ABSTRACT: Sound water resource management requires comparison of benefits and costs. Many of the perceived benefits of water relate to providing instream flow for recreation and endangered fish. These uses have value but no prices to guide resource allocation. Techniques to estimate the dollar values of environmental benefits are presented and illustrated with several case studies. The results of the case studies show that emphasis on minimum instream flow allocates far less than the economically optimum amount of water to instream uses. Studies in Idaho demonstrated that optimum flows that balance benefits and costs can be ten times greater than minimum flows. The economic benefits of preserving public trust resources outweighed the replacement cost of water and power by a factor of fifty in California. While it is important to incorporate public preferences in water resource management, these economic survey techniques provide water managers with information not just on preference but how much the public is willing to pay for as well. This facilitates comparison of the public costs and benefits of instream flows.  相似文献

Abstract: There is a significant need for a science‐based approach to interpret water‐monitoring data and to facilitate the rapid transfer of information to water resource managers and the general public. The water quality Index (WQI) is defined as a single numeric score that describes the surface water quality condition at a particular time and location. The objective of this paper is to describe the WQI concept and the approach for developing an ecoregion‐specific standardized WQI that meets the needs described above. The premise of the proposed WQI is based on categorizing scientifically documented aquatic life responses to changes in instream water chemistry. The method uses an aggregated procedure that matches the entire range of standardized probable biological responses to standardized narrative water quality evaluation categories and standardized rank score categories. The calculation of WQI and decision‐making process are performed within an Excel spreadsheet software program. The article includes examples of the proposed WQI applications that could enhance effective water resource management and facilitate timely communication of water quality conditions to water resource managers and the general public.  相似文献

ABSTRACT: Present guidelines for selecting a method to determine instream flow requirements and evaluating the validity of the results from a particular method are insufficient. This paper contributes to the efforts of researchers to develop a guide and critique for instream flow methods. A review of instreani flow methods and recommendations for their application is supplemented by a summary of a comparison of four independent analyses. The four analyses: the Physical Habitat Simulation System approach of the Instream Flow Incremental Methodology by the U.S. Fish and Wildlife Service, the Montana Method by Tennant, and two methods by Orsborn (Maximum Spawning Area Flow and Maximum Spawning Area) represent resource intensive and simplistic data collection and analysis methods. Each analysis was used to independently determine flows to support spawning by chinook salmon (Oncorhynchus tshawytscha) in Willow Creek, Alaska. Results of these analyses indicate that each method can be used independently or collectively to generate instream flow recommendations, if calibrated to the site or area studied. Once adjusted to the species and basin of interest, methods similar to the Montana and two Orsborn methods should be used to determine flow recommendations for areas where competition for water is minimal. The Instream Flow Incremental Methodology or similar methods should be applied when competition for water is keen or when detailed evaluations of the responses of species/life phases to flow variations are required.  相似文献

Irrigated agriculture throughout western North America faces increasing pressure to transfer water to nonagricultural uses, including instream flows for fish and wildlife management. In an important case, increased instream flows are needed in Nebraskas Platte River for recovery of threatened and endangered fish and wildlife species. Irrigated agriculture in the Laramie Basin of southeast Wyoming is a potential water source for the effort to enhance instream flow. However, flood irrigation of hayfields in the Laramie Basin has created many wetlands, both ephemeral and permanent, over the last century. Attempting to increase Platte River instream flows by purchasing water rights or improving irrigation efficiency in the Laramie Basin would transform irrigated agriculture, causing a substantial fraction of the Laramie Basins wetlands to be lost. A creative solution is needed to prevent the sacrifice of one ecosystem on behalf of another. A rotating short-term water-leasing program is proposed. The program allows Laramie Basin producers to contribute to instream flows while continuing to support local wetlands. Permanent wetland desiccation is prevented and regional environmental water needs are met without impairing local ecological resources. Budget analysis is used to provide an initial cost estimate for acquiring water from agriculture through the short-term leasing program. The proposed approach is more expensive than traditional programs but allows contribution to instream flows without major wetland loss. Short-term leasing is a more efficient approach if benefits from wetlands exceed the difference in cost between the short-term lease program and programs that do not conserve wetlands.  相似文献

Integrated water resource management (IWRM) requires accounting for many interrelated facets of water systems, water uses and stakeholders, and water management activities. The consequence is that project analysis must account for the nonseparability among the component parts of IWRM plans. This article presents a benefit‐cost (B‐C) analysis of a set of projects included in the Yakima Basin Integrated Plan proposed for the Yakima Basin in south‐central Washington State. The analysis accounts for interdependence among proposed water storage projects and between water storage and water market development in the context of historical and more adverse projected future climate scenarios. Focusing on irrigation benefits from storage, we show that the value of a given proposed storage project is lower when other proposed storage projects in the basin are implemented, and when water markets are functioning effectively. We find that none of the water storage projects satisfy a B‐C criterion, and that assuring proposed instream flow augmentation is less expensive by purchasing senior diversion rights than relying on new storage to provide it.  相似文献

ABSTRACT: A basic problem in the management of rivers has been how to balance the tradeoffs between instream and out-of-stream uses. Traditionally, the problem has been addressed by optimizing the economic benefits of flow diversions and regulated releases with instream uses as a flow constraint. An alternative method is to model the effect different river flows have on various recreational uses (e.g., boating, fishing) and then use the results as an additional function or piece of information to determine river project operations and benefits. A methodology that is based on multiobjective decision theory and that relates instream recreational preferences to river flow is proposed. The methodology consists of determining, standardizing, and combining recreational benefit functions, and incorporating potential sources of uncertainty into an estimate of total instream benefits. Thus different types of flow patterns, resulting from reservoir regulation (out-of-stream water uses), can be analyzed to determine their potential instream impact. The methodology is applied to the New River Gorge, West Virginia, which has been designated as a National River.  相似文献

ABSTRACT: This paper presents a quantitative assessment framework for determining the instream flow under multiobjective water allocation criteria. The Range of Variability Approach (RVA) is employed to evaluate the hydrologic alterations caused by flow diversions, and the resulting degrees of alteration for the 32 Indicators of Hydrologic Alteration (IHAs) are integrated as an overall degree of hydrologic alteration. By including this index in the objective function, it is possible to optimize the water allocation scheme using compromise programming to minimize the hydrologic alteration and water supply shortages. The proposed methodology is applied to a case study of the Kaoping diversion weir in Taiwan. The results indicate that the current release of 9.5 m3/s as a minimum instream flow does not effectively mitigate the highly altered hydrologic regime. Increasing the instream flow would reduce the overall degree of hydrologic alteration; however, this is achieved at the cost of increasing the water supply shortages. The effects on the optimal instream flow of the weighting factors assigned to water supplies and natural flow variations are also investigated. With equal weighting assigned to the multiple objectives, the optimal instream flow of 26 m3/s leads to a less severely altered hydrologic regime, especially for those low‐flow characteristics, thereby providing a better protection of the riverine environment.  相似文献

A total maximum daily load for the Chesapeake Bay requires reduction in pollutant load from sources within the Bay watersheds. The Conestoga River watershed has been identified as a major source of sediment load to the Bay. Upland loads of sediment from agriculture are a concern; however, a large proportion of the sediment load in the Conestoga River has been linked to scour of legacy sediment associated with historic millpond sites. Clarifying this distinction and identifying specific segments associated with upland vs. channel sources has important implications for future management. In order to address this important question, we combined the strengths of two widely accepted watershed management models — Soil and Water Assessment Tool (SWAT) for upland agricultural processes, and Hydrologic Simulation Program FORTRAN (HSPF) for instream fate and transport — to create a novel linked modeling system to predict sediment loading from critical sources in the watershed including upland and channel sources, and to aid in targeted implementation of management practices. The model indicates approximately 66% of the total sediment load is derived from instream sources, in agreement with other studies in the region and can be used to support identification of these channel source segments vs. upland source segments, further improving targeted management. The innovated linked SWAT‐HSPF model implemented in this study is useful for other watersheds where both upland agriculture and instream processes are important sources of sediment load.  相似文献

ABSTRACT: Climate variations can play an important, if not always crucial, role in successful conjunctive management of ground water and surface water resources. This will require accurate accounting of the links between variations in climate, recharge, and withdrawal from the resource systems, accurate projection or predictions of the climate variations, and accurate simulation of the responses of the resource systems. To assess linkages and predictability of climate influences on conjunctive management, global climate model (GCM) simulated precipitation rates were used to estimate inflows and outflows from a regional ground water model (RGWM) of the coastal aquifers of the Santa Clara‐Calleguas Basin at Ventura, California, for 1950 to 1993. Interannual to interdecadal time scales of the El Niño Southern Oscillation (ENSO) and Pacific Decadal Oscillation (PDO) climate variations are imparted to simulated precipitation variations in the Southern California area and are realistically imparted to the simulated ground water level variations through the climate‐driven recharge (and discharge) variations. For example, the simulated average ground water level response at a key observation well in the basin to ENSO variations of tropical Pacific sea surface temperatures is 1.2 m/°C, compared to 0.9 m/°C in observations. This close agreement shows that the GCM‐RGWM combination can translate global scale climate variations into realistic local ground water responses. Probability distributions of simulated ground water level excursions above a local water level threshold for potential seawater intrusion compare well to the corresponding distributions from observations and historical RGWM simulations, demonstrating the combination's potential usefulness for water management and planning. Thus the GCM‐RGWM combination could be used for planning purposes and — when the GCM forecast skills are adequate — for near term predictions.  相似文献

ABSTRACT: The use of reservoirs and land treatments to manage streamflow for the maintenance or enhancement of instream flow values is a valid concept. Historically, large reservoirs have been used for flood control and water-supply regulation. Smaller structures have enjoyed widespread use for soil and water conservation in headwater areas. Where reservoir releases can be controlled, it is technically feasible to regulate flows for the enhancement of instream values. However, institutional and political obstacles may preclude the operation of some reservoirs for this purpose. Retention and detention structures and land treatments, implemented for soil and water conservation purposes, have often had favorable effects on the streamflow hydrograph. Decreases in peak flows and increases in low flows have been documented. Design concepts for runoff-control structures are discussed in relation to instream flow management objectives. Hydro-logic simulation is offered as a potential tool for project design and feasibility analysis.  相似文献

Abstract: Airborne thermal remote sensing from four flights on a single day from a single‐engine airplane was used to collect thermal infrared data of a 10.47‐km reach of the upper East Branch Pecatonica River in southwest Wisconsin. The study uses a one‐dimensional stream temperature model calibrated with the longitudinal profiles of stream temperature created from the four thermal imaging flights and validated with three days of continuous stream temperature data from instream data loggers on the days surrounding the thermal remote‐sensing campaign. Model simulations were used to quantify the sensitivity of stream thermal habitat to increases in air and groundwater temperature and changes in base flow. The simulations indicate that stream temperatures may reach critical maximum thresholds for brook trout (Salvelinus fontinalis) and brown trout (Salmo trutta) mortality, particularly if both air temperature increases and base flow declines. The approach demonstrates that thermal infrared data can greatly assist stream temperature model validation due to its high spatial resolution, and that this spatially continuous stream temperature data can be used to pinpoint spatial heterogeneity in groundwater inflow to streams. With this spatially distributed data on thermal heterogeneity and base‐flow accretion, stream temperature models considering various climate change scenarios are able to identify thermal refugia that will be critical for fisheries management under a changing climate.  相似文献

ABSTRACT: As coal resources are developed in the Northern Great Plains regions, new reservoirs are being considered to meet expanding water demands. The amount of water available for industrial diversion, however, could be limited by regulations that require minimum flow levels to be maintained downstream of the reservoir sites. Computer simulations of potential reservoirs were used to determine to what extent, if any, instream flow requirements might limit the ability of reservoirs to deliver industrial water supplies. Data on instream flow requirements, potential reservoir sites, and historic runoff were input for the simulation of the Powder River Region of Montana and Wyoming. Results of the simulations compared the maximum amount of water available for industrial diversion with and without requiring instream flow criteria.  相似文献

ABSTRACT: Recent growth in irrigated agriculture and metropolitan areas of the Western United States suggests that if growth continues, there will be a potential shortage in future water resources. Compound the expansion of agriculture and municipal demands with possible enaction of instream flow requirements, a method to allocate water among alternative economic sectors in the West is needed. In this study, an interindustry-linear programming model based on the 1972 national model format is used to allocate scarce water supplies among competing regional economic sectors. The shadow price of water and the sectorial value of water at different availabilities for each competing sector is derived. Also, economic sectors are ranked by value of water at different water availabilities.  相似文献

ABSTRACT: A mathematical model of agricultural water use and a hydrological and economic simulation model were linked to quantify the economic and hydrological impact of deficit irrigation, increased water application efficiency, and farm storage dams when maintaining an IFR (instream flow requirement) under stochastic water supply conditions. The main finding was that a water conservation policy aimed at reducing the amount of water withdrawn from the river could bring more pressure to bear on stream flow. Water can only be saved if consumptive use is reduced. Increased water application efficiency is detrimental to other users as a result of reduced return flow. The economic cost of maintaining a specific IFR increases with the use of all three strategies as the probability of maintaining the IFR increases. Because of the control that can be exercised over the supply of water, a farm storage dam is the best strategy for minimizing the costs for irrigators. The interaction between water legislation, water policy administration, technology, hydrology, and human value systems necessitates an integrated approach to facilitate water management at catchment level and to formulate policies that will be in the interest of society.  相似文献

A methodology is described that allows determination of instream flow requirements for maintenance of riparian trees. Tree-ring data revealed strong relationships between tree growth and stream flow volume for riparian species at Rush Creek, an alluvial stream within an arid setting; these relationships allowed development of models that predict growth rates from hydrologic variables. The models can be used to assess instream flow requirements under the assumption that certain levels of growth are necessary to maintain the population. There is a critical need for development and use of instream flow methodologies for riparian vegetation, since present methodologies focus on needs of aquatic animals (e.g., fish) and may underestimate needs of the entire riparian ecosystem.  相似文献

ABSTRACT: The lower 4 miles of the Red River, a tributary of the Rio Grande in northern New Mexico, was designated as one of the “instant” components of the National Wild and Scenic River System in 1968. The Bureau of Land Management (BLM), as the managing agency of the wild and scenic river, was a participant in a general water rights adjudication of the Red River stream system. The BLM sought a federal reserved water right and asserted a claim to the instream flows necessary to protect and maintain the values of the river. Instream flows are not recognized under New Mexico water law. Instream flow requirements were determined by several methods to quantify the claims made by the United States for a federal reserved water right under the Wild and Scenic Rivers Act. The scenic (aesthetic), recreational, and fish and wildlife values are the purposes for which instream flow requirements were claimed. Since water quality is related to these values, instream flows for waste transport and protection of water quality were also included in the claim. The U.S. Fish and Wildlife Service's Instream Flow Incremental Methodology was used to quantify the relationship between various flow regimes and fish habitat. Experience in this litigation indicates the importance of using state-of-the-art methodologies in quantifying instream flow claims. The incremental methodology held up well under technical and legal scrutiny and is an example of the latest methodology that was applied successfully in an adjudication. On February 23, 1984, the parties involved in the adjudication entered a precedential stipulation recognizing a federal reserved right to instream flows for the Red River component of the National Wild and Scenic River System.  相似文献

This paper details a case study of economic and natural system responses to alternative water management policies in the Cache La Poudre River basin, Colorado, 1980–1994. The case study is presented to highlight the value and application of a conceptual integration of economic, salmonid population, physical habitat, and water allocation models. Five alternative regimes, all intended to increase low winter flows, were investigated. Habitat enhancements created by alternative regimes were translated to population responses and economic benefits. Analysis concluded that instream flows cannot compete on the northern Colorado water rental market; cooperative agreements offer an economically feasible way to enhance instream flows; and establishing an instream flow program on the Cache La Poudre River mainstem is a potentially profitable opportunity. The alliance of models is a dynamic multidisciplinary tool for use in professional settings and offers valuable insight for decision-making processes involved in water management.  相似文献

This study focuses on the problem of most efficiently fulfilling the water requirements of society for sustainable water resources management. The goal is to coordinate effectively the social needs of the resident population with operational water resources management planning.The proposed approach consists of a pyramidal hierarchy of water resource management needs, similar to that suggested by psychologist Abraham Maslow for human social needs. The two pyramidal hierarchies can be simultaneously employed to delineate guidelines to synchronize planning for sustainable water resources development with the concerns and expectations of the resident population. In both hierarchies, higher level needs remain irrelevant and difficult to attain until lower level needs of the resident population have been fulfilled.Management planning measures employed with regard to Israel's coastal aquifer have been used to illustrate this approach. Observation of Israel's experience indicates markedly reduced effectiveness where such measures have failed to be properly synchronised with societal needs. Conversely, where hydrological management measures were successfully synchronized with societal concerns, increased efficiency towards attaining sustainable groundwater management was evident.  相似文献

Abstract: Computer simulation models are used extensively for the development of total maximum daily loads (TMDLs). Specifically, the Hydrological Simulation Program‐FORTRAN (HSPF) is used in Virginia for the development of TMDLs for bacteria impairments. HSPF estimates discharge from a reach using function tables (FTABLES). The FTABLE relates stream stage, surface area, and volume to discharge from a reach. In this study, five FTABLE estimation methods were assessed by comparing their effect on various simulation outputs. Four “field‐based” methods used detailed cross‐sectional data collected via site surveys. A fifth “digital‐based” method used digital elevation data in combination with the Natural Resources Conservation Service Regional Hydraulic Geometry Curves. Sets of FTABLEs created using each method were used in simulations of instream bacteria concentration for a Virginia watershed. Several statistics relating to instream bacteria including long‐term average concentration, die‐off, and the violation rate of Virginia’s bacteria criterion were compared. The pair‐wise Student’s t‐test was used for the comparison. The HSPF simulations that used FTABLES estimated from digitally based data consistently produced significantly higher long‐term average instream fecal bacteria concentrations, significantly lower instream fecal bacteria die‐off, which is related to differences in residence time in the streams, and significantly higher water quality criterion violation rates.  相似文献

Abstract: A decision support system for sustainable water resources management in a water conflict resolution framework is developed to identify and evaluate a range of acceptable alternatives for the Geum River Basin in Korea and to facilitate strategies that will result in sustainable water resource management. Working with stakeholders in a “shared vision modeling” framework, sustainable management strategies are created to illustrate system tradeoffs as well as long‐term system planning. A multi‐criterion decision‐making (MCDM) approach using subjective scales is utilized to evaluate the complex water resource allocation and management tradeoffs between stakeholders and system objectives. The procedures used in this study include the development of a “shared vision model,” a simulated decision‐making support system (as a tool for sustainable water management strategies associated with water conflicts, management options, and planning criteria), and the application of MCDM techniques for evaluating alternatives provided by the model. The research results demonstrate the utility of the sustainable water resource management model in aid of MCDM techniques in facilitating flexibility during initial stages of alternative identification and evaluation in a basin suffering from severe water conflicts.  相似文献
