A Water Quality Index (WQI) is a numeric expression used to evaluate the quality of a given water body and to be easily understood by managers. In this study, a modified nine-parameter Scottish WQI was used to assess the monthly water quality of the Douro River during a 10-year period (1992–2001), scaled from zero (lowest) to 100% (highest). The 98,000 km2 of the Douro River international watershed is the largest in the Iberian Peninsula, split between upstream Spain (80%) and downstream Portugal (20%). Three locations were surveyed: at the Portuguese–Spanish border, 350 km from the river mouth; 180 km from the mouth, where the river becomes exclusively Portuguese; and 21 km from the mouth. The water received by Portugal from Spain showed the poorest quality (WQI 47.3 ± 0.7%); quality increased steadily downstream, up to 61.7 ± 0.7%. In general, the water quality at all three sites was medium to poor. Seasonally, water quality decreased from winter to summer, but no statistical relationship between quality and discharge rate could be established. Depending on the location, different parameters were responsible for the episodic decline of quality: high conductivity and low oxygen content in the uppermost reservoir, and fecal coliform contamination downstream. This study shows the need to enforce the existing international bilateral agreements and to implement the European Water Quality Directive in order to improve the water quantity and quality received by the downstream country of a shared watershed, especially because two million inhabitants use the water from the last river location as their only source of drinking water.  相似文献

Shared, trusted, timely data are essential elements for the cooperation needed to optimize economic, ecologic, and public safety concerns related to water. The Open Water Data Initiative (OWDI) will provide a fully scalable platform that can support a wide variety of data from many diverse providers. Many of these will be larger, well‐established, and trusted agencies with a history of providing well‐documented, standardized, and archive‐ready products. However, some potential partners may be smaller, distributed, and relatively unknown or untested as data providers. The data these partners will provide are valuable and can be used to fill in many data gaps, but can also be variable in quality or supplied in nonstandardized formats. They may also reflect the smaller partners' variable budgets and missions, be intermittent, or of unknown provenance. A challenge for the OWDI will be to convey the quality and the contextual “fitness” of data from providers other than the most trusted brands. This article reviews past and current methods for documenting data quality. Three case studies are provided that describe processes and pathways for effective data‐sharing and publication initiatives. They also illustrate how partners may work together to find a metadata reporting threshold that encourages participation while maintaining high data integrity. And lastly, potential governance is proposed that may assist smaller partners with short‐ and long‐term participation in the OWDI.  相似文献

Stephenson, Kurt and Leonard Shabman, 2011. Rhetoric and Reality of Water Quality Trading and the Potential for Market‐Like Reform. Journal of the American Water Resources Association (JAWRA) 47(1):15‐28. DOI: 10.1111/j.1752‐1688.2010.00492.x Abstract: Many public interest groups, government agencies, and professional economists argue that current approaches to water quality trading are a cost‐effective, politically practical innovation for achieving water quality standards, in part by addressing one of the most difficult water quality improvement challenges – limiting the discharge from nonpoint sources. A critical analysis shows that these claims for current water quality trading programs are often unrealized. This rhetoric, without adherence to principles of market‐like reform, can undermine the support of regulated parties for meaningful water quality policy reform, contribute to missed opportunities to implement cost‐effective programs, and postpone successfully meeting the challenge of limiting nonpoint source discharges. A better understanding and application of market‐like principles can result in an improved design of trading as well as general water quality management programs.  相似文献

Water quality index (WQI) models are generally used in hydrochemical studies to simplify complex data into single values to reflect the overall quality. In this study, deep groundwater quality in the Chittur and Palakkad Taluks of the Bharathapuzha river basin of Kerala, India, was assessed by employing the WQI method developed by the Canadian Council of Ministers of the Environment (CCME). The assessment of overall water quality is indispensable due to the specific characteristics of the study area, such as geography, climate, over-drafting, and prevalent agricultural practices. Forty representative samples were collected from the study area for monsoon (MON) and pre-monsoon (PRM) seasons. The results showed a general increase of contents from MON to PRM. The major cations were spread in the order Ca2+>Na+>Mg2+>K+ and the anions HCO3>Cl>CO32− based on their relative abundance. Among various parameters analysed, alkalinity and bicarbonate levels during MON were comparatively high, which is indicative of carbonate weathering, and 90% of the samples failed to meet the World Health Organization (WHO, 2017)/Bureau of Indian Standards (BIS, 2012) drinking water guidelines. The CCME WQI analysis revealed that nearly 50% of the samples during each season represented good and excellent categories. The samples in the poor category comprised 10% in MON and 15% in PRM. The overall WQI exhibited 15% of poor category samples as well. The spatial depiction of CCME WQI classes helped to expose zones of degraded quality in the centre to eastward parts. The spatial and temporal variations of CCME WQI classes and different physicochemical attributes indicated the influence of common factors attributing to the deep groundwater quality. The study also revealed inland salinity at Kolluparamba and Peruvamba stations, where agricultural activities were rampant with poor surface water irrigation.  相似文献

ABSTRACT: An inverse‐simulation approach is used to determine optimal strategies for developing public water‐supply systems in a shallow, coastal aquifer on the outermost arm of the Cape Cod peninsula in Massachusetts. Typically a forward simulation (or “trial and error”) approach is used to find best pumping strategies, but the chances of finding success with this tact diminish as the number of potential options grows large. Well locations and pumping rates are optimized with respect to: (1) providing sufficient water to areas of water‐quality impairment, (2) minimizing impacts to nearby surface waters, (3) preventing saltwater contamination due to overpumping, and (4) minimizing financial cost of well development. Potential well sites and water‐supply scenarios are separated into “politically‐based” and “resource‐based” categories to gain insight into the degree that pre‐existing political boundaries hinder best management practices. The approach provides a promising tool in transboundary water‐resources settings because it allows stakeholders to find solutions that best meet everyone's goals, as opposed to pursuing options that will create conflict, or are less than optimal.  相似文献

Abstract: Growing populations, limited resources, and sustained drought are placing increased pressure on already over‐allocated water supplies in the western United States, prompting some water managers to seek out and utilize new forms of climate data in their planning efforts. One source of information that is now being considered by water resource management is extended hydrologic records from tree‐ring data. Scientists with the Western Water Assessment (WWA) have been providing reconstructions of streamflow (i.e., paleoclimate data) to water managers in Colorado and other western states (Arizona, New Mexico, and Wyoming), and presenting technical workshops explaining the applications of tree‐ring data for water management for the past eight years. Little is known, however, about what has resulted from these engagements between scientists and water managers. Using in‐depth interviews and a survey questionnaire, we attempt to address this lack of information by examining the outcomes of the interactions between WWA scientists and western water managers to better understand how paleoclimate data has been translated to water resource management. This assessment includes an analysis of what prompts water managers to seek out tree‐ring data, how paleoclimate data are utilized by water managers in both quantitative and qualitative ways, and how tree‐ring data are interpreted in the context of organization mandates and histories. We situate this study within a framework that examines the coproduction of science and policy, where scientists and resource managers collectively define and examine research and planning needs, the activities of which are embedded within wider social and political contexts. These findings have broader applications for understanding science‐policy interactions related to climate and climate change in resource management, and point to the potential benefits of reflexive interactions of scientists and decision makers.  相似文献

Abstract: This paper presents a procedure for standard application of hydrologic/water quality models. To date, most hydrologic/water quality modeling projects and studies have not utilized formal protocols, but rather have employed ad hoc approaches. The procedure proposed is an adaptation and extension of steps identified from relevant literature including guidance provided by the U.S. Environmental Protection Agency. This protocol provides guidance for establishing written plans prior to conducting modeling efforts. Eleven issues that should be addressed in model application plans were identified and discussed in the context of hydrologic/water quality studies. A graded approach for selection of the level of documentation for each item was suggested. The creation and use of environmental modeling plans is increasingly important as the results of modeling projects are used in decision‐making processes that have significant implications. Standard modeling application protocols similar to the proposed procedure herein provide modelers with a roadmap to be followed, reduces modelers’ bias, enhances the reproducibility of model application studies, and eventually improves acceptance of modeling outcomes.  相似文献

This study focuses on investigating the quality of groundwater for irrigation and drinking water purposes. Spatial distribution of physicochemical and microbiological parameters was assessed from samples collected from springs, hand‐dug wells, and boreholes found the Guna Tana landscape. A total of 70 samples were considered for physical, chemical, and bacteriological water quality determination. The results revealed that most of the groundwater quality index (WQI) values lie between good and excellent. The maximum, minimum, mean, and standard deviation of each water quality parameter were prepared for evaluating groundwater quality. According to the WQI values, more than 83% of the water samples were classified as excellent water for drinking. More than 92% of the water samples showed low sodium hazards for irrigation and about 48% and 46% of the water samples were classified as within the excellent and good water classes for irrigation based on their electrical conductance levels. Therefore, the groundwater that is found in the Guna Tana landscape could be used for drinking and irrigation purposes without any advanced treatment.  相似文献

Water Quality in Drinking Water Reservoirs of a Megacity, Istanbul   总被引:2,自引:0,他引:2
Providing clean water at relevant quality and quantity is a challenge that regulatory authorities have to face in metropolitan cities that seem to develop at their limits of sustainability. Istanbul strives to face such a challenge for its population of over 10 million, through six surface water resources. Two approaches of classification for the reservoirs are presented, one based on current regulations and an alternative based on a more detailed classification. The results have shown that nutrient control is the primary issue, and one of the reservoirs has already exceeded the limits of being eutrophic, one is at mesotrophic conditions, and the remaining four are at the limit of being eutrophic, indicating the significance of making the correct decision and taking pertinent measures for management and control. It has been observed that the only mesotrophic resource, which also has the best general quality class, has no industry and a very low population density, whereas the one that is already eutrophic is also the one with the lowest quality class, has the highest population density, and has the greatest percentage of urban land use within its watershed.  相似文献

Abstract: We proposed a step‐by‐step approach to quantify the sensitivity of ground‐water discharge by evapotranspiration (ET) to three categories of independent input variables. To illustrate the approach, we adopt a basic ground‐water discharge estimation model, in which the volume of ground water lost to ET was computed as the product of the ground‐water discharge rate and the associated area. The ground‐water discharge rate was assumed to equal the ET rate minus local precipitation. The objective of this study is to outline a step‐by‐step procedure to quantify the contributions from individual independent variable uncertainties to the uncertainty of total ground‐water discharge estimates; the independent variables include ET rates of individual ET units, areas associated with the ET units, and precipitation in each subbasin. The specific goal is to guide future characterization efforts by better targeting data collection for those variables most responsible for uncertainty in ground‐water discharge estimates. The influential independent variables to be included in the sensitivity analysis are first selected based on the physical characteristics and model structure. Both regression coefficients and standardized regression coefficients for the selected independent variables are calculated using the results from sampling‐based Monte Carlo simulations. Results illustrate that, while as many as 630 independent variables potentially contribute to the calculation of the total annual ground‐water discharge for the case study area, a selection of seven independent variables could be used to develop an accurate regression model, accounting for more than 96% of the total variance in ground‐water discharge. Results indicate that the variability of ET rate for moderately dense desert shrubland contributes to about 75% of the variance in the total ground‐water discharge estimates. These results point to a need to better quantify ET rates for moderately dense shrubland to reduce overall uncertainty in estimates of ground‐water discharge. While the approach proposed here uses a basic ground‐water discharge model taken from an earlier study, the procedure of quantifying uncertainty and sensitivity can be generalized to handle other types of environmental models involving large numbers of independent variables.  相似文献

Abstract: Water supply uncertainty continues to threaten the reliability of regional water resources in the western United States. Climate variability and water dispute potentials induce water managers to develop proactive adaptive management strategies to mitigate future hydroclimate impacts. The Eastern Snake Plain Aquifer in the state of Idaho is also facing these challenges in the sense that population growth and economic development strongly depend on reliable water resources from underground storage. Drought and subsequent water conflict often drive scientific research and political agendas because water resources availability and aquifer management for a sustainable rural economy are of great interest. In this study, a system dynamics approach is applied to address dynamically complex problems with management of the aquifer and associated surface‐water and groundwater interactions. Recharge and discharge dynamics within the aquifer system are coded in an environmental modeling framework to identify long‐term behavior of aquifer responses to uncertain future hydrological variability. The research shows that the system dynamics approach is a promising modeling tool to develop sustainable water resources planning and management in a collaborative decision‐making framework and also to provide useful insights and alternative opportunities for operational management, policy support, and participatory strategic planning to mitigate future hydroclimate impacts in human dimensions.  相似文献

Horan, Richard D. and James S. Shortle, 2011. Economic and Ecological Rules for Water Quality Trading. Journal of the American Water Resources Association (JAWRA) 47(1):59‐69. DOI: 10.1111/j.1752‐1688.2010.00463.x Abstract: Emissions trading in textbook form uses markets to achieve pollution targets cost‐efficiently. This result is accomplished in markets that regulators can implement without knowing pollution abatement costs. The theoretical promise of emissions trading, along with real‐world success stories from air emissions trading, has led to initiatives to use trading for water pollution control. Yet, trading, particularly when it involves nonpoint sources of pollution, requires significant departures from the textbook concept. This paper explores how features of water quality problems affect the design of markets for water pollution control relative to textbook emissions markets. Three fundamental design tasks that regulators must address for pollution trading to achieve an environmental goal at low cost are examined: (1) defining the point and nonpoint commodities to be traded, (2) defining rules governing commodity exchange, and (3) setting caps on the commodity supplies so as to achieve an environmental target. We show that the way in which these tasks are optimally addressed for water quality markets differs significantly from the textbook model and its real‐world analogs. We also show that the fundamental appeal of emissions trading is lost in the case of realistic water quality markets, as market designs that reduce the costs of achieving water quality goals may no longer be implementable without the regulatory authority having information on abatement costs.  相似文献

ABSTRACT: The state of Texas passed legislation in 1997 that established a process for developing a 50‐year state water plan through a bottoms‐up approach involving representation from at least 11 recommended special interest groups. Moorhouse Associates Inc. was contracted to develop and implement a Public Participation Plan for the South Central Texas Region. The two goals of the public process were to take planning information out to the public and to provide a format for bringing the public opinion back to the planning group. The overall goal of the project was to provide public input throughout the planning process that will facilitate the development of a water plan that is widely accepted by the public. By using county government to establish focus groups, participation was encouraged from all of the twenty‐one counties in the region. The tools used in the process included an Internet site, surveys, focus groups, public meetings, community group presentations, media communications, and newspaper clippings. The public participation process as implemented, maintained communication throughout the planning process and at key decision points. This ongoing communication helped alleviate an initial uneasiness with the integrated resource planning approach.  相似文献

The European Water framework directive (WFD) is probably the most important environmental management directive that has been enacted over the last decade in the European Union. The directive aims at achieving an overall good ecological status in all European water bodies. In this article, we discuss the implementation steps of the WFD and their implications for environmental engineering practice while focusing on rivers as the main receiving waters. Arising challenges for engineers and scientists are seen in the quantitative assessment of water quality, where standardized systems are needed to estimate the biological status. This is equally of concern in engineering planning, where the prediction of ecological impacts is required. Studies dealing with both classification and prediction of the ecological water quality are reviewed. Further, the combined emission–water quality approach is discussed. Common understanding of this combined approach is to apply the most stringent of either water quality or emission standard to a certain case. In contrast, for example, the Austrian water act enables the application of only the water quality based approach - at least on a temporary basis.  相似文献

Abstract: A decision support system for sustainable water resources management in a water conflict resolution framework is developed to identify and evaluate a range of acceptable alternatives for the Geum River Basin in Korea and to facilitate strategies that will result in sustainable water resource management. Working with stakeholders in a “shared vision modeling” framework, sustainable management strategies are created to illustrate system tradeoffs as well as long‐term system planning. A multi‐criterion decision‐making (MCDM) approach using subjective scales is utilized to evaluate the complex water resource allocation and management tradeoffs between stakeholders and system objectives. The procedures used in this study include the development of a “shared vision model,” a simulated decision‐making support system (as a tool for sustainable water management strategies associated with water conflicts, management options, and planning criteria), and the application of MCDM techniques for evaluating alternatives provided by the model. The research results demonstrate the utility of the sustainable water resource management model in aid of MCDM techniques in facilitating flexibility during initial stages of alternative identification and evaluation in a basin suffering from severe water conflicts.  相似文献
