Using Multicriteria Methods in Environmental Planning and Management   总被引:12,自引:0,他引:12  
In environmental planning and decision processes several alternatives are analyzed in terms of multiple noncommensurate criteria, and many different stakeholders with conflicting preferences are involved. Based on our experience in real-life applications, we discuss how multicriteria decision aid (MCDA) methods can be used successfully in such processes. MCDA methods support these processes by providing a framework for collecting, storing, and processing all relevant information, thus making the decision process traceable and transparent. It is therefore possible to understand and explain why, under several conflicting preferences, a particular decision was made. The MCDA framework also makes the requirements for new information explicit, thus supporting the allocation of resources for the process.  相似文献

With the growing importance of environmental sustainability in the corporate sector, businesses are compelled to progress from assessing and benchmarking their environmental impact to making decisions on how to prioritize impact reduction alternatives. Most often, business decisions are driven by financial metrics, but with sustainability improvements becoming a business goal, it is also important to assess metrics from environmental and social spheres; nevertheless, practically and systematically performing such an assessment is challenging. We present an application of a multi-criteria decision analysis (MCDA) method that addresses the aforementioned challenges in a corporate setting. Our case study company – one of the largest inland marine freight carriers in the United States – promotes a business culture focused on financially viable, yet socially and environmentally responsible solutions. Thus, we combine life cycle analysis (LCA), financial calculation methods, and corporate surveys to quantify environmental, economic, and social performance measures, respectively. Multiattribute utility theory is integrated with analytic hierarchy processes (AHPs) and fuzzy analysis to create a carefully designed framework for corporations with diverse groups of stakeholders. With company leadership, implementation is feasible and successful at prioritizing alternatives among diverse stakeholders. The process provides a platform for negotiation and promotes discussions on decision drivers. The use of MCDA methodologies promoted the inclusion of a suite of metrics that aligned with the company's sense of social and environmental responsibility, generating an in-depth analysis of the alternatives that factored in other things besides economics. Return-on-investments (ROI) calculations, the typical approach used in the corporate setting, would have required significantly less time and effort from the company, but the results of our MCDA application indicated that inclusion of triple bottom line metrics delve deeper into stakeholder preferences. Thus, our case study company gained a holistic view of the candidate alternatives, in addition to creating a platform for structured discussions about company goals and priorities.  相似文献

Approximately 3000 papers concerning multi-criteria decision analysis (MCDA) in the environmental field were identified through a series of queries in the Web of Science database and classified by MCDA method and environmental application using text mining in R. Stemming and stop word removal techniques were used to remove irrelevant text from the literature. Trends in MCDA methods (AHP/ANP, TOPSIS, outranking, MAUT/MAVT) associated with specific environmental applications (water, air, energy, natural resources, and waste management) or interventions/tools applications (stakeholders, strategies, sustainability, and GIS) were identified. The results show a linear growth in the share of MCDA papers in environmental science across all application areas. Furthermore, the results show that AHP/ANP and MAUT/MAVT are the most frequently mentioned MCDA methods in the literature. For environmental applications, the results showed that natural resource and waste management keywords were, respectively, the most and least commonly discussed applications within the MCDA papers. For intervention/tool applications, we found that keywords associated with ‘strategy’ and ‘GIS’ applications are, respectively, the most and least commonly discussed keywords within the MCDA papers. The authors found that MCDA method keywords were evenly distributed across the environmental and intervention/tool applications, indicating a lack of preference in the environmental field for use of specific MCDA methods. This paper demonstrates that text mining is an applicable tool to assess specific textual trends and patterns when analyzing larger bodies of MCDA literature.  相似文献

ABSTRACT: Watershed management decision making is a complex process. Cooperation and communication among federal, state, and local stakeholders is required while balancing biophysical and socioeconomic concerns. The public is taking part in environmental decisions, and the need for technology transfer from public agencies to stakeholders is increasing. Information technology has had a profound influence on watershed management over the past decade. Advances in data acquisition through remote sensing, data utilization through geographic information systems (GIS), and data sharing through the Internet have provided watershed managers access to more information for management decisions. In the future, applications incorporating hydrologic simulation models, GIS, and decision support systems will be deployed through the Internet. In addition to challenges in making complex modeling technology available to diverse audiences, new information technology issues, such as interoperability, Internet access, and security, are introduced when GIS, simulation models, and decision support systems are integrated in an Internet environment. This paper presents a review of current use of information technology in watershed management decision making and a discussion of issues created when developing Internet based, integrated watershed management decision support systems. A prototype spatial decision support system (SDSS) for rangeland watershed management was developed using web services, which are components that communicate using text based messages, thus eliminating proprietary protocols. This new framework provides an extensible, accessible, and interoperable approach for SDSS.  相似文献

Emerging challenges of risk management, environmental protection, and land-use planning requires integration of stakeholder values and expert judgment. The process of decision making in situation of high uncertainty can be assisted through the use of decision support systems (DSSs). Such DSSs are often based on tools for spatial data representation (GIS) and environmental models that are integrated using multi-criteria decision analysis (MCDA). This paper presents DecernsMCDA implementing all major types of multi-criteria methods and tools (AHP, MAUT, Outranking) under the same user interface. In addition to providing ability for testing model uncertainty associated with selection of specific MCDA algorithms, DecernsMCDA implements new algorithms for parameter uncertainty analysis based on probabilistic approaches and fuzzy sets. The paper illustrates application of DecernsMCDA for selecting remedial alternative at radiologically contaminated sites.  相似文献

Multicriteria decision analysis (MCDA) provides a well-established family of decision tools to aid stakeholder groups in arriving at collective decisions. MCDA can also function as a framework for the social learning process, serving as an educational aid in decision problems characterized by a high level of public participation. In this paper, the framework and results of a structured decision process using the outranking MCDA methodology preference ranking organization method of enrichment evaluation (PROMETHEE) are presented. PROMETHEE is used to frame multi-stakeholder discussions of river management alternatives for the Upper White River of Central Vermont, in the northeastern United States. Stakeholders met over 10 months to create a shared vision of an ideal river and its services to communities, develop a list of criteria by which to evaluate river management alternatives, and elicit preferences to rank and compare individual and group preferences. The MCDA procedure helped to frame a group process that made stakeholder preferences explicit and substantive discussions about long-term river management possible.  相似文献

ABSTRACT: Watershed stewardship activities throughout North America have evolved into a process that requires more involvement in planning and decision making by community stakeholders. Active involvement of all stakeholders in the process of watershed stewardship is dependent on effective exchange of information among participants, and active involvement of a wide range of stakeholders from “communities of place” as well as those from “communities of interest.” We developed a map‐based stream narrative tool as a means to: (a) assemble a wealth of incompletely documented, “traditional” ecological or natural history observations for rivers or streams; and (b) promote a higher level of active involvement by community stakeholders in contributing to information‐based, watershed management. Creation of stream narratives is intended for use as a tool to actively engage local stakeholders in the development of a more comprehensive information system to improve management for multiple stewardship objectives in watersheds. Completion of map‐based stream narrative atlases provides a valuable supplement to other independent efforts to assemble observations and knowledge about land‐based natural resources covering entire watersheds. We are confident that completion of stream narrative projects will make a valuable addition to the information and decision making tools that are currently available to the public and resource agencies interested in advancing the cause of community‐based approaches to watershed and ecosystem management.  相似文献

ABSTRACT: This paper outlines a sound, practical approach for making more informed decisions about environmental policy choices. It emphasizes the importance of using a structured decision process to specify and organize values, use these values to create alternatives, and assess tradeoffs to help achieve a desired balance across key objectives. Although these decision making steps are based on common sense, they are often neglected or poorly carried out as part of the complex evaluations of natural resource options. We discuss several reasons for this frequent neglect of decision making principles and provide examples from recent water use planning projects to demonstrate some of the benefits of using a structured, decision focused approach: new and better solutions, increased and more productive participation by stakeholders, and greater defensibility and acceptance of the resource management evaluation process and its conclusions.  相似文献

The choice among alternative water supply sources is generally based on the fundamental objective of maximising the ratio of benefits to costs. There is, however, a need to consider sustainability, the environment and social implications in regional water resources planning, in addition to economics. In order to achieve this, multi-criteria decision analysis (MCDA) techniques can be used. Various sources of uncertainty exist in the application of MCDA methods, including the selection of the MCDA method, elicitation of criteria weights and assignment of criteria performance values. The focus of this paper is on the uncertainty in the criteria weights. Sensitivity analysis can be used to analyse the effects of uncertainties associated with the criteria weights. Two existing sensitivity methods are described in this paper and a new distance-based approach is proposed which overcomes limitations of these methods. The benefits of the proposed approach are the concurrent alteration of the criteria weights, the applicability of the method to a range of MCDA techniques and the identification of the most critical criteria weights. The existing and proposed methods are applied to three case studies and the results indicate that simultaneous consideration of the uncertainty in the criteria weights should be an integral part of the decision making process.  相似文献

ABSTRACT: Public information, an important contributer to citizen involvement in the governmental decision making process, has traditionally been given a low priority by government agencies. However, citizens are becoming increasingly concerned about governmental decisions that affect their lives and are demanding more information about governmental activities, including information about water resource issues, Because of this active citizen interest and involvement, the role of public information in increasing citizen awareness is becoming more important. Government officials and professionals should recognize that public information efforts also play an important role in achieving increased credibility and respect for their agencies. Once an agency recognizes the importance of public information and decides to initiate a public information program, careful planning is required to develop a program that addresses the needs of both the citizens and the agency. Two of the most flexible and cost effective ways to get information to the publié are through publications and public meetings. Both can be easily adapted to suit the needs of specific audiences and projects. A successful public information program can be carried out at a relatively low cost, but it requires a substantial amount of time and energy. The commitment of time and energy for this purpose is a good investment, however, because an effective public information program can play a significant role in improving the quality of governmental decisions through the increased involvement of the citizenry.  相似文献

Reservoir operations must respond to changing conditions, such as climate, water demand, regulations, and sedimentation. The U.S. Army Corps of Engineers (Corps) can reallocate reservoir storage to respond to such changes. We assembled and analyzed a database of reservoir reallocations implemented and proposed by the Corps. While only a small portion of total reservoir storage nationwide has been reallocated, there are substantial differences in reallocation frequency and magnitude across the nation: some Corps Districts and Divisions use reallocation while others do not, relying more on discretion and small‐scale adaptation of operations. This difference illustrates how water resource agencies like the Corps decentralize management decisions to allow responding to disparate conditions. Decentralized decision‐making provides a responsive approach to water management, while centralized and hierarchical decision‐making is a slower, more deliberative approach. Decentralized decision‐making may lead to the accumulation of short‐term, local decisions over time to the point that the system is managed differently than anticipated. Reallocation, which is a form of planned adaptive management, can be accommodating of multiple competing demands and different stakeholders, yet expensive and less temporally responsive. The challenge for any large water resource management agency is to balance between local‐level, responsive discretion vs. centralized, planned decision‐making.  相似文献

Uncertainty in environmental decision making should not be thought of as a problem that is best ignored. In fact, as is illustrated in a simple example, we often informally make use of awareness of uncertainty by hedging decisions away from large losses. This hedging can be made explicit and formalized using the methods of decision analysis. While scientific uncertainty is undesirable, it can still be useful in environmental management as it provides a basis for the need to fund additional monitoring, experimentation, or information acquisition to improve the scientific basis for decisions.  相似文献

ABSTRACT: The development of effective solutions for addressing nonpoint source pollution on a watershed basis often involves watershed stakeholders. However, success in engaging stakeholders in collaborative decision making processes varies, as watershed managers are faced with the challenges inherent to finding the right process for the decisions needed and in successfully engaging stakeholders in that process. Two characteristics that may provide guidance for determining the appropriateness of applying a collaborative process to a watershed problem are the need to collaborate and the willingness of stakeholders to engage in a collaborative decision making process. By examining seven attributes of the issues confronted by stakeholders in a collaborative process, the consequences of these attributes on the need for collaboration and stakeholders' willingness to engage can be estimated. The issue attributes include: level of uncertainty, balance of information, risk, time horizon of effects, urgency of decision, distribution of effects, and clarity of problem. The issue attribute model was applied to two collaborative decision making processes conducted by the same watershed stakeholder group in a North Carolina coastal watershed. Need and willingness to engage did not coincide for either issue; that is, stakeholders were more willing to engage on the issue that required less need for their involvement.  相似文献

This paper shows how Multi-criteria Decision Analysis (MCDA) can help in a complex process such as the assessment of the level of sustainability of a certain area. The paper presents the results of a study in which a model for measuring sustainability was implemented to better aid public policy decisions regarding sustainability. In order to assess sustainability in specific areas, a methodological approach based on multi-criteria analysis has been developed. The aim is to rank areas in order to understand the specific technical and/or financial support that they need to develop sustainable growth.The case study presented is an assessment of the level of sustainability in different areas of an Italian Region using the MCDA approach. Our results show that MCDA is a proper approach for sustainability assessment. The results are easy to understand and the evaluation path is clear and transparent. This is what decision makers need for having support to their decisions. The multi-criteria model for evaluation has been developed respecting the sustainable development economic theory, so that final results can have a clear meaning in terms of sustainability.  相似文献

Environmental management decisions typically lie at the interface of science and public policy. Consequently, these decisions involve a number of stakeholders with competing agendas and vested interests in the ultimate decision. In such cases, it is appropriate to adopt formal methods for consensus building to ensure transparent and repeatable decisions. In this paper, we use an environmental management case study to demonstrate the utility of a mathematical consensus convergence model in aggregating values (or weights) across groups. Consensus models are applicable when all parties agree to negotiate in order to resolve conflict. The advantage of this method is that it does not require that all members of the group reach agreement, often an impossible task in group decision making. Instead, it uses philosophical foundations in consensus building to aggregate group members' values in a way that guarantees convergence towards a single consensual value that summarizes the group position. We highlight current problems with ad hoc consensus and negotiation methods, provide justification for the adoption of formal consensus convergence models and compare the consensus convergence model with currently used methods for aggregating values across a group in a decision making context. The model provides a simple and transparent decision support tool for group decision making that is straightforward to implement.  相似文献

ABSTRACT: While there is increasing recognition of the need to consider institutional factors in water resources decision-making, there are few specific methods available to use in actually conducting an institutional analysis. The lack of such methods has spurred interest in going beyond begging water resource agencies to conduct institutional analyses to developing more refined tools to use in the analysis process. However, as more complex systems of analysis are developed, it is important not to lose sight of the value that less objective and participatory approaches to institutional analysis may have in solving institutional problems. Improving the techniques and tools of institutional analysis should not mean developing complex methods or models that can only be manipulated and understood by the trained analyst. The advantages and disadvantages of full participation by stakeholders in the institutional analysis process are discussed by describing the efforts of a local community organization in Tucson, Arizona, to study the need for a basinwide management entity.  相似文献

Abstract: A decision support system for sustainable water resources management in a water conflict resolution framework is developed to identify and evaluate a range of acceptable alternatives for the Geum River Basin in Korea and to facilitate strategies that will result in sustainable water resource management. Working with stakeholders in a “shared vision modeling” framework, sustainable management strategies are created to illustrate system tradeoffs as well as long‐term system planning. A multi‐criterion decision‐making (MCDM) approach using subjective scales is utilized to evaluate the complex water resource allocation and management tradeoffs between stakeholders and system objectives. The procedures used in this study include the development of a “shared vision model,” a simulated decision‐making support system (as a tool for sustainable water management strategies associated with water conflicts, management options, and planning criteria), and the application of MCDM techniques for evaluating alternatives provided by the model. The research results demonstrate the utility of the sustainable water resource management model in aid of MCDM techniques in facilitating flexibility during initial stages of alternative identification and evaluation in a basin suffering from severe water conflicts.  相似文献

ABSTRACT: In the environmental and agricultural conservation planning process, more efficient and effective tools are needed for planners to assist private landowners with making wiser land use decisions. Current methods are slow, inefficient, and costly. Scientific techniques have not been fully implemented within the planning process, yet such plans are increasingly needed to meet water quality and Total Maximum Daily Load (TMDL) requirements. The objectives of this study are to (a) utilize the web for accessing an integrated science‐based land use decision support system; (b) link decision tools, models, and databases to the user via the web; (c) link distributed models and databases for enhanced planning efficiency; and (d) integrate the above into an easily usable and readily accessible system. The procedures resulting in the initial design involved planning expertise and focus groups' input. The system was developed in partnership with the Natural Resources Conservation Service of the U.S. Department of Agriculture and several state agencies. A survey of 150 certified conservation planners, the end users, was conducted to identify the data sets and planning tools needed. Data, tools, and models then were selected and integrated into a web accessible system. Specifically, the first generation used a web interactive Geographic Information System (GIS) that overlaid onto digital orthoquads and/or soils polygons field boundaries, transportation, hydrologic features (such as drains, rivers, lakes, etc.), and high pesticide risk runoff or infiltration areas. Conservation planners found they could save time with the system. Clients could access the system quickly to help them prepare for meeting with their planner. Previously acquiring GIS maps in some cases had been a lengthy process that limited use of the information in land use decisions.  相似文献

There are always conflicting goals in the management of large water courses. However, by involving stakeholders actively in the planning and decision-making processes, it is possible to work together toward commonly acceptable solutions. In this article, we describe how we applied interactive multicriteria decision analysis (MCDA) in a collaborative process which aimed at an ecologically, socially, and economically sustainable water course regulation policy. The stakeholders' opinions about the alternative regulation schemes and the relative importance of their impacts were elicited with the HIPRE software. Altogether, 20 personal interactive decision analysis interviews (DAIs) were carried out with the stakeholders. Our experience suggests that the DAIs can considerably improve the quality and efficiency of the collaborative planning process. By improving communication and understanding of the decision situation in the steering group, the approach helped to develop a consensus solution in a case having strong conflicts of interest. In order to gain the full benefits of the MCDA approach, interactive preference elicitation is vital. Use of publicly-provided information to promote environmental quality has received somewhat less attention in the environmental management literature than use of other environmental policy tools based on economic incentives such as emissions taxes, subsidies and marketable permits. Yet publicly-provided information may have potential as an environmental policy tool, especially in managing problems of agricultural pollution, due in large part to the existing capability of public information agencies associated with the agricultural research community. Information provided by these agencies is known to be an important factor in decision making in agriculture and may have potential for influencing decisions that relate directly to preserving the integrity of environmental resources. Moreover, this potential may have particular relevance for protecting groundwater quality from agricultural production since the results of contamination are often at least partially internal to the farm decision maker. This paper develops an empirical model to formulate publicly-provided herbicide treatment recommendations designed to protect both the quality of groundwater and the income of farmers. An economic and statistical model of a crop-pest system is used in conjunction with a groundwater loading model to derive the trade-off relationship between producer income and movement of herbicide material through the root zone. The trade-off relationship can provide the basis for formulating herbicide treatment recommendations and can also shed light on appropriate groundwater quality goals.  相似文献
