At the end of the 20th century, business finds itself in a period of transformation and a new emphasis on environmentally responsible practices. Leading-edge companies are now integrating environmental concerns into everyday business activities. Competitive issues, which led to the formation of just-in-time production processes, are now forcing companies to better understand their effects on the environment. Business leaders must now look at environmental issues as opportunities, not burdens. The revelatory paper, “Dilemmas in the General Theory of Planning,” by Rittel and Webber (Policy Sci 4:155–169, 1973) has had great impact because it provides one example of an emergent consensus across many disciplines. Many “problems,” as addressed in real-world situations, involve elements that exceed the complexity of any known or hoped-for model, or are “wicked.” Many who encounter this work for the first time find that their concept of wicked problems aptly describes many environmental disputes. For those frustrated with the lack of progress in many areas of environmental protection, Rittel and Webber’s work suggested a powerful explanatory hypothesis: Complex environmental problems cannot be comprehended within any of the accepted disciplinary models available in the academy or in discourses on public interest and policy. What should we conclude about the future of social improvements, and about the possibilities for rational discourse leading to cooperative action, with respect to this huge number of pressing public, environmental problems? Can we find ways to address environmental problems that improves the ability of communities to respond creatively and rationally to them? I will argue that, while the Rittel-Webber critique requires us to abandon many of the assumptions associated with a positivistic view of science and its applications to policy analysis, it also points to a more productive direction for the future of policy analysis. I will introduce “boundary critique,” developed within Critical Systems Theory (CST), an approach that offers some reason for optimism in dealing with some aspects of wickedness.  相似文献

The existence of illegal landfills is an environmental problem in most countries. However, research on this issue is scarce and limited by the availability and quality of data on the subject. Thus, most illegal landfill studies have only been conducted in a partial manner, focusing on geographical aspects or the causes of these landfills (lack of environmental awareness, inadequate waste management systems, and the role of local government). This research analyses a sample of 120 possible areas with illegal landfills in Andalusia using logistic regression in order to obtain a predictive model for the occurrence of these landfills, including both types of variables (geographical and behavioural) jointly. The results confirm that the variables that most influence the occurrence of illegal landfills are spatial (“Industrial Land”, “Plains” and “Rural Land”); whilst the variables that most reduce the likelihood of illegal landfills are those related to certain characteristics of the municipal waste management system and environmental awareness, such as “Availability of Recycling Facilities”, “Punitive Policies”, “Supervision” and “Awareness-raising Campaigns”. The model obtained shows that variables of very different nature and magnitude interact in the occurrence of illegal landfills, each of which contributes a series of features characteristic of its scale. It is advisable, therefore, to perform an analysis using a multi-scale approach in order to gain an overall understanding of the phenomenon.  相似文献

Our objectives in this article are twofold: first, to use the analytical hierarchy process (AHP) to establish core priorities and, second, to discuss how to reorganize an environmental, health, and safety (EHS) department in a manner that will avoid “scope creep,” as well as inconsistencies in the delivery of client services as a result of personnel loss or change. Interdisciplinary approaches to conservation research and environmental management continue to garner interest among practitioners, academics, and students. Yet, cases of practitioners and researchers from different disciplines successfully working in concert towards an integrated conservation approach are rare. What is preventing practitioners of multiple disciplines from harmoniously working together? Why are practitioners and academics struggling to apply their graduate training to real world conservation? What is preventing the benefits of cooperation and partnerships between different disciplines addressing conservation from being realized? This special issue “Conservation without Borders: Building Communication and Action across Disciplinary Boundaries for Effective Conservation” asks readers to consider the numerous interpretations and implications of the phrase “Conservation without Borders” and to reflect on how different academic and disciplinary lenses can contribute to a more integrated approach to tackling conservation challenges. The articles that comprise this special issue offer readers insights into the ways in which different disciplines view conservation work and interdisciplinary approaches to environmental problems. Bringing these perspectives and approaches together in one place is a step towards improving communication across disciplines for the purpose of achieving more successful biodiversity conservation.  相似文献

This paper analyses how 10 localities in the USA and England, recognised as leaders in clean energy and climate action, have used collaborative approaches to develop local climate change plans and energy conservation, efficiency, and renewable energy initiatives. It examines these planning and policy-making processes in the context of Margerum's [2008. A typology of collaboration efforts in environmental management. Environmental Management, 41 (4), 487–500] typology of “action”, “organizational”, and “policy-level” collaborations, as well as Gray's [1989. Collaborating: finding common ground for multiparty problems. San Francisco: Jossey-Bass] classification of collaboration in the “problem-setting”, “direction-setting”, and “implementation” phases. We conducted interviews with local elected officials, municipal staff, energy professionals, and citizen volunteers in each community, supplemented with an analysis of their adopted energy, climate change, and land-use plans. We find that despite the different government structures and political contexts between the two countries, there was a surprising amount of commonality in how the case study localities used collaborative planning to develop local climate plans and clean energy initiatives. These processes were most often initiated by local elected officials and/or high-level staff members, and then carried out in collaboration with local third-sector organisations and other community stakeholders. In the USA, collaboration was strongest at the policy level and in the direction-setting phase, with the distinguishing feature that citizen advisory boards or stakeholder working groups often took a more active role in shaping local plans and policies. The English localities had some of those same types of collaborations, but were more likely to also employ action collaboration, in the implementation phase, in which third-sector organisations coordinated with the locality to directly provide clean energy services.  相似文献

This article describes and proposes the “environmental subsidiarity principle” as a guiding ethical value in forestry governance. Different trends in environmental management such as local participation, decentralization or global governance have emerged in the last two decades at the global, national and local level. This article suggests that the conscious or unconscious application of subsidiarity has been the ruling principle that has allocated the level at which tasks have been assigned to different agents. Based on this hypothesis this paper describes the principle of subsidiarity and its application to environmental policies within forest governance and proposes the “environmental subsidiarity” principle as a critical conceptual tool for sustainable resource management. The paper explains as an example how “environmental subsidiarity” is the key principle that can link payment for ecosystem services (PES) with environmental public policies and applies this principle with all its political consequences to reducing emissions from deforestation and forest degradation, and enhancing forest carbon stocks in developing countries (REDD+) architecture. It concludes by showing how the adoption of “environmental subsidiarity” as a ethical principle could help to maximize benefits to all stakeholders involved in PES schemes such as REDD+.  相似文献

This article explores how the geographic boundaries of who could participate in the decision processes of two community-owned wind energy projects (WEPs) was evaluated in terms of their fairness by project leaders and local residents. In particular, it analyses the varying ways that the justice principle of “those affected by a decision have a right to be involved in making that decision” was utilised to make claims about the fairness of each boundary. In both case studies, even though this justice principle was often shared by local stakeholders, defining exactly what a “fair” boundary encompassed was problematic and strong disagreements emerged. Three factors that contributed to this disagreement are highlighted, and the significance of the findings for the implementation of community WEPs is reflected upon.  相似文献

The decline in the supply of natural resources is a cause for concern, especially given continued worldwide population growth. New habits and attitudes toward resource use are slowly being introduced into the everyday lives of persons residing in a number of countries. The term “ecological behavior” refers to acting in favor of the environment, whether these actions are voluntarily or not, or learned or not (Pato & Tamayo, 2006 ). The general objective of this study is to identify the environmental behavior—one of several terms used interchangeably with ecological behavior—of graduate students from a Brazilian federal institution of higher education. We chose this particular group because many of them already act, or will act, as professors. Thus, by virtue of their positions, they will function as opinion leaders who will influence the education of future professionals, establishing a chain through which shared values can gradually change the environmental behavior of society.  相似文献

Over the last few years, commentators on all sides of the environmental debate have (with a few exceptions) joined hands to pillory the traditional model of environmental regulation in this country. The catch phrase “command and control” has become emblematic of everything that was seen as being wrong with the old system. The current push for “reinvention” of environmental regulation reinforces the concept that although traditional methods have produced progress, they have outlived their usefulness. At the same time, ISO 14000 has emerged as one of the hottest topics in the environmental field—a form of reinvention of environmental management that has been embraced by many as the solution to an array of problems. While it is still early in the game, initial results indicate that when used effectively, ISO 14000 can be a powerful tool for the environmental manager. However, misuse of ISO 14000 could represent a throwback to command and control rather than a management tool for the new millennium. This article examines how this new tool fits into the evolving picture of environmental regulation and management.  相似文献

A central task of environmental ethics, which have been arising since 1960s, is to extend the objects of moral concern beyond the individuals of Homo sapiens. (Here, it involves the issue of the boundary of environmental ethics. In a narrow sense, an environmental ethic must grant moral concern to holistic environmental objects (such as ecosystems). On the other hand, if we broadly define the environmental ethic as an ethic that shows moral concern not limited to Homo sapiens and its individuals only, then, these “generalized” environmental ethics include Peter Singer’s “animal liberation” and Tom Regan’s “animal rights”. In this article, the term “environmental ethic” refers to an environmental ethic in a generalized sense.) All the objects deserving moral concern constitute the moral community. The trajectory and boundary of this extension are different among different schools. Compared to other schools, Tom Regan’s “animal rights” has a relatively smaller moral community, making it more “conservative” at first sight. Meanwhile, the rights view, like other schools, faces the question regarding the edge of moral concern. This question consists of two sub-questions: (1) where is the boundary of the moral community and (2) how ought we to treat the objects of moral concern near the boundary? Given the closeness of Regan’s theory to traditional ethics (regarding the boundary of the moral community), this study is mainly focused on analyzing the edge of moral concern within the framework of the theory of animal rights. Further, I investigate the similarities and differences in the boundary of moral concern among various schools of environmental ethics. The comparative analysis demonstrates a subtle relation between science and moral philosophy, and reveals a similar form of a metaphysical premise adopted by all environmental ethics. This research helps to clarify the moral concern of environmental ethics, which is an essential prerequisite for establishing a new ethic, and therefore helps to consolidate the reference of environmental ethics to environmental management.  相似文献

Despite the professed concern of many governments, businesses and individuals – and the recent publication of another alarming report from the IPCC – inaction on climate change remains a significant concern. For many, the problem is rooted in a neoliberal account of social change. Neoliberal environmentalism is the dominant approach to environmental issues but it is often blamed for the continuing failure of climate change policy in general and behaviour change initiatives in particular. This paper explores the dynamics of this dominant discourse through an examination of environmentalism in the large “green” corporation. Specifically, it uses discourse analysis to investigate so-called “climate champion” schemes and considers examples of resistance to the dominant neoliberal discourse. The paper finds that many of the champions did resist the basic components of neoliberal environmentalism. They challenged the principles of self-interest, self-rule and incremental change, and they talked about the possibility of enforced action. However, this resistance was limited in a number of different ways. The paper suggests that the workplace does play a role in restricting resistance but that there are more fundamental issues that need to be addressed if we hope to pursue an alternative approach to environmental problems such as climate change.  相似文献

In Europe, an increasing share of public subsidies for food production is being transferred towards the production of goods and environmental services. Today, farmers hesitate between the quest for technical and economic performance, which has been the paradigm of their professional activities since the 1960s, on one hand, and taking account of the environmental concerns that have been imposed since the middle of the 80s, on the other. Is it possible for farmers to continue to work according to the paradigm of the producer of agri-food goods, and how do they react to the ecologization of their activities? In this paper, we will see the difficulties and sources of tension induced by landscape maintenance in the daily professional practice of the farmers. We will see that the professional identity of the farmers is profoundly brought into question by these changes (substitution of strictly “agricultural issues” by more general concerns such as “rural issues,” substitution of the farmer by the “ecologized” peasant...). The topic of landscape reveals social strains between farmers. It also raises the question of the legitimacy of farmers to define the sense of their activities by themselves. Finally we will see that environmental orientations do not systematically open up new prospects for all farmers; they sometimes contribute to increase the inequalities between farmers (financial support proportional to land property, marginalization of farmers who are less socially integrated...).  相似文献

Abstract: This paper provides an overview and summary of United States and Canadian federal, state, and provincial laws that offer some form of legal protection for environmental flows. Special attention is given to the new “second generation” law established in Texas and to ways western states are beginning to encourage transactions that help restore dewatered streams. Progress in the eastern states and some Canadian provinces to provide environmental flow protection is addressed. “Eco-efficiency” is a term that does not yet appear in dictionaries but has already gained considerable force in shaping the environmental policies and practices of leading corporations. The Business Council on Sustainable Development (BCSD) sounded a trumpet call with their 1992 manifesto, “Changing Course.” Due to the credibility of the companies that constitute BCSD's membership—including Dow Chemical, 3M, Northern Telecom, Ciba-Geigy, Volkswagen, Nissan, Mitsubishi, and many others—their message has had a substantial influence on the strategic thinking of company executives around the world, BCSD's concept of eco-efficiency suggests an important link between resource efficiency (which leads to productivity and profitability) and environmental responsibility. Eco-efficiency makes business sense. By eliminating waste and using resources wisely, eco-efficient companies reduce costs and become more competitive. As environmental performance standards become commonplace, eco-efficient companies will be at an advantage for penetrating new markets and increasing their share of existing markets. Research of problem definitions typically centres on agenda setting and formulation with less attention given to implementation. In recognition of this gap, this analysis examines the relationship between issue definition, issue redefinition and policy implementation by reviewing two municipal stormwater plans. The results suggest that in larger issue contexts replete with ambiguity and uncertainty, problem definitions are often “tweaked” and adapted during the implementation process. In short, street-level bureaucrats craft “genetically related” but idiosyncratic problem definitions – that fit their own policy-making context. In the case of stormwater, “solutions”; are best described as dynamic policies built upon the values associated with technical expertise, public participation and environmental sustainability.  相似文献

Immigrant integration models in rural communities are limited because they do not acknowledge the context of illegality that exists within communities that have a high concentration of unauthorised immigrants. In this in-depth case study of Postville, Iowa (the site of an infamous US immigration raid), I examine current rural immigrant community integration strategies under a shadow context of illegality and unauthorised immigrant labour. I find that underground and informal relationships within the towns' employers, immigrants, civic leaders, and native townspeople sustain a shadow context of exploitation and community instability. My research demonstrates that communities with large unauthorised immigrant populations rely on both formal and informal immigrant integration strategies to create “welcoming” immigrant communities. The formal strategies are multicultural approaches that rely on “diversity champions” to instil a climate of inclusion but do not tackle structural issues that place unauthorised communities at risk. The informal strategies rely on tacit understandings of community behaviour that just perpetuate the structural conditions of exploitation present in rural towns. These two forms of immigrant integration strategies support a shadow context that breeds vulnerability and risk for unauthorised immigrants, even in an immigrant “welcoming” environment.  相似文献

The European Union's Structural Funds are implemented by means of Regional Development Plans (RDP), whose regionally scoped environmental assessment is required. We highlight the deficiencies faced by this approach when subregional areas with high conservation natural values are involved and illustrate it with the case of the RDP of Andalusia region on Doñana National Park area (Spain). Commissioned by the World Wildlife Fund, a Strategic Environmental Assessment (SEA) of the Andalusian RDP was carried out focusing on Doñana and its area of influence. This is a complex space where some of the most environmentally valuable features in the continent coexist with a surrounding intense and multi-sector economic activity, threatening its conservation. In the absence of an established sustainability framework in the Region, a “trickle-down” SEA approach evidenced the need to produce a set of environmental, economic and social guidelines for sustainable management of land, against which the RDP objectives were tested for coherence. An “incremental” SEA approach was also tested, which involved the identification of 79 measures and actions stemming from the RDP provisions and other concurrent planning documents reviewed and the qualitative assessment of their individual and cumulative potential impacts on Doñana environments. In the light of the results, a set of complementary mitigating measures was proposed for inclusion in tiered stages of the planning process. Measures to avoid, reduce, remedy and monitor the major types of impact were proposed, including provisions for public participation. SEA emerges as an instrument for non-governmental organizations (NGOs) to carry out independent assessment of public development initiatives.  相似文献
