the technological tools to share and use satellite data have advanced sufficiently to consider using satellite imagery in conjunction with ground-based data for urban-scale air quality monitoring. Satellite data can add synoptic and geospatial information to ground-based air quality data and modeling. An assessment of the integrated use of ground-based and satellite data for air quality monitoring, including several short case studies, was conducted. Findings identified current U.S. satellites with potential for air quality applications, with others available internationally and several more to be launched within the next 5 yr; several of these sensors are described in this paper as illustrations. However, use of these data for air quality applications has been hindered by historical lack of collaboration between air quality and satellite scientists, difficulty accessing and understanding new data, limited resources and agency priorities to develop new techniques, ill-defined needs, and poor understanding of the potential and limitations of the data. Specialization in organizations and funding sources has limited the resources for cross-disciplinary projects. To successfully use these new data sets requires increased collaboration between organizations, streamlined access to data, and resources for project implementation.  相似文献

Many governmental air pollution control agencies are confronted with a shortage of manpower, both in terms of numbers of people and qualifications of available staff members. This paper discusses a number of techniques which may be used to relieve this manpower shortage. The techniques are discussed in terms of collaboration between state and local agencies; organizational structures which make maximum use of scarce categories of people; program policies which conserve the time of agency staff; operating schemes which save travel time and minimize skills required; and working tools that can be used to get the greatest production with available personnel.  相似文献

Studies of roof monitor emissions are conducted for two reasons: (1) to obtain design data necessary to engineer control systems to meet existing regulations, and (2) to determine projected control costs which can influence present day proposals for process change. Heated wire anemometers and rotating vane anemometers have been selected for velocity measurements, and high-volume air samplers have been selected to collect the particulate sample. Evaluation of other types of velocity sensing devices are described in the paper.

Roof monitor studies must be preceded by a preliminary survey to allow the project engineer to determine the test sampling locations and specific methodology necessary for the given study, and to allow the engineer to determine the type of safety equipment, scaffolds, and power requirements necessary to complete the study.

Field tests are conducted by operating a number of high-volume air samplers simultaneously while at the same time measuring the velocity of the gas through the monitor opening. Curves of particulate concentration and velocity as a function of monitor length are constructed. The concentration and velocity curves are then integrated together and the resultant curve is multiplied by the monitor width to determine a curve of mass emission rate as a function of monitor length. The total mass emission rate is represented by the area under the mass emission rate curve.

Procedures for calibrating the anemometers and correcting for the effect of power fluctuation on the high-volume sampler operation are described. Data evaluation procedures and discussion of test error are also described.

A study can cost between 10 and 20 thousand dollars, including the cost of manpower and the cost of scaffolds, power, cables, etc. It can take four months or more to conduct a study, from the preliminary survey phase through the report phase.  相似文献

The Pennsylvania Air Pollution Commission has developed a regulatory program based upon the control of local air pollution problems and reduction of pollutant levels in air basins. The geographical boundaries of 10 air basins have been established. The Commission’s air basin regulations will provide for the reduction of over-all pollutant levels and for emergency procedures in the event of adverse meteorological conditions. The paper discusses the format and objectives of the program.

In order to effectively enforce the air basin regulations and maintain the necessary surveillance of the state’s air quality, a "computerized real time on-line integrated air monitoring-data handling system" has been designed. The system will incorporate a network to constantly monitor the air in each air basin.The primary objectives of the system are: 1. Constant surveillance of air pollution in the air basins.

2. Provide information on air pollution potential alerts.

3. Aid in further development of air quality criteria and regulations.

The air monitoring network is estimated to include approximately 25 remote stations. Each remote will contain air pollution and meteorological sampling equipment and hardware to telemeter to a central station. The data will be transmitted over leased telephone lines. The central station in Harrisburg will contain the necessary hardware to receive and process data, calculate and display results and permit supervisory control of the network. Output options will include immediate display of edited data, command and alarm information, and presentation of statistical results.

Although the air monitoring system is one of the principle ingredients of the program, the air basin concept encompasses other component systems designed to knit together the entire air pollution control program in Pennsylvania.  相似文献

Governmental boundaries which divide our states frequently do not coincide with the natural geographic and atmospheric conditions affecting regional air pollution problems. Moreover, the control regulations of one state may vary from those of its neighbors. Such areal synthesis of air pollution control measures might only minimally curb the difficulties.

Continuity of control will require cooperation among contiguous states. In this study the attitudes of incumbent elected officials and air pollution experts (both from within the Philadelphia metropolitan area) toward governmental responsiveness have been investigated. It was hypothesized that politicians would want to demonstrate a status quo approach while experts would advocate the creation of an environmental agency for the Philadelphia region’s pollution problems. However, both sample groups responded to the questionnaire survey affirming that they want government to establish an environmental regional control agency, based upon an interstate compact, that has authority strong enough to be a strict enforcing agent. This regional agency should meet all federal conditions and thus receive maximum federal financial assistance. The policy level officials of this agency should be appointed experts—so as to avoid partisan politics, and to acquire the most qualified personnel.  相似文献

ABSTRACT

The Aerosol Research and Inhalation Epidemiological Study (ARIES) is an EPRI-sponsored project to collect air quality and meteorological data at a single site in northwestern Atlanta, GA. Seventy high-resolution air quality indicators (AQIs) are used to examine statistical relationships between air quality and health outcome end points. Contemporaneous mortality data are collected for Fulton and DeKalb counties in Georgia. Currently, 12 months of air quality and weather data are available for analysis, from August 1998 through July 1999.

The interim mortality analysis used Poisson regression in generalized additive models (GAMs). The estimated log-linear association of mortality with various AQIs was adjusted for smoothed functions of time and meteorological data. The analysis considered daily deaths due to all nonaccidental causes, deaths to persons 65 years or older, and deaths in each of the two constituent counties. The fine particle effect associated with the four mortality subgroups, using only today (lag 0), yesterday (lag 1), 2-day average (average of today and yesterday), and first difference (today minus yesterday) measurements of the air quality relative to today's number of deaths was positive for lag 0, lag 1, and 2-day average and positive only for decedents at least 65 years of age using first difference. The t values ranged from 0.81 to 1.15 for lag 0, 1.04 to 1.53 for lag 1, 1.10 to 1.66 for 2-day average, and -0.32 to 0.33 for first difference with 346 or 347 days of data. No statistically significant estimate of the linear coefficient was found for the other 14 air quality variables in our interim analysis for the four mortality subgroups. We discuss diagnostics to support these models.

These interim analyses did not include an evaluation of sensitivity to a larger set of lag structures, nonlinear model specifications, multipollutant analyses, alternative weather model and smoothing model specifications, air pollution imputation schemes, or cause-specific mortality indicators, nor did they include a full reporting of model selection or goodness-of-fit indicators. No conclusion can be drawn at this time about whether the findings from subsequent studies have sufficiently greater power to detect effects comparable to those found in other U.S. cities including at least 2 or 3 years of data.  相似文献

It is axiomatic that good measurements are integral to good public policy for environmental protection. The generalized term for “measurements” includes sampling and quantitation, data integrity, documentation, network design, sponsorship, operations, archiving, and accessing for applications. Each of these components has evolved and advanced over the last 200 years as knowledge of atmospheric chemistry and physics has matured. Air quality was first detected by what people could see and smell in contaminated air. Gaseous pollutants were found to react with certain materials or chemicals, changing the color of dissolved reagents such that their light absorption at selected wavelengths could be related to both the pollutant chemistry and its concentration. Airborne particles have challenged the development of a variety of sensory devices and laboratory assays for characterization of their enormous range of physical and chemical properties. Advanced electronics made possible the sampling, concentration, and detection of gases and particles, both in situ and in laboratory analysis of collected samples. Accurate and precise measurements by these methods have made possible advanced air quality management practices that led to decreasing concentrations over time. New technologies are leading to smaller and cheaper measurement systems that can further expand and enhance current air pollution monitoring networks.

Implications: Ambient air quality measurement systems have a large influence on air quality management by determining compliance, tracking trends, elucidating pollutant transport and transformation, and relating concentrations to adverse effects. These systems consist of more than just instrumentation, and involve extensive support efforts for siting, maintenance, calibration, auditing, data validation, data management and access, and data interpretation. These requirements have largely been attained for criteria pollutants regulated by National Ambient Air Quality Standards, but they are rarely attained for nonroutine measurements and research studies.  相似文献

ABSTRACT

For the evaluation of air quality improvement strategies, emission data in high temporal and spatial resolution is necessary, including all emission sources and all relevant pollutant species. Computer aided models are usually used to generate this emission data because it is not possible to obtain measurements from all sources, and, furthermore, a large amount of data has to be handled. For the development of emission modeling systems, a software tool called CAREAIR has been created. The intention of this paper is to introduce CAREAIR to the international community dealing with emission inventories and air quality improvement strategies.

CAREAIR is not just a single emission model but a flexible modeling toolbox. The database contains data and formulas for data manipulation, which is performed by using a set of flexible operators with different specifications. The emission calculation is carried out by combining several data manipulation operators. The CAREAIR modeling toolbox allows model implementation for the calculation of emissions from different pollutants in a high spatial and temporal resolution. The application of CAREAIR within various investigation projects in Germany, Europe, and Nigeria shows that CAREAIR is an appropriate instrument for the development of flexible emission models by meeting the various demands of these projects. The function and the data structures of this modeling toolbox are described and, towards the end of the paper, an example of an emission calculation with CAREAIR is given.  相似文献

Abstract

This paper describes a statistical method to assess site redundancy of urban air monitoring networks in reporting daily Pollutant Standards Index (PSI), average concentrations, and the number of exceedances. Such a statistical method has identified significant redundancy in monitoring sites for one-year measurements of two air monitoring networks in Taiwan. There are five redundant sites out of 15 monitoring sites in the Taipei area and eight redundant sites out of 18 monitoring sites in the Kaohsiung area. By using the statistical method presented in this paper to downsize the monitoring networks, we can determine not only the number of redundant sites but also the priority of site removals. The derived sub-networks can maintain consistency in reporting air quality without significant changes in the spatial variations of air measurements for an existing air monitoring network.  相似文献

The initial state implementation plans concentrated on attainment of the ambient air quality standards in the relatively polluted areas of the country. Many of these plans must now be modified to ensure that the ambient standards will be maintained for the foreseeable future, and to ensure that significant deterioration of air quality in clean areas of the country is prevented.

The existing implementation plans currently contain many measures which are applicable to the maintenance and deterioration efforts, but additional measures must also be developed. Many of these additional measures will involve future planning activities—most common of which will be land use planning activities.

The point is made that, after existing sources have reduced their emissions to the lowest practical level, further air pollution control can only be accomplished by implementing rational planning procedures for management of any new sources of air pollution. This will require extensive cooperation among the air pollution control community; regional, state, and local planning agencies; state and local governments; and the general public in order to ensure that future land use plans include appropriate air quality considerations.  相似文献

A detailed study of the air quality permitting process for 65 different forest products industry projects requiring preconstruction permit approvals from EPA, state, and local air pollution control agencies was conducted. The projects included a wide array of sources including kraft recovery furnaces, lime kilns, fossil fuel and wood residue fired boilers, solid wood products manufacturing facilities, paper coaters, and printing presses. Information concerning the time involved in the permitting process, costs associated with obtaining the permits, use of air quality models and ambient monitoring data, emission control technology determinations, problem areas encountered during the permitting process, perceived benefits and drawbacks of the permitting process, and the effect of permitting requirements on project planning was obtained.

The results indicate that certain permitting requirements such as Best Available Control Technology (BACT) determinations, dispersion modeling results, and use of ambient air quality monitoring data seldom influence the emission limitations ultimately imposed in the final approved permit, with 87% of the final emission limits equivalent to the applicable New Source Performance Standard (NSPS). The 65 permitting case histories also show that obtaining permits for projects subject to Prevention of Significant Deterioration (PSD) requirements takes approximately twice as long and costs twice as much as obtaining permits for projects not subject to PSD requirements.  相似文献

A recent survey discloses that the total number of professional and technical personnel currently employed in state and local air pollution control agencies is small relative to the total employment of scientists, engineers, and technicians in state and local government generally. The data also indicate that very few positions in control agencies require specialized formal training in air pollution control prior to employment. In general, the future demand for qualified personnel to staff state and local programs depends fundamentally upon our national air quality objectives and the abatement strategy for achieving these objectives. Not until air quality objectives have been made operational and a comprehensive control strategy has been adopted will it be possible to make meaningful forecasts of future state and local manpower requirements. State and local control agencies could probably meet their present requirements by attracting qualified scientists, engineers, and technicians from other fields, if they had salary structures which were competitive with those of industry and the federal government.  相似文献

Abstract

In this study, a hybrid two-stage fuzzy-stochastic robust programming (TFSRP) model is developed and applied to the planning of an air-quality management system. As an extension of existing fuzzy-robust programming and two-stage stochastic programming methods, the TFSRP can explicitly address complexities and uncertainties of the study system without unrealistic simplifications. Uncertain parameters can be expressed as probability density and/or fuzzy membership functions, such that robustness of the optimization efforts can be enhanced. Moreover, economic penalties as corrective measures against any infeasibilities arising from the uncertainties are taken into account. This method can, thus, provide a linkage to predefined policies determined by authorities that have to be respected when a modeling effort is undertaken. In its solution algorithm, the fuzzy decision space can be delimited through specification of the uncertainties using dimensional enlargement of the original fuzzy constraints. The developed model is applied to a case study of regional air quality management. The results indicate that reasonable solutions have been obtained. The solutions can be used for further generating pollution-mitigation alternatives with minimized system costs and for providing a more solid support for sound environmental decisions.  相似文献

Abstract

A major component of the Southern Oxidants Study (SOS) 1992 Atlanta Intensive was the measurement of atmospheric nonmethane hydrocarbons. Ambient air samples were collected and analyzed by a network of strategically located automated gas chromatography (GC) systems (field systems). In addition, an extensive canister sampling network was deployed. Combined, more than 3000 chromatograms were recorded. The SOS science team targeted for quantitative analysis 56 compounds which may be substantial contributors to ozone formation or used as air mass tracers. A quality assurance program was instituted to ensure that good measurements were being made throughout the network for each target compound. Common, high-quality standards were used throughout the network. The performance of individual field systems was evaluated during the intensive through the analysis of challenge mixtures. This methodology helped to identify and correct analytical problems as they arose.  相似文献

Abstract

About half of the world's population now lives in urban areas because of the opportunity for a better quality of life. Many of these urban centers are expanding rapidly, leading to the growth of megacities, which are often defined as metropolitan areas with populations exceeding 10 million inhabitants. These concentrations of people and activity are exerting increasing stress on the natural environment, with impacts at urban, regional and global levels. In recent decades, air pollution has become one of the most important problems of megacities. Initially, the main air pollutants of concern were sulfur compounds, which were generated mostly by burning coal. Today, photochemical smog—induced primarily from traffic, but also from industrial activities, power generation, and solvents—has become the main source of concern for air quality, while sulfur is still a major problem in many cities of the developing world. Air pollution has serious impacts on public health, causes urban and regional haze, and has the potential to contribute significantly to global climate change. Yet, with appropriate planning megacities can efficiently address their air quality problems through measures such as application of new emission control technologies and development of mass transit systems.

This review is focused on nine urban centers, chosen as case studies to assess air quality from distinct perspectives: from cities in the industrialized nations to cities in the developing world. This review considers not only megacities, but also urban centers with somewhat smaller populations, for while each city—its problems, resources, and outlook—is unique, the need for a holistic approach to complex environmental problems is the same. There is no single strategy to reduce air pollution in megacities; a mix of policy measures will be needed to improve air quality. Experience shows that strong political will coupled with public dialogue is essential to effectively implement the regulations required to address air quality.  相似文献

The study considers a range of possible effects on the transportation industry, satellite industries, the labor market, and the economy which may be anticipated in the event mass production of unconventional low emission automotive propulsion systems should occur, whether as a consequence of federal intervention, or not. A postulated 1 976 Otto Cycle Internal Combustion Engine equipped with a dual catalyst manifold reactor and other “conventional” emission control devices was compared in detail with a Regenerative Free Turbine Engine and a Rankine Cycle Engine, as specified by the contracting agency. Manufacturing costs, operating and ownership costs, consumer demand, inter-industry effects, employment, resource requirements, and international trade implications were analyzed in depth under a number of plausible sets of policy constraints and parametric variations. Principal conclusions are that conversion over a 10 year period is feasible, that manufacturing cost differentials are less critical than fuel consumption and cost differentials, that industry/employment impacts are minor, and that resource/trade effects are dominated by petroleum imports. Implications for federal policy are discussed.  相似文献
