There is a growing concern about integrating biodiversity into urban planning, yet, discussions are concentrated on science-informed planning in general. Few have explored the integration of biodiversity in specific planning instruments, especially in African cities. This paper examines how and what components of biodiversity are integrated into master plans, medium-term plans, building codes, zoning codes and permits in Kumasi City, Ghana. There is limited integration of biodiversity in most planning instruments as they were mostly designed on the basis of health, safety and economy. Allied to lack of funding and public participation, biodiversity in Kumasi is under significant threat from rapid urban development. Creating an opportunity for popular participation and decentralizing the planning system could set the preconditions for local integration and revision of instruments. Simplifying the definition of biodiversity could increase local planners’ appreciation, understanding and their ability to make use of biodiversity data.  相似文献

The coastal zone of Ghana is home to about a quarter of the total population of the country and its importance has been well emphasised in policy documents, such as the Ghana Shared Growth and Development Agenda, the National Climate Change Policy as well as the National Environmental Policy. However, environmental degradation remains a critical issue as dependence on coastal natural resources continues to increase, and its effect is being felt more strongly by certain groups than others. This paper identifies women as key stakeholders, and through an empirical assessment highlights the need to factor their environmental attitudes and values into efforts to manage the coast in an integrated manner. The results show that respondents generally had positive environmental attitudes, which did not translate to good environmental behaviour. Respondents placed the greatest importance on the coastal natural resources as sources of wealth creation and of food, values which are often described as being “anthropocentric”. Hence, initiatives that could win the support of the local people and also help manage coastal resources effectively are those that link the livelihoods and well-being to coastal natural resource management.  相似文献

/ The search for sustainable development provides the impetus forexamining the role of indigenous institutions and their ecological knowledgein environmental assessment and local sustainability. This paper attempts totrace the evolution of environmental assessment in Ghana. Focusing on theAshanti Region, the paper further discusses the nature and operations ofindigenous institutions, their ecological knowledge, beliefs, practices, andsocial norms that are relevant to environmental assessment process in thecountry. Some of the challenges that emerge from the discussions arehighlighted. There is a need to establish environmental assessment andcooperative management boards that would include representatives ofindigenous institutions. Ghana is the second largest producer of gold in sub-Saharan Africa, and has experienced a significant increase in national mining production over the last two decades. Between 1983 and 1998, the mining industry brought approximately US $4 billion in foreign direct investment to Ghana. While large-scale gold mining has seen a significant increase, artisanal gold and diamond mining product have grown exponentially. While much research has been conducted on gold mining in Ghana, there is relatively little research on the environmental and human development consequences of diamond mining in the country. Unlike other West African countries such as Sierra Leonne and Liberia, small-scale diamond mining in Ghana has not been linked to conflict but its role in development has also been relatively modest. This paper examines large and small-scale mining in Ghana's largest diamond mining town, Akwatia, and their relative impact on environmental degradation, health, and the livelihood of artisanal miners. We conclude that while an increase in artisanal diamond mining has been a means of employement and income-generation for small-scale miners, there are some human development challenges, related to environmental burden from land degradation and health. GCD is an ailing mining company in Ghana, in desperate need of an injection of capital to keep the mine alive, but botched bidding has slowed the process of de-regulating the company. We also conclude that the de-regulation of GCD may lead to a relatively reduced environmental burden in Akwatia and more revenue for the GCD to invest in the human development needs of communities in the town.  相似文献

In many communities in northern Ghana, the environment has been altered by complex natural and human driven forces with significant impact on the lives of their inhabitants. The need to formulate an improved, holistic and consistent methodological approach to assess the problem is critical for sustainable natural resource management. This paper examines the potential of the DPSIR environmental assessment framework utilizing GIS‐based participatory methodology in the assessment of environmental degradation in northern Ghana. Community truthing tools such as key informant interviews, focus group discussions, participant observation and participatory Geographical Information Systems (GIS) were employed as a means of soliciting societal responses integrated to conventional GIS spatial analysis to measure the indicators of the Driving force–Pressure–State–Impacts–Response (DPSIR) assessment framework. Post classification GIS imagery results show a marked natural vegetation decrease of 634 km2 (42%) of the study area with a corresponding increase of 600 km2 (39%) of grasses and built‐up and barren environment in the period of 14 years from 1990 to 2004. This is attributed to extreme climatic conditions and human driven causes such as poverty, population growth, migration and land tenure system. Poverty reduction strategies, amendment of the Mining and Mineral Law (PNDC law 153), improvement of the existing land tenure system and the control of migrants and Fulani herdsmen from neighbouring Burkina Faso were some of the solutions selected by the research participants, to be emphasized in the National Environmental Action Plan (EPA Act 490). This paper concludes that the DPSIR environmental assessment framework is an effective means of organizing complex environmental information to facilitate policy decision making.  相似文献

The traditional culture of Ghana stressed a strong relationship with the environment, and a culturally acceptable environmental management resulted from strictures and taboos related to the land. Following its independence in 1957, Ghana has enacted laws that reflect an enlightened environmental policy. These are especially important because of the difficulties Ghana has had in its economic development using Western technology that has damaged the fragile tropical ecosystem. A key aspect of Ghana's policy is the attempt to marry scientific knowledge and traditional beliefs for environmentally sound management of Ghana's resources.  相似文献

This paper reports on a nationwide survey of environmental farm plan programmes and plan characteristics, towards determining New Zealand's (NZ's) capability and eligibility for reporting on the Organisation for Economic Cooperation and Development's (OECD) environmental whole farm management plan agri-environmental indicator. Considerations regarding the validity of the indicator are discussed. Environmental farm planning in NZ is widespread, fragmented, and diverse. Nine of NZ's 16 regional authorities have environmental farm plan programmes involving 20 different types of environmental farm plans. Potentially half of NZ's total area of farmland is included, but this is reduced by limited and selective use of environmental farm plans as policy instruments. Three authorities are capable of readily reporting the number and coverage of their environmental farm plans; six would need to manually compile the information. Compliance monitoring is mostly informal, but necessary for checking the implementation of plan works and actions. Eligibility of NZ environmental farm plans cannot be determined until the OECD define acceptance standards. A contemporary definition of environmental farm plans is proposed, along with additional criteria necessary to ensure such plans are credible indicators of issue ownership, adoption of best management practice, and landscape changes intended to improve environmental quality.  相似文献

The failure to anticipate the public's response to environmental problems can lead to expensive delays, bad public relations, and litigation, as well as environmental decisions that do not represent public values and preferences. This study examines the influence of conflict between management goals, perceived resource scarcity, and information bias on evaluations of the importance of management goals; the perception of conflicts among the goals; and the emotions evoked in an urban forest management problem. Environmental problem scenarios were systematically manipulated as to the level of conflict between development and natural preservation goals, the scarcity of urban nature, and the bias of the presented information. Evaluations of the importance of urban nature and economic development were susceptible to manipulations of scarcity. The importance of urban nature was also higher when information was biased toward pro-preservation issues. Negative emotions were associated with high conflict and scarcity and with the propreservation information bias. Both evaluations of goal importance and conflict among goals appeared to be based on an underlying economics-versus-amenity dimension. These results are similar to previous studies of environmental decision making with regard to nonurban environmental problems. This research offers a beginning in understanding and anticipating the way members of the public may respond to information about environmental problems.  相似文献

Environmental justice frameworks predominantly focus on exploration of socio-environmental inequalities faced by racial, ethnic, religious, cultural and low-income groups. This article aims to expand this mainstream focus of the environmental justice concept on these groups by conceptualising urban/rural division as a group difference, based on which rural communities face with socio-environmental burdens of environmental policies in relation to their urban counterparts. It is based on the analysis of Turkey’s small-scale hydroelectricity power plant (HPP) development policies, referring to the planning and constructions of approximately 1500 hydropower plants across the country, along with country’s modernist agenda, i.e. achievement of economic development, social progress and urban transformation of Turkey. These power plants are also strongly associated with numerous socio-economic, environmental and cultural impacts on local rural communities and local environments with dozens of local opposition movements, while favouring needs, interests and lifestyles of urban communities. This point deserves a systematic conceptualisation within the environmental justice frameworks as it helps to further explain deep causes of socio-environmental inequalities particularly in developing country contexts. Thus, this article is built on such a conceptualisation arguing the necessity to integrate urban/rural division as a separate group difference to environmental justice frameworks by examining modernisation and urbanisation nexus in Turkey’s small-scale HPP development process.  相似文献

/ Environmental settings were defined, through an overlay process, as areas of coincidence between categories of three mapped variables\Mland use, surficial geology, and soil drainage characteristics. Expert judgment was used in selecting factors thought to influence sediment and nutrient concentrations in the Albemarle-Pamlico drainage area. This study's findings support the hypothesis that environmental settings defined using these three variables can explain variations in the concentration of certain sediment and nutrient constituents. This finding underscores the importance of developing watershed management plans that account for differences associated with the mosaic of natural and anthropogenic factors that define a basin's environmental setting. At least in the case of sediment and nutrients in the Albemarle-Pamlico region, a watershed management plan that focuses only on anthropogenic factors, such as point-source discharges, and does not account for natural characteristics of a watershed and the influences of these characteristics on water quality, may lead to water-quality goals that are over- or underprotective of key environmental features and to a misallocation of the resources available for environmental protection.KEY WORDS: Environmental setting; Water quality; Watershed management; Nutrients; Sediment  相似文献

For the last three and half decades, Botswana has been widely acclaimed to be one of sub-Saharan Africa's longest and most stable liberal democracies, coupled with and sustained by a growing economy. One of the major contradictions, however, within this development scenario, has been the neglect of environmental problems in the country in general, and urban environmental issues in particular. Part of the problem fueling the misconception of environmental issues in Botswana is the state's domination of the country's environmental agenda. This is linked to the power disjunction in decision-making and policy processes between state and nonstate actors over the most appropriate course of action to tackle the problems. Without adopting appropriate analytical frameworks, it is possible that the problem of urban environmental mismanagement in Botswana will persist. This article examines some of the major urban environmental issues in Botswana from neighborhood, citywide, and urban–rural interface perspectives. Further, the elite theory of public policy is used to explain constraints on policy change in the urban environmental management arena in Botswana.  相似文献

Abstract:  This study applies spatial analyses to examine the consequences of accelerated urban expansion on a hydrologic system over a period of 24 years. Three sets of historical aerial photos are used in a GIS analysis to document the geomorphic history of Las Vegas Wash, which drains the rapidly growing Las Vegas urban area in southern Nevada. New spatial techniques are introduced to make quantitative measurements of the erosion at three specific time intervals in the hydrologic evolution of the channel and floodplain. Unlike other erosion studies that use two different elevation surfaces to assess erosion, this study used a single elevation surface to remove systematic and nonsystemic elevation errors. The spatial analysis quantifies channel changes for discrete time periods, calculates erosion volumes, and provides a foundation to examine how the specific mechanisms related to urban expansion have affected Las Vegas Wash. The erosion calculated over 24 years is the largest documented sediment loss attributed to the effect of rapid urban growth.  相似文献

Previous comparative studies on environmental policies in the East and West mainly focused on relating differing features of environmental management to different political, social/economic, and ideological conditions in both systems. The present article attempts to identify common experiences. In this respect, an obvious similarity can be seen in the fact that environmental management in the East and West emerged as a regulatory “command and control” approach, which was supplemented later by economic incentives. The 1988 USSR Resolution “On the Radical Transformation of the System of Natural Conservation” introduces a set of economic instruments as one of its main elements. This is less a radical change of environmental policy than a determined acceleration of previous approaches. Existing and newly designed economic methodologies provoke a comparison with similar approaches in market economies. The economic methods designed in the 1988 resolution include charges for the use of natural resources and the emission of pollutants, which are notable for their firm commitment to reduce emissions even below set regulatory standards. While experiences with this approach may be of great interest for Western countries, liability regulations of the United States can be of great use for designing relevant provisions implementing the USSR resolution. A number of bilateral treaties have demonstrated already the political relevance of an East-West exchange of experience in environmental management.  相似文献

Local governments in Australia, especially in large urban areas, have faced a challenge of the growing quantity of waste generated and the diminishing space for waste disposal in recent years. The central government has demonstrated the importance of developing strategies to make full environmental costs and impacts of waste disposal and material recovery accountable for waste management decision-making. However, research into this field is limited. This paper investigates environmental accounting practices in local government waste management. From a survey conducted with local government authorities in New South Wales (NSW) Australia, it is found that overall the level of direct waste flow and activity accounting is higher than the level of hidden and external environmental cost accounting, though local governments tend to identify and use more physical information associated with waste flows and activities than relevant monetary information. External environmental impacts of waste disposal are often overlooked and show the lowest level of practices. The survey results also indicate that urban local governments have taken more environmental information into account than rural local governments, but such difference is not significant between local governments of different sizes. The complexity of waste technical services and operations is confirmed to have a positive and significant effect on the level of environmental accounting for waste management across local governments surveyed.  相似文献

/ Environmental impact assessment (EIA) has been identified as an important instrument for facilitating sustainability. However, to do so requires the integration of sustainability into EIA theory and practice. The sustainability concept is a valid and important environmental management perspective. However, many issues and obstacles need to be addressed further if the concept is to be translated into practical strategies. Sustainability can potentially infuse EIA with a clearer sense of direction, an ethical foundation, a mechanism for establishing priorities and assessing choices, and a means of linking EIA to other environmental management instruments. Conceptually, EIA and sustainability can be integrated, but frameworks should be refined, adpated to context, and linked to related initiatives. Sustainability should be explicitly incorporated into EIA legislation, guidelines, and institutional arrangements. An experimental approach to testing, assessing, and sharing experiences is suggested.A framework is first presented that defines and characterizes the sustainability concept. A further framework is then described for integrating sustainability into EIA at the conceptual level. The integration of sustainability and EIA at the regulatory level is next addressed through an overview of sustainability initiatives in EIA requirements in Canada. The Canadian examples include many promising initiatives but these and other experiences will need to be monitored, shared, and integrated into comprehensive environmental management strategies. There is a growing interest among scholars in instruments based on environmental worldview. Several studies have used instruments of this kind to compare groups of children or to assess the impact of environmental education initiatives (EEIs) on children’s environmental worldview. When using scales of this nature, it is important to control for factors that might blur the true impact of EEIs. One such factor - and which may have been neglected - is personality. This study (n = 957) examines the link between environmental worldview of Belgian adolescents (as measured by the New Environmental Paradigm scale for children - NEP) and their personality (as measured by the Hierarchical Personality Inventory for Children - HiPIC). The results show that adolescents who are willing to take responsibility for their actions and who feel in control over the outcomes of their decisions are more likely to have an ecocentric worldview. Furthermore, this study demonstrates that, for Belgian adolescents, egocentrism and ecocentrism are opposite conceptions. All correlations were, however, small and showed no deterministic pattern in the relationship between adolescents’ environmental worldview and personality, indicating that worldviews are not stable or innate characteristics within individuals, but can be influenced by interactions between the individual and its context. Personality traits explained only a very small part of the variation in adolescents’ environmental worldview (.7%), suggesting that they are unlikely to blur the impact of EEIs in worldview-based assessment. This is an important finding as it indicates that the results of studies showing differences in the environmental worldview of different groups of respondents or changes in their environmental worldview as a result of taking part in an EEI are not artefacts of non-control for personality and that they may, therefore, reflect genuine differences, changes or impacts.  相似文献

As a result of Structural Adjustment Programme from the 1980s, many developing countries have experienced an increase in resource extraction activities by international and transnational corporations. The work reported here examines the perceived impacts of gold mining at the community level in the Wassa West District of Ghana, Africa and discusses those perceived impacts in the context of globalization processes and growing multinational corporate interest in Corporate Social Responsibility (CSR). Interview data compared community members' perceptions with those of company representatives in three communities. The results indicate that communities held companies responsible for a series of economic, social, and environmental changes. While recognizing some of the benefits brought by the mines, communities felt that the companies did not live up to their responsibility to support local development. Companies responded by denying, dismissing concerns, or shifting blame. Findings from this work show that lack of engagement and action by government agencies at all levels resulted in companies acting in a surrogate governmental capacity. In such situations, managing expectations is key to community-company relations.  相似文献

This paper focuses on impediments to environmentally sound management practices and how these might be overcome, with an emphasis on the role of environmental management systems, supply chains and civil society. It argues that: Farmers are under increased pressure to cut costs and improve production but with little opportunity to increase prices. Commonly short-term economic interest has damaging environmental implications. Current government policy, in Australia and in many other jurisdictions, relies heavily on voluntary arrangements, education and information, as the main policy instruments through which to persuade farmers to adopt better environmental farm management - e.g. the recent push to encourage the use of voluntary environmental management systems. However, there is good evidence to suggest that these can only make a valuable contribution when combined with a range of other policy instruments, including positive and negative incentives, intervention by third parties and in some cases, an underpinning of regulation. Arguably, what is needed is a strategy that builds on the strengths of voluntary environmental management arrangements while compensating for their weaknesses by combining them with other, complementary policy instruments. If so, we must engage with a range of questions that have not so far figured substantially in the policy debate. Although the principal focus has been on the role of government in bringing about on-farm change in management practices, supply chain pressure (at least in respect of agricultural chemicals and practices which threaten food safety) and civil society action are also potentially powerful mechanisms for bringing about change. Government can and should play a role in harnessing such forces in the interests of improved environmental on-farm practices.  相似文献
