Rainwater harvesting (RWH) has traditionally been implemented in areas with (semi) arid climates or limited access to potable water supplies; however, recent droughts in the humid southeastern United States have led to increased implementation of RWH systems. The objectives of this study were twofold: (1) present usage characteristics and performance results for four RWH systems installed in humid North Carolina (NC) as compared with systems located in arid/semiarid regions and (2) identify system benefits and modifications that could help improve the performance of RWH systems installed in humid regions of the world. For this study four RWH systems were installed in NC. Their usage was monitored for at least one year and compared with similar studies. Results revealed that dedicated water uses and usage characteristics for RWH systems in NC differed from those previously reported in the literature. Two of the systems studied met 100 and 61% of the potable water demand with designated uses of animal kennel flushing and greenhouse irrigation, respectively. The designated uses yielding the greatest potable water replacement were often seasonal or periodic, thus necessitating the need for identifying and implementing secondary objectives for these systems, namely, stormwater management. Otherwise, the expense and effort required to implement RWH systems in humid areas will most likely preclude their use.  相似文献

Several studies attempt to explain how collaborative environmental governance processes operate, but the question of why collaboration relationships form has received much less attention. Motivated by this need, this paper provides insights to the broad question: why does collaborative river basin management in France depend so heavily on partnerships made up around a few actors? Accordingly, our analytical framework develops a transaction cost explanation for the extent to which participatory procedures help stakeholders to identify partners and initiate collaboration, and for the causal link between the attributes of these stakeholders and their partnerships. The p2 model is implemented to investigate partnership networks of the key actors that govern the management of the Gironde estuary, the study case. The results provide evidence that environmental institutions bring together heterogeneous actors who might not be ready for collaboration, thereby actors’ perceived power similarity; their geographical proximity and co-presence in formal fora limit transaction costs.  相似文献

One of the primary challenges in resource and environmental planning is successful implementation of plans. Plan implementation is a complex process influenced by many factors. This study identifies 19 criteria affecting implementation success and tests the impact of these criteria through a case study of collaborative plan implementation in British Columbia, Canada. The significance of criteria and degree to which they are met is assessed by a survey of senior officials responsible for plan implementation. An implementation evaluation index (IEI) is constructed to assess the quality of plan implementation systems and best practices for effective implementation are identified.  相似文献

Roof rainwater harvesting (RWH) has the potential to augment water supplies for urban and suburban uses throughout the United States (U.S.). Studies of the performance of RWH at the building and city scales in the U.S. are available, but a countrywide overview of the potential performance of RWH at the county scale has not been done before. Three approaches were taken: (1) assess the viability of RWH in terms of the rainfall that could be captured in relation to the water demand in each county (excluding agriculture), (2) evaluate the performance of a “typical” domestic RWH system across all counties with metrics related to its ability to supply the potable and nonpotable demand, and (3) evaluate the effect of adding a 50% rainwater reuse component to the analysis. We find RWH could be a viable supplemental water source in the U.S., particularly in counties of the Pacific Northwest, Central, and Eastern regions (percent demand covered >50%). Low population density counties have the potential to meet their annual water needs with RWH, while high‐density counties could only source a small portion (~20%) of their annual demand with RWH. Typical RWH systems in counties in the Central and Eastern U.S. performed better than in Western counties. Adding a reuse component can be a key factor in making RWH attractive in many areas of the country. This work can inform future water infrastructure investment and planning in the U.S.  相似文献

This paper presents an agile participatory urban soundscape planning process model, which is proposed as a prerequisite on which to build and reference the efficacy of urban soundscape planning. The model was developed through data synthesis and analysis and mapping engagement with diverse stakeholders across four applied soundscape projects in Brighton and Hove, UK. To the best of the authors’ knowledge, the model is the first of its kind in applied soundscape practice. The data was collected through semi-structured interviews with key stakeholders and document analysis of published resources. The framework used for the analysis of the findings comprised four core urban planning stages: goals and objectives, engagement (e.g. prediction/modelling/design/planning), implications, evaluation. The study found that when integrating soundscape planning with core urban planning stages it was necessary to first identify the appropriate stakeholders in relation to the project context. It was found that these stakeholders could be wide-ranging and unexpected, thereby reinforcing the appropriateness of incorporating an agile approach in the resulting model. The study also found that users’ perceptions are central to soundscape practice and need to be considered at each stage of a planning process to produce an effective and sustainable outcome. A variety of specific events, appropriate to the requirements of the stakeholders, are important for engaging planning authorities, users and other stakeholders at different stages. This study also demonstrated that an evidence-based evaluation method is recommended in an agile participatory urban soundscape planning process to assess stakeholders’ engagement at each stage and to inform and guide subsequent steps in the planning process relevant to the local context(s).  相似文献

Participatory research in which experts and non-experts are co-researchers in addressing local concerns (also known as participatory action research or community-based research) can be a valuable approach for dealing with the uncertainty of social–ecological systems because it fosters learning among stakeholders and co-production of knowledge. Despite its increased application in the context of natural resources and environmental management, evaluation of participatory research has received little attention. The objectives of this research were to define criteria to evaluate participatory research processes and outcomes, from the literature on participation evaluation, and to apply them in a case study in an artisanal fishery in coastal Uruguay. Process evaluation criteria (e.g., problem to be addressed of key interest to local and additional stakeholders; involvement of interested stakeholder groups in every research stage; collective decision making through deliberation; and adaptability through iterative cycles) should be considered as conditions to promote empowering participatory research. Our research contributes to knowledge on evaluation of participatory research, while also providing evidence of the positive outcomes of this approach, such as co-production of knowledge, learning, strengthened social networks, and conflict resolution.  相似文献

This study provides statistical evidence that support for community-based management of resources was more effective when initiated through a process known as participatory action plan development (PAPD). Thirty-six sites were studied where community management of fisheries was facilitated by NGOs. All involved community participation and establishing local fisheries management institutions. However, communities were able to take up more conservation-related interventions and faced fewer conflicts in the 18 sites where a PAPD was the basis for collective action and institution development. This indicates the value and effectiveness of adopting good practice in participatory planning, such as PAPD, which helps diverse stakeholders find common problems and solutions for natural resource management.  相似文献

The capacity to sustainably govern complex socio-ecological systems (SES) has been identified as a necessary but daunting task by SES scholars, resource stewards and stakeholders. This research sought to inform the question: What are determinant capacities and functional linkages that can be incorporated into diagnostic tools for analysts seeking to improve sustainable socio-economic system SES governance? Literature was used to identify and translate determinant capacities and functional linkages into a quantifiable metric of governance quality. The tool was developed from ecological, business, governance and decision science literature. This tool recognizes the dynamic and systemic linkages between the resources and the social systems that use and govern them for improving systems thinking and SES outcomes. The tool was tested to determine its ability to capture perceived characteristics of governance quality and problem management using Michigan’s cleanup and redevelopment program. The results of this research indicated that the exploratory tool was reliable and valid. This research contributes to the evolving body of SES frameworks, specifically the study of individual and organizational capacities for improved SES outcomes. The implications of this research suggest participatory network-based governance with higher levels of resource exchange, in the form of interdependency, trust, diplomacy and reciprocity, aligns with practitioners’ perceptions of improved program performance. Further, while some capacities and related findings of this research may be context specific, concepts associated with the development and testing of this diagnostic tool, such as the use of systems thinking, participatory network-based governance, and related competencies, may have more universal application.  相似文献

Stakeholder participation is expected to improve the efficiency, equity, and sustainability of natural resource management research and development (R&D) projects by ensuring that research reflects users’ priorities, needs, capabilities, and constraints. Use of participatory methods and tools is growing rapidly; however, there is little systematic evidence about what participation actually means in practice, or about what difference it makes. Based on an inventory of 59 self‐described participatory R&D projects in the area of natural resource management, this article characterizes the typical project and analyzes how stakeholders are selected, how they participate in the research process, and what their involvement means for project costs and impacts. The results suggest that, while projects are generating a range of direct and indirect benefits for participants, more careful attention needs to be paid to achieving equitable impacts. Current practices may lag behind best practices in key areas, such as power sharing and participant selection, and may therefore be missing important contributions from women and other marginalized groups.  相似文献

Abstract: A decision support system for sustainable water resources management in a water conflict resolution framework is developed to identify and evaluate a range of acceptable alternatives for the Geum River Basin in Korea and to facilitate strategies that will result in sustainable water resource management. Working with stakeholders in a “shared vision modeling” framework, sustainable management strategies are created to illustrate system tradeoffs as well as long‐term system planning. A multi‐criterion decision‐making (MCDM) approach using subjective scales is utilized to evaluate the complex water resource allocation and management tradeoffs between stakeholders and system objectives. The procedures used in this study include the development of a “shared vision model,” a simulated decision‐making support system (as a tool for sustainable water management strategies associated with water conflicts, management options, and planning criteria), and the application of MCDM techniques for evaluating alternatives provided by the model. The research results demonstrate the utility of the sustainable water resource management model in aid of MCDM techniques in facilitating flexibility during initial stages of alternative identification and evaluation in a basin suffering from severe water conflicts.  相似文献

This paper describes the experiences and lessons learned in applying a multi-agent systems (MAS) model to study the dynamics and complex interactions among stakeholders in the management of community-based forests. The MAS model is developed using the companion modelling (ComMod) approach, which allows for a collaborative development of the model between the stakeholders and researchers. This approach involves the development and application of role-playing games (RPGs) and computer simulation as learning tools and to validate the model. Inferences are drawn from the learning and negotiation processes that the stakeholders and researchers underwent in the collaborative development of the MAS model. These processes ultimately led to the development of a collaborative resource management plan. The approach and the MAS model were applied to a case study involving a community-based forest managed by three villages in the island of Palawan, Philippines.  相似文献

Stakeholder analysis means many things to different people. Various methods and approaches have been developed in different fields for different purposes, leading to confusion over the concept and practice of stakeholder analysis. This paper asks how and why stakeholder analysis should be conducted for participatory natural resource management research. This is achieved by reviewing the development of stakeholder analysis in business management, development and natural resource management. The normative and instrumental theoretical basis for stakeholder analysis is discussed, and a stakeholder analysis typology is proposed. This consists of methods for: i) identifying stakeholders; ii) differentiating between and categorising stakeholders; and iii) investigating relationships between stakeholders. The range of methods that can be used to carry out each type of analysis is reviewed. These methods and approaches are then illustrated through a series of case studies funded through the Rural Economy and Land Use (RELU) programme. These case studies show the wide range of participatory and non-participatory methods that can be used, and discuss some of the challenges and limitations of existing methods for stakeholder analysis. The case studies also propose new tools and combinations of methods that can more effectively identify and categorise stakeholders and help understand their inter-relationships.  相似文献

This study proposes a robust prioritization framework for climate change adaptation strategies under uncertain climate change scenarios, using the VIseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR) method, a multi‐criteria decision‐making approach, together with the Shannon entropy‐based weights. The VIKOR method allows us to find a compromise solution between two decision strategies of maximizing group utility and minimizing individual regret, and the Shannon entropy is used to determine objective weights among multiple climate change scenarios. The proposed methodology was applied to the problem of selecting locations of subwatersheds for reusing treated wastewater (TWW) in a Korean urban watershed. Selected based on the sustainability concept, hydro‐environmental and socioeconomic indicators were used to evaluate the sustainability of TWW reuse under multiple climate change scenarios, using the hydrologic simulation model results and statistical data. Finally, sustainability scores under multiple scenarios were aggregated using the VIKOR together with the Shannon entropy‐based weights for the robust prioritization of adaptation strategies. According to the different levels of regret aversion or affinity, our results for water quality showed different sets of adaptation strategies as the best options, suggesting that our framework would help stakeholders seeking the robust options considering both the utility and regret.  相似文献

Multicriteria decision support systems are applied in natural resource management in order to clarify the planning process for the stakeholders, to make all available information usable and all objectives manageable. Especially when the public is involved in planning, the decision support system should be easy to comprehend, transparent and fair. Social choice theory has recently been applied to group decision-making in natural resources management to accomplish these objectives. Although voting forms the basis of democracy, and is usually taken as a fair method, the influence of voters over the outcome may vary. It is also possible to vote strategically to improve the results from each stakeholder's point of view. This study examines the use of social choice theory in revealing stakeholders' preferences in participatory forest planning, and the influence of different voters on the outcome. The positional voting rules examined were approval voting and Borda count, but both rules were slightly modified for the purposes of this study. The third rule examined, cumulative rule, resembles utilitarian voting rules. The voting rules were tested in a real participatory forest planning situation in eastern Lapland, Finland. All voting rules resulted in a different joint order of importance of the criteria. Yet, the preference orders produced had also a lot in common and the criteria could be divided into three quite distinct groups according to their importance. The influence of individual voters varied between the voting rules, and in each case different voter was the most influential.  相似文献

For federal and state land management agencies, mineral resource appraisal has evolved from value-based to outcome-based procedures wherein the consequences of resource development are compared with those of other management options. Complex systems modeling is proposed as a general framework in which to build models that can evaluate outcomes. Three frequently used methods of mineral resource appraisal (subjective probabilistic estimates, weights of evidence modeling, and fuzzy logic modeling) are discussed to obtain insight into methods of incorporating complexity into mineral resource appraisal models. Fuzzy logic and weights of evidence are most easily utilized in complex systems models. A fundamental product of new appraisals is the production of reusable, accessible databases and methodologies so that appraisals can easily be repeated with new or refined data. The data are representations of complex systems and must be so regarded if all of their information content is to be utilized.The proposed generalized model framework is applicable to mineral assessment and other geoscience problems. We begin with a (fuzzy) cognitive map using (+1,0,–1) values for the links and evaluate the map for various scenarios to obtain a ranking of the importance of various links. Fieldwork and modeling studies identify important links and help identify unanticipated links. Next, the links are given membership functions in accordance with the data. Finally, processes are associated with the links; ideally, the controlling physical and chemical events and equations are found for each link. In this paper we explore the challenges involved in engaging the full range of stakeholders needed for effective marine resource management in the transboundary Grenadine Islands shared by the small island developing States (SIDS) of Saint Vincent and the Grenadines and Grenada. The study describes the ways stakeholders were engaged in the development of participatory geographic information systems (PGIS), both in terms of the research approach (process) and the final geodatabase (product); it illustrates how the approach provides a practical means to strengthen aspects of marine governance, particularly in a SIDS context. We found that PGIS can provide a foundation for ecosystem‐based transboundary marine governance. The advantages of this approach are two‐fold: it provides the fullest possible range of information as input for the management of marine resources and it engages the stakeholders. This engagement takes several forms: capacity to participate in research; ownership of information produced; increased stakeholder understanding; empowerment through access to information; capacity to interact with other stakeholders for information and problem‐solving; and competence to participate in actual governance processes. Lastly, we discuss considerations for other practitioners contemplating using PGIS, particularly those working in similar resource‐limited SIDS environments.  相似文献

Fisheries management is increasingly transitioning towards collaborative governance. Collaborative systems depend on stakeholders’ capacity to design and implement legitimate and scientifically robust management plans within collective action arenas. Here we propose that collaborative governance outcomes, in fisheries management, will benefit from using structured participatory decision making frameworks that enhance deliberative thinking among stakeholders. We tested our approach in the artisanal fishery of Chile, an important producer of marine resources. Recently in 2013, Chile made important changes to fisheries policies by creating multi-sectorial management committees to manage de facto open access fishing areas. We applied a structured decision making framework to inform the restructuring of a management plan within a committee. As a result, we identified goals,objectives and indicators, including social, economic, biological and ecological dimensions; we explored tradeoffs, assessing the relative importance of the objectives; finally, we created scenarios and prioritized alternatives, reflecting on the interplay between self-regulation and government control. Members of the management committee were able to rationalize the different steps of the framework and identify ways forward which highlighted the importance of self-regulation in comparison to central authorities’ control. We concluded that structured decision making promotes spaces for rational analysis of alternatives costs and benefits. Promoting deliberative thinking in fisheries management can improve equity, legitimacy and sustainability of collaborative governance.  相似文献

Climate change has the potential to compromise the sustainability of natural resources in Mediterranean climatic systems, such that short-term reactive responses will increasingly be insufficient to ensure effective management. There is a simultaneous need for both the clear articulation of the vulnerabilities of specific management systems to climate risk, and the development of appropriate short- and long-term strategic planning responses that anticipate environmental change or allow for sustainable adaptive management in response to trends in resource condition. Governments are developing climate change adaptation policy frameworks, but without the recognition of the importance of responding strategically, regional stakeholders will struggle to manage future climate risk. In a partnership between the South Australian Government, the Adelaide and Mt Lofty Ranges Natural Resource Management Board and the regional community, a range of available research approaches to support regional climate change adaptation decision-making, were applied and critically examined, including: scenario modelling; applied and participatory Geographical Information Systems modelling; environmental risk analysis; and participatory action learning. As managers apply ideas for adaptation within their own biophysical and socio-cultural contexts, there would be both successes and failures, but a learning orientation to societal change will enable improvements over time. A base-line target for regional responses to climate change is the ownership of the issue by stakeholders, which leads to an acceptance that effective actions to adapt are now both possible and vitally important. Beyond such baseline knowledge, the research suggests that there is a range of tools from the social and physical sciences available to guide adaptation decision-making.  相似文献

Growing water scarcity and global climate change call for more efficient alternatives of water conservation; rainwater harvesting (RWH) is the most promising alternative among others. However, the assessment of RWH potential and the selection of suitable sites for RWH structures are very challenging for the water managers, especially on larger scales. This study addresses this challenge by presenting a fairly robust methodology for evaluating RWH potential and identifying sites/zones for different RWH structures using geospatial and multicriteria decision analysis (MCDA) techniques. The proposed methodology is demonstrated using a case study. The remote sensing data and conventional field data were used to prepare desired thematic layers using ArcGIS© software. Distributed Curve Number method was used to calculate event-based runoffs, based on which annual runoff potential and runoff coefficient maps were generated in the GIS (geographic information system) environment. Thematic layers such as slope, drainage density, and runoff coefficient and their features were assigned suitable weights and then they were integrated in a GIS to generate a RWH potential map of the study area. Zones suitable for different RWH structures were also identified, together with suitable sites for constructing recharge structures (check dams and percolation tanks along the streams). It was found that the study area can be classified into three RWH potential zones: (a) ‘good’ (241 km2), (b) ‘moderate’ (476 km2), and (c) ‘poor’ (287 km2). About 3% of the study area (30 km2) is suitable for constructing farm ponds, while percolation tanks (on the ground) can be constructed in about 2.7% of the area (27 km2). Of the 83 sites identified for the recharge structures, 32 recharge sites are specially suited to the inhabitants because of their proximity. It is concluded that the integrated geospatial and MCDA techniques offer a useful and powerful tool for the planning of rainwater harvesting at a basin or sub-basin scale.  相似文献

The administration of Jiuzhaigou National Park in Sichuan Province, China, is in the process of considering a range of upgrades to their sanitation and wastewater treatment systems. Their case history involves an ongoing series of engineering design flaws and management failures. The administration of the Park identified sustainability, environmental protection, and education goals for their sanitation and wastewater treatment system. To meet the goal of sustainability, environmental and economic concerns of the Park’s administration had to be balanced with socio-cultural needs. An advanced reconnaissance method was developed that identified reasons for previous failures, conducted stakeholder analysis and interviews, determined evaluation criteria, and introduced innovative alternatives with records of successful global implementations. This evaluation also helped the Park to better define their goals. To prevent future failures, the administration of the Park must commit to a balanced and thorough evaluation process for selection of a final alternative and institute effective long-term management and monitoring of systems. In addition, to meet goals and achieve energy efficient, cost-effective use of resources, the Park must shift their thinking from one of waste disposal to resource recovery. The method and criteria developed for this case study provides a framework to aid in the successful implementation of sanitation projects in both underdeveloped and developed areas of the world, incorporating socio-cultural values and resource recovery for a complex group of stakeholders.  相似文献
