This study uses a developed plan coding protocol in evaluating the quality of 76 comprehensive plans to examine whether local comprehensive plans have adequately integrated the concepts of sustainable stormwater management. The Chesapeake Bay watershed was chosen for the investigation because degraded stormwater runoff from nearby urban and suburban jurisdictions have critically polluted the watershed. The findings indicate that the majority of local governments have not sufficiently incorporated the sustainable stormwater management principles into their comprehensive plans. Five plan components (factual basis, goals and objectives, inter-organizational cooperation, policies, tools and strategies, and implementation) appear weak in realizing the concepts. The current study concludes by providing policy implications and recommendations to increase awareness and understanding of sustainable stormwater management concepts and to produce better implementation plans that integrate stormwater, ecosystem, and environmental planning comprehensively.  相似文献

It is now well established that the traditional practice of urban stormwater management contributes to the degradation of receiving waterways, and this practice was more recently critiqued for facilitating the wastage of a valuable water resource. However, despite significant advances in alternative “integrated urban stormwater management” techniques and processes over the last 20 years, wide-scale implementation has been limited. This problem is indicative of broader institutional impediments that are beyond current concerns of strengthening technological and planning process expertise. Presented here is an analysis of the institutionalization of urban stormwater management across Sydney with the objective of scoping institutional impediments to more sustainable management approaches. The analysis reveals that the inertia with the public administration of urban stormwater inherently privileges and perpetuates traditional stormwater management practices at implementation. This inertia is characterized by historically entrained forms of technocratic institutional power and expertise, values and leadership, and structure and jurisdiction posing significant impediments to change and the realization of integrated urban stormwater management. These insights strongly point to the need for institutional change specifically directed at fostering horizontal integration of the various functions of the existing administrative regime. This would need to be underpinned with capacity-building interventions targeted at enabling a learning culture that values integration and participatory decision making. These insights also provide guideposts for assessing the institutional and capacity development needs for improving urban water management practices in other contexts.  相似文献

We coupled rainfall–runoff and instream water quality models to evaluate total suspended solids (TSS) in Wissahickon Creek, a mid‐sized urban stream near Philadelphia, Pennsylvania. Using stormwater runoff and instream field data, we calibrated the model at a subdaily scale and focused on storm responses. We demonstrate that treating event mean concentrations as a calibration parameter rather than a fixed input can substantially improve model performance. Urban stormwater TSS concentrations vary widely in time and space and are difficult to represent simply. Suspended and deposited sediment pose independent stressors to stream biota and model results suggest that both currently impair stream health in Wissahickon Creek. Retrofitting existing detention basins to prioritize infiltration reduced instream TSS loads by 20%, suggesting that infiltration mitigates sediment more effectively than detention. Infiltrating stormwater from 30% of the watershed reduced instream TSS loads by 47% and cut the frequency of TSS exceeding 100 mg/L by half. Settled loads and the frequency of high TSS values were reduced by a smaller fraction than suspended loads and duration at high TSS values. A widely distributed network of infiltration‐focused projects is an effective stormwater management strategy to mitigate sediment stress. Coupling rainfall–runoff and water quality models is an important way to integrate watershed‐wide impacts and evaluate how management directly affects urban stream health.  相似文献

Urban stormwater run-off is a threat to stream ecosystems. New approaches to stormwater management aim to protect urban streams from such impacts, by retaining, treating and using stormwater at its source. As up to ~50% of runoff from urban surfaces comes from private property, fostering stormwater retention requires effective householder engagement. We evaluated householder participation in the Little Stringybark Creek project, a stormwater retrofit programme aimed at waterway protection, using qualitative enquiry through formal and informal interviews to identify factors that influenced participation. Participation was governed by multiple factors, with financial incentives and personal co-benefits of tanks primary motivators, while process complexity and distrust were primary barriers. Results suggest an approach combining education to encourage review of subjective norms and attitudes, with incentives to mitigate behavioural controls can transform public behaviour towards sustainable stormwater management.  相似文献

DOI: 10.1111/j.1752-1688.2010.00487.x Abstract: The changing patterns of streamflow associated with urbanization are examined through analyses of discharge and rainfall records for the study watersheds of the Baltimore Ecosystem Study (BES). Analyses utilize a decade (1999-2008) of observations from a dense U.S. Geological Survey stream gaging network and Hydro-NEXRAD radar rainfall fields. The principal study watershed of the BES is Gwynns Falls (171 km2). Focus is given to two Gwynns Falls basins with contrasting patterns and histories of development, Dead Run and Upper Gwynns Falls. The sharp contrasts in streamflow properties between the basins reflect the differences in urban development prior to implementation of stormwater management regulations (much of Dead Run) and development for which stormwater management is an integral part of the hydrologic system (Upper Gwynns Falls). The mean annual runoff in Dead Run (558 mm) is 35% larger than that of Upper Gwynns Falls; larger contrasts in runoff properties typify the “warm season” and are linked to storm event hydrologic response. Spatial heterogeneities in storm event response are reflected in seasonal and diurnal properties of streamflow. Analyses of storm event response are presented for June 2006, during which monthly rainfall over the BES region ranged from less than 150 to more than 500 mm. Baisman Run, the BES forest reference watershed, and Moores Run, a highly urbanized watershed in Baltimore City, provide “end-member” representations of urban impacts on streamflow.  相似文献

Development continues at a rapid pace throughout the country. Runoff from the impervious surfaces in these watersheds continues to be a major cause of degradation to freshwater bodies and estuaries. Low impact development techniques have been recommended to reduce these impacts. In this study, stormwater runoff and pollutant concentrations were measured as development progressed in both a traditional development, and a development that used low impact development techniques. Increases in total impervious area in each watershed were also measured. Regression relationships were developed between total impervious area and stormwater runoff/pollutant export. Significant, logarithmic increases in stormwater runoff and nitrogen and phosphorus export were found as development occurred in the traditional subdivision. The increases in stormwater runoff and pollutant export were more than two orders of magnitude. TN and TP export after development was 10 and 1 kg ha(-1) yr(-1), respectively, which was consistent with export from other urban/developed areas. In contrast, stormwater runoff and pollutant export from the low impact subdivision remained unchanged from pre-development levels. TN and TP export from the low impact subdivision were consistent with export values from forested watersheds. The results of this study indicate that the use of low impact development techniques on a watershed scale can greatly reduce the impacts of development on local waterways.  相似文献

Stormwater management that relies on ecosystem processes, such as tree canopy interception and rhizosphere biology, can be difficult to achieve in built environments because urban land is costly and urban soil inhospitable to vegetation. Yet such systems offer a potentially valuable tool for achieving both sustainable urban forests and stormwater management. We evaluated tree water uptake and root distribution in a novel stormwater mitigation facility that integrates trees directly into detention reservoirs under pavement. The system relies on structural soils: highly porous engineered mixes designed to support tree root growth and pavement. To evaluate tree performance under the peculiar conditions of such a stormwater detention reservoir (i.e., periodically inundated), we grew green ash (Fraxinus pennsylvanica Marsh.) and swamp white oak (Quercus bicolor Willd.) in either CUSoil or a Carolina Stalite-based mix subjected to three simulated below-system infiltration rates for two growing seasons. Infiltration rate affected both transpiration and rooting depth. In a factorial experiment with ash, rooting depth always increased with infiltration rate for Stalite, but this relation was less consistent for CUSoil. Slow-drainage rates reduced transpiration and restricted rooting depth for both species and soils, and trunk growth was restricted for oak, which grew the most in moderate infiltration. Transpiration rates under slow infiltration were 55% (oak) and 70% (ash) of the most rapidly transpiring treatment (moderate for oak and rapid for ash). We conclude this system is feasible and provides another tool to address runoff that integrates the function of urban green spaces with other urban needs.  相似文献

DOI: 10.1111/j.1752-1688.2010.00462.x Abstract: Urbanization causes increased stormwater runoff volumes, leading to erosion, flooding, and the degradation of instream ecosystem health. Although Best Management Practices (BMPs) are used widely as a means for controlling flood runoff events, Low Impact Development (LID) options have been proposed as an alternative approach to better mimic the natural flow regime by using decentralized designs to control stormwater runoff at the source, rather than at a centralized location in the watershed. For highly urbanized areas, LID practices such as rainwater harvesting, green roofs, and permeable pavements can be used to retrofit existing infrastructure and reduce runoff volumes and peak flows. This paper describes a modeling approach to incorporate these LID practices in an existing hydrologic model to estimate the effects of LID choices on streamflow. The modeling approach has been applied to a watershed located on the campus of Texas A&M University in College Station, Texas, to predict the stormwater reductions resulting from retrofitting existing infrastructure with LID technologies. Results demonstrate that use of these LID practices yield significant stormwater control for small events and less control for flood events. A combined BMP-LID approach is tested for runoff control for both flood and frequent rainfall events.  相似文献

This article summarizes a research project that investigated the use, performance, cost, and evaluation of nonstructural measures to improve urban stormwater quality. A survey of urban stormwater managers from Australia, New Zealand, and the United States revealed a widespread trend of increasing use of nonstructural measures among leading stormwater management agencies, with at least 76% of 41 types of nonstructural measures being found to be increasing in use. Data gathered from the survey, an international literature review, and a multicriteria analysis highlighted four nonstructural measures of greatest potential value: mandatory town planning controls that promote the adoption of low-impact development principles and techniques; development of strategic urban stormwater management plans for a city, shire, or catchment; stormwater management measures and programs for construction/building sites; and stormwater management activities related to municipal maintenance operations such as maintenance of the stormwater drainage network and manual litter collections. Knowledge gained on the use and performance of nonstructural measures from the survey, literature review, and three trial evaluation projects was used to develop tailored monitoring and evaluation guidelines for these types of measure. These guidelines incorporate a new evaluation framework based on seven alternative styles of evaluation that range from simply monitoring whether a nonstructural measure has been fully implemented to monitoring its impact on waterway health. This research helps to build the stormwater management industry’s knowledge base concerning nonstructural measures and provides a practical tool to address common impediments associated with monitoring and evaluating the performance and cost of these measures.  相似文献

Integrated approaches to urban stormwater drainage management are being increasingly advocated as necessary for advancing more sustainable and holistic management of urban water environments. In this paper, the status of integrated approaches in the management of urban stormwater discharges to receiving waterways is summarized. The starting point of the paper is with the recent scientific contributions, revealing that integration is being pursued and implemented predominantly at two conceptual levels. These include 1) integrating the technical system with the receiving waterway environment, and 2) considering the interaction and influence of the human system with the technical system through processes such as stakeholder and public participation. Additionally, it is argued that the evolving shift towards the implementation of water-quality-based strategies advances the need for further development and application of integrated models and approaches. The cases of online physically based models for predictive control and integrated source control and public participation are presented as examples of such ongoing developments in pursuit of integrated urban stormwater management.  相似文献

Research increasingly highlights cause and effect relationships between urbanization and stream conditions are complex and highly variable across physical and biological regions. Research also demonstrates stormwater runoff is a key causal agent in altering stream conditions in urban settings. More specifically, thermal pollution and high salt levels are two consequences of urbanization and subsequent runoff. This study describes a demonstration model populated with data from a high gradient headwaters stream. The model was designed to explain surface water‐groundwater dynamics related to salinity and thermal pollution. Modeled scenarios show long‐term additive impacts from salt application and suggest reducing flow rates, as stormwater management practices are typically designed to do, have the potential to greatly reduce salt concentrations and simultaneously reduce thermal pollution. This demonstration model offers planners and managers reason to be confident that stormwater management efforts can have positive impacts.  相似文献

In this paper, stormwater runoff from an urban watershed with combined sewer systems located in Daejeon metropolitan city, Korea, was characterized to measure the stormwater runoff discharge rates and pollutant concentrations. The observed averaged event mean concentrations (EMCs) of combined sewer overflows (CSO) were 536.1mg TSS/L, 467.7 mg TCODcr/L, 142.7 mg TBOD/L, 16.5mg TN/L, and 13.5mg TP/L. A detention basin was proposed to reduce CSO, and its essential design elements were discussed. The first flush significantly affected contaminant constituents in the descending order of suspended solid>organics>nutrients. Storage volumes for containing the first flush to improve water quality of the receiving stream can be estimated based on the total suspended solid loading. In this study, detention of the first flush equivalent to 5mm of precipitation could reduce CSO-induced diffuse pollution loading to a receiving water body by up to 80% of the total suspended solid loading.  相似文献

Watershed characteristics such as land‐use and land‐cover affect stream condition at multiple scales, but it is widely accepted that conditions in close proximity to the stream or survey site tend to have a stronger influence. Although spatially weighted watershed metrics have existed for years, nonspatial lumped landscape metrics (i.e., areal mean or percentage) are still widely used because relatively few technical skills are needed to implement them. The Inverse Distance Weighted Percent Land Use for Streams (IDW‐Plus) custom ArcGIS toolset provides the functionality to efficiently calculate six spatially explicit watershed metrics which account for the Euclidean or flow length distance to the stream or outlet, as well as the probability for overland runoff. These include four distance‐weighted metrics, those being inverse Euclidean distance to the stream or outlet, and the inverse flow length to the stream or outlet. Two tools are also included to generate hydrologically active (i.e., runoff potential), inverse flow length to the stream or outlet metrics. We demonstrate the tools using real data from Southeast Queensland, Australia. We also provide detailed instructions, so readers can recreate the examples themselves before applying the tools to their own data.  相似文献

This study examines the use of bioretention as a strategy to reduce the thermal impact associated with urban stormwater runoff in developing cold water stream watersheds. Temperature and flow data were collected during 10 controlled runs at a bioretention facility located in Blacksburg, Virginia. It was determined that bioretention has the ability to reduce the temperature of thermally charged stormwater runoff received from an asphalt surface. Significant reductions in peak and average temperatures (p < 0.001) were observed. However, this facility was unable to consistently reduce the temperature below the threshold for natural trout waters in Virginia. The ability of bioretention to reduce runoff volume and peak flow rate also serves to reduce the hydrothermal impact. An average thermal pollution reduction of nearly 37 MJ/m3 was calculated using an adopted threshold temperature of 20°C. Based on the results of this study, it was concluded that properly designed bioretention systems have the capability to reduce the thermal impact of urban stormwater runoff on cold water stream ecosystems.  相似文献

The development of Watershed Management Plans (WMPs) in urban areas aids municipalities in allocating resources, engaging the public and stakeholders, addressing water quality regulations, and mitigating issues related to stormwater runoff and flooding. In this study, 124 urban WMPs across the United States were reviewed to characterize historic approaches and identify emerging trends in watershed planning. Planning methods and tools were qualitatively evaluated, followed by statistical analyses of a subset of 63 WMPs to identify relationships between planning factors. Plans developed by a municipality or consultant were associated with more occurrences of hydrologic modeling and site‐specific recommendations, and fewer occurrences of characterizing social watershed factors, than plans authored by agencies, organizations, or universities. WMPs in the past decade exhibited greater frequency in the use of pollutant load models and spatially explicit hydrologic and hydraulic models. Project prioritization was found to increasingly focus on feasibility to implement proposed strategies. More recent plans additionally exhibited greater consideration for water quality, ecological health, and public participation. Innovation in planning methods and consideration of future watershed conditions are primary areas that were found to be deficient in the study WMPs, although analysis methods and tools continue to improve in the wake of advancing technology and data availability.  相似文献

With the use of water approaching, and in some cases exceeding, the limits of sustainability in many locations, there is an increasing recognition of the need to utilise stormwater for non-potable requirements, thus reducing the demand on potable sources. This paper presents a review of Australian stormwater treatment and recycling practices as well as a discussion of key lessons and identified knowledge gaps. Where possible, recommendations for overcoming these knowledge gaps are given. The review of existing stormwater recycling systems focussed primarily on the recycling of general urban runoff (runoff generated from all urban surfaces) for non-potable purposes. Regulations and guidelines specific to stormwater recycling need to be developed to facilitate effective design of such systems, and to minimise risks of failure. There is a clear need for the development of innovative techniques for the collection, treatment and storage of stormwater. Existing stormwater recycling practice is far ahead of research, in that there are no technologies designed specifically for stormwater recycling. Instead, technologies designed for general stormwater pollution control are frequently utilised, which do not guarantee the necessary reliability of treatment. Performance modelling for evaluation purposes also needs further research, so that industry can objectively assess alternative approaches. Just as many aspects of these issues may have impeded adoption of stormwater, another impediment to adoption has been the lack of a practical and widely accepted method for assessing the many financial, social and ecological costs and benefits of stormwater recycling projects against traditional alternatives. Such triple-bottom-line assessment methodologies need to be trialled on stormwater recycling projects. If the costs and benefits of recycling systems can be shown to compare favourably with the costs and benefits of conventional practices this will provide an incentive to overcome other obstacles to widespread adoption of stormwater recycling.  相似文献

Stormwater runoff and associated pollutants from urban areas in the greater Chesapeake Bay Watershed (CBW) impair local streams and downstream ecosystems, despite urbanized land comprising only 7% of the CBW area. More recently, stormwater best management practices (BMPs) have been implemented in a low impact development (LID) manner to treat stormwater runoff closer to its source. This approach included the development of a novel BMP model to compare traditional and LID design, pioneering the use of comprehensively digitized storm sewer infrastructure and BMP design connectivity with spatial patterns in a geographic information system at the watershed scale. The goal was to compare total watershed pollutant removal efficiency in two study watersheds with differing spatial patterns of BMP design (traditional and LID), by quantifying the improved water quality benefit of LID BMP design. An estimate of uncertainty was included in the modeling framework by using ranges for BMP pollutant removal efficiencies that were based on the literature. Our model, using Monte Carlo analysis, predicted that the LID watershed removed approximately 78 kg more nitrogen, 3 kg more phosphorus, and 1,592 kg more sediment per square kilometer as compared with the traditional watershed on an annual basis. Our research provides planners a valuable model to prioritize watersheds for BMP design based on model results or in optimizing BMP selection.  相似文献

ABSTRACT: The impact of various urban land uses on water flow and quality in streams is being studied by monitoring small streams in the Milwaukee urban area. This paper compares the responses of an urban watershed and an agricultural watershed to an autumn rainfall of 2.2 cm. Flow from the urban basin showed a substantially greater response to the rain than that from the rural. Dilution, resulting from the greater quantities of surface runoff in the urban watershed, caused lower concentrations of sodium, chloride, calcium, magnesium, bicarbonate and total dissolved solids in the urban stream. The total quantity of these materials removed per unit drainage area of the urban basin was much greater, however. Road salt was still among the dominant dissolved materials in the urban water chemistry seven months after the last road salting. Sodium was apparently being released from adsorption by clays in the urban basin. Suspended sediment concentrations and total loads were higher in the urban stream.  相似文献

Urban stormwater practices are individually diverse, but they are components of an overall urban watershed system. This study proposes a conceptual model of that system, including its component spatial areas, their arrangement along the flow route, and their associations with urban land uses and values. The model defines three spatial areas along the flow route which have evolved over time into their present forms: (1) the source area, which is arranged and furnished primarily or entirely for human use, accommodation, and comfort; (2) the perimeter area, where specialized stormwater facilities carry away source‐area runoff or buffer downstream areas from its impacts; and (3) the downstream area, which receives the discharges from the perimeter or directly from the source area. Each area presents a specific combination of stormwater features and human interactions, and excludes others. Considering stormwater flows and functions in the context of physical urban spaces brings into view the spaces’ urban structures and interacting agendas. This model allows practitioners to navigate conceptually through the system, and to focus appropriate objectives and structures on each project site.  相似文献

Urbanisation significantly impacts water environments with increased runoff and the degradation of water quality. The management of quantity impacts are straight forward, but quality impacts are far more complex. Current approaches to safeguard water quality are largely ineffective and guided by entrenched misconceptions with a primary focus on 'end-of-pipe' solutions. The outcomes of a research study presented in the paper, which investigated relationships between water quality and six different land uses offer practical guidance in the planning of future urban developments. In terms of safeguarding water quality, high-density residential development which results in a relatively smaller footprint would be the preferred option. The research study outcomes bring into question a number of fundamental concepts and misconceptions routinely accepted in stormwater quality management. The research findings confirmed the need to move beyond customary structural measures and identified the key role that urban planning can play in safeguarding urban water environments.  相似文献
