We assess adaptive capacity and adaptive management as measures of wastewater (WW) system resiliency using data from interviews with WW system managers (hereafter managers) impacted by past storms. Results suggest the most resilient WW systems are those with high adaptive capacities that employ an adaptive management approach to make ongoing adaptation investments over time. Greater amounts of generic adaptive capacities (i.e., skilled staff and good leadership) help smooth both day‐to‐day and emergency operations and provide a foundation for adaptive management. In turn, adaptive management helps managers both build more generic adaptive capacities, and develop and employ greater amounts and diversity of specific adaptive capacities (i.e., soft and/or hard adaptations) that are especially important for enhancing and sustaining resiliency. Adaptive management also enables managers to better understand their system's vulnerabilities, how those vulnerabilities change over time, and what specific actions may reduce those vulnerabilities. Finally, our work suggests WW system resilience critically depends on the capacities of the human systems for building resilience as much as or more so than relying only on physical infrastructure resilience. Our work contributes to filling an important gap in the literature by advancing our understanding of the human dimensions of infrastructure resilience and has practical implications for advancing resilience in the WW sector.  相似文献

New and emerging risks create growing uncertainty and unpredictability within enterprise risk management. While ISO 31000:2009 is a progressive risk management framework, it is limited in its guidance on how to contextualise complex risks. The application of systems thinking to risk management provides the opportunity to better understand complexity by viewing risk and the consequence of change as part of overall system behaviour. System modelling tools enable organisations to better contextualise their risk landscape. These tools assist organisations to identify vulnerabilities between social and ecological variables in the system within they exist. Determining drivers of change leading to system vulnerabilities can assist in understanding threshold limits of the system, thus enabling the organisation to build system resilience and organisational sustainability.  相似文献

Flood resilience has been rising up the political, economic and social agendas. Taking an integrated systems approach, using the right design guidance and tools and ensuring that education is in place for all stakeholders are three themes which are intrinsically linked to delivering flood resilience. This paper reviews these themes across the academic research, policy landscape and practitioner approaches, drawing conclusions on the way forward to increase our societies resilience to floods. The term ‘flood resilience’ is being increasingly used, however, it remains to be clearly defined and implemented. The UK, USA and Australia are leading the way in considering what flood resilience really means, but our review has found few examples of action underpinned by an understanding of systems and complexity. This review investigates how performance objectives & indicators are currently interpreted in guidance documents. It provides an in-depth exploration of the methods, that although developed through European and US expertise, can be used for worldwide application. Our analysis highlights that resilience is often embedded in engineering education and frequently linked to risk. This may however, mask the importance of resilience and where it differs from risk. With £2.6 billion to be spent in the UK over the next 6 years on strengthening the country’s flood and coastal defences, this is the opportunity to rethink resilience from a systems approach, and embed that learning into education and professional development of engineers. Our conclusions indicate how consolidating flood resilience knowledge between and within critical infrastructure sectors is the way forward to deliver flood resilience engineering.  相似文献

Environmental sciences have an important role in informing sustainable management of built environments by providing insights about the drivers and potentially negative impacts of global environmental change. Here, we discuss panarchy theory, a multi-scale hierarchical concept that accounts for the dynamism of complex socio-ecological systems, especially for those systems with strong cross-scale feedbacks. The idea of panarchy underlies much of system resilience, focusing on how systems respond to known and unknown threats. Panarchy theory can provide a framework for qualitative and quantitative research and application in the environmental sciences, which can in turn inform the ongoing efforts in socio-technical resilience thinking and adaptive and transformative approaches to management.  相似文献

/ Environmental regulatory agencies are responsible for protecting human health and the environment in their constituencies. Their responsibilities include the identification, evaluation, and cleanup of contaminated sites. Leaking underground storage tanks (USTs) constitute a major source of subsurface and groundwater contamination. A significant portion of a regulatory body's efforts may be directed toward the management of UST-contaminated sites. In order to manage remedial sites effectively, vast quantities of information must be maintained, including analytical dataon chemical contaminants, remedial design features, and performance details. Currently, most regulatory agencies maintain such information manually. This makes it difficult to manage the data effectively. Some agencies have introduced automated record-keeping systems. However, the ad hoc approach in these endeavors makes it difficult to efficiently analyze, disseminate, and utilize the data. This paper identifies the information requirements for UST-contaminated site management at the Waste Cleanup Section of the Department of Environmental Resources Management in Dade County, Florida. It presents a viable design for an information management system to meet these requirements. The proposed solution is based on a back-end relational database management system with relevant tools for sophisticated data analysis and data mining. The database is designed with all tables in the third normal form to ensure data integrity, flexible access, and efficient query processing. In addition to all standard reports required by the agency, the system provides answers to ad hoc queries that are typically difficult to answer under the existing system. The database also serves as a repository of information for a decision support system to aid engineering design and risk analysis. The system may be integrated with a geographic information system for effective presentation and dissemination of spatial data.  相似文献

The concept of resilience is now frequently invoked by natural resource agencies in the US. This reflects growing trends within ecology, conservation biology, and other disciplines acknowledging that social–ecological systems require management approaches recognizing their complexity. In this paper, we examine the concept of resilience and the manner in which some legal and regulatory frameworks governing federal natural resource agencies have difficulty accommodating it. We then use the U.S. Forest Service’s employment of resilience as an illustration of the challenges ahead.  相似文献

After briefly reviewing key resilience engineering perspectives and summarising some green infrastructure (GI) tools, we present the contributions that GI can make to enhancing urban resilience and maintaining critical system functionality across complex integrated social–ecological and technical systems. We then examine five key challenges for the effective implementation of GI that include (1) standards; (2) regulation; (3) socio-economic factors; (4) financeability; and (5) innovation. We highlight ways in which these challenges are being dealt with around the world, particularly through the use of approaches that are both context appropriate and socially inclusive. Although progress surmounting these challenges has been made, more needs to be done to ensure that GI approaches are inclusive and appropriate and feature equally alongside more traditional ‘grey’ infrastructure in the future of urban resilience planning. This research was undertaken for the Resilience Shift initiative to shift the approach to resilience in practice for critical infrastructure sectors. The programme aims to help practitioners involved in critical infrastructure to make decisions differently, contributing to a safer and better world.  相似文献

The primary objective of this paper is to discuss the limitations of risk management as a strategy for Australian local government climate change adaptation and explore the advantages of complementary approaches, including a social-ecological resilience framework, adaptive and transition management, and vulnerability assessment. Some federal and local government initiatives addressing the limitations of risk-based approaches are introduced. We argue that conventional risk-based approaches to adaptation, largely focused on hazard identification and quantitative modelling, will be inadequate on their own for dealing with the challenges of climate change. We suggest that responses to climate change adaptation should move beyond conventional risk-based strategies to more realistically account for complex and dynamically evolving social-ecological systems.  相似文献

Governing norms by which to steer traditional government functions are well established and understood; however, this is not the case for the new multi-level and collaborative approaches that characterize protected area governance. This is largely new territory that makes novel demands on governance institutions and policy. In this context, establishing and maintaining good governance across the diversity of ownership and responsibility arrangements is critical for the future effectiveness and acceptability of protected areas. Fulfilling the promise and avoiding the pitfalls inherent in contemporary protected area governance will require an understanding of what is meant by ’good governance’ and development of associated mechanisms to assess performance and provide a basis for improvement. This paper’s contribution lies in the guidance it provides for the hitherto under-developed area of governance quality assessment. I first present a framework that positions governance quality in relation to governance and management effectiveness. I then characterize good protected area governance according to a set of seven principles – legitimacy, transparency, accountability, inclusiveness, fairness, connectivity and resilience. Together, the framework, governance principles and related performance outcomes provide a platform for assessment of governance quality for an individual terrestrial protected area, a network of several protected areas, or a national protected area system.  相似文献

In the history of disasters in Venice, there are implications for modern times in terms of complex systems management and emerging threats, in particular from examples of risk management and resilience achieved by the Venetian state during outbreaks of the plague. In fourteenth century Venice, risk assessment the way we practice it today would fail to provide meaningful recommendations to reduce the casualty rate of the plague epidemic because the cause and transmission of the disease was not understood. Instead, a set of systemic actions across the social, economic, and transportation networks of the city taken by officials and doctors eventually slowed and arguably stopped the spread of the disease. These latter actions are an early example of what is now considered resilience management. Resilience management improves a complex system’s ability to prepare, absorb, recover, and adapt to unexpected threats and does so by address the capabilities at a system, rather than component, level. Resilience management can be a guide to addressing current issues of population growth and rising sea level in modern day Venice and across the globe. This paper calls for integration of resilience assessment in comprehensive risk and resilience management framework.  相似文献

In the 1980s, tropical forest-management principles underwent a shift toward approaches giving greater responsibilities to rural people. One argument for such a shift were the long-term relations established between rural people and their natural resources. In Madagascar, a new law was drawn up in 1996 (Gelose law), which sought to integrate rural people into forest management. A gap was observed between the changes foreseen by the projects implementing the Gelose law and the actual changes. In this article, we use the concept of the social-ecological system (SES) to analyze that gap. The differences existing between the planned changes set by the Gelose contract in the village of Ambatoloaka (northwest of Madagascar) and the practices observed in 2010 were conceptualized as a gap between two SESs. The first SES is the targeted one (i.e., a virtual one); it corresponds to the designed Gelose contract. The second SES is the observed one. It is characterized by the heterogeneity of forest users and uses, which have several impacts on forest management, and by very dynamic social and ecological systems. The observed SES has been reshaped contingent on the constraints and opportunities offered by the Gelose contract as well as on other ecological and social components. The consequences and opportunities that such an SES reshaping would offer to improve the implementation of the Gelose law are discussed. The main reasons explaining the gap between the two SESs are as follows: (1) the clash between static and homogeneous perceptions in the targeted SES and the dynamics and heterogeneity that characterize the observed SES; and (2) the focus on one specific use of forest ecosystems (i.e., charcoal-making) in the targeted SES. Wastewater (WW) systems are vulnerable to extreme precipitation events; storm‐induced WW system failures pollute the environment and put public health at risk. Despite these vulnerabilities, we know very little about how WW managers are responding to current climate risks or to future climate change. This study aims to fill this critical gap in the literature. Data from surveys and interviews were used to understand what WW managers are doing to adapt to the current climate, what facilitates those adaptations, and if they are adapting to future climate change. Findings show most WW managers (78%) are making changes to build resiliency to storms they have experienced in the past (e.g., extra fuel on site, extra staff on call, more training, better communication, adding generators, elevating components, adding capacity); most are not adapting to future climate change. Our work suggests organizational leadership, concern about future climate‐related impacts, and experiencing storm impacts drive resiliency changes while regulatory requirements drive adaptation to future climate change. Beyond advancing science, our work offers practical suggestions for building WW system resilience and for increasing WW system's consideration of future climate impacts in their resiliency building efforts.  相似文献

Resilience management stretches across the decoupled domains of community, corporate, and public governance. As a result, fostering resilience needs a governance structure that supports collective actions and integrates fragmented fields with different institutional frameworks. In this study, we carry out a review of three different perspectives on resilience -engineering, social, and organizational- in order to explore resilience management in the context of governance of infrastructure systems. We discuss the common practices to address resilience of engineering systems, the need and current trend for integration of institutions into these practices through formal (e.g., policies and regulations) as well as informal mechanisms (e.g., trust, norms, and shared cognitive structures). To illustrate our theorizing, we provide three illustrative case studies. The cases highlight the barriers and enablers across the three perspectives and highlight the inter-organizational context of management of resilience. We uncovered organizational dynamics such as the necessity of establishing critical functionality through organizational capacity for stakeholder engagement, the need for diverse organizations to address institutional complexity in management of resilience, and the importance of decoupling in aligning the outcomes of resilience management practices with policies. We suggest an agenda for future research on managing practices associated with management of resilience.  相似文献

/ Implementing the concept of sustainability through integrated approaches to natural resource management poses enormous challenges for both the rural communities and government agencies concerned. This paper reviews the underlying rhetoric of sustainable agricultural systems and the integrated resource management paradigm and identifies some of the challenges being experienced in translating this rhetoric into practice. A relatively recently implemented community-based integrated catchment management (ICM) process in a rural community in northeast Australia is examined in terms of some of the lessons learned that may be relevant to other similar integrated resource management (IRM) processes. It reveals a pragmatic, opportunistic, and evolving implementation process based on adaptive learning rather than a more traditional "rational" planning approach. Some essential characteristics of a community-based IRM process are identified, including fostering communication; providing a structure that fosters cooperation and facilities coordination among community, industry, and government agencies; the integration of IRM principles into local government planning schemes; and an emergent strategic approach to IRM program implementation. We conclude by identifying some essential characteristics of an IRM process that can assist a community to adapt to, and manage change for, sustainable resource use.  相似文献

This paper applies the resilience lens to a social–ecological system characterized by the presence of large-scale mineral extraction operations. The system in question is the Brazilian community of Itabira, Minas Gerais, host to an iron ore operation of Vale, the world’s second largest mining corporation. Utilizing a resilience assessment framework, this study describes the various components of the Itabira social–ecological system revealing the challenges brought about by mining’s dominance. Data collection included literature reviews and semi-structured interviews with 29 individuals representing different stakeholder groups. Findings revealed that, despite recent efforts by government to regulate the industry, the mine continues to generate press and pulse disturbances that impact the resilience of the community. Operating from the standpoint that resilience depends largely upon the management capacity of stakeholders, the research identifies three ways to improve mining governance in Itabira. First, there is a need for local government to have more power in dealings with the corporation. Concurrent with this power, however, the municipality must demonstrate ownership over its fate, ideally through the creation of a sustainability plan. Finally, all key parties must demonstrate commitment to cooperating to resolve outstanding disturbances, even when these fall outside the regulatory approval process. While Itabira will remain a mining town for the foreseeable future, actions taken now to address challenges will only strengthen community well-being and sustainability moving forward.  相似文献

The process incorporates climate information through a method called decision‐scaling, whereby information related to climate projections is tailored for use in a decision‐analytic framework. The climate risk management process begins with the identification of vulnerabilities by asking stakeholders and resource experts what water conditions they could cope with and which would require substantial policy or investment shifts. The identified vulnerabilities and thresholds are formalized with a water resources systems model that relates changes in the physical climate conditions to the performance metrics corresponding to vulnerabilities. The irreducible uncertainty of climate change projections is addressed through a dynamic management plan embedded within an adaptive management process. Implementation of the process is described as applied in the ongoing International Upper Great Lakes Study.  相似文献

The economy and well-being of modern societies relies on complex and interdependent infrastructure systems to enable delivery of utilities and movement of goods, people and services. This complexity has resulted in an increased potential for cascading failures, whereby small scale initial failures in one system can result in events of catastrophic proportions across the wider network. Resilience and the emerging concept of resilience engineering within infrastructure are among the main concerns of those managing such complex systems. However, the disparate nature of resilience engineering development in various academic and industrial regimes has resulted in a diversity of definitions and characterisations. These are discussed in this paper, as are the commonalities between sectors and between different engineering disciplines. The paper also highlights the various methodologies used as part of resilience engineering implementation and monitoring, current practices including existing approaches and metrics, and an insight into the opportunities and potential barriers associated with these methodologies and practices. This research was undertaken for the Resilience Shift initiative to shift the approach to resilience in practice for critical infrastructure sectors. This article examines the continuities and changes in newspaper coverage of urban flood governance in Tabasco, southeastern Mexico, where highly destructive floods have made flood risks a socially sensitive and politically contested public issue. The analysis draws upon post-Foucauldian critical discourse analysis, paying special attention to different actors’ discursive strategies to further their agendas amid the shifting forms of environmental governance. We argue that in recent years, discourses that promote integrated flood governance, based on cultural adaptation and social resilience instead of technological control, have become prominent in the media presentation of flood governance. These discourses endorse neoliberal views of flood governance as an issue of public–private co-governance and civil self-responsibility while being reluctant to consider flood risk from the perspective of the uneven distribution of vulnerabilities or as an issue of human rights.  相似文献

How do youth learn through participation in efforts to study and change the school food system? Through our participatory youth action research (YPAR) project, we move beyond the “youth as consumer” frame to a food justice youth development (FJYD) approach. We track how a group of youth learned about food and the public policy process through their efforts to transform their own school food systems by conducting a participatory evaluation of farm-to-school efforts in collaboration with university and community partners. We used the Photovoice research method, placing cameras in the hands of young people so that they themselves could document and discuss their concerns and perspectives. The research was designed to gain insight about youths’ knowledge of food, health, and community food systems. Drawing upon the youth group’s insights, we build a framework for building critical consciousness through FJYD.  相似文献

River systems are increasingly under stress and pressure from agriculture and urbanization in riparian zones, resulting in frequent engineering interventions such as bank stabilization or flood protection. This study provides guidelines for a more sustainable approach to river management based on hydrogeomorphology concepts applied to three contrasted rivers in Quebec (Canada). Mobility and flooding spaces are determined for the three rivers, and three levels of “freedom space” are subsequently defined based on the combination of the two spaces. The first level of freedom space includes very frequently flooded and highly mobile zones over the next 50 years, as well as riparian wetlands. It provides the minimum space for both fluvial and ecological functionality of the river system. On average for the three studied sites, this minimum space was approximately 1.7 times the channel width, but this minimum space corresponds to a highly variable width which must be determined from a thorough hydrogeomorphic assessment and cannot be predicted using a representative average. The second level includes space for floods of larger magnitude and provides for meanders to migrate freely over a longer time period. The last level of freedom space represents exceptional flood zones. We propose the freedom space concept to be implemented in current river management legislation because it promotes a sustainable way to manage river systems, and it increases their resilience to climate and land use changes in comparison with traditional river management approaches which are based on frequent and spatially restricted interventions.  相似文献
