Small island developing states (SIDS) in the Caribbean have long specialised in primary commodity exports, and traditional export sectors continue to be a major source of employment. The challenge of sustainable development for the Caribbean SIDS has two dimensions. The first is to adjust to the economic and social impact of the loss of preferential markets for traditional exports and of the dismantling of the ISI apparatus erected during the post-World War II period. The second is to ensure that existing and new patterns of production and consumption comply with the criteria for sustainable development, which is here defined as environmental, socio-cultural and economic sustainability.
This article outlines the potential contribution of sustainable tourism to the larger goal of sustainable development in the SIDS in the Caribbean. It reviews current literature on sustainable development and sustainable tourism, particularly their application to the Caribbean SIDS, and evaluates the Caribbean tourism industry from the point of view of sustainable tourism. Conclusions are drawn and proposals made for a policy-oriented agenda in support of the quest for sustainable tourism in the SIDS in the Caribbean.  相似文献

The development and effective introduction of strategies designed to ensure the ecologically and economically sustainable utilization of coastal and marine resources is perhaps the major challenge for Small Island Developing States (SIDS). In response, the 1994 Barbados Programme of Action (BPoA) called upon the SIDS to implement appropriate coastal and marine strategies and, crucially, ensure that such strategies were integrated into sustainable national development plans (NDPs). This article examines the extent to which contemporary NDPs and donor support programmes have incorporated the fisheries sector — arguably the most important coastal/marine resource for many SIDS — into such documents. Applying an assessment methodology, originally developed to identify levels of environmental mainstreaming within World Bank country assistance strategies to NDPs and donor support programmes, we are able to identify those SIDS who have most effectively integrated the fisheries sector into such documents. Comparison with data indicating the importance of the sector to the national economy (in terms of generating foreign exchange, employment generation and/or supporting domestic protein consumption levels) enables us to pinpoint those countries with substantial fisheries sectors, but a correspondingly lower than expected degree of sectoral mainstreaming. We suggest that the January 2005 review of the BPoA offers an opportune moment for such countries to redress these omissions.  相似文献

In spite of the wide diversity in the economic performance of small island developing states (SIDS), the apparent prosperity of several SIDS has entailed a global misrepresentation of the economic situation of these countries. While their vulnerability to natural disasters is not denied, the general risk of economic marginalization that many SIDS face in the context of globalization may not have received sufficient attention. The paper attempts to highlight what matters most in the consideration of the economic vulnerability of SIDS and in the debate to prevent their marginalization. It examines the main types of external shocks to which SIDS are vulnerable, and discusses the economic handicaps that are fundamental causes of this vulnerability. Economic specialization (with the predominance of international trade in services) is then a central notion in the analysis of island vulnerability: a better specialization, which may involve diversification and always implies greater international competitiveness, can reduce the exposure or vulnerability of SIDS to external shocks, and induce greater economic stability in these countries. Hence the importance of developing policies to circumvent the specific handicaps of islands and facilitate the realization of new trading opportunities through an emulative use of globalization forces.  相似文献

Scientific findings confirm that Small Island Developing States (SIDS) in the Caribbean are experiencing droughts and sea level rises that are contributing to saline intrusion of underground aquifers and surface water sources. This paper, using Trinidad as a case study, analyses water governance challenges in meeting Sustainable Development Goal (SDG) 6, which addresses the sustainability of water resources. Interviews were conducted with professionals from multi‐disciplinary backgrounds. Also, data provided by the water agency were analysed to evaluate water governance practices. The main contribution of this paper is the generation of a blend of policies, good practices and tools to confront growing threats to water security and to attain sustainable development in Caribbean SIDS in an era of climate change and increasing non‐climatic stressors. The paper concludes that economic, environmental and human resources, reformed administrative and legislative systems, and technological tools are fundamental to achieving good water governance. Moreover, an array of complementary policies and technologies is needed to resolve water governance issues. However, political will to implement sustainable water resources management is the greatest challenge in attaining SDG 6.  相似文献

Global climate change is an important cause of biodiversity loss. The conservation, sustainable management and use of biodiversity resources are key factors that can be effectively used to minimize the adverse impacts of global climate change. Efforts to understand and address the linkages between global climate change and biodiversity loss are both urgent and timely. Integrating responses related to these two global environmental challenges is especially relevant for small island developing States (SIDS) because the adverse impacts of climate change can impose severe stresses on biodiversity resources that are fragile, vulnerable and already under stress and the people who depend upon them. This paper argues that comprehensive assessments of adverse impacts of global climate change on the biodiversity resources of SIDS, and an improved understanding of relevant climate change related adaptation measures and sustainable energy policies (that are based on the principles of conservation, sustainable management and use of biodiversity resources) will enable SIDS to become more resilient and to develop better response capacities.  相似文献

Rural development across various Member States of the EU has been assisted by the LEADER programme (1992-94). In view of the fact that this is to be extended by LEADER 2 (1994-99), a preliminary analysis of the environment component of the original programme is presented. Whilst LEADER was never intended to be an environmental programme as such, many local groups showed considerable environmental awareness in selecting and shaping their projects. There is reason for qualified optimism that the basic tenets of sustainable development have permeated much of LEADER.  相似文献

Many different approaches for national sustainable development strategies (NSDS) have been proposed since 1992, with some components common to all. A country's national strategy should be designed to help mainstream environmental concerns into policy. More broadly, it should coordinate local policy with global concerns, as well as integrate scientific knowledge into policy and development planning. The peer review mechanism for national strategies was piloted by France, and also involved representatives of countries from the North and the South as well as stakeholders. The peer review process allows countries to share their experience and information, and can assist them in identifying their own path to sustainable development. The business community can also contribute to sustainable development through provision of local and global public goods. Another input to sustainable development could come from the International Organization for Standardization (ISO) and its Guidance Standard on Social Responsibility (ISO 26000), as a coordinating mechanism between voluntary initiatives and binding obligations (such as international conventions). ISO standards and guidelines should therefore be integrated with national sustainable development strategies and local Agenda 21 frameworks.  相似文献

A new institutional architecture is emerging in Wales to govern sustainable development. The National Assembly for Wales (hereafter referred to as the 'Welsh Assembly')1 has a statutory duty to promote sustainable development in the exercise of all its functions; its response has been to design a set of political and organizational arrangements to manage this policy area, and to prepare a Scheme that sets out how it proposes to discharge this duty. Devolved government in Wales has also been the catalyst for the emergence of collaborative relationships and partnerships between different sectors and interests. The Welsh Assembly and the Welsh Local Government Association have published a Compact jointly committing them to promote sustainable development; national non-governmental organizations such as Oxfam and the World Wide Fund for Nature have set up Welsh agencies; local government sustainable development coordinators have formed a national network; a national Sustainable Development Forum has been created; and the Welsh Assembly has taken the lead in establishing a European network of countries interested in sharing best practice on sustainable development. A new Wales-specific structure and system is materializing and the test now is how far this will be effective in delivering sustainable development policies and solutions at local and national levels. This paper examines the challenges in managing sustainable development, and the potential for success of this new governance system, drawing on recent research undertaken by the author on behalf of the Joseph Rowntree Foundation. The examination is set in the context of different theories of governance, and sustainable development is conceptualized as a 'wicked issue'—one that cannot be resolved by organizations and agencies acting autonomously, but rather needs concerted focus and action across all sectors.  相似文献

Crop protection has a very long history during which new methods have been developed whilst, at the same time, the older ones have retained their usefulness in certain conditions. The diversity of agricultural land and production has meant that it was futile to search for a unique and definitive approach or technical solution and, instead, the central concept has always been one of integration, during all the period of pre-Green Revolution and again today within what we call a sustainable agriculture. On a global level, it would seem that the current situation does not fundamentally contradict this idea. Nevertheless, in recent years (since the Second World War), two important advances, presented as the definitive solutions to problems and potentially exceeding previously less effective ones, have led to this integrative approach being questioned. These are agrochemistry and agro-genetics. We will detail, here, the agro-environmental limits of these two “miracle solutions,” followed by a review from an ethical and an epistemological point of view. This enables us to demonstrate the relevance of integrated approaches in agriculture and leads to a definition of crop protection that forms part of a strong approach in sustainable development. By changing the semantics, the epistemic position and our vision of production, we arrive at the proposal of sustainable agriculture.  相似文献

Local Agenda 21 (LA21) has emerged as the principal means of addressing sustainable development practice at the local government level. In the UK, progressive local authorities have emphasised the need for participatory processes and innovative policy options. This requires commitment and active involvement from a variety of individuals and organisations. Participants in LA21 have been interviewed to determine their motivations and perceptions, and their responses are represented in terms of the storylines of various constituencies of interest. The key themes seem to be those of actively promoting widespread participation, gaining competence in innovative techniques, taking a holistic approach to quality of life concerns, and claiming the legitimacy of local government as a key player in sustainable development.  相似文献

Agenda 21 requires that countries adopt ‘national sustainable development strategies’ (NSDS), and this has been emphasized in several international commitments. Ghana has contributed to the methodology for peer review of such national strategies, as well as to guidelines designed by OECD and the United Nations for the NSDS process. Ghana has also adopted mechanisms to manage its own development planning in a sustainable manner. This article highlights various types of frameworks for sustainable development currently operating in Ghana, and considers to what extent they conform to NSDS principles. The article concludes that Ghana has made progress in several ways, but faces some of the same challenges as other countries in adhering to sustainability principles. The article offers recommendations as to how Ghana can achieve sustainable development. The article is an independent assessment by the author, who has also formulated most of the recommendations, except where otherwise indicated.  相似文献

National sustainable development strategies (NSDSs) play a vital role in pursuing sustainable development (SD) at the country level. These strategies help in clarifying priorities and in focusing efforts to more effectively address relevant SD issues. Since its establishment in 1992, the United Nations Commission on Sustainable Development has urged its members to formulate and implement their respective NSDS. The Programme for the Further Implementation of Agenda 21 (1997) provided a more aggressive push to this advocacy by setting 2002 as the deadline for the formulation of NSDS while the Johannesburg Plan of Implementation (2002) targeted 2005 as the year by which all countries should have started implementing such strategies. Many countries have heeded this call, albeit the strategies have taken a variety of forms: some took the route of formulating National Agenda 21s (as in the Philippine case), while others built on existing national environmental action plans, poverty strategies, sustainability plans, so‐called green plans, policy statements, or legal frameworks. The UN/DESA crafted some guidelines for NSDS formulation but, and rightly so, countries are given freedom of choice as to the scope, substance and form best suited to their own unique circumstances. As varied as the formats of these strategies turned out, so too were the processes that were adopted in their formulation. All these elements could reflect varying degrees of understanding and differing perspectives about the nature of sustainable development and how the concept could be made operational. Consequently, such an understanding could ultimately define a country's success in mainstreaming and achieving sustainable development. In this connection, it would be worthwhile examining how an NSDS has actually played out its role in the national pursuit of sustainable development. Are there creative insights, lessons or guidelines that can be drawn from practical, countrywide experience in NSDS formulation and implementation? What are the emerging challenges and problematic areas in using an NSDS as an instrument for integrating sustainable development in mainstream decision‐making? Are there nascent considerations that could be useful in developing design parameters for NSDS? This paper explores the foregoing questions in the Philippine context, given its decade‐long experience in implementing its NSDS, the Philippine Agenda 21 (PA 21). In so doing, it hopes to distill potentially valuable perspectives that can inform UNCSD and country‐level efforts at crafting, refining and mainstreaming national strategies for sustainable development.  相似文献

Considering its specific economic, social, environmental and political features, the status and evolution of the Mediterranean have always been of great interest to its countries and concerned partners. From the protection of the sea against pollution, the interest was progressively expanded to land based development and its impacts on environment, to coastal management and finally to sustainable development with the establishment of the Mediterranean Commission on Sustainable Development (MCSD). Cumulated knowledge, coupled with political support and commitment to a common vision, has prepared the ground for the preparation of a regional strategy for sustainable development. Its preparatory process, coordinated by the MCSD Secretariat, has been very interactive, involving various stakeholders. The strategy, adopted in 2005, has raised awareness and induced the preparation of national sustainable development strategies.  相似文献

The concern for sustainable development which has been accentuated by the United Nations Conference on Environment and Development (UNCED), is now being reflected at national and local government levels. In particular, Agenda 21, which was endorsed at the conference, has led to the implementation of a Local Agenda 21 programme. In Britain, extensive guidance and support on the interpretation of sustainable development has been provided by the Local Government Management Board and others. Environmental Management System (EMS) has been one of the important tools for sustainable construction for around two decades. However, many issues concerning sustainable development have not been properly addressed, and there is a need for the introduction of green specifications to advance green performance in construction through contract management. This paper defines green specifications, identifies the reasons for adopting green specifications and highlights the environmental issues that may not be addressed by solely adopting EMS. It also presents the results of a recent survey of practitioners concerning their opinions towards green specifications and possible impacts arising from their adoption. From the results of the survey, a framework for developing green specifications is deemed valuable for the cities striving for sustainability. Interestingly, the level of acceptable changes brought about by green specifications as perceived by different industry stakeholders is found to be unrelated to whether they were from organizations implementing EMS or not.  相似文献

This paper discusses methodologies that have been employed to give insights into business performance in relation to sustainable development, both at a sectoral and corporate level. From consideration of different sectoral sustainable development methodologies, some key issues and good practice related to their derivation are elaborated. These issues are then further illustrated by a detailed comparison between three sustainable development methodologies that have been used in the UK offshore oil and gas industry. The methodologies chiefly differ in terms of how they address the problem of comparing different impacts across potentially non-commensurable dimensions, one proceeding through explicit monetary valuation, another through implicit valuation of different options and another through presentation of an unaggregated framework of indicators. The paper concludes by identifying the different situations in which use of these different methodologies is appropriate.  相似文献

The water resources of most small island developing states (SIDS) are often very limited and require special consideration to ensure that they are developed and managed in a sustainable manner. Many small islands, typically located in the humid tropics, have no surface water resources and rely on limited groundwater resources in the form of thin freshwater lenses. The exposed location of small islands makes them particularly vulnerable to natural disasters such as cyclones, floods and droughts. Pollution from population centres and from agricultural and other activities is an increasing problem. This article provides an overview of the water resources of small islands, and the main problems and issues related to water resources. Some suggested solutions, based on practical experiences, are offered for water resource assessment and monitoring programmes, and water resource development. Water resource policy, planning and management issues are also addressed, and suggested approaches for resolving some of the major water resource problems presented.  相似文献

The literature on sustainable development has burgeoned. Over the past decade, concern about sustainability has been raised within such a wide range of social and natural science discourses that a comprehensive overview of this work is hard to find. Literature reviews that are available typically have a disciplinary focus-such as ecological economics or environmental science-or they have an applied social science/ policy emphasis. This paper bridges the multiple discourses by arraying them as interlocked parts of a grand puzzle. Ten fields of discourse are identified and conceptually mapped. The review is critical, yet constructive. It outlines a political ecology of sustainable development by articulating four key challenges concerning: (1) holism and co-evolution; (2) social justice and equity; (3) empowerment and community building; and (4) sustainable production and reproduction.  相似文献
