Abstract: Customary management systems (i.e., management systems that limit the use of marine resources), such as rotational fisheries closures, can limit harvest of resources. Nevertheless, the explicit goals of customary management are often to influence fish behavior (in particular flight distance, i.e., distance at which an organism begins to flee an approaching threat), rather than fish abundance. We explored whether the flight distance of reef fishes targeted by local artisanal fishers differed between a customary closure and fished reefs. We also examined whether flight distance of these species affected fishing success and accuracy of underwater visual census (UVC) between customary closed areas and areas open to fishing. Several species demonstrated significant differences in flight distance between areas, indicating that fishing activity may increase flight distance. These relatively long flight distances mean that in fished areas most target species may stay out of the range of spear fishers. In addition, mean flight distances for all species both inside and outside the customary‐closure area were substantially smaller than the observation distance of an observer conducting a belt‐transect UVC (mean [SE]= 8.8 m [0.48]). For targeted species that showed little ability to evade spear fishers, customary closures may be a vital management technique. Our results show that customary closures can have a substantial, positive effect on resource availability and that conventional UVC techniques may be insensitive to changes in flight behavior of fishes associated with fishing. We argue that short, periodic openings of customary closures may allow the health of the fish community to be maintained and local fishers to effectively harvest fishes.  相似文献

Community-level resource management efforts are cornerstones in ensuring sustainable use of natural resources. Yet, understanding how community characteristics influence management practices remains contested. With a sample size of ≥725 communities, we assessed the effects of key community (i.e., socioeconomic) characteristics (human population size and density, market integration, and modernization) on the probability of occurrence of fisheries management practices, including gear, species, and spatial restrictions. The study was based in Solomon Islands, a Pacific Island country with a population that is highly dependent on coastal fisheries. People primarily dwell in small communities adjacent to the coastline dispersed across 6 island provinces and numerous smaller islands. We used nationally collected data in binomial logistic regression models to examine the likelihood of management occurrence, given socioeconomic context of communities. In contrast to prevailing views, we identified a positive and statistically significant association between both human population size and market integration and all 3 management practices. Human population density, however, had a statistically significant negative association and modernization a varied and limited association with occurrence of all management practices. Our method offers a way to remotely predict the occurrence of resource management practices based on key socioeconomic characteristics. It could be used to improve understanding of why some communities conduct natural resource management activities when statistical patterns suggest they are not likely to and thus improve understanding of how some communities of people beat the odds despite limited market access and high population density.  相似文献

Every action in a conservation plan has a different level of effect and consequently contributes differentially to conservation. We examined how several community-based, marine, management actions differed in their contribution to national-level conservation goals in Fiji. We held a workshop with experts on local fauna and flora and local marine management actions to translate conservation goals developed by the national government into ecosystem-specific quantitative objectives and to estimate the relative effectiveness of Fiji's community-based management actions in achieving these objectives. The national conservation objectives were to effectively manage 30% of the nation's fringing reefs, nonfringing reefs, mangroves, and intertidal ecosystems (30% objective) and 10% of other benthic ecosystems (10% objective). The experts evaluated the contribution of the various management actions toward national objectives. Scores ranged from 0 (ineffective) to 1 (maximum effectiveness) and included the following management actions: permanent closures (i.e., all extractive use of resources prohibited indefinitely) (score of 1); conditional closures harvested once per year or less as dictated by a management plan (0.50-0.95); conditional closures harvested without predetermined frequency or duration (0.10-0.85); other management actions, such as regulations on gear and species harvested (0.15-0.50). Through 3 gap analyses, we assessed whether the conservation objectives in Fiji had been achieved. Each analysis was based on a different assumption: (1) all parts of locally managed marine areas (including closures and other management) conserve species and ecosystems effectively; (2) closures conserve species and ecosystems, whereas areas outside closures, open to varying levels of resource extraction, do not; and (3) actions that allow different levels of resource extraction vary in their ability to conserve species and ecosystems. Under assumption 1, Fiji's national conservation objectives were exceeded in all marine ecosystems; under assumption 2, none of Fiji's conservation objectives were met; and under assumption 3, on the basis of the scores assigned by experts, Fiji achieved the 10% but not the 30% objectives for ecosystems. Understanding the relative contribution of management actions to achieving conservation objectives is critical in the assessment of conservation achievements at the national level, where multiple management actions will be needed to achieve national conservation objectives.  相似文献

Abstract: Increasing migration into urbanized centers in the Solomon Islands poses a great threat to adjacent coral reef fisheries because of negative effects on the fisheries and because it further erodes customary management systems. Parrotfish fisheries are of particular importance because the feeding habits of parrotfish (scrape and excavate coral) are thought to be critical to the resilience of coral reefs and to maintaining coral reef health within marine protected areas. We investigated the ecological impact of localized subsistence and artisanal fishing pressure on parrotfish fisheries in Gizo Town, Western Solomon Islands, by analyzing the density and size distribution of parrotfish with an underwater visual census (UVC), recall diary (i.e., interviews with fishers), and creel surveys to independently assess changes in abundance and catch‐per‐unit‐effort (CPUE) over 2 years. We then compared parrotfish data from Gizo Town with equivalent data from sites open to and closed to fishing in Kida and Nusa Hope villages, which have different customary management regimes. Results indicated a gradient of customary management effectiveness. Parrotfish abundance was greater in customary management areas closed to fishing, especially with regard to larger fish sizes, than in areas open to fishing. The decline in parrotfish abundance from 2004 to 2005 in Gizo was roughly the same magnitude as the difference in abundance decline between inside and outside customary management marine reserves. Our results highlight how weak forms of customary management can result in the rapid decline of vulnerable fisheries around urbanized regions, and we present examples in which working customary management systems (Kinda and Nusa Hope) can positively affect the conservation of parrotfish—and reef fisheries in general—in the highly biodiverse Coral Triangle region.  相似文献

Small-scale fisheries are an important livelihood and primary protein source for coastal communities in many of the poorest regions in the world, yet many are overfished and thus require effective and scalable management solutions. Positive ecological and socioeconomic responses to management typically lag behind immediate costs borne by fishers from fishing pressure reductions necessary for fisheries recovery. These short-term costs challenge the long-term success of these interventions. However, social marketing may increase perceptions of management benefits before ecological and socioeconomic benefits are fully realized, driving new social norms and ultimately long-term sustainable behavior change. By conducting underwater visual surveys to quantify ecological conditions and by conducting household surveys with community members to quantify their perceptions of management support and socioeconomic conditions, we assessed the impact of a standardized small-scale fisheries management intervention that was implemented across 41 sites in Brazil, Indonesia, and the Philippines. The intervention combines TURF reserves (community-based territorial use rights for fishing coupled with no-take marine reserves) with locally tailored social-marketing behavior change campaigns. Leveraging data across 22 indicators and 4 survey types, along with data from 3 control sites, we found that ecological and socioeconomic impacts varied and that communities supported the intervention and were already changing their fishing practices. These results suggest that communities were developing new social norms and fishing more sustainably before long-term ecological and socioeconomic benefits of fisheries management materialized.  相似文献

The Kuna are a strong and independent culture, however outside influences are imposing growing pressure on their people. Overpopulation and large-scale overfishing are among the most severe threats. The Kuna have developed their own management strategies to address these pressing issues. This study presents local perceptions and attitudes towards marine resource management of six indigenous fishing communities in Kuna Yala, Panama. Results highlight significant general and comparative differences in fishermen's attitudes and perceptions based on socio-cultural structures of communities, occupation and role in local decision-making. The level of cultural survival in communities was a strong indicator for different priorities and attitudes. Differences were also evident based on the level of marine resources used for income generation. Participation in local decision-making processes had positive impacts on levels of knowledge and information, and fostered critical thinking among participants. In addition, the results also denoted that conservation and development were more effective in the long term if the host population could develop strategies and plans for biodiversity conservation. Ownership and empowerment were strong indicators that influenced local livelihood to promote sustainable use of marine resources.  相似文献

Abstract: The establishment of marine protected areas is often viewed as a conflict between conservation and fishing. We considered consumptive and nonconsumptive interests of multiple stakeholders (i.e., fishers, scuba divers, conservationists, managers, scientists) in the systematic design of a network of marine protected areas along California's central coast in the context of the Marine Life Protection Act Initiative. With advice from managers, administrators, and scientists, a representative group of stakeholders defined biodiversity conservation and socioeconomic goals that accommodated social needs and conserved marine ecosystems, consistent with legal requirements. To satisfy biodiversity goals, we targeted 11 marine habitats across 5 depth zones, areas of high species diversity, and areas containing species of special status. We minimized adverse socioeconomic impacts by minimizing negative effects on fishers. We included fine‐scale fishing data from the recreational and commercial fishing sectors across 24 fisheries. Protected areas designed with consideration of commercial and recreational fisheries reduced potential impact to the fisheries approximately 21% more than protected areas designed without consideration of fishing effort and resulted in a small increase in the total area protected (approximately 3.4%). We incorporated confidential fishing data without revealing the identity of specific fisheries or individual fishing grounds. We sited a portion of the protected areas near land parks, marine laboratories, and scientific monitoring sites to address nonconsumptive socioeconomic goals. Our results show that a stakeholder‐driven design process can use systematic conservation‐planning methods to successfully produce options for network design that satisfy multiple conservation and socioeconomic objectives. Marine protected areas that incorporate multiple stakeholder interests without compromising biodiversity conservation goals are more likely to protect marine ecosystems.  相似文献

Globally, fisheries bycatch threatens the survival of many whale and dolphin species. Strategies for reducing bycatch can be expensive. Management is inclined to prioritize investment in actions that are inexpensive, but these may not be the most effective. We used an economic tool, return-on-investment, to identify cost-effective measures to reduce cetacean bycatch in the trawl, net, and line fisheries of Australia. We examined 3 management actions: spatial closures, acoustic deterrents, and gear modifications. We compared an approach for which the primary goal was to reduce the cost of bycatch reduction to fisheries with an approach that aims solely to protect whale and dolphin species. Based on cost-effectiveness and at a fine spatial resolution, we identified the management strategies across Australia that most effectively abated dolphin and whale bycatch. Although trawl-net modifications were the cheapest strategy overall, there were many locations where spatial closures were the most cost-effective solution, despite their high costs to fisheries, due to their effectiveness in reducing all fisheries interactions. Our method can be used to delineate strategies to reduce bycatch threats to mobile marine species across diverse fisheries at relevant spatial scales to improve conservation outcomes.  相似文献

The efficacy of protected areas varies, partly because socioeconomic factors are not sufficiently considered in planning and management. Although integrating socioeconomic factors into systematic conservation planning is increasingly advocated, research is needed to progress from recognition of these factors to incorporating them effectively in spatial prioritization of protected areas. We evaluated 2 key aspects of incorporating socioeconomic factors into spatial prioritization: treatment of socioeconomic factors as costs or objectives and treatment of stakeholders as a single group or multiple groups. Using as a case study the design of a system of no‐take marine protected areas (MPAs) in Kubulau, Fiji, we assessed how these aspects affected the configuration of no‐take MPAs in terms of trade‐offs between biodiversity objectives, fisheries objectives, and equity in catch losses among fisher stakeholder groups. The achievement of fisheries objectives and equity tended to trade‐off concavely with increasing biodiversity objectives, indicating that it is possible to achieve low to mid‐range biodiversity objectives with relatively small losses to fisheries and equity. Importantly, the extent of trade‐offs depended on the method used to incorporate socioeconomic data and was least severe when objectives were set for each fisher stakeholder group explicitly. We found that using different methods to incorporate socioeconomic factors that require similar data and expertise can result in plans with very different impacts on local stakeholders.  相似文献

The failure of fisheries management among multispecies coral reef fisheries is well documented and has dire implications for the 100 million people engaged in these small‐scale operations. Weak or missing management institutions, a lack of research capacity, and the complex nature of these ecosystems have heralded a call for ecosystem‐based management approaches. However, ecosystem‐based management of coral reef fisheries has proved challenging due to the multispecies nature of catches and the diversity of fish functional roles. We used data on fish communities collected from 233 individual sites in 9 western Indian Ocean countries to evaluate changes in the site's functional composition and associated life‐history characteristics along a large range of fish biomass. As biomass increased along this range, fish were larger and grew and matured more slowly while the abundance of scraping and predatory species increased. The greatest changes in functional composition occurred below relatively low standing stock biomass (<600 kg/ha); abundances of piscivores, apex predators, and scraping herbivores were low at very light levels of fishing. This suggests potential trade‐offs in ecosystem function and estimated yields for different management systems. Current fishing gear and area restrictions are not achieving conservation targets (proposed here as standing stock biomass of 1150 kg/ha) and result in losses of life history and ecological functions. Fish in reefs where destructive gears were restricted typically had very similar biomass and functions to young and low compliance closures. This indicates the potentially important role of fisheries restrictions in providing some gains in biomass and associated ecological functions when fully protected area enforcement potential is limited and likely to fail. Our results indicate that biomass alone can provide broad ecosystem‐based fisheries management targets that can be easily applied even where research capacity and information is limited. Of particular value, is our finding that current management tools may be used to reach key ecosystem‐based management targets, enabling ecosystem‐based management in many socioeconomic contexts.  相似文献

Abstract:  I evaluated the Northwest Forest Plan as a model for ecosystem management to achieve social and economic goals in communities located around federal forests in the U.S. Pacific Northwest. My assessment is based on the results of socioeconomic monitoring conducted to evaluate progress in achieving the plan's goals during its first 10 years. The assessment criteria I used related to economic development and social justice. The Northwest Forest Plan incorporated economic development and social justice goals in its design. Socioeconomic monitoring results indicate that plan implementation to achieve those goals met with mixed success, however. I hypothesize there are two important reasons the plan's socioeconomic goals were not fully met: some of the key assumptions underlying the implementation strategies were flawed and agency institutional capacity to achieve the goals was limited. To improve broad-scale ecosystem management in the future, decision makers should ensure that natural-resource management policies are socially acceptable; land-management agencies have the institutional capacity to achieve their management goals; and social and economic management goals (and the strategies for implementing them) are based on accurate assumptions about the relations between the resources being managed and well-being in local communities. One of the difficulties of incorporating economic development and social justice goals in conservation initiatives is finding ways to link conservation behavior and development activities. From a social perspective, the Northwest Forest Plan as a model for ecosystem management is perhaps most valuable in its attempt to link the biophysical and socioeconomic goals of forest management by creating high-quality jobs for residents of forest communities in forest stewardship and ecosystem management work, thereby contributing to conservation.  相似文献

Although marine protected areas can simultaneously contribute to biodiversity conservation and fisheries management, the global network is biased toward particular ecosystem types because they have been established primarily in an ad hoc fashion. The optimization of trade‐offs between biodiversity benefits and socioeconomic values increases success of protected areas and minimizes enforcement costs in the long run, but it is often neglected in marine spatial planning (MSP). Although the acquisition of spatially explicit socioeconomic data is perceived as a costly or secondary step in MSP, it is critical to account for lost opportunities by people whose activities will be restricted, especially fishers. We developed an easily reproduced habitat‐based approach to estimate the spatial distribution of opportunity cost to fishers in data‐poor regions. We assumed the most accessible areas have higher economic and conservation values than less accessible areas and their designation as no‐take zones represents a loss of fishing opportunities. We estimated potential distribution of fishing resources from bathymetric ranges and benthic habitat distribution and the relative importance of the different resources for each port of total catches, revenues, and stakeholder perception. In our model, we combined different cost layers to produce a comprehensive cost layer so that we could evaluate of trade‐offs. Our approach directly supports conservation planning, can be applied generally, and is expected to facilitate stakeholder input and community acceptance of conservation.  相似文献

Abstract:  Bycatch—the incidental catch of nontarget species—is a principal concern in marine conservation and fisheries management. In the eastern Pacific Ocean tuna fishery, a large fraction of nonmammal bycatch is captured by purse-seine gear when nets are deployed around floating objects. We examined the spatial distribution of a dominant species in this fishery's bycatch, the apex predator silky shark ( Carcharhinus falciformis ), from 1994 to 2005 to determine whether spatial closures, areas where fishing is prohibited, might effectively reduce the bycatch of this species. We then identified candidate locations for fishery closures that specifically considered the trade-off between bycatch reduction and the loss of tuna catch and evaluated ancillary conservation benefits to less commonly captured taxa. Smoothed spatial distributions of silky shark bycatch did not indicate persistent small areas of especially high bycatch for any size class of shark over the 12-year period. Nevertheless, bycatch of small silky sharks (<90 cm total length) was consistently higher north of the equator during all years. On the basis of this distribution, we evaluated nearly 100 candidate closure areas between 5°N and 15°N that could have reduced, by as much as 33%, the total silky shark bycatch while compromising only 12% of the tuna catch. Although silky sharks are the predominant species of elasmobranchs caught as bycatch in this fishery, closures also suggested reductions in the bycatch of other vulnerable taxa, including other shark species and turtles. Our technique provides an effective method with which to balance the costs and benefits of conservation in fisheries management. Spatial closures are a viable management tool, but implementation should be preceded by careful consideration of the consequences of fishing reallocation.  相似文献

Contemporary strategies for natural resource management espouse the need to integrate local people and their livelihood needs into biodiversity conservation projects to achieve sustainable ‘development and ecological integrity’. Valuation of natural resource use provides empirical evidence and conceptual arguments of local people's dependence on these resources, which could be factored into biodiversity conservation planning. Based on household surveys and key informant interviews, this study looked at the contribution of dryland natural resources to the livelihoods of two culturally different but neighbouring communities, the San and Mier, bordering Kgalagadi Transfrontier Park, South Africa. Overall, natural resources represented an important livelihood source for the San, contributing on an average 32% of total annual income, compared to 9% for the Mier. Fuelwood was the predominant contributor to natural resource incomes in both cases. Income quintile analysis showed that dependence on natural resources decreased moving to higher income groups for Mier households, but increased with income for San households. Well-off households still derived higher total income from natural resources; often from the more lucrative sources of such income, notably from fuelwood sales. Contextual factors such as culture and social institutions, among others, influenced access to, and consequently the use of, particular resources and the value of these to households. Sustainable natural resource management interventions should consider these disparities in patterns of natural resource dependence among different income groups.  相似文献

The effects of fisheries on marine ecosystems, and their capacity to drive shifts in ecosystem states, have been widely documented. Less well appreciated is that some commercially valuable species respond positively to fishing‐induced ecosystem change and can become important fisheries resources in modified ecosystems. Thus, the ecological effects of one fishery can unintentionally increase the abundance and productivity of other fished species (i.e., cultivate). We reviewed examples of this effect in the peer‐reviewed literature. We found 2 underlying ecosystem drivers of the effect: trophic release of prey species when predators are overfished and habitat change. Key ecological, social, and economic conditions required for one fishery to unintentionally cultivate another include strong top–down control of prey by predators, the value of the new fishery, and the capacity of fishers to adapt to a new fishery. These unintended cultivation effects imply strong trade‐offs between short‐term fishery success and conservation efforts to restore ecosystems toward baseline conditions because goals for fisheries and conservation may be incompatible. Conflicts are likely to be exacerbated if fisheries baselines shift relative to conservation baselines and there is investment in the new fishery. However, in the long‐term, restoration toward ecosystem baselines may often benefit both fishery and conservation goals. Unintended cultivation can be identified and predicted using a combination of time‐series data, dietary studies, models of food webs, and socioeconomic data. Identifying unintended cultivation is necessary for management to set compatible goals for fisheries and conservation. Proposals for marine conservation measures have proliferated in the last 2 decades due to increased reports of fishery declines and interest in conservation. Fishers and fisheries managers have often disagreed strongly when discussing controls on fisheries. In such situations, ecosystem‐based models and fisheries‐stock assessment models can help resolve disagreements by highlighting the trade‐offs that would be made under alternative management scenarios. We extended the analytical framework for modeling such trade‐offs by including additional stakeholders whose livelihoods and the value they place on conservation depend on the condition of the marine ecosystem. To do so, we used Bayesian decision‐network models (BDNs) in a case study of an Indonesian coral reef fishery. Our model included interests of the fishers and fishery managers; individuals in the tourism industry; conservation interests of the state, nongovernmental organizations, and the local public; and uncertainties in ecosystem status, projections of fisheries revenues, tourism growth, and levels of interest in conservation. We calculated the total utility (i.e., value) of a range of restoration scenarios. Restricting net fisheries and live‐fish fisheries appeared to be the best compromise solutions under several combinations of settings of modeled variables. Results of our case study highlight the implications of alternate formulations for coral reef stakeholder utility functions and discount rates for the calculation of the net benefits of alternative fisheries management options. This case study may also serve as a useful example for other decision analyses with multiple stakeholders. To combine the rational use of marine benthic resources and economic development of small-scale fishers, Chile passed legislation in 1991 establishing a comanagement policy that grants exclusive territorial user rights for fisheries (TURFs) to artisanal fisher organizations in well-defined inshore coastal areas, known as Management and Exploitation Areas for Benthic Resources (MEABRs). In general the policy has been proclaimed a management and economic success because benthic resource abundances have increased inside MEABRs in comparison with open-access areas. However, there is a lack of studies assessing the impact of this management policy on nontargeted subtidal species and community assemblages and the policy's implications for biodiversity and conservation. This study starts to fill this gap and links the allocation of TURFs for benthic resources with add-on conservation benefits for species that are not directly linked with the fishery policy. Comparative subtidal surveys inside vs. outside MEABRs were used to assess the effects of three MEABRs on managed targeted benthic species, biodiversity (species richness), and community assemblages in central Chile. Surveys focused exclusively on subtidal kelp forest habitats dominated by Lessonia trabeculata, spanning 4-12 m in depth and with similar levels of habitat complexity. The study comprised: (1) quantification of kelp forest complexity, (2) understory survey of sessile species, (3) quantification of conspicuous benthic macroinvertebrates, including those under management, and (4) quantification of reef-fish species inside the kelp habitat. Results showed population enhancement of target-managed invertebrates inside MEABRs. Moreover, reef-fish species were significantly more diverse and abundant inside MEABRs, and community assemblages of nontarget benthic invertebrates and reef fish were significantly different inside vs. outside MEABRs. The comanagement of inshore benthic resources in Chile, through MEABRs aims for the sustainability of invertebrate and algae stocks. However, our study shows that this management tool, which in practice restricts access to the entire management area, provides important conservation add-on effects for species that are not the focus of the management policies. Therefore, in Chile, the hundreds of already established MEABRs could represent an important ancillary network, which complements the biodiversity objectives of fully protected areas such as no-take marine protected areas or others.  相似文献

In Southeast Asia, elasmobranchs are particularly threatened. We synthesized knowledge from the peer-reviewed and gray literature on elasmobranchs in the region, including their fisheries, status, trade, biology, and management. We found that 59% of assessed species are threatened with extinction and 72.5% are in decline; rays were more threatened than sharks. Research and conservation is complicated by the socioeconomic contexts of the countries, geopolitical issues in the South China Sea, and the overcapacity and multispecies nature of fisheries that incidentally capture elasmobranchs. The general paucity of data, funds, personnel, and enforcement hinders management. Reduced capacity in the general fishery sector and marine protected areas of sufficient size (for elasmobranchs and local enforcement capabilities) are among recommendations to strengthen conservation.  相似文献

Many believe commercial fisheries in Alaska (U.S.A.) are sustainability success stories, but ongoing socioeconomic problems across the state raise questions about how this sustainability is being defined and evaluated. Problems such as food insecurity and the disenfranchisement of Alaska Natives from fishing rights are well documented, yet these concerns are obscured by marketing campaigns that convey images of flourishing fishing communities and initiatives to certify Alaska's fisheries as responsibly managed. Fisheries management mandates and approaches built on such metrics and technologies as maximum sustainable yield and systems of tradable quotas actually serve to constrain, circumscribe, and marginalize some Alaskans’ opportunities for effecting change in how the benefits of these fisheries are allocated. Beneath the narrative of sustainability, these management technologies perpetuate a cognitive ecological model of sustainability that is oriented to single‐species outcomes, that casts people as parasites, and thus assumes the necessity of trade‐offs between biological and social goals. Alternative cognitive models are available that draw metaphors from different ecological concepts such as keystone species and mutualisms. Such models, when used to inform management approaches, may improve societal outcomes in Alaska and elsewhere by promoting food security and sustainability through diversified natural resource harvest strategies that are more flexible and responsive to environmental variability and change. Increasingly, large-scale conservation initiatives (e.g. through protected area networks and transboundary connectivity initiatives) are growing in prevalence as their diverse sustainability benefits are further understood. Conventional, centralized approaches to conservation, often featuring unconnected discrete ‘patches’, are no longer sufficient for achieving effective, long-term protection. The purpose of this study was to gain a better understanding of how to achieve effective large-scale conservation initiatives by addressing the following objectives: (1) To assess the degree to which local actors are involved in coastal and marine conservation practices, with a focus on large-scale conservation initiatives (LCIs); and, (2) To identify barriers and opportunities for achieving effective large-scale conservation. This paper presents findings from research in the Dominican Republic where social-ecological components of coastal and marine systems are considered from multiple perspectives to advance management and increase effectiveness of LCIs. Data were acquired through semi-structured interviews with 35 coastal and marine actors (e.g. fishers, ministers, non-governmental organizations, practitioners, academics) working at local to international scales. Interview data were analysed through thematic coding using QSR-Nvivo 12 software. Respondents expressed that non-governmental actors (e.g. private organizations, coastal communities) should have an increased role in developing, implementing and managing coastal and marine LCIs. Additionally, respondents commented on strategies to enhance social connectivity (i.e. sharing experiences, programs and expertise) within coastal and marine practices to enhance effectiveness and facilitate learning. Findings contribute to the understanding of complex coastal and marine social-ecological systems of the Dominican Republic and provide further support for involving multiple actors in governance processes.  相似文献
