Lake Chad is a vitally important wetland in the semi-arid Sahel corridor. It provides the basis of many thousands of livelihoods which depend on its seasonal fluctuations to renew fish stocks, farmland and rangeland. This paper describes how access to farmland and fishing rights has evolved on the Nigerian shore of the lake. The paper aims to assess the applicability of different institutional approaches to natural resource management on the lake shore. Although many recent approaches to natural resource management have reflected a 'Tragedy of the Commons' approach, a growing literature both in support and critical of Hardin's (1968) thesis has followed. Four distinct approaches are considered: (1) institutional intervention to prevent 'tragedy'; (2) institution erosion brought about by such interventions; (3) models of institutional adaptation to resource scarcity; and (4) approaches which perceive institutions as a crucial determinant of social and economic development. In examining which institutional approaches may be relevant at Lake Chad, it is anticipated that this paper will provide insights which will be relevant to policy-makers, resource managers and students working in environments where resource fluctuation inhibits stable property rights and state resource management has proved neither feasible nor successful. The western shore of Lake Chad has been under the jurisdiction of Borno State in its various guises since the end of the fourteenth century and is currently one of 36 states in the Federal Republic of Nigeria. Although the administrative status of Borno itself has varied, it has been dominated by a Kanuri aristocracy for most of its existence. The Kanuri administration has continued to operate in a remarkably similar way over the past 150 years. Traditionally, it has played a crucial role in allocating access to farm land. In recent years, the 'Kanuri administration' has not only maintained its pre-colonial authority over farming on the lake shore, but has expanded it to cover new areas of the lake floor and the increasingly lucrative fishing opportunities which federal government has been unable to regulate. This success suggests that collaboration with the organisations which operate such institutions could be beneficial, if not essential, to the success of natural resource management.  相似文献

Many of today's most urgent environmental problems arise from increasing volumes of worldwide production and consumption and the associated use of natural resources, including renewable and non-renewable raw materials, energy, water and land. Solid indicators to measure different dimensions of anthropogenic resource use are essential for designing appropriate policy measures for a sustainable management of these resources. Based on a brief review of the current state of the art of resource use indicators, this paper suggests a new set of complementary resource use indicators, combining existing measures for resource use. The suggested indicator set covers the core resource input categories of materials, water and land area and includes the output category of greenhouse gas emissions. This set can be applied consistently from the micro level of products and companies up to the macro level of countries and world regions. All suggested indicators take a life-cycle wide perspective on production and consumption activities. This set of indicators deals with the issue of the overall scale of the human production and consumption system. It can be regarded as the general indicator framework, based on which more specific indicators, for example, on different environmental impacts related to natural resource use, can be calculated.  相似文献

Country-scale phosphorus balancing as a base for resources conservation   总被引:2,自引:0,他引:2  
In order to effectively conserve the non-renewable resource phosphorus (P), flows and stocks of P must be known at national, regional and global scales. P is a key non-renewable resource because its use as fertilizer cannot be substituted posing a constraint on the global food production in the long-term. This paper presents a methodology to establish country-wide P balances that emphasises resource use. We develop a material flow analysis (MFA) model that comprises all relevant flows and stocks of P in five subsystems, seven processes and 36 material flows. For quantification, statistical data from economic and agricultural sources as well as available information about P partitioning in natural and anthropogenic processes are used. Special attention is paid to data gaps and uncertainties. The model was tested in two case studies on P management in Turkey and Austria. MFA appears to be a tool well suited for establishing country-wide P balances, provided that national statistics are well-structured and accessible. If a common approach is used for modelling P-flows and stocks, regional and national balances can be compared and linked towards larger scale P balances for an improved management of the resource.  相似文献

In cost-benefit analysis, natural resources, like other factors of production, should be costed as a mixture of marginal social cost of exploiting additional resources and lost marginal social benefit of forgone alternative uses, according to the way in which extra resources are made available to a project. For a nonrenewable resource, changes in future marginal social cost and marginal social benefit are likely to add significantly to the immediate elements of cost, as successively less tractable resource stocks are exploited. Of the several reasons given for ignoring these future costs, the most plausible is that technological advance justifies a heavy discount on the future. However, neither historical nor logical arguments demonstrate the inevitability of efficacious technological advance.  相似文献

Co‐management involves the shared administration of natural resources by two or more parties. This study examines the role of social capital in the process of developing co‐management in three river corridors in Canada. Qualitative analysis reveals that social capital acts as a catalyst helping groups to progress through the stages of the co‐management process. Forms of social capital (bridging and bonding) are identified that advance and/or inhibit the development of co‐management. The article reaffirms the need to expand the institutional basis for natural resource management and provides empirical evidence that social capital plays a fundamental role in developing co‐management. In conclusion, the article suggests that resource agencies need to recognize the value of social capital and the necessity for government representatives to be informed of and practiced in these skills, if they are to engage meaningfully with the civilian population.  相似文献

我国粮食产量逐年增长,但伴随形成的水土资源消耗和耕地环境负荷令人担忧。本文综述了近年来我国粮食生产的耕地资源环境效应基本情况,总体结论是化肥、农药、地膜等农业投入品过量使用所带来的环境负荷日趋严重。同时,对休耕模式和粮食主功能区调整这两项国家战略政策的资源消耗与环境效应进行了重点分析,建议逐步扩大在水资源超采区、重金属污染区、生态退化区等典型区域的休耕面积,积极谨慎地评估主功能区调整形成的潜在资源消耗缓解与环境效益提升作用。提出:改变以牺牲耕地资源环境为代价换取粮食持续增长、建立以资源环境效应评估为平衡点的粮食供需模式的时机已成熟,粮食生产的耕地资源环境效应,应纳入国家粮食战略安全保障整体计划中。  相似文献

The flow records of the Rivers Bure, Nar and Wensum in eastern England have been examined with the aim of identifying long-term changes in flow behaviour relating to variations in rainfall amount, land use, land drainage intensity and water resources use. In the study area, and since 1931, there is no evidence of long-term change in rainfall amount or distribution, on either an annual or seasonal basis. Despite changes in water resources use and catchment characteristics since the beginning of the century, such as the ending of water milling and increased land drainage and arable farming, rainfall-runoff modelling over the period 1964-1992 showed that the relationship between rainfall and runoff has remained essentially unchanged in the three study rivers. A catchment resource model used to 'naturalise' the historic flow records for the period 1971-1992 to account for the net effect of water supply abstractions and discharges revealed that mean river flows have been altered by surface water and groundwater abstractions, although the average losses to mean weekly flows due to net abstractions for all water uses was no greater than 3%. Greater losses occurred during drought periods as a result of increased consumptive use of water for spray irrigation and amounted to a maximum loss of 24% in the Nar catchment. In lowland areas such as eastern England that are prone to summer dry weather and periodic drought conditions, an integrated approach to river basin management, as advocated by the EU Framework Directive, is recommended for future management of surface and groundwater resources for public water supplies, river regulation purposes and industrial and agricultural demands.  相似文献

Disproportionately little attention has been paid to the dry season trade‐off between rice and (inland capture) fish production on the floodplains of Bangladesh, compared to the same trade‐off during the flood season. As the rural economy grows increasingly dominated by dry‐season irrigated rice production, and floodplain land and water come under ever‐increasing pressure during the dry winter months, there is an urgent need to focus attention on these dry months that are so critical to the survival and propagation of the floodplain resident fish, and to the poor people that depend on these fish for their livelihood. This article examines three important dry‐season natural resource constraints to floodplain livelihoods in Bangladesh, and finds a common factor at the heart of all three: rice cultivation on lands at low and very low elevations. The article articulates the system interlinkages that bind these constraints and the long‐run trend towards irrigated rice cropping on lower‐lying lands, and suggests a management approach based on locally tailored strategies to arrest this trend. Apart from its direct relevance to the floodplains of Bangladesh, which support more than 100 million people, these lessons have relevance for river floodplain systems elsewhere in the developing world, notably the Mekong Delta.  相似文献

China has been facing increasingly severe water scarcity, especially in the northern part of the country. China's water scarcity is characterized by insufficient local water resources as well as reduced water quality due to increasing pollution, both of which have caused serious impacts on society and the environment. Three factors contribute to China's water scarcity: uneven spatial distribution of water resources; rapid economic development and urbanization with a large and growing population; and poor water resource management. While it is nearly impossible to adjust the first two factors, improving water resource management represents a cost-effective option that can alleviate China's vulnerability to the issue. Improving water resource management is a long-term task requiring a holistic approach with constant effort. Water right institutions, market-based approaches, and capacity building should be the government's top priority to address the water scarcity issue.  相似文献

Rice is a key component in global food security, as it is the main ingredient in the daily diets of around 3 billion people, especially in Asia. Like all agricultural production, rice cultivation depends on scarce natural resources. This article briefly outlines the utilization of land and water in rice production, and suggests an approach for optimizing use efficiency, namely through the combination of rice and fish culture. The authors argue that the utilization of land and fresh water is optimized through integrated and complementary production of rice and fish — two basic foods items in daily local diets. The article reviews currently available scientific literature on integrated rice‐fish systems. Rice‐fish culture systems are briefly characterized, and respective yield potential and interactions between rice and fish are discussed. Results of socio‐economic surveys regarding the adoption of integrated rice‐fish culture are summarized. The article also reviews literature on the impact of fish culture on rice field ecology as outlined in studies on weed infestation, insect populations, and greenhouse gas emissions. The article concludes that rice‐fish culture can be an option to help rice producing countries keep pace with soaring domestic demand for food, especially fish. Integrated rice and fish culture optimizes the benefits of scarce land and water resources through complementary use, and exploits the synergies between fish and plant.  相似文献

Available freshwater stocks are being depleted and impaired on a widespread basis, with acute shortages an increasingly frequent condition in arid climates. In transboundary basins, water scarcity and pollution compound interstate tension and contribute to human suffering and ecological damage. This article provides theoretical perspectives on shared freshwater disputes and on the evolution of the international law of shared water resources. It argues that the UN Convention on the Non-Navigational Uses of International Watercourses (ratified by some countries, but not yet in force) is inadequate as a framework convention in terms of providing general obligations on the future parties or an institutional framework for future action. The paper suggests that three critical concepts be considered in future management of shared water resources: (1) the unitary character of watersheds (where the absence of extra-basin diversions allows); (2) joint or "communitarian" watershed management; and (3) the relevance of international trade to alleviating regional food stress, resulting from local water scarcity. Finally, it proposes the establishment of an international advisory body on shared water disputes, modelled after the Intergovernmental Panel on Climate Change (IPCC), whose role is codified in the Kyoto Protocol to the United Nations Framework Convention on Climate Change.  相似文献

The project on Biodiversity Uncertainties and Research Needs (BURN) ensures the advancement of usable knowledge on biodiversity by obtaining input from decision makers on their priority information needs about biodiversity and then using this input to engage leading scientists in designing policy-relevant research. Decision makers articulated concerns related to four issues: significance of biodiversity; status and trends of biodiversity; management for biodiversity; and the linkage of social, cultural, economic, legal, and biological objectives. Leading natural and social scientists then identified the research required to address the decision makers' needs and determined the probability of success. The diverse group of experts reached consensus on several fundamental issues, helping to clarify the role of biodiversity in land and resource management. The BURN participants identified several features that should be incorporated into policy-relevant research plans and management strategies for biodiversity. Research and assessment efforts should be: multidisciplinary and integrative, participatory with stakeholder involvement, hierarchical (multiple scales), and problem- and region-specific. The activities should be focused regionally within a global perspective. Meta-analysis of existing data is needed on all fronts to assess the state of the science. More specifically, the scientists recommended six priority research areas that should be pursued to address the information needs articulated by decision makers: (1) characterization of biodiversity, (2) environmental valuation, (3) management for sustainability—for humans and the environment (adaptive management), (4) information management strategies, (5) governance and stewardship issues, and (6) communication and outreach. Broad recommendations were developed for each research area to provide direction for research planning and resource management strategies. The results will directly benefit those groups that require biodiversity research to address their needs—whether to develop policy, manage natural resources, or make other decisions affecting biodiversity.  相似文献

On-ground natural resource management actions such as revegetation and remnant vegetation management can simultaneously affect multiple objectives including land, water and biodiversity resources. Hence, planning for the sustainable management of natural resources requires consideration of these multiple objectives. However, planning the location of management actions in the landscape often treats these objectives individually to reduce the process and spatial complexity inherent in human-modified and natural landscapes. This can be inefficient and potentially counterproductive given the linkages and trade-offs involved. We develop and apply a systematic regional planning approach to identify geographic priorities for on-ground natural resource management actions that most cost-effectively meet multiple natural resource management objectives. Our systematic regional planning approach utilises integer programming within a structured multi-criteria decision analysis framework. Intelligent siting can capitalise on the multiple benefits of on-ground actions and achieve natural resource management objectives more efficiently. The focus of this study is the human-modified landscape of the River Murray, South Australia. However, the methodology and analyses presented here can be adapted to other regions requiring more efficient and integrated planning for the management of natural resources.  相似文献

ABSTRACT: South Florida and the Everglades have been under intensive development since 1850 by Federal and State governments who encouraged and financed extensive drainage and hydraulic changes, primarily for agricultural settlement. Agricultural development of the sugar industry in the northern Everglades adjacent to Lake Okeechobee rapidly progressed only after the 1900s. Political and resource management conflicts have arisen because policies which once favored development are now being reversed by policies and regulation efforts to restore and conserve natural ecosystems. Currently, the environmental and ecological impacts of agricultural land use adjacent to natural wtlands of the Everglades are being assessed. The objectives of this paper are: (1) to outline the historical development of south Florida and the sugar industry, (2) to relate this history to political and management policy changes occurring as it pertains to ecosystem restoration and the multiuser competition for water/land resources, and (3) to propose how integrated resource management might be utilized for a sustainable Everglades and south Florida. This paper outlines the historical paradox of urban settlement, land development, and agricultural production, with efforts in the recent decade to acquire, manage, and preserve land and water resources for natural areas conservation. Only though the use of integrated resource management will the defined resource conflicts be mediated.  相似文献

Background information on possible surface-coal-mining operations in arable agricultural areas in Australia is provided. The major co-occurrence of the coal and arable land resources was in the Darling Downs region of Queensland and the Liverpool Plains region of New South Wales; however, coal development will probably only occur in the former region over the next decade. Analysis of the situation in the Darling Downs region, which consists of 11 Shires, found five companies conducting prefeasibility projects for surface-coal development and the size of exploration areas concerned far exceeding final mined-land disturbance estimates. Most of the land included in the prefeasibility studies was classified as arable with moderate crop restrictions requiring intensive management (classes II–IV). The total area of land that may be disturbed at some time in the future was less than 2% of the arable land in the Shires concerned. Project mutual exclusivity and ongoing rehabilitation of disturbed areas further reduce arable land out of production at any one time. It is suggested that, if self-regulation by the coal industry in Australia on rehabilitation issues is to remain a viable option in these areas, an understanding between the corporate and public sectors on the extent and limitations of its responsibilities must be obtained. The current development of a National Conservation Strategy for Australia should assist this to proceed. Research on various rehabilitation issues may be required prior to project commitment to ensure the responsibilities identified are realizable. Integrative problem-solving, incorporating audit procedures, was suggested as a suitable method to achieve these aims and corporate responsiveness was seen as a necessary first step.  相似文献

Sustainable use of water and land resources requires that these scarce resources be appropriately allocated among various competing human activities. Worldwide, there is a realization now that sustainable river basin management should be accorded the highest priority, because it deals not only with technical, but also with ecological and socioeconomic aspects, and thus calls for a multidisciplinary and integrated approach. However, most of the policy and planning documents have either remained silent, or have made only implicit reference to the importance of environmental water demand (EWD) and its quantification. Therefore, in the light of its importance, a methodology has been evolved in this article for quantifying EWD for various forested areas in two distinctly different Indian river basins: Brahmani (humid zone) and Sabarmati (dry zone). The article analyzes and discusses EWD estimates at three different spatial levels: river basins, states, and districts within them, and finally presents a comparative analysis of all these results. Findings of the present study will be immensely useful in understanding various ecological issues connected with water resource projects and proposals in these river basins.  相似文献

This paper gives an overview of the contributions of natural resources and the challenges facing the natural resource sectors. It contributes a series of proposals on the planning and management of natural resources. New models of sustainable development stress the importance of the efficient management of resources, including labour, capital equipment and natural resources. Overuse of the resource base today will lead to shortages tomorrow; yet it can be a difficult task persuading politicians and planners in developing countries of the importance of resource management. The human population is rising and the availability of terrestrial land and its resources are finite and, perhaps, not sufficient to deliver enough food, energy, materials and space. Thus, it is important to (further) explore and exploit the marine environment which covers no less than 71% of the earth's surface. The marine environment is very complex but can roughty be divided into two systems: natural (e.g. wild fishing) and human-made (e.g. artificial islands). In this study, characterization factors (CF) for natural and human-made marine systems were calculated in order to be able to assess the environmental impact of occupying marine surfaces, which was not possible so far in life cycle assessment. When accounting for natural resources while occupying one of these systems, it is important to consider the primary resources that are actually deprived from nature, which differs between the natural and human-made marine systems.In natural systems, the extracted biomass was accounted for through its exergy content, which is the maximum quantity of work that the system can execute in its environment. Reference flows for marine fish, seaweeds, crustaceans and mollusks were proposed and their correlated CF was calculated. For human-made systems, the deprived land resource is, in fact, the occupied area of the marine surface. Based on potential marine net primary production data (NPP), exergy based spatial and temporal CFs for ocean areal occupation were calculated. This approach was included in the Cumulative Exergy Extraction from the Natural Environment (CEENE) method which makes it the first life cycle impact assessment (LCIA) method capable of analyzing the environmental impact (and more specific the resource footprint) of marine areal occupation. Furthermore, the methodology was applied to two case studies: comparing resource consumption of on- and offshore oil production, and fish and soybean meal production for fish feed applications.  相似文献
