This paper reviews the role of minerals in the Integrated Programme for Commodities and the objectives and problems of the Second Account of the Common Fund for Commodities (CFC). It focuses on the least developed countries in Africa, providing specific suggestions for R&D to improve mineral exploration techniques in rain forest and savanna regions; to reduce mine exploration costs; to design equipment suitable for mining narrow veins; to improve concentrating methods for certain ores and to optimize byproduct recovery; to reduce environmental impacts; and to use the waste products of mining. It also discusses demand oriented CFC projects and their policy implications.  相似文献

The end of the Cold War presents new challenges for the dynamics associated with mineral resources development. Broader approaches are needed to help mineral rich developing countries develop their minerals sector. These countries need to embark upon programmes of policy reform and privatization in order to make their mineral resources industries more efficient and responsive to free market forces (such as supply and demand and price), and to turn mineral sector decision making over to the private sector. This article examines the use of policy reform and privatization strategies to increase mineral resource production in developing countries, thereby contributing to both developing country economic growth and developed country access to mineral supplies .  相似文献

The business rationality of the CMEA mineral traders is bound by several characteristics of mineral production under central planning and by the mechanics of foreign trade monopoly. These characteristics include aspects such as: priority of national economic goals over trading strategies of the Foreign Trade Organisations (FTOs) in Eastern Europe; balance-of-payment problems; the organizational complexities and the weakness of the incentive mechanism, as well as the lack of an appropriate performance criterion. It is suggested that the 30 mineral trading FTOs in the CMEA tend to perform in a manner comparable to marketing departments of the Western mineral industries but are at a clear disadvantage when compared with ‘stand alone’ Western intermediaries making profits through risk taking and abhoring bureaucracy and rigidity in management.  相似文献

Changes since 1972 in Canadian federal and provincial tax laws have eliminated many of the prior tax incentives offered to the mining industry. These changes provide an opportunity to study the effect of tax laws on a country's mineral resource development by comparing trends in mineral exploration in various provinces with adjoining regions, and by comparing these results with firm behaviour that would be expected from microeconomic analysis. Mineral producers have sought higher, more stable returns, resulting in shifts of exploration into political regions with more favourable and less changeable tax policies. Future supplies of mineral raw materials from a political region are dependent on current exploration effort, which is in turn influenced by the region's tax laws.  相似文献

Over the past decade many developing and transition economies have liberalized their investment regimes for mining and privatized formerly state-owned mineral assets. In response, these economies have witnessed increased foreign investment in exploration and development, growth in the number and diversity of mineral projects, and the opening up of new channels for harnessing increased economic and social benefits from development in the minerals sector. The restructuring of fiscal and regulatory regimes to encourage foreign investment, and the associated influx of mining capital, technology and skills, is transforming traditional relationships between mining firms, local communities and the government. This transformation necessitates a re-evaluation of the most effective policy approaches to capture increased economic and social benefits from mineral production. This article considers effective mechanisms for improving the capacity of developing and transition countries to maximize the economic and social benefits of mineral production. Common challenges associated with minerals economies are reviewed. Consideration is given to the opportunities for harnessing foreign direct investment and the possibilities for creating new partnerships between local communities, industry, government, and multilateral development agencies through social investment projects. The article concludes with a series of recommendations for the design and implementation of policy approaches towards harnessing mineral production for economic and social benefit following the liberalization of investment regimes for mining.  相似文献

Sustainable development involves meeting the needs of human societies while maintaining viable biological and physical Earth systems. The needs include minerals: metals, fuels, industrial and construction materials. There will continue to be considerable demand for virgin mineral resources, even if levels of recycling and efficiency of use are optimal, and rates of population growth and globalisation decrease significantly. This article aims to stimulate debate on strategic issues for minerals supply. While the world has considerable stocks of mineral resources overall, international considerations of the environmental and social aspects of sustainable development are beginning to result in limitations on where mining will be conducted and what types of deposits will be mined. Current and emerging trends favour large mines in parts of the world where mining can be conducted within acceptable limits of environmental and social impact. Finding new deposits that meet such criteria will be all the more challenging given a disturbing global decline in the rate of discovery of major economic resources over the last decade, and the decreasing land area available for exploration and mining.
To attract responsible exploration and mining, governments of mining nations will need to provide: regional-scale geo-scientific datasets as required to attract and guide future generations of exploration; resource access through multiple and sequential land use regimes, and frameworks for dealing with indigenous peoples' issues; and arrangements for consideration of mining proposals and regulation of mines that ensure responsible management of environmental and social issues.
The minerals industry will need to continue to pursue advances in technologies for exploration, mining, processing, waste management and rehabilitation, and in public reporting of environmental and social performance.  相似文献

The distinction between an exploitable and a non-exploitable mineral deposit is dynamic, varying as a function of changing economic and technological factors. A conceptual framework is proposed: ‘reserves’ are restricted to known currently exploitable deposits; ‘known resources’ are reserves plus currently non-exploitable deposits; ‘total resources’ are known resources plus all deposits not yet discovered. The short-term inadequacy of some mineral reserves requites a policy of accelerated mineral exploration and rapid development of new exploration techniques. Future problems could be avoided if the nature of resources is recognized and new mineral extraction and processing techniques for lower grade and unconventional mineral deposits are developed.  相似文献

In the UK there has been a serious attempt under the current government to foster policy making which is evidence-based and therefore more likely to deliver its intended results. In this article we consider the types of evidence and evidence making that might be required to build effective policy for addressing environmental inequalities. We draw on our experiences of developing an action research approach to policy making in the Environment Agency over a two year period from July 2002 to August 2004. We conclude that an action research approach is well suited to policy making within this new but rapidly growing area of sustainable development policy and urge further exploration of such approaches as a means of better connecting the relevant research, policy making and practitioner communities.  相似文献

The effect of resource rent taxation on mineral exploration is a controversial issue on which very little research has been carried out. Simple numerical examples are used in this paper to demonstrate that a ‘pure’ resource rent tax, or Brown Tax, can reduce the extent of exploration of a ‘promising’ deposit by a risk averse explorer, but encourage exploration of ‘unpromising’ deposits. This counter-intuitive result is explained in terms of the effect of the tax and of exploration on the costs of risk and uncertainty.  相似文献

Overseas mineral exploration and mining investment by Australian companies increased dramatically from the early 1990s until 1997. In the wake of the Asian economic crisis and lower commodity prices it declined somewhat in 1998 and 1999. Reflecting their international competitiveness, Australian resource companies were actively involved in projects in about eighty nations in 1999. This study assesses the extent of growth in exploration and mining operations, the distribution between large and small companies and the changing regional focus which has been occurring. It also reflects on some of the key influences on this development. These include a strong domestic finance sector, supporting mining services provision, technological competitiveness, a growing attractiveness of offshore locations and increasing structural impediments at home.  相似文献

Informal mining activities provide livelihoods for millions of poor in mineral‐rich developing countries. Yet, they continue to remain one of the least understood areas in mineral resource management. While its poverty reduction potential is acknowledged, the heterogeneous forms of mining that come under its purview are not well discussed. This article aims to draw attention to the politics of definition by briefly introducing the reader to the nomenclature currently used to describe such mining activities. Then the article examines the nature of informality that justifies the name, and then illustrates the claim by documenting a range of informal mining practices in India with cited examples from other Asian countries. It illustrates the variations in social‐economic, technical and legal characteristics, by putting such mining in a community and participatory framework. Finally, the article discusses ways to move towards sustainable development with community participation in mineral‐rich areas of developing countries.  相似文献

The paper commences with an analysis of the nature and status of private capital investment in the minerals industry in China. Based on the analysis, the authors examine the main barriers in terms of the mineral rights market, industry access and investment security that impede the participation of private capital into exploration and development of China's mineral resources. Over the past 20 years the mining industry has been a leader in the conception and application of advanced technologies. New thinking about earth tectonics as well as advances in geophysics, geochemistry, remote sensing, data processing and communications permit more effective and accurate geological exploration. Mechanization, more durable materials and more powerful explosives, as well as computer aided mine design and management have led to substantial gains in productivity. Minerals processing has similarly seen significant technological advances including solvent extraction, electro-winning of metal ores, bath smelting techniques, cyanide leach to produce gold, and bioleaching of sulphide and refractory ores. New technologies have dramatically improved mine health and safety as well as making possible control of water and air pollution. Improved communication and transport have stimulated competition and fostered the internationalization of mineral commodity prices. As these technologies are essentially market driven, developing countries should continue current efforts towards economic liberalization. Promoting investment in mining entails lifting many of the restrictions and taxes that can hinder efficient exploration and development. We examine some developments that have greatly increased the efficiency of exploration, mining and marketing. To obtain maximum benefit from many of these technologies requires governments to adopt a wide range of new policies which are examined in some detail.  相似文献

Mineral reserves are unevenly and erratically distributed throughout the world; those countries which were intensively explored in the past — the USA, Canada, the USSR, Australia, South Africa, and a limited number of Asian, African, and Latin American countries — control a large share of many of the industrially important metallic minerals. Current attitudes towards exploration and the mining industry in both the developed and the less developed countries should clearly encourage rather than discourage new exploration. Given an increase in exploration, new reserves may well be found in previously unexplored areas, but any major increase in world mineral supplies will probably come from mining very low- grade deposits and developing new methods of mining and processing non-conventional ores. While it is vital to increase research and development in exploration techniques and mining and processing technology, it is also critical to maintain current levels of consumption and trade by reversing the trend towards trade restriction on the part of some of the less developed countries who are important mineral exporters.  相似文献

The concepts, approaches and techniques in mineral exploration are changing to meet the demands of society for the discovery of new ore deposits. Recent developments in mineral processing and metal production have made it possible to consider deposits not acceptable before, such as low-grade uranium and copper occurrences, lateritic nickel, iron-rich chromites, lithium in brines, and disseminated beryllium deposits. New concepts on the formation of mineral deposits, as for example the continental drift theory, and new exploration techniques, such as remote sensing, airborne mapping and sampling, electronic data storage and analysis, assure a higher success rate of exploration projects.  相似文献
