In an analytical model of symmetric countries with mobile capital and local or transboundary pollution we investigate whether competition in emissions taxes (or emissions caps) and capital taxes leads to efficient outcomes when governments act strategically. When they have capital taxes and emissions caps at their disposal, they refrain from taxing capital and set their caps inefficiently lax [efficient] for transboundary [local] pollution. When they have the option to tax capital and emissions, capital is subsidized [untaxed] and emissions taxes are inefficiently low [efficient] for transboundary [local] pollution. In case of transboundary pollution emissions caps are Pareto-superior to emissions taxes. That holds regardless of whether the environmental policy is applied as stand-alone policy or combined with capital tax competition.  相似文献

Economic regulations on recycling and respective waste disposal legislation will increasingly demand the realization of new waste management concepts. They do not stem from a ministerial goal in itself, but instead offen the enterprizes a chance to develop their own waste disposal strategies with a goal toward the future. In the course of an Intra-company analysis, this waste disposal concept must take the operative organization, the relevant processes and manufacturing techniques, the accumulation of waste in the cost centers as well as the waste disposal and utilization into consideration. Fundamental principles include the environmental regulations applicable to the enterprize in the form of both federal decress and injunctions. An environmental examination report demonstrates the methodical possiblities for stock-taking and makes it possible to identify the measures necessary for improving the operational waste disposal situation. The mandatory data acquisition and a feasible waste monitoring network can be used in the course of environmental management system for making an expert opinion by an independent, reputable environmental verifier.  相似文献

Centralized collection and disposal is an integral component of waste management strategies for many solid and liquid wastes, and carbon capture and storage is currently being considered for gaseous waste. In this paper we show how collective waste disposal systems introduce essential changes in the design of optimal environmental policy. Absent collective disposal, an optimal environmental policy imposes relatively stringent regulations on polluters in regions where local environmental damage functions are “high”; however, under collective waste disposal, the optimal environmental policy level increases monotonically over distance from the disposal site, and this is true irrespective of the degree of spatial heterogeneity in local environmental damage functions. We characterize the optimal spatial pattern of environmental policy levels under collective waste disposal and identify optimal membership size for waste disposal networks comprised of homogeneous producers.  相似文献

SUMMARY

The generation, handling, and safe disposal of waste materials has become a major concern in North America. Approval of facilities for waste processing and proper disposal is becoming more difficult to obtain. Furthermore, there is a growing public awareness of the importance of conserving and preserving our valuable natural resources. This expanding awareness has given rise to the trend towards recycling or reuse of awide variety of solid wastes. Experiences with using waste materials in highway construction can vary considerably, depending on material characteristics, construction processes, and climatic differences. A number of waste materials may be suitable for use in highway construction, but others may not. The objective of this paper is introduced in two tasks. The first is to include a survey of the waste materials and by-products that have been used successfully, or may be used, as materials for highway construction or maintenance work. This also includes determination of the state of practice concerning economic and technical factors for these wastes. The second is to rank these materials based on three criteria: number of uses by State agencies, economic uses and performance aspects.  相似文献

The efficient structure of pollution tax policy is examined when it is recognized that enforcing compliance will be costly. There are two components of this cost: (1) the direct cost of enforcement and (2) the cost polluters incur avoiding enforcement. Considering only the first cost, the efficient pollution policy calls for a tax in excess of that conventionally recommended as efficient, T1 but with little enforcement. Once avoidance cost is recognized the efficient policy can be substantially altered; requiring a tax lower than T1, but with greater enforcement. Even when direct enforcement cost is zero, it is shown that there is no unique advantage to T1 in the absence of avoidance cost.  相似文献

Landfill is the cheapest method of domestic waste disposal but the amount disposed of in this way has declined in recent years. This decline in landfill is due principally to the unavailability of acceptable tipping sites. Up to 30% of land taken for sand and gravel extraction may not be restored to a productive use in the absence of fill material. Domestic waste is often available to reclaim derelict sand and gravel quarries, but unsubstantiated fears of tip leachate polluting groundwaters has prevented its use for this purpose.  相似文献

This paper provides a first analysis of a “policy bloc” of fossil fuel importers which implements an optimal climate policy, faces a (non-policy) fringe of other fuel importers, and an exporter bloc, and purchases offset from the fringe. We compare a carbon tax and a cap-and-trade scheme for the policy bloc, in either case accompanied by an efficient offset mechanism for reducing emissions in the fringe. The policy bloc is shown to prefer a tax over a cap, since only a tax reduces the fuel export price and by more when the policy bloc is larger. Offsets are also more favorable to the policy bloc under a tax than under a cap. The optimal offset price under a carbon tax is below the tax rate, while under a cap and free quota trading the offset price must equal the quota price. The domestic carbon and offset prices are both higher under a tax than under a cap when the policy bloc is small. When the policy bloc is larger, the offset price can be higher under a cap. Fringe countries gain by mitigation in the policy bloc, more under a carbon tax since the fuel import price is lower.  相似文献

In February 1972 the Nixon Administration proposed a tax on sulfur oxide emissions, beyond the Federal standards, of electric power plants. It was hoped that such a tax would discourage power plant locations in heavily polluted areas like urban areas. Assuming that such a tax varies over space because pollution is not invariant over space, the spatial theory of the firm is presented in this paper cast doubt on the efficacy of such a polltuion tax to achieve the desired goal of the administration. In particular it is shown that the cost-minimizing spatial firm would abate its pollution in response to a tax by either changing its location or by reducing waste through process change or by using a transportable abatement good if the tax savings due to the change in marginal abatement through location change per unit change in abatement is greater than or equal to transport rate on the abatement good. If the goal of the firm is to maximize profits, the desired outcome would follow if in addition to the fulfillment of the above condition the percentage change in the delivered price of raw material (situated at one end of the linear location space) per unit distance is greater than or equal to the percentage change in net marginal revenue, i.e., marginal revenue net of transport cost per unit of output. In simple terms, the conclusions of this paper raise doubts regarding the effectiveness of a pollution tax in curtailing pollution of a firm which is operating in a space economy. This outcome is peculiar to a spatial firm. Sufficient conditions also have been obtained when land input is included in the production function of the firm.  相似文献

To internalize pollution externalities into household waste generation, Unit Pricing Systems (UPS) have been adopted worldwide. This paper evaluates the causal effects of a UPS on the disposal of municipal solid waste in Trento, Italy. Using a unique panel dataset of monthly waste generation in Italian municipalities, we employ the synthetic control method, which allows us to account for possible time-varying effects of unobservables. Our results show that the policy was effective, with a significant decrease of the priced waste stream, unsorted waste, by 37.5%. This effect seems to be largely driven by behavioral changes towards waste avoidance (−8.6%) and possibly by a smaller increase in recycling (+6.1%). By comparing these results to those obtained by a difference-in-differences approach, we show that failing to account for time-varying effects of unobservables may lead to a mismeasurement of policy effects.  相似文献

In developing Asian countries, the municipal cooperations are unable to handle the increasing amount of municipal solid waste, which into the uncollected waste being spread on roads and in other public areas leading to tremendous pollution and destruction of land and negative impact on human health. Generation of municipal solid waste increases with the rapid urbanization and accelerated economic development with in the rapidly growing advanced technological societies. The nature of municipal solid waste is a term usually applied to a heterogeneous collection group of waste produced in urban areas, the nature of which varies from region to region. The common problem faced by all developing Asian countries, is the disposal of municipal solid waste and availability of land fill site area. Present study explains the correlation analysis of among different factors of municipal solid waste and the objective is to assess the future municipal solid waste stream in Asian developing countries. The other goal of this study was to calculate the future land area that would be required for landfill site disposal in Asian developing countries.  相似文献

Arsenic is a minor and inevitable component of all inputs to the non-ferrous metals extraction industry but sales are only a small proportion of input. Safe disposal of the excess is a substantial problem. Public perception exaggerates the toxicity of arsenic and generates emotional reactions, whereas arsenic has a natural cycle in the environment and all life is tolerant to traces with detoxication processes to deal with excess. Toxicity data for overload doses to biota in general are poor when required for the formulation of standards for disposal of waste thus making difficult the legal definition of hazardous wastes for appropriate regulation. Suitable tests to determine the stability of a waste for safe disposal are complex, costly, and uncertain against the need for the waste to be in place for a very long time. Further, there is no universal agreement on the principles which should govern the means of disposal of hazardous wastes. Safe disposal of arsenical wastes is thus difficult but practical and convincing solutions must still be devised, guided by thermodynamics and by natural processes. Much judgement and goodwill are required. However, few if any arsenical substances are so stable to moist air that they will not release unacceptable concentrations of arsenic when left in a thermodynamically open dump. Control of hot spot dumps must therefore start with planning of location and configuration, and the wastes must be sealed to exclude air and water and to contain leachates indefinitely. This is very difficult to ensure. Registration, control and testing of waste stability and dump behaviour must be planned on the assumption that leakage will arise at some time in future millennia, a major and expensive logistical problem. Adsorption of arsenate by soils and aquatic sediments is an important buffering and fixing process for any leakage, but waters can still be polluted. It is, however, argued that deliberate retention of leachate can lead to problems from uncontrolled future leakages, and thus that "hot spot dumps should be designed to allow controlled leakage within the capacity of the receiving environment. Better still would be efficient dilution and dispersal. Marine disposal may be politically unattractive, but the arsenic reports to sediments and the process copies nature. It is probably the best environmental disposal option where practicable.  相似文献

In this study, an interval fuzzy mixed-integer energy planning model (IFMI-EPM) is developed under considering the carbon tax policy. The developed IFMIEPM incorporates techniques of interval-parameter programming, fuzzy planning and mixed-integer programming within a general energy planning model. The IFMIEPM can not only be used for quantitatively analyzing a variety of policy scenarios that are associated with different levels of carbon tax policy, but also tackle uncertainties expressed as discrete intervals and fuzzy sets in energy and environment systems. Considering low, medium and high carbon tax rates, the model is applied to an ideal energy and environment system. The results indicate that reasonable solutions have been generated. They can be used for generating decision alternatives and thus help decision makers identify desired carbon tax policy.  相似文献

This paper is a contribution to the emergy evaluation of systems involving recycling or reuse of waste. If waste exergy (its residual usefulness) is not negligible, wastes could serve as input to another process or be recycled. In cases of continuous waste recycle or reuse, what then is the role of emergy? Emergy is carried by matter and its value is shown to be the product of specific energy with mass flow rate and its transformity. This transformity (τ) given as the ratio of the total emergy input and the useful available energy in the product (exergy) is commonly calculated over a specific period of time (usually yearly) which makes transformity a time dependent factor. Assuming a process in which a part of the non-renewable input is an output (waste) from a previous system, for the waste to be reused, an emergy investment is needed. The transformity of the reused or recycled material should be calculated based on the pathway of the reused material at a certain time (T) which results in a specific transformity value (τ). In case of a second recycle of the same material that had undergone the previous recycle, the material pathway has a new time (T + T1) which results in a transformity value (τ1). Recycling flows as in the case of feedback is a dynamic process and as such the process introduces its own time period depending on its pathway which has to be considered in emergy evaluations. Through the inspiration of previous emergy studies, authors have tried to develop formulae which could be used in such cases of continuous recycling of material in this paper. The developed approach is then applied to a case study to give the reader a better understanding of the concept. As a result, a ‘factor’ is introduced which could be included on emergy evaluation tables to account for subsequent transformity changes in multiple recycling. This factor can be used to solve the difficulties in evaluating aggregated systems, serve as a correction factor to up-level such models keeping the correct evaluation and also solve problems of memory loss in emergy evaluation. The discussion deals with the questions; is it a pure mathematical paradox in the rules of emergy? Is it consistent with previous work? What were the previous solutions to avoid the cumulative problem in a reuse? What are the consequences?  相似文献

Adsorption onto solid phases plays an important role in the transport of radionuclides and contaminants in the environment. Radionuclides in radioactive waste have been considered to be hazardous pollutants, and their migration with groundwater is strongly affected by sorption on the geologic media. Therefore, the knowledge of radionuclide sorption is of great importance in the management of radioactive wastes. A series of batch sorption experiments were conducted separately to investigate sorption and transport behaviour of cobalt, strontium and caesium on and through marble. Batch-mode kinetic and equilibrium studies have been carried out at different temperatures. Sorption experimental data were analysed by kinetic and isotherm models. Based on the results obtained, it can be concluded that the marble is an economic and efficient retaining material for environmental hazardous migration and/or leakage of some radionuclides. Therefore, this study could be used as a starting point to establish and consider that rock as a reactive barrier around the disposal facilities at the nuclear activity centres.  相似文献

Increased care about the environment is currently evidenced by governmental, industrial, and consumer concern for ozone depletion, solid and liquid waste disposal, and pollutants. This concern has led to an increase in marketing of the “environmentally friendly” aspects of products. In the past, fly ash was generally released into the atmosphere, but pollution control equipment mandated in recent decades now requires that it is captured prior to release. In order to upgrade expansive soils as construction materials, fly ash, which is a waste material, has been selected and successfully used for stabilizing expansive clays in the Thrace region. The strength characteristics of the stabilized soils were measured. Depending upon the soil type, the effective fly ash content for improving the engineering properties of the soil varied between 8% and 12%. Using fly ash in roadwork projects will help the environment reducing the deposited amounts.  相似文献

The disposal of waste gypsum wallboard at landfill sites in British Columbia (B.C.), Canada, resulted in the generation of hydrogen sulphide gas and toxic leachates. Although some remedial measures were taken to reduce or eliminate problems resulting from past dumping practices, many landfill operators refused to accept new waste for fear of litigation over the pollution of nearby streams and rivers. with the availability of legitimate disposal sites greatly reduced, a serious waste management problem arose. the two most promising options for reducing the accumulating waste appeared to be recycling and ocean disposal.

Agricultural use of the waste for soil conditioning would account for only a small portion of the waste generated annually. Manufacturing plants were reluctant to accept waste gypsum with a high paper fibre content for fear it would lower the quality of the new wallboard product or interfere with the existing equipment and processes in the plants. the technology for economically removing and separating the paper from the used or substandard wallboard had yet to be developed.

The environmental implications of disposal at sea were assessed by a government advisory committee under the provisions of the Canadian Environmental Protection Act. Although results of a test dump in internal waters of B.C. were positive, the committee felt that valuable amenities of nearshore waters would only be assured by restricting dumping to a remote offshore location. an acceptable disposal method with minimal impact on the marine environment was eventually found with appropriate pretreatment of the waste and the use of remotely controlled bottom dump scows. Recent progress in the processing of waste wallboard to make it acceptable to the manufacturing industry should significantly reduce if not eliminate the need to dispose of gypsum wallboard wastes at sea.  相似文献

SUMMARY

The development of Industrial Ecology (IE) is based on the philosophy that the two systems, the industrial system and the ecosystem operate through different principles of system development and on the philosophy that IE can serve to reduce the conflict between the two systems as it learns from the model of an ecosystem. In an IE, following the roundput analogy of a natural ecosystem, the industrial actors co-operate by utilising each other's waste material and energy flows and try and reduce the system virgin material and energy input as well as the waste and emission output. In a successful IE, a business-environment win-win might be possible because the raw material and energy costs, waste management costs, costs resulting from environmental legislation, as well as the image costs of the companies in the system and of the system as a whole, can be reduced. In this paper, the IE analogy includes the four basic principles of system development of ecosystems; roundput, diversity, locality and gradual change. The principles are understood as a potential direction in which Regional Industrial Ecosystem Management (RIEM) can be developed.  相似文献
