An inevitable external effect of economic growth, especially for countries in the early stages of growth, is air pollution. The Taiwan experience is a case in point. To control the pollution, Taiwan created the Environmental Protection Administration. This paper assesses the impact of the administration's abatement policy on a primary component of air pollution, carbon monoxide. Using recent advances in time series analysis, we fail to find evidence of a successful policy. If carbon monoxide is to be significantly reduced, it appears that the Administration needs to adopt more stringent standards and innovative approaches.  相似文献

The public attitudes survey involving St. Louis City, St. Louis County, and Madison and St. Clair Counties, Illinois, was completed and published in the fall of 1964. A total of 1002 respondents gave needed information for the development of an acceptable abatement program. Substantial proportions from the study area expressed the view that they have had some negative reaction to the quality of the air. These respondents indicated that air pollution meant, primarily, odor and smoke with residents of some localities indicating other significant elements. The interviewed persons felt that factories and businesses were the prime causal agents in the existence of air pollution. Over 90 percent of all respondents felt that some governmental agency should do something about air pollution in the St. Louis area, with some bi-state metropolitan agency being the principal choice. The residents also expressed a willingness to pay minimal tax support for such a program. Soybean processing plants are typical of facilities in which solvent extraction is the major unit operation employed. Hexane solvent is used to treat soybeans, producing both a vegetable oil and a residue meal product. The hexane solvent is separated from the oil and the meal, recycled and used again in a closed loop fashion. At several points in the process vent streams are produced resulting in the atmospheric discharge of hexane vapor. This represents an air pollution problem and facilities are required to eliminate the problem. An economic analysis of pollution abatement requirements for soybean plants indicates that thermal incineration is the optimum system that can be used. However, at high levels of hexane content in the vent streams, a combination of activated carbon adsorption of the smaller stream plus thermal incineration of the larger stream should prove the most desirable form of pollution abatement. The analysis given in this report can be used to determine which pollution abatement system should be used, depending upon the hexane content of the vent streams.  相似文献

A procedure is developed for determining costs to reduce air pollution emissions in a metropolitan area. Methods are. sufficiently general to be applicable in any region and sufficiently comprehensive to include analysis of all major sources, future trends, control limitations, and other factors of importance in a dynamic community. The analytical procedure examines relationships among emission inventories, regional growth, control trends, alternate control schemes, control costs, and optimum cost-effectiveness.

The cost analysis procedure is tested by application to the Delaware Valley. Costs are determined for reducing emissions to various levels between the years 1960 and 2000. Emissions from private automobiles are projected to decrease below the 1960 emission rate by 1980, at a cost of 150 million dollars per year. Stationary source emissions of sulfur dioxide and particulates can be reduced to 1960 levels by 1980 for 37 million dollars per year if "least cost" procedures are used (selective abatement). Uniform conversion to 0.5% sulfur fuel oil (equiproportional abatement) can effect a similar reduction in emissions for about 94 million dollars per year in 1980. Other cost analysis comparisons are made and projections to the year 2000 are included.  相似文献

A cost estimating methodology has been applied to an emission point inventory to estimate the capital and operating costs of stack gas cleaning in the manufacturing sector of New York State. The study represents the first major attempt to estimate control costs on a source by source basis for a large region. The various control cost components are presented for each of the twenty manufacturing industry groups and the usefulness of the estimates for an abatement planning model is outlined.

In recent years a number of heroic efforts have been made to estimate the cost of air pollution abatement on a national or regional basis. Unfortunately, these studies have relied almost entirely upon emission factors, cost engineering functions, pilot plant operations, and average or ideal firms, because of the paucity of primary data.1-6

In the estimates of capital and operating costs presented below, an attempt has been made to improve on previous research by making extensive use of primary data. The data were taken from an emission inventory of over 20,000 sources of air contamination in New York State. A cost estimating methodology was applied to engineering parameters of existing control operations on a source by source basis. The results have been aggregated to the two-digit SIC level.  相似文献

This study aims at presenting a combined air quality and GIS modelling methodological approach in order to estimate crop damages from photochemical air pollution, depict their spatial resolution and assess the order of magnitude regarding the corresponding economic damages. The analysis is conducted within the Greater Thessaloniki Area, Greece, a Mediterranean territory which is characterised by high levels of photochemical air pollution and considerable agricultural activity. Ozone concentration fields for 2002 and for specific emission reduction scenarios for the year 2010 were estimated with the Ozone Fine Structure model in the area under consideration. Total economic damage to crops turns out to be significant and estimated to be approximately 43 M€ for the reference year. Production of cotton presents the highest economic loss, which is over 16 M€, followed by table tomato (9 M€), rice (4.2 M€), wheat (4 M€) and oilseed rape (2.8 M€) cultivations. Losses are not spread uniformly among farmers and the major losses occur in areas with valuable ozone-sensitive crops. The results are very useful for highlighting the magnitude of the total economic impacts of photochemical air pollution to the area’s agricultural sector and can potentially be used for comparison with studies worldwide. Furthermore, spatial analysis of the economic damage could be of importance for governmental authorities and decision makers since it provides an indicative insight, especially if the economic instruments such as financial incentives or state subsidies to farmers are considered.  相似文献

Valuation of health effects of air pollution is becoming a critical component of the performance of cost–benefit analysis of pollution control measures, which provides a basis for setting priorities for action. Beijing has focused on control of transport emission as vehicular emissions have recently become an important source of air pollution, particularly during Olympic games and Post-games. In this paper, we conducted an estimation of health effects and economic cost caused by road transport-related air pollution using an integrated assessment approach which utilizes air quality model, engineering, epidemiology, and economics. The results show that the total economic cost of health impacts due to air pollution contributed from transport in Beijing during 2004–2008 was 272, 297, 310, 323, 298 million US$ (mean value), respectively. The economic costs of road transport accounted for 0.52, 0.57, 0.60, 0.62, and 0.58% of annual Beijing GDP from 2004 to 2008. Average cost per vehicle and per ton of PM10 emission from road transport can also be estimated as 106 US $/number and 3584 US $ t?1, respectively. These findings illustrate that the impact of road transport contributed particulate air pollution on human health could be substantial in Beijing, whether in physical and economic terms. Therefore, some control measures to reduce transport emissions could lead to considerable economic benefit.  相似文献

In the last 10 yr, Beijing has made a great effort to improve its air quality. However, it is still suffering from regional coarse particulate matter (PM10) pollution that could be a challenge to the promise of clean air during the 2008 Olympics. To provide scientific guidance on regional air pollution control, the Mesoscale Modeling System Generation 5 (MM5) and the Models-3/Community Multiscale Air Quality Model (CMAQ) air quality modeling system was used to investigate the contributions of emission sources outside the Beijing area to pollution levels in Beijing. The contributions to the PM10 concentrations in Beijing were assessed for the following sources: power plants, industry, domestic sources, transportation, agriculture, and biomass open burning. In January, it is estimated that on average 22% of the PM10 concentrations can be attributed to outside sources, of which domestic and industrial sources contributed 37 and 31%, respectively. In August, as much as 40% of the PM10 concentrations came from regional sources, of which approximately 41% came from industry and 31% from power plants. However, the synchronous analysis of the hourly concentrations, regional contributions, and wind vectors indicates that in the heaviest pollution periods the local emission sources play a more important role. The implications are that long-term control strategies should be based on regional-scale collaborations, and that emission abatement of local sources may be more effective in lowering the PM10 concentration levels on the heavy pollution days. Better air quality can be attained during the Olympics by placing effective emission controls on the local sources in Beijing and by controlling emissions from industry and power plants in the surrounding regions.  相似文献

This report is based primarily upon information obtained by interview, visitation and observation at various industrial operations, governmental research laboratories, and communities. Various approaches to odor abatement are described. Vegetation damage from air pollution, and the community air pollution problem are discussed. The implementation of renewable wind and solar energy sources instead of fossil fuels to produce such energy carriers as electricity and hydrogen facilitates reductions in air pollution emissions. Unlike from traditional fossil fuel technologies, air pollution emissions from renewable technologies are associated mainly with the construction of facilities. With present costs of wind and solar electricity, it is shown that, when electricity from renewable sources replaces electricity from natural gas, the cost of air pollution emission abatement is more than ten times less than the cost if hydrogen from renewable sources replaces hydrogen produced from natural gas. When renewable-based hydrogen is used instead of gasoline in a fuel cell vehicle, the cost of air pollution emissions reduction approaches the same value as for renewable-based electricity only if the fuel cell vehicle efficiency exceeds significantly (i.e., by about two times) that of an internal combustion vehicle. The results provide the basis for a useful approach to an optimal strategy for air pollution mitigation.  相似文献

Air pollution control, a significant problem facing state governments, receives a varying amount of fiscal resources in each state. The purpose of this paper is to examine social, economic, and political factors that may be related to state air pollution control expenditures. The indicators of the social-economic factors are urbanization, industrial pollution potential, income, and industrialization. The indicators of the political system are interparty competition, malapportionment, voter participation, local control effort, and general state expenditure efforts. The findings show that the few states expending for air pollution control in 1963 were, for the most part, characterized by a high level of economic development. In 1967, states at all levels of economic development allocated revenues for air pollution, although the more developed continued to hold an edge. In neither year did the political variables differentiate between levels of expenditure. The reasons advanced for the expenditure behavior in 1963 are the historical predominance of local control and the structural limitations of state governments. The wider, and increased, expenditures in 1967 are assessed to be the result of federal grants, the vigorous effort put forth by state control officials, and the increased public concern for the problem.  相似文献

A nitrogen decision support system in the form of a game (NitroGenius) was developed for the Second International Nitrogen Conference. The aims were to: i) improve understanding among scientists and policy makers about the complexity of nitrogen pollution problems in an area of intensive agricultural, industrial, and transportation activity (The Netherlands); and ii) search for optimal policy solutions to prevent pollution effects at lowest economic and social costs. NitroGenius includes a model of nitrogen flows at relevant spatial and temporal scales including emissions of ammonia and nitrogen oxides and contamination of surface- and groundwaters. NitroGenius also includes an economic model describing relationships for important sectors and impacts of different nitrogen control measures on Gross Domestic Product (GDP), unemployment, energy use, and environmental costs. About 50 teams played NitroGenius during the Second International Nitrogen Conference. The results show that careful planning and selection of abatement options can solve Dutch nitrogen problems at reasonable cost.  相似文献

The environmental targets of the recently agreed Baltic Sea Action Plan (BSAP) targets are likely associated with a considerable cost, which motivates a search for low-cost policies. The following review shows there is a substantial literature on cost-efficient nutrient reduction strategies, including suggestions regarding low-cost abatement, but actual policies at international and national scale tend to be considerably more expensive due to lack of instruments that ensure a cost-efficient allocation of abatement across countries and sectors. Economic research on the costs of reducing hazardous substances and oil spill damages in the Baltic Sea is not available, but lessons from the international literature suggest that resources could be used more efficiently if appropriate analysis is undertaken. Common to these pollution problems is the need to ensure that all countries in the region are provided with positive incentives to implement international agreements.  相似文献

In order to comply in 2010 with the emission ceilings proposed by European commission under the convention on transboundary air pollution, Greece has to develop and implement a cohesive strategy affecting all the sectors of the economy. The RAINS model was used for the evaluation of the environmental and economic impacts arising from the use of a number of control technologies under alternative energy scenarios. To this purpose a number of modifications regarding the input databases of RAINS were made. The analysis clearly reveals that the reduction of SO2 emissions can be achieved in a lower cost compared to the reduction of NOx emissions. Moreover, the complementarity of CO2 abatement policies and the SO2/NOx abatement policies is also accented.  相似文献

Based on the current status of research on tradable emission rights futures, this paper introduces basic market-related assumptions for China’s interprovincial air pollution control problem. The authors construct an interprovincial air pollution control model based on futures prices: the model calculated the spot price of emission rights using a classic futures pricing formula, and determined the identities of buyers and sellers for various provinces according to a partitioning criterion, thereby revealing five trading markets. To ensure interprovincial cooperation, a rational allocation result for the benefits from this model was achieved using the Shapley value method to construct an optimal reduction program and to determine the optimal annual decisions for each province. Finally, the Beijing–Tianjin–Hebei region was used as a case study, as this region has recently experienced serious pollution. It was found that the model reduced the overall cost of reducing SO2 pollution. Moreover, each province can lower its cost for air pollution reduction, resulting in a win–win solution. Adopting the model would therefore enhance regional cooperation and promote the control of China’s air pollution.
Implications: The authors construct an interprovincial air pollution control model based on futures prices. The Shapley value method is used to rationally allocate the cooperation benefit. Interprovincial pollution control reduces the overall reduction cost of SO2. Each province can lower its cost for air pollution reduction by cooperation.  相似文献

The ongoing program Clean Air for Europe (CAFE) is an initiative from the EU Commission to establish a coordinated effort to reach better air quality in the EU. The focus is on particulate matter as it has been shown to have large impact on human health. CAFE requested that WHO make a review of the latest findings on air pollutants and health to facilitate assessments of the different air pollutants and their health effects. The WHO review project on health aspects of air pollution in Europe confirmed that exposure to particulate matter (PM), despite the lower levels we face today, still poses a significant risk to human health. Using the recommended uniform risk coefficients for health impact assessment of PM, regardless of sources, premature mortality related to long-range transported anthropogenic particles has been estimated to be about 3500 deaths per year for the Swedish population, corresponding to a reduction in life expectancy of up to about seven months. The influence of local sources is more difficult to estimate due to large uncertainties when linking available risk coefficients to exposure data, but the estimates indicate about 1800 deaths brought forward each year with a life expectancy reduction of about 2-3 months. However, some sectors of the population are exposed to quite high locally induced concentrations and are likely to suffer excessive reductions in life expectancy. Since the literature increasingly supports assumptions that combustion related particles are associated with higher relative risks, further studies may shift the focus for abatement strategies. CAFE sets out to establish a general cost effective abatement strategy for atmospheric particles. Our results, based on studies of background exposure, show that long-range transported sulfate rich particles dominate the health effects of PM in Sweden. The same results would be found for the whole of Scandinavia and many countries influenced by transboundary air pollution. However, several health studies, including epidemiological studies with a finer spatial resolution, indicate that engine exhaust particles are more damaging to health than other particles. These contradictory findings must be understood and source specific risk estimates have to be established by expert bodies, otherwise it will not be possible to find the most cost effective abatement strategy for Europe. We are not happy with today's situation where every strategy to reduce PM concentrations is estimated to have the same impact per unit change in the mass concentration. Obviously there is a striking need to introduce more specific exposure variables and a higher geographical resolution in epidemiology as well as in health impact assessments.  相似文献

The direct federal role in air pollution control was expanded and intensified by the 89th Congress to include authority for: (1) abatement of international pollution; (2) promulgation and enforcement of regulations regarding emissions from new motor vehicles and engines; and (8) the conduct cf conferences and formulation of advisory recommendations concerning potential air pollution of substantial significance. Experiences under interstate abatement authorities of the Clean Air Act and plans for future activities under the new authorities are discussed.  相似文献

EU's programme Clean Air for Europe (CAFE) is presently revising the policy on air quality which will lead to the adoption of a thematic strategy on air pollution under the Sixth Environmental Action Programme by mid-2005. For the abatement of surface ozone it is becoming evident that processes outside European control will be crucial for meeting long-term aims and air quality guidelines in Europe in the future. Measurements and modelling results indicate that there is a strong link between climate change and surface ozone. A warmer and dryer European climate is very likely to lead to increased ozone concentrations. Furthermore, increased anthropogenic emissions in developing economies in Asia are likely to raise the hemispheric background level of ozone. A significant increase in the background concentration of ozone has been observed at several sites in Northern Europe although the underlying causes are not settled. The photochemical formation of tropospheric ozone from increased concentrations of methane and CO may also lead to a higher ozone level on a global scale. Gradually, these effects may outweigh the effect of the reduced European ozone precursor emissions. This calls for a global or hemispheric perspective in the revision of the European air quality policy for ozone.  相似文献
