The impact of international cultural, political, social, military, scientific, environmental and economic events has never been more vividly felt than today and the ‘challenge of global change’ has been created. Today there are many pressing regional and global problems. The planet is under stress and so are various scientific paradigms. To solve the new problems, international multilateral action is needed and increasingly sought. Mutual and not sporadic cooperation is the most prudent policy, the most effective means to attain set environmental goals such as clean air, clean water and clean soil. As to cooperation, national actions taken by state authorities cannot abolish any of these problems, but regional or preferably global, international multilateral action must be taken to meet the new demands. Responsibility for future generations is the key. Which is preferred: growth at any cost with widespread ecological destruction or sustainable development with cleaner water, air and environment? What is prudent policy? Cooperation or competition? Do we need long-term planning instead of short-term planning and gains? These are the key questions which this paper seeks to answer.  相似文献

Increasing water scarcity and stress are leading many nations to securing supplies for present and future water uses. National objectives are more and more pointed towards water security and the close links with food security and other macro-economic and sectoral aspects. Water security is seen as an important aspect of national and regional security and international positions on water often have a political dimension that reflects broader national objectives. Available options for sharing transboundary resources are established on the basis of general legal principles such as equitable utilization and absence of appreciable harmful transboundary effects downstream and others such as established historical utilization. These principles and doctrines must be fully understood by the advisers serving on the negotiating teams of international water treaties and agreements. From these perspectives, the paper recognizes the importance of the structural and strategic uncertainty in international relations. Co-ordination or harmonization of national policy, as an integrated part of, and administrated under existing frameworks for, regional co-operation are proposed as realistic, efficient and practicable approaches, alternative to more intensive co-operation and complicated planning and coordinating mechanisms. The article also highlights the need for training of legal specialists in countries which contemplate negotiating or re-negotiating water treaties or agreements.  相似文献

It is evident that river basin development in Africa can do much to provide environmental stability to wildly erratic hydrologic and climatic cycles, to produce more food and to contribute to economic growth. The experience to date of river basin development in Africa has not proven as positive as in many developing countries. There are too many examples of ill-conceived and ill-suited schemes that contribute to further environmental degradation, social dislocation and hardship, and weaken already stressed national economies. The experience in Africa suggests that the real challenge for Africans to achieve environmentally self-sustaining water resources development lies in establishing the appropriate social and environmental context for physical development to take place. Attention needs to focus on regional development, multi-objective planning, community participation, environmental resiliency, the institutional arrangements for regional development, and the political and economic conditions within the basin states.  相似文献

本文从深受欧盟水政策影响的德国水治理的历史发展和基础理念出发,对德国《水平衡管理法》的法规框架和总则进行了阐述、分析与比较。德国经验表明,在法治框架下,依可根据持续性原则,对水事进行综合治理。只有根据可持续性原则和通过法治,才能长期确保水安全,维护人与自然的和谐,保持水体清洁和维护生态平衡,确保当代及后代人的环境与发展权。水事综合治理原则不仅要通过协调水体使用与保护之间的关系,来调整环保在相对于经济和社会的传统不平衡地位,更要遵循自然水循环的本质特征。建议我国在《水污染防治法》的修订中,需要基于我国现实技术支撑的易操作制度,来实践可持续性原则和水事综合治理原则,强化法律间的协调。同时,还在立法技术上提出了若干建议。  相似文献

This paper considers whether South Africa's Integrated Development Plans provide an adequate framework for achieving sustainable regional development, particularly for peripheral regions of developing countries. It examines the case of Integrated Development Planning in the Ugu District Municipality, which has been acclaimed for its emphasis on incorporating principles of sustainable development into its planning processes. While the emphasis on integration and the multi‐sectoral approach are strengths, greater attention needs to be given to environmental aspects, and the form of planning needs to be adapted to the context, and its social, economic and political dynamics.  相似文献

This article offers a different perspective to the well known problems of water scarcity in the Middle East. It is argued that there are strong linkages between prevailing national ideologies and intraregional water disputes. Domestic political necessities and commitments often limit foreign policy choices open to countries with regard to the settlement of water disputes. This tends to exacerbate existing conflict. Reasons given include ideologically intertwined issues related to national security, including food security and national independence in conjunction with a deep socio-cultural commitment to a prospering agricultural sector. Any proposed solution to Middle East water disputes needs to take ideological-political factors into account in addition to the physical, social, cultural and economic aspects.  相似文献

In the past few decades, solid waste management systems in Europe have involved complex and multi-faceted trade-offs among a plethora of technological alternatives, economic instruments, and regulatory frameworks. These changes resulted in various environmental, economic, social, and regulatory impacts in waste management practices which not only complicate regional policy analysis, but also reshape the paradigm of global sustainable development. Systems analysis, a discipline that harmonizes these integrated solid waste management strategies, has been uniquely providing interdisciplinary support for decision making in this area. Systems engineering models and system assessment tools, both of which enrich the analytical framework of waste management, were designed specifically to handle particular types of problems. Though how to smooth out the barriers toward achieving appropriate systems synthesis and integration of these models and tools to aid in the solid waste management schemes prevalent in European countries still remains somewhat uncertain. This paper conducts a thorough literature review of models and tools illuminating possible overlapped boundaries in waste management practices in European countries and encompassing the pros and cons of waste management practices in each member state of the European Union. Whereas the Southern European Union (EU) countries need to develop further measures to implement more integrated solid waste management and reach EU directives, the Central EU countries need models and tools with which to rationalize their technological choices and management strategies. Nevertheless, considering systems analysis models and tools in a synergistic way would certainly provide opportunities to develop better solid waste management strategies leading to conformity with current standards and foster future perspectives for both the waste management industry and government agencies in European Union.  相似文献

Water is strongly linked with the overall development framework of the Brahmaputra basin. However, the absence of integrated management of Brahmaputra water resources and lack of coordination among the riparian states constitutes an ongoing threat to future development plans within the basin. Brahmaputra's abundant hydropower potential can help give riparian countries a safer energy future that is the key driving force behind the prospect of potential cooperation. This paper analyses the current status of Brahmaputra water resources and identifies the perspectives of riparian countries regarding the development of the Brahmaputra basin. It also identifies the opportunities for cooperation and regional development through integrated water development and management of the Brahmaputra basin. It is essential to develop an integrated water resources management approach involving all riparians to foster regional development and overcome the prospect of severe water conflict along the Brahmaputra basin.  相似文献

A water resources plan should consider the missions of various governmental units and the interests of those affected beneficially or adversely by the plan. Its development should involve many professional disciplines and should take account of institutional, economic, environmental, social and other effects. For developing countries, water resources development and management should contribute as much as possible to the amelioration of the basic problems of the human condition, while avoiding serious damage to ecological populations and environmental quality. This paper outlines what has and has not worked in the planning of water resources, based on published literature and the unpublished views of United Nations and World Bank staff, and discusses the characteristics of effective integrated water resources planning.  相似文献

Freshwater is necessary to economic activity, and humans depend on goods and services generated by water-dependent ecosystems. However, national freshwater management usually focuses on direct use of domestic freshwater. With an increasing scarcity of freshwater, attention has turned to two indirect uses of freshwater by humans. The first indirect use is freshwater used by foreign countries when producing products for export. The second use is freshwater required by local ecosystems: human survival and development depend on goods and services generated in these ecosystems. This work adopted Taiwan as a case study. In addition to two widely recognized ecosystem freshwater demands, evapotranspiration and reversed river flow, this study suggests that freshwater is a constituent of some abiotic components, such as groundwater in aquifers, because excessive withdrawal has already caused significant land subsidence in Taiwan. Moreover, the estimated results show that Taiwan’s net imports of freshwater through trade amounts to approximately 25% of its total freshwater use for economic production. Integrating industrial policy, trade policy, and national freshwater management is a useful approach for developing strategies to limit the growing use of freshwater in Taiwan. Policy implications are then developed by further analyzing withdrawal sources of freshwater (domestic and foreign) for supporting economic production in Taiwan and identifying the factors (domestic final demand and export) driving freshwater-intensive products.  相似文献

Drought is a complex, slow–onset phenomenon that affects more people than any other natural hazard and results in serious economic, social, and environmental impacts. Although drought affects virtually all climatic regimes and has significant consequences in both developed and developing countries, its impacts are especially serious in developing countries where dryland agriculture predominates. The impacts of drought are often an indicator of unsustainable land and water management practices, and drought assistance or relief provided by governments and donors encourages land managers and others to continue these practices. This often results in a greater dependence on government and a decline in self–reliance. Moving from crisis to risk management will require the adoption of a new paradigm for land managers, governments, international and regional development organizations, and non–governmental organizations. This approach emphasizes preparedness, mitigation, and improved early warning systems (EWS) over emergency response and assistance measures. Article 10 of the Convention to Combat Desertification states that national action programmes should be established to identify the factors contributing to desertification and practical measures necessary to combat desertification and mitigate the effects of drought. In the past 10 years, there has been considerable recognition by governments of the need to develop drought preparedness plans and policies to reduce the impacts of drought. Unfortunately, progress in drought preparedness during the last decade has been slow because most nations lack the institutional capacity and human and financial resources necessary to develop comprehensive drought plans and policies. Recent commitments by governments and international organizations and new drought monitoring technologies and planning and mitigation methodologies are cause for optimism. The challenge is the implementation of these new technologies and methodologies. It is critical for governments that possess this experience to share it with others through regional and global networks. One way to accomplish this goal is to create a network of regional networks on drought preparedness to expedite the adoption of drought preparedness tools to lessen the hardships associated with severe and extended drought episodes.  相似文献

This paper summarises the views of a number of experts, who met under the auspices of the United Nations Environment and Development, UK Committe (UNED-UK), on the subject of freshwater. The views are expressed in terms of a number of issues raised by the United Nations General Assembly in 1997, namely: integrated watershed management; the strengthening of regional and international co-operation for technological transfer and finance for projects; the participation of local communities and women; the provision of an enabling environment for investment; economic pricing; strengthening the capability of governments and international institutions to collect-and manage information; transformation to less water-intensive modes of agricultural and industrial production; sustainable management of international water courses and additional financial resources for a programme of action. Available freshwater stocks are being depleted and impaired on a widespread basis, with acute shortages an increasingly frequent condition in arid climates. In transboundary basins, water scarcity and pollution compound interstate tension and contribute to human suffering and ecological damage. This article provides theoretical perspectives on shared freshwater disputes and on the evolution of the international law of shared water resources. It argues that the UN Convention on the Non-Navigational Uses of International Watercourses (ratified by some countries, but not yet in force) is inadequate as a framework convention in terms of providing general obligations on the future parties or an institutional framework for future action. The paper suggests that three critical concepts be considered in future management of shared water resources: (1) the unitary character of watersheds (where the absence of extra-basin diversions allows); (2) joint or "communitarian" watershed management; and (3) the relevance of international trade to alleviating regional food stress, resulting from local water scarcity. Finally, it proposes the establishment of an international advisory body on shared water disputes, modelled after the Intergovernmental Panel on Climate Change (IPCC), whose role is codified in the Kyoto Protocol to the United Nations Framework Convention on Climate Change.  相似文献

The World Commission on Dams (WCD) has now presented its final report on the problems with large dams. Many dam projects were found to be underperforming, especially those built for irrigation purposes. WCD also reports that many projects fail to meet current standards of social equity. A reallocation of costs and benefits is needed, but entrenched interests make this a difficult task. This article identifies shortcomings in large Asian irrigation projects: why the problems emerged, and what could be done to improve the performance of existing projects. The article argues that Asian irrigation agencies take mainly an engineering perspective, focusing on the dam itself. In a large number of cases, it takes over 10 years for the infrastructure to be installed and for the water to be delivered to the fields of the command area. Agencies need to improve their competence in dealing with social and environmental issues. This article argues that social and economic infrastructure is often inadequate; there is a need for an integrated view of the role of agriculture in development. Furthermore, adaptive management practices and water user participation can often be critical elements. To be successful, participation needs to be gender sensitive, and stakeholders at all income levels need to be consulted. To bridge the gulf between rhetoric and action, there is also a need for independent evaluation of dam projects.  相似文献

Industrial estates (IE) are today perceived as an integral part of development strategies of many countries worldwide. The environmental impacts from a concentration of large number of industries in a small area or unplanned IE, can pose a serious threat to both local and global sustainable development initiatives. The formation of ecologically balanced industrial systems can result in numerous environmental and economic benefits. This paper examines the relevance of industrial symbiosis and carrying capacity concepts and proposes an integrated approach towards IE planning in India based on grouping combinations of industries based on carrying capacity, formation of green industrial townships, development of environmental impact assessment guidelines for IE and implementation of environmental management systems.  相似文献

Health is a basic human right. Improving health requires social and environmental justice and sustainable development. The 'health for all' movement embraces principles shared by other social movements--in sustainable development, community safety and new economics. These principles include equity, democracy, empowerment of individuals and communities, underpinned by supportive environmental, economic and educational measures and multi-agency partnerships. Health promotion is green promotion and inequality in health is due to social and economic inequality. This paper shows how health, environmental and economic sustainability are inextricably linked and how professionals of different disciplines can work together with the communities they serve to improve local health and quality of life. It gives examples of how local policy and programme development for public health improvement can fit in with global and national policy-making to promote health, environmental and social justice.  相似文献

In many countries, an increasing amount of attention is being paid to the economic and environmental repercussions of mineral resources development, and in particular to the problems of industrialisation of an agricultural society. In Botswana, the discovery of and planning for the development of nickel deposits is an important element of national policy. However, often overlooked is the basic and continuing role that has to be provided by the agricultural sector. The pressure of people and of livestock on the land, and the extension of cultivation into increasingly fragile environments where the availability of water is a critical constraint, pose serious problems for policy makers. The author examines the dilemma in a case study of Botswana, showing how changes in the agricultural sector have precipitated problems of water supply and of environmental stress. The need for inter-disciplinary approaches to policy making is underscored, together with detailed and integrated studies of the dimensions of these inter-related problems. The problem of the availability of water in adequate quantities and of appropriate quality has become a serious policy concern. Later this year the United Nations Conference on Desertification will address the broad scope of the relationships between man, land and water. 区域低碳经济发展是可持续发展的重要选择,成渝经济区是中国经济增长的第四极,是拉动中国西部经济社会发展,缩小地区经济社会差异的重要地区。从SD模型的原理与方法人手,基于成渝经济区低碳经济发展现状,利用SD模型对成渝经济区的能源总量与能源缺口、能源消耗量构成、工业增加值能耗、废气废水废物排放量等方面进行模拟预测,并提出区域发展低碳经济的对策:发展低碳产业,走低碳经济发展道路;积极合理开发新技术利用新能源;鼓励促进优势特色产业的发展。  相似文献
