This study evaluates the environmental performance and discounted costs of the incineration and landfilling of municipal solid waste that is ready for the final disposal while accounting for existing waste diversion initiatives, using the life cycle assessment (LCA) methodology. Parameters such as changing waste generation quantities, diversion rates and waste composition were also considered. Two scenarios were assessed in this study on how to treat the waste that remains after diversion. The first scenario is the status quo, where the entire residual waste was landfilled whereas in the second scenario approximately 50% of the residual waste was incinerated while the remainder is landfilled. Electricity was produced in each scenario. Data from the City of Toronto was used to undertake this study. Results showed that the waste diversion initiatives were more effective in reducing the organic portion of the waste, in turn, reducing the net electricity production of the landfill while increasing the net electricity production of the incinerator. Therefore, the scenario that incorporated incineration performed better environmentally and contributed overall to a significant reduction in greenhouse gas emissions because of the displacement of power plant emissions; however, at a noticeably higher cost. Although landfilling proves to be the better financial option, it is for the shorter term. The landfill option would require the need of a replacement landfill much sooner. The financial and environmental effects of this expenditure have yet to be considered.  相似文献

Greenhouse gas (GHG) emissions from post-consumer waste and wastewater are a small contributor (about 3%) to total global anthropogenic GHG emissions. Emissions for 2004-2005 totalled 1.4 Gt CO2-eq year(-1) relative to total emissions from all sectors of 49 Gt CO2-eq year(-1) [including carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), and F-gases normalized according to their 100-year global warming potentials (GWP)]. The CH4 from landfills and wastewater collectively accounted for about 90% of waste sector emissions, or about 18% of global anthropogenic methane emissions (which were about 14% of the global total in 2004). Wastewater N2O and CO2 from the incineration of waste containing fossil carbon (plastics; synthetic textiles) are minor sources. Due to the wide range of mature technologies that can mitigate GHG emissions from waste and provide public health, environmental protection, and sustainable development co-benefits, existing waste management practices can provide effective mitigation of GHG emissions from this sector. Current mitigation technologies include landfill gas recovery, improved landfill practices, and engineered wastewater management. In addition, significant GHG generation is avoided through controlled composting, state-of-the-art incineration, and expanded sanitation coverage. Reduced waste generation and the exploitation of energy from waste (landfill gas, incineration, anaerobic digester biogas) produce an indirect reduction of GHG emissions through the conservation of raw materials, improved energy and resource efficiency, and fossil fuel avoidance. Flexible strategies and financial incentives can expand waste management options to achieve GHG mitigation goals; local technology decisions are influenced by a variety of factors such as waste quantity and characteristics, cost and financing issues, infrastructure requirements including available land area, collection and transport considerations, and regulatory constraints. Existing studies on mitigation potentials and costs for the waste sector tend to focus on landfill CH4 as the baseline. The commercial recovery of landfill CH4 as a source of renewable energy has been practised at full scale since 1975 and currently exceeds 105 Mt CO2-eq year(-1). Although landfill CH4 emissions from developed countries have been largely stabilized, emissions from developing countries are increasing as more controlled (anaerobic) landfilling practices are implemented; these emissions could be reduced by accelerating the introduction of engineered gas recovery, increasing rates of waste minimization and recycling, and implementing alternative waste management strategies provided they are affordable, effective, and sustainable. Aided by Kyoto mechanisms such as the Clean Development Mechanism (CDM) and Joint Implementation (JI), the total global economic mitigation potential for reducing waste sector emissions in 2030 is estimated to be > 1000 Mt CO2-eq (or 70% of estimated emissions) at costs below 100 US$ t(-1) CO2-eq year(-1). An estimated 20-30% of projected emissions for 2030 can be reduced at negative cost and 30-50% at costs < 20 US$ t(-) CO2-eq year(-1). As landfills produce CH4 for several decades, incineration and composting are complementary mitigation measures to landfill gas recovery in the short- to medium-term--at the present time, there are > 130 Mt waste year(-1) incinerated at more than 600 plants. Current uncertainties with respect to emissions and mitigation potentials could be reduced by more consistent national definitions, coordinated international data collection, standardized data analysis, field validation of models, and consistent application of life-cycle assessment tools inclusive of fossil fuel offsets.  相似文献

Malaysia is in dire need of alternatives to landfilling for solid waste management. Recently, landfills have faced the problems of overfilling, overflowing of leachates leading to pollution of water resources, and uncontrolled dust emissions adversely affecting the local environment. With the rising cost of urbanization coupled with the high rate of waste generation, one possible method of waste treatment that is receiving particular attention by the government is incineration. Incineration of solid waste is rather new in Malaysia, with limited usage in handling small sources of waste generation such as the municipal solid waste (MSW) of resort islands; however, its potential in ameliorating the problems associated with solid waste treatment may make it an attractive alternative to landfill. This article presents the results of test runs conducted to investigate the performance of a locally designed and manufactured rotary kiln incinerator (RKI). The test runs were conducted using MSW collected from the Shah Alam municipality. The combustion efficiency was analyzed by looking at the temperature profiles and chemical species concentrations. To complement the combustion characteristics measurements, predictions of the air flow in the incinerator during the process were also investigated. The overall performance of the RKI suggests that it is suitable for treating MSW.  相似文献

A number of LCA-based studies have reported on the environmental performance of landfilling of mixed waste, but little is known about the relative contributions of individual waste fractions to the overall impact potentials estimated for the mixed waste. In this paper, an empirical model has been used to estimate the emissions to the environment from landfilling of individual waste fractions. By means of the LCA-model EASEWASTE, the emissions estimated have been used to quantify how much of the overall impact potential for each impact category is to be attributed to the individual waste fractions. Impact potentials are estimated for 1 tonne of mixed waste disposed off in a conventional landfill with bottom liner, leachate collection and treatment and gas collection and utilization for electricity generation. All the environmental aspects are accounted for 100 years after disposal and several impact categories have been considered, including standard categories, toxicity-related categories and groundwater contamination.Amongst the standard and toxicity-related categories, the highest potential impact is estimated for human toxicity via soil (HTs; 12 mPE/tonne). This is mostly caused by leaching of heavy metals from ashes (e.g. residues from roads cleaning and vacuum cleaning bags), batteries, paper and metals. On the other hand, substantial net environmental savings are estimated for the categories Global Warming (GW; ?31 mPE/tonne) and Eco-Toxicity in water chronic (ETwc; ?53 mPE/tonne). These savings are mostly determined by the waste fractions characterized by a high content of biogenic carbon (paper, organics, other combustible waste). These savings are due to emissions from energy generation avoided by landfill gas utilization, and by the storage of biogenic carbon in the landfill due to incomplete waste degradation.  相似文献

Incineration of municipal solid waste is a debated waste management technology. In some countries it is the main waste management option whereas in other countries it has been disregarded. The main discussion point on waste incineration is the release of air emissions from the combustion of the waste, but also the energy recovery efficiency has a large importance.The historical development of air pollution control in waste incineration was studied through life-cycle-assessment modelling of eight different air pollution control technologies. The results showed a drastic reduction in the release of air emissions and consequently a significant reduction in the potential environmental impacts of waste incineration. Improvements of a factor 0.85–174 were obtained in the different impact potentials as technology developed from no emission control at all, to the best available emission control technologies of today (2010).The importance of efficient energy recovery was studied through seven different combinations of heat and electricity recovery, which were modelled to substitute energy produced from either coal or natural gas. The best air pollution control technology was used at the incinerator. It was found that when substituting coal based energy production total net savings were obtained in both the standard and toxic impact categories. However, if the substituted energy production was based on natural gas, only the most efficient recovery options yielded net savings with respect to the standard impacts. With regards to the toxic impact categories, emissions from the waste incineration process were always larger than those from the avoided energy production based on natural gas. The results shows that the potential environmental impacts from air emissions have decreased drastically during the last 35 years and that these impacts can be partly or fully offset by recovering energy which otherwise should have been produced from fossil fuels like coal or natural gas.  相似文献

The external (environmental and social) costs of landfilling (e.g. emissions to air, soil and water; and 'disamenities' such as odours and pests) are difficult to quantify in monetary terms, and are therefore not generally reflected in waste disposal charges or taken into account in decision making regarding waste management options. This results in a bias against alternatives such as recycling, which may be more expensive than landfilling from a purely financial perspective, but preferable from an environmental and social perspective. There is therefore a need to quantify external costs in monetary terms, so that different disposal options can be compared on the basis of their overall costs to society (financial plus external costs). This study attempts to estimate the external costs of landfilling in the City of Cape Town for different scenarios, using the benefits transfer method (for emissions) and the hedonic pricing method (for disamenities). Both methods (in particular the process of transferring and adjusting estimates from one study site to another) are described in detail, allowing the procedures to be replicated elsewhere. The results show that external costs are currently R111 (in South African Rands, or approximately US$16) per tonne of waste, although these could decline under a scenario in which energy is recovered, or in which the existing urban landfills are replaced with a new regional landfill.  相似文献

Although intra-European trade of combustible waste has grown strongly in the last decade, incineration and landfill taxes remain disparate within Europe. The paper proposes a more coherent taxation approach for Europe that is based on the principle of Pigovian taxation, i.e. the internalization of environmental damage costs. The approach aims to create a level playing field between European regions while reinforcing incentives for sustainable management of combustible waste. Three important policy recommendations emerge. First, integrating waste incineration into the European Emissions Trading System for greenhouse gases (EU ETS) reduces the risk of tax competition between regions. Second, because taxation of every single air pollutant from waste incineration is cumbersome, a differentiated waste incineration tax based on NOx emissions can serve as a second-best instrument. Finally, in order to strengthen incentives for ash treatment, a landfill tax should apply for landfilled incineration residues. An example illustrates the coherence of the policy recommendations for incineration technologies with diverse environmental effects.  相似文献

This study presents a novel integrated method for considering the economics of waste-to-energy (WTE) facilities with priced greenhouse gas (GHG) emissions based upon technical and economic characteristics of the WTE facility, MSW stream, landfill alternative, and GHG emissions policy. The study demonstrates use of the formulation for six different policy scenarios and explores sensitivity of the results to ranges of certain technical parameters as found in existing literature. The study shows that details of the GHG emissions regulations have large impact on the levelized cost of energy (LCOE) of WTE and that GHG regulations can either increase or decrease the LCOE of WTE depending on policy choices regarding biogenic fractions from combusted waste and emissions from landfills. Important policy considerations are the fraction of the carbon emissions that are priced (i.e. all emissions versus only non-biogenic emissions), whether emissions credits are allowed due to reducing fugitive landfill gas emissions, whether biogenic carbon sequestration in landfills is credited against landfill emissions, and the effectiveness of the landfill gas recovery system where waste would otherwise have been buried. The default landfill gas recovery system effectiveness assumed by much of the industry yields GHG offsets that are very close to the direct non-biogenic GHG emissions from a WTE facility, meaning that small changes in the recovery effectiveness cause relatively larger changes in the emissions factor of the WTE facility. Finally, the economics of WTE are dependent on the MSW stream composition, with paper and wood being advantageous, metal and glass being disadvantageous, and plastics, food, and yard waste being either advantageous or disadvantageous depending upon the avoided tipping fee and the GHG emissions price.  相似文献

The identification of significant pollutants emitted from the contamination source is the first step in evaluating the impact associated with anthropic activity. Municipal solid waste (MSW) incinerators are still generally perceived as great pollutant sources, in particular due to their gaseous emissions from the stack, which constitute the major effluent from the plant. In this work a life cycle assessment and an integrated environmental monitoring system were applied together, in order to obtain complete information about the incineration process and its environmental impact. The former is a proven methodology, but its application to waste management systems constitutes a relatively new field of application with a great developmental potential. The contribution of the incineration process to the different environmental impact categories was investigated, finding many avoided impacts due to energy recovery. The latter is an innovative approach that allows a remarkable understanding of impact due to a contamination source; interesting correlations were found between heavy metals both in gas emissions and in natural matrices in the surroundings.  相似文献

The global gaseous emissions produced by landfilling the Mechanically Sorted Organic Fraction (MSOF) with different weeks of Mechanical Biological Treatment (MBT) was evaluated for an existing waste management system. One MBT facility and a landfill with internal combustion engines fuelled by the landfill gas for electrical energy production operate in the waste management system considered. An experimental apparatus was used to simulate 0, 4, 8 and 16 weeks of aerobic stabilization and the consequent biogas potential (Nl/kg) of a large sample of MSOF withdrawn from the full-scale MBT. Stabilization achieved by the waste was evaluated by dynamic oxygen uptake and fermentation tests. Good correlation coefficients (R2), ranging from 0.7668 to 0.9772, were found between oxygen uptake, fermentation and anaerobic test values. On the basis of the results of several anaerobic tests, the methane production rate k (year?1) was evaluated. k ranged from 0.436 to 0.308 year?1 and the bio-methane potential from 37 to 12 N m3/tonne, respectively, for the MSOF with 0 and 16 weeks of treatment. Energy recovery from landfill gas ranged from about 11 to 90 kW h per tonne of disposed MSOF depending on the different scenario investigated. Life cycle analysis showed that the scenario with 0 weeks of pre-treatment has the highest weighted global impact even if opposite results were obtained with respect to the single impact criteria. MSOF pre-treatment periods longer than 4 weeks showed rather negligible variation in the global impact of system emissions.  相似文献

Incineration ashes may be treated either as a waste to be dumped in landfill, or as a resource that is suitable for re-use. In order to choose the best management scenario, knowledge is needed on the potential environmental impact that may be expected, including not only local, but also regional and global impact. In this study, A life cycle assessment (LCA) based approach was outlined for environmental assessment of incinerator residue utilisation, in which leaching of trace elements as well as other emissions to air and water and the use of resources were regarded as constituting the potential environmental impact from the system studied. Case studies were performed for two selected ash types, bottom ash from municipal solid waste incineration (MSWI) and wood fly ash. The MSWI bottom ash was assumed to be suitable for road construction or as drainage material in landfill, whereas the wood fly ash was assumed to be suitable for road construction or as a nutrient resource to be recycled on forest land after biofuel harvesting. Different types of potential environmental impact predominated in the activities of the system and the use of natural resources and the trace element leaching were identified as being relatively important for the scenarios compared. The scenarios differed in use of resources and energy, whereas there is a potential for trace element leaching regardless of how the material is managed. Utilising MSWI bottom ash in road construction and recycling of wood ash on forest land saved more natural resources and energy than when these materials were managed according to the other scenarios investigated, including dumping in landfill.  相似文献

Incineration is the main option for residual Municipal Solid Waste treatment in France. This study compares the environmental performances of 110 French incinerators (i.e. 85% of the total number of plants currently in activity in France) in a Life Cycle Assessment perspective, considering 5 non-toxic impact categories: climate change, photochemical oxidant formation, particulate matter formation, terrestrial acidification and marine eutrophication. Mean, median and lower/upper impact potentials are determined considering the incineration of 1 tonne of French residual Municipal Solid Waste. The results highlight the relatively large variability of the impact potentials as a function of the plant technical performances. In particular, the climate change impact potential of the incineration of 1 tonne of waste ranges from a benefit of ?58 kg CO2-eq to a relatively large burden of 408 kg CO2-eq, with 294 kg CO2-eq as the average impact. Two main plant-specific parameters drive the impact potentials regarding the 5 non-toxic impact categories under study: the energy recovery and delivery rate and the NOx process-specific emissions. The variability of the impact potentials as a function of incinerator characteristics therefore calls for the use of site-specific data when required by the LCA goal and scope definition phase, in particular when the study focuses on a specific incinerator or on a local waste management plan, and when these data are available.  相似文献

Following the Kyoto protocol with respect to reducing emissions of greenhouse gases emissions, and EU energy policy and sustainability in waste management, there has been an increased interest in the reduction of emissions from waste disposal operations. From the point of view of nitrous oxide (N2O) emissions, waste incineration and waste co-combustion are very acceptable methods for waste disposal. In order to achieve very low N2O emissions from waste incineration, particularly for waste with higher nitrogen content (e.g. sewage sludge), two factors are important: temperature of incineration over 900 degrees C and avoiding the selective non-catalytic reduction (SNCR) de-NO(X) method based on urea or ammonia treatments. The more modern selective catalytic reduction (SCR) systems for de-NO(X) give rise to negligible sources of N2O.  相似文献

An approach to sustainable municipal solid waste (MSW) management is presented, with the aim of supporting the decision on the optimal flows of solid waste sent to landfill, recycling and different types of treatment plants, whose sizes are also decision variables. This problem is modeled with a non-linear, multi-objective formulation. Specifically, four objectives to be minimized have been taken into account, which are related to economic costs, unrecycled waste, sanitary landfill disposal and environmental impact (incinerator emissions). An interactive reference point procedure has been developed to support decision making; these methods are considered appropriate for multi-objective decision problems in environmental applications. In addition, interactive methods are generally preferred by decision makers as they can be directly involved in the various steps of the decision process. Some results deriving from the application of the proposed procedure are presented. The application of the procedure is exemplified by considering the interaction with two different decision makers who are assumed to be in charge of planning the MSW system in the municipality of Genova (Italy).  相似文献

A life cycle assessment was carried out to estimate the environmental impact of municipal solid waste. Four scenarios mostly used in China were compared to assess the influence of various technologies on environment: (1) landfill, (2) incineration, (3) composting plus landfill, and (4) composting plus incineration. In all scenarios, the technologies significantly contribute to global warming and increase the adverse impact of non-carcinogens on the environment. The technologies played only a small role in the impact of carcinogens, respiratory inorganics, terrestrial ecotoxicity, and non-renewable energy. Similarly, the influence of the technologies on the way other elements affect the environment was ignorable. Specifically, the direct emissions from the operation processes involved played an important role in most scenarios except for incineration, while potential impact generated from transport, infrastructure and energy consumption were quite small. In addition, in the global warming category, highest potential impact was observed in landfill because of the direct methane gas emissions. Electricity recovery from methane gas was the key factor for reducing the potential impact of global warming. Therefore, increasing the use of methane gas to recover electricity is highly recommended to reduce the adverse impact of landfills on the environment.  相似文献

A process model of municipal solid waste incinerators (MSWIs) and new technologies for metal recovery from combustion residues was developed. The environmental impact is modeled as a function of waste composition as well as waste treatment and material recovery technologies. The model includes combustion with a grate incinerator, several flue gas treatment technologies, electricity and steam production from waste heat recovery, metal recovery from slag and fly ash, and landfilling of residues and can be tailored to specific plants and sites (software tools can be downloaded free of charge). Application of the model to Switzerland shows that the treatment of one tonne of municipal solid waste results on average in 425 kg CO2-eq. generated in the incineration process, and 54 kg CO2-eq. accrue in upstream processes such as waste transport and the production of operating materials. Downstream processes, i.e. residue disposal, generates 5 kg CO2-eq. Savings from energy recovery are in the range of 67 to 752 kg CO2-eq. depending on the assumptions regarding the substituted energy production, while the recovery of metals from slag and fly ash currently results in a net saving of approximately 35 kg CO2-eq. A similar impact pattern is observed when assessing the MSWI model for aggregated environmental impacts (ReCiPe) and for non-renewable resource consumption (cumulative exergy demand), except that direct emissions have less and no relevance, respectively, on the total score. The study illustrates that MSWI plants can be an important element of industrial ecology as they provide waste disposal services and can help to close material and energetic cycles.  相似文献

The concentrations of 41 phenols in leachates from 38 municipal solid waste (MSW) landfill sites in Japan were measured. The main phenols detected in leachates were phenol, three cresols, 4-tert-butylphenol, 4-tertoctylphenol, 4-nonylphenol, bisphenol A, and some chlorophenols. The concentration levels of phenols were affected by the pH values of the leachates and the different types of landfill waste. The origins of phenol and p-cresol were considered to be incineration residues, and the major origin of 4-tert-butylphenol, bisphenol A, and 2,4,6-trichlorophenol was considered to be solidified fly ash. In contrast, the major origins of 4-tert-octylphenol and 4-nonylphenol were considered to be incombustibles. The discharge of leachates to the environment around MSW landfill sites without water treatment facilities can cause environmental pollution by phenols. In particular, the disposal of incineration residues including solidified fly ash and the codisposal of solidified fly ash and incombustibles might raise the possibility of environmental pollution. Moreover, the discharge of leachates at pH values of 9.8 or more could pollute the water environment with phenol. However, phenol, 4-nonylphenol, and bisphenol A can be removed to below the con centration levels that impact the environment around landfill sites by a series of conventional water treatment processes.  相似文献

This paper first reviews the chemical, physical and biological processes, and the environmental performance of MSW compacted and plastic-wrapped into air-tight bales with low-density polyethylene (LDPE). The baling-wrapping process halts the short and half-term biological activity and consequently the emission of gases and leachates. It also facilitates the handling of the refuse, and considerably reduces the main environmental impacts of a landfill. The main technologies available for baling-wrapping MSW are also presented. Furthermore, a cost analysis comparing a conventional landfill (CL) without baling system versus two landfills using different baling-wrapping technologies (rectangular and cylindrical bales) is carried out. The results are presented comparatively under the conditions of construction, operation and maintenance and postclosure, as required by European Directive 1999/31. A landfill using rectangular plastic-wrapped bales (LRPB) represents an economically competitive option compared to a CL. The increased capacity of the waste disposal zone when using rectangular bales due to the high density of the bales compensates for the increased operating and maintenance (O&M) costs of the method. Landfills using cylindrical plastic-wrapped bales (LCPB's) do not fare so well, mainly because the density within the bales is lower, the cylindrical geometry of the bales does not allow such an efficient use of the space within the landfill, and the processing capacity of the machinery is lower. From the cost model, the resulting unit costs per tonne in a LRPB, a LCPB and a CL for 100,000 t/year of waste, an operation time of 15 years and a landfill depth (H) of 20 m, are 31.52, 43.36 and 31.83 /t, respectively.  相似文献

According to the Kyoto Protocol and the burden-sharing agreement of the European Union, Austria is required to cut greenhouse gas (GHG) emissions during the years 2008 to 2012 in order to achieve an average reduction of 13%, based on the level of emissions for the year 1990. The present contribution gives an overview of the history of GHG emission regulation in Austria and identifies the progress made towards the realization of the national climate strategy to attain the GHG emission targets. The contribution uses Austria as an example of the way in which proper waste management can help to reduce GHG emissions. The GHG inventories show that everything must be done to minimize the carbon input due to waste deposition at landfill sites. The incineration of waste is particularly helpful in reducing GHG emissions. The waste-to-energy by incineration plants and recovery of energy yield an ecologically proper treatment of waste using state-of-the-art techniques of a very high standard. The potential for GHG reduction of conventional waste treatment technologies has been estimated by the authors. A growing number of waste incinerators and intensified co-incineration of waste in Austrian industry will both help to reduce national GHG emissions substantially. By increasing the number and capacity of plants for thermal treatment of waste the contribution of proper waste management to the national target for reduction of GHG emissions will be in the range of 8 to 14%. The GHG inventories also indicate that a potential CO2 reduction of about 500 000 t year(-1) is achievable by co-incineration of waste in Austrian industry.  相似文献
