REALM (REsource ALlocation Model) is a generalised computer simulation package that models harvesting and bulk distribution of water resources within a water supply system. It is a modeling tool, which can be applied to develop specific water allocation models. Like other water resource simulation software tools, REALM uses mass-balance accounting at nodes, while the movement of water within carriers is subject to capacity constraints. It uses a fast network linear programming algorithm to optimise the water allocation within the network during each simulation time step, in accordance with user-defined operating rules. This paper describes the main features of REALM and provides potential users with an appreciation of its capabilities. In particular, it describes two case studies covering major urban and rural water supply systems. These case studies illustrate REALM's capabilities in the use of stochastically generated data in water supply planning and management, modelling of environmental flows, and assessing security of supply issues.  相似文献

The paper describes an approach towards optimal allocation of surface and ground water resources to three agricultural areas in the Jordan Valley under conditions of scarce water supply. The optimizing model allocates water from three main rivers, each with reservoir storage, and from two ground water sources to three irrigation regions. Productivity of irrigation water, expressed as the net present value of the regional agricultural output, but allowing for crop water deficits, is first maximized using nonlinear programming. The allocation process then adopts techniques of linear programming to determine the least cost alternative based on the unit cost of water from each resource at each destination, as it varies with time.  相似文献

Environmental decision support systems (EDSSs) are an emerging tool used to integrate the evaluation of highly complex and interrelated physicochemical, biological, hydrological, social, and economic aspects of environmental problems. An EDSS approach is developed to address hot-spot concerns for a water quality trading program intended to implement the total maximum daily load (TMDL) for phosphorus in the Non-Tidal Passaic River Basin of New Jersey. Twenty-two wastewater treatment plants (WWTPs) spread throughout the watershed are considered the major sources of phosphorus loading to the river system. Periodic surface water diversions to a major reservoir from the confluence of two key tributaries alter the natural hydrology of the watershed and must be considered in the development of a trading framework that ensures protection of water quality. An EDSS is applied that enables the selection of a water quality trading framework that protects the watershed from phosphorus-induced hot spots. The EDSS employs Simon’s (1960) three stages of the decision-making process: intelligence, design, and choice. The identification of two potential hot spots and three diversion scenarios enables the delineation of three management areas for buying and selling of phosphorus credits among WWTPs. The result shows that the most conservative option entails consideration of two possible diversion scenarios, and trading between management areas is restricted accordingly. The method described here is believed to be the first application of an EDSS to a water quality trading program that explicitly accounts for surface water diversions.  相似文献

China has been facing increasingly severe water scarcity, especially in the northern part of the country. China's water scarcity is characterized by insufficient local water resources as well as reduced water quality due to increasing pollution, both of which have caused serious impacts on society and the environment. Three factors contribute to China's water scarcity: uneven spatial distribution of water resources; rapid economic development and urbanization with a large and growing population; and poor water resource management. While it is nearly impossible to adjust the first two factors, improving water resource management represents a cost-effective option that can alleviate China's vulnerability to the issue. Improving water resource management is a long-term task requiring a holistic approach with constant effort. Water right institutions, market-based approaches, and capacity building should be the government's top priority to address the water scarcity issue.  相似文献

This paper presents a methodology for quantifying the effectiveness of water-trading under uncertainty, by developing an optimization model based on the interval-parameter two-stage stochastic program (TSP) technique. In the study, the effectiveness of a water-trading program is measured by the water volume that can be released through trading from a statistical point of view. The methodology can also deal with recourse water allocation problems generated by randomness in water availability and, at the same time, tackle uncertainties expressed as intervals in the trading system. The developed methodology was tested with a hypothetical water-trading program in an agricultural system in the Swift Current Creek watershed, Canada. Study results indicate that the methodology can effectively measure the effectiveness of a trading program through estimating the water volume being released through trading in a long-term view. A sensitivity analysis was also conducted to analyze the effects of different trading costs on the trading program. It shows that the trading efforts would become ineffective when the trading costs are too high. The case study also demonstrates that the trading program is more effective in a dry season when total water availability is in shortage.  相似文献

This paper considers methodological questions concerning indicators of sustainability, which have arisen in the course of an EPSRC-supported project investigating a systems approach to assessing the sustainability of cities. The project aimed: (a) to develop a methodology, the Reference Sustainability System (RSS), for representing the energy, resource and material flows, on which the environmental sustainability of cities depends; (b) to show how this methodology could contribute to a more systematic assessment of the potential of technological and resource management strategies to enhance urban sustainability. Systems models of the material or resource flows caused by the household demand for paper, energy, water and bottled water have been constructed. The project has highlighted the complexity of assessing the contributions of specific technologies and strategies to enhanced sustainability. Particular issues raised include the relative merits and problems of using externality valuation methods compared to physical indicators, the difficulties of aggregating environmental impacts, the question of where system boundaries should be drawn in a life cycle analysis, and the need to consider both distant and local impacts which arise from the end-use demands of urban populations. The paper explores these issues, through the use of modelling results from the case studies. Particular emphasis is placed on the communication of research results to policy makers, interested organisations and the public, drawing on recent experience with the dissemination of results from the project's first case study relating to waste-paper management options.  相似文献

从资源的视角而言,水资源具有的社会、经济、生态属性中,社会属性和生态属性所提供的生态功能和服务多是外部性和非市场的,其价值在纯粹的市场驱动下难以充分实现。从资源管理视角而言,水资源多目标协同配置的实质是水资源多重属性功能和服务的均衡。因此,将具有外部性的社会、生态功能和服务与具有经济价值的功能和服务同时纳入配置框架,是实现多目标协同配置实践的关键问题。本文在回顾水资源配置和水资源非市场价值评估的相关研究的基础上,围绕我国现行水资源配置存在的主要问题,通过水资源的全价值(市场价值和非市场价值)将其多属性功能和公众意愿纳入水资源多目标协同配置中,从水资源管理信息系统、全价值评估和配置管理的绩效评价三个方面构建了水资源配置的多目标协同框架,最后提出相关的保障政策建议。  相似文献

The water resources of most small island developing states (SIDS) are often very limited and require special consideration to ensure that they are developed and managed in a sustainable manner. Many small islands, typically located in the humid tropics, have no surface water resources and rely on limited groundwater resources in the form of thin freshwater lenses. The exposed location of small islands makes them particularly vulnerable to natural disasters such as cyclones, floods and droughts. Pollution from population centres and from agricultural and other activities is an increasing problem. This article provides an overview of the water resources of small islands, and the main problems and issues related to water resources. Some suggested solutions, based on practical experiences, are offered for water resource assessment and monitoring programmes, and water resource development. Water resource policy, planning and management issues are also addressed, and suggested approaches for resolving some of the major water resource problems presented.  相似文献

Permit-trading policy in a total maximum daily load (TMDL) program may provide an additional avenue to produce environmental benefit, which closely approximates what would be achieved through a command and control approach, with relatively lower costs. One of the important considerations that might affect the effective trading mechanism is to determine the dynamic transaction prices and trading ratios in response to seasonal changes of assimilative capacity in the river. Advanced studies associated with multi-temporal spatially varied trading ratios among point sources to manage water pollution hold considerable potential for industries and policy makers alike. This paper aims to present an integrated simulation and optimization analysis for generating spatially varied trading ratios and evaluating seasonal transaction prices accordingly. It is designed to configure a permit-trading structure basin-wide and provide decision makers with a wealth of cost-effective, technology-oriented, risk-informed, and community-based management strategies. The case study, seamlessly integrating a QUAL2E simulation model with an optimal waste load allocation (WLA) scheme in a designated TMDL study area, helps understand the complexity of varying environmental resources values over space and time. The pollutants of concern in this region, which are eligible for trading, mainly include both biochemical oxygen demand (BOD) and ammonia-nitrogen (NH3-N). The problem solution, as a consequence, suggests an array of waste load reduction targets in a well-defined WLA scheme and exhibits a dynamic permit-trading framework among different sub-watersheds in the study area. Research findings gained in this paper may extend to any transferable dynamic-discharge permit (TDDP) program worldwide.  相似文献

Emerging approaches to water resources development and management typically highlight equity and productivity as two main objectives. In the context of integrated water resources management within a river basin, managers and stakeholders often need a comparative assessment of different options for water augmentation and/or allocation. Pitting such options against predefined objectives, such as equity and productivity, requires an assessment of the effects that available options will have on these objectives. Available documentation indicates that not only does the interpretation of such objectives vary widely, but also the available methods for assessing equity and productivity run into significant limitations in the availability of adequate data. This limitation has largely kept decision makers from gaining a comprehensive overview of equity and productivity scenarios, whether within or across sectors, that could facilitate better‐informed decisions. To address this methodological gap, this article scrutinizes different notions associated with equity and water productivity, and limitations in prevalent assessment methods with the view to develop and demonstrate pragmatic methodologies for assessing equity and productivity in data‐scarce contexts. The discussion and findings are based on a review of relevant literature and empirical and consultative research work in the Olifants River basin in South Africa. The demonstrated methodologies for assessing equity and productivity, besides being useful in data‐scarce contexts, are insightful for initiating several policy measures and also for exploring the relationship between equity and water productivity.  相似文献

In this paper, we propose a factorial fuzzy programming (FFP) approach for planning water resources management systems. The conventional fuzzy method cannot reflect the interactions among uncertain system parameters nor quantify their interactive effects. This may lead to important interrelationships among system parameters being neglected in systems analysis, and the derived decisions may not be robust enough to support the management under uncertainties. The objective of this study is to develop an FFP approach to deal with such interactive uncertainties. Factorial analysis (FA) was integrated with the fuzzy technique to quantify the effects of multiple fuzzy modeling parameters on the system performance and to reveal their implicit interrelationships. A flood-diversion planning case was studied to illustrate the applicability of the FFP approach. The individual and interactive effects of fuzzy parameters on the system objectives were evaluated. The influential effects were identified and the implicit interrelationships within influential interactions were revealed.  相似文献

Increasing water scarcity is increasing pressure on water management institutions, particularly in the area of water rights. A common response is to formalise water tenure, one of several options for securing access and resolving conflicts concerning water allocation. This article looks at four contexts where negotiation, self-governance and concepts of legal pluralism may help improve water resource management. Existing users and potential new users need to negotiate before water resources are developed. Users can participate in forums with authority to solve basin management problems through self-governance. Negotiated water transfers offer an alternative to water acquisition by expropriation.  相似文献

Fresh water has become a very topical, emotive and sensitive issue in Zimbabwe following the recent continued droughts in conjunction with lack of finance to expand water resources development. Heated debates have arisen over the availability, allocation, distribution, disbursement and conservation of this precious resource. A great deal of inefficiency has also resulted from Government Ministries or Departments playing all the roles, from policymaking to supply operations. Government authorities often make the mistake of controlling day-to-day management of water and sewage services. In fact, greater accountability results when Government authorities focus on policymaking, establishing regulatory regimes that provide incentives for achieving goals and sanctions for serious failures, while giving sufficient autonomy to entities responsible for investment and operations to control outcomes. It is becoming more and more evident throughout the world that provision of water, as opposed to the planning and allocation of the water resource, should be handled by commercial undertakers. Indeed, Zimbabwe and its neighbours are currently involved with changing the status of their water departments to corporate entities; Botswana, Malawi, Namibia, South Africa and Zambia have already commercialised or are currently in the process of commercialising their freshwater supply services.  相似文献

ABSTRACT: Access to clean and sufficient amounts of water is a critical problem in many countries. A watershed approach is vital in understanding pollution pathways affecting water resources and in developing participatory solutions. Such integration of information with participatory approaches can lead to more sustainable solutions than traditional “crisis‐to‐crisis” management approaches. This study aims at applying a watershed based joint action approach to manage water resources. Since most watersheds have urban and rural sources of pollution and a wide disparity in access to and use of water, alternative solutions need to take an integrated approach through cooperative actions. An institutional model was applied to seven subwatersheds in Honduras to evaluate various sources and effects of water contamination and water shortages. Two specific pathways of water resources degradation were studied (contamination from coffee pulp manufacturing and urban nonpoint sources) to develop alternative solutions that mitigate downstream impacts of access to clean water. A locally driven joint mechanism to reuse coffee pulp in farming systems is proposed. Such an institutional solution can maximize benefits to both farms and the coffee pulp industry. A combination of education and investment in sanitary facilities in urbanizing areas is proposed to minimize urban sources of water contamination.  相似文献

ABSTRACT: Ground water is a vital water resource in the Choushui River alluvial fan in Taiwan. A significantly increased demand for water, resulting from rapid economic development, has led to large scale ground water extraction. Overdraft of ground water has considerably lowered the ground water level, and caused seawater intrusion, land subsidence, and other environmental damage. Sound ground water management thus is essential. This study presents a decision support system (DSS) for managing ground water resources in the Choushui River alluvial fan. This DSS integrates geographic information, ground water simulation, and expert systems. The geographic information system effectively analyzes and displays the spatially varied data and interfaces with the ground water simulation system to compute the dynamic behavior of ground water flow and solute transport in the aquifer. Meanwhile, a ground water model, MODFLOW‐96, is used to determine the permissible yield in the Choushui River alluvial fan. Additionally, an expert system of DSS employs the determined aquifer permissible yield to assist local government agencies in issuing water rights permits and managing ground water resources in the Choushui River alluvial fan.  相似文献

Natural resource management has traditionally been organized within discrete land, water, and fishery resource sectors. However, emerging environmental problems often cross these boundaries, and managers have struggled to find effective planning approaches for multi-resource concerns. No case better exemplifies these challenges than efforts to ensure sufficient flows of water for salmon in the Pacific Northwest. In this study, we investigate the organizational experiences of collaborative water and salmon recovery planning groups in the Puget Sound region of Washington. Using conceptual frameworks from organizational sociology, we examine how different regulative, normative, and cultural-cognitive institutional forces shape the structure and behavior of both water and salmon recovery planning groups. Data obtained through content analysis of planning documents and interviews with natural resource planners illustrate that legal structures, shared intra-group norms, and the distinct organizational cultures of water and salmon recovery groups constrain these organizations' ability to address linked water-for-salmon concerns. These findings illustrate that assessing institutional and organizational arrangements may be equally as important as understanding hydrology and biology when attempting to forward an integrated approach to water and fisheries management.  相似文献

Abstract: A decision support system for sustainable water resources management in a water conflict resolution framework is developed to identify and evaluate a range of acceptable alternatives for the Geum River Basin in Korea and to facilitate strategies that will result in sustainable water resource management. Working with stakeholders in a “shared vision modeling” framework, sustainable management strategies are created to illustrate system tradeoffs as well as long‐term system planning. A multi‐criterion decision‐making (MCDM) approach using subjective scales is utilized to evaluate the complex water resource allocation and management tradeoffs between stakeholders and system objectives. The procedures used in this study include the development of a “shared vision model,” a simulated decision‐making support system (as a tool for sustainable water management strategies associated with water conflicts, management options, and planning criteria), and the application of MCDM techniques for evaluating alternatives provided by the model. The research results demonstrate the utility of the sustainable water resource management model in aid of MCDM techniques in facilitating flexibility during initial stages of alternative identification and evaluation in a basin suffering from severe water conflicts.  相似文献

This article discusses ways in which the South African Government and grassroots organizations envisage and implement democracy achieved since 1994 in the field of water resources management. The focus is on the democratic, political and economic freedom and equality in resource rights for poor black women, who are central to poverty eradication. While the new water policy and law provide an enabling framework for achieving these goals, implementation on the ground encounters both new opportunities and constraints. This is illustrated by several cases of establishing South Africa's new water management institutions: catchment management agencies and water user associations. The important nexus between state‐led democratization of water resources management and bottom‐up grassroots movements is also discussed. The article concludes that the Government's affirmative and targeted intervention is indispensable for redressing gender inequalities and eradicating poverty.  相似文献

ABSTRACT: Ground water is intended to be administered in many western states as a flow or renewable resource. In Idaho, this administration is based on the appropriation doctrine of water rights. Two generalizations may be made concerning ground water. First, water artificially discharged from an aquifer system must deplete the total resource by that amount; water consumptively pumped from a well must be derived from either increased recharge, decreased discharge or a decrease of water in storage. Second, the annual rate of recharge to a ground-water system is often only a small percentage of the total resource in storage. Ground water may be divided into flow and stock portions. In those basins where the second generalization is true, most ground water may be classified as stock. However, only the flow portion of ground water may be developed if utilization of the resource is to be enjoyed over an infinite period. Data from the Raft River Basin in Idaho indicate that the flow and stock characteristics of ground water are time dependent. The resource exhibits the characteristics of both a renewable and nonrenewable resource. As a result, present administrative techniques do not provide for effective management of the resource.  相似文献
