This Report, published as Informative Report No. 7 of the Air Pollution Control Association’s TI-5 Public Utilities Committee, began to move through the 14 step approval procedure of APCA’s Technical Council in February 1964 Comments made by members of the Technical Council were considered in the preparation of the final report. It is now published as representing the best thinking of the Association. It is an extremely timely and informative report.

APCA Is Thriving

Fiscal nineteen seventy three-four was another busy year for the Association. It was a year of expanded services, publications, and meetings. New initiatives on the part of the Board of Directors, the Technical Council and its committees, local APCA Sections and the Headquarters staff were undertaken. All of the statistical reports are positive, and show increased membership, pages published, advertising, meetings, and involvement of members. But of more importance, APCA is filling its role in a positive and meaningful way, and is continuing to attract persons working in the air pollution control profession to its many programs.

As most of you know by now, dues for individual members have been increased from $25 to $35 annually because of the continued inflation in postage, paper, and cost of doing business.     

Comprehensive Area Surveys in New York State

The proposed By-law changes have been suggested over the last two years. They are basically housekeeping changes which correct the language, eliminate duplications, and clarify the dates for the receipt and acceptance of the ballots for nominees for the Board. The major revision proposed is in Article XV of the Technical Council which was necessitated by the new structure of the Technical Council approved by the Board of Directors in June 1970.     

The National Air Pollution Technical Information Center: Its Operation and Services

This report describes the operations of the National Air Pollution Technical Information Center of the Division of Air Pollution, Public Health Service, U. S. Department of Health, Education, and Welfare; and discusses the Center’s expanding coverage of the world’s journal literature and the report literature from four major clearinghouses. Also reported are efforts to complete the development of an effective information storage and retrieval system, including vocabulary control and hardware testing. A brief analysis is made of the relationships between the Air Pollution Control Association (APCA) ana the Air Pollution Technical Information Center (APTIC) and the benefits to be derived from an effective technical literature program.

Designing for Air Pollution Control

This paper was one of several presented at the Workshop on Air Pollution Control in Portland, Oregon, on May 6, 1968. The Workshop was sponsored by the Manufacturing Chemists Association and the Chemical Industry Council of the Pacific Northwest in cooperation with the Association of Oregon Industries, Association of Washington Industries, and the Environmental Committee of the Portland Chamber of Commerce. While many of the papers were of localized interest, this paper speaks to anyone designing air pollution control systems.

The 60th Annual Meeting of the Air Pollution Control Association is now, physically, a thing of the past. But memories of the meeting and the information learned there will remain with us.

It consists of the keynote address, the president’s message, the executive secretary’s report, a report on the International Union of Air Pollution Prevention Associations, significant news stories, and three pages of photos.     

Air Quality Technical Information Exchange To the People’s Republic of China

Editor’s note: Donald F. Adams was Past President of the Air Pollution Control Association in 1983 when he led a delegation of air quality experts to the People’s Republic of China for a technical information exchange. Professor Adams has provided an informative (and humorous) report of this technical exchange and we are pleased to share it with the readers of JAPCA.     

SWO-NK’s Air Quality Criteria and Emission Regulations

The bi-state area around Cincinnati has more than a million people in 70 political jurisdictions located in four counties. An air pollution survey was organized to prepare a plan for an air resource management program for the area. The author chaired the air quality subcommittee which recommended air quality criteria and emission regulations to the Technical Committee of SWO-NK. This paper outlines the recommendations which were subsequently adopted by the Technical Committee and the basis for them.     

Should biodiversity and nature have to earn their keep? What it really means to bring environmental goods into the marketplace

Pursuit of economic gain has sponsored much of our planet’s despoliation. Yet conservation increasingly operates as an economic sector that markets biodiversity, ecosystems, and nature as natural capital, service provider, or option value. This essay first elucidates what basic moral theory says about the principle that the goodness of biodiversity and nature is largely economic. It explains why economic valuations may be morally unimportant, inapt for environmental goods, and subversive of more important ideals. It also shows why neither econometric notions of option value nor Daniel Faith’s qualitative one credibly applies. The essay then turns to what an economic conception of goodness implies for conservation practice. It refers to two prominent conservation organizations, whose conservation principles match the market-based ones of the World Business Council on Sustainable Development’s. The environmental record of the latter organization’s practices according to these principles predicts what their adoption for conservation entails.     

Evaluation of Methods for Controlling Vehicular Exhaust

In late 1965 the Pennsylvania Air Pollution Commission appointed a Council of Technical Advisors to develop air quality criteria. Recently, this Council set forth its recommendations for ten pollutants. The philosophy of the Council is expressed. The major difficulties and rational are mentioned. The recommendations are given and the potential use of the criterion is also explained.     

Graphic Arts Technical Foundation Holds First Air Quality Control Conference

On November 18–19, 1970, the Environmental Control Division of the Graphic Arts Technical Foundation, Pittsburgh, Pa., and its Air Pollution Control Advisory Committee held a Conference on “Air Quality Control in the Printing Industry.” This first nation-wide meeting at the Chicago-Sheraton brought together management and production people from the various printing processes, regulatory officials from all levels of government, control equipment manufacturers, consultants, and ink and solvent suppliers.

In due course, the Foundation will publish the proceedings of the Conference; however, because of the intense interest expressed by the audience, the Environmental Control Division has prepared this summary until the proceedings are published.     

Renewable Energy

The Energy Committee of the Royal Swedish Academy of Sciences has in a series of projects gathered information and knowledge on renewable energy from various sources, both within and outside the academic world. In this article, we synthesize and summarize some of the main points on renewable energy from the various Energy Committee projects and the Committee’s Energy 2050 symposium, regarding energy from water and wind, bioenergy, and solar energy. We further summarize the Energy Committee’s scenario estimates of future renewable energy contributions to the global energy system, and other presentations given at the Energy 2050 symposium. In general, international coordination and investment in energy research and development is crucial to enable future reliance on renewable energy sources with minimal fossil fuel use.     

Air Pollution Research Problems

The TR-l Research Committee of the Air Pollution Control Association conducted a survey during 1969–70 to determine what air pollution research problems require attention. All APCA committees were requested to contribute topics to this survey, especially within their area of activity. Other professional societies were contacted through liaison representatives of APCA. The responses to the survey have been reviewed, categorized, selected, and edited for inclusion in this report. Additional material and concepts have been contributed by members of the TR-l Committee.     

The Second Reagan Administration and the New Congress: Critical Clean Air and Hazardous Waste Issues

The 13th Government Affairs Seminar of the Air Pollution Control Association was held March 20-21, 1985 in Washington, D.C. The Seminar, held annually, has earned international attention as a forum for dialogue on federal environmental legislation. Keynote speaker for the 1985 Seminar was Senator John Chafee (R.-R.L), chairman of the Subcommittee on Environmental Pollution of the Senate Committee on Environment and Public Works. Joseph Cannon, former U.S. EPA Assistant Administrator for Air and Radiation gave the luncheon address. (See News Focus in the May 1985 issue of JAPCA, page 570, for a report on these and other presentations.) The present report contains the remarks presented and subsequently submitted for publication by the panelists listed below.

We have examined the statements of assets, liabilities and accumulated excess of revenue over expenses of Air Pollution Control Association as of April 30, 1975 and 1974 and the related statements of excess of revenue over expenses for the years then ended. Our examinations were made in accordance with generally accepted auditing standards and accordingly included such tests of the accounting records and such other auditing procedures as we considered necessary in the circumstances. It was impracticable for us to extend our examinations of the excess of revenue over expenses of the annual meeting committee beyond accounting for amounts so recorded.

Assembled here are expressions of ideas and opinions on the subject of air pollution control. The viewpoints will be those of individual members of the Board of Directors of the Air Pollution Control Association. Mr. Austin N. Heller leads the Forum this month.     

Control of Atmospheric Emissions From Petroleum Storage Tanks

Informative Report No. 2, prepared by the TI-3 Petroleum Committee of the Air Pollution Control Association, deals with the control of hydrocarbon vapor emissions from petroleum storage tanks. The report presents the theory of evaporation loss from liquids, describes emission control equipment and its maintenance, and outlines techniques used to estimate the magnitude of and to reduce emissions.
