In urban ecosystems, the ecological system has become completely unbalanced; this, in turn, has led to an increase in well-known problems such as air pollution, ground pollution, and water pollution. This imbalance has also led to the growth and spread of pathogens harmful to man, animals, and plants. Urban sustainability indicators, both global and local, also “indicate” the percentage of population, but these refer only to the human population, not the animal population. Cities need good waste, water, and air management, effective traffic planning, and good zoning of businesses, crafts, and services; over and above these activities, cities also need for planning to take into account the existence of pets (dogs, cats, and etc.) and nonpet animals (insects, birds, mice, etc.). Cities tend to be designed around humans and “on a human scale,” without taking into account the fact that a huge animal population is living side by side with people. That explains why overcrowding tends to go hand in hand with urbanization; all these populations, including humans, need to adapt to new spaces and often need to drastically change their behavior. This is a fact that must be included when drafting sustainable city plans. The supposed strategy is that of “integrated-participatory” control of the interactions between the environment and animals in the cities. Strategy will focus on the development of integrated approaches and tools for environment and animal management in the context of urban settings. This will require such specific methods as ecological balance sheets and ecoplans for the planning, management, and control of the interrelation among environment, animal, and public health. The objective is to develop a better understanding of urban biodiversity and of urban ecosystem functioning, in order to understand and minimize the negative impacts of human activities on them. The research will focus on assessing and forecasting changes in urban biodiversity, structure, function, and dynamics of urban ecosystems, with relationships among society, economy, biodiversity, and habitats.  相似文献

Three types of concern for animal welfare are widelyheld: Animals should feel well, they should function well, andthey should lead natural lives. The paper deals with a well-knownanswer to the question of why such concerns are morallyappropriate: Human beings have direct duties towards animals,because animals are beings that can flourish, the flourishing ofanimals is intrinsically or inherently valuable, and that whichis conducive to their flourishing is a legitimate object of moralconcern. Looking for a tenable conception of direct dutiestowards animals, the following questions are discussed: Whatshould we take it to mean that ``animal flourishing isintrinsically or inherently valuable?'' Under what conditions doesa living being's ability to flourish create direct duties towardsthis being? Is awareness or sentience required for there to bedirect duties towards a living being? Does such a requirementimply that moral concerns for animals would be limited to theirfeeling well, or does it also give way to having moral concernsfor their functioning well and leading natural lives? Can onetake into account considered judgements that claim that towardsdifferent animals we have moral duties that differ in kind and/orstrength? If environmental ethics cannot be based on theconception of direct duties here discussed, should one draw adistinction between duties towards ourselves, our fellow humanbeings, or animals, and duties regarding plants, or collectiveentities such as populations, species, and ecosystems?  相似文献

The traditional view of fire as a destructive agent requiring immediate suppression is giving way to the view that fire can and should be used to meet land management goals. Thus,fire control is being replaced by the more general concept offire management, which is based on the need to integrate fire policy with land management objectives. The social, economic, and ecologic effects of fire must be evaluated in the selection of land management alternatives.The activities of fire management organizations—fire prevention, control, and use of fire—must respond to needs of land management. Many agencies have developed fire organizations as separate entities that set their own objectives. The many land and resource managers who have recognized the need to incorporate fire considerations into land-use planning have so far lacked the techniques to do so.As a natural process, fire has an important function in forest and range ecosystems. Fire can greatly influence the quantity and quality of resource outputs; it is a two-edged sword that can either harm or benefit our goals, depending upon the complex effects of fire and the nature of our wants.The Fire in Multiple-Use Management Research, Development, and Applications (RD&A) Program was initiated by the U.S. Department of Agriculture, Forest Service, at the Northern Forest Fire Lab in Missoula to assist land managers. This profile explains what an RD&A program is; discusses its mission, goals, and approach to the problem; and tells why the approach involves federal laboratories, universities, and private research foundations.  相似文献

Ethological farm programs as they exist in Switzerland are compared with environmental farm programs in respect of demand and supply. Because animal welfare is not a public good but rather a relation that causes psychological externalities, the demand for animal welfare has a different standing in economic theory than the demand for a clean environment. The supply of animal welfare by farmers, however, largely follows the patterns known from the delivery of environmental goods. Farm size, age and education, and also family size and capital intensity are influencing variables. The paper concludes that the design of ethological farm programs should be based on broad public discussions as described by deliberation theorists rather than willingness-to-pay studies.  相似文献

Exploratory behavior is considered under the following categories: (1) extrinsic exploration in which the animal seeks information about conventional reinforcers such as food, (2) intrinsic exploration which is directed toward stimuli which may have no biological significance, further divided into inspective and inquisitive exploration. In the former the animal inspects a particular object; in the latter, the animal performs behavior to make a change in its environment, rather than merely responding to a change. Extrinsic exploration is synonymous with the ethological term, appetitive behavior. It is shown that much of the behavior indicative of frustration reported in intensively housed animals occurs when the appetitive component of a drive rather than the consummatory component, is prevented. Consideration of inspective exploration is necessary for good husbandry practice, for fear is an important competing response. Inquisitive exploration has not been widely investigated in infraprimate species, but the authors present several possible examples in the species of common agricultural animals. However, they suggest that the propensity to show this type of exploration may vary between closely related species. In environments barren to the extent of stifling exploration, animals may develop apathy, and its relevance to animal welfare is discussed.  相似文献

The concept of natural behavior is a key element in current Dutch policy-making on animal welfare. It emphasizes that animals need positive experiences, in addition to minimized suffering. This paper interprets the concept of natural behavior in the context of the scientific framework for welfare assessment. Natural behavior may be defined as behavior that animals have a tendency to exhibit under natural conditions, because these behaviors are pleasurable and promote biological functioning. Animal welfare is the quality of life as perceived by the animal. Animals have evolved cognitive-emotional systems (“welfare needs”) to deal with a variable environment. Animals do not only have so-called physiological needs such as the need for food, water, and thermal comfort. They also need to exercise certain natural behaviors such as rooting or nest-building in pigs, and scratching or dust-bathing in poultry. All needs must be taken into account in order to assess overall welfare. The degree of need satisfaction and frustration can be assessed from scientific information about the intensity, duration, and incidence of (welfare) performance criteria such as measurements of behavior and/or (patho)physiology. Positive welfare value relates to how animals are inclined to behave under natural conditions, in preference tests, and in consumer-demand studies. Negative welfare value relates to stress, frustration, abnormal behavior, aggression, and reduced fitness. Examples are given to illustrate how the need to perform natural behaviors can be assessed following the general principles for welfare assessment, providing a first approximation of how different natural behaviors affect animal welfare.  相似文献

In this essay I argue that the evolutionary and comparative study of nonhuman animal (hereafter animal) cognition in a wide range of taxa by cognitive ethologists can readily inform discussions about animal protection and animal rights. However, while it is clear that there is a link between animal cognitive abilities and animal pain and suffering, I agree with Jeremy Bentham who claimed long ago the real question does not deal with whether individuals can think or reason but rather with whether or not individuals can suffer. One of my major goals will be to make the case that the time has come to expand. The Great Ape Project (GAP) to The Great Ape/Animal Project (GA/AP) and to take seriously the moral status and rights of all animals by presupposing that all individuals should be admitted into the Community of Equals. I also argue that individuals count and that it is essential to avoid being speciesist cognitivists; it really doesn't matter whether ‘dogs ape’ or whether ‘apes dog’ when taking into account the worlds of different individual animals. Narrow-minded primatocentrism and speciesism must be resisted in our studies of animal cognition and animal protection and rights. Line-drawing into ‘lower’ and ‘higher’ species is a misleading speciesist practice that should be vigorously resisted because not only is line-drawing bad biology but also because it can have disastrous consequences for how animals are viewed and treated. Summary Vast stretches of the Obra—Renukoot—Singrauli region were once covered with natural forests. The tribal dwellings were small and interspersed. However, there has been rapid industrialisation in recent years. Quarrying for limestone, the establishment of a cement factory, thermal power stations and the construction of the G.B. Pant Sagar reservoir have resulted in a rapid build up of human population, the displacement of the original population, deforestation and conversion of natural forest ecosystems into savanna and marginal croplands. The converted ecosystems are under immense biotic stresses such as lopping, grazing, etc.The rainfall is meagre and erratic, the soils are highly weathered and impoverished, consequently the natural forests, as well as the derived ecosystems, are fragile. Signs of desertification are widespread. A rapid depletion in the wildlife has occurred. The establishment of thermal power stations and chemical and cement factories has also resulted in large scale gaseous air pollution, particularly of SO2 and HF, pollution due to particulate matter through fly ash and cement dust, and that due to liquid effluents. Surface coal mining has caused extensive damage to the natural ecosystems with growing dumps of overburden. The latter needs to be stabilised.This integrated research project on environmental degradation and its impact on air, soil, water and vegetation was divided into five sub-projects, each supervised by a principal investigator. These sub-projects were: (i) Industrial air pollutants and their effects on ecosystem structure and function; (ii) Analysis of structure and functioning of forest ecosystems; (iii) Analysis of structure and functioning of savanna and agroecosystems; (iv) Analysis of structure and functioning of watershed and water-bodies; and (v) Impact of land-use system, socio-economic- demographic conditions, and environmental perception and behavioural management. In these studies dynamics of plant biomass, productivity and nutrients, and biochemical—physiological responses of plants to pollution were emphasised. Environmental perceptions of the native and displaced populations were also studied.The paper outlines a range of recommendations which should help to improve the environmental quality of the region.This article summarises a Man and the Biosphere research project which was sponsored by the Ministry of Environment and Forests of the Government of India. The team of principal investigators comprised Professors J.S. Singh, D.N. Rao, R.S. Ambasht, K.P. Singh, B.S. Gupta and M. Agrawal. The study was coordinated by Professor J.S. In this article I discuss the thesis put forward by David Gunkel and Mark Coeckelbergh in their essay Facing Animals: A Relational, Other-Oriented Approach to Moral Standing. The authors believe that the question about the status of animals needs to be reconsidered. In their opinion, traditional attempts to justify the practice of ascribing rights to animals have been based on the search for what is common to animals and people. This popular conviction rests on the intuition according to which we tend to treat better those beings that are closer to us and resemble man in one way or the other. The attempts to ascribe a special status to animals are therefore based on the question “What properties does the animal have?”. However, the question is not well formulated because it leads to a number of ontological and epistemological problems. The question should rather be “What are the conditions under which an entity becomes a moral subject?”. Whilst fully subscribing to the suggestion, I cannot agree to the way the question is understood by both authors. I will demonstrate that the question opens up a transcendental dimension of reflections and may provide a clear justification of the need to engage in animal ethics. To do so, I will separate the easy and hard problems of animal ethics and use a different approach from the one suggested by Gunkel and Coeckelbergh to demonstrate how the need to pursue animal ethics may be justified.  相似文献

The current Mexican environmental law provides the legal basis for comprehensive land-use planning. Under the law, development of natural ecosystems must combine goals, policies, and practices towards the sustainable use of natural resources and the protection of biological diversity. Thus, ecosystem manipulation must be able to counter fragmentation of natural ecosystems and isolation of natural reserves, while providing for human needs. Assessment of the potential of natural ecosystems and management impacts are required. Multiple-resource simulation is an assessment and land-use planning tool that permits managers and decision makers to comply with the law, providing a flexible, user-oriented system that can meet the needs of managers, conservationists, and researchers. A multiple-resource model and an example of how it can be applied to meet planning needs is presented for discussion.  相似文献

Animal production, especially pork production, is facing growing international criticism. The greatest concerns relate to the environment, the animals’ living conditions, and the occupational diseases. But human and animal conditions are rarely considered together. Yet the living conditions at work and the emotional bond that inevitably forms bring the farm workers and the animals to live very close, which leads to shared suffering. Suffering does spread from animals to human beings and can cause workers physical, mental, and also moral suffering, which is all the more harmful due to the fact that it is concealed. The conceptual tools used to conceal suffering (“animal welfare,” stress, pain) suggest that the industrial system can be improved, whereas for farmers it is by definition incompatible with animal husbandry.  相似文献

ABSTRACT: The planning and developing of water resources to meet the country's needs for water supply, flood control, hydroelectric power, irrigation, and navigation now needs to take more account of environmental needs and regulations. Water resource development is often beneficial to the environment, but may also be harmful, as in cases involving salmon and various other endangered species. As a national objective, the environment must be preserved and in some cases restored; but how can this be done consistent with other national objectives, relating to life and welfare of human beings? This problem has aroused the concern of many engineers and water scientists. As a result, a national conference on this subject was held in Chicago in June 1998, as an integral part of ASCE's Annual Conference on Water Resources Planning and Management and the Annual Conference on Environmental Engineering. At the conclusion of that conference, a post-conference meeting was held by a group of prominent water resource practitioners. It was concluded at this meeting that action should be taken by our government to establish a new form of interagency approach, involving the states, as a means of coordination in cases of national importance.  相似文献

The problem of acid deposition and its harmful effects on aquatic ecosystems has created a new branch of science that is called upon to provide the knowledge on which legislative controls can be based. However, because of the nature of existing legislation, which requires evidence of cause and effect between industrial emissions and pollution, and because of science's inability to provide this information over the short term, considerable controversy has arisen about whether sufficient information exists to warrant control measures at this time. Among those who advocate controls, there is genuine divergence of opinion about how stringent the controls must be to achieve any desired level of protection.The controversy has led to an impasse between the scientific and political participants, which is reflected in the slow pace of progress toward an effective management strategy. Resolution of the impasse, at least in the short term, may demand that science and politics rely on empirical models rather than explanatory ones. The empirical model, which is the major proposal in this article, integrates all of the major variables and many of the minor ones, and constructs a three-dimensionally curved surface capable of representing the status of any waterbody subjected to the effects of acid deposition. When suitably calibrated—a process involving the integration of knowledge and data from aquatic biology, geochemistry, meteorology, and limnology—it can be used to depict limits to the rate of acid deposition required for any level of environmental protection. Because it can generate a pictorial display of the effects of management decisions and legislative controls, the model might serve as a basis for enhancing the quality of communication among all the scientific and political participants and help to resolve many of their controversies.  相似文献

The project on Biodiversity Uncertainties and Research Needs (BURN) ensures the advancement of usable knowledge on biodiversity by obtaining input from decision makers on their priority information needs about biodiversity and then using this input to engage leading scientists in designing policy-relevant research. Decision makers articulated concerns related to four issues: significance of biodiversity; status and trends of biodiversity; management for biodiversity; and the linkage of social, cultural, economic, legal, and biological objectives. Leading natural and social scientists then identified the research required to address the decision makers' needs and determined the probability of success. The diverse group of experts reached consensus on several fundamental issues, helping to clarify the role of biodiversity in land and resource management. The BURN participants identified several features that should be incorporated into policy-relevant research plans and management strategies for biodiversity. Research and assessment efforts should be: multidisciplinary and integrative, participatory with stakeholder involvement, hierarchical (multiple scales), and problem- and region-specific. The activities should be focused regionally within a global perspective. Meta-analysis of existing data is needed on all fronts to assess the state of the science. More specifically, the scientists recommended six priority research areas that should be pursued to address the information needs articulated by decision makers: (1) characterization of biodiversity, (2) environmental valuation, (3) management for sustainability—for humans and the environment (adaptive management), (4) information management strategies, (5) governance and stewardship issues, and (6) communication and outreach. Broad recommendations were developed for each research area to provide direction for research planning and resource management strategies. The results will directly benefit those groups that require biodiversity research to address their needs—whether to develop policy, manage natural resources, or make other decisions affecting biodiversity.  相似文献

The term moral considerability refers to the question of whether a being or set of beings is worthy of moral consideration. Moral considerability is most readily afforded to those beings that demonstrate the clearest relationship to rational humans, though many have also argued for and against the moral considerability of species, ecosystems, and “lesser” animals. Among these arguments there are at least two positions: “environmentalist” positions that tend to emphasize the systemic relations between species, and “liberationist” positions that tend to emphasize the attributes or welfare of a particular individual organism. Already, this classic conflict provides for some challenging theoretical clashes between environmentalists and animal liberationists. The question of moral considerability is complicated, however, by recent developments in genetic engineering. Some animals, like pigs and fish, have been genetically modified by humans to grow organs that can then be transplanted into humans. If environmental arguments for the moral consideration of species are correct, then we are released from our obligations to morally consider those animals that we have genetically modified, since they are by their nature always an “invader species.” If, instead, the welfare of the animal is of penultimate importance, then there is a case for strengthening the moral considerability of GM animals over “naturally-occurring” animals, since they bear a closer relationship to humans. This would appear to be an intractable problem, a “bad marriage,” as Mark Sagoff once proposed. This paper argues that the case of invasive transgenic animals exposes weaknesses in this classic conflict, and particularly, in the framing of this conflict. To remedy this framing problem, this paper argues for a reconceptualization of the term “moral considerability,” instead urging a strong distinction between moral considerability, moral relevance, and moral significance.  相似文献

Over the last years, Norway has revised its animal welfare legislation. As of January 1, 2010, the Animal Protection Act of 1974 was replaced by a new Animal Welfare Act. This paper describes the developments in the normative structures from the old to the new act, as well as the main traits of the corresponding implementation and governance system. In the Animal Protection Act, the basic animal ethics principles were to avoid suffering, treat animals well, and consider their natural needs and instincts. In addition, a principle for balancing our duties towards animals with the needs and interests of humans was expressed by the formulation “unnecessary suffering.” These principles (only with slightly different formulations) are retained in the new act. The novelty of the new act is shown by its explicit intention to promote respect for animals and its recognition of animals’ intrinsic value. Whereas intrinsic value is only given a symbolic function, the notion of respect is intended to have practical consequences. One interpretation of respect for animals is taking the animal’s integrity—and not only welfare—into account. Another is to see the introduction of respect as a call to animal keepers to provide animals with welfare exceeding the minimum requirements. In several respects, the legal system now seems to leave more responsibility to the individual animal keeper—and to citizens in general. I argue that if the authorities really do want to promote respect for animals, they must at the same time initiate activities to achieve this. In my perspective the challenge is to provide adequate measures to achieve in practice the intended respect for animals expressed in the new act.  相似文献

We investigated differences in vegetation composition and dynamics for two globally rare ecosystems, bracken–grasslands and northern–dry forests of northern Wisconsin. These ecosystems commonly have been viewed as degraded pine barrens. Bracken–grasslands contained a high dominance of exotic species, low native richness, and no obvious prairie species, suggesting logging-era anthropogenic origins. Differences in cover for common plants among ecosystems were examined using Mann-Whitney U tests of equivalence. Cover of all 8 graminoid species, 4 of 5 Ericaceae and Myricaceae species, and 10 of 17 species of forbs were significantly different between ecosystems. Vegetation changes over a 4-year period were examined through detrended correspondence analysis (DCA) and analysis of variance (ANOVA) repeated measures. DCA analyses of community composition failed to detect significant temporal trends within individual management units, although differences were apparent between ecosystems, regardless of sample year. In addition, no apparent patterns could be detected between years when comparing dominant individual species to management history (prescribed fire). This is contrary to what would be expected for a degraded pine barrens and questions the efficacy of using repeated prescribed fire as a management tool in bracken–grasslands. Methods for conservation and restoration of xeric ecosystems of northern Wisconsin have historically relied heavily on single species (e.g., sharp-tailed grouse) wildlife models, without full consideration of other factors. We suggest that stakeholders involved in these restoration projects examine historic processes and reference conditions prior to formulating management goals. Greater attention to the differentiation and individual management needs of pine barrens, northern–dry forests, and bracken–grasslands is needed.  相似文献

This paper tries to characterize the factors determining human relations with its environment and to identify the drives of those behavioral patterns and “praxis”. One scrutinizes the physiological and psychological factors that influence those drives, and tries to determine ways of overriding instinctive drives in favor of rational, sustainable ones. It focuses its attention on the way the different ecosystemic, economic and socio-cultural systems work, and pin-points the critical issues in view of the development of sustainable behavioral patterns. Also the values that must build the new behavioral paradigm, as well as the ways to ensure the evolutionary quantum-leap necessary to ensure this sustainable condition, and the fulfilment, at every level, the different needs of humans and human societies, are analyzed. In conclusion, it stresses the fact that any reliable and long lasting change towards a sustainable behavior must start at the individual and the close social groups levels, and of the development of new factors of self-fulfillment and gratification, able to support and foster that change. The proposed epistemological approach is particularly innovative, precisely because of this emphasis on the individual drives and the way they determine the global patterns of environmental use, as well as the way they can evolve into a more rational (human) character. In short, the paper focuses itself in the way man can evolve from its natural animal instincts and drives toward more rational ones, humanizing its behavior and turning, therefore, into an able actor of the process of sustainability building.  相似文献

Most discussions on animal experimentation refer to domesticated animals and regulations are tailored to this class of animals. However, wild animals are also used for research, e.g., in biological field research that is often directed to fundamental ecological-evolutionary questions or to conservation goals. There are several differences between domesticated and wild animals that are relevant for evaluation of the acceptability of animal experiments. Biological features of wild animals are often more critical as compared with domesticated animals because of their survival effects. An important issue is what is called here “natural suffering”: the suffering from natural circumstances. Should this type of suffering be taken into account when suffering from experimentation is evaluated? As an answer, it is suggested that ``natural functioning'' should be considered as an additional standard in the evaluation of wild animal experimentation. Finally, two topics related to the ecological context are considered. Firstly, the often inevitable involvement of non-research animals in wild animal experimentation, and secondly, the eco-centric approach to nature conservation. According to the latter position, animals are subordinated to ecosystems. All these aspects make the evaluation of wild animal experiments much more complex than experiments with domesticated animals. Preliminary scores are proposed to deal with these aspects. It is argued that this should not lead to a more complex governmental regulation, since an effective maintenance and control are hard to realize and one may loose the cooperation of researchers themselves. In addition, non-governmental professional organizations such as research societies and funding organizations play a pivotal role.  相似文献
