Across Europe, there is an increasing trend towards citizen involvement in the implementation of flood risk governance. Policy-makers increasingly advocate co-produced flood risk governance (FRG), whereby citizens are actively engaged in the implementation of flood risk policy, for example, by taking property-level protection measures. In doing so, they aim to make FRG more resilient, efficient and legitimate [Mees, H., Crabbé, A., Alexander, M., Kaufmann, M., Bruzzone, L., Levy, L., & Lewandowski, J. (2016a). Co-production, however, also raises important questions concerning these aims. In this paper, the opportunities and limitations of and barriers to citizen co-production in FRG in terms of resilience, efficiency and legitimacy are investigated by an extensive review of literature on citizen co-production in other public services and on individual and community-based climate change adaptation and FRG. Based on this, a tentative framework is developed on the required conditions to enable co-produced FRG, which benefits both the resilience, efficiency and legitimacy of FRG.  相似文献

River systems are increasingly under stress and pressure from agriculture and urbanization in riparian zones, resulting in frequent engineering interventions such as bank stabilization or flood protection. This study provides guidelines for a more sustainable approach to river management based on hydrogeomorphology concepts applied to three contrasted rivers in Quebec (Canada). Mobility and flooding spaces are determined for the three rivers, and three levels of “freedom space” are subsequently defined based on the combination of the two spaces. The first level of freedom space includes very frequently flooded and highly mobile zones over the next 50 years, as well as riparian wetlands. It provides the minimum space for both fluvial and ecological functionality of the river system. On average for the three studied sites, this minimum space was approximately 1.7 times the channel width, but this minimum space corresponds to a highly variable width which must be determined from a thorough hydrogeomorphic assessment and cannot be predicted using a representative average. The second level includes space for floods of larger magnitude and provides for meanders to migrate freely over a longer time period. The last level of freedom space represents exceptional flood zones. We propose the freedom space concept to be implemented in current river management legislation because it promotes a sustainable way to manage river systems, and it increases their resilience to climate and land use changes in comparison with traditional river management approaches which are based on frequent and spatially restricted interventions.  相似文献

This paper includes the findings of MMI Thornton Tomasetti’s investigation into the measurement of resilience within infrastructure using systems thinking and focussed on value delivery. This paper provides a review of current practise across critical infrastructure sectors, based on a series of interviews undertaken with stakeholders from various UK infrastructure organisations. Gaps and opportunities were identified and an outline for a value-based approach to diagnosing, measuring and building resilience suggested. The performance of critical infrastructure sectors was also comparatively assessed using the suggested approach value metrics.  相似文献

Conservation Area Management Committees (CAMCs)—the functional decision-making units consisting entirely of local villagers—are grassroots organizations legally established to manage the Annapurna Conservation Area (ACA) in Nepal. These committees suffered due to the decade-long Maoist insurgency, but they survived. The paper attempts to test what factors contributed to their resiliency. For this, I surveyed 30 CAMCs during the summer of 2007 and conducted semi-structured interviews of 190 executive members of the CAMCs and 13 park officials who closely monitor the CAMCs. Regression results showed that the number of leaders (b = 0.44, t = 2.38, P = .027) was the most critical variable for building the resilience of CAMCs to the Maoist insurgency, i.e., retaining the same function, structure, and identity of the committees. As there were no reported conflicts among leaders and they were involved in negotiations and devising contingency plans, CAMCs actually benefited from having more leaders. Of the three diversity indices, the quadratic terms of age diversity (b = ?5.42, t = 1.95, P = .064) and ethnic diversity (b = ?4.05, t = 1.78, P = .075) had a negative impact on the CAMCs’ resilience. Skill diversity and organizational memory had no significant influence on the CAMCs’ resilience (t < 1.48, P > .10). These results have important implications for building resilience in community-based conservation.  相似文献

The river Don catchment area in Sheffield and Rotherham offers a good place for a case study of flood risk management, given the impact of a flooding event in 2007 and the way in which local events have become entwined with national and international policy shifts. To interpret local policy, a combination of systems-based and socio-cultural theory is used. Both the theories and the case study serve to disentangle the multiple meanings of resilience. Understood in opposition to flood resistance, resilience has only limited applicability in an area such as the case study where engineering works protect employment and infrastructure. Resilience as a policy discourse also lacks political transparency and a recognition of socio-cultural influences. Underlying the shift towards resilient styles of management is an appreciation of the importance of capacity, to learn and to act. The case study identifies blockages to the realisation of that capacity.  相似文献

The US government has focused considerable attention on enhancing our society’s ability to protect critical systems and services from disruptive events. Over the past decade, federal agencies have bolstered their efforts to identify and minimize threats using traditional risk-based approaches such as continuity of operations and disaster risk reduction processes. However, these valuable risk identification and management tools are limited because they rely upon foreseeable factor analyses of steady-state systems with predictable hazard frequencies and severities. In assessing the capability of complex adaptive systems to cope with disruptions, an overemphasis upon engineering resilience through risk management and planning for what is predictable may cloud or detract from our efforts to better understand a system’s emergent capabilities to withstand disruptions that are unforeseeable. This article contends that augmenting traditional risk approaches through the incorporation of methodologies grounded in socio-ecological system (SES) resilience principles offers a potential avenue for improving our agencies’ abilities to assess and manage both known and unknown risks. We offer a notional rationale for broadening our examination of system vulnerabilities and present a conceptual model that combines engineering and SES resilience paradigms to facilitate the identification, assessment, and management of system vulnerabilities. The Military Installation Resilience Assessment model described herein applies risk and resilience principles to evaluate whole systems, focusing on interconnections and their functionality in facilitating response and adaptation.  相似文献

This paper estimates rural household-level forest reliance in the western highlands of Guatemala using quantitative methods. Data were generated by the way of an in-depth household income survey, repeated quarterly between November 2005 and November 2006, in 11 villages (n = 149 randomly selected households). The main sources of income proved to be small-scale agriculture (53 % of total household income), wages (19 %) and environmental resources (14 %). The latter came primarily from forests (11 % on average). In the poorest quintile the forest income share was as high as 28 %. All households harvest and consume environmental products. In absolute terms, environmental income in the top quintile was 24 times higher than in the lowest. Timber and poles, seeds, firewood and leaf litter were the most important forest products. Households can be described as ‘regular subsistence users’: the share of subsistence income is high, with correspondingly weak integration into regional markets. Agricultural systems furthermore use important inputs from surrounding forests, although forests and agricultural uses compete in household specialization strategies. We find the main household determinants of forest income to be household size, education and asset values, as well as closeness to markets and agricultural productivity. Understanding these common but spatially differentiated patterns of environmental reliance may inform policies aimed at improving livelihoods and conserving forests.  相似文献

In many river floodplains in the UK, there has been a long history of flood defence, land reclamation and water regime management for farming. In recent years, however, changing European and national policies with respect to farming, environment and flood management are encouraging a re-appraisal of land use in rural areas. In particular, there is scope to develop, through the use of appropriate promotional mechanisms, washland areas, which will simultaneously accommodate winter inundation, support extensive farming methods, deliver environmental benefits, and do this in a way which can underpin the rural economy. This paper explores the likely economic impacts of the development of flood storage and washland creation. In doing so, consideration is given to feasibility of this type of development, the environmental implications for a variety of habitats and species, and the financial and institutional mechanisms required to achieve implementation.  相似文献

Remote sensing has emerged as one of the major techniques for the analysis and delineation of large floods. This analysis can provide data invaluable for the hydrological management of large river systems. A need for information on the extent of floodplain inundation for the lower reaches of the largest river in the UK was met by a search through Landsat images of floods and the analysis of the best example recorded. Automated classification of the Landsat imagery of this flood on the river Severn in 1977 was used to provide estimates of the extent and spatial distribution of inundation. Flood images were generated using the Plessey IDP 3000 image processor, and the maps derived accorded well with aerial photography and qualitative flood information. Three distinct floodplain environments were delineated and flood images produced by different spectral bands compared. Specific questions prompted by flood hazard management and concerning the processes and extent of flooding were answered by the Landsat data analysis. Management of the flood risk of large rivers is expensive and remote sensing data is a relatively cheap and effective way of monitoring control works and providing data for the prediction of the effects of future hydrological works. Remote sensing is a practical way in which spatial information concerning the behavior of large dynamic systems can be obtained both quickly and relatively cheaply.  相似文献

After briefly reviewing key resilience engineering perspectives and summarising some green infrastructure (GI) tools, we present the contributions that GI can make to enhancing urban resilience and maintaining critical system functionality across complex integrated social–ecological and technical systems. We then examine five key challenges for the effective implementation of GI that include (1) standards; (2) regulation; (3) socio-economic factors; (4) financeability; and (5) innovation. We highlight ways in which these challenges are being dealt with around the world, particularly through the use of approaches that are both context appropriate and socially inclusive. Although progress surmounting these challenges has been made, more needs to be done to ensure that GI approaches are inclusive and appropriate and feature equally alongside more traditional ‘grey’ infrastructure in the future of urban resilience planning. This research was undertaken for the Resilience Shift initiative to shift the approach to resilience in practice for critical infrastructure sectors. The programme aims to help practitioners involved in critical infrastructure to make decisions differently, contributing to a safer and better world.  相似文献

This paper discusses the treatment of social and economic impacts within UK environmental impact assessment (EIA). Socio-economic effects have an uncertain status in EIA, guidance on their assessment is limited and their treatment is often partial and of poor quality. This has led some commentators to view socio-economic impacts as the 'poor relations' in EIA. The paper presents the results of a recent review of the socio-economic component of UK environmental statements (ESs), which provides information on the extent, scope, balance and quality of socio-economic impact treatment. The review reveals that, although most ESs include some information on socio-economic issues, coverage tends to be narrowly focused on a small number of--primarily beneficial economic--impact types. Quantification of socio-economic impacts is also rarely attempted. The review findings are compared with those of similar studies undertaken in the mid-1990s, and the paper concludes with some recommendations for EIA practitioners relating to the treatment of socio-economic impacts.  相似文献

Infrastructure resilience has become a primary objective for homeland and national security organizations over the past decade. Recent initiatives have focused on resilient building design, and one approach under consideration is a voluntary resilience certification program for commercial buildings. The intent of this program would be to encourage the adoption of resilient design practices in construction and planning of the buildings. While resilience may be a frequently discussed concept within the security communities, its level of awareness within the construction, design, insurance, and building owner communities is not well known. Given the voluntary nature of the certification program under consideration, program development requires a comprehensive understanding of resilience as defined by the commercial building stakeholders. Toward this end, Sandia National Laboratories conducted a study of stakeholder perspectives on resilience to ascertain factors that would serve as motivation for participation in the resilience certification program. This paper describes how Sandia performed the study and the resulting conclusions. One of the key conclusions that the study found is that the term resilience is unfamiliar to many and inconsistently defined across the industries. Those familiar with the term frequently linked it to sustainability concepts. The study also found that increased participation in the resilience certification program is very likely affected by demonstrable returns on resilience investments and a public–private partnership model for program administration.  相似文献

Core themes of geomorphology include: open systems and connectivity; feedbacks and complexity; spatial differentiation of dominant physical processes within a landscape; and legacy effects of historical human use of resources. Core themes of ecology include: open systems and connectivity; hierarchical, heterogeneous, dynamic, and context-dependent characteristics of ecological patterns and processes; nonlinearity, thresholds, hysteresis, and resilience within ecosystems; and human effects. Core themes of environmental governance include: architecture of institutions and decision-making; agency, or ability of actors to prescribe behavior of people in relation to the environment; adaptiveness of social groups to environmental change; accountability and legitimacy of systems of governance; allocation of and access to resources; and thresholds and feedback loops within environmental policy. Core themes common to these disciplines include connectivity, feedbacks, tipping points or thresholds, and resiliency. Emphasizing these points of disciplinary overlap can facilitate interdisciplinary understanding of complex systems, as well as more effective management of landscapes and ecosystems by highlighting drivers of change within systems. We use a previously published conceptual framework to examine how these core themes can be integrated into interdisciplinary research for human–landscape systems via the example of a river.  相似文献

This paper estimates the environmental impacts and damage costs (‘external costs’) of synthetic nitrogen fertilizer and discusses options for reducing these impacts, including their consequences for farmers and for producers of fertilizer. The damage costs of the fertilizer life cycle that could be estimated are large, about 0.3 [euro]/kgN (compared to the current market price of about 0.5 [euro]/kgN); much of that is due to global warming by N2O and CO2 emissions during fertilizer production and N2O emissions from fertilized fields. Policy options for internalizing these costs are discussed, and the consequences of reduced fertilizer input on crop yield are explored. If the damage costs were internalized by a pollution tax or tradable permits that are auctioned by the government, the economic consequences would be heavy, with a large revenue loss for farmers. However, if it is internalized by tradable permits that are given out free, the revenue loss for farmers is small. The loss for fertilizer producers increases linearly with the amount of external cost that is internalized, by contrast to the loss for farmers which increases quadratically but is very small for a damage cost of 0.3 [euro]/kgN. Expressed as a change in the fertilizer-dependent part of the farmers' revenue (crop yield × crop price – fertilizer used× fertilizer price), the decrease is less than 0.5% for most crops; the losses are larger only for crops with low [euro]/ha revenue. Averaged over wheat, barley, potatoes, sugar beet and rapeseed, the loss to farmers is about 0.1% in the UK and 0.4% in Sweden. The revenue loss for fertilizer producers is larger, about 8% in the UK and 14% in Sweden.  相似文献

Initiatives to reduce community carbon emissions and foster sustainable lifestyles have had varying degrees of success. There is now a need for a re-energised, concerted and joined-up approach that places environmental issues in a wider context – one that improves quality of life while building community resilience. This involves enhancing the capacity of neighbourhoods to recover, respond and adapt to environmental and socio-economic changes. This paper examines the experience gained in a participatory action research (PAR) study to build community resilience, where facilitators supported residents to take ownership of their own agendas. The New Earswick Good Life Initiative (GLI) was an 18-month project undertaken in a low-income suburb of York (UK). A range of approaches were used to identify activities which had the most potential to nurture resilience and foster a shift towards greater environmental sustainability. The GLI highlighted how the introduction of new ideas not only need to be locally relevant but also requires care and time in order for them to embed within community. Altering the way a community manages its environment involves transforming social relationships, strengthening institutions and influencing local power balances. Furthermore, it is necessary to build social capital, knowledge, leadership skills and support social networks to allow communities to effectively engage with relevant local and national policies. Only by providing opportunities to develop these resilient attributes can increased local responsibility be successful. The paper concludes by providing guidance on strengthening community resilience and delivering pro-environmental behaviour change.  相似文献

The economy and well-being of modern societies relies on complex and interdependent infrastructure systems to enable delivery of utilities and movement of goods, people and services. This complexity has resulted in an increased potential for cascading failures, whereby small scale initial failures in one system can result in events of catastrophic proportions across the wider network. Resilience and the emerging concept of resilience engineering within infrastructure are among the main concerns of those managing such complex systems. However, the disparate nature of resilience engineering development in various academic and industrial regimes has resulted in a diversity of definitions and characterisations. These are discussed in this paper, as are the commonalities between sectors and between different engineering disciplines. The paper also highlights the various methodologies used as part of resilience engineering implementation and monitoring, current practices including existing approaches and metrics, and an insight into the opportunities and potential barriers associated with these methodologies and practices. This research was undertaken for the Resilience Shift initiative to shift the approach to resilience in practice for critical infrastructure sectors. The programme aims to help practitioners involved in critical infrastructure to make decisions differently, contributing to a safer and better world.  相似文献

Resilience management stretches across the decoupled domains of community, corporate, and public governance. As a result, fostering resilience needs a governance structure that supports collective actions and integrates fragmented fields with different institutional frameworks. In this study, we carry out a review of three different perspectives on resilience -engineering, social, and organizational- in order to explore resilience management in the context of governance of infrastructure systems. We discuss the common practices to address resilience of engineering systems, the need and current trend for integration of institutions into these practices through formal (e.g., policies and regulations) as well as informal mechanisms (e.g., trust, norms, and shared cognitive structures). To illustrate our theorizing, we provide three illustrative case studies. The cases highlight the barriers and enablers across the three perspectives and highlight the inter-organizational context of management of resilience. We uncovered organizational dynamics such as the necessity of establishing critical functionality through organizational capacity for stakeholder engagement, the need for diverse organizations to address institutional complexity in management of resilience, and the importance of decoupling in aligning the outcomes of resilience management practices with policies. We suggest an agenda for future research on managing practices associated with management of resilience.  相似文献

Carex meadows are critical habitat for wintering geese in the floodplains of the middle and lower reaches of Yangtze River, China. These meadows follow a growth cycle closely tied to the seasonal hydrological fluctuation: as water levels recede in the fall, exposed mudflats provide habitat for Carex spp. growth. The seasonal growth of Carex overlaps the arrival of wintering geese and provides an important food source for the migrants. Recent alterations to the Yangtze’s hydrology, however, have disrupted the synchronous relationship between water levels, Carex growth and wintering geese at Dongting Lake. In October 2012, we carried out an outdoor mesocosm experiment to investigate potential impacts of delayed water recession on the germination and growth of Carex heterolepis, the dominant Carex species at Dongting Lake, to understand how changes in hydrology might impact wintering goose habitat. Results showed that the delayed flood recession exerted significant impact on the first growth cycle of Carex growth. Prolonged inundation significantly lowered the intrinsic growth rate (P = 0.03) and maximum growth rates (P = 0.02). It also took significantly longer time to reach the peak growth rate (P = 0.04 and 0.05 for number of shoot and biomass, respectively). As a result, biomass accumulation was reduced by 45, 62 and 90 % for 10-day, 20-day and 30-day inundation treatments, respectively. These results indicate a severe risk of food shortage for wintering geese when water recession delayed. This potential risk should be taken into consideration when operating any hydrological control structures that alter the flood regimes in Dongting Lake.  相似文献

Voluntary environmental reporting on the progress achieved against policy objectives is an emerging trend in industry and business and is recognized as a valuable aid in implementing policy and improving environmental management systems. Environmental reporting in the UK, has a whole range of formats including PERI, GEMI, WICE and EMAS, with the last, in particular, aiming to improve the level of environmental stewardship and to increase the flow of environmental information to audiences both internally and externally. Higher education institutions globally have been slow to respond in this respect and there is much that they can learn from corporate environmental reporting. An environmental policy is not sufficient proof of commitment for those institutions who have signed the global Talloires Declaration or the European COPERNICUS Charter: demonstrable progress in policy implementation is essential. The environmental management systems that higher education institutions adopt or create and the ways in which their environmental information is collated are of great significance, but the medium selected for the report is perhaps one of the most important aspects to consider. Those institutions such as the University of Sunderland, UK who are using the World Wide Web have been able to produce a flexible, hypertext-linked service on request with inbuilt feedback mechanisms containing varied, up-to-date, comprehensive and well-structured environmental information signposted to external pro-active institutions and agencies. These reports have unique educational angles and reveal links and networks that are naturally more pervasive and far-reaching in their scope and impact and could well provide a key way forward to practical and sustainable environmental reporting into the millennium.  相似文献

In mountain braided rivers, extreme flow variability, floods and high flow pulses are fundamental elements of natural flow regimes and drivers of floodplain processes, understanding of which is essential for management and restoration. This study evaluated flow dynamics and invasive vegetation characteristics and changes in the Ahuriri River, a free-flowing braided, gravel-bed river in the Southern Alps of New Zealand’s South Island. Sixty-seven flow metrics based on indicators of hydrologic alteration and environmental flow components (extreme low flows, low flows, high flow pulses, small floods and large floods) were analyzed using a 48-year flow record. Changes in the areal cover of floodplain and invasive vegetation classes and patch characteristics over 20 years (1991–2011) were quantified using five sets of aerial photographs, and the correlation between flow metrics and cover changes were evaluated. The river exhibits considerable hydrologic variability characteristic of mountain braided rivers, with large variation in floods and other flow regime metrics. The flow regime, including flood and high flow pulses, has variable effects on floodplain invasive vegetation, and creates dynamic patch mosaics that demonstrate the concepts of a shifting mosaic steady state and biogeomorphic succession. As much as 25 % of the vegetation cover was removed by the largest flood on record (570 m3/s, ~50-year return period), with preferential removal of lupin and less removal of willow. However, most of the vegetation regenerated and spread relatively quickly after floods. Some flow metrics analyzed were highly correlated with vegetation cover, and key metrics included the peak magnitude of the largest flood, flood frequency, and time since the last flood in the interval between photos. These metrics provided a simple multiple regression model of invasive vegetation cover in the aerial photos evaluated. Our analysis of relationships among flow regimes and invasive vegetation cover has implications for braided rivers impacted by hydroelectric power production, where increases in invasive vegetation cover are typically greater than in unimpacted rivers.  相似文献
