As human influences fragment native communities and ecosystems, remaining land must be better managed to conserve many elements of biodiversity. Much of this land is privately held, yet traditional private land-use management practices often further diminish biodiversity by promoting favored or edge-adapted species. Today, private land stewards are increasingly aware of and concerned about biodiversity, but little guidance exists for them to make land-use decisions incorporating principles and knowledge from conservation biology. Consequently, most management strategies are highly subjective. This article addresses that problem by introducing current conservation wisdom to management and use of private lands. The result is a model program for developing land management plans, with the goal of maintaining viable populations and natural distributions of native species and communities from a landscape perspective. The program establishes a protocol for classifying sites according to the importance of their species, communities, and other elements to global and regional biodiversity. These site classifications are based on the management objectives necessary to maintain important elements. Once managers classify a site, the program provides management standards, general stewardship principles, examples of land management strategies, and basic monitoring and evaluation procedures.  相似文献

A three-tiered structure of land-use and environmental management is here proposed for Australia. The structure is based on the idea that environment means the environment of people, and that environmental problems arise when a change in the interaction between people and their environment leads to conflicts about the use of land and resources. The heterogeneity of society means that a range of human aspirations and value systems must be satisfied by environmental managers. Existing methods of environmental management fail to achieve these objectives, due to inadequate perception of environmental problems by decision-makers, and the inability of currently available impact assessment techniques to resolve human conflicts associated with the use of land and resources. The main work of planning and managing land use and the environment would be carried out by regional authorities, supported by federal and state policy. Examples are given of moves towards regional administration in England and Wales, Western Australia, Australia and New Zealand. Community participation in the decision-making process is essential and can be achieved by electoral representation to the authoritative bodies and through procedures that ensure informed public comment on planning proposals.  相似文献

On-ground natural resource management actions such as revegetation and remnant vegetation management can simultaneously affect multiple objectives including land, water and biodiversity resources. Hence, planning for the sustainable management of natural resources requires consideration of these multiple objectives. However, planning the location of management actions in the landscape often treats these objectives individually to reduce the process and spatial complexity inherent in human-modified and natural landscapes. This can be inefficient and potentially counterproductive given the linkages and trade-offs involved. We develop and apply a systematic regional planning approach to identify geographic priorities for on-ground natural resource management actions that most cost-effectively meet multiple natural resource management objectives. Our systematic regional planning approach utilises integer programming within a structured multi-criteria decision analysis framework. Intelligent siting can capitalise on the multiple benefits of on-ground actions and achieve natural resource management objectives more efficiently. The focus of this study is the human-modified landscape of the River Murray, South Australia. However, the methodology and analyses presented here can be adapted to other regions requiring more efficient and integrated planning for the management of natural resources.  相似文献

Many government agencies and other organizations hold large tracts of surplus land. Some are investigating ways to lower expenses by selling the land or transferring management responsibility. There is no generally recognized process used to decide what land can be decommissioned and what future use would be best. This paper provides guidance for land‐use decisions in the form of a checklist. The checklist questions address both the socio‐economic resources and current land use in the region, and the ecological resources and suitability of the tract itself. The answers will clarify regional public needs and the economic and ecological values of the land.  相似文献

The model can help in examining the relative sensitivity of water-quality variables to alterations in land use made at varying distances from the stream channel. The model also shows the importance of streamside management zones, which are key to maintenance of stream water quality. The linkage model can be considered a first step in the integration of GIS and ecological models. The model can then be used by local and regional land managers in the formulation of plans for watershed-level management.  相似文献

Downscaling climate change scenarios in an urban land use change model   总被引:10,自引:0,他引:10  
The objective of this paper is to describe the process through which climate change scenarios were downscaled in an urban land use model and the results of this experimentation. The land use models (Urban Growth Model [UGM] and the Land Cover Deltatron Model [LCDM]) utilized in the project are part of the SLEUTH program which uses a probabilistic cellular automata protocol. The land use change scenario experiments were developed for the 31-county New York Metropolitan Region (NYMR) of the US Mid-Atlantic Region. The Intergovernmental Panel on Climate Change (IPCC), regional greenhouse gas (GHG) emissions scenarios (Special Report on Emissions Scenarios (SRES) A2 and B2 scenarios) were used to define the narrative scenario conditions of future land use change. The specific research objectives of the land use modeling work involving the SLEUTH program were threefold: (1) Define the projected conversion probabilities and the amount of rural-to-urban land use change for the NYMR as derived by the UGM and LCDM for the years 2020 and 2050, as defined by the pattern of growth for the years 1960-1990; (2) Down-scale the IPCC SRES A2 and B2 scenarios as a narrative that could be translated into alternative growth projections; and, (3) Create two alternative future growth scenarios: A2 scenario which will be associated with more rapid land conversion than found in initial projections, and a B2 scenario which will be associated with a slower level of land conversion. The results of the modeling experiments successfully illustrate the spectrum of possible land use/land cover change scenarios for the years 2020 and 2050. The application of these results into the broader scale climate and health impact study is discussed, as is the general role of land use/land cover change models in climate change studies and associated environmental management strategies.  相似文献

The Khanikhola watershed in Sikkim is agrarian with about 50% area under rain-fed agriculture representing the conditions of the middle mountains all over the Himalaya. The study was conducted to assess overland flow, soil loss and subsequent nutrient losses from different land uses in the watershed, and identify biotechnological inputs for management of mountain farming systems. Overland flow, soil and nutrient losses were very high from open agricultural (cropped) fields compared to other land uses, and more than 72% of nutrient losses were attributable to agriculture land use. Forests and large cardamom agroforestry conserved more soil compared to other land uses. Interventions, like cultivation of broom grass upon terrace risers, N2-fixing Albizia trees for maintenance of soil fertility and plantation of horticulture trees, have reduced the soil loss (by 22%). Soil and water conservation values (> 80%) of both large cardamom and broom grass were higher compared to other crops. Use of N2-fixing Albizia tree in large cardamom agroforestry and croplands contributed to soil fertility, and increased productivity and yield. Bio-composting of farm resources ensured increase in nutrient availability specially phosphorus in cropped areas. Agricultural practices in mountain areas should be strengthened with more agroforestry components, and cash crops like large cardamom and broom grass in agroforestry provide high economic return and are hydroecologically sustainable.  相似文献

Our research focuses on the linkage between land use planning policy and the spatial pattern of exposure to air toxics emissions. Our objective is to develop a modeling framework for assessment of the community health risk implications of land use policy. The modeling framework is not intended to be a regulatory tool for small-scale land use decisions, but a long-range planning tool to assess the community health risk implications of alternative land use scenarios at a regional or subregional scale. This paper describes the development and application of an air toxic source model for generating aggregate emission factors for industrial and commercial zoning districts as a function of permitted uses. To address the uncertainty of estimating air toxics emission rates for planned general land use or zoning districts, the source model uses an emissions probability mass function that weights each incremental permitted land use activity by the likelihood of occurrence. We thus reduce the uncertainty involved in planning for development with no prior knowledge of the specific industries that may locate within the land use district. These air toxics emission factors can then be used to estimate pollutant atmospheric mass flux from land use zoning districts, which can then be input to air dispersion and human health risk assessment models to simulate the spatial pattern of air toxics exposure risk. The model database was constructed using the California Air Toxics Inventory, 1997 US Economic Census, and land assessment records from several California counties. The database contains information on more than 200 air toxics at the 2-digit Standard Industrial Classification (SIC) level. We present a case study to illustrate application of the model. Abstract: A model that incorportaes performace data about data about several wastewater management systems is discussed. From these data the excepted behavior of an individual wastewater system or group of systems can be product of the performace probabilities of its individual components. The modeel can be used on a regional scale facilitating land use planning by allowing accurate estimates of performance for a prospective wastewater management system. ABSTRACT: South Florida and the Everglades have been under intensive development since 1850 by Federal and State governments who encouraged and financed extensive drainage and hydraulic changes, primarily for agricultural settlement. Agricultural development of the sugar industry in the northern Everglades adjacent to Lake Okeechobee rapidly progressed only after the 1900s. Political and resource management conflicts have arisen because policies which once favored development are now being reversed by policies and regulation efforts to restore and conserve natural ecosystems. Currently, the environmental and ecological impacts of agricultural land use adjacent to natural wtlands of the Everglades are being assessed. The objectives of this paper are: (1) to outline the historical development of south Florida and the sugar industry, (2) to relate this history to political and management policy changes occurring as it pertains to ecosystem restoration and the multiuser competition for water/land resources, and (3) to propose how integrated resource management might be utilized for a sustainable Everglades and south Florida. This paper outlines the historical paradox of urban settlement, land development, and agricultural production, with efforts in the recent decade to acquire, manage, and preserve land and water resources for natural areas conservation. / Land use/land cover classifications for 1973 and 1991, derived from the interpretation of satellite imagery, are quantified on the basis of biophysical land units in a study area in southeastern Australia. Nutrient export potentials are estimated for each land unit based on their composition of land use/land cover classes. Spatial and temporal comparisons are made of the land units based on the calculated pollution hazard indicators to provide an insight into changes in the state of the environment and the regional significance of land use changes. For example, one ecosystem, unique to the study, showed a large increase in pollution hazard over the study period as a manifestation of an 11-fold rise in cleared area and an expansion of cropping activities. We have investigated why conflicts linked to the distribution of power between governments and actors at the national and local levels concerning environmental management of mountain areas in Norway persist despite political intentions to strengthen local powers. We seek to explain this by analysing changes in policies, institutional frameworks, and regional contexts, and the local perceptions of these changes. Paradoxically, the national government's power has apparently been strengthened by new sectoral regulations and more stringent enforcement of the existing ones, increases in the number and extent of protected areas, and failures to act on intentions to devolve power. An additional factor spurring conflicts is the increased importance of tourism to mountain communities. To become more relevant to policies and development in mountain areas, future studies on multilevel governance must address multilevel politics, entire mountain areas, and the context of their development, rather than focusing on minor projects and protected areas.  相似文献

Water resources are increasingly impacted by growing human populations, land use, and climate changes, and complex interactions among biophysical processes. In an effort to better understand these factors in semiarid northern Utah, United States, we created a real‐time observatory consisting of sensors deployed at aquatic and terrestrial stations to monitor water quality, water inputs, and outputs along mountain to urban gradients. The Gradients Along Mountain to Urban Transitions (GAMUT) monitoring network spans three watersheds with similar climates and streams fed by mountain winter‐derived precipitation, but that differ in urbanization level, land use, and biophysical characteristics. The aquatic monitoring stations in the GAMUT network include sensors to measure chemical (dissolved oxygen, specific conductance, pH, nitrate, and dissolved organic matter), physical (stage, temperature, and turbidity), and biological components (chlorophyll‐a and phycocyanin). We present the logistics of designing, implementing, and maintaining the network; quality assurance and control of numerous, large datasets; and data acquisition, dissemination, and visualization. Data from GAMUT reveal spatial differences in water quality due to urbanization and built infrastructure; capture rapid temporal changes in water quality due to anthropogenic activity; and identify changes in biological structure, each of which are demonstrated via case study datasets.  相似文献

ABSTRACT: This paper presents an optimization framework for prioritizing sites for wetlands restoration on a watershed or landscape scale. The framework is designed for analyzing the potential environmental impacts of alternative management strategies while accounting for economic constraints, thereby aiding decision makers in explicitly considering multiple management objectives. The modeling strategy consists of two phases. First, relationships between the configuration of land use types in a watershed and valued ecosystem services are specified mathematically. Second, those functions are incorporated into a spatial optimization model that allows comparisons of the expected environmental impacts and economic costs of management strategies that change the configuration of land use in the watershed. By way of a stylized example, this paper develops the general structure of the framework, presents simulation results based on two production functions for ecosystem services, and discusses the potential utility of the methodology for watershed management.  相似文献

With environmental change set to affect the developing world in significant ways, examination of the process of adaptation is increasingly being brought to the fore. Common to all forms of adaptation in rural livelihoods will be a process of change in resource use and the resource rights that will either facilitate or subvert adaptation. This paper looks at Darfur and the repercussions from the multi‐year drought and land degradation that led to forms of adaptation that involved change in relationships between groups over land resources. The analysis looks at how changes in land resource rights relationships have been dealt with historically, as adaptation developed. Approaches involving highly flexible customary institutions were used to effectively manage the change in land resource rights relationships inherent in adaptation, and considerable opportunity existed for positive interaction between customary and statutory law. Initial success at adaptation was followed by interventions by the Sudanese government to manage these relationships for specific objectives that worked against adaptation. This resulted in competition, animosity, confrontation and the subsequent collapse of the institutions, legitimacy, and trust necessary for successful management of land resource rights change. These national policies debilitated the adaptation opportunities and instead led to profoundly negative repercussions in relationships about land in Darfur, eventually becoming a primary driver in the current war. This highlights both the importance of land resource rights relationships to adaptation and how these relationships can be changed (positively and negatively) by specific practices and policies.  相似文献

In this paper, we review the physical characteristics of agricultural non point pollution and discuss the implications for setting appropriate pollution control objectives and designing incentive-based pollution control policies. First, we discuss that policy objectives must be designed carefully to ensure positive economic net benefits can be expected from pollution control. Next, we review several classes of incentives and recommend the use of design-based incentives (i.e., incentives based on variable input use, management practices, and land use) for controlling non point pollution. Cost-effectiveness requires that incentives elicit three types of responses from farmers: (1) use variable inputs at appropriate levels, (2) adopt appropriate management practices, and (3) make appropriate land use decisions at the extensive margin of production. If a set of incentives fails to induce the correct responses, the resulting runoff levels and hence ambient pollution levels and damages will be too large relative to policy goals. A review of existing programs suggests that greater program coordination and improved targeting of incentives are needed for further water quality improvements. Alternatively, properly designed market-based systems may be effective alternatives. These systems would reduce overall pollution control costs by allowing markets to allocate point source and non point source control costs more efficiently.  相似文献

The Resource Management Act (RMA) legislates the management of most natural resources in New Zealand. The RMA invokes ecosystem-based management by requiring that regulation be based on managing the effects of resource according to “the life supporting capacity” of the environment. The management of water resources under the RMA is carried out at the regional level by regional councils. Regional councils can develop regional water plans to establish objectives and criteria for water management. Regional water planning under the RMA has been problematic, and regional plan objectives developed under the RMA have been criticized as too broad and not sufficiently quantified. As a consequence, many resource users are unconvinced of the need for the regulatory criteria promulgated by plans, whereas other groups are concerned that the environment is inadequately protected. This article proposes that a lack of ecologically relevant management units has prevented regional water plans from fulfilling their intended function under the RMA. Then it introduces the use of River Environment Classification as a means of defining units for assessment and management, and provides three case studies that demonstrate its potential to support regional water management planning. The discussion shows that the specificity of regional assessments can be increased if ecologic variation is stratified into distinctive units (i.e., units within which variation in the characteristics of interest is reduced) as part of the assessment process. The increased specificity of the assessments increases the possibility that regional objectives and criteria for water management can be derived that are quantitative and justifiable and that provide certainty for stakeholders. The authors conclude that greater choice and meaning can be generated in regional planning processes if regional variation in ecologic characteristics is stratified using a classification, and if classes are used as units for assessment and management.  相似文献
