During 1980–1981, a study was conducted of worker training and education in occupational safety and health in Canada, Great Britain, Sweden, France, the Federal Republic of Germany, and the United States. This article is the second in a four-part series of the findings of this study. Part one discussed the genesis of the study and the study design, reported on the training requirements of the occupational safety and health legislation in each of the six countries, and considered the implications of this legislation for worker training and education. Part one also included information on how each country is organized to carry out worker training and education in occupational safety and health. Part two discusses the role perceived for worker training and education as an occupational injury and illness countermeasure and identifies and describes the major components of the occupational safety and health training infrastructure in each country in the study. Part three will report on course design, construction, delivery, evaluation, and costs. Part four will provide synopses of worker training and education for selected subsets of the worker population, e.g., migrant workers, nonorganized workers, employees of small business establishments, and employees of the federal or central government. Worker training and education programs will also be discussed for the following industries: construction, marine cargo handling (longshoring), and petroleum refining and related industries.  相似文献

通过对中美职业安全健康立法目的和背景的考察,对比分析职业安全健康法涉及的6项具体内容,即体例结构、适用范围、监管方式、监管体制、教育与培训、法律责任,并指出国情不同是造成中美职业安全健康法立法巨大差异的原因之一。经对比分析,可得出几点结论:从中国国情出发,走逐步完善的职业安全健康立法路径,建立独立的职业安全健康法律体系,是我国安全生产的治本之策;对从业人员的职业安全健康保护具有首要性,须明晰保护劳动者的上层法律要求,《安全生产法》并不能代替《职业安全健康法》;完善中国职业安全健康法律制度须走一体化整合的道路。  相似文献

In order to enhance Chinese workers’ occupational safety awareness, it is essential to learn from developed countries’ experiences. This article investigates thoroughly occupational safety and health (OSH) in China and the UK; moreover, the article performs a comparison of Chinese and British OSH training-related laws, regulations and education system. The following conclusions are drawn: China’s work safety continues to improve, but there is still a large gap compared with the UK. In China a relatively complete vocational education and training (VET) system has been established. However, there exist some defects in OSH. In the UK, the employer will not only pay attention to employees’ physiological health, but also to their mental health. The UK’s VET is characterized by classification and grading management, which helps integrate OSH into the whole education system. China can learn from the UK in the development of policies, VET and OSH training.  相似文献

METHOD: A 24-week experiment was conducted to assess how first aid training affects the motivation of small business construction industry employees in avoiding occupational injuries and illnesses and its effect on their occupational health and safety behavior. A simplified multiple baseline design across workplace settings was used to evaluate the effects of first aid training. Participants' motivation to control occupational safety and health risks was explored during in-depth interviews before and after receipt of first aid training. Objective measurement of occupational safety and health behavior was conducted by a researcher directly observing the workplace before and after participants received first aid training. RESULTS: The observations at participants' worksites suggested that, for the most part, the first aid training had a positive effect on the occupational safety and health behavior of participants. First aid training appeared to reduce participants' "self--other" bias, making them more aware that their own experience of occupational safety and health risks is not beyond their control but that their own behavior is an important factor in the avoidance of occupational injury and illness. First aid training also appeared to reduce participants' willingness to accept prevailing levels of occupational safety and health risk and increase the perceived probability that they would suffer a work-related injury or illness. Participants expressed greater concern about taking risks at work after receiving first aid training. IMPACT ON INDUSTRY: It appears that first aid training enhances participants' motivation to avoid occupational injuries and illnesses and improves their risk control behavior. The implications of this are that first aid training can have a positive preventive effect and could complement traditional occupational health and safety training programs. As such, there may be benefit in providing first aid training to all employees rather than limiting this training to a small number of designated "first aiders."  相似文献

This study reports the general health and safety (HS) conditions in the Turkish construction industry from the perspective of construction labor. Toward this aim, a questionnaire survey was carried out with 800 workers employed in 32 construction projects in Turkey. Contractors were found to neglect their legal liabilities in paying workers’ insurance premiums. Also, they overlooked safety training and were reluctant to hiring physicians at construction sites and investing in personal protective equipment (PPE). As the real constructors of projects, workers did not attach adequate importance to occupational training. In addition, they were not willing to use some PPE. Key participants of HS affairs such as workers, contractors, unions, and government should comprehend their drawbacks to overcome the current dangerous view of the industry. In this regard, related government bodies should compel contractors and workers to adapt to the relatively new regulations on occupational HS.  相似文献

分析国内建筑工人安全培训的现状,指出导致建筑工人安全意识和技能差是接受安全培训少。为了减少事故率,必须加强建筑工人的安全培训。借鉴并发展了香港特区实行的建筑工人"绿卡制度",提出在我国内地实施建筑工人注册绿卡制度,及实施构想,即以注册绿卡为核心,现有的安全培训机构承担该培训任务,安监部门对其监管与工作指导,建设安全机构检查与督促建筑施工单位雇用有绿卡的建筑工人,对建筑公司实行规范安全培训及违者重罚的构想。对具体培训措施,如建筑工人的工地属地化管理,考培分离,建立全国建筑工人绿卡管理信息系统,培训经费来源等也进行了探讨。  相似文献

The construction industry is an important sector of the economy in Poland. According to the National Labour Inspectorate (PIP) data of 2014, the number of victims of fatal accidents in the construction sector amounted to 80 as compared with 187 injured in all other sectors of economy in Poland. This article presents the results of surveys on the impact of construction worker behaviour on the occupational safety and health outcomes. The surveys took into account the point of view of both construction site management (tactical level) and construction workers (operational level). For the analysis of results, the method of numerical taxonomy and Pareto charts was employed, which allowed the authors to identify the areas of occupational safety and health at both an operational and a tactical level, in which improvement actions needed to be proposed for workers employed in micro, small, medium and large construction enterprises.  相似文献

This paper studies safety attitudes, their relationship with safety training behaviour, and generalised self-efficacy. From a sociotechnical perspective, training programs might be used as a mechanism for enhancing attitudes, especially to improve safety and occupational health. Also, self-efficacy allows to enhance training effectiveness. The aim of this paper is to validate a safety attitude scale and to examine its relationship to safety training behaviour and self-efficacy in organisational settings. With data from 140 employees, results show a conceptually meaningful 3-factor solution. Hier-archical multiple regression analysis shows a main effect of safety training behaviour and levels of self-efficacy on safety attitude. Study limitations and its implications on safety training design are also discussed.  相似文献

通过查阅、分析大量文献,结合实际工作经验,系统阐述了医务人员面临的主要职业危害因素,并针对我国医务人员职业危害现状和防治工作中存在的主要问题,提出防治关键环节和措施。分析表明:我国医务人员职业暴露危害严重;医务人员的生命质量和平均寿命低于普通人群;医院职业卫生立法和技术标准滞后;防治措施不力,医务人员职业健康权益得不到有效保护。同时指出对医务人员职业危害防治的关键措施:必须通过加强科学研究、制定法规标准、建设医院安全文化、加强宣传教育和培训、推广免疫接种和防护技术、科学设计工作流程、加强心理疏导等关键措施,有效防治医务人员职业健康危害。  相似文献

The objective of the study was to determine the influential safety factors that governed the success of a safety management system for construction sites. The number of incidences among construction workers and the level of awareness on matters concerning safety were also determined. The study involved a self-administered three-part questionnaire among the workers and interviews with industry experts involved in brick-laying, concreting and in related assorted trades. Part A of the questionnaire concerned personal particulars, Part B involved training and experience and Part C was based on 28 industry-accepted safety factor elements. The construction sites ranged from high rise buildings, landed houses and infrastructure renovation. The sample size was 275. From the survey it was found that the most influential safety factor was personal awareness followed closely by communication. Suggestions and recommendations on equipment design and improved work practices and procedures to improve the efficiency and productivity of construction workers were proposed. Management was urged to get their workers better informed about safety matters.  相似文献

为了探讨人口因素对安全生产违章行为的影响,基于省级面板数据,构建安全生产违章行为数量与作业人员人口因素之间的固定效应变系数模型。实证研究,从业者的受教育程度、第二产业在岗职工平均工资以及人员数量规模等因素,影响违章行为方式及程度。结果表明:受教育程度的提高将显著抑制违章行为的发生;提高作业人员工资将增加违章行为的成本进而遏制违章行为的产生,但这一效果会受到作业人员所持有的风险态度的影响;作业人员规模的增加将提高工伤事故率。建议从提供受培训教育机会、提高违章成本、降低第二产业比重、减少高危行业作业人员数量等方面采取措施遏制违章行为。  相似文献

The paper deals with the general approach and features of the computer image generation for job simulation (CIGJS) method, as specially developed to support the Job Safety Analysis (JSA) technique.Starting from some general considerations on the occupational safety and health statistical data collection in Italy, when compared to US methodology, the paper provides an overview of the CIGJS method, developed to improve the effectiveness and usability of the traditional JSA.A case study is discussed in order to highlight how CIGJS makes the use of the JSA technique possible also at the design stage (this being fundamental according to a Prevention through Design approach), and allows to control the effectiveness of the adopted countermeasures.The application of the method complies with the basic European Directives requirements both on workers’ safety and health and on machinery analysis.Furthermore, CIGJS may substantially aid workers’ education and training, to the point of being a possible simulation-training device.  相似文献

Occupational health and safety represents a set of technical, medical, legal, psychological, pedagogical and other measures with the aim to detect and eliminate hazards that threaten the lives and health of employees. These measures should be applied in a systematic way. Therefore, the aim of this study is to review occupational health and safety legislation in Serbia and the requirements that airports should fulfill for Occupational Health and Safety Assessment Series certification. Analyzing the specificity of airport activities and injuries as their outcomes, the article also proposes preventive measures for the health and safety of employees. Furthermore, the airport activities which are the most important from the standpoint of risks are defined, as the goals for occupational health and safety performance improvement.  相似文献

Purpose. Design for safety (DfS) of workers is amongst the prominent ways of tackling poor occupational safety and health performance in construction. However, in developing countries there is extremely limited research on DfS. This study thus makes an important contribution to the subject of DfS in developing countries by specifically examining the awareness and practice of DfS amongst architects within the construction sector of Nigeria. Materials and methods. A survey of architects, yielding 161 valid responses, was conducted. Results. While there is high awareness of the concept of DfS, the actual practice is low. Additionally, although there is high interest in DfS training, the engagement in DfS training is low. Significantly, awareness of DfS, training and education related to DfS, and membership of a design professional body have very limited bearing on the practice of DfS by architects. Conclusions. The findings are thus symptomatic of the prevalence of influential DfS implementation barriers within the construction sector. Industry stakeholders should seek to raise the profile of DfS practice within the sector. Furthermore, similar empirical studies in the construction sector of other developing countries would be useful in shedding light on the status of DfS in these countries.  相似文献

In Finland, occupational safety is the responsibility of the employer, while the occupational safety and health laws are enforced by the Labour Inspection Service, an organization of the state. The Labour Inspection is divided in 11 administrative districts, and it employs 360 professionals. They are mandated to carry out site visits without prearranged appointments to inspect safe work situations, working hours, construction safety, or any aspect of accident risks. The inspectors are also mandated to verify the existence of sufficient occupational health services as prescribed by the Occupational Health Services Act for all employees. The occupational health services are typically provided by enterprise-owned medical departments, by mutually owned health care centers, by private practitioners, or by municipal health care centers. The latter are required by law to provide all services as prescribed by the legislation to anyone who comes to the facility. This situation is prevalent in the countryside, where there are very few private caregiving centers. Declaring occupational accidents and disease cases is mandatory, and the Inspection districts examine all accidents to establish causes and consequences, and to initiate prosecution in case of criminal negligence. Labour Inspection Districts are also notified of the new occupational disease cases as they are declared to insurance companies. Insurance for occupational disease, accidents, and death is an obligation of the employer, although they can choose the insurance company. The medical confidentiality between the workers and their occupational health care providers is very strict. Official statistics are maintained by the state Statistics Finland organization, and they may be used, for example, for research purposes by scientific institutes like the Finnish Institute of Occupational Health. Construction industry accounts for 25% of all fatal accidents (120 cases per 1 million working hours), followed by mechanical, wood, metal, machinery, and pulp and paper industry (10% each of fatal accidents) with rates ranging from 100–160 cases per 1 million working hours. There are some 5,000 occupational disease cases per year (rate 22/10,000 employed). The major disease categories include repetitive strain injuries (1,300 cases), respiratory allergies (600 cases), occupational skin diseases (1,000 cases), and 900 cases of noise-caused hearing loss. In 1998, 589 cases of asbestos-related diseases were reported.  相似文献

Introduction: This study identifies determinants of safety climate at agricultural cooperatives. Methods: An extensive survey was designed to build upon past research done in collaboration with DuPont (Risch et al., 2014). In 2014 and 2015, the survey was administered to 1930 employees at 14 different agricultural cooperatives with 154 locations. Injury incidence data were also collected from each location to better understand the overall health and safety environment in this sector. An ordered probit model is used to identify variables that are associated with better safety climates. Results: Safety system components such as discipline programs, inspection programs, modified duty programs, off-the-job safety training programs, and recognition programs are positively related to individual safety climate for both managerial employees and nonmanagerial employees. Variables representing an employee’s agricultural background, distance between their workplace and childhood home, and formal education are not associated with managerial safety climate. However, agricultural background and childhood home distance are associated with nonmanagerial safety climate. Conclusions: Improving occupational health and safety is a priority for many agricultural cooperatives. Lower safety climate emerges as nonmanagerial employees have more experience with production agriculture and work nearer to their home community. Practical applications: Employees of agricultural cooperatives face a host of health and safety challenges that are likely to persist into the future. The safety system components associated with safety climate indicate that continuous feedback is important for improving occupational health and safety. Occupational health and safety programming should also acknowledge that many employees have experiences that influence their attitudes and behaviors.  相似文献
