Management of natural resources and infrastructure systems for sustainability is complicated by uncertainties in the human and natural environment. Moreover, decisions are further complicated by contradictory views, values, and concerns that are rarely made explicit. Scenario analysis can play a major role in addressing the challenges of sustainability management, especially the core question of how to scan the future in a structured, integrated, participatory, and policy-relevant manner. In a context of systems engineering, scenario analysis can provide an integrated and timely understanding of emergent conditions and help to avoid regret and belated action. The purpose of this paper is to present several case studies in natural resources and infrastructure systems management where scenario analysis has been used to aide decision making under uncertainty. The case studies include several resource and infrastructure systems: (1) water resources (2) land-use corridors (3) energy infrastructure, and (4) coastal climate change adaptation. The case studies emphasize a participatory approach, where scenario analysis becomes a means of incorporating diverse stakeholder concerns and experience. This approach to scenario analysis provides insight into both high-performing and robust initiatives/policies, and, perhaps more importantly, influential scenarios. Identifying the scenarios that are most influential to policy making helps to direct further investigative analysis, modeling, and data-collection efforts to support the learning process that is emphasized in adaptive management.  相似文献

Waage, Marc D. and Laurna Kaatz, 2011. Nonstationary Water Planning: An Overview of Several Promising Planning Methods. Journal of the American Water Resources Association (JAWRA) 47(3):535‐540. DOI: 10.1111/j.1752‐1688.2011.00547.x Abstract: Climate change is challenging the way water utilities plan for the future. Observed warming and climate model projections now call into question the stability of future water quantity and quality. As water utilities cope with preparing for the large range of possible changes in climate and the resulting impacts on their water systems, many are searching for planning techniques to help them consider multiple possible conditions to better prepare for a different, more uncertain, future. Many utilities need these techniques because they cannot afford to delay significant decisions while waiting for scientific improvements to narrow the range of potential climate change impacts. Several promising methods are being tested in water utility planning and presented here for other water utilities to consider. The methods include traditional scenario planning, classic decision making, robust decision making, real options, and portfolio planning. Unfortunately, for utilities vulnerable to climate change impacts, there is no one‐size‐fits‐all planning solution. Every planning process must be tailored to the needs and capabilities of the individual utility.  相似文献

There has recently been a return in climate change risk management practice to bottom‐up, robustness‐based planning paradigms introduced 40 years ago. The World Bank's decision tree framework (DTF) for “confronting climate uncertainty” is one incarnation of those paradigms. In order to better represent the state of the art in climate change risk assessment and evaluation techniques, this paper proposes: (1) an update to the DTF, replacing its “climate change stress test” with a multidimensional stress test; and (2) the addition of a Bayesian network framework that represents joint probabilistic behavior of uncertain parameters as sensitivity factors to aid in the weighting of scenarios of concern (the combination of conditions under which a water system fails to meet its performance targets). Using the updated DTF, water system planners and project managers would be better able to understand the relative magnitudes of the varied risks they face, and target investments in adaptation measures to best reduce their vulnerabilities to change. Next steps for the DTF include enhancements in: modeling of extreme event risks; coupling of human‐hydrologic systems; integration of surface water and groundwater systems; the generation of tradeoffs between economic, social, and ecological factors; incorporation of water quality considerations; and interactive data visualization.  相似文献

Climate change adaptation strategies that aim to minimize harm and maximize benefits related to climate change impacts have mushroomed at all levels of government in recent years. While many studies have explored barriers that stand in the way of their implementation, the factors determining their potential to mainstream adaptation into various sectors are less clear. In the present paper, we aim to address this gap for two international, six national, and six local adaptation strategies. Based on document analyses and 35 semi‐structured interviews, the 14 case studies also explore in how far the factors facilitating climate change adaptation are similar across levels of government or level‐specific. Although located at three different levels of government, we find that the 14 adaptation strategies analyzed here represent “one‐size‐fits‐all governance arrangements” that are characterized by voluntariness and a lack institutionalization. Since adaptation strategies are relatively weak coordination hubs that are unable to force adaptation onto sectoral policy agendas, they rely mainly on sectoral self‐interest in adapting to climate change, largely determined by problem pressure. We conclude that one‐size‐fits‐all governance arrangements are rarely adequate responses to complex challenges, such as climate change. Although climate change adaptation depends more on framework conditions such as problem pressure than on administrative or governance features, the findings presented here can help to understand under what circumstances adaptation is likely to make progress.  相似文献

The concept of integrated water management is uncommon in urban areas, unless there is a shortage of supply and severe conflicts among the users competing for limited water resources. Further, problem of water management in urban areas will aggravate due to uncertain climatic events. Therefore, an Integrated Urban Water Management Model considering Climate Change (IUWMCC) has been presented which is suitable for optimum allocation of water from multiple sources to satisfy the demands of different users under different climate change scenarios. Effect of climate change has been incorporated in non-linear mathematical model of resource allocation in term of climate change factors. These factors have been developed using runoff responses corresponding to base and future scenario of climate. Future scenarios have been simulated using stochastic weather generator (LARS-WG) for different IPCC climate change scenarios i.e. A1B, A2 and B1. Further, application of model has been demonstrated for a realistic water supply system of Ajmer urban fringe (India). Developed model is capable in developing adaptation strategies for optimum water resources planning and utilization in urban areas under different climate change scenarios.  相似文献

Sustainable supply chains (SSC) are an essential topic in emerging economies for achieving sustainable development. Because of their rapid economic growth, emerging economies are experiencing both sides of this development: the well‐being enhancement and the environmental impact. However, decision makers and practitioners do not have robust models for managing supply networks that consider the sustainability complexities. This study aims to provide a better understanding of SSC in emerging economies and proposes a generic framework to improve the decision‐making process. Based on a review of the literature, a decision framework for sustainability is proposed. A green sustainable decision concept is also discussed in the SSC literature. This study has implications for scholars, decision makers, and practitioners interested in advancing the SSC field based on an extension of the framework.  相似文献

Adaptations in infrastructure may be necessitated by changes in temperature and precipitation patterns to avoid losses and maintain expected levels of service. A roster of adaptation strategies has emerged in the climate change literature, especially with regard to timing: anticipatory, concurrent, or reactive. Significant progress has been made in studying climate change adaptation decision making that incorporates uncertainty, but less work has examined how strategies interact with existing infrastructure characteristics to influence adaptability. We use a virtual testbed of highway drainage crossings configured with a selection of actual culvert emplacements in Colorado, USA, to examine the effect of adaptation strategy and culvert characteristics on cost efficiency and service level under varying rates of climate change. A meta-model approach with multinomial regression is used to compare the value of better climate change predictions with better knowledge of existing crossing characteristics. We find that, for a distributed system of infrastructural units like culverts, knowing more about existing characteristics can improve the efficacy of adaptation strategies more than better projections of climate change. Transportation departments choosing climate adaptation strategies often lack detailed data on culverts, and gathering that data could improve the efficiency of adaptation despite climate uncertainty.  相似文献

This paper presents a cross-disciplinary framework for assessment of climate change adaptation to increased precipitation extremes considering pluvial flood risk as well as additional environmental services provided by some of the adaptation options. The ability of adaptation alternatives to cope with extreme rainfalls is evaluated using a quantitative flood risk approach based on urban inundation modeling and socio-economic analysis of corresponding costs and benefits. A hedonic valuation model is applied to capture the local economic gains or losses from more water bodies in green areas. The framework was applied to the northern part of the city of Aarhus, Denmark. We investigated four adaptation strategies that encompassed laissez-faire, larger sewer pipes, local infiltration units, and open drainage system in the urban green structure. We found that when taking into account environmental amenity effects, an integration of open drainage basins in urban recreational areas is likely the best adaptation strategy, followed by pipe enlargement and local infiltration strategies. All three were improvements compared to the fourth strategy of no measures taken.  相似文献

ABSTRACT

City strategic plans and enabling policies provide a framework for and inform future development across multiple scales. An exemplar city strategic plan will be one based on evidence, enabled by complementary policy outcomes, and built on the knowledge of the existing landscape. This study evaluated the plan quality of eighteen metropolitan strategic plans for city members in the 100 Resilient Cities initiative. A protocol was developed containing thirty-two indicators to assess plans capacity to act as a strategic planning tool to develop, analyse and implement strategies for the Urban Heat Island (UHI) and climate change mitigation and adaptation. The evaluation indicated that strategies addressing the UHI are rarely included in metropolitan plans. Strategic plans showed a lack of evidence-base to inform the potential actions. Urban warming is often linked to extreme weather events anticipated under climate change, not the UHI as a systemic and increasing phenomenon. We recommend that the pathway to addressing UHI mitigation and adaptation may lie in its nexus to aspects of climate change that concurrently can serve to support liveable and resilient cities.  相似文献

Evidence abounds attesting to changes in the global climate. In Ghana, climate change and climate variability have brought several exposure-sensitivities on different people and at different times. Due to the multiplicity of climate change and climate variability effects, adaptation strategies invariably could be influenced by several factors. This paper assesses the adoption of adaptation strategies in the rural northern savannah zone of Ghana as a result of climate change and variability. Using two villages each from Savelugu Nanton, West Mamprusi and Kassena Nankana East Districts, which are slightly different as case studies, the paper unearthed panoply of varied adaptation strategies in each of them including intensification of irrigation; integration of livestock production; changes in tillage practices; fertiliser application on farms; shift from agriculture to non-farm jobs; seasonal migration and purchase of drought insurance for maize. The results indicate that the relativity in adoption and utilisation of the different adaptive strategies are interlinked with geographical, social, economic, institutional and political factors and processes in the villages. The findings drum home the essentiality of location-specific planned adaptation strategies for climate change through a bottom-up approach, in order to ensure their effectiveness and sustainability.  相似文献

Adapting to climate variability: Pumpkins, people and policy   总被引:2,自引:0,他引:2
Understanding of how best to support those most vulnerable to climate stress is imperative given expected changes in climate variability. This paper investigates local adaptation strategies to climate variability, focusing on agricultural decision‐making in a communal irrigation scheme in Vhembe District, Limpopo Province, South Africa. Research done through interviews, surveys and participatory methods demonstrates that adaptation strategies within a community are socially differentiated and present differing objectives and priorities. These results highlight the need for intervention and policy that support a heterogeneous response to a wide range of stresses. Evidence for climate change is clear and the need for adaptation is urgent. However, adaptation measures have to be sensitively integrated with ongoing development pathways to ensure they are sustainable and relevant to local priorities.  相似文献

Local governments are under pressure to tackle an increasing spectrum of complex contemporary problems, such as climate change, while ensuring multiple stakeholder interests are incorporated into decision processes. Multi-criteria decision tools can assist, but challenges remain in creating an enabling environment for incorporating and balancing different stakeholder perspectives. Here, we draw on interview data and a sensitivity analysis to investigate the use of an evaluation matrix to guide local coastal adaptation decision-making in South Africa. We adopt a participatory action research framework and find that decision-making is influenced by individual, departmental and institutional values that are not adequately captured in the matrix approach. Our study reveals the compromise between achieving broad stakeholder representation and utilising technical expertise, and that altering matrix assumptions can imply different decision outcomes. Suggestions are made to improve multi-criteria decision approaches to better facilitate integrated coastal management in responding to local coastal adaptation challenges.  相似文献

In the Wasatch Range Metropolitan Area of Northern Utah, water management decision makers confront multiple forms of uncertainty and risk. Adapting to these uncertainties and risks is critical for maintaining the long‐term sustainability of the region's water supply. This study draws on interview data to assess the major challenges climatic and social changes pose to Utah's water future, as well as potential solutions. The study identifies the water management adaptation decision‐making space shaped by the interacting institutional, social, economic, political, and biophysical processes that enable and constrain sustainable water management. The study finds water managers and other water actors see challenges related to reallocating water, including equitable water transfers and stakeholder cooperation, addressing population growth, and locating additional water supplies, as more problematic than the challenges posed by climate change. Furthermore, there is significant disagreement between water actors over how to best adapt to both climatic and social changes. This study concludes with a discussion of the path dependencies that present challenges to adaptive water management decision making, as well as opportunities for the pursuit of a new water management paradigm based on soft‐path solutions. Such knowledge is useful for understanding the institutional and social adaptations needed for water management to successfully address future uncertainties and risks.  相似文献

As natural resource management agencies and conservation organizations seek guidance on responding to climate change, myriad potential actions and strategies have been proposed for increasing the long-term viability of some attributes of natural systems. Managers need practical tools for selecting among these actions and strategies to develop a tailored management approach for specific targets at a given location. We developed and present one such tool, the participatory Adaptation for Conservation Targets (ACT) framework, which considers the effects of climate change in the development of management actions for particular species, ecosystems and ecological functions. Our framework is based on the premise that effective adaptation of management to climate change can rely on local knowledge of an ecosystem and does not necessarily require detailed projections of climate change or its effects. We illustrate the ACT framework by applying it to an ecological function in the Greater Yellowstone Ecosystem (Montana, Wyoming, and Idaho, USA)-water flows in the upper Yellowstone River. We suggest that the ACT framework is a practical tool for initiating adaptation planning, and for generating and communicating specific management interventions given an increasingly altered, yet uncertain, climate.  相似文献

In this study, an interval-based regret-analysis (IBRA) model is developed for supporting long-term planning of municipal solid waste (MSW) management activities in the City of Changchun, the capital of Jilin Province, China. The developed IBRA model incorporates approaches of interval–parameter programming (IPP) and minimax–regret (MMR) analysis within an integer programming framework, such that uncertainties expressed as both interval values and random variables can be reflected. The IBRA can account for economic consequences under all possible scenarios associated with different system costs and risk levels without making assumptions on probabilistic distributions for random variables. A regret matrix with interval elements is generated based on a matrix of interval system costs, such that desired decision alternatives can be identified according to the interval minimax regret (IMMR) criterion. The results indicate that reasonable solutions have been generated. They can help decision makers identify the desired alternatives regarding long-term MSW management with a compromise between minimized system cost and minimized system-failure risk.  相似文献

Land use change can significantly affect the provision of ecosystem services and the effects could be exacerbated by projected climate change. We quantify ecosystem services of bioenergy‐based land use change and estimate the potential changes of ecosystem services due to climate change projections. We considered 17 bioenergy‐based scenarios with Miscanthus, switchgrass, and corn stover as candidate bioenergy feedstock. Soil and Water Assessment Tool simulations of biomass/grain yield, hydrology, and water quality were used to quantify ecosystem services freshwater provision (FWPI), food (FPI) and fuel provision, erosion regulation (ERI), and flood regulation (FRI). Nine climate projections from Coupled Model Intercomparison Project phase‐3 were used to quantify the potential climate change variability. Overall, ecosystem services of heavily row cropped Wildcat Creek watershed were lower than St. Joseph River watershed which had more forested and perennial pasture lands. The provision of ecosystem services for both study watersheds were improved with bioenergy production scenarios. Miscanthus in marginal lands of Wildcat Creek (9% of total area) increased FWPI by 27% and ERI by 14% and decreased FPI by 12% from the baseline. For St. Joseph watershed, Miscanthus in marginal lands (18% of total area) improved FWPI by 87% and ERI by 23% while decreasing FPI by 46%. The relative impacts of land use change were considerably larger than climate change impacts in this paper. Abstract: A decision support system for sustainable water resources management in a water conflict resolution framework is developed to identify and evaluate a range of acceptable alternatives for the Geum River Basin in Korea and to facilitate strategies that will result in sustainable water resource management. Working with stakeholders in a “shared vision modeling” framework, sustainable management strategies are created to illustrate system tradeoffs as well as long‐term system planning. A multi‐criterion decision‐making (MCDM) approach using subjective scales is utilized to evaluate the complex water resource allocation and management tradeoffs between stakeholders and system objectives. The procedures used in this study include the development of a “shared vision model,” a simulated decision‐making support system (as a tool for sustainable water management strategies associated with water conflicts, management options, and planning criteria), and the application of MCDM techniques for evaluating alternatives provided by the model. The research results demonstrate the utility of the sustainable water resource management model in aid of MCDM techniques in facilitating flexibility during initial stages of alternative identification and evaluation in a basin suffering from severe water conflicts.  相似文献

Future climate and land‐use changes and growing human populations may reduce the abundance of water resources relative to anthropogenic and ecological needs in the Northeast and Midwest (U.S.). We used output from WaSSI, a water accounting model, to assess potential changes between 2010 and 2060 in (1) anthropogenic water stress for watersheds throughout the Northeast and Midwest and (2) native fish species richness (i.e., number of species) for the Upper Mississippi water resource region (UMWRR). Six alternative scenarios of climate change, land‐use change, and human population growth indicated future water supplies will, on average across the region, be adequate to meet anthropogenic demands. Nevertheless, the number of individual watersheds experiencing severe stress (demand > supplies) was projected to increase for most scenarios, and some watersheds were projected to experience severe stress under multiple scenarios. Similarly, we projected declines in fish species richness for UMWRR watersheds and found the number of watersheds with projected declines and the average magnitude of declines varied across scenarios. All watersheds in the UMWRR were projected to experience declines in richness for at least two future scenarios. Many watersheds projected to experience declines in fish species richness were not projected to experience severe anthropogenic water stress, emphasizing the need for multidimensional impact assessments of changing water resources.  相似文献

Ecosystem-based management (EBM) of forests is gaining acceptance for its focus on the maintenance of the long-term integrity of ecosystem processes, but climate change challenges this view because of its impacts on these very processes. We have therefore evaluated the robustness of EBM to projected climate change, considering the role of climate on forest growth and fire regime in a boreal forest of eastern Canada. A climate sensitive growth index model was calibrated for three commercial species and used to project the evolution of merchantable volume for two climate scenarios (B1 and A2) under conventional and EBM strategies. Current burn rate and burn rates under future climate scenarios were also considered. Under the most extreme projected climate scenario, the periodic timber supply could be reduced by up to 79% through direct (growth reduction) and indirect (fire) effects. However, ecological indicators show that EBM is a more robust forest management strategy than conventional one demonstrating its adaptation potential to climate change at least in the short term.  相似文献

Federal land managers are faced with the task of balancing multiple uses and goals when making decisions about land use and the activities that occur on public lands. Though climate change is now well recognized by federal agencies and their local land and resource managers, it is not yet clear how issues related to climate change will be incorporated into on-the-ground decision making within the framework of multiple use objectives. We conducted a case study of a federal land management agency field office, the San Juan Public Lands Center in Durango, CO, U.S.A., to understand from their perspective how decisions are currently made, and how climate change and carbon management are being factored into decision making. We evaluated three major management sectors in which climate change or carbon management may intersect other use goals: forests, biofuels, and grazing. While land managers are aware of climate change and eager to understand more about how it might affect land resources, the incorporation of climate change considerations into everyday decision making is currently quite limited. Climate change is therefore on the radar screen, but remains a lower priority than other issues. To assist the office in making decisions that are based on sound scientific information, further research is needed into how management activities influence carbon storage and resilience of the landscape under climate change.  相似文献
