ABSTRACT: Watershed stewardship activities throughout North America have evolved into a process that requires more involvement in planning and decision making by community stakeholders. Active involvement of all stakeholders in the process of watershed stewardship is dependent on effective exchange of information among participants, and active involvement of a wide range of stakeholders from “communities of place” as well as those from “communities of interest.” We developed a map‐based stream narrative tool as a means to: (a) assemble a wealth of incompletely documented, “traditional” ecological or natural history observations for rivers or streams; and (b) promote a higher level of active involvement by community stakeholders in contributing to information‐based, watershed management. Creation of stream narratives is intended for use as a tool to actively engage local stakeholders in the development of a more comprehensive information system to improve management for multiple stewardship objectives in watersheds. Completion of map‐based stream narrative atlases provides a valuable supplement to other independent efforts to assemble observations and knowledge about land‐based natural resources covering entire watersheds. We are confident that completion of stream narrative projects will make a valuable addition to the information and decision making tools that are currently available to the public and resource agencies interested in advancing the cause of community‐based approaches to watershed and ecosystem management.  相似文献

ABSTRACT: The 1990s have featured a rapid proliferation of “watershed initiatives” in the western United States and elsewhere. Watershed initiatives are ad hoc, voluntary associations typically featuring both governmental and non-governmental actors organized together to collaboratively seek new strategies for addressing water and related natural resource problems at physically relevant regional scales. These efforts are a response to historical and sociopolitical trends that have resulted in increasingly ineffective forums and processes of resource management decision-making, and that have subordinated the role of local stakeholders in problem-solving efforts. In most cases, watershed initiatives appear to provide a pragmatic vehicle for resource managers and stakeholders to address common concerns in a more efficient manner than is otherwise possible, and as such, deserve further application and continued support.  相似文献

ABSTRACT: Collaborative watershed groups have formed at a significant rate throughout the United States in the last decade. Data on these groups, however, has been largely anecdotal and lacking in rigorous examination of the relationship between group formation, membership, process, and group effectiveness. Using a mail survey, Oregon watershed group participants were asked to identify who initiated the formation of the group, how efficiently the group formed, how the group determines membership, what decision making method the group uses, and how members perceive the group's effectiveness. Findings indicated that a majority believe that, because of their participation in a watershed group, they better understand issues in the watershed and the perspectives of others, but less than half believe that relationships with government decision makers or physical conditions in the watershed have improved. Members of citizen initiated groups rated their groups higher than government initiated groups on addressing difficult or controversial issues. Members of groups that use consensus responded most positively on whether the group gives fair consideration to dissenting opinions. Overall, groups with restricted membership systems rated themselves lowest on involving key decision making groups, timeliness in addressing issues, and overall effectiveness. These results raise concerns about this type of group membership system.  相似文献

ABSTRACT: Integrated watershed management encompasses complex physical and social issues that have impacts on environmental resources. A key aspect of this holistic effort is public education. Most researchers and practitioners agree that an informed public is a crucial part of the environmental management process. Yet, educational programs that provide stakeholders with information about physical processes in watersheds are often unavailable. This paper assesses the effect of an education program for residents of the New York City watershed. Surveys evaluated certain knowledge levels and attitudes of participants and compared three groups: individuals who utilized the educational materials completely (full users), those who received the materials but did not use them completely (partial users), and watershed residents who did not receive the educational program (nonrecipients). Full users displayed a higher level of knowledge concerning specific watershed processes than did partial users and nonrecipients. In terms of applying that knowledge across linked concepts, however, we observed no significant differences between the three readership levels. Furthermore, partial users engaged in less evaluation of issues that related to the broader watershed context. The findings from this project have implications for educational and regulatory institutions and program development relating to watershed protection.  相似文献

In environmental planning and decision processes several alternatives are analyzed in terms of multiple noncommensurate criteria, and many different stakeholders with conflicting preferences are involved. Based on our experience in real-life applications, we discuss how multicriteria decision aid (MCDA) methods can be used successfully in such processes. MCDA methods support these processes by providing a framework for collecting, storing, and processing all relevant information, thus making the decision process traceable and transparent. It is therefore possible to understand and explain why, under several conflicting preferences, a particular decision was made. The MCDA framework also makes the requirements for new information explicit, thus supporting the allocation of resources for the process.  相似文献

ABSTRACT: Watershed management decision making is a complex process. Cooperation and communication among federal, state, and local stakeholders is required while balancing biophysical and socioeconomic concerns. The public is taking part in environmental decisions, and the need for technology transfer from public agencies to stakeholders is increasing. Information technology has had a profound influence on watershed management over the past decade. Advances in data acquisition through remote sensing, data utilization through geographic information systems (GIS), and data sharing through the Internet have provided watershed managers access to more information for management decisions. In the future, applications incorporating hydrologic simulation models, GIS, and decision support systems will be deployed through the Internet. In addition to challenges in making complex modeling technology available to diverse audiences, new information technology issues, such as interoperability, Internet access, and security, are introduced when GIS, simulation models, and decision support systems are integrated in an Internet environment. This paper presents a review of current use of information technology in watershed management decision making and a discussion of issues created when developing Internet based, integrated watershed management decision support systems. A prototype spatial decision support system (SDSS) for rangeland watershed management was developed using web services, which are components that communicate using text based messages, thus eliminating proprietary protocols. This new framework provides an extensible, accessible, and interoperable approach for SDSS.  相似文献

Mediated Modeling (MM) refers to “model building with stakeholders,” enabling collaborative learning and decision support. This article presents results from the Integrated Freshwater Solutions (IFS — www.ifs.org.nz ) action research project in the Manawatū River watershed, New Zealand. Water quality in the watershed often rates poorly, with the key issues being sedimentation, eutrophication, and habitat destruction. IFS is to develop and test MM to support collaborative and adaptive freshwater management. The project team was presented with the opportunity to collaborate with the Manawatū River Leaders' Forum (MRLF), an initiative driven by the Regional Council to improve water quality. This article describes the process of MM and how it was adapted to meet the needs of MRLF stakeholders. This highlights some important conditions for collaborative and adaptive capacity building. The MM/MRLF stakeholders, represented: industry, farming, local and regional authorities, environmental groups, and indigenous Māori iwi/hapū (tribe/sub‐tribe). This article describes how MM assisted early in the collaborative process to develop the following: (1) a shared and more integrated understanding of causes and effects and (2) a sense of the order of magnitude of the problems and the impact proposed solutions might have. It also describes how the context of politics, time, and resource constraints played an important role reverting to a more traditional planning approach part way through the process.  相似文献

DOI: 10.1111/j.1752-1688.2011.00615.x Abstract: This study focuses on a Florida watershed where development of a total maximum daily load (TMDL) and its implementation plan resulted in conflicts among stakeholders. The overall goal is to build a better understanding of stakeholder perceptions of water quality problems, water policy processes and decisions, and water management plan development in a region where these issues have become contentious. Findings are based on a stakeholder analysis using qualitative data collected through focus groups with agricultural producers, local governments, and environmental groups, and supplemented with additional qualitative data on the watershed management process. Stakeholder conflicts in this case study are associated with perceived flaws in the structural and procedural characteristics of the stakeholder involvement process: (1) suboptimal watershed stakeholder representation on the TMDL executive committee, (2) an inappropriate voting procedure for making TMDL decisions, (3) limitations in information sharing between regulatory agencies and watershed stakeholders, and (4) stakeholders’ doubts about whether tradeoffs associated with achieving the water quality targets were assessed adequately throughout the TMDL planning and implementation process. This study contributes to the literature on collaborative watershed management by analyzing stakeholder involvement given Florida’s unique institutional settings, where implementation of TMDL pollution abatement is mandatory.  相似文献

ABSTRACT: Most spatial decision support systems for natural resource planning and management are limited by their scenario-based (non-behavioral), deterministic (non-stochastic) structure. A spatial decision support system is developed that uses a multiple attribute decision-making model to explain how a property manager selects a land and water resource management system (LWRMS) based on its multiple, stochastic economic and environmental attributes. The decision support system assesses sustainable resource management at the property and watershed scales and identifies the most cost-effective policy for enhancing sustainable resource management. Economic attributes are determined with an economic model and environmental attributes are simulated with an environmental model. Input parameters for both models are generated with a geographic information system. The decision support system is used to rank five LWRMS for a sample of 20 farmers in Missouri's Goodwater Creek watershed and for two hypothetical watershed alliance groups. Results indicate that the average farmer and the two alliance groups would rank the five LWRMS in the same manner. From the viewpoint of the watershed alliance, the most preferred LWRMS for the average farmer in the watershed is sustainable.  相似文献

ABSTRACT: Many urban and suburban communities in the Midwest are seeking to establish sustainable, morphologically and hydraulically varied, yet dynamically stable fluvial systems that are capable of supporting healthy, biologically diverse aquatic ecosystems — a process known as stream naturalization. This paper describes an integrated research program that seeks to develop a scientific and technological framework to support two stream naturalization projects near Chicago, Illinois. The research program integrates theory and methods in fluvial geomorphology, aquatic ecology, hydraulic engineering and social theory. Both the conceptual and the practical challenges of that integration are discussed. Scientific and technical support emphasize the development of predictive tools to evaluate the performance of possible naturalization designs at scales most appropriate to community based projects. Social analysis focuses on place based evaluations of how communities formulate an environmental vision and then, through decision making, translate this vision into specific stream naturalization strategies. Integration of scientific and technical with social components occurs in the context of community based decision making as the predictive tools are employed by project scientists to help local communities translate their environmental visions into concrete environmental designs. Social analysis of this decision making process reveals how the interplay between the community's vision of what they want the watershed to become, and the scientific perspective on what the watershed can become to achieve the community's environmental goals, leads to the implementation of specific stream naturalization practices.  相似文献

ABSTRACT: Making decisions for environmental management is a complex task due to the multiplicity and diversity of technological choices. Furthermore, the exploitation of natural resources and the preservation of the natural environment imply objectives that are often in conflict within a sustainable development paradigm. Managers and other decision makers require techniques to assist them in understanding strategic decision making. This paper illustrates the use of a multiple‐objective decision‐making methodology and an integrative geographical information system‐based decision‐making tool developed to help watershed councils prioritize and evaluate restoration activities at the watershed level. Both were developed through a multidisciplinary approach. The decision‐making tool is being applied in two watersheds of Oregon's Willamette River Basin. The results suggest that multiple‐objective methods can provide a valuable tool in analyzing complex watershed management issues.  相似文献

ABSTRACT: There is increasing interest in using watershed councils to provide information to public natural resource managers, particularly in the western states. Watershed councils are composed of interested governmental and nongovernmental stakeholders that form to collaboratively manage water and other natural resources at the scale of a watershed. This research is the first step in a multi-step policy analysis designed to answer the question of whether watershed councils are an improvement over traditional methods of public involvement in natural resource management. This paper outlines why watershed councils form and discusses their structure and operation. There is considerable variability in terms of watershed councils' goals, their effectiveness, stakeholder composition, their involvement in the “real” decision-making process, types of participation that are allowed, leadership, financing, decision-making procedures, efficiency, and temporal scale. These structural components are presented as a framework that can be used by researchers to develop criteria to evaluate watershed councils.  相似文献

ABSTRACT: Riparian buffers are considered important management options for protecting water quality. Land costs and buffer performance, which are functions of local environmental characteristics, are likely to be key attributes in the selection process, especially when budgets are limited. In this article we demonstrate how a framework involving hydrologic models and binary optimization can be used to find the optimal buffer subject to a budget constraint. Two hydrologic models, SWAT and REMM, were used to predict the loads from different source areas with and without riparian buffers. These loads provided inputs for a binary optimization model to select the most cost efficient parcels to form a riparian buffer. This methodology was applied in a watershed in Delaware County, New York. The models were parameterized using readily available digital databases and were later compared against observed flow and water quality data available for the site. As a result of the application of this method, the marginal utility of incremental increases in buffer widths along the stream channel and the set of parcels to form the best affordable riparian buffer were obtained.  相似文献

ABSTRACT: Since 1989, the government of Pierce County, Washington, has prepared four watershed action plans. The watersheds cover almost 800,000 acres and include about 600,000 residents and diverse land uses, from the city of Tacoma to Mount Rainier National Park. The primary purpose of these plans was to address water quality impacts from nonpoint sources of pollution and to protect beneficial uses of water. Pierce County has experienced problems such as shellfish bed closures and the Federal Clean Water Act Section 303(d) listing of local water bodies as a result of declining water quality. Pierce County achieved improvements by engaging diverse groups of stakeholders in generating solutions to nonpoint sources of water pollution through our watershed planning process. Using participatory methods borrowed from private industry, Pierce County was able to reach consensus, build trust, maximize participation, facilitate learning, encourage creativity, develop partnerships, shorten time frames for the planning processes, and increase the level of commitment participants had to implementing the plans. As a result, the earliest plans have a high rate of voluntary implementation. This indicates that the process and methodology used to develop watershed plans has a significant, if not critical, impact on their success.  相似文献

ABSTRACT: Recent developments in multiple objective decision making methods presented in the upcoming sequence of research papers are evaluated and compared with respect to their usefulness in addressing challenging problems in water resources management. Because many of the decision making techniques originated in the field of operational research, the historical evolution of this field is outlined and the current need for developing a wide range of techniques for employment in strategic decision making is pointed out. Informative attributes for classifying decision making techniques are given to allow a practitioner to select decision aids that can best model the key characteristics of the particular problems under study. By systematically applying a wide variety of multiple objective decision making techniques to many different kinds of water resources problems, the authors of the papers clearly demonstrate the effectiveness of utilizing these methods for assisting in making both tactical and strategic decisions in water resources management.  相似文献

The authors' personal experience in watershed planning and decision making in the agricultural Midwest is described to illustrate how: (1) formalization of the process of community-based management is not sufficient to guarantee that local people will meaningfully consider scientific information and opinion when making decisions about watersheds, and (2) genuine social interaction between scientists and nonscientists requires a considerable investment of time and energy on the part of the scientist to develop personal relationships with nonscientists based on trust and mutual exchange of information. This experience provides the basis for developing a general conceptual model of the interaction between scientists and nonscientists in community-based watershed management in the agricultural Midwest. An important aspect of integrating science effectively into community-based decision making is the need to revise existing concepts to accommodate place-based contexts. Stream naturalization is introduced as an alternative to stream restoration and rehabilitation, which are viewed as inappropriate management strategies in human-dominated environments. Stream naturalization seeks to establish sustainable, morphologically and hydraulically varied, yet dynamically stable fluvial systems that are capable of supporting healthy, biologically diverse aquatic ecosystems. This general goal is consistent with the types of stream-management practices emerging from community-based decision making in human-dominated, agricultural landscapes. Further research on the linkages between geomorphological and ecological dynamics of human-modified agricultural streams over multiple spatial and temporal scales is needed to provide a sound scientific framework for stream naturalization.  相似文献

从资源的视角而言,水资源具有的社会、经济、生态属性中,社会属性和生态属性所提供的生态功能和服务多是外部性和非市场的,其价值在纯粹的市场驱动下难以充分实现。从资源管理视角而言,水资源多目标协同配置的实质是水资源多重属性功能和服务的均衡。因此,将具有外部性的社会、生态功能和服务与具有经济价值的功能和服务同时纳入配置框架,是实现多目标协同配置实践的关键问题。本文在回顾水资源配置和水资源非市场价值评估的相关研究的基础上,围绕我国现行水资源配置存在的主要问题,通过水资源的全价值(市场价值和非市场价值)将其多属性功能和公众意愿纳入水资源多目标协同配置中,从水资源管理信息系统、全价值评估和配置管理的绩效评价三个方面构建了水资源配置的多目标协同框架,最后提出相关的保障政策建议。  相似文献

ABSTRACT: The impacts of alternative forest watershed management practices are examined from a multicriterion viewpoint in order to select the most satisfactory management scheme. The selection process is carried out using two types of multicriterion decision making techniques: the outranking types of ELECTRE I and II, and the distance-based type of compromise programming (CP). The process is illustrated using the U.S. Forest Service Beaver Creek Experimental Watershed in the Salt-Verde River Basin of Arizona as an example. The desired objectives of the experimental study and the alternative forest watershed resources management schemes are transformed into an evaluation matrix of alternatives versus criteria array. Analyses of the matrix using the aforementioned techniques result in a complete preference ordering of the feasible alternatives in the cases of ELECTRE LI and CP and a partial ordering when ELECTRE I is used. In addition, some sensitivity analyses have been performed and showed ELECTRE II and CP to be fairly robust with respect to parameter changes, while ELECTRE I being highly sensitive to changes in threshold levels. Overall the three techniques pointed out that 65 percent vegetation cut is the best management scheme, while the next best is shown to be 50 percent vegetation cut.  相似文献

Fisheries management is increasingly transitioning towards collaborative governance. Collaborative systems depend on stakeholders’ capacity to design and implement legitimate and scientifically robust management plans within collective action arenas. Here we propose that collaborative governance outcomes, in fisheries management, will benefit from using structured participatory decision making frameworks that enhance deliberative thinking among stakeholders. We tested our approach in the artisanal fishery of Chile, an important producer of marine resources. Recently in 2013, Chile made important changes to fisheries policies by creating multi-sectorial management committees to manage de facto open access fishing areas. We applied a structured decision making framework to inform the restructuring of a management plan within a committee. As a result, we identified goals,objectives and indicators, including social, economic, biological and ecological dimensions; we explored tradeoffs, assessing the relative importance of the objectives; finally, we created scenarios and prioritized alternatives, reflecting on the interplay between self-regulation and government control. Members of the management committee were able to rationalize the different steps of the framework and identify ways forward which highlighted the importance of self-regulation in comparison to central authorities’ control. We concluded that structured decision making promotes spaces for rational analysis of alternatives costs and benefits. Promoting deliberative thinking in fisheries management can improve equity, legitimacy and sustainability of collaborative governance.  相似文献

This paper describes the collaborative planning process for a new landscape planning programme in Ohio that seeks to influence land urbanisation patterns through joint local land use decision making on a watershed basis. The programme was developed through a collaborative process by a state agency-appointed task force that included agency staff and a wide range of stakeholders. The paper describes the process in terms of the collaborative mechanisms, the participants, the programmatic outputs, and the social and organisational outcomes that set the foundation for enhanced watershed quality through better land use decision-making practices. Key collaborations formed during the process were inter-agency collaborations, a non-profit organisation that partnered with the agencies, and that of state agencies with local governments to develop watershed-based land use plans. A most critical outcome was creation of a learning community, through an exploratory research process that used multiple methods of data gathering and consensus-building deliberation. The paper is based on a review of published documents and plans, meeting minutes, participant observation of committee and workgroup meetings and interactive research.  相似文献
