Summary This paper reviews the status of the flue gas desulphurisation (FGD) programme in the United Kingdom up to the end of 1989, with particular regard to siting and systems choices. Environmental issues associated with the on-going retrofit at Drax power station are analysed and extrapolated to a retrofit at Fiddler's Ferry power station. The emission reductions required of the UK by the European Community Large Combustion Plant Directive are assessed. The impact of privatisation of the electricity supply industry on the flue gas desulphurisation programme is discussed with particular reference to the new electricity generating companies for England and Wales.Ron' Reid is a recent Environmental Studies graduate of Manchester Polytechnic who completed his dissertation on the environmental impacts of FGD installation at Fiddler's Ferry power station. Mrs Sue Hare is the education and information services coordinator of the UK Atmospheric Research and Information Centre (ARIC). Professor James Longhurst was recently the director of the ARIC and Joe Buchdahl its global climate change information services coordinator. Professor Longhurst is now head of the Department of Environmental Health and Science, University of the West of England, Frenchay Campus, Coldharbour Lane, Bristol BS16 1QY. Kelvin Williams is a geography consultant and is head of geography at Ysgol y Creuddyn, Penrhyn Bay, Llandudno, Gwynedd LL30 3LB. The pedagogy of atmospheric issues is identified in the context of environmental education in this paper. The UK Atmospheric Research and Information Centre (ARIC) has developed an education programme which has responded to the dynamic issues relating to the atmosphere since the establishment of the ARIC in 1984. The main route for the teaching of atmospheric issues is identified as being through the UK's National Curriculum although public awareness of issues has increased through the media and more recently through government publicity campaigns.  相似文献

Summary Concern about the environmental damage caused by acid deposition has lead to national programmes to reduce acid precursor emissions. In the UK, a retrofit programme of flue gas desulphurisation (FGD) to three 2,000 MW coal-fired power stations has been announced, with up to four new stations equipped with FGD likely to follow by the year 2000. Whilst the positive effects of acid deposition abatement are recognised there has been considerable concern over the negative aspects of the programme arising, particularly, from the raw material requirements of an FGD plant and the need to dispose of waste products. A careful choice of the most appropriate technology can significantly reduce the negative impacts but such a choice can only be made after an environmental assessment of the national FGD programme.Dr James Longhurst is the Director of the Acid Rain Information Centre at Manchester Polytechnic. Summary Studies into acid rain were first initiated in North-West England and this paper describes the establishment and operation of the Acid Rain Information Centre in Manchester. The urban monitoring surveys conducted by the Centre provide a valuable educational link with local schools. Simple testing and sampling techniques undertaken by pupils support a valuable and comprehensive, local, urban acid deposition study.Dr. James Longhurst is Director of the Acid Rain Information Centre in the Department of Environmental and Geographical Studies at Manchester Polytechnic, where Mr David Lee and Miss Susan Green are Project Officers. Summary Unplanned discharges of atmospheric pollutants influenced by intense industrialisation, the population explosion and urbanisation result in injury and damage. The intensity and nature of the damage is a function of the concentration of the pollutant and the duration of exposure (dose). This has immediate (acute) and long (chronic) effects on the quantity and quality of agricultural products.Based on the properties of these pollutants, the resulting effects on the receptor may cause biochemical and physiological modifications at the cellular level as well as whole plant, animal and ecosystem alterations. Summary Environmental management is linked to decisions concerning sustainable development which peripheral countries would find quite challenging, given their development priorities and their demands for a restricted share in the burden of global environmental protection. This paper examines the Greek experience with the growing awareness of environmental problems in that country and in the light of current efforts to attain economic convergence with its northern European partners. The focus is on the analysis of the role of the political institutional system in sustainable development, embracing the government, the parliament and the political parties, the courts, and the local authorities. In addition, the role of Non-Governmental Organizations (NGOs) is also summarized. The quest for sustainable development holds both positive and negative effects for Greece, and despite development priorities, there are some workable options available to follow a pathway of transition.graduate diplomas from the Institute of Business Management of the Graduate School of Economics and Commercial Sciences, Athens (Greece) and the School of Social Studies, University of East Anglia (UK), an MA in Economics from the University of Kent, Canterbury (UK), and a PhD in natural resources from the University of Michigan, Ann Arbor (USA). Dr. Lekakis served at the Centre of Planning and Economic Research (KEPE) in Athens for over 15 years, where he was in charge of the technical processing of Greece's five-year development plans in the area of environmental protection. He is currently on the faculty of the School of Social Sciences, University of Crete, Rethimno (Greece) where he teaches environmental and resource economics. Summary The author argues that sound, profitable and sustainable development should be pursued by all sections of the community: that there exist economic benefits to Governments in promoting sound ecological principles in development policies. He suggests that the environmental movement should be talking about development and environmental concerns as complementary issues, and believes that business enterprises should regard the limitation of environmental damage as simply one more facet of good business practice for good business reasons.Sir Arthur G. Energy supply and use is of fundamental importance to society. Although the interactions between energy and environment were originally local in character, they have now widened to cover regional and global issues, such as acid rain and the greenhouse effect. It is for this reason that there is a need for covering the direct and indirect economic and environmental impacts of energy acquisition, transport, production and use. In this paper, particular attention is directed to ways of resolving conflict between economic and environmental goals by encouraging a power plant to consider co-firing biomass and refuse-derived fuel (RDF) with coal simultaneously. It aims at reducing the emission level of sulfur dioxide (SO(2)) in an uncertain environment, using the power plant in Michigan City, Indiana as an example. To assess the uncertainty by a comparative way both deterministic and grey nonlinear mixed integer programming (MIP) models were developed to minimize the net operating cost with respect to possible fuel combinations. It aims at generating the optimal portfolio of alternative fuels while maintaining the same electricity generation simultaneously. To ease the solution procedure stepwise relaxation algorithm was developed for solving the grey nonlinear MIP model. Breakeven alternative fuel value can be identified in the post-optimization stage for decision-making. Research findings show that the inclusion of RDF does not exhibit comparative advantage in terms of the net cost, albeit relatively lower air pollution impact. Yet it can be sustained by a charge system, subsidy program, or emission credit as the price of coal increases over time.  相似文献

Summary In showing that substantially more than three-quarters of the population of England and Wales at some stage in their career receive education or training in the further education sector, the author advocates the case for environmental education to be extensively developed at this educational level. An expanded programme in technical and allied colleges should contain elements of environmental education for nearly all technicians as well as specialist full-time training schemes for persons such as environmental monitoring technicians.Dr John F. Summary This paper considers the application of the principles of sustainable development to an airport situation. If sustainable development is to be enshrined as the global development pathway which reconciles economic and environmental issues then it must be applicable to a range of spatial scales. Airports will interact at a variety of levels with this multi-level decision making and enactment structure. The requirements imposed upon an airport may differ according to whether decisions are being taken by local, regional or national decision makers. Conflicts and uncertainties will inevitably result. Definitions of sustainable development are considered and policy guidance from the United Nations (UN), the European Union (EU) and the nation State level evaluated for its relevance to airport decision making. An attempt is made to reconcile definitions and interpretations before an idealized representation of a sustainable airport is presented. Mechanisms by which this may be actualized are then suggested. A need for improved theoretical knowledge is identified but research is also necessary on application and localization procedures for sustainable development.Professor James Longhurst is Head of Department of Environmental Health and Science at UWE, Bristol. Summary This paper presents data from an educational study of acid rain in Greater Manchester, UK, and Greater Lisbon and Setúbal, Portugal, which was carried out between October and December, 1989. A simple, specified methodology was employed by ten schools in each of the two countries to generate reliable, comparative rainfall acidity data. The results have been described and related to emission sources and meteorological conditions over the three-month experimental period. It is apparent that there are considerable differences in rainfall quantity and quality in the two contrasting areas, and the results are broadly consistent with those derived from the European Monitoring and Evaluation Programme. The paper concludes with a short review of rainfall acidity in the UK and Portugal.Sue Hare and Dr James W.S. This paper reports on a life‐cycle analysis (LCA) of Taiwan's “agriculture and forestry”, “crude petroleum, coal and natural gas extraction” and “electricity generation” sectors, revealing for the first time Taiwan's CO2 and CH4 emissions inventories and matching Taiwan's input‐output sectors. Integrated hybrid input‐output life cycle analysis is used to disaggregate the electricity generation sector into nuclear, hydro, gas, oil and coal, and cogeneration. Results show that the fossil‐fuel‐related electricity sub‐sectors have higher CO2 emissions intensity than the remaining sectors in the economy and that the “paddy rice” sector is Taiwan's most CH4‐intensive sector, making rice cultivation an important source of CH4 emissions. This work is vital to sound policy decisions concerning power generation, coal, and agriculture and forestry at the national level.  相似文献

Environmental assessment of supercritical water oxidation of sewage sludge   总被引:1,自引:0,他引:1  
Environmental aspects of using supercritical water oxidation (SCWO) to treat sewage sludge were studied using a life cycle assessment (LCA) methodology. The system studied is the first commercial scale SCWO plant for sewage sludge in the world, treating sludge from the municipal wastewater treatment facility in Harlingen, TX, USA. The environmental impacts were evaluated using three specific environmental attributes: global warming potential (GWP), photo-oxidant creation potential (POCP) and resource depletion; as well as two single point indicators: EPS2000 and EcoIndicator99. The LCA results show that for the described process, gas-fired preheating of the sludge is the major contributor to environmental impacts, and emissions from generating electricity for pumping and for oxygen production are also important. Overall, SCWO processing of undigested sewage sludge is an environmentally attractive technology, particularly when heat is recovered from the process. Energy-conserving measures and recovery of excess oxygen from the SCWO process should be considered for improving the sustainability potential.  相似文献

A debate is still open on issues of waste to energy methodologies aiming to answer to questions of particular relevance, such as whether the concept of SRF/RDF production can be applied directly to MSW through the Mechanical–Biological Treatment (MBT) process, when selective collection acts as a virtual pre-treatment of the same, or if the use of SRF/RDF as alternative fuel in cement kilns is the most sustainable solution. In this study, two scenarios were analyzed and compared: (a) the use of SRF in a new dedicated thermal plant for electricity production and (b) the use of SRF as an alternative fuel in an existing cement plant. The comparative assessment was based on principles of Sustainable Waste Management embracing technical and cost issues, environmental protection, industrial ecology and symbiosis. The application of SWOT analysis showed that the use of SRF in cement kilns is more sustainable compared to its use in a new dedicated plant for electricity production.  相似文献

Summary The purpose of this paper is to examine subjects to show the nature and limit of interdisciplinary communication in existing environmental programmes in US graduate schools. Ultimately, this analysis may provide more effective communication with the general public. Following comparative historical reviews of both the sciences and the human activity for environmental protection, and a content analysis of empirical documents used by the public, a mushroom computer model has been produced. This model is based on organizational behaviour theory and contains the following 15 subjects which were originally introduced before the lack of communication resulting from curriculum failure in the 19th century: philosophy, politics, economics, architecture, sociology, biology, medicine, agriculture, ecology, public health, mathematics, physics, chemistry, geology, statistics. The subjects should foster effective communication with the general public, leading to more effective environmental protection.Dr Hong S. Summary In the spring of 1981, Tufts University and the International Union for the Conservation of Nature began teaching the World Conservation Strategy to environmentalists working at the local level. The fourteen-week course that they offered was the first of a series of initiatives to increase public awareness of the need for local action toward the solution of global environmental problems. The success of the first course has encouraged other groups to adapt it to their own social and ecological settings, but there is a pressing need for even more public education. While several aids to teaching the World Conservation Strategy are now being developed to give local conservation educators access to the Strategy, the initiative for bringing the World Conservation Strategy to the public should continue to come from these local leaders. Frank Thibodeau is an environmental biologist and policy analyst with MA and PhD degrees from Tufts University. He is currently a Research Associate in the Department of Urban and Environmental Policy at Tufts, preparing a book on the World Conservation Strategy as a foundation for local environmental initiative under the auspicies of IUCN and the World Wildlife Fund. In addition to his writing and teaching related to the Strategy, he maintains an active research program examining the development of national and international strategies for the preservation of genetic diversity. Hermann H. Field, an urban planner and Fellow of the American Institute of Architects, was director of the Planning Office of the Tufts-New England Medical Center in downtown Boston for 12 years. In 1972 he initiated and then directed a new graduate department of Urban and Environmental Policy at Tufts University. Since 1978 he has been Professor Emeritus in Environmental Planning there. In addition to continued involvement in his department he is active on a range of levels in conservation from the local to the international, including membership on IUCN's Commission on Environmental Planning.  相似文献

Summary During the last ten years environmental quality and energy have emerged as important national issues right along with the economy. The central proposition appears to be that environmental concerns are inversely related to concern about energy and the economy. The common assumptions about public perception of the trade-offs between environmental quality, economic growth, and energy production are shown to be invalid. In any event it is unlikely that public policy makers will find themselves strongly pulled by a highly polarized public.David J. Rosen is an assistant professor in the Department of Human Ecology, Cook College of Environmental and Agricultural Sciences, Rutgers University (U.S.A.) where he teaches in the interdisciplinary International Environmental Studies and Human Ecology curricula. While formally trained as a political scientist (Ph D, Rutgers University, 1975) for the past six years his research on energy and environmental matters has become increasingly interdisciplinary. The subjects of his work have ranged from the international energy system to the provision of solar energy incentives by state government.
