On the face of it, the 1990s have marked the transformation of the UK's waste management policy. A commitment to waste minimisation and recycling, within the terms of the internationally accepted waste hierarchy, have replaced an almost complacent defence of landfill. However, aside from the dramatic transformation of the vocabulary, the reality of local authority waste disposal has, with a few notable exceptions, been characterised more by continuity than revolution. This article suggests that the modesty of local authority recycling is best explained through an appreciation of what can be described as recycling practice. Recycling in the UK has taken a distinctive form comprising: environmentalism, entrepreneurialism and policy advocacy. The components of this practice explain both the successes and failures of local authority recycling. Despite its oppositional roots, the Conservative Government found 'recycling practice' conducive to their reliance upon a mix of aspirational targets and market-based instruments (MBIs). Advice circulated as guidance to local authorities emphasised viability as the principal criterion of scheme assessment and in such a way sustained the limited scale and ambitions of recycling practice.  相似文献

Since the early 1990s, waste minimisation clubs have been important sources of information for industry in the UK on clean technology and sustainable waste management practice. Despite this contribution, concern has grown about the declining number of clubs, their performance and the likelihood that they will continue to play a key role in national policy.This paper examines the evidence available and provides estimates of how the numbers varied in England since the first clubs were formed. The results presented indicate that, after initial expansion, numbers went into decline. The paper then explores, using economic theory, why this pattern should have developed and suggests it to be a function of how clubs were designed and managed. The results of the analysis are used to propose alterations in how future clubs could be designed so that they continue to contribute effectively to the development of sustainable waste management in UK industry. These lessons are of value to policy in both the UK and other countries considering the development of this important tool of waste strategy. As a result of the UK Government's waste policy, which increasingly encourages sustainable development, and the realisation that water in the UK cannot be treated as an unlimited resource, there is growing interest in reducing the demand for water by industry. A series of industrial waste minimisation clubs have been set up within the country. This paper identifies the effectiveness of these clubs in reducing the demand for water. An overview of some of the clubs show how there is a major discrepancy between potential and implemented water savings, whilst a more detailed analysis of three specific examples show how water demand and cost to the company can be reduced, with the project paying for itself within around 1 year. It appears that companies are able to reduce water consumption by approximately 30%. If this level of saving was taken up by the entire industrial sector in England and Wales, water consumption could be reduced by approximately 1500 Ml/day. This reduction would be more significant in regions of lower rainfall, for example East Anglia and Southeast England.  相似文献

Moving up the waste hierarchy is a key priority for UK waste policy. Waste prevention requires policy interventions to promote reuse. The term ‘reuse exchange’ has been adopted by UK policy makers to describe a variety of second-hand trading outlets including car boot sales, charity shops and online exchange sites. As waste policy is based on tonnage diverted from disposal (or landfill), policy interventions to promote reuse exchange will be based on the weight of goods estimated to be flowing through these sites. This paper uses a combination of field survey data and scale-up estimation to quantify and characterise the weight of goods exchanged at car boot sales in England in 2012. This is estimated at 50–60 000 tonnes per annum. The paper emphasises that movement up the waste hierarchy brings waste policy into closer contact with household consumption practices. It draws on qualitative research to show that, for participants, car boot sales are not associated with waste prevention. Instead, car boot sales rely on stocks of surplus household goods and exemplify the culture of thrift, which enables more, not less, consumption. The paper shows the collision between the social values that inform thrift and the environmental values that underpin reuse; and it argues that the policy goal of enhanced recovery for reuse might best be achieved by working with consumer culture. Two ways of achieving this are suggested: interventions that make it easier for consumers to do the right thing, through promoting opportunities for the circulation of stocks of surplus goods, for example, through increasing the frequency of car boot sales; and interventions which recognise that car boot sales also generate waste, which could be recovered for reuse.  相似文献

One of the most controversial planning issues internationally is the siting of waste disposal infrastructure in local communities. Compensation is viewed as a possible solution to siting difficulties in many countries. However, existing empirical evidence is conflicting as to whether or not compensation-based siting has reduced opposition to such developments. Thus, before compensation policy can be considered as the solution for recognising social costs and introducing equity into the waste planning system, it is important to understand why people reject waste disposal infrastructure developments and if this rejection continues over the lifetime of facility operations. This paper utilises information gathered through surveys to examine the effects of distance, local authority consultation efforts, experience and other factors, on attitudes towards non-hazardous solid waste landfill developments in two examples of a potential and actual host communities. Our findings suggest distance proxies expectations of environmental risk in communities with no experience of living with landfill infrastructure. Community consultations by authorities are consistently important, even after a landfill has been in operation for a number of years. This suggests to policy makers to consult thoroughly and adequately before pursuing compensation policies.  相似文献

Due to increasing pressure from the European Union to meet recycling and recovery targets, (e.g. the packaging waste, waste electronic equipment and landfill directives), both the Irish and England's governments’ policy on waste management is changing to meet these pressures, with major emphasis upon the management of biodegradable municipal waste (BMW). In particular, the EU landfill directive requires reductions in the rate of biodegradable waste going to landfill to 35% by 2016. The objective of this paper is to examine how Ireland plans to meet this challenge and to compare the Irish strategy to that being adopted in England. The approach in England is driven by a clear understanding that the practice in the late 1990s was unlikely to ensure compliance with EU targets by the set dates. England has therefore developed a discrete, programme (Waste Implementation Programme) to drive a new approach, based on rigorous science and international best practice, which includes a Demonstrator Programme for new technologies. The dynamic, high cost, large scale programme in England stands in sharp contrast to that for Ireland and only future, detailed analysis of outcomes will be able to evaluate the cost effectiveness of each.  相似文献

In policy support of municipal solid waste (MSW) management, life cycle assessment (LCA) can serve to compare the environmental or economic impacts of two or more options for waste processing. The scope of waste management LCAs generally focuses less attention on future developments, e.g., where will recycling take place, and more on the environmental performance of prototypes, e.g., the incineration of all waste compared to recycling. To provide more robust support for Swiss waste glass-packaging disposal, scenarios of Swiss waste glass-packaging are assessed from a life cycle perspective. The scenarios consist in schemes for the disposal of the total amount of Swiss waste glass-packaging, i.e., different combinations of recycling and downcycling in Switzerland or abroad developed in Part I, Meylan et al. (2013). In this article (Part II), the disposal schemes are assessed with respect to eco-efficiency, an indicator that combines total environmental impacts and gross value added in Switzerland. Results show that no policy alternative guarantees environmental impact reductions and gross value added gains under all developments of exogenous constraints. Downcycling to foam glass in Switzerland is not only an environmentally sound disposal option, but it also buffers gross value added losses in case domestic recycling (and thus glass-packaging production in Switzerland) ceases in the future. The substitution of products based on raw materials other than Swiss cullet is the main responsible for change in environmental and economic impacts. Hence, an eco-efficiency maximizing policy should consider the products of disposal schemes. The combination of scenario analysis and eco-efficiency assessment as presented in this paper can be applied to other contexts (i.e., countries, waste fractions).  相似文献

The aim of the East Anglian Waste Minimisation in the Food And Drink Industry Project was to develop waste minimisation capability in food and drink sector companies by providing a structured training programme and consultancy support to participating members of a business club. The business club forum provided the structure within which interactive training and development sessions were delivered. Expertise and assistance in implementing waste minimisation and waste management programmes was given to member companies at their sites.The project resulted in pound 1,800,000 per annum of identified savings with pound 1,100,000 of verified savings already achieved. Training and development contributed fundamentally to these project outcomes and achievements.The structured training package used three different approaches or methods. Teaching and workshop sessions were used to present interactive training on waste minimisation practice. These were supplemented by interactive 'report-back' sessions where the 'project champions' presented progress reports to the club on waste minimisation at their sites.An overview of the business club approach is described, together with an account of the successes and challenges of applying a structured training and development programme and the barriers to waste minimisation that were overcome. Training effectiveness was measured according to reaction, learning, application and impact.  相似文献

Waste legislation in the United Kingdom (UK) implements European Union (EU) Directives and Regulations. However, the term used to refer to hazardous waste generated in household or municipal situations, household hazardous waste (HHW), does not occur in UK, or EU, legislation. The EU's Hazardous Waste Directive and European Waste Catalogue are the principal legislation influencing HHW, although the waste categories described are difficult to interpret. Other legislation also have impacts on HHW definition and disposal, some of which will alter current HHW disposal practices, leading to a variety of potential consequences. This paper discusses the issues affecting the management of HHW in the UK, including the apparent absence of a HHW-specific regulatory structure. Policy and regulatory measures that influence HHW management before disposal and after disposal are considered, with particular emphasis placed on disposal to landfill.  相似文献

The belated decision to concentrate carcass disposal in a small number of mass burial sites provoked more opposition in the two ex-mining localities selected in the northeast than anywhere else. In both cases local liaison committees were established to manage dialogue between residents and public authorities. We argue that, although seen by the authorities primarily as a vehicle for risk communication and public reassurance, for residents these functioned chiefly as a vehicle for holding public authorities to account. These divergent purposes were overshadowed by the chaotic circumstances in which the early stages of the mass burial policy were implemented, and the way in which the carcass disposal policy was dictated by the operation of the slaughter policy, whose draconian form precluded any but the most cursory public consultation.  相似文献

Waste minimisation clubs have been established for some 12 years in the UK. During that time, they have been significant driving forces in disseminating sustainable waste management practices in industry and commerce. Clubs have also demonstrated that they can achieve significant reductions in levels of waste. However, data on the economic benefits of these clubs remain scanty and disparate. In addition, no standard methodology has developed to assess whether the investment costs of clubs can be justified on grounds of either economic welfare or sustainable development, despite the theoretical advantages from doing so. Against this background, the paper considers the need for economic appraisal and evaluation of waste minimisation clubs and discusses how these methods could be applied to the creation of clubs that will be sustainable over time.  相似文献

All municipal solid waste (MSW) management systems—even “high quality systems” or those employing “best practices”—face multiple challenges, e.g., decreasing prices of secondary raw materials recovered by municipalities, increasing complexity of waste composition, technological lock-ins. Policy-making involves translating these challenges into goals that are generic in nature and implementing them on MSW fractions thanks to tailor-made policy tools, e.g., anticipated disposal fees. Anticipating the impacts of policies can provide valuable insights into the adequacy of policy tools with respect to economic, political, and social contexts of MSW. The goal of this paper is to construct consistent, future scenarios of Swiss waste glass-packaging disposal based on literature and stakeholder knowledge, including the allocation of waste to different disposal routes. These scenarios are future states to which the current system could transit to due to alternative policies in line with waste policy goals and varying societal constraints (e.g., commodity prices). Results of scenario construction show that policy has a limited effect on waste glass-packaging disposal because of economic constraints, preventing goals from consistently being achieved. For instance, increases in energy prices can impede a policy favoring recycling over downcycling to foam glass, an energy-saving product. The procedure applied to construct possible scenarios suits well the ambition of considering uncertain future developments affecting MSW management as it integrates qualitative and quantitative knowledge of various sources and disciplines.  相似文献

Local governments in Australia, especially in large urban areas, have faced a challenge of the growing quantity of waste generated and the diminishing space for waste disposal in recent years. The central government has demonstrated the importance of developing strategies to make full environmental costs and impacts of waste disposal and material recovery accountable for waste management decision-making. However, research into this field is limited. This paper investigates environmental accounting practices in local government waste management. From a survey conducted with local government authorities in New South Wales (NSW) Australia, it is found that overall the level of direct waste flow and activity accounting is higher than the level of hidden and external environmental cost accounting, though local governments tend to identify and use more physical information associated with waste flows and activities than relevant monetary information. External environmental impacts of waste disposal are often overlooked and show the lowest level of practices. The survey results also indicate that urban local governments have taken more environmental information into account than rural local governments, but such difference is not significant between local governments of different sizes. The complexity of waste technical services and operations is confirmed to have a positive and significant effect on the level of environmental accounting for waste management across local governments surveyed.  相似文献

This paper sets out a few results of research on waste prevention, recycling and disposal in The Netherlands. First, an outline is given of the actual waste disposal. Secondly, a projection is made of the different waste categories as a result of independent developments for the year 2000. Finally, a scenario is presented in which recent Dutch policy on the prevention and recycling of waste, as well as incineration, play important roles. The waste policy will be based on the long-term objective of sustainable development, as mentioned in the Brundtland Commission report. The business excellence through resource efficiency (betre) project aimed to increase awareness of the benefits of waste minimisation for SMEs in West Sussex, South East England. The programme was run by the West Sussex Sustainable Business Partnership, a collaboration of all West Sussex Local Authorities, the Environment Agency and EcoSys (a service provider). Betre provided a range of free business support and advice over an 18-month period including; workshops, newsletters, audits, grants and a technical Helpline. Information on environmental compliance and Best Practice for waste minimisation, recycling, energy and water efficiency was disseminated. All activities were linked with the UK government's Best Practice programmes. Although company recruitment was initially slow, betre was ultimately extremely successful at attracting companies to join; with 308 recruited. This is probably the most successful recruitment to a project, of this type, in the UK to date. Over half of the business members became actively involved and attended training events or had environmental audits. There were over 200 improvement actions identified by 64 of the participating companies. These resulted in estimated cost savings of at least £215 000 per annum. In addition, actions taken to prevent pollution and ensure compliance with environmental legislation have the potential to save businesses a further £204 000 in possible penalties. The environmental impact of the project has been significant, with reductions identified in waste (1437 tonnes), water (62 933 m3) and energy (15 million kW h—equivalent to 668 tonnes CO2). In addition to actions with directly measurable results, betre has stimulated long-term benefits by addressing pollution prevention and compliance, through the formulation of environmental policies and from the adoption of Environmental Management Systems. One of the key learning points is that it may have been better to devote less time to running training events and instead to have diverted this time to increased business support, mainly through audits. Food and food-related waste is a high priority in terms of waste minimisation in New Zealand. Over the summer of 2012–2013, a survey of 147 participants was conducted on a range of views and practices related to environmental challenges and understandings. The survey, undertaken in Palmerston North, New Zealand, captured a wide socio-demographic. This article focuses on respondents’ food practices from purchase, to plate, to disposal and the environmental implications of these practices. The survey data have allowed an enriched understanding of both individual and structural level challenges as well as incentives towards improving environmental practices in relation to household food waste minimisation. The results indicated that, in keeping with other research in this area, food waste increases according to the number of individuals in a household, and in particular the number of younger people. Also, while the majority of participants were at least “somewhat concerned” about their households’ environmental impact, over three quarters of participant households put food waste into their rubbish bin. Some solutions and directions to further progress research, policy, and practice in this area are offered, and include the need for more direct and personalised communication regarding waste minimisation, along with the provision of kerbside food waste collections. It is clear that individual- or household-level changes are important and must be supported systemically by both local body and state level legislation and initiatives, if there is to be any substantial decline in food waste going to landfill.  相似文献

The accelerating pace of waste generation from used electrical and electronic equipment is of growing global concern. Within this waste stream, computer hardware is quite significant in terms of both volume and risk to the environment because of the hazardous materials within it. The waste management hierarchy of prevention, reuse, recycle, treatment and disposal in landfill is accepted as a universal guideline for waste management. The contemporary concept of integrated solid waste management is very complex comprising of not only the environmental aspects or the technical aspects of the waste management hierarchy, but also incorporating economic, institutional, perceived risk and social issues in the context of complete life cycle of waste. Moreover, when to shift from one stage of hierarchy to another, is an involved decision warranting inclusion of several case specific issues. This paper presents a life cycle based multi-objective model that can help decision makers in integrated waste management. The proposed model has been applied to a case study of computer waste scenario in Delhi, India, which apart from having computer waste from its native population receives large quantities of imported second hand computers. The model has been used to evaluate management cost and reuse time span or life cycle of various streams of computer waste for different objectives of economy, perceived risk and environmental impact. The model results for different scenarios of waste generation have been analyzed to understand the tradeoffs between cost, perceived risk and environmental impact. The optimum life cycle of a computer desktop was observed to be shorter by 25% while optimizing cost than while optimizing impact to the environment or risk perceived by public. Proposed integrated approach can be useful for determining the optimum life cycle of computer waste, as well as optimum configuration of waste management facilities, for urban centers where computer waste related issues are of growing concern.  相似文献

Municipal waste management in the UK has undergone rapid transformation in recent years in pursuit of greater sustainability. In this paper we explore the environmental justice issues and tensions involved in this shift. After a brief overview of environmental justice debates and how they have been related to issues of waste management, we describe how the policies and processes underlying the transformation from an overwhelming dependence on landfill disposal towards more sustainable methods of management has been driven by European legislation embodying principles premised on fundamental environmental concerns of inter- and intra-generational equity. We analyse the key means through which these principles have been translated to restructure local authority practices and the environmental justice issues arising from the implementation of international policy in regional and local context. Finally, we reflect on the implications of this case study for implementation of policies intended to advance both sustainability and environmental justice.  相似文献
