This paper discusses the use of Material Flow Analysis (MFA) as a tool to support policy decision making in the field of resource and environmental management. In terms of policy, MFA can be used for early recognition, priority setting, to analyse and improve the effectiveness of measures and to design efficient material management strategies in view of sustainability. MFA has a high potential to be implemented as a guiding tool at the regional level, for example as part of a regional environmental management and audit system or as a part of the Local Agenda 21 process. Material management based on MFA is complementary to traditional environmental and resource management strategies, which have tended to focus heavily on specific environmental compartments, and measure the concentration of substances in various media. MFA, in contrast, provides an overview of the total system by linking the anthroposphere (that part of the biosphere in which humans' activities take place) with the environment. This system approach shifts the focus away from the back-end so-called 'filter strategies' to more pro-active front-end measures. MFA examines short- and long-term loadings rather than concentrations and highlights current and potential material accumulations, called material stocks. These stocks represent either potential environmental problems (e.g. large stocks of hazardous materials) or a potential source of future resources (e.g. urban mining). In this way, MFA can assist precautionary policy making by highlighting future environmental or resource issue problems without relying on signals of environmental stress. The objective of materials management is: firstly, to analyse material flows and stocks; secondly, to evaluate these results; and thirdly, to control material flows in view of certain goals such as sustainable development. MFA is an excellent tool for the first objective and is well suited to generate a base for the other two objectives. MFA results can be compared against environmental standards or can be interpreted using assessment or indicator methodologies (such as environmental impact assessment or ecological footprints). Selected results from two studies, carried out for the city of Vienna (substance management) and the Swiss lowlands (timber management), illustrate the use of MFA as a tool for early recognition (resource depletion and environmental quality), for priority setting and for effective policy making.  相似文献

Silver (Ag) is a precious metal of increasing importance. Besides its classical use as a valuable, it is applied in an increasing number of industrial products due to its advantageous chemical properties. As silver is considered a non-renewable resource, it is becoming more and more relevant for individual countries to gain a better understanding of their domestic silver material flows. In our study, a material flow analysis (MFA) of silver in Austria for the period 2012 was carried out, the results of which reveal the major silver flows in the country as well as the imports and exports outside the country. As there is no extraction of silver ore in Austria, the country is depending on silver imports and recycling. Furthermore, the role of the silver coin production that is of considerable importance in Austria is highlighted. The results may help, on a policy level, to determine silver use indicators and support the development of strategies for resource, waste and environmental management of silver. On a modeling level, the results may function as an example for future silver MFA studies in different countries.  相似文献

The dwindling global reserves of extractable phosphorus (P) and its growing demand to produce the required food for a burgeoning global population (the global P crisis) necessitate the sustainable use of this crucial resource. To advert the crisis requires informed policy decisions which can only be obtained by a better understanding of the nature and magnitude of P flow through different systems at different geographical scales. Through a systematic and in-depth review of twenty one recent substance flow analyses of P, we have assessed the key P inflows, outflows, stocks, internal flows, and recycling flows at the city, regional, and country scales. The assessment has revealed, the main inflow and outflow of P at the city scale occurs through food and wastewater respectively, while the main stock of P occurs in landfill. At the regional scale, mineral ore is the main P inflow and chemical P fertilizer is the main outflow particularly in the regions that have P fertilizer production sector. In contrast, either chemical P fertilizer or animal feed is the key inflow and either food and agricultural products or soil losses (erosion, runoff, and/or leaching) is the major outflow especially in the regions without P fertilizer production sector. At the country scale, the key P inflow occurs either through mineral ore or chemical P fertilizer and the key outflow takes place either as food and agricultural products, waste (both solid and liquid), or soil losses (erosion, runoff, and/or leaching). The main stock of P both at the regional and country scales occurs in the soil of the agricultural production sector. As identified in this assessment, the key unproductive outflows and stocks at different geographical scales indicate that there is a potential scope to improve P management through the increased P recovery and recycling, and by the utilization of available soil P stocks. In many of the studies at all the geographical scales, P recycling flow has been found to be less than 20% of the total inflow, and even in some studies at the country scale, P recycling has been found to be entirely absent, which is a clear indication of poor P management. This study has also identified, there is a clear knowledge gap in relation to understanding the P flow over multiple years at the regional scale. The information about the key flows and stocks at different geographical scales as we identified can be utilized to make better P policy and management decisions for a city, region, or country. The information can also be used to guide future research that aims to analyze P flow at the city, regional, and country scales.  相似文献

Material flow analysis (MFA) is an evaluation technique that systematically identifies the flows and stocks of materials within predefined spatial and temporal boundaries. In this paper, the steel resources in Korea are investigated using dynamic MFA. Iron ore and steel scrap are added as raw material components during the production processes of steel, which is then used in a variety of product groups such as construction products, transportation equipment, machinery/metal products, electrical/electronic devices, and other products through fabrication and manufacturing processes. When such product groups are discarded, they are either recycled or landfilled. With consideration for the lifetimes of various product groups in conjunction with steel resource flows in Korea, dynamic MFA is conducted on the flows of steel stock change and annual scrap generation. By 2020, these two flows are expected to increase by as much as 40% and 30%, respectively, compared to 2008, with transportation equipment, in particular, envisaged to experience high growth. At the current recycling rate, however, it will be hard to meet future scrap demand. According to the scenario analysis, 100% of this future scrap demand can be supplied domestically if the recycling rate is increased to over 70% for all product groups, except construction products and transportation equipment, which already have high recycling rates. By 2020, the reduction in scrap importation costs is projected to offer a financial gain of 2.3 billion dollars.  相似文献

Selenium plays an important role in emerging thin film solar energy technologies. As solar energy is expected to have a larger share in the world's future energy portfolio, the long-term availability of selenium becomes a potential concern, yet no global cycles have ever been generated. In this work, the global cycles, stocks, and flows of selenium are characterized for the entire time period 1940–2010 by using principles of material flow analysis (MFA). The cycles present information on the production, fabrication and manufacturing, use, and resource management stages during that period. The results of the analysis show that during 1940–2010 approximately 90 Gg of refined selenium was produced and entered into fabrication and manufacturing worldwide. 60 Gg of this amount (two-thirds!) was dissipated into the environment through end-uses such as chemicals, pigments, glass manufacturing, metallurgical additives, and fertilizer and feed additives. The in-use stock of selenium is estimated at 2.7 Gg as of 2010. Because of data limitations such as proprietary and withheld information, these figures represent informed estimates rather than exact values. Selenium can be recovered from end-of-life electrical and electronic equipment, while for other end-uses recycling is difficult or impossible. One of the ways to buttress supplies of selenium for future technologies would be to deploy recycling schemes for photovoltaics as well as other electronics applications.  相似文献

This paper aims to contribute to the ongoing debate on the use of resource accounting tools in regional policy-making. The Northern Limits project applied material flow analysis (MFA) and ecological footprinting (EF) to regional policy-making in Northern Ireland over a number of years. The early phase of the research informed the regions first sustainable development strategy which was published in 2006 with key targets relating to the EF and improving the resource efficiency of the economy. Phase II identified the next steps required to address data availability and quality and the use of MFA and EF in providing a measurement and monitoring framework for the strategy and the development of the strategy implementation plan. The use of MFA and EF in sustainable regional policy-making and the monitoring of its implementation is an ongoing process which has raised a number of research issues which can inform the ongoing application and development of these and other resource accounting tools to within Northern Ireland, provide insights for their use in other regions, and help set out the priorities for research to support this important policy area.  相似文献

Local authorities in Sweden are responsible for the management of sewage treatment and municipal solid waste. Due to this, they handle large flows and stocks of materials and substances that may be harmful for the environment. However, knowledge about these flows is sometimes deficient. In addition, the capacity to influence the composition of these flows is mainly beyond the jurisdiction of the local authorities. Flow-oriented studies, such as substance flow analysis (SFA), have proven to be a useful tool in order to understand and quantify these flows. Furthermore, SFA is sometimes claimed to be beneficial to the process of decision making, since it generates comprehensive overviews of the substance in focus. However, quantification of stocks and flows of a certain substance does not necessarily provide sufficient information for environmental management on the local level. Hence, for SFA to further contribute to the environmental management process, there is also a need for development in the interpretation of the results. The main objective of this paper is to contribute to the discussion about (1) how to interpret the results from SFA and (2) how the results from an SFA can be used in environmental management by local authorities. A tentative framework for interpretation is discussed in the paper, focusing on five aspects: total material quantities, exposure to humans and the environment, resource economy, function and capacity to influence the substance flows. Based on the method of material flow analysis (MFA), a static model of Austrian aluminum (Al) flows in 2010 was developed. Extensive data research on Al production, consumption, trade and waste management was conducted and resulted in a detailed model of national Al resources. Data uncertainty was considered in the model based on the application of a rigorous concept for data quality assessment. The model results indicated that the growth of the Austrian “in-use” Al stock amounts to 11 ± 3.1 kg yr−1 cap−1. The total “in-use” Al stock was determined using a bottom-up approach, which produced an estimate of 260 kg Al cap−1. Approximately 7 ± 1 kg of Al yr−1 cap−1 of old scrap was generated in 2010, of which 20% was not recovered because of losses in waste management processes. Quantitatively, approximately 40% of the total scrap input to secondary Al production originated from net imports, highlighting the import dependency of Austrian Al refiners and remelters. Uncertainties in the calculation of recycling indicators for the Austrian Al system with high shares of foreign scrap trade were exemplarily illustrated for the old scrap ratio (OSR) in secondary Al production, resulting in a possible range of OSRs between 0 and 66%. Overall, the detailed MFA in this study provides a basis to identify resource potentials as well as resource losses in the national Al system, and it will serve as a starting point for a dynamic Al model to be developed in the future.  相似文献

Nitrogen flows impacted by human activities in the Day-Nhue River Basin in northern Vietnam have been modeled using adapted material flow analysis (MFA). This study introduces a modified uncertainty analysis procedure and its importance in MFA. We generated a probability distribution using a Monte Carlo simulation, calculated the nitrogen budget for each process and then evaluated the plausibility under three different criterion sets. The third criterion, with one standard deviation of the budget value as the confidence interval and 68% as the confidence level, could be applied to effectively identify hidden uncertainties in the MFA system. Sensitivity analysis was conducted for revising parameters, followed by the reassessment of the model structure by revising equations or flow regime, if necessary. The number of processes that passed the plausibility test increased from five to nine after reassessment of model uncertainty with a greater model quality. The application of the uncertainty analysis approach to this case study revealed that the reassessment of equations in the aquaculture process largely changed the results for nitrogen flows to environments. The significant differences were identified as increased nitrogen load to the atmosphere and to soil/groundwater (17% and 41%, respectively), and a 58% decrease in nitrogen load to surface water. Thus, modified uncertainty analysis was considered to be an important screening system for ensuring quality of MFA modeling.  相似文献

Phosphate rocks, used for phosphorus (P) fertilizer production, are a non-renewable resource at the human time scale. Their depletion at the global scale may threaten global food and feed security. To prevent this depletion, improved P resource recycling from food chain waste to agricultural soils and to the food and feed industry is often presented as a serious option. However, waste streams are often complex and their recycling efficiency is poorly characterized. The aim of this paper is to estimate the P recovery and recycling potential from waste, considering France as a case study. We assessed the P flows in food processing waste, household wastewater and municipal waste at the country scale using a substance flow analysis for the year 2006. We also quantified the P recycling efficiency as the fraction of P in waste that ultimately reached agricultural soils or was recycled in the food and feed industry. Efforts were made to limit data uncertainty by cross-checking multiple data sources concerning P content in waste materials. Results showed that, in general, P recovery in waste was high but that the overall P recycling efficiency was only 51% at the country scale. In particular, P recycling efficiency was 75% for industrial waste, 43% for household wastewater and 47% for municipal waste. The remaining P was discharged into water bodies or landfilled, causing P-induced environmental problems as well as losses of nutrient resources. Major P losses were through food waste (which amounted to 39% of P in available food) and treated wastewater, and the findings were confirmed through cross-checking with alternative data sources. Options for improving P resource recycling and, thereby, reducing P fertilizer use were quantified but appeared to be less promising than scenarios based on reduced food waste or redesigned agricultural systems.  相似文献

In this study we analyze the energy and carbon balances of various cascade chains for recovered wood lumber. Post-recovery options include reuse as lumber, reprocessing as particleboard, pulping to form paper products, and burning for energy recovery. We compare energy and carbon balances of chains of cascaded products to the balances of products obtained from virgin wood fiber or from non-wood material. We describe and quantify several mechanisms through which cascading can affect the energy and carbon balances: direct cascade effects due to different properties and logistics of virgin and recovered materials, substitution effects due to the reduced demand for non-wood materials when wood is cascaded, and land use effects due to alternative possible land uses when less timber harvest is needed because of wood cascading. In some analyses we assume the forest is a limiting resource, and in others we include a fixed amount of forest land from which biomass can be harvested for use as material or biofuel. Energy and carbon balances take into account manufacturing processes, recovery and transportation energy, material recovery losses, and forest processes. We find that land use effects have the greatest impact on energy and carbon balances, followed by substitution effects, while direct cascade effects are relatively minor.  相似文献

The flows of paper are analyzed throughout the papermaking processes, with the year 2007 and Korea defined as the system boundaries. In practice, the statistical data on the production, import and export of paper or pulp can be collected with relative ease from the government and industrial associations. However, the input data regarding the volumes of pulp and wastepaper used in different paper products, such as newsprint, printing papers, sanitary and household papers, specialty papers, and corrugating board base, are difficult to obtain because such information is generally kept confidential in the course of corporate operations.The production processes of paper products in Korea are modeled using information on raw materials, their compositions and production yields of products in order to identify and quantify the amounts of pulp and wastepaper used in each paper product. The material flows of paper are then analyzed based on the calculation model derived from the correlation of input and output flows between the individual processes throughout the entire paper lifecycle. Accuracy analysis using both mean absolute error (MAE) and mean absolute percent error (MAPE) is conducted to verify the amounts of pulp and wastepaper calculated from the proposed model against the volumes of domestically consumed pulp and wastepaper provided in the national statistics. Although the calculated values for the past (i.e., the 1980s and 1990s) differ to some degree from the statistical values, the data for the 2000s have a relatively higher level of accuracy, with the MAPE of the total pulp and recycling volume at 5.39% and 5.30%, respectively, thus validating the adequacy of the proposed modeling method. The proposed calculation model can be effectively used in the material flow analysis (MFA) of paper to reduce the burden of data collection and obtain relatively accurate results.  相似文献

The current use and management of freshwater is not sustainable in many countries and regions of the world. If current trends are maintained, about two-thirds of the world's population will face moderate to severe water stress by 2025 compared to one-third at present. This water stress will hamper economic and social development unless action is taken to deal with the emerging problems. The Comprehensive Assessment of the Freshwater Resources of the World, prepared by the United Nations and the Stockholm Environment Institute, calls for immediate action to prevent further deterioration of freshwater resources. Although most problems related to water quantity and quality require national and regional solutions, only a global commitment can achieve the necessary agreement on principles, as well as financial means to attain sustainability. Due to the central and integrated role played by water in human activities, any measures taken need to incorporate a wide range of social, ecological and economic factors and needs. The Assessment thus addresses the many issues related to freshwater use, such as integrated land and water management at the watershed level, global food security, water supply and sanitation, ecosystem requirements, pollution, strengthening of major groups, and national water resource assessment capabilities and monitoring networks. Governments are urged to work towards a consensus regarding global principles and guidelines for integrated water management, and towards their implementation in local and regional water management situations. The alternative development options available to countries facing water stress, or the risk thereof, needs to be considered in all aspects of development planning.  相似文献

Nowadays, aluminum scrap is traded globally. This has increased the need to analyze the flows of aluminum scrap, as well as to determine the environmental consequences from aluminum recycling. The objective of this work is to determine the greenhouse gases (GHG) emissions of the old scrap collected and sorted for recycling, considering the market interactions. The study focused on Spain as a representative country for Europe. We integrate material flow analysis (MFA) with consequential life cycle assessment (CLCA) in order to determine the most likely destination for the old scrap and the most likely corresponding process affected. Based on this analysis, it is possible to project some scenarios and to quantify the GHG emissions (generated and avoided) associated with old scrap recycling within a global market. From the MFA results, we projected that the Spanish demand for aluminum products will be met mainly with an increase in primary aluminum imports, and the excess of old scrap not used in Spain will be exported in future years, mainly to Asia. Depending on the scenario and on the marginal source of primary aluminum considered, the GHG emission estimates varied between −18,140 kg of CO2 eq. t−1 and −8427 of CO2 eq. t−1 of old scrap collected. More GHG emissions are avoided with an increase in export flows, but the export of old scrap should be considered as the loss of a key resource, and in the long term, it will also affect the semifinished products industry. Mapping the flows of raw materials and waste, as well as quantifying the GHG impacts derived from recycling, has become an essential prerequisite to consistent development from a linear toward a circular economy (CE).  相似文献

The development of the practical side of the concept of industrial ecology has taken two different but interrelated paths during the last two decades: the product-based systems perspective; and the geographically defined local-regional industrial ecosystem approach. Both approaches focus on material and energy flows aiming at reducing the industrial system's virgin resource use and waste and emission outputs. The ideal has arisen to mimic the model of a sustainable natural ecosystem, which relies solely on solar energy as the input and creates cyclical flows of materials (and related energy cascades) between organisms and in the food chain. It is argued in the industrial ecology literature that wastes, as defined in human industrial system terms, are non-existent in the natural recycling system. In this paper, an application of the product-based systems approach is given with paper life cycles and a basic life cycle inventory model. An application to the regional approach is presented in the regional energy supply system of the city of Jyväskylä in Finland. The paper aims at discussing the two approaches in industrial ecology and considers their contradictory characteristics as well as their similarities. When the basic vision and the overriding goal is the local industrial ecosystem, the product-based approach can serve as an inventory tool to support the project. In this situation, the two approaches would seem to be each other's complement. When the two approaches are adopted as each other's substitute, they may support conflicting decisions for environmental policy and management. This may create difficulties in the implementation of industrial ecology. On the basis of both of the approaches to industrial ecology, the external environment of an organization is considered to comprise the societal material and energy flow environment and the natural material and energy flow environment .  相似文献

The rapid increase in atmospheric concentrations of greenhouse gases has caused concern because of their potential to alter the earth's radiation budget and disrupt current climate patterns While there are many uncertainties associated with use of general circulation models (GCMs), GCMs are currently the best available technology to project changes in climate associated with elevated gas concentrations. Results indicate increases in global temperature and changes in global precipitation patterns are likely as a result of doubled CO2. GCMs are not reliable for use at the regional scale because local scale processes and geography are not taken into account. Comparison of results from five GCMs in three regions of the United States indicate high variability across regions and among models depending on season and climate variable. Statistical methods of scaling model output and nesting finer resolution models in global models are two techniques that may improve projections. Despite the many limitations in GCMs, they are useful tools to explore climate-earth system dynamics when used in conjunction with water resource and ecosystem models. A variety of water resource models showed significant alteration of regional hydrology when run with both GCM-generated and hypothetical climate scenarios, regardless of region or model complexity. Similarly, ecological models demonstrate the sensitivity of ecosystem production, nutrient dynamics, and distribution to changes in climate and CO2 levels. We recommend the use of GCM-based scenarios in conjunction with water resource and ecosystem models to guide environmental management and policy in a “no-regrets” framework or as part of a precautionary approach to natural resource protection.  相似文献

Dynamic stocks and flows analysis was applied to the anthropogenic aluminum cycle in Italy in order to detect and quantify metal flows and in-use stocks over the years 1947–2009. The model utilized a top-down approach, including data for production, consumption, loss, and trade flows of aluminum. Seven end-use markets were considered, namely buildings and construction, transportation, consumer durables, machinery and equipment, electrical engineering, containers and packaging, and miscellaneous appliance types. The results of this dynamic stocks and flows analysis model quantified the contemporary anthropogenic reservoirs (or in-use stocks) of aluminum at about 320 kg per capita, mainly embedded within the transportation and building and construction sectors. Cumulative in-use stock represents approximately 11 years of supply at current usage rates (about 20 Mt versus 1.7 Mt/year), implying significant potential for recycling in the future as this stock comes out of use. Flow analysis revealed that Italy imports mainly unwrought aluminum and exports final products, while the main material losses occur during alumina refining and collection of old scrap: specifically, containers and packaging have the highest old scrap generation rate, but for the lowest recovery rate (50%). Increasing support to collection of scrap and initiatives oriented to aluminum recovery specifically would allow Italy to increase its reliance on domestic material, and may also allow a decline of the country import-dependence on primary sources. The dynamic stocks and flows model created here provides a quantitative historical record of the aluminum required by Italian society during important periods of development and provides guidance for future decision-making around the use of domestic secondary resources.  相似文献

This paper examines the 1-year anthropogenic stocks and flows of silver as it progresses from extraction to final disposal on the European continent. The primary flows of silver include production, fabrication and manufacturing, use, and waste management. A substance flow analysis (SFA) was used to trace the flows and inventory data, and mass balance equations were used to determine the quantity of flows. The results reveal that Europe has a low level of silver mine production (1580 Mg Ag/year) and instead relies on silver imports and the recycling of scrap in production and fabrication. In the year 1997, Europe imported 1160 Mg Ag of ore concentrate and 2010 Mg Ag of refined silver, and recycled 2750 Mg Ag of new and old scrap. There is a net addition of 3320 Mg Ag/year into silver reservoirs at the use stage. This is the result of a greater amount of silver entering the system from manufacturing than is leaving the system into waste management. The waste flow with the highest content of silver is municipal solid waste, which contains 1180 Mg Ag/year. In total, 62% of all discarded silver is recycled and 38% is sent to landfills. The results of this study and other element and material flow analyses can help guide resource managers, environmental policy makers, and environmental scientists in their efforts to increase material recovery and recycling, address resource sustainability, and ameliorate environmental problems.  相似文献
