Tripa is the last remaining peat-swamp forest that harbours a potentially viable Sumatran orangutan (Pongo abelii) sub-population in a formally but not effectively protected area. It appears to be a simple showcase where current efforts to financially support reducing emissions from deforestation and forest degradation (REDD+) converge with biodiversity and social co-benefits. In practice, however, situation is more complex. REDD+ efforts interact with global palm oil trade and regulatory approaches (the moratorium) to achieve national goals for emissions reduction under umbrella of nationally appropriate mitigation actions (NAMA). To contextualize this debate, we assessed (i) land-use history and formal basis of palm-oil companies’ rights; (ii) carbon (C) stocks, historical emission levels and potential emissions that can be avoided; (iii) economic benefits of land-use options and opportunity costs of avoiding emissions; (iv) biodiversity and environmental services; and (v) alternative options for “high C stock development” and employment generation. Natural forest cover declined (54 % in 1995, 18 % in 2009) while oil palm increased 4–39 %. Aboveground C stocks decreased from 148 Mg ha?1 in 1990 to 61 Mg ha?1 in 2009, leading to average annual emissions of 14.5 Mg (carbon dioxide) CO2e ha?1 year?1. While 41 % of these emissions yield less than American Dollar (USD) 5 of current economic benefits per Mg CO2e emitted and might be compensated by REDD+, nearly all new emissions derive from a breach of existing laws, regulations and voluntary palm-oil standards. Substantial investment in alternative employment is needed, rather than carbon payments per se, to support livelihoods in a low carbon emissions economy.  相似文献

China, as the world’s largest emitter, intends to achieve the peaking of carbon dioxide (CO2) emissions around 2030 and to make best efforts to peak early to mitigate global change. Under this strategy, a dynamic, recursive computable general equilibrium (CGE) model is used to analyze the economy, energy, and environment impact of CO2 emission reduction policy based on 17 scenarios in China: carbon tax, emission trading scheme (ETS), and the mixed policy in different price level, in order to find out which kind of emission reduction strategy is more feasible. The results show that CO2 emission in 2030 will be reduced with the implementation of tax, ETS and mixed policy, by 10–13 %, 12–14 %, and 18–28 %, respectively. From 2016 to 2030, China can reduce 18,338–24,156 Mt CO2 through the implementation of mixed policy. Furthermore, relative to single policy, mixed policy has stronger effects on primary energy consumption cut, by 738–1124 Mtoe or 18–28 %, which will make CO2 emissions reach a peak before 2030 and the peak emission is not greater than 12 billion tons which is in line with the reduction demand in China. Thus, the mixed policy is the most effective strategy so that mixed policy is recommended to parties included in Annex I in United Nations Framework Convention on Climate Change Kyoto Protocol and other countries with large potential of emission reduction, while ETS is suggested to countries with low carbon emissions per capita which can balance economic development and CO2 mitigation.  相似文献

The increasing volume of CO2 embodiment in international trade adds a layer of complexity to environmental policies and has raised arguments on the traditional production based responsibility for CO2 emissions. In order to help understand the quantity of CO2 embodiment in trade and its policy implications, this paper gives observations to recently emerging literatures that quantitatively discuss CO2 embodiment in trade. The analytical approaches share the principle of using input and output modeling but vary dramatically in study boundary and estimation accuracy. The calculations can be roughly categorized into three types: direct quantification of CO2 embodiments in multiregional trade, direct quantification of CO2 embodiment in bilateral trade, and indirect analysis by comparing the scenarios with or without trade. The practical estimations strongly rely on trade partner selection and data availability. An obvious imbalance of net CO2 embodiment in the commodity trade between major developed countries and developing economies as a whole was confirmed by these literatures. Carbon taxes and other possible limitations on CO2 emissions have been addressed. The consistency across the calculations could be enhanced by systematic analyses in more detail to convince the international community to take binding commitments for the reduction of global CO2 emissions.  相似文献

The climate mitigation potential of tropical peatlands has gained increased attention as Southeast Asian peatlands are being deforested, drained and burned at very high rates, causing globally significant carbon dioxide (CO2) emissions to the atmosphere. We used a process-based dynamic tropical peatland model to explore peat carbon (C) dynamics of several management scenarios within the context of simulated twenty-first century climate change. Simulations of all scenarios with land use, including restoration, indicated net C losses over the twenty-first century ranging from 10 to 100 % of pre-disturbance values. Fire can be the dominant C-loss pathway, particularly in the drier climate scenario we tested. Simulated 100 years of oil palm (Elaeis guineensis) cultivation with an initial prescribed burn resulted in 2400–3000 Mg CO2?ha?1 total emissions. Simulated restoration following one 25-year oil palm rotation reduced total emissions to 440–1200 Mg CO2?ha?1, depending on climate. These results suggest that even under a very optimistic scenario of hydrological and forest restoration and the wettest climate regime, only about one third of the peat C lost to the atmosphere from 25 years of oil palm cultivation can be recovered in the following 75 years if the site is restored. Emissions from a simulated land degradation scenario were most sensitive to climate, with total emissions ranging from 230 to 10,600 Mg CO2?ha?1 over 100 years for the wettest and driest dry season scenarios, respectively. The large difference was driven by increased fire probability. Therefore, peat fire suppression is an effective management tool to maintain tropical peatland C stocks in the near term and should be a high priority for climate mitigation efforts. In total, we estimate emissions from current cleared peatlands and peatlands converted to oil palm in Southeast Asia to be 8.7 Gt CO2 over 100 years with a moderate twenty-first century climate. These emissions could be minimized by effective fire suppression and hydrological restoration.  相似文献

One of the largest sources of global greenhouse gas emissions can be addressed through conservation of tropical forests by channeling funds to developing countries at a cost-savings for developed countries. However, questions remain to be resolved in negotiating a system for including reduced emissions from deforestation and forest degradation (REDD) in a post-Kyoto climate treaty. The approach to determine national baselines, or reference levels, for quantifying REDD has emerged as central to negotiations over a REDD mechanism in a post-Kyoto policy framework. The baseline approach is critical to the success of a REDD mechanism because it affects the quantity, credibility, and equity of credits generated from efforts to reduce forest carbon emissions. We compared outcomes of seven proposed baseline approaches as a function of country circumstances, using a retrospective analysis of FAO-FRA data on forest carbon emissions from deforestation. Depending upon the baseline approach used, the total credited emissions avoided ranged over two orders of magnitude for the same quantity of actual emissions reductions. There was also a wide range in the relative distribution of credits generated among the five country types we identified. Outcomes were especially variable for countries with high remaining forest and low rates of deforestation (HFLD). We suggest that the most credible approaches measure emissions avoided with respect to a business-as-usual baseline scenario linked to historic emissions data, and allow limited adjustments based on forest carbon stocks.  相似文献

The paper estimates and compares the level of Reducing Emissions from Deforestation and Degradation (REDD+) payments required to compensate for the opportunity costs (OCs) of stopping the conversion of montane forest and miombo woodlands into cropland in two agro-ecological zones in Morogoro Region in Tanzania. Data collected from 250 households were used for OC estimation. REDD+ payment was estimated as the net present value (NPV) of agricultural rent and forest rent during land clearing, minus net returns from sustainable wood harvest, divided by the corresponding reduction in carbon stock. The median compensation required to protect the current carbon stock in the two vegetation types ranged from USD 1 tCO2e?1 for the montane forest to USD 39 tCO2e?1 for the degraded miombo woodlands, of which up to 70 % and 16 %, respectively, were for compensating OCs from forest rent during land clearing. The figures were significantly higher when the cost of farmers’ own labor was not taken into account in NPV calculations. The results also highlighted that incentives in the form of sustainable harvests could offset up to 55 % of the total median OC to protect the montane forest and up to 45 % to protect the miombo woodlands, depending on the wage rates. The findings suggest that given the possible factors that can potentially affect estimates of REDD+ payments, avoiding deforestation of the montane forest would be feasible under the REDD+ scheme. However, implementation of the policy in villages around the miombo area would require very high compensation levels.  相似文献

Land-based emissions of carbon dioxide derive from the interface of forest and agriculture. Emission estimates require harmonization across forest and non-forest data sources. Furthermore, emission reduction requires understanding of the linked causes and policy levers between agriculture and forestry. The institutional forestry traditions dominated the emergence of the discourse on Reducing Emissions from Deforestation and forest Degradation (REDD+) while more holistic perspectives on land-based emissions, including agriculture, found a home in international recognition for Nationally Appropriate Mitigation Actions (NAMAs). We tested the hypothesis that, at least for Indonesia, the NAMA framework provides opportunities to resolve issues that REDD+ alone cannot address. We reviewed progress on five major challenges identified in 2007 by the Indonesian Forest Climate Alliance: 1) scope and ‘forest’ definition; 2) ownership and tenurial rights; 3) multiplicity and interconnectedness of drivers; 4) peatland issues across forest and non-forest land categories; and 5) fairness and efficiency of benefit-distribution mechanisms across conservation, degradation and restoration phases of tree-cover transition. Results indicate that the two policy instruments developed in parallel with competition rather than synergy. Three of the REDD+ challenges can be resolved by treating REDD+ as a subset of the NAMA and national emission reduction plans for Indonesia. We conclude that two issues, rights and benefit distribution, remain a major challenge, and require progress on a motivational pyramid of policy and polycentric governance. National interest in retaining global palm oil exports gained priority over expectations of REDD forest rents. Genuine concerns over climate change motivate a small but influential part of the ongoing debate.  相似文献

As the biggest iron and steel producer in the world and one of the highest CO2 emission sectors, China's iron and steel industry is undergoing a low-carbon transition accompanied by remarkable technological progress and investment adjustment, in response to the macroeconomic climate and policy intervention. Many drivers of the CO2 emissions of the iron and steel industry have been explored, but the relationships between CO2 abatement, investment and technological expenditure, and their connections with the economic growth and governmental policies in China, have not been conjointly and empirically examined. We proposed a concise conceptual model and an econometric model to investigate this crucial question. The results of regression, Granger causality test and impulse response analysis indicated that technological expenditure can significantly reduce CO2 emissions, and that investment expansion showed a negative impact on CO2 emission reduction. It was also argued with empirical evidence that a good economic situation favored CO2 abatement in China's iron and steel industry, while achieving CO2 emission reduction in this industrial sector did not necessarily threaten economic growth. This shed light on the dispute over balancing emission cutting and economic growth. Regarding the policy aspects, the year 2000 was found to be an important turning point for policy evolution and the development of the iron and steel industry in China. The subsequent command and control policies had a significant, positive effect on CO2 abatement.  相似文献

Electric utilities in the US have initiated forestry projects to conserve energy and to offset carbon dioxide (CO2) emissions. In 1995, 40 companies raised US$2.5 million to establish the non-profit UtiliTree Carbon Company which is now sponsoring eight projects representing a mix of rural tree planting, forest preservation, forest management and research efforts at both domestic (Arkansas, Louisiana, Mississippi, and Oregon) and international sites (Belize and Malaysia). The projects include extensive external verification. Such forestry projects — properly documented, monitored and verified — should be a component of domestic and international strategies to address greenhouse gas (GHG) emissions, due to GHG benefits, cost-effectiveness and many other environmental benefits (e.g., related to habitat, erosion and biodiversity). These projects on average are projected to manage CO2 at a cost of about US $1 per ton. Experts have determined through a series of technical workshops and projects that GHG benefits can be accurately quantified for most types of forestry projects and, in fact, forestry projects in general present no greater challenges than energy-related projects. Near-term policy decision-making related to CO2 management via forestry is discussed.  相似文献

Land use change on Indonesian peatlands contributes to global anthropogenic greenhouse gas (GHG) emissions. Accessible predictive tools are required to estimate likely soil carbon (C) losses and carbon dioxide (CO2) emissions from peat soils under this land use change. Research and modelling efforts in tropical peatlands are limited, restricting the availability of data for complex soil model parameterisation and evaluation. The Tropical Peatland Plantation-Carbon Assessment Tool (TROPP-CAT) was developed to provide a user friendly tool to evaluate and predict soil C losses and CO2 emissions from tropical peat soils. The tool requires simple input values to determine the rate of subsidence, of which the oxidising proportion results in CO2 emissions. This paper describes the model structure and equations, and presents a number of evaluation and application runs. TROPP-CAT has been applied for both site specific and national level simulations, on existing oil palm and Acacia plantations, as well as on peat swamp forest sites to predict likely emissions from future land use change. Through an uncertainty and sensitivity analysis, literature reviews and comparison with other methods of estimating soil C losses, the paper identifies opportunities for future model development, bridging between different approaches to predicting CO2 emissions from tropical peatlands under land use change. Many proposed activities formitigating global warming in the land-use change and forestry(LUCF) sector differ from measures to avoid fossilfuel emissions because carbon (C) may be held out ofthe atmosphere only temporarily. In addition, thetiming of the effects is usually different. Many LUCFactivities alter C fluxes to and from the atmosphereseveral decades into the future, whereas fossil fuelemissions avoidance has immediate effects. Non-CO2 greenhouse gases (GHGs), which are animportant part of emissions from deforestation inlow-latitude regions, also pose complications forcomparisons between fossil fuel and LUCF, since themechanism generally used to compare these gases(global warming potentials) assumes simultaneousemissions. A common numeraire is needed to expressglobal warming mitigation benefits of different kindsof projects, such as fossil fuel emissions reduction,C sequestration in forest plantations, avoideddeforestation by creating protected areas and throughpolicy changes to slow rates of land-use changes suchas clearing. Megagram (Mg)-year (also known as`ton-year') accounting provides a mechanism forexpressing the benefits of activities such as these ona consistent basis. One can calculate the atmosphericload of each GHG that will be present in each year,expressed as C in the form of CO2 and itsinstantaneous impact equivalent contributed by othergases. The atmospheric load of CO2-equivalent Cpresent over a time horizon is a possible indicator ofthe climatic impact of the emission that placed thisload in the atmosphere. Conversely, this index alsoprovides a measure of the benefit of notproducing the emission. One accounting methodcompares sequestered CO2 in trees with theCO2 that would be in the atmosphere had thesequestration project not been undertaken, whileanother method (used in this paper) compares theatmospheric load of C (or equivalent in non-CO2GHGs) in both project and no-project scenarios.Time preference, expressed by means of a discount rateon C, can be applied to Mg-year equivalencecalculations to allow societal decisions regarding thevalue of time to be integrated into the system forcalculating global warming impacts and benefits. Giving a high value to time, either by raising thediscount rate or by shortening the time horizon,increases the value attributed to temporarysequestration (such as many forest plantationprojects). A high value for time also favorsmitigation measures that have rapid effects (such asslowing deforestation rates) as compared to measuresthat only affect emissions years in the future (suchas creating protected areas in countries with largeareas of remaining forest). Decisions on temporalissues will guide mitigation efforts towards optionsthat may or may not be desirable on the basis ofsocial and environmental effects in spheres other thanglobal warming. How sustainable development criteriaare incorporated into the approval and creditingsystems for activities under the Kyoto Protocol willdetermine the overall environmental and social impactsof pending decisions on temporal issues.  相似文献

The objective of stabilization of greenhouse gas concentrations is often envisioned as a monotonic approach to higher constant concentrations. For CO2 to approach a constant concentration over a finite time, CO2 emissions must peak and then gradually approach zero over 1,000+ years, regardless of the concentration level. While this intellectual architecture has proved useful, we suggest consideration of a broader range of scenarios, including ones in which net emissions decline to zero over a finite period of time resulting in a maximum CO2 concentration followed by a long-term decline to a lower level. Reducing emissions from deforestation and forest degradation (REDD+) is receiving increasing political and scientific attention as a climate change mitigation approach. The government of Cameroon has expressed an interest in participating in REDD+, and national deliberation on a policy strategy has attracted interest from different actors in the forest sector. This paper analyses the challenges of designing a governance structure for a REDD+ strategy in Cameroon. Theoretically, the paper builds on the literature on governance structures for resource management, focusing analytically on the interactions between actor constellations (state and non-state) and institutions (formal and informal) to produce policy outcomes. The paper draws on documentation of REDD+ policy events, policy texts and 23 in-depth interviews with members from government, civil society, research organizations, development partners and the private sector. It argues that although the actors involved in REDD+ are, to an extent, polarized around different issues and priorities, they are nonetheless increasingly distributing roles and responsibilities among themselves. The institutional arrangements within the policy process include: (1) rule-making systems for engagement; (2) expanding existing coordination mechanisms; (3) national safeguard standards; and (4) building on existing forest governance initiatives. The paper concludes that the multiple benefits promised by REDD+, such as poverty alleviation, biodiversity conservation and economic development, are critical for the legitimacy of the mechanism.  相似文献

Technological and regulatory responses to large-scale environmental threats, such as depletion of the natural resources and climate change, tend to focus on one issue at time. Emerging carbon capture and storage (CCS) technologies that are in different stages of development offer a case that demonstrates this dilemma. This article approximates the implications of two emerging CCS applications on existing steel mill’s CO2 emissions and its use of material resources. The evaluated applications are based on the mineralization method and the comparative case represents two versions of a geological CCS method. The results of the evaluation indicate that if technical bottleneck issues related to CO2 sequestration with mineralization can be solved, it can be possible to achieve a similar CO2 reduction performance with mineralization-based CCS applications as with more conventional CCS applications. If the CO2 capturing potential of mineralization-based applications could be taken into use, it could also enable the significant improvement of material efficiency of industrial operations. Urgent problem hampering the development of mineralization-based CCS applications is that the policy regimes related to CCS especially in the European Union (EU) do not recognize mineralization as a CCS method. Article suggests that the focus in the future evaluations and in policy should not be directed only on CO2 sequestration capacity of CCS applications. Similarly important is to consider their implications on material efficiency. Article also outlines modifications to the EU’s CCS policy in terms of the formal terminology.  相似文献

REDD+ (reducing emissions from deforestation and forest degradation and related forest activities) is a climate change mitigation mechanism currently being negotiated under the United Nations Framework Convention on Climate Change (UNFCCC). It calls for developed countries to financially support developing countries for their actions to reduce forest-sector carbon emissions. In this paper, we undertake a meta-analysis of the links, if any, between multiple and diverse drivers of deforestation operating at different levels and the benefits accruing from and being shared through REDD+ projects. We do so by assessing the nature of this link in (a) scholarly analysis, through an in-depth analysis of the posited relationship between drivers and REDD+ benefit-sharing, as examined in the peer-reviewed literature; and (b) in policy practice, through analysing how this link is being conceptualised and operationalised, if at all, in REDD+ project design documents. Our meta-analysis suggests that while some local, direct drivers and a few regional indirect drivers of deforestation and forest degradation are being targeted by specific REDD+ interventions and associated benefit-sharing mechanisms at the project-level, most national and international indirect drivers are not. We conclude that the growing academic analyses of REDD+ projects do not (as yet) advance viable theories of change, i.e. there is currently little focus on how REDD+ benefits could play a transformative role in catalysing action on drivers.  相似文献

Reducing emissions from deforestation and forest degradation (REDD) can be an effective and efficient means of mitigating climate change. However, the perceived equity in the distribution of financial incentives for REDD could also emerge as a critical issue in international negotiations. The design of reference levels, which provide the benchmark for crediting emissions reductions, affects the economic incentives for national participation in a REDD mechanism and thus the overall willingness to reach an agreement on REDD. This paper compares the equity impacts of five proposed reference level designs using a partial-equilibrium model. Tradeoffs among equity, environmental effectiveness and cost-efficiency indicate the proposals trigger similar aggregate emissions reductions but lead to different outcomes in efficiency and alternative measures of equity. If equity across countries is measured as the financial incentive provided relative to a country's forest carbon stock, then a REDD mechanism compensating a uniform share of at-risk carbon stocks is the most equitable. On the other hand, if equity is evaluated as the financial incentive relative to the opportunity costs of participating in REDD, then the most equitable approach would be compensating emissions reductions but withholding a part of the payments to compensate for carbon stocks, which also encourages broader country participation under our model.  相似文献

Public policies are promoting biofuels as an alternative to fossil fuel consumption in order to mitigate greenhouse gas (GHG) emissions. However, the mitigation benefit can be at least partially compromised by emissions occurring during feedstock production. One of the key sources of GHG emissions from biofuel feedstock production, as well as conventional crops, is soil nitrous oxide (N2O), which is largely driven by nitrogen (N) management. Our objective was to determine how much GHG emissions could be reduced by encouraging alternative N management practices through application of nitrification inhibitors and a cap on N fertilization. We used the US Renewable Fuel Standards (RFS2) as the basis for a case study to evaluate technical and economic drivers influencing the N management mitigation strategies. We estimated soil N2O emissions using the DayCent ecosystem model and applied the US Forest and Agricultural Sector Optimization Model with Greenhouse Gases (FASOMGHG) to project GHG emissions for the agricultural sector, as influenced by biofuel scenarios and N management options. Relative to the current RSF2 policy with no N management interventions, results show decreases in N2O emissions ranging from 3 to 4 % for the agricultural sector (5.5–6.5 million metric tonnes CO2?eq.?year?1; 1 million metric tonnes is equivalent to a Teragram) in response to a cap that reduces N fertilizer application and even larger reductions with application of nitrification inhibitors, ranging from 9 to 10 % (15.5–16.6 million tonnes CO2?eq.?year?1). The results demonstrate that climate and energy policies promoting biofuel production could consider options to manage the N cycle with alternative fertilization practices for the agricultural sector and likely enhance the mitigation of GHG emissions associated with biofuels.  相似文献

Carbon dioxide (CO2) emissions from inland waters to the atmosphere are a pivotal component of the global carbon budget. Anthropogenic land use can influence riverine CO2 emissions, but empirical data exploring cause-effect relationships remain limited. Here, we investigated CO2 partial pressures (pCO2) and degassing in a monsoonal river (Yue River) within the Han River draining to the Yangtze in China. Almost 90% of river samples were supersaturated in CO2 with a mean ± standard deviation of 1474 ± 1614 µatm, leading to emissions of 557 - 971 mmol/m2/day from river water to the atmosphere. Annual CO2 emissions were 1.6 - 2.8 times greater than the longitudinal exports of riverine dissolved inorganic and organic carbon. pCO2 was positively correlated to anthropogenic land use (urban and farmland), and negatively correlated to forest cover. pCO2 also had significant and positive relationships with total dissolved nitrogen and total dissolved phosphorus. Stepwise multiple regression models were developed to predict pCO2. Farmland and urban land released nutrients and organic matter to the river system, driving riverine pCO2 enrichment due to enhanced respiration in these heterotrophic rivers. Overall, we show the crucial role of land use driving riverine pCO2, which should be considered in future large-scale estimates of CO2 emissions from streams. Land use change can thus modify the carbon balance of urban-river systems by enhancing river emissions, and reforestation helps carbon neutral in rivers.  相似文献

机动车排放已经成为城市地区大气污染的主要来源.基于COPERT模型和ArcGIS技术,建立了2000~2030年辽宁省机动车排放清单,分析6类污染物(CO、NMVOC、NOx、PM10、SO2和CO2)排放的总体趋势与空间演变特征,同时以2016年为基准年,基于情景分析法设置8类控制措施情景并评估不同控制措施对污染物的减排效果.结果表明2000~2016年,机动车的CO、NMVOC、NOx和PM10排放量呈现先增后降的趋势,SO2排放量呈现波动变化,而CO2排放量则呈现持续增长态势.轻型载客车和摩托车是CO和NMVOC排放的主要贡献车型,重型载客车和重型载货车是NOx和PM10的主要排放源,SO2和CO2则主要是由轻型载客车排放.辽宁省中部及南部机动车排放量明显高于辽东和辽西.从城市层面来看,排放主要集中在沈阳市和大连市.情景分析表明,实施更加严格的排放标准可以增强减排效果,且升级排放标准的时间越提前减排效果越好.综合情景将实现减排最大化,强化综合情景对CO、NMVOC、NOx、PM10、CO2和SO2的削减率达到了30.7%、14.3%、81.7%、29.4%、12.3%和12.1%.  相似文献
