三峡库区危险工业废物的现状及清理处置分析   总被引:2,自引:0,他引:2  
目前,三峡库区沿江堆存有大量的危险废物,这对蓄水在即的长江三峡水利枢纽工程极具威胁,对库区生态环境,水资源及人群的身心健康有潜在的危害性,必须进行全部清理处置。库区堆存的危险废物近1.5万t,种类多,成分复杂,毒性大,清理处置困难。分析了典型危险废物的危害性,同时根据三峡库区库底废物清库要求和规范,结合库区实际情况,提出库区库底堆存危险废物的清理处置方案:危险废物中约578t可进行化学中和稳定化处理,焚烧处理,综合利用等无害化处理,其余不能进行无害化处理的危险废物,在坝前177m水位以上选择合理的地点进行安全,可靠的临时贮存处置,待库区危险废物处理处置中心建成后再进行最终的处理处置。  相似文献

The European waste sector is undergoing a period of unprecedented change driven by business consolidation, new legislation and heightened public and government scrutiny. One feature is the transition of the sector towards a process industry with increased pre-treatment of wastes prior to the disposal of residues and the co-location of technologies at single sites, often also for resource recovery and residuals management. Waste technologies such as in-vessel composting, the thermal treatment of clinical waste, the stabilisation of hazardous wastes, biomass gasification, sludge combustion and the use of wastes as fuel, present operators and regulators with new challenges as to their safe and environmentally responsible operation. A second feature of recent change is an increased regulatory emphasis on public and ecosystem health and the need for assessments of risk to and from waste installations. Public confidence in waste management, secured in part through enforcement of the planning and permitting regimes and sound operational performance, is central to establishing the infrastructure of new waste technologies. Well-informed risk management plays a critical role. We discuss recent developments in risk analysis within the sector and the future needs of risk analysis that are required to respond to the new waste and resource management agenda.  相似文献

The air quality impacts of hazardous waste disposal sites can be assessed on the basis of their contribution to each of the toxic contaminants. The purpose of this paper is to discuss the available methods of air quality assessment and their drawbacks. The need of air quality assessment is to assure that ambient concentrations of specific contaminants resulting from emissions will not exceed the acceptable levels for protection of public health and the ecosystem. Ambient concentrations of toxic contaminants are generally obtained by field measurements or air monitoring. However, field measurements and air monitoring of low-level toxic contaminants are costly and time consuming. As a result, most hazardous waste land disposal sites have not been adequately assessed. This paper describes current regulatory requirements in the United States for air quality assessment of hazardous waste land disposal sites. Emphasis is directed toward air quality assessment methodology. The paper also discusses emission predicting models based on the waste quantity and composition, scientific analysis of the waste conversion process together with meteorological conditions. The emission models are especially useful where emission cannot be reliably monitored or where a new disposal site is proposed.  相似文献

Different solid waste management system scenarios were developed and compared for the Municipal Solid Waste Management System of Ankara by using the life cycle assessment (LCA) methodology. The solid waste management methods considered in the scenarios were collection and transportation of wastes, source reduction, Material Recovery Facility (MRF)/Transfer Stations (TS), incineration, anaerobic digestion and landfilling. The goal of the study was to determine the most environmentally friendly option of MSWM system for Ankara. The functional unit of the study was the amount of solid waste generated in the system area of concern, which are the districts of Ankara. The life cycle inventory analysis was carried out by IWM Model-1. The inputs and outputs of each management stage were defined and the inventory emissions calculated by the model were classified in to impact categories; non-renewable energy sources exhausting potential, final solid waste as hazardous and non-hazardous, global warming, acidification, eutrophication and human toxicity. The impacts were quantified with the weighing factors of each category to develop the environmental profiles of each scenario. In most of the categories, Source Reduction Scenario was found to be the most feasible management method, except the global warming category. The lowest contribution to GWP was calculated for the anaerobic digestion process. In the interpretation and improvement assessment stage, the results were further evaluated and recommendations were made to improve the current solid waste management system of Ankara.  相似文献

Millions of tons of plastic are consumed annually in the world due to its significant characteristics such as durability, flexibility, and low weight. High consumption has made plastic one of the most important municipal solid waste compounds, the quantity of which has increased in recent decades. Plastic solid wastes are known as a threat to the environment, and its efficient management in various aspects such as cost–benefit requires decision-making tools. This study was assessing the cost–benefit of plastic solid waste management by development of an economic model, and definition of different scenarios to change plastic solid waste management status. The results showed that 8971 tons of plastic solid waste were generated annually in the studied city. The plastic solid wastes were finally transferred to either recycling or landfilling site through 5 identified routes. 83 percent of the total recycled plastic solid waste was due to post-separation routes, and only 7.7 percent of the total plastic solid waste was recycled from the source separation route. The economic comparison of scenarios showed that with the aggregation of post-separation routes, the net revenue of plastic solid waste management increases by 334,000 euro per year while increasing the public participation and the ratio of source separation route raises net revenue by 875,000 euro per year, which was the best economic condition among the scenarios. Using life cycle cost method and it’s respected developed economic model truly satisfied the conditions of both, the current plastic solid waste management and the alternative scenarios, and hence can be adopted as a tool for decision-making.

Within the last few years, uncleared solid wastes, in the form of heaps, have become a common sight in many Nigerian streets and open spaces. In order to assess the magnitudes of these wastes, a survey of selected 15 Nigerian cities was conducted for 2 months in 1982 with a team of 116 enumerators. It was found that the volumes of these uncleared wastes ranged from about 2 × 106 kg/yr to as high as 56 × 106 kg/yr in the cities studies. It was also found that the areas within a radius of 0.5 km of the city centres accounted for about 40% of these uncleared volumes of solid wastes.As distances increased from the city centres, the volumes of these wastes tended to decline. Therefore, it was determined that the main problem areas for uncleared solid wastes are in and around the city centres. These areas should demand special attention by city waste disposal agents.  相似文献

In 2003, the production of MHW in Shanghai is about 3.96 × 10^5 ton, involving 33 indices. Most of MHW in Shanghai is treated and disposed of, but a significant portion is not handled properly and effectively. This paper carries out infield investigation on the current status of MHW production and treatment in Shanghai, and puts forward scientific proposals that Shanghai should facilitate cleaner production and minimize haz- ardous waste; strictly enforce hazardous waste registration system, strengthen monitoring the certified enterprises; strengthen intent disposal center construction and realize hazardous waste reclamation; accelerate establishing the technical criteria and the management policy, promote the research and development on the treatment and disposal technology, and strengthen information management, thus realizing integrated management on MHW pollution.  相似文献

This paper attempts to analyze the environmental problems of Jodhpur city in terms of air quality, water supply, wastewater disposal, and solid waste management. Maps have been prepared to show the boundaries of municipal circles responsible for the disposal of solid wastes. Areas of comparatively higher degrees of air pollution have also been demarcated on the maps. The daily output of urban refuse and the intensity of urban refuse for wards within Jophpur's walled city versus for wards outside the walled city have been cartographically depicted.  相似文献

This research proposes for the introduction of a recycling system in the Gambia to enhance sustainable municipal solid waste management. Poor infrastructures, coupled with inadequate resources and lack of funding, work against the optimization of a MSW disposal service. In the authors’ view, authorities in charge of waste management need to change not only behaviors, but modernize their processes. Recycling technology is a key part of the solution. A model has been developed which suggest the involvement of stakeholders to achieve meaningful sustainable MSWM. This can be achieved by recognizing the role of the informal sector through community-based organizations, Non-Governmental Organizations (NGOs), and the private sector. The open dump approach is leading to severe environmental consequences as the groundwater and soil within the dump is been contaminated. In this study, an integrated municipal solid waste management approach was developed with a model to help achieve sustainable municipal solid waste management. Resource recovery, not waste disposal, must be the ultimate goal with clearly defined end user markets so that the recovery loop is complete. Mandatory sorting of waste at household level would help greatly in making recycling activity successful.  相似文献

In Libya, municipal solid waste management is one of the services provided by the authorities to keep the county clean. This study was conducted in the City of Al-Bayda, located in the eastern part of Libya, as there have been several major problems facing the city in dealing with solid waste management. One of these problems is the generation, collection, handling, transportation, recycling, and disposal of municipal solid waste (MSW). This study has identified that the ongoing disposal of MSW to poorly engineered “dump sites” on the outskirts of the city is unsustainable and will not meet the demands of the growing population and increasing urbanization currently experienced within Al-Bayda. Factors impacting the decision-making and operational processes of MSW include lack of resources and services that significantly affect the disposal of waste, an inadequate number of waste collection containers making the distance to these containers for many households excessive, and thus leading to an increasing likelihood of dumping solid waste in open areas and roadsides. The study recommends that the city government of Al-Bayda should identify synergies and increase partnership-working arrangements with the private sector to ensure efficient management of MSW within the city area.  相似文献

In order to achieve sustainable utilization of natural resources, save energy and protect environment and ecosystem, it is important for a region or a nation to develop and implement a viable waste recycling model from both theoretical and practical point of view. Some packaging recycling models operated in developed countries are introduced in this article. Aluminium can recovery and recycling is emphasized. Cost effective, economic and environmental benefit of different models are compared and analyzed. The result shows that all recycling models have their characteristics due to the initial purpose of recovery and the situation of the implementing country. Rapid innovation in printed circuit board, and the uncertainties surrounding quantification of the human and environmental health impacts of e-waste disposal have made it difficult to confirm the influence of evolving e-waste management strategies and regulatory policies on materials. To assess these influences, we analyzed hazardous chemicals in a market-representative set of Waste printed circuit boards (WPCBs, 1996–2010). We used standard leaching tests to characterize hazard potential and USEtox® to project impacts on human health and ecosystem. The results demonstrate that command-and-control regulations have had minimal impacts on WPCBs composition and toxicity risks; whereas technological innovation may have been influenced more by resource conservation, including a declining trend in the use of precious metals such as gold. WPCBs remain classified as hazardous under U.S. and California laws because of excessive toxic metals. Lead poses the most significant risk for cancers; zinc for non-cancer diseases; copper had the largest potential impact on ecosystem quality. Among organics, acenaphthylene, the largest risk for cancers; naphthalene for non-cancer diseases; pyrene has the highest potential for ecotoxicological impacts. These findings support the need for stronger enforcement of international policies and technology innovation to implement the strategy of design-for-the-environment and to encourage recovery, recycling, and reuse of WPCBs.  相似文献

Recycling of post-consumer waste materials is gaining increased interest due to public awareness, legislative promotion and imposition, economic benefits and appropriate technologies being available. The present paper does not deal with municipal solid waste as such, but only with the recyclable constituents. The paper does not aim at presenting recycling process details and/or fundamental research results, but reviews the major recyclables with their reuse potential, recycling technologies used, problems, solutions and potential areas of future research and development. These target recyclables include paper and cardboard, aluminium cans, glass beverage bottles, scrap metal and steel cans, scrap tyres, batteries and household hazardous waste. The present paper sets the overall picture and deals with paper, cardboard and aluminium cans only. A second part of the paper assesses the other target recyclables. The assessment of the waste availability, the existing and currently developed recovery and recycling technologies, and the economically rewarding markets while recycling, stress the technical, economic and environmental importance of this waste management sector. The activities associated with the recovery and recycling of post-consumer wastes require a strong sustainable engineering input at all phases of the treatment, from input quality control, to the selection of the most appropriate technology and the delivery of the recyclables as readily reusable feedstock.  相似文献

In emerging economies, recycling provides an opportunity for cities to increase the lifespan of sanitary landfills, to reduce the costs of solid waste management, to decrease environmental problems from waste treatment by reincorporating waste into the productive cycle and to protect and develop the livelihoods of citizens who work as informal waste pickers. However, few studies have analysed the possibilities of and strategies for integrating the formal and informal sectors in solid waste management for the benefit of both. This integration is the key, especially in developing countries, to understanding how the recycling population can develop a business despite their social and economic limitations. The aim of this study was to perform a strength, weakness, opportunity and threat (SWOT) analysis of three recycling associations in Bogotá with the aim of examining and understanding the recycling situation from the perspective of members of the informal sector in their transition to becoming authorised waste providers. This issue has rarely been studied in the context of developing countries. The data used in the analysis are derived from multiple sources, including a literature review, Bogota’s recycling database, focus group meetings, governmental reports, national laws and regulations and interviews with key stakeholders. The results of this study show that as the primary stakeholders, the formal and informal waste management sectors can identify the internal and external conditions of recycling in Bogotá. Several strategies were designed based on the SWOT analysis. The participation of recycling associations is important in the design and application of waste policy, the consolidation of recycling through an effective business model, promotional programmes for social inclusion and the development of new transformation processes and technologies to valorise recycling materials. In conclusion, recycling associations can become authorised waste providers through a profitable business that increases recycling rates to create a productive process from waste during the generation of new materials and to decrease environmental problems while improving the welfare and living conditions of recyclers. These findings are important for Bogotá to advance and promote recycling as a key strategy for integrated sustainable waste management in the city.  相似文献

Many Indian cities are facing serious problems in managing solid wastes with rise in population and urbanization. This article assesses the existing state of municipal solid waste management (MSWM) in northern India with the aim of identifying the major obstacles to its efficiency and the prospects for improvisation of the solid waste management system in the region. The existing solid waste management system in the region is found to be highly inefficient. Primary and secondary collection, transportation and open dumping are the only activities practiced that too in a non-technical manner. Many cities in region face serious problems in managing solid wastes. The annual waste generation increases in proportion to the rises in population and urbanization. This paper systematically assesses the obstacles in the existing solid waste management system in the urban areas of region and also tries to assess the potentials for its improvisation.  相似文献

Land treatment is an environmentally attractive alternative for the disposal of petroleum refinery wastes. Diverse populations of soil microorganisms degrade waste oil and other organic compounds through a series of complex reactions to yield carbon dioxide, water, and innocuous byproducts. Approximately one-half of the disposable volume of oily sludges are currently land treated at more than 100 sites across the United States under a variety of soil and climatic conditions. Maximization of biodegration rates requires an optimization of management practices which stimulate aerobic microbial populations in the soil. These management practices include addition of fertilizer, judicious waste application, and frequent cultivation. Off-site migration of oily waste constituents that would endanger groundwater quality has not been observed in several field and laboratory studies. The leached residuals are apparently adsorbed, assimilated, or inactivated in the upper soil horizons. A prudent management system, however, requires an individually tailored monitoring system with dual objectives for an early detection of off-site waste constituent transport and for evaluating the performance of waste biodegradation processes. A cost comparison for the disposal of oily wastes by currently available technologies indicates that land treatment is the most economical option.  相似文献

The continuous increase in waste generation warrants global management of waste to reduce the adverse economic, social, and environmental impact of waste while achieving goals for sustainability. The complexity of waste management systems due to different waste management practices renders such systems difficult to analyze. System dynamics (SD) approach aids in conceptualizing and analyzing the structure, interactions, and mode of behavior of the complex systems. The impact of the underlying components can therefore be assessed in an integrated way while the impact of possible policies on the system can be studied to implement appropriate decisions. This review summarizes various applications of SD pertinent to the waste management practices in different countries. Practices may include waste generation, reduction, reuse/recovery, recycling, and disposal. Each study supports regional-demanding targets in environmental, social, and economic scopes such as expanding landfill life span, implementing proper disposal fee, global warming mitigation, energy generation/saving, etc. The interacting variables in the WMS are specifically determined based on the defined problem, ultimate goal, and the type of waste. Generally, population and gross domestic product can increase the waste generation. An increase in waste reduction, source separation, and recycling rate could decrease the environmental impact, but it is not necessarily profitable from an economic perspective. Incentives to separate waste and knowledge about waste management are variables that always have a positive impact on the entire system.
