Disaster researchers have long analysed disruption to affected residents' ontological security, often represented by routines and familiar landmarks. Surprisingly little of this work, though, assesses who is most likely to experience feelings of disruption. Using a representative set of survey data, complemented by follow-up interview data from 40 residents affected by the Southern Alberta Flood of June 2013, this paper explores how demographic characteristics, such as gender and place attachment, impact on residents' sense of disruption and loss. The findings indicate that women and people with stronger emotional and social ties to their neighbourhoods are most likely to experience disrupted ontological security; home flooding and evacuation orders are also significant predictors. The qualitative interview data reveal that many participants felt unsettled and disrupted by myriad factors, such as ongoing construction, which prevented them from establishing a ‘new normal’. The paper concludes by discussing the implications of these findings for policymakers and service providers.  相似文献

This paper explores the circumstances in which communities may effectively reduce risks. It draws on the example of two ‘Risk and Resilience Committees’ (RRCs) that were established in Nepal as part of an action research project: one in Panchkhal in the central region, operating as a community‐based organisation (CBO); and the other in Dhankuta in the eastern region, embedded in municipal government. In‐depth interviews were conducted with RRC members. Wider community preferences for risk reduction were examined through a questionnaire survey. In Dhankuta, the RRC obtained further funding, developed strong upward and downward institutional links, and applied a ‘disaster risk reduction lens’ to existing local government responsibilities. In Panchkhal, RRC activities have been limited by funding and have focused on the strengthening of livelihoods. It may be concluded tentatively that community‐based disaster risk reduction activities are more successful when they are institutionally embedded in local government structures.  相似文献

This study, based on a questionnaire survey and workshops, and with a focus on the impact of an earthquake on the Nagata Elementary School Community in Kobe City, Japan, develops a collaborative model to assess the allocation of residents to shelters. The current official allocation plan is compared with three alternative allocations developed within the framework of this model. The collaborative model identifies accessibility, amenity, capacity, connectivity, continuity, security, and stability as the basic, necessary criteria for shelter planning. The three alternative allocations are very similar to the local residents’ own choice of shelters, but they are quite different from the current official allocation plan, which is supposed to be followed but has achieved relatively low satisfaction among households. The proposed collaborative approach provides an effective tool to assess the officially determined allocation plan by taking into account the viewpoints of local residents, and the results are useful for enhancing community evacuation planning.  相似文献

The paper applies the community resilience approach to the post‐disaster case of Pescomaggiore, an Italian village affected by the L'Aquila earthquake in 2009. A group of residents refused to accept the housing recovery solutions proposed by the government, opting for autonomous recovery. They developed a housing project in the form of a self‐built ecovillage, characterised by earthquake‐proof buildings made of straw and wood. The project is a paradigmatic example of a community‐based response to an external shock. It illustrates the concept of ‘community resilience’, which is widely explored in the scientific debate but still vaguely defined. Based on qualitative methodologies, the paper seeks to understand how the community resilience process can be enacted in alternative social practices such as ecovillages. The goal is to see under which conditions natural disasters can be considered windows of opportunity for sustainability.  相似文献

This paper considers the impact of gendered norms on decision‐making for wildfire preparation and response at the household level. Focusing on Australia, it provides a theoretical thematic analysis of data acquired in 107 interviews with residents of nine different localities. It builds on existing research on gender and disaster, as well as on decision‐making and wildfires, and analyses the narratives that centre on ‘split’ households plans (where a male partner plans to stay and a female partner plans to evacuate) and disagreements within heterosexual couples as to an appropriate wildfire safety plan. The study finds that gender inequality and differences in gendered expectations are likely to create difficult conditions for negotiation between members of a heterosexual couple when there is disagreement over a plan and that this may contribute to risky decision‐making practices and outcomes. The paper reiterates, therefore, the importance of taking into account the social construction of gender in wildfire research and policy.  相似文献

The use of alternatives to evacuation during wildfire events continues to be an intensely debated strategy in the professional and policy circles of numerous fire-prone countries. The most recent chapter comes in response to the Black Saturday Fires in Australia, which has led to policy changes concerning alternatives to evacuation in both Australia and USA. This study explores the local context that influenced the development of alternatives to evacuation in one Idaho community through in-depth interviews with local residents and officials. It acknowledges alternatives as one ‘fire-adaptive behaviour’ of the local community, a key characteristic that US fire professionals identify as a means to better manage wildfire. We apply and extend a recently created adaptive capacity framework for wildfire to uncover specific community characteristics that both led to and reinforce the development of alternatives to evacuation that are tailored to the local population. Identification of these characteristics serves as one important step towards better local assessment of adaptive capacity for a broad classification of ‘fire-adaptive’ behaviours. We conclude that no one combination of local resources can guarantee the development of alternatives to evacuation. Rather, diverse local context will result in different approaches and applicability of the practice.  相似文献

Given the foundational and the fundamental role that the Incident Command System (ICS) is intended to play in on‐scene response efforts across the United States, it is important to determine what is known about the system and how this is known. Accordingly, this study addresses the following research question: ‘How has research explored the ICS?’. To probe this question, a methodological review of the scant, but widening, pool of research literature directly related to the ICS was conducted. This paper reports on the findings of the analysis related to the focus, theoretical frameworks, population and sampling, methods, results, and conclusions of the existing research literature. While undertaken using different methodological approaches, the ICS research suggests that the system may be limited in its usefulness. In addition, the paper discusses the implications of the research for the state of knowledge of the system and for the direction of future research.  相似文献

Rural and remote areas of countries such as Australia and the United States are less well‐resourced and often poorer than their city counterparts. When a disaster strikes, therefore, their long‐term recovery can be impeded by being situated ‘over the horizon'. Nonetheless, they are likely to enjoy higher social capital, with ‘locals’ banding together to help restore economic and social life in the wake of a calamitous incident. At the same time, a repeat of extreme events, springing in part from alteration to the landscape through intense human occupation, threatens to derail sustainable recovery processes everywhere, suggesting that renewed emphasis needs to be placed on preparedness. Improved metrics are also required, spanning both pre‐ and post‐disaster phases, to determine effectiveness. Moreover, a focus on the ‘hardening’ of towns offers a better return in limiting damage and potentially hastens the speed of recovery should these places later fall victim to extreme events.  相似文献

This paper reflects on contemporary studies of and responses to disasters, highlighting the importance of historical, spatial, and intersectional modes of analysis, and draws on the author's ongoing research on Southern‐led and local community responses to displacement in the Middle East. Acknowledging the plurality of ‘international communities of response’, it begins by critiquing the depiction of selected responses to disasters as ‘positive’ ‘paradigm shifts’, including in reference to the ‘localisation of aid, and the United Nations’ Regional Refugee and Resilience Plan for Syria. Next it turns to three key themes that are central to disasters studies: migration; forced displacement; and Southern‐led responses to disasters. Among other things, the paper argues that exploring the principles and modalities of South–South cooperation, rather than promoting the incorporation of Southern actors into the ‘international humanitarian system’ via the localisation agenda, presents a critical opportunity for studies of and responses to disasters.  相似文献

Hazard vulnerability analysis (HVA) is used to risk‐stratify potential threats, measure the probability of those threats, and guide disaster preparedness. The primary objective of this project was to analyse the level of disaster preparedness in public hospitals in the Emirate of Abu Dhabi, utilising the HVA tool in collaboration with the Disaster Medicine Section at Harvard Medical School. The secondary objective was to review each facility's disaster plan and make recommendations based on the HVA findings. Based on the review, this article makes eight observations, including on the need for more accurate data; better hazard assessment capabilities; enhanced decontamination capacities; and the development of hospital‐specific emergency management programmes, a hospital incident command system, and a centralised, dedicated regional disaster coordination centre. With this project, HVAs were conducted successfully for the first time in health care facilities in Abu Dhabi. This study thus serves as another successful example of multidisciplinary emergency preparedness processes.  相似文献

Disaster recovery is a dynamic process of creating, maintaining, and changing the meaningful context of survivors. It is completed when they redevelop their self‐reliance and resume managing their social relations with a sense of community. This study employed action research to examine how researchers and survivors collaborated to change disaster recovery through the generative power of metaphor in a small village in Japan that experienced the Niigata–Chuetsu earthquake on 23 October 2004. It outlines long‐term collaborative practices as survivors undertook new activities owing to the power of the metaphor of ‘school’. Once ‘school’ was adopted as the metaphor for where survivors learnt new skills and passed on traditional knowledge, they created new metaphors and performed new activities independently, which is critical for recovery as it demonstrates self‐reliance. The paper assesses the reasons why generative metaphors worked effectively in this case and highlights some academic and practical implications for disaster recovery.  相似文献

This paper reviews the relationships between risk perception and structural measures in an Australian context in three respects: (i) opinions about authorities’ ability to mitigate flood risks; (ii) the role of flood experience in shaping views on risk; and (iii) perspectives on the ways in which structural measures shape decision‐making pertaining to protective action. The main finding of this analysis is that the study participants do not suffer from the ‘levee paradox'. Most take precautionary steps to guard against residual flood risk. Such actions, however, do not mean that there is a lack of trust in structural measures to reduce significant flood risk. The majority of the respondents agreed about the necessity of engineering structures to mitigate inherent flood risk. This support, though, does not extend to their management. Losses during major flooding in southeast Queensland, Australia, in 2010–11 were attributed primarily by residents to operational decisions concerning dam water releases.  相似文献

Local authorities in the United Kingdom are required to ‘lead’ multi‐agency humanitarian responses to major disasters. Concerns mounted in the late twentieth century that responses to people bereaved in the immediate aftermath of such events at best failed to meet their needs and at worst compounded their distress. Subsequent reviews and reforms reframed some victim needs as ‘rights’ and established legal, administrative, and practice frameworks to improve matters. Local authority ‘crisis support’, provided in partnership with other actors, lies at the heart of the UK's contemporary emergency response to the bereaved. Drawing on primary research on the development and the deployment of crisis support in a local authority, and while acknowledging both incident‐ and context‐related difficulties, this paper considers the significance of challenges with their origins in organisational factors. Recent developments within and between responders may exacerbate them. This paper argues, therefore, that further research into such developments is necessary.  相似文献

Gender, although gaining attention, remains under-researched in disaster risk reduction protocols and response and recovery efforts. This study examines women's experiences of two disasters in small towns in the United States, utilising qualitative interviews with residents of Granbury and West, Texas, during the first year of disaster recovery. Granbury was struck by an EF-4 tornado on 15 May 2013, whereas an explosion occurred at a local fertiliser facility in West on 17 April 2013. The paper explores how women's experiences of inter-gender power dynamics in decision-making, the prioritisation of childcare, and women's participation in the community affect their post-disaster recovery. Previous research highlights different forms of human response and recovery vis-à-vis ‘natural’ and technological disasters, with less attention paid to gender differences. The results point to the persistent, and similar, effect of gender stratification on women's experiences across different types of disasters in the US and the continued importance of gender-sensitive disaster policies and programmes.  相似文献

In case of a major incident or disaster, the advance medical rescue command needs to manage several essential tasks simultaneously. These include the rapid deployment of ambulance, police, fire and evacuation services, and their coordinated activity, as well as triage and emergency medical care on site. The structure of such a medical rescue command is crucial for the successful outcome of medical evacuation at major incidents. However, little data has been published on the nature and structure of the command itself. This study presents a flexible approach to command structure, with two command heads: one emergency physician and one experienced paramedic. This approach is especially suitable for Switzerland, whose federal system allows for different structures in each canton. This article examines the development of these structures and their efficiency, adaptability and limitations with respect to major incident response in the French‐speaking part of the country.  相似文献

What causes a disaster's aftermath? Scholars have increasingly turned to historical approaches that link outcomes to pre-disaster sociopolitical dynamics. Disasters lead to ‘critical junctures’ that ‘trigger’ events that unfold in the wake of the initial phenomenon. This paper argues that the ‘critical junctures’ paradigm shares limitations with ‘path dependency’ theory from which it is derived, namely a tendency towards historicism—a functionalist teleology better able to explain continuity than change. As an alternative, this analysis draws on Michel Foucault's understanding of ‘conditions of possibility’ as a way of rethinking agency/causation, moving away from individual subjects, events, or even historical conditions towards, instead, the new, radically destabilised ‘epistemological field’ emerging in the disaster's aftermath. This paper examines a series of devastating earthquakes in Nepal to consider how post-disaster ‘epistemological fields’ present new ‘conditions of possibility’ within which new ideas, actions, and outcomes become thinkable and possible in ways that pre-disaster historical conditions could not have predicted.  相似文献

Post‐disaster development policies, such as resettlement, can have major impacts on communities. This paper examines how and why people's livelihoods change as a result of resettlement, and relocated people's views of such changes, in the context of natural disasters. It presents two historically‐grounded, comparative case studies of post‐flood resettlement in rural Mozambique. The studies demonstrate a movement away from rain‐fed subsistence agriculture towards commercial agriculture and non‐agricultural activities. The ability to secure a viable livelihood was a key determinant of whether resettlers remained in their new locations or returned to the river valleys despite the risks posed by floods. The findings suggest that more research is required to understand i) why resettlers choose to stay in or abandon designated resettlement areas, ii) what is meant by ‘voluntary’ and ‘involuntary’ resettlement in the realm of post‐disaster reconstruction, and iii) the policy drivers of resettlement in developing countries.  相似文献

The world has seen a major increase in forced displacement since 2011. As a growing number of states implement restrictive refugee policies, public communication has become essential for refugee organisations. This study analysed, therefore, three international refugee organisations’ discursive strategies towards the recent Syrian crisis, as well as their production and the social context. A critical discourse analysis of international press releases (N=122) and six semi‐structured interviews with press and regional officers revealed that the observed actors largely dehumanise displaced people and subordinate them to the ‘Western self’ and state interests; displaced people hardly ever acquire their own voice. The study found that the medium characteristics of press releases and the importance of media attention result in a depersonalising humanitarian discourse. In addition, there were indications of a post‐humanitarian discourse that reproduced the humanitarian sector's ‘marketisation’. Finally, the examined organisations use the political realist cross‐issue persuasion strategy, displaying displaced people as resettlement objects.  相似文献

This paper explores the question: to what extent is human community adaptive capacity generic versus hazard-specific? To what extent does having adaptive capacity for one type of disturbance indicate that communities also have adaptive capacity for other types of disturbance that they currently or may someday face? We did in-depth case studies in two Lee County, Florida communities to explore the extent to which residents have adaptive capacity for both hurricanes and wildfires. Although wildfire risk has significantly less salience than hurricane risk for participants, our results suggest that case study communities have built generic elements of adaptive capacity that are generalizable to address both disturbances: (1) interactional and organizational capacities; (2) professional knowledge and extra-local networks; and (3) local knowledge, resources, and skills. We conclude by offering examples of what an ‘all-hazard’ community might look like based on the development of generic adaptive capacity.  相似文献

One would be hard‐pressed nowadays to find any practitioners and scholars in the field of post‐disaster reconstruction who would argue against the virtues of community participation. In practice, however, the legacy of community participation has been mixed. This paper pursues this line of inquiry by examining the manifestations of participation in three communities affected by Typhoon Haiyan that struck the Philippines on 8 November 2013. The findings suggest that different governance logics emerge in each of the three case studies: authoritarian; communitarian; and deliberative. These logics promote particular understandings of who should participate in the reconstruction process and the appropriate scope of action for citizens to express discontent, provide feedback, and perform democratic agency. The paper contends that design interventions in participatory procedures, as well as contingencies in wider social contexts, shape the character and legacies of community participation. It concludes by comparing the legacies of these three ‘governance enclaves’ and imagining possibilities for participatory politics in post‐disaster settings.  相似文献
