Geographic information systems (GIS) technology is altering the work environment for planning and decision-making tasks. This article is an account of a resource application that make use of the GIS technology. It provides some cost estimates and reasons for the fairly slow development toward an integrated resource data base for environmental planning and management. Adopting a new paradigm for natural resource and environmental policy that emphasises continuous change, adaptation and learning demands a new approach to evaluation to enable improvements in the way these initiatives contribute to sustainable resource use. Evaluation is fundamental to identifying change, supporting an adaptive approach that is flexible enough to meet the challenge of change, and enabling learning at individual, community, institutional and policy levels. Based on a consideration of changing approaches to natural resource management (NRM) policy and observations and experiences in the practical assessment of on-the-ground initiatives, the authors develop a set of principles for evaluation in NRM that: (a) addresses evaluation from a systems perspective, (b) links objective to consequence, (c) considers the fundamental assumptions and hypotheses that underpin core policy or program objectives, (d) is grounded in the natural resource, policy/institutional, economic, socio-cultural and technological contexts of implementation in practice, (e) establishes practical and valid evaluation criteria by which change can be monitored and assessed, (f) involves methodological pluralism including both quantitative and qualitative methods to ensure rigour and comprehensiveness in assessment, and (g) integrates different disciplinary perspectives (i.e. social, economic, environmental, policy and technological). The paper develops a systems-based evaluation framework that incorporates these principles and also recognises the multiple levels and nested nature of NRM policy, namely: problem characterisation, policy formulation and intent, program logic, and on-ground implementation. Finally, we demonstrate its utility through application to three contrasting Australian case studies: a community-based Integrated Catchment Management policy implementation; a resource information delivery system; and the development of a Decision Support System.  相似文献

/ Implementing the concept of sustainability through integrated approaches to natural resource management poses enormous challenges for both the rural communities and government agencies concerned. This paper reviews the underlying rhetoric of sustainable agricultural systems and the integrated resource management paradigm and identifies some of the challenges being experienced in translating this rhetoric into practice. A relatively recently implemented community-based integrated catchment management (ICM) process in a rural community in northeast Australia is examined in terms of some of the lessons learned that may be relevant to other similar integrated resource management (IRM) processes. It reveals a pragmatic, opportunistic, and evolving implementation process based on adaptive learning rather than a more traditional "rational" planning approach. Some essential characteristics of a community-based IRM process are identified, including fostering communication; providing a structure that fosters cooperation and facilities coordination among community, industry, and government agencies; the integration of IRM principles into local government planning schemes; and an emergent strategic approach to IRM program implementation. We conclude by identifying some essential characteristics of an IRM process that can assist a community to adapt to, and manage change for, sustainable resource use.  相似文献

The idea of sustainable development was first brought to widespread attention as a global issue; however, it is increasingly being applied at more local levels down to that of individual companies. This raises the potential danger that sustainable development will come to be predominantly identified with the preservation of the organisation involved. A likely outcome is that management decision-making will tip the balance too far in favour of people-centred interests as against environmental interests. An initial step in preventing this is to make any bias in the balance of interests transparent to management. To do this, a model of sustainability is set up in terms that provide a context for the implementation of a quality based environmental management system such as that specified by the International Standard, ISO 14001. In response to inherent uncertainty, a precautionary approach is adopted. The implications of this model for the structuring of critical environmental management system elements are then discussed and a way to generate an indicator of bias proposed. The content of an audit, which would measure the extent to which an organisation has a management system competent to measure and monitor this bias, is also discussed and proposed as another useful indicator.  相似文献

The paper suggests that the expansion of irrigated agriculture in the 20th century has de-coupled the water user from the inherent risk of exploiting both surface and groundwater resources. The apparent reliability of storage and conveyance infrastructure and the, relative cheapness and flexibility of groundwater exploitation offered by mechanised drilling and pumping have sheltered the end user from natural hydrological risk. The imperative for in-field irrigation efficiency has been effectively removed since the physical and economic management of the resource is determined by command area authorities or, in the case of some groundwater pumping, by the performance of power utilities, who have no direct interest in integrated resource conservation. As a result, the resource base has been degraded, and in some cases irreparable damage has occurred. It is argued that the rigidity of the resource management in many irrigation systems is not attuned to the inherent variability of natural systems upon which they depend. Further, the paper argues that irrigation management systems can work toward sustainability by spreading risk equitably, and transparently, amongst the resource regulators, managers and users. This has to involve a much more flexible approach to natural resource management that is conditioned not only by natural parameters, but also by the socio-economic settings. On-ground natural resource management actions such as revegetation and remnant vegetation management can simultaneously affect multiple objectives including land, water and biodiversity resources. Hence, planning for the sustainable management of natural resources requires consideration of these multiple objectives. However, planning the location of management actions in the landscape often treats these objectives individually to reduce the process and spatial complexity inherent in human-modified and natural landscapes. This can be inefficient and potentially counterproductive given the linkages and trade-offs involved. We develop and apply a systematic regional planning approach to identify geographic priorities for on-ground natural resource management actions that most cost-effectively meet multiple natural resource management objectives. Our systematic regional planning approach utilises integer programming within a structured multi-criteria decision analysis framework. Intelligent siting can capitalise on the multiple benefits of on-ground actions and achieve natural resource management objectives more efficiently. The focus of this study is the human-modified landscape of the River Murray, South Australia. However, the methodology and analyses presented here can be adapted to other regions requiring more efficient and integrated planning for the management of natural resources.  相似文献

This paper explores the development towards sustainability management systems (SMSs) in three Swedish local authorities. Many local authorities have extensive experience in using standardised Environmental Management Systems (EMSs). Recently EMSs have extended their reach by widening the scope of the systems including other dimensions of sustainable development. Case studies have been performed in three of the most EMS-experienced local authorities in Sweden. These authorities have extended their EMSs into a sustainability management approach in different ways. This paper discusses the development, possible contributions, and constraints with this development. Expanding EMSs into SMSs can be seen as a learning process in which a larger systems perspective leads to increased awareness that the management system becomes limited by only managing environmental issues. Expanding the EMSs into SMSs may lead to a more complete view of the organisation's total impact on nature and society, and issues that need to be managed.  相似文献

The primary role of remote sensing in land management and planning has been to provide information concerning the physical characteristics of the land which influence the management of individual land parcels or the allocation of lands to various uses These physical characteristics have typically been assessed through aerial photography, which is used to develop resource maps and to monitor changing environmental conditions These uses are well developed and currently well integrated into the planning infrastructure at local, state, and federal levels in the United States.Many newly emerging uses of remote sensing involve digital images which are collected, stored, and processed automatically by electromechanical scanning devices and electronic computers Some scanning devices operate from aircraft or spacecraft to scan ground scenes directly; others scan conventional aerial transparencies to yield digital images. Digital imagery offers the potential for computer-based automated map production, a process that can significantly increase the amount and timeliness of information available to land managers and planners.Future uses of remote sensing in land planning and management will involve geographic information systems, which store resource information in a geocoded format. Geographic information systems allow the automated integration of disparate types of resource data through various types of spatial models so that with accompanying sample ground data, information in the form of thematic maps and/ or aerially aggregated statistics can be produced Key issues confronting the development and integration of geographic information systems into planning pathways are restoration and rectification of digital images, automated techniques for combining both quantitative and qualitative types of data in information-extracting procedures, and the compatibility of alternative data storage modes  相似文献

We investigate natural resource governance in three indigenous communities in the Colombian Amazon. We base our analysis on an evolutionary governance model in which governance dimensions emerge as relevant through time. The less accessible of the communities represents earlier steps in governance evolution, while the more physically accessible is more integrated into the western scene. We observe how increased physical accessibility in a community brings in western governance models which hybridize with more traditional ones, influencing the couplings between the social and ecological systems. We zoom in on changing management of three commonly used palm species and illustrate how detailed studies of natural resource management contribute to understanding governance evolution. By comparing governance evolutions we were able to gain insights and improve our understanding on how natural resource management changes in communities transiting into western ways of living. In doing so we recognized points of rigidity and flexibility which might influence the social ecological systems capacity to adapt to changing conditions.  相似文献

Management of natural resources and infrastructure systems for sustainability is complicated by uncertainties in the human and natural environment. Moreover, decisions are further complicated by contradictory views, values, and concerns that are rarely made explicit. Scenario analysis can play a major role in addressing the challenges of sustainability management, especially the core question of how to scan the future in a structured, integrated, participatory, and policy-relevant manner. In a context of systems engineering, scenario analysis can provide an integrated and timely understanding of emergent conditions and help to avoid regret and belated action. The purpose of this paper is to present several case studies in natural resources and infrastructure systems management where scenario analysis has been used to aide decision making under uncertainty. The case studies include several resource and infrastructure systems: (1) water resources (2) land-use corridors (3) energy infrastructure, and (4) coastal climate change adaptation. The case studies emphasize a participatory approach, where scenario analysis becomes a means of incorporating diverse stakeholder concerns and experience. This approach to scenario analysis provides insight into both high-performing and robust initiatives/policies, and, perhaps more importantly, influential scenarios. Identifying the scenarios that are most influential to policy making helps to direct further investigative analysis, modeling, and data-collection efforts to support the learning process that is emphasized in adaptive management.  相似文献

In this paper, we propose a factorial fuzzy programming (FFP) approach for planning water resources management systems. The conventional fuzzy method cannot reflect the interactions among uncertain system parameters nor quantify their interactive effects. This may lead to important interrelationships among system parameters being neglected in systems analysis, and the derived decisions may not be robust enough to support the management under uncertainties. The objective of this study is to develop an FFP approach to deal with such interactive uncertainties. Factorial analysis (FA) was integrated with the fuzzy technique to quantify the effects of multiple fuzzy modeling parameters on the system performance and to reveal their implicit interrelationships. A flood-diversion planning case was studied to illustrate the applicability of the FFP approach. The individual and interactive effects of fuzzy parameters on the system objectives were evaluated. The influential effects were identified and the implicit interrelationships within influential interactions were revealed.  相似文献

This paper describes the development and implementation ofPREPLAN, A Pristine Environment Planning Language and Simulator, for two conservation areas in Australia, Kosciusko National Park (New South Wales) and Tutanning Nature Reserve (Western Australia).PREPLAN was derived from the North American gradient modeling systems and theForest Planning Language and Simulator (FORPLAN), but includes unique characteristics not previously available.PREPLAN includes an integrated resource management data base, modules for predicting site-specific vegetation, fuels, animals, fire behavior, and fire effects, and an English language instruction set.PREPLAN was developed specifically to provide available information and understanding of ecosystems to managers in a readily accessible and usable form, and to provide the motivation to conduct additional required research projects. An evaluation of the system's advantages and limitations is presented, and the way the utilization of such systems is improving natural area decision making throughout Australia is discussed.  相似文献

ABSTRACT: Watershed management decision making is a complex process. Cooperation and communication among federal, state, and local stakeholders is required while balancing biophysical and socioeconomic concerns. The public is taking part in environmental decisions, and the need for technology transfer from public agencies to stakeholders is increasing. Information technology has had a profound influence on watershed management over the past decade. Advances in data acquisition through remote sensing, data utilization through geographic information systems (GIS), and data sharing through the Internet have provided watershed managers access to more information for management decisions. In the future, applications incorporating hydrologic simulation models, GIS, and decision support systems will be deployed through the Internet. In addition to challenges in making complex modeling technology available to diverse audiences, new information technology issues, such as interoperability, Internet access, and security, are introduced when GIS, simulation models, and decision support systems are integrated in an Internet environment. This paper presents a review of current use of information technology in watershed management decision making and a discussion of issues created when developing Internet based, integrated watershed management decision support systems. A prototype spatial decision support system (SDSS) for rangeland watershed management was developed using web services, which are components that communicate using text based messages, thus eliminating proprietary protocols. This new framework provides an extensible, accessible, and interoperable approach for SDSS.  相似文献

Adaptive, or 'learning by doing', approaches are often advocated as a means of providing increased understanding within natural resource management. However, a number of organisational and social issues need to be resolved if these approaches are to be used successfully. A case study in the South Island high country of New Zealand is used to review what is needed to support an ongoing community-based monitoring and adaptive management programme. First, the case study is described, paying attention to the social context of the resource management problem. The results of a workshop that explored this problem are then outlined, along with a proposed information flow suggested by participants. Requirements for future steps to resolve these problems (such as information protocols and a multi-stakeholder information system) are discussed. Finally, some broad lessons are drawn from this exercise that could help others developing similar approaches.  相似文献

Land and water management is increasingly focused upon the drainage basin. Thirty-six terms recently used for schemes of “integrated basin management” include reference to the subject or area and to the aims of integrated river basin management, often without allusion to the multiobjective nature. Diversity in usage of terms has occurred because of the involvement of different disciplines, of the increasing coherence of the drainage basin approach, and the problems posed in particular parts of the world. The components included in 21 different approaches are analyzed, and, in addition to showing that components related broadly to water supply, river channel, land, and leisure aspects, it is concluded that there are essentially five interrelated facets of integrated basin management that involved water, channel, land, ecology, and human activity. Two aspects not fully included in many previous schemes concern river channel changes and the dynamic integrity of the fluvial system. To clarify the terminology used, it is suggested that the termcomprehensive river basin management should be used where a wide range of components is involved, whereasintegrated basin management can signify the interactions of components and the dominance of certain components in the particular area.Holistic river basin management is advocated as a term representing an approach that is both fully comprehensive and integrated but also embraces the energetics of the river system and consideration of changes of river channels and of human impacts throughout the river system. The paradigm of working with the river can be extended to one of working with the river in the holistic basin context.  相似文献

Local and scientific knowledge, when adequately and properly integrated, produces enormous benefits for natural resource management in comparison to a single knowledge system being used. Adequate and proper integration has major constraints that include ineffective use of the integrated knowledge, thoroughly inclusive processes, and true public participation. A six-stage framework is developed using the results and conclusions of two case studies regarding sustainable management of eroding mangrove-dominated muddy coasts in Vam Ray, Hon Dat district, Kien Giang Province, Vietnam. The framework does not stop with the creation of integrated knowledge, but should undergo a longer process. The new knowledge developed in this framework is the understanding gained and lessons learnt during the testing of products of multiple knowledge systems in a local context rather than products of integrated knowledge systems themselves. The Vam Ray framework promotes a high level of participation, effective use of products of multiple knowledge systems, maximum integration of local and scientific knowledge, local ownership, and sustainability. Therefore, the Vam Ray framework adds a new dimension to the literature in relation to integration of local and scientific knowledge in natural resource management.  相似文献

/ Much information is available on changes that occur in natural resources from both spatially-explicit data on environmental conditions and models of the interactions of these conditions and resources with human activities. The strategy for assessing land-use impacts on natural resources developed in this paper provides a framework for using relevant data and models to address questions of how management practices can promote both use and protection of resources. This assessment strategy integrates spatially explicit environmental data using geographic information systems (GIS) with computer models that simulate changes in land cover in response to land-use impacts. The computer models also simulate susceptibility of species to changes in habitat suitability and landscape patterns. The approach is applied to management of limestone barrens on the Oak Ridge Reservation in East Tennessee. Potential limestone barrens habitats are identified by overlaying appropriate soils, geology, slope, and land-use/land-cover conditions. Their validity is tested against known sites containing rare species that occur in these habitats. The location of habitats at risk in the aftermath of human activities is determined by using an available area model that identifies the size and proximity of sites that particular types of species can no longer use as habitat. The resulting risk map can be used in land management planning. The approach uses readily available in situ and remotely sensed data and is applicable to a wide range of locations and land-use scenarios. This paper describes the experiences and lessons learned in applying a multi-agent systems (MAS) model to study the dynamics and complex interactions among stakeholders in the management of community-based forests. The MAS model is developed using the companion modelling (ComMod) approach, which allows for a collaborative development of the model between the stakeholders and researchers. This approach involves the development and application of role-playing games (RPGs) and computer simulation as learning tools and to validate the model. Inferences are drawn from the learning and negotiation processes that the stakeholders and researchers underwent in the collaborative development of the MAS model. These processes ultimately led to the development of a collaborative resource management plan. The approach and the MAS model were applied to a case study involving a community-based forest managed by three villages in the island of Palawan, Philippines.  相似文献

The characteristics of self-organizing systems are described and their implications for environmental management are discussed. It is concluded that the aim of management should be to enhance the capacity of the system for self-management, with active intervention being used only to steer it away from large discontinuities. Environmental managers must view ecosystems and themselves as parts of a larger sociobiophysical system, cultivate the capacity of environmental systems for self-management, and learn to live with change and uncertainty. Practical consequences of this approach for plans, policies, programs, and institutions are discussed.  相似文献

Managers of wilderness resources must maintain, preserve, and sometimes restore pristine ecosystems while providing for public use and enjoyment of these areas. These managers require a resource information system that can store, retrieve and integrate basic data, synthesize components to solve particular problems, and provide simulations and predictions of natural processes and management actions. Traditional information systems based on land classification and type-mapping do not provide these capabilities.Gradient modeling, a new approach to resource management and forest fire simulation, has been developed to meet these needs in Glacier National Park. The method links four major components: (1) a terrestrial site inventory coded from aerial photographs that offers 10-m resolution; (2) gradient models of vegetation and fuel that derive quantitative stand compositional data from the parameters stored in the coded inventory; (3) a fuel moisture and microclimate model that extrapolates basestation weather data to remote sites using the parameters stored in the inventory; and (4) fire behavior and fire ecology models that integrate the data from the inventory and models to calculate real-time fire behavior and ecological succession following a fire.  相似文献
