The intent of this paper is to operationalize some aspects of local sustainability in a suitable development scenario and to compare its energy-use and environmental impacts to trend development. After a discussion of suburban sprawl, local sustainability, and the current state of the Pennypack Creek Watershed in the Philadelphia metro region, these residential location scenarios are presented. The latter were created using geographic information systems software and are based on projections from the Delaware Valley Regional Planning Commission. The impacts of the scenarios on energy use, air emissions, greenhouse gas emissions, water quality, and biological integrity were estimated with very few data, and the effect on the value of generic ecosystem services was assessed. The suitable development scenario was 29% better in terms of energy use and air and greenhouse gas emissions, 2.4% worse on water quality, and 2.6% better with respect to biological integrity. Given its net beneficial results, recommendations for policies to engender suitable development are made, and an outline of an implementation plan is proposed. Thoughts regarding refinements of the present work and the applicability of the methods used here to other watersheds conclude the work.  相似文献

本文以2006—2015年长江三角洲城市群为研究对象,分析该地区不同部门因能源消费而产生的典型污染物排放量,然后利用LMDI模型,对空气污染进行社会经济驱动因素分析。结果表明:该地区CO_2、SO_2、PM_(2.5)与PM_(10)等空气污染物排放量均呈现先快速增长后缓慢减少的趋势,排放的峰值多出现在了2013年,而NO_x则一直保持增长的趋势。其中,电力与工业部门是空气污染物的主要排放源,但对排放量贡献呈减少趋势,生活部门与交通部门污染物排放量则逐步增长,尤其是对PM_(2.5)与PM_(10)排放量的贡献不可忽视。人口与经济增长对污染物排放量起到了正向拉动作用,经济因素的驱动作用最为明显,其效应值呈现先小幅增加后大幅下降的趋势,能源效率与能源结构有抑制作用,其对污染物排放的效应值仅次于经济因素,而能源结构变化的效应很小。  相似文献

Guangzhou is a city in southern China that has experienced very rapid economic development in recent years. The city's air has very high concentrations of various pollutants, including sulphur dioxide (SO2), oxides of nitrogen (NOx), ozone (O3) and particulate. This paper reviews the changes in air quality in the city over the past 15 years, and notes that a serious vehicular-related emissions problem has been superimposed on the traditional coal-burning problem evident in most Chinese cities. As NOx concentrations have increased, oxidants and photochemical smog now interact with the traditional SO2 and particulate pollutants, leading to increased health risks and other environmental concerns.
Any responsible NOx control strategy for the city must include vehicle emission control measures. This paper reviews control strategies designed to abate vehicle emissions to fulfill the city's air quality improvement target in 2010. A cost-effectiveness analysis suggests that, while NOx emission control is expensive, vehicular emission standards could achieve a relatively sizable emissions reduction at reasonable cost. To achieve the 2010 air quality target of NOx, advanced implementation of EURO3 standards is recommended, substituting for the EURO2 currently envisioned in the national regulations. Related technical options, including fuel quality improvements and inspection/maintenance (I/M) upgrades (ASM or IM240), are assessed as well.  相似文献

The transport-induced air quality problems of the Greater Manchester region are examined. The problems are defined in terms of economic and social factors leading to the development of a car-based economy. The impacts of transport emissions on the natural and built environment and human health are discussed. The administrative, legislative and pollution control responses to the problem are examined. The nature of future air quality problems will require an integration of traffic management, land use, public transport and pollution control policies if they are to be satisfactorily addressed. A series of policy recommendations towards this end are included.  相似文献

The rapid growth in motor vehicle activity in India and other rapidly industrializing low-income countries is contributing to high levels of urban air pollution, among other adverse socioeconomic, environmental, health, and welfare impacts. This paper first discusses the local, regional, and global impacts associated with air pollutant emissions resulting from motor vehicle activity, and the technological, behavioral, and institutional factors that have contributed to these emissions, in India. The paper then discusses some implementation issues related to various policy measures that have been undertaken, and the challenges of the policy context. Finally, the paper presents insights and lessons based on the recent Indian experience, for better understanding and more effectively addressing the transport air pollution problem in India and similar countries, in a way that is sensitive to their needs, capabilities, and constraints.  相似文献

The widespread use of fossil fuels within the current energy infrastructure is considered as the largest source of anthropogenic emissions of carbon dioxide, which is largely blamed for global warming and climate change. At the current state of development, the risks and costs of non-fossil energy alternatives, such as nuclear, biomass, solar, and wind energy, are so high that they cannot replace the entire share of fossil fuels in the near future timeframe. Additionally, any rapid change towards non-fossil energy sources, even if possible, would result in large disruptions to the existing energy supply infrastructure. As an alternative, the existing and new fossil fuel-based plants can be modified or designed to be either “capture” or “capture-ready” plants in order to reduce their emission intensity through the capture and permanent storage of carbon dioxide in geological formations. This would give the coal-fired power generation units the option to sustain their operations for longer time, while meeting the stringent environmental regulations on air pollutants and carbon emissions in years to come.Currently, there are three main approaches to capturing CO2 from the combustion of fossil fuels, namely, pre-combustion capture, post-combustion capture, and oxy-fuel combustion. Among these technology options, oxy-fuel combustion provides an elegant approach to CO2 capture. In this approach, by replacing air with oxygen in the combustion process, a CO2-rich flue gas stream is produced that can be readily compressed for pipeline transport and storage. In this paper, we propose a new approach that allows air to be partially used in the oxy-fired coal power plants. In this novel approach, the air can be used to carry the coal from the mills to the boiler (similar to the conventional air-fired coal power plants), while O2 is added to the secondary recycle flow as well as directly to the combustion zone (if needed). From a practical point of view, this approach eliminates problems with the primary recycle and also lessens concerns about the air leakage into the system. At the same time, it allows the boiler and its back-end piping to operate under slight suction; this avoids the potential danger to the plant operators and equipment due to possible exposure to hot combustion gases, CO2 and particulates. As well, by integrating oxy-fuel system components and optimizing the overall process over a wide range of operating conditions, an optimum or near-optimum design can be achieved that is both cost-effective and practical for large-scale implementation of oxy-fired coal power plants.  相似文献

Conflicts between the goals of having clean air and economic development are widespread. This paper discusses the conceptual and mathematical development of a linear programming optimization model and an interative solution procedure to determine optimal economic development strategies to promote employment subject to various contexts which limit air pollution carrying capacity. Three cases are formulated: (1) maximizing employment subject to ambient concentration constraints, (2) maximizing employment subject to emissions constraints, and (3) minimizing emissions subject to employment constraints. Empirical relationships using Census and pollutant inventory data describe a conceptual urban system, so that indirect and induced impacts of development strategies are also included. The modeling incorporates both point and nonpoint sources, and is shown to be adaptable for nonreactive emissions.  相似文献

长江经济带是世界上最大的内河产业带和制造业基地,建设长江经济带是新时期中国三大国家发展战略之一,积极、有效地保护长江经济带生态环境具有非常重要的战略意义。本研究从识别突出的大气污染防治问题入手,深入分析大气污染的主要驱动力产业与能源结构,以问题为靶向,提出长江经济带的大气污染防治策略。研究结果发现,占国土面积21%的长江经济带排放了全国34%的二氧化硫、32%的氮氧化物、28%的烟粉尘、44%的挥发性有机物、43%的氨,单位面积污染物排放强度是全国平均水平的1.3~2.1倍,污染物排放远超环境容量。长江经济带126个城市中,6项主要大气污染物年平均浓度全部达标的城市比例不到1/3。颗粒物是影响城市达标的主要污染物。长江经济带产业结构偏重和能源消费以煤为主,是造成大气污染排放量的主要源头,是大气污染的主要驱动力。以解决突出的大气环境问题为核心,将环境质量作为大气污染防治的底线,持续推进空气质量改善,重点措施上,从大气污染驱动力着手,提出优化产业与能源结构、深化多污染物协同控制、推进区域联防联控等大气污染防治对策建议。  相似文献

随着经济的快速发展,机动车排气污染已成为我国城市空气污染的重要来源,而且在一定时段,机动车排气污染已成为空气污染最主要的污染源之一。以济南市经十路为例,采用实地调查的方法,得出各时段的车流量,选用大气环评助手EIAA中的CALINE4模式对机动车尾气中的主要污染物CO、NOx、THC的排放浓度进行估算,得出3种污染物CO、NOx、THC最大值均出现在7:00—8:00之间,最小值均出现在12:00-13:00之间,排放强度由大到小为:CO、THC、NOx。  相似文献

区域低碳经济发展是可持续发展的重要选择,成渝经济区是中国经济增长的第四极,是拉动中国西部经济社会发展,缩小地区经济社会差异的重要地区。从SD模型的原理与方法人手,基于成渝经济区低碳经济发展现状,利用SD模型对成渝经济区的能源总量与能源缺口、能源消耗量构成、工业增加值能耗、废气废水废物排放量等方面进行模拟预测,并提出区域发展低碳经济的对策:发展低碳产业,走低碳经济发展道路;积极合理开发新技术利用新能源;鼓励促进优势特色产业的发展。  相似文献

煤炭消费过程中排放的大气污染物已成为我国大气污染的重要来源。本文采用WRF-CAMx 空气质量模型定量分析了煤炭消费- 污染物排放- 空气质量之间的影响关系,基于情景分析方法,研究了2020 年、2030年空气质量改善需求对地区大气污染物排放总量与煤炭消费总量的约束作用。在此基础上,结合重点地区行业发展与能源供需等因素,提出各省煤炭消费总量控制目标与控煤对策建议。研究结果表明,要实现2020 年、2030 年空气质量改善阶段性目标,全国煤炭消费总量应分别控制在40.8 亿吨和37.7 亿吨左右,京津冀鲁豫等11 个重点省份2020 年煤炭消费量应控制在15.8 亿吨、2030 年控制在13.1 亿吨,全国煤炭清洁化利用水平需要在当前基础上大幅度提升。  相似文献

London and New York have often been hailed for their sustainable planning practices. However, when one focuses on the entire city region, there is ever-increasing car-dependent development. This paper focuses on the exurban region of the two cities investigating transport-created CO2 emissions. The research is based on the analysis of data of the National Travel Surveys of Great Britain and the USA through a quantification of personal travel and a top-down estimation of CO2 emissions. It is the exurban region that accounts for the vast majority of CO2 emissions: 77% for London and 87% for New York. In the wider region for both cities there is a policy vacuum and dearth of regional planning mechanisms to deliver policies to reduce CO2 emissions. The paper argues that transport needs to be planned at the city-regional scale.  相似文献

Current US regulatory air quality monitoring networks measure ambient levels of pollutants and cannot capture the effects of mobile sources at the micro-scale. Despite the fact that overall air quality has been getting better, more vulnerable populations (children, the elderly, minorities and the poor) continue to suffer from traffic-related air pollution. As development intensifies in urban areas, more people are exposed to road-related air pollution. However, the only consideration given to air quality, if any, is based on ambient measures. This paper uses an inexpensive, portable Particle Soot Absorption Photometer (PSAP) to measure Black Carbon (BC) emissions, a surrogate for diesel fuels emissions, in Seattle's International District. With the aid of a GPS receiver, street-level BC data were geocoded in real space-time. It was found that pollution levels differed substantially across the study area. The results show the need for street-level air pollution monitoring, revisions in current land use and transportation policies, and air quality planning practice.  相似文献

本文从经济、能源、交通结构三大领域分析了京津冀、长三角和珠三角三大城市群的异同点,探究了结构性特征对大气污染的影响。结果表明:我国东部三大城市群中,珠三角的空气质量最优,长三角次之,京津冀最差,空气污染程度自南向北呈现阶梯状上升态势;能源规模和结构、工业规模和结构、交通规模和结构同步呈现自南向北逐步偏化石燃料、偏重工业、偏公路运输的结构性特征,与空气污染的阶梯分布在一定程度上相吻合。从时间来看,空气污染呈现历史性发展和累积特征;从空间来看,重工业规模大、比重高,化石燃料在能源消费结构中占比高,汽车保有量和船舶货物吞吐量快速增高是京津冀和长三角大气污染重于珠三角的内在结构性主因。在数据分析的基础上,本文从分区施策和结构调整两方面提出了大气污染防控对策建议。  相似文献

东部老工业区是济南市大气污染重点防控区域。工业区大型企业的无组织排放废气对区域及周边大气环境质量产生的影响,一直没有引起人们的足够重视,因对其排放量大小和污染物种类不清楚,难以进行监管。本文以济南东部老工业区一家大型钢铁企业为例,选取五项有代表性的特征污染物(苯、甲苯、二甲苯、非甲烷总烃和氨)进行布点监测,在不同气象条件下,分析特征污染物的浓度变化,了解钢铁企业无组织排放特征。经对监测数据的分析得出:与上风向相比,下风向各污染物监测的小时浓度和日均浓度均有不同程度的增加,表明该厂区污染源对周边环境空气质量有一定影响。最后,提出防范或改进措施,如应加严相应的无组织排放标准,增加大气在线监测点位及监测项目,建议企业加强对生产工艺环节无组织排放废气的收集和处理。  相似文献

本研究通过京津冀地区各行业的年度煤炭消费量确定火电行业、钢铁行业和焦化行业为重点耗煤行业,以在线监测数据、污染源调查(现场调研、环评、验收)数据、排放因子数据为基础,自下而上建立了2013年京津冀地区重点耗煤行业大气污染物排放清单,分析研究了SO_2、NO_x和PM_(10)的排放量与污染贡献分布情况,掌握了京津冀地区重点耗煤行业大气污染物排放现状,为大气污染物减排提供数据基础。研究表明,2013年京津冀火电、钢铁焦化行业共排放SO_2 72.35万t、NO_x 131.99万t、PM_(10) 30.36万t。  相似文献

One of the objectives of US environmental regulations was to reduce industrial air pollution emissions, especially from the electric utility industry, the major industrial air polluter. In this study, a comparative analysis of air pollution emissions from fossil-fuel-burning electric utility plants is conducted. The analysis focuses on a 12-yr period from 1975 to 1987 for three air pollutants: particulates, surfur dioxide, and nitrogen oxides. The results indicate that particulate emissions have been significantly reduced but that sulfur dioxide and nitrogen oxides are still major problems for a number of plants. Furthermore, the disparity in the performance by plants indicates that by using current technology, the industry as a whole could greatly reduce these emissions. These results have policy implication for future environmental legislation.  相似文献

A mercury emission model was developed to estimate non-point source mercury (Hg) emissions occurring over the year from the Idrijca River catchment, draining the area of the world's second largest Hg mine in Idrija, Slovenia. Site-specific empirical correlations between the measured Hg emission fluxes and the parameters controlling the emission (comprising substrate Hg content, soil temperature, solar radiation and soil moisture) were incorporated into the mercury emission model developed using Geographic Information System technology. In this way, the spatial distribution and significance of the most polluted sites that need to be properly managed was assessed. The modelling results revealed that annually approximately 51 kg of mercury are emitted from contaminated surfaces in the catchment (640 km(2)), highlighting that emission from contaminated surfaces contributes significantly to the elevated Hg concentrations in the ambient air of the region. Very variable meteorological conditions in the modelling domain throughout the year resulted in the high seasonal and spatial variations of mercury emission fluxes observed. Moreover, it was found that mercury emission fluxes from surfaces in the Idrija region are 3-4 fold higher than the values commonly used in models representing emissions from global mercuriferous belts. Sensitivity and model uncertainty analysis indicated the importance of knowing not only the amount but also the type of mercury species and their binding in soils in future model development.  相似文献

Global greenhouse gas emissions from air travel (GHG-A) are on the rise, and projections point towards a rapid growth in the coming decades. This study aims to examine how local government (cities), addresses GHG-A in their Sustainable Energy Action Plans (SEAP). To fulfil this aim, over 200 SEAPs were analysed focusing on three issues: (1) Treatment of GHG-A in local emissions inventories; (2) Policy initiatives within this domain; and (3) The cities’ perceptions of the conflicts of interests. Results showed that more than half of the cities acknowledge the challenge of GHG-A, around one third include GHG-A in their emissions inventories, and more than one quarter have initiated policy interventions. To categorise these interventions, we have added a mode ‘governing by agenda setting’ to an existing analytical framework, ‘Modes of governing’. With their authority limited to the local setting, this mode of governing is a common channel for cities to push changes at higher levels.  相似文献

The advanced zero emissions power plant (AZEP) project addresses the development of a novel “zero emissions,” gas turbine-based, power generation process to reduce local and global CO2 emissions in a cost-effective way.The key element in AZEP is an integrated MCM-reactor, in which (a) O2 is separated from air by means of a mixed-conducting membrane (MCM), (b) combustion of natural gas occurs in an N2-free environment and (c) the heat of combustion is transferred to air by heat exchange.This paper focuses on the development and testing of the ceramic components of the MCM-reactor (air separation membrane and heat exchangers). For compactness and manufacturability, a module design based on extruded square channel monoliths has been chosen. The manifold design enables gas distribution in a checkerboard pattern. Modules with contact area of >500 m2/m3 have been produced.Results from testing of the modules under close to realistic process conditions agree with model predictions. Extrapolation to AZEP process conditions gives an oxygen production rate of around 37 mol O2/(m3 s), or 15 MW/m3 power density (per net MCM volume). These values correspond to project targets and confirm the feasibility of the AZEP concept.  相似文献
