Dilemmas of natural resources governance have been a central concern for scholars, policy makers, and users. Major debates occur over the implications of property rights for common resources management. After the Mexican Revolution (1910–1917), land was distributed mainly as ejidos conceived as a hereditary but unalienable collective form of property. In 1992, a new Agrarian Law was decreed that allows individual ownership by removing various restrictions over the transfer of land. Scholars have examined the reform mainly focusing on land-tenure changes and environmental fragmentation. This study examines how the new ownership regime is affecting collective decision-making in ejidos located in a tropical dry forest (TDF) ecosystem. Information on decision-making processes before and after the 1992 reform was gathered through 52 interviews conducted in four ejidos selected along a gradient including agricultural, cattle-raising, and TDF use. The new individualized land property system reduced collective action in ejidos but did not trigger it. Collective action responses to the 1992 reform were buffered by self-organization each ejido already had. Heterogeneous users who shared a short history and showed little understanding of TDF and low dependence on its resources seemed to explain why ejidos have not been able to share a sense of community that would shape the construction of institutions for the collective management of forest resources. However, when a resource is scarce and highly valuable such as water the same users showed capacities for undertaking costly co-operative activities.  相似文献

ABSTRACT

This paper contributes to the debate on whether private or common property rights are better for advancing the sustainable management of natural resources. This contest between public and private ownership is often exaggerated, we claim, because in the real world, complex entitlements with varying degrees of privateness/publicness prevail. Property rights belonging to families, companies, clubs, corporations, and communities are simultaneously common to the members/shareholders and private to the entities. We call these entitlements private-common entitlements. When we acknowledge this complexity, it becomes evident that neither private nor common ownership rights are alone responsible for resource depletion. Instead, depletion is caused by freeriding or evading the payment of the full price of natural resources. This invites Coase’s solution to resource allocation. Therefore, the key problem is whether and how Coasean bargaining is employed to allocate ownership over resources threatened by depletion. We contribute to the debate by showing that Coase’s approach promotes not only economically efficient but also ecologically sustainable resource management. Often, this approach would lead to the establishment of largely private property or control rights by largely collective/public entities. We apply this theoretical framework to the development of a ski resort in Pirin Mountain, Bulgaria.  相似文献

Sub‐Saharan Africa continues to face the daunting challenge of alleviating poverty due to slow economic growth. In southern Africa, most countries are adopting policies that promote the integration of biodiversity conservation and rural development to contribute to rural poverty alleviation. Numerous approaches have been undertaken in this endeavour, including Transfrontier Parks (TFPs) and Transfrontier Conservation Areas (TFCAs). This paper discusses some of the limitations of the TFPs. In conclusion I posit that unlike TFPs, which are state controlled and managed, TFCAs, which promote multi‐land use and multi‐stakeholder participation are attainable and have a higher probability of sustaining biodiversity conservation and contributing to the alleviation of rural poverty, if: (i) areas of high biodiversity conservation within communal areas can be identified, zoned and leveraged to biodiversity conservation and managed in partnership between the communities and the private sector; (ii) local communities can secure legal rights to their customary land being devoted to biodiversity conservation and use such pieces of land as collateral in negotiating partnerships with the private sector in developing conservation‐based enterprises; (iii) functional community natural resource governance institutions can be established and empowered to represent their constituencies in securing fair equity from profits made from sustainable use of the conserved biodiversity assets and tourism businesses; (iv) concerted effort can be invested in developing and implementing family planning and fertility reduction strategies that would slow down human population growth to levels that can be sustained by the available natural resources; and (v) if sustainable financing mechanisms can be developed, and the governance of protected areas occurring in the TFCAs can be broadened to include other stakeholders.  相似文献

自然资源产权管理和专业监管的分立可充分发挥市场作用,进一步促进简政放权,实现对山水林田湖草的综合管理,克服监管盲点,提升综合保护绩效,促进绿水青山转化为金山银山。设立专门机构开展自然资源资产管理,《生态文明体制改革总体方案》等规定了改革依据;自然资源统一确权登记试点取得积极进展,奠定了工作基础;与自然资源资产负债表、绿色GDP核算、生态文明建设目标评价考核等结合起来,促进改革的系统化和连贯化;建议在国家和省、市成立三级国有自然资源资产管理机构,在部分区域和流域派驻机构。为保障改革的实施,需界定国有自然资源资产的范围及所有权、监管权的角色和权限;改革生态补偿、排污权有偿使用、资源有偿利用等制度;明晰流域与属地的权力(利)关系;明确自然资源资产管理职责和生态环保党政同责的关系;重构环境保护税、资源税和自然资源资产使用费的关系;规定自然资源资产管理的原则、体制、制度和责任;建立自然资源资产清单、权利清单和管理信息平台;厘清各方权利边界和监管边界,建立评价考核和奖惩机制。  相似文献

This article makes an assessment of the following key natural resources in the Okavango Delta: arable land, basket-making resources, fish stocks, and river reeds. Non-data-intensive socio-economic indicators (as opposed to conventional data-intensive indicators) of trends in resource prices, trends in labour time for resource extraction, substitution of less preferred commodities, maximum sustainable yield and perceived scarcity were utilized to assess the scarcity of the resources. The study reveals that basket-weaving resources, land for flood recession arable (molapo) agriculture, and river reeds are increasingly becoming scarce in the harvesting areas, whereas fish stocks are still abundant. It is recommended that appropriate policies should be introduced for the management of natural resources. Property rights could be granted to communities to manage natural resources such as fish and veld products in line with the wildlife model for community based natural resources management (CBNRM). In addition, the authors suggest that the Government of Botswana should take the responsibility for allocating land for molapo arable farming in order to make it more accessible.  相似文献

This paper addresses issues of access to land for food production in Toronto by offering fresh perspectives on urban agriculture in the neo-liberal city of the global north. It examines attempts to scale up urban agriculture that emphasise changing the relationships between land access, property and new collaborative relationships among different stakeholders. These initiatives involve renegotiating access to land for growing food between private property owners and landless growers, concomitant shifts in control over valued resources and commercialisation. These shifts are often based on relations of trust within a sharing economy rather than public battles over political decisions to develop urban agriculture lands. Growing food on private lands in the city is political in challenging taken-for-granted ideas and practices of property and urban agriculture. New approaches offer options for training and income, as well as expanding the land base for urban agriculture. Small-scale farming projects are affirmative political manoeuvres. They challenge urban residents to consider land for food production across the categories of public and private property. We document three approaches that challenge current property relations: temporary use of a development site through “soft” squatting; redesignating suburban backyards for farmer training and community-based and private food production; and garden sharing of private home backyards for urban food production and commercial growing. Such initiatives articulate alternative visions of sustainability and food security that rely on principles of collaboration and a sharing economy that challenge prevailing notions of property ownership and food security.  相似文献

The objectives were to (1) delineate the complex set of rules governing the fate and transfer of water rights as agricultural land is urbanized in Texas and New Mexico in the United States and Chihuahua in Mexico and (2) estimate the change in water use as a result of such urbanization. Important additional determinants of water use in the region include intensification of agriculture and the hydroschizophrenic policy framework. We conducted interviews with key informants to identify the possible outcomes for changes in water rights as land is urbanized. We constructed decision trees for each of the three jurisdictions, Chihuahua, Texas, and New Mexico, that identified the possible outcomes from urbanization. For each of the possible outcomes in the decision tree, we estimated a range of potential water use outcomes and the most likely water use outcome on a per unit of land area basis. Results show that urbanization of agricultural land has almost no impact on the aggregate demand for or use of surface water. However, the impacts of urbanization on groundwater use vary considerably over the region from Texas to New Mexico to Chihuahua. In New Mexico and Chihuahua where groundwater rights can be leased or sold to other users, the likely impact is a net increase in groundwater use as land is urbanized, ranging from 0 to 3,000 m3/ha in New Mexico and averaging 3,000 m3/ha or more in Chihuahua. In Texas, there is a net benefit in groundwater savings, but those savings are subject to being offset by increased groundwater pumping to meet the needs of expanding pecan production. The net result is continued groundwater depletion, threatening the life of the transboundary aquifers, the Hueco Bolson and the Mesilla Bolson, in the Middle Rio Grande basin (defined as the part of the basin between Elephant Butte Reservoir in New Mexico to the confluence of the river with the Rio Conchos from Mexico).  相似文献

A central problematic for researchers working at the interface of economic and environmental change is the development of research designs and methodologies that can satisfactorily link economic processes of global reach (such as direct investment) to environmental change at local and regional scales. This article reviews recent efforts to couple economic and environmental change and finds that relatively little effort has been made to use the direct investment process as a means of linking industrial restructuring to land use change. The article argues that direct investment, when conceptualised as a political-economic process involving the assemblage of a package of rights (to land, water, pollution permits etc), can be an effective vehicle for tracing through the impacts of industrial restructuring on local environments. To develop this analytical approach, an empirical case of mineral investment in the Gila Valley of eastern Arizona is presented. The case study identifies the acquisition of land and water rights as central strategic issues for mineral firms seeking to make investment, and traces through the impact of these acquisition strategies on existing patterns of land ownership and land use.  相似文献

Many living resources in the Chesapeake Bay estuary have deteriorated over the past 50 years. As a result, many governmental committees, task forces, and management plans have been established. Most of the recommendations for implementing a bay cleanup focus on reducing sediments and nutrient flow into the watershed. We emphasize that habitat requirements other than water quality are necessary for the recovery of much of the bay's avian wildlife, and we use a waterbird example as illustration. Some of these needs are: (1) protection of fast-eroding islands, or creation of new ones by dredge deposition to improve nesting habitat for American black ducks(Anas rubripes), great blue herons(Ardea herodias), and other associated wading birds; (2) conservation of remaining brackish marshes, especially near riparian areas, for feeding black ducks, wading birds, and wood ducks(Aix sponsa); (3) establishment of sanctuaries in open-water, littoral zones to protect feeding and/or roosting areas for diving ducks such as canvasbacks(Aythya valisineria) and redheads(Aythya americana), and for bald eagles(Haliaeetus leucocephalus); and (4) limitation of disturbance by boaters around nesting islands and open-water feeding areas. Land (or water) protection measures for waterbirds need to include units at several different spatial scales, ranging from “points” (e.g., a colony site) to large-area resources (e.g., a marsh or tributary for feeding). Planning to conserve large areas of both land and water can be achieved following a biosphere reserve model. Existing interagency committees in the Chesapeake Bay Program could be more effective in developing such a model for wildlife and fisheries resources.  相似文献

Increasingly, the public and governmental agencies are concerned about remediating and reclaiming contaminated sites. Understanding the ecological resources on-site and valuing those resources in terms of future uses is important for determining suitable future land uses. In this article, we suggest the major categories of natural resource information required by managers, policy makers, and the general public for making initial future land-use determinations. We then use a dataset of 25 Department of Energy (DOE) sites slated for remediation to explore whether such data are readily available and whether the data can be used to assess natural resource value. Although information is available for almost all sites on federally endangered and threatened species, this information is less available for state-listed species. Biodiversity information is available only for some sites for birds (N = 17), mammals (N = 15), reptiles (N = 14), amphibians (N = 13), and plants (N = 11) and is almost nonexistent for invertebrates (N = 2). Some information is available for invasive species (N = 9). The number of available habitats is directly related to total acres and nonindustrial acres. Biodiversity of birds, mammals, and reptiles (but not amphibians) is directly related to both total acres and total nonindustrial acres of sites. These data suggest that even over a wide geographical area (from eastern to western United States), biodiversity relates to habitat size and number of habitats available. Conservation organizations rely on conservation easements for diverse purposes, including protection of species and natural communities, working forests, and open space. This research investigated how perpetual conservation easements incorporated property rights, responsibilities, and options for change over time in land management. We compared 34 conservation easements held by one federal, three state, and four nonprofit organizations in Wisconsin. They incorporated six mechanisms for ongoing land management decision-making: management plans (74 %), modifications to permitted landowner uses with discretionary consent (65 %), amendment clauses (53 %), easement holder rights to conduct land management (50 %), reference to laws or policies as compliance terms (47 %), and conditional use permits (12 %). Easements with purposes to protect species and natural communities had more ecological monitoring rights, organizational control over land management, and mechanisms for change than easements with general open space purposes. Forestry purposes were associated with mechanisms for change but not necessarily with ecological monitoring rights or organizational control over land management. The Natural Resources Conservation Service-Wetland Reserve Program had a particularly consistent approach with high control over land use and some discretion to modify uses through permits. Conservation staff perceived a need to respond to changing social and ecological conditions but were divided on whether climate change was likely to negatively impact their conservation easements. Many conservation easements involved significant constraints on easement holders’ options for altering land management to achieve conservation purposes over time. This study suggests the need for greater attention to easement drafting, monitoring, and ongoing decision processes to ensure the public benefits of land conservation in changing landscapes.  相似文献

This article describes the co‐management approach in situations of open access to and of increasing pressure on resources, using a mangrove coastal zone in North Brazil as an example. Co‐management clearly has the potential to turn nonviable, de facto open access to mangroves into effective common property management. Alliances of different political and ideological groups have been formed under the RESEX (reservas extrativistas — natural resource user reserve) model of coastal co‐management. Local economic interests have been mobilized as client constituencies. The RESEX system of co‐management assigns additional duties to both co‐managing parties, i.e., the state administration and the local users, in exchange for new rights. The authors argue that local support for the RESEX model has been gained on partially distorted premises. As the public authority passes on responsibility for management to local users under the RESEX model, this entails a number of duties for the local users. Thus local users assume the duty to implement and monitor resource management; they also appear to gain the right to take local decisions, such as excluding outsiders from resource access, and designing local resource management rules. However, as this article shows with two examples, some important new rights for local users under the RESEX co‐management concept are contrary to environmental legislation in force. This conflict is at present unresolved. It is argued that increased transparency about their precise rights for local resource co‐managers will considerably improve the prospects of coastal co‐management in Brazil.  相似文献

Some believe that provision of private property rights in wildlife on private land provides a powerful economic incentive for nature conservation because it enables property owners to market such wildlife or its attributes. If such marketing is profitable, private landholders will conserve the wildlife concerned and its required habitat. But land is not always most profitably used for exploitation of wildlife, and many economic values of wildlife (such as non-use economic values) cannot be marketed. The mobility of some wildlife adds to the limitations of the private-property approach. While some species may be conserved by this approach, it is suboptimal as a single policy approach to nature conservation. Nevertheless, it is being experimented with, in the Northern Territory of Australia where landholders had a possibility of harvesting on their properties a quota of eggs and chicks of red-tailed black cockatoos for commercial sale. This scheme was expected to provide an incentive to private landholders to retain hollow trees essential for the nesting of these birds but failed. This case and others are analysed. Despite private-property failures, the long-term survival of some wildlife species depends on their ability to use private lands without severe harassment, either for their migration or to supplement their available resources, for example, the Asian elephant. Nature conservation on private land is often a useful, if not essential, supplement to conservation on public lands. Community and public incentives for such conservation are outlined.  相似文献

The study presented in this article used a combination of key informant interviews and a review and synthesis of existing country level literature to identify the major sources of land tenure insecurity in six Southern African countries: Botswana, Lesotho, Malawi, Mozambique, South Africa, and Zambia. Findings reveal that the main causes of land tenure insecurity experienced in Southern Africa include lack of land rights of minority groups, unclear or overlapping land rights, overcrowding, land alienation into leasehold, insecurity of farm workers and farm labour tenants, inappropriate and exploitative administrative practices, land encroachment and illegal settlers and limited women's land rights. The article presents a summary of land tenure security related initiatives that the study countries have or are in the process of adopting. Analysis of these initiatives shows that tenure reforms have focused on changing the law and rules but little has been done to translate new laws into implementable programs; capacity building; prioritization of resources to support tenure reform; provision of complementary policies and incentives; addressing HIV/AIDS‐land tenure related problems; and monitoring and evaluation. The paper contends that these policy issues should be addressed in order to ensure realization of land tenure security for all.  相似文献

The concept of ecological footprint (EF) assessment embeds into the broader concept of sustainable development, relating directly to quality of life and maintaining the natural constraints of the global ecosystem. EFs relate to the balance between the Earth's biocapacity and consumption, measured as land equivalence in global hectares per capita. The majority of studies relating to EF assessments have adopted a top-down methodology in order to assess national and regional EFs. Furthermore, these studies are mainly based upon national accounts of input, output and trade; information which is readily available for most countries, and the EFs usually require an assessment of equivalent land area per capita to maintain the current levels of consumption. Since its inception in the mid-1990s, the EF methodology has been refined and has been widely adopted by many countries and governments as a tool to measure biocapacity, or, the consumption of resources. In this paper, we present a bottom-up methodology to measure the EF of a rural region (near Chennai) in southern India. Advantages and limitations of this approach are then discussed through comparisons with regional and national assessments.  相似文献

Depletion of vegetation by overgrazing in arid environments has long-lasting effects on the environmental quality over extended geographic areas. An adequate inspection of habitat changes requires scaled up procedures that would allow assessing end-points of environmental status in broad areas that would be based on processes occurring at the plant canopy level. Our purpose was to find indicators of land degradation–conservation status for use in land monitoring programs and in planning management practices that would be amenable to further up-scaling for use with remotely sensed imagery. In several sites of the Patagonian Monte differing in the impact of grazing management, we evaluated vegetation attributes at three spatial scales. At the population scale, we found that the severity of grazing impact was characterized by the reduction of the palatable grass, P. ligularis, outside and inside shrub canopies. At the vegetation patch scale, we found that land degradation by domestic herbivore impact was characterized by changes in attributes of patch shape (radius, height, internal canopy cover) and patch abundance. At the plant community scale, we found that the structure of the plant canopy as described using Fourier analysis of cover data changed after long-term grazing impact consistently with the modifications in plant population and patch structures. We present a conceptual multiscale scenario of structural changes triggered by domestic herbivore impact, and quantitative indicators of plant structure and processes useful to develop management strategies of the Patagonian-Monte that would conserve its natural habitats. The developed end-points are also amenable for use in land conservation assessment through remotely sensed imagery.  相似文献

The decentralization of property rights is the focus of the forest tenure reforms in several developing countries. In China, it was achieved by the launch of a new round of collective forest tenure reform beginning in 2003, which provided farmers with more integrated and secure forestland rights. Drawing on household data collected in Jiangxi province in 2011 and 2013, this paper examines the impacts of households’ recognition of property rights and improved tenure security on forestland rental activities. Our empirical results show that households with higher perceptions of more complete use rights and mortgage rights have a lower probability and intensity of renting‐in land, while households with lower expectations of future forestland redistribution or expropriation are more likely to rent in forestland and more of it. These results imply that the development of a forestland rental market leading to better forest management requires an integrated forestland management approach consisting of decentralization of property rights and village governance. In particular, the central government may further clarify the rights and obligations affiliated to forestland ownership, contractual rights, and management rights; while the village collective may shift from direct intervention in the integrity and security of forestland rights to the supervision and protection of decentralized forestland rights to increase efficiency from the decentralization of property rights.  相似文献

The past few years have seen a phenomenal rise in the production and consumption of biofuels and biodiesel at the global level. This development is of special significance to Africa, where about 550 million people (75% of the total population in Sub‐Saharan Africa) depend on traditional biomass (wood, charcoal, cow dung, etc.) and lack access to electricity or any kind of modern energy service. Derived from plants and agricultural crops, biofuels and biodiesel represent modern forms of bioenergy and more efficient use of biomass energy. Beyond efficiency, modern bioenergy offers tremendous opportunities to meet growing household energy demands, increase income, reduce poverty, and mitigate environmental degradation. In the African setting, energy and livelihoods security are indeed inseparable. This paper argues economic, social, and environmental benefits of modern bioenergy can be realized through a strategy that centres on smallholder production and processing schemes and pursuit of a livelihood approach to energy development. Such a scheme opens up new domestic markets, generates new cash incomes, improves social wellbeing, enhances new technology adoption, and lays the ground for rural economic transformation and sustainable land use. The paper concludes by underlining the vital importance of considering sound property rights and strategic planning of sustainable development as tools for sustainable energy and livelihoods security.  相似文献

Low Impact Development (LID) is alternative design approach to land development that conserves and utilizes natural resources to minimize the potential negative environmental impacts of development, such as flooding. The Woodlands near Houston, Texas is one of the premier master‐planned communities in the United States. Unlike in a typical urban development where riparian corridors are often replaced with concrete channels, pervious surfaces, vegetation, and natural drainage pathways were preserved as much as possible during development. In addition, a number of detention ponds were strategically located to manage runoff on site. This article uses a unique distributed hydrologic model, Vflo?, combined with historical (1974) and recent (2008 and 2009) rainfall events to evaluate the long‐term effectiveness of The Woodlands natural drainage design as a stormwater management technique. This study analyzed the influence of LID in The Woodlands by comparing the hydrologic response of the watershed under undeveloped, developed, and highly urbanized conditions. The results show that The Woodlands drainage design successfully reflects predeveloped hydrologic conditions and produces peak flows two to three times lower than highly urbanized development. Furthermore, results indicate that the LID practices employed in The Woodlands successfully attenuate the peak flow from a 100‐year design event, resulting in flows comparable to undeveloped hydrologic conditions.  相似文献
