ABSTRACT: Computer-based models together with their interactive interfaces are typically called decision support systems. DSSs are interactive computer-based information providers. The common objective of all DSSs, regardless of the frameworks, methodologies, or techniques used, is to provide timely information that supports human decision makers - at whatever level of decision making. The informational needs of the decision making process are the key considerations that motivate the development of DSSs. The growth of DSS development and use has been substantial. In spite of this impressive growth, computer-aided decision support systems can still be improved and made more useful to those they are intended to support. Researchers and practitioners, and indeed the computer industry, continue to identify ways of doing this. This paper reviews some of these needs and opportunities by focusing on the process of successful DDS development and implementation. The paper outlines an approach and some guidelines for developing DSSs. The approach emphasizes and requires considerable interaction between the DSS developers (analysts) and the DSS users (decision makers). This interaction and feedback is required throughout the entire DSS building, testing and evaluation (debugging), and implementation processes. The paper concludes by identifying some research needs and opportunities affecting DSS development and effective use.  相似文献

ABSTRACT: Ground water is a vital water resource in the Choushui River alluvial fan in Taiwan. A significantly increased demand for water, resulting from rapid economic development, has led to large scale ground water extraction. Overdraft of ground water has considerably lowered the ground water level, and caused seawater intrusion, land subsidence, and other environmental damage. Sound ground water management thus is essential. This study presents a decision support system (DSS) for managing ground water resources in the Choushui River alluvial fan. This DSS integrates geographic information, ground water simulation, and expert systems. The geographic information system effectively analyzes and displays the spatially varied data and interfaces with the ground water simulation system to compute the dynamic behavior of ground water flow and solute transport in the aquifer. Meanwhile, a ground water model, MODFLOW‐96, is used to determine the permissible yield in the Choushui River alluvial fan. Additionally, an expert system of DSS employs the determined aquifer permissible yield to assist local government agencies in issuing water rights permits and managing ground water resources in the Choushui River alluvial fan.  相似文献

This article analyses the benefits and shortcomings of the recently developed decision support systems (DSS) FLUMAGIS, Elbe-DSS, CatchMODS, and MedAction. The analysis elaborates on the following aspects: (i) application area/decision problem, (ii) stakeholder interaction/users involved, (iii) structure of DSS/model structure, (iv) usage of the DSS, and finally (v) most important shortcomings. On the basis of this analysis, we formulate four criteria that we consider essential for the successful use of DSS in landscape and river basin management. The criteria relate to (i) system quality, (ii) user support and user training, (iii) perceived usefulness and (iv) user satisfaction. We can show that the availability of tools and technologies for DSS in landscape and river basin management is good to excellent. However, our investigations indicate that several problems have to be tackled. First of all, data availability and homogenisation, uncertainty analysis and uncertainty propagation and problems with model integration require further attention. Furthermore, the appropriate and methodological stakeholder interaction and the definition of ‘what end-users really need and want’ have been documented as general shortcomings of all four examples of DSS. Thus, we propose an iterative development process that enables social learning of the different groups involved in the development process, because it is easier to design a DSS for a group of stakeholders who actively participate in an iterative process. We also identify two important lines of further development in DSS: the use of interactive visualization tools and the methodology of optimization to inform scenario elaboration and evaluate trade-offs among environmental measures and management alternatives.  相似文献

Over the last decade, New Zealand has implemented innovative reforms in respect of natural resource and environmental management. These include the Resource ManagementAct 1991 (RMA), a notable feature of which is the adoption of 'sustainable management' as the key principle guiding resource allocation and use. This and other features of the new administrative context for resource management strongly suggest a prominent role for geographicinformation systems (GIS) and related spatial information technology. In this paper we present an outline of the Regional Resource Evaluation Project (RREP), a project that has been established to explore and demonstrate the capabilities of GIS and related spatial information technology in the context of resource analysis and decision making. To date, the RREP has achieved important outcomes in terms of database design and development. An extensive information base which incorporates data on the physical and natural environment, patterns of human activity, and on social and demographic characteristics has been assembled. We describe the information systems, as well as some of the technical issues that attend to database design and development.We also provide brief reviews of two applications of the GIS to resource evaluation. One relates to the evaluation of changes in regional land use, with a focus on natural habitats. The other is concerned with land suitability assessment for plantation forestry.  相似文献

A modeling study was undertaken under a decision support system (DSS) for drinking water security in the Foshan section of the Beijiang River, a typical tidal river in the North Pearl River Delta. The DSS included a database layer, application support layer, and an application layer. As an integral part of the DSS application support layer, an integrated modeling system was developed to simulate hydrodynamics. The balance of dissolved oxygen and toxicants was based on an environmental fluid dynamics code and a water quality analysis simulation program (WASP) modeling framework. Model calibration and validation was undertaken using monitoring data in normal hydrological conditions. Four scenarios for the environmental management of water, including current water temp‐spatial feature analysis, control of pollution sources, and emergency response, were designed and analyzed in the DSS. The results indicated that the tide downstream has a distinct influence on hydrodynamics and pollutant diffusion, and the DSS could be used to design effective schemes to reduce pollutant discharges and provide emergency responses for ensuring drinking water security.  相似文献

A user-friendly decision support system (DSS) for long-term reservoir operation has been introduced with an eye to practical use. The system can assist reservoir managers to work out applicable rules for real-time reservoir operation. The DSS model has already been applied experimentally to the main reservoirs in Taiwan with success. In this study, Tsengwen Reservoir, the largest reservoir in Taiwan, was chosen to test the applicability of the model. The simulation results show that the DSS is not only well suited to long-term reservoir operation, but also very easily applied. A handy DSS was designed for user-friendly computer interaction with Microsoft Excel in the Windows system. Users can survey on-line reservoir operation with a browser on the World Wide Web (WWW). The uniform resource locator of the DSS is http://wrm.hre.ntou.edu.tw. . So users may easily access the DSS via the Internet.  相似文献

ABSTRACT: Recent developments in water quality monitoring have generated interest in combining non-probability and probability data to improve water quality assessment. The Interagency Task Force on Water Quality Monitoring has taken the lead in exploring data combination possibilities. In this paper we take a developed statistical algorithm for combining the two data types and present an efficient process for implementing the desired data augmentation. In a case study simulated Environmental Protection Agency (EPA) Environmental Monitoring and Assessment Program (EMAP) probability data are combined with auxiliary monitoring station data. Auxiliary stations were identified on the STORET water quality database. The sampling frame is constructed using ARC/INFO and EPA's Reach File-3 (RF3) hydrography data. The procedures for locating auxiliary stations, constructing an EMAP-SWS sampling frame, simulating pollutant exposure, and combining EMAP and auxiliary stations were developed as a decision support system (DSS). In the case study with EMAP, the DSS was used to quantify the expected increases in estimate precision. The benefit of using auxiliary stations in EMAP estimates was measured as the decrease in standard error of the estimate.  相似文献

In this paper we hypothesize that land use change can be induced by non-linearities and thresholds in production systems that impact farmers' decision making. Tradeoffs between environmental and economic indicators is a useful way to represent dynamic properties of agricultural systems. The Tradeoff Analysis (TOA) System is software designed to implement the integrated analysis of tradeoffs in agricultural systems. The TOA methodology is based on spatially explicit econometric simulation models linked to spatially referenced bio-physical simulation models to simulate land use and input decisions. The methodology has been applied for the potato-pasture production system in the Ecuadorian Andes. The land use change literature often describes non-linearity in land use change as a result of sudden changes in the political (e.g. new agricultural policies) or environmental setting (e.g. earthquakes). However, less attention has been paid to the non-linearities in production systems and their consequences for land use change. In this paper, we use the TOA system to study agricultural land use dynamics and to find the underlying processes for non-linearities. Results show that the sources of non-linearities are in the properties of bio-physical processes and in the decision making-process of farmers.  相似文献

In addition to estimating water‐quality conditions at unmonitored streams, the calibrated SPAtially Referenced Regressions On Watershed attributes (SPARROW) models can be used to produce estimates of yield, flow‐weighted concentration, or load of constituents in water under various land‐use condition, change, or resource management scenarios. A web‐based decision support infrastructure has been developed to provide access to SPARROW simulation results on stream water‐quality conditions and to offer sophisticated scenario testing capabilities for research and water‐quality planning via a graphical user interface with familiar controls. The SPARROW decision support system (DSS) is delivered through a web browser over an Internet connection, making it widely accessible to the public in a format that allows users to easily display water‐quality conditions and to describe, test, and share modeled scenarios of future conditions. SPARROW models currently supported by the DSS are based on the modified digital versions of the 1:500,000‐scale River Reach File (RF1) and 1:100,000‐scale National Hydrography Dataset (medium‐resolution, NHDPlus) stream networks.  相似文献

A decision support system (DSS) developed to assist the planner in decisions concerning the overall management of solid waste at a municipal scale is described. The DSS allows to plan the optimal number of landfills and treatment plants, and to determine the optimal quantities and the characteristics of the refuse that has to be sent to treatment plants, to landfills and to recycling. The application of the DSS is based on the solution of a constrained non-linear optimization problem. Various classes of constraints have been introduced in the problem formulation, taking into account the regulations about the minimum requirements for recycling, incineration process requirements, sanitary landfill conservation, and mass balance. The cost function to be minimized includes recycling, transportation and maintenance costs. The DSS has been tested on the municipality of Genova, Italy, and the results obtained are presented.  相似文献

The maintenance of a timely, reliable and accurate spatial database on current forest ecosystem conditions and changes is essential to characterize and assess forest resources and support sustainable forest management. Information for such a database can be obtained only through a continuous forest inventory. The National Forest Continuous Inventory (NFCI) is the first level of China’s three-tiered inventory system. The NFCI is administered by the State Forestry Administration; data are acquired by five inventory institutions around the country. Several important components of the database include land type, forest classification and ageclass/ age-group. The NFCI database in China is constructed based on 5-year inventory periods, resulting in some of the data not being timely when reports are issued. To address this problem, a forest growth simulation model has been developed to update the database for years between the periodic inventories. In order to aid in forest plan design and management, a three-dimensional virtual reality system of forest landscapes for selected units in the database (compartment or sub-compartment) has also been developed based on Virtual Reality Modeling Language. In addition, a transparent internet publishing system for a spatial database based on open source WebGIS (UMN Map Server) has been designed and utilized to enhance public understanding and encourage free participation of interested parties in the development, implementation, and planning of sustainable forest management.  相似文献

Land use change models are tools for understanding and explaining the causes and consequences of land use dynamics. Recently, new models, combining knowledge and tools from biophysical and socio-economic sciences, have become available. This has resulted in spatially explicit models focussed on patterns of change as well as agent-based models focused on the underlying decision processes. These developments improve the use of land use change models in environmental impact studies. This special issue documents these developments: (i) analysing the system properties in a biophysical and socio-economic context at multiple scales; (ii) integrating spatially explicit land use change models in integrated assessment models; (iii) visualising and quantifying the potential effects of land use change in trade-off curves, to support land users and policy makers in their decisions; and (iv) modelling of the actual decision making process with agent-based modelling. A new promising future development is the incorporation of dynamic feedbacks between changing land use and changing environmental conditions and vice versa. Unfortunately such dynamic feedbacks between the socio-economic and biophysical model components are still not or only partially operational in current models and are therefore the most important challenge for land use and environmental modellers.  相似文献

The economic component of NELUP occupies a key position within the decision support system, modelling the response of agricultural land use to changing market and policy conditions. Linear programming was adopted as an appropriate modelling technique, satisfying constraints imposed by the objectives and structure of NELUP. The model was constructed using information from numerous datasets and has been validated against agricultural census data for the period 1980 to 1988. Forecasting runs have included investigation of the impact of the MacSharry reforms of the CAP on agriculture in the Tyne catchment.  相似文献

TIM (Threat Identification Model) is a framework for the ex ante assessment of agricultural land management sustainability at the land unit scale that identifies sources of unsustainability within agricultural land management systems. The model explicitly links defined hazards to land productivity and environmental integrity, land resource data and information, and land management practice options using expert and local knowledge on land management and its potential effects. The model was tested in the Crystal Creek Subcatchment, a narrow coastal strip of land situated in north Queensland, Australia. This area was chosen due to the expansion of the sugar industry onto increasingly marginal land in the area, which represents a threat to sustainable land use and a requirement for careful land-use planning and land management.TIM may be used in a relational database as a stand alone decision support system for land-management planning. Its usefulness in land-use planning is greatest when it is linked to a Geographic Information System (GIS) as shown in this paper. GIS allows TIM outputs, such as constraints to agriculture and site-specific best-management practices, to be identified in a spatially explicit manner.The main advantages of TIM are that it can be done ex ante, it removes the need to define sustainability assessment criteria and indicators, it utilises current understanding of the causes and effects of land degradation and how different land-management practices influence these, and links this knowledge to definite land-management options.  相似文献

Environmental assessment of alternative development plans, programs, and policies may bring conflict among decision-makers, particularly when some quantitative measures for decision-making are needed and where cumulative impacts are neglected. Environmental impact assessment (EIA) and environmental economics theories, despite their usefulness, are not capable of addressing those issues and problems alone. In recent years, the decision support system (DSS) has provided some solutions, but mathematical analysis of the system to show the internal structure of the problem is not always possible. To addres the above shortcomings and ongoing problems of decision-making in Iran, a degradation model (DM) was introduced as an instrument of EIA, to act as a DSS for managers. The model is a compromise between knowledge-based decision support systems, detailed models, digested information models, and the basic theorem of environmental economics. In the present study (1996–2000), the model was applied in three provinces of Iran, representing three of four biogeographical regions of Iran. The study area was divided into a set of grids (100 km2). The degradation coefficient (H) was computed for all grids (1333), representing the degree of degradation in the grid. It is obvious that the higher the coefficient the more area is degraded and less prone to further development, and vice versa. In order to provide decision-makers with a set of quantitative measures to observe impacted areas (critical and noncritical) for resource allocation and further development, the degradation coefficients of all grids were classified into categories and criteria, using a fuzzy set theoretic approach. Accordingly, only 24% of study areas are prone to further development. The degradation model as a knowledge-based decision support system has its strengths and weaknesses, but it has solved managers' ongoing problems in Iran and it could be used elsewhere.  相似文献

The UK government has identified the land‐use planning system, and development plans in particular, as potentially powerful instruments for integrating national sustainability objectives into strategic decision making at local levels. One method for achieving this is through the use of so‐called ‘sustainability appraisals’, which are an extension of the established system of environmental appraisal used by planners since the early 1990s. A national framework is outlined in Planning Policy Guidance Note 12. Local authorities are now expected to conduct an environmental appraisal of their development plans which covers sustainable development issues. However, little research has been conducted on the effectiveness of current guidance in meeting this aim. By evaluating the implementation of sustainability appraisals nationally, this paper suggests that while government advice to appraise is generally being applied, the actual use of key sustainability principles in practice is rather variable. It then discusses these findings in relation to the changing context of appraisals in the UK and other national planning systems.  相似文献

In 1990 the Environmental Protection Agency (EPA) began sponsoring several pilot projects in its regional offices to examine the potential benefits of adopting a multimedia approach to facility management. This approach differs from traditional practices at EPA in that facilities (dischargers regulated under permits issued by the agency) are managed based upon their cumulative impacts to all media: air, water, and land. Currently, facilities are managed by separate programs at EPA that evaluate environmental impacts from a single-media perspective. One aspect of discharger management is the necessity to allocate limited financial resources in a way that will minimize risk to human health and the environment. A careful, risk-based prioritization of facilities is one means of providing insight to the most effective strategy of allocating monitoring, inspection, and enforcement resources. Prioritization from a multimedia perspective is particularly difficult, however, since it requires translation and integration of medium-specific facility performances, management objectives, and perceptions of risk into a cumulative rating. A computerized decision support system (DSS) designed to guide management through the prioritization process from a multimedia perspective was identified as a potentially valuable tool for use in the pilot projects. This article describes the development of such a prototype, outlines the features of the completed system, and discusses its potential for use at EPA.  相似文献

Hydraulic events are a leading cause of bridge failures. While these hydraulic events are accounted for in bridge design, changing environmental and land use conditions require continual updating of this risk. For example, after a bridge has been constructed, streamflow can change in unanticipated ways as a result of land use changes, geomorphic changes, and climate change. The objective of this research was to create a screening method able to quickly and inexpensively estimate overtopping risk across a collection of bridges based on the current streamflow conditions. The method uses a geographic information system, nationally available and standardized datasets, and recent regression equations to quantify bridge vulnerability to overtopping for flooding with varying return periods. This screening method could also be used to assist decision makers in updating the Waterway Adequacy field in the National Bridge Inventory, which indicates the overtopping risk of bridges. The method was applied to a portion of the Hampton Roads region of Virginia, United States that includes 475 bridges. The results of the analysis, when combined with transportation data for bridges, aid decision makers to assign further resources to complete more detailed analyses of bridges identified as being at risk for overtopping.  相似文献

ABSTRACT: Usability assessments were used to obtain feedback on the development of a flood forecasting decision support system. The feedback was used to guide design of system functionality, interface, training, implementation, and operations. The usability process was user focused and was dependent upon implementation of a prototype system in an operational setting. This paper describes concepts and methods applied to collect reflective and objective data on DSS components and information outputs. The general structure of the usability assessments is discussed and results of assessments are summarized.  相似文献
