Bangladesh is one of the poorest and the most disaster‐prone countries in Asia; it is important, therefore, to know how its disaster reduction strategies are organised and planned. Cyclone shelters comprise a widely acceptable form of infrastructural support for disaster management in Bangladesh. This paper attempts to analyse empirically their use during cyclones in a sample study area along the southwest coastal belt of the country. It shows how the location of a cyclone shelter can determine the social power structure in coastal Bangladesh. The results reveal that the establishment of cyclone shelters in the studied communities is determined by neither a right‐based nor a demand‐based planning approach; rather, their creation is dependent on the socio‐political affluence of local‐level decision‐makers. The paper goes on to demonstrate that socially vulnerable households (defined, for example, by income or housing conditions) are afforded disproportionately less access to cyclone shelters as compared to less socially vulnerable households.  相似文献

Knowledge about natural hazard management has increased significantly since Gilbert White's seminal research in 1945, yet people are still badly affected by natural hazards. A key question remains in natural hazards research: why, when all the conditions for effective disaster risk reduction are in place, do some people not take action to reduce their risk of harm? Through a questionnaire-based study we investigated the motivating factors that led residents of the Cayman Islands to prepare for annual tropical cyclones (hurricanes). Factors that increase the likelihood of individuals preparing for hurricanes are: previous experience of major storms, having linking networks and ties, having a child under the age of 15 in the home, and residency status—expatriate residents are less likely to prepare. Factors that appear to prevent adaptive behaviour include: living close to or adjacent to the coast, recent migration to the islands, and living in rented accommodation. The findings of the survey confirm that even within societies that are well prepared for tropical cyclones, there are still sub-groups who do not engage with the preparedness process. In the case of the Cayman Islands, new migrants are the most vulnerable to tropical cyclones as they tend to fall into the demographic groups least likely to prepare for cyclones, live in locations with high levels of exposure to cyclone impacts, and interact mostly with other expatriates with no previous experience of cyclone impacts. As climate change promises to bring an increasing intensity of tropical cyclones, these findings have relevance for all islands which draw on migrant workers to support economic growth.  相似文献

To assess the impact on health of the cyclone and tidal wave that struck the southern coast of Bangladesh on the evening of 29 April 1991, a team of health professionals visited cyclone affected areas from 4–27 June, 1991. Team members met with health workers and officials of the Government of Bangladesh and with staff pom nongovernmental organizations, and conducted field surveys in two severely affected areas.
Mortality among the 135 households surveyed (pre-cyclone population 1,123) was 14 per cent. At highest risk of deaths were children of less than 10 years (26 per cent mortality) and women of more than 40 (31 per cent mortality). Almost all deaths occurred as a result of drowning from the tidal wave that accompanied the cyclone. Although 95 per cent of the population surveyed had received warning of the cyclone four or more hours before it struck, the 300 existing cyclone shelters had capacity for only 450,000 of the 5,000,000 people affected by the cyclone. Deaths following the cyclone were few. Diarrhea caused by Vibrio cholerae and Shigella dysenteria type 1, both of which are endemic in Bangladesh, occurred in the post-cyclone period. Reports by the national Diarrhea Surveillance System of large increases in diarrheal incidence following the cyclone were difficult to assess because of inconsistencies in pre-and post-cyclone reporting methods. No increase in other infectious diseases was identified.
Although water availability had been a major concern following the cyclone, the tubewell system was functioning well in the area that was surveyed. Distribution of relief assistance by the Government of Bangladesh and by non-governmental organizations was good, with 95 per cent of families surveyed receiving food aid within five days of the cyclone.
The major health effect of this cyclone was acute deaths due to drowning. Preventing deaths during future cyclones will require increasing accessible shelter.  相似文献

利用广东省自动观测站、常规地面站的逐时降水量资料,对1999-2002年登陆珠江三角洲地区的热带气旋进行了动态合成等分析.结果表明,登陆前后广东的逐时雨量和热带气旋本身的逐时雨量都发生了变化;热带气旋降水具有明显的不对称性,降水量级越强,分布不对称性越明显;随着降水量级的减弱,最大出现概率圈有外移的趋势;极强和强等级时雨量的落区与热带气旋移动方向有关.  相似文献

There is uncertainty about climate change and its socioenvironmental implications, but the vulnerability of small island states to hazardous events is likely to become increasingly significant. It will not be a normally benign sea that rises but the incidence of storms and cyclones can be assumed to increase with tropical sea-surface temperatures. The proportional socioeconomic impact of tropical cyclone disasters makes these of crucial significance to small islands and small island states. Sea-defences are of little use (and may not be feasible at all) against the damage caused by tropical cyclones and some sea-surges. Social and economic adjustments are also required to parallel erosion control; and disaster preparedness "longstops" must be further developed as a matter of urgency. Apparently small measures must not be displaced by images of ultimate, massive catastrophe; adjustments may serve other functions in society as well. International and bilateral measures are required to take account of migration and"ecological refugees" and national administrations may require modification to take appropriate account of this most crucial of environmental phenomena.  相似文献

根据广东省1949~2000年52年的热带气旋统计资料和减灾防灾年鉴,对登陆广东的热带气旋灾害特征及其形成的灾害链进行了研究。结果表明,登陆广东热带气旋灾害发生频次高,强度大,范围广,突发性、并发性强;具有区域性,季节性,并有集中于某一地区某一时间的特征。由于热带气旋各致灾因子的连锁反应,次生灾害常形成多种灾害链。本文根据灾害链成因对其进行了分类分析。  相似文献

Despite sincere efforts by concerned agencies and recent improvements in hazard warnings, thousands of at-risk people did not evacuate during Aila, a category-I tropical cyclone that struck southwestern coastal Bangladesh in 2009. This study investigated the responses of the people affected by Aila to cyclone warnings and associated evacuation orders, and unveiled behavioural aspects that explain why they did or did not comply with the evacuation orders. Utilising the primary data collected from 420 households living in the severely affected coastal sub-district Koyra, located in Khulna District, this study found that although more than 97% of the households had received cyclone warnings and evacuation orders before Aila's landfall, only around 26% had evacuated. We also examined this study's empirical findings for factors that had dissuaded people from complying with the evacuation orders. Relevant test statistics along with results from principal component analysis suggested that the significant and systematic absenteeism of households from disaster preparedness training appears to be one of the key determinants that affected their evacuation decisions, along with factors related to warning messages, the attributes of cyclone shelters, risk perception, and socioeconomic aspects. A number of recommendations are also presented in this study for people at risk to improve their evacuation rates in future emergencies, not only to save their own lives but also to save their livestock.  相似文献

This paper explores the level of vulnerability to the hazard of fire that exists in Makola Market in Accra, Ghana, and assesses how this threat can be reduced through a community‐based risk assessment. It examines the perceptions of both market‐stall occupants and primary stakeholders regarding the hazard of fire, and analyses the availability of local assets (coping strategies) with which to address the challenge. Through an evaluation of past instances of fire, as well as in‐depth key stakeholder interviews, field visits, and observations, the study produces a detailed hazard map of the market. It goes on to recommend that policymakers consider short‐to‐long‐term interventions to reduce the degree of risk. By foregrounding the essence of holistic and integrated planning, the paper calls for the incorporation of disaster mitigation measures in the overall urban planning process and for the strict enforcement of relevant building and fire safety codes by responsible public agencies.  相似文献

This paper explores peoples' indigenous survival strategies and assesses variations in people's ability to cope with floods in two flood‐prone villages in Bangladesh. It reveals that people continuously battle against flood vulnerability in accordance with their level of exposure and abilities, with varied strategies employed at different geophysical locations. The paper reports that people in an area with low flooding and with better socioeconomic circumstances are more likely to cope with impacts compared to people in areas with high and sudden flooding. Similarly, households' ability to cope varies depending on people's socioeconomic conditions, such as education, income and occupation. Although floods in Bangladesh generate socioeconomic misery and cause damage to the environment, health and infrastructure, people's indigenous coping strategies have helped them to reduce significantly their vulnerability. Such flood‐mitigating strategies should be well recognised and emphasised further via proper dissemination of information through an early‐warning system and subsequently external assistance.  相似文献

This paper evaluates the condition (i.e. health) of a tropical cyclone warning system (TCWS) during a 'quiet period' between infrequent intense cyclones. Capacity to make pre-disaster evaluations is important--disaster warning systems need to be in sound condition before, not after, disaster. The research--part of the UK's International Decade of Natural Disaster Reduction Flagship Programme--focuses upon an evaluatory method first used on flood warning systems. The Criteria-development Matrix comprises social, organisational and institutional criteria by which a TCWS may be assessed using a five-stage development scale. This method is used to evaluate Mauritius's TCWS using in-depth interview data. Ways to enhance the method and apply it to other disaster warning systems are discussed. The TCWS in Mauritius is a relatively sound one from which others can learn. Weaknesses requiring attention for Mauritius's TCWS to progress to an advanced level of development are identified.  相似文献

Imagine that a cyclone is coming, but that those living in the affected areas do nothing or too little to protect themselves. This is precisely what happened in the coastal state of Orissa, India. Individuals and communities living in regions where natural hazards are a part of daily life develop strategies to cope with and adapt to the impacts of extreme events. In October 1999, a cyclone killed 10,000 people according to government statistics, however, the unofficial death toll is much higher. This article examines why such a large loss of life occurred and looks at measures taken since then to initiate comprehensive disaster-preparedness programmes and to construct more cyclone shelters. The role of both governmental organisations and NGOs in this is critically analysed. The good news is that, based on an assessment of disaster preparedness during a small cyclone in November 2002, it can be seen that at community-level awareness was high and that many of the lessons learnt in 1999 were put into practice. Less positive, however, is the finding that at the state level collaboration continues to be problematic.  相似文献

Ideal notions of efficient aid are challenged continuously by realities on the ground in the wake of major disasters, such as dire needs, limited resources, and opportunism. This paper demonstrates how ‘relief lists’ can be productive entry points for a systematic inquiry into the pervasive politics of disaster assistance. Through an analysis of qualitative data collected during the five years after Cyclone Sidr struck Bangladesh on 15 November 2007, it examines how relief lists featured in both physical and phantom forms and then developed beyond their transparency-making aims, becoming elevated sites of struggle for post-disaster resources. Three list processes, selected to indicate the temporal, material, and spatial dynamics of relief encounters, are assessed in depth. Although recipients of cyclone relief appreciated its value, the paper argues that list politics also stimulated structures of vulnerability, including inequality. Gradually, relief, as governed after Sidr, also served to restore the differential vulnerability of the country's coastal poor.  相似文献

The accumulated knowledge and perceptions of communities 'at risk' are key elements in managing disaster risk at the local level. This paper demonstrates that local knowledge of flood hazards can be structured systematically into geographic information system (GIS) outputs. When combined with forecasting models and risk scenarios, they strengthen the legitimacy of local knowledge of at-risk populations. This is essential for effective disaster risk reduction practices by external actors, local non-governmental organisations (NGOs) and municipal authorities. The research focused on understanding coping strategies and 'manageability' of flood hazards as defined by communities. 'Manageability' is how people experience flooding in relation to their household capacity and the coping mechanisms available. The research in the Philippines highlights the significance of localised factors, including socioeconomic resources, livelihoods, seasonality and periodicity, for understanding manageability. The manageability concept improves practice at the municipal level by legitimising local coping strategies, providing better indicators, and developing understanding of flooding as a recurrent threat.  相似文献

Extreme weather events such as floods and droughts can have devastating consequences for individual well being and economic development, in particular in poor societies with limited availability of coping mechanisms. Combining a dynamic computable general equilibrium model of the Yemeni economy with a household‐level calorie consumption simulation model, this paper assesses the economy‐wide, agricultural and food security effects of the 2008 tropical storm and flash flood that hit the Hadramout and Al‐Mahrah governorates. The estimation results suggest that agricultural value added, farm household incomes and rural food security deteriorated long term in the flood‐affected areas. Due to economic spillover effects, significant income losses and increases in food insecurity also occurred in areas that were unaffected by flooding. This finding suggests that while most relief efforts are typically concentrated in directly affected areas, future efforts should also consider surrounding areas and indirectly affected people.  相似文献

This paper reflects critically on the results of a vulnerability assessment process at the household and community scale using a quantitative vulnerabilities and capacities index. It validates a methodology for a social vulnerability assessment at the local scale in 62 villages across four agro‐ecological/livelihood zones in Sindh Province, Pakistan. The study finds that the move from vulnerability narratives to numbers improves the comparability and communicational strength of the concept. The depth and nuance of vulnerability, however, can be realised only by a return to narrative. Caution is needed, therefore: the index can be used in conjunction with qualitative assessments, but not instead of them. More substantively, the results show that vulnerability is more a function of historico‐political economic factors and cultural ethos than any biophysical changes wrought by climate. The emerging gendered vulnerability picture revealed extremes of poverty and a lack of capacity to cope with contemporary environmental and social stresses.  相似文献

Traditional knowledge of disasters has been found to save lives. On remote islands where telecommunications to the mainland are unreliable, unless there are always working batteries in the radio, signs from the environment may be the only warning of an oncoming cyclone. But this knowledge is in danger of being lost, as it is an oral history not well documented, and younger people increasingly rely on technology. This article presents the results of fieldwork on remote islands in Fiji and Tonga in the South Pacific, documenting natural warning signs on islands in two different countries. The results show that there are numerous known signs, with remarkable similarities and consistencies between the two islands. This provides evidence that not only is traditional knowledge of warning signs for cyclones alive and well, the consistency in the signs suggests support for this knowledge as being just as important as western scientific knowledge. The integration of traditional knowledge and western scientific knowledge into a comprehensive warning system may help to overcome some of the limitations of the existing system and the reasons why warnings are sometimes ignored.  相似文献

Sociological and anthropological studies in India reveal that caste, class and gender in everyday life are both rigid and dynamic, but little is known about how they influence the survival mechanisms of women during ‘multiple disasters’, nor about how women negotiate with these structural mores to meet their cultural and biological needs. This is explored through the experiences of 12 women-headed households from different social castes in Orissa, India. Multiple disasters or disasters that occur in ‘one specific place’ (such as floods, cyclone and drought) are regular events in coastal parts of the state of Orissa. The super-cyclone of 1999, two floods of 2001 and 2003 and drought of 2000 and 2002 form the case study. Participant observation, in-depth interviews and documentary evidence complement the fieldwork. The findings suggest a complex interplay of caste, class and gender in surviving the multiple disasters including structural mutability under the purview of social organization. In doing so, women demonstrated their individual and collective agencies in order to meet their cultural and biological needs under severe crisis. This research stresses that gender and disaster studies must include a consideration of caste and class for effective disaster management and social vulnerability reduction.  相似文献

This paper examines the extent to which economic development decreases a country's risk of experiencing climate‐related disasters as well as the societal impacts of those events. The paper proceeds from the underlying assumption that disasters are not inherently natural, but arise from the intersection of naturally‐occurring hazards within fragile environments. It uses data from the International Disaster Database (EM‐DAT), 1 representing country‐year‐level observations over the period 1980–2007. The study finds that low‐income countries are significantly more at risk of climate‐related disasters, even after controlling for exposure to climate hazards and other factors that may confound disaster reporting. Following the occurrence of a disaster, higher income generally diminishes a country's social vulnerability to such happenings, resulting in lower levels of mortality and morbidity. This implies that continued economic development may be a powerful tool for lessening social vulnerability to climate change.  相似文献

In many low‐ and middle‐income countries informal communities—also termed slum and squatter areas—have become a dominant and distinct form of urban settlement, with ever increasing populations. Such communities are often located in areas of high hazard exposure and frequently affected by disasters. While often recognised as one of the highest ‘at risk’ populations, this paper will argue that informal settlers have been directly and indirectly excluded from many formal mechanisms, thereby increasing their vulnerability to disaster events. Household surveys were conducted across several frequently flooded informal coastal communities in Metro Manila, the Philippines, following a major typhoon and storm surge disaster. The study revealed a large level of diversity in socio‐economic vulnerability, although all households faced similar levels of physical exposure and physical vulnerability. Disaster risk reduction policies and responses need to better integrate informal settlement areas and recognise the diversity within these communities.  相似文献
