Interest in Community Benefits (CB) has increased over the past decade mainly due to the growing number of wind farms and related criticism. Because CB are a voluntary gesture by the developer, there is no standard practice or institutionalised approach for good governance of the benefits; every community has a different approach, tailored to local needs and depending on the stakeholders involved. Additionally, since CB are a rapidly emerging practice, little is known about their governance, what actors are involved and how affected communities participate in decision-making on renewable projects. Using the Farr wind farm in Scotland, one of the first to introduce CB, as a case study, this paper sheds light on the governance structures surrounding the set-up, management and allocation of funds. It also contributes to the emerging body of work regarding transparency and community participation in CB, and the extent to which these might facilitate a transition to a low-carbon future.  相似文献

This paper claims that participatory approaches to water resource management in New Zealand are highly influenced by how institutional and community actors understand and practise democracy, including indigenous Māori rights under the Treaty of Waitangi. Drawing on case study analysis from a six-year research programme in which the aim was to evaluate existing and new methods for participatory decision-making, we highlight how different but co-existing democratic beliefs and practices, referred to as democratic logics can shape relationships between governance/decision-making bodies and affected communities. One particular case is examined in detail to illustrate how the various “logics” were strengthened, extended and challenged through participatory research methodologies. Our key message is that revealing and articulating existing democratic logics for participation can help promote and facilitate new participatory approaches, as well as increase robustness and community buy-in to local government decision-making.  相似文献

This paper explores whether ambitions to open up the traditional Swedish model of top-down conservation methods to local influences are indicative of an actual transition in governance of Swedish national park policy (NPP), and examines whether such a shift entails an increase in local influence over local interests and needs. Methodologically, we analyse a combination of governance types and incorporate theoretical definitions of power and accountability. The establishment of new governance arrangements – where power is shared, interactions promoted and accountability is directed downwards – indicates that Sweden's NPP is undergoing a change in its mode of governance. This change also seems to include ceding some influence to local interests, and the possibility of combining conservation with the utilisation of certain natural resources. The results of our research also provide valuable insights into when the establishment of shared-governance arrangements are likely to succeed; in short, this seems more likely when there are established sectors sited in a robust legal framework and where strong international commitments potentially play a role. In conclusion, we contend that when seeking diversified governance arrangements it is not enough simply to take local practices and customs into consideration – they have to be strengthened.  相似文献

In environmental policy, good governance is pertinent when inclusive decision making is recurrently associated with effective outcomes. This paper explores the European Union's good governance principles and the extent to which these have been adopted in the Rural Development Policy in Scotland. For the programme period 2007–2013 Scotland's Rural Priorities scheme has moved towards decentralisation by introducing regional decision-making committees. This study assesses the impact of this scheme on multi-level stakeholder relationships and the implications on policy outcomes. To do so, the study adopts a mixed method approach, applying a stakeholder mapping technique, to quantify perceptions of influence and interest and triangulate with data from in-depth semi-structured interviews. Results indicate that the attempts to widen decision making has resulted in a number of stakeholders perceiving themselves as less empowered. This analytical approach can provide the baseline against which governance improvements can be measured in the formulation of future policies.  相似文献

This study describes the governance and management structures of the Curonian Spit World Heritage Site, a transboundary protected area shared by Lithuania and the Russian Federation. Focusing on the national park authorities it presents the site from a local administrative perspective. The paper shows that due to strong state level influence and a lack of full stakeholder inclusion, different philosophies and priorities on both sides of the border challenge common management efforts and co-operation. Presenting the existing problems the paper points out the need for increased efforts at the state level as well as for the full inclusion of local communities to remove obstacles and foster co-operation. Hence, by adapting to certain environmental and transboundary governance principles, conflicts can be avoided and better results achieved.  相似文献

Environmental justice sheds light on the distributive and procedural aspects of planning and decision-making. We examined the challenges arising from the perspective of environmental justice on multi-level and participatory environmental governance by exploring the governance of aquatic environments in the Helsinki Metropolitan Area. We found three main challenges and potential responses to them. First, even though most of Helsinki’s shoreline is free and/or accessible by road and accordingly used actively by people for recreational purposes, many parts of the shoreline are perceived as inaccessible, reflecting a need to combine factual and perceived accessibility of aquatic environments in detail during the planning processes and to discuss reasons for possible discrepancies between these two. Second, there was a remarkable seasonal variation in the use of aquatic environments, so more attention should be paid to social-demographic factors explaining the distribution of the use of urban nature. Third, it seems to be difficult to capture the variety of perceptions of people and to integrate them into planning and decision-making processes even on a local scale, and this challenge is likely even more pronounced on higher levels of planning and governance. Thus, better integration of regional and local-scale planning procedures should be encouraged. Building on these observations, we conclude that integration of procedural and distributive environmental justice into the practices of the governance of aquatic environments could remarkably decrease unwanted trade-offs and potential conflicts in their use and management.  相似文献

Environmental impact assessment (EIA) has been promoted as an instrument for preventive environmental management in construction projects, but its performance in safeguarding the environment through influencing project decision-making is questioned. This paper probes the underlying reasons from a governance perspective as an important supplement to the regulatory and technical perspectives. A framework, with process integration, professional governance, and public engagement being its key components, is proposed to analyze the governance arrangements that enable or inhibit the effective functioning of EIA, based on which a comparative study of three infrastructure projects in China, the United States and Finland was conducted. The results reveal that, while the level of process integration and public engagement of EIA determines the degree to which EIA influences project decisions, it is the professional governance that controls the accountability of EIA. The paper has implications on institutionally where efforts should be directed to improve the performance of EIA.  相似文献

环球中国环境专家协会(PACE)于2019年6月27~29日在中国人民大学组织召开第四届中国环境治理学术年会,主题为推进国家环境治理体系和治理能力现代化,国内外环境公共治理领域顶级专家以及国家和地方相关政府官员出席了会议,并分理论方法、实践应用、行政执法、社会治理、经济政策以及全球环境治理等专题进行了深入研讨。会议认为,作为国家治理体系的重要组成部分,我国环境治理体系,在生态文明建设框架下,已取得长足进步,特别是以目标为导向的治理战略,已形成鲜明国际特色。中国环境治理模式正从传统的自上而下的政府行政管理转向政府主导、企业主体、社会参与和市场调节相结合并由自下而上机制相补充的多元共治现代公共治理模式,治理能力近年来显著加强,但在环境社会治理以及参与全球环境治理等方面仍存在显著薄弱环节,在政府执法机制以及经济政策使用等方面仍有许多需要改进的地方。  相似文献

Scientific findings confirm that Small Island Developing States (SIDS) in the Caribbean are experiencing droughts and sea level rises that are contributing to saline intrusion of underground aquifers and surface water sources. This paper, using Trinidad as a case study, analyses water governance challenges in meeting Sustainable Development Goal (SDG) 6, which addresses the sustainability of water resources. Interviews were conducted with professionals from multi‐disciplinary backgrounds. Also, data provided by the water agency were analysed to evaluate water governance practices. The main contribution of this paper is the generation of a blend of policies, good practices and tools to confront growing threats to water security and to attain sustainable development in Caribbean SIDS in an era of climate change and increasing non‐climatic stressors. The paper concludes that economic, environmental and human resources, reformed administrative and legislative systems, and technological tools are fundamental to achieving good water governance. Moreover, an array of complementary policies and technologies is needed to resolve water governance issues. However, political will to implement sustainable water resources management is the greatest challenge in attaining SDG 6.  相似文献

Natural resource industries are increasingly significant actors in environmental decision-making. Possessing vast institutional and technical capacity, firms have an important role to play in ‘new’ governance strategies such as collaboration. These strategies are often based upon assumptions of equitable influence. This paper investigates the nature of resource industry participation in collaborative water governance in Canada, and the potential consequences of that participation as investigated using power theory. The study used comparative cases to reveal that resource industries are able to shape collaboration, and the issues collaborated upon, at multiple analytical levels both internal and external to the collaborative process in ways not available to other actors. Analysis also revealed that resource industry participation in collaboration did not reflect a commitment to engage in shared learning and the reexamination of values and interests as presupposed by collaborative theory. Collaboration is thus challenged in producing equitable, representative outcomes when resource industries participate.  相似文献

Management of fresh water resources meets a range of often conflicting interests. Waterways usually run across political and administrative borders and hence make management difficult and collective action politically challenging. In order to meet these challenges, multi-level bioregional approaches to water management have been called for. Such an approach is institutionalised in the EU's Water Framework Directive (WFD). This paper presents the experiences of the Morsa water sub-district in southern Norway, a pilot for implementing the WFD. The paper discusses Morsa in the light of four principles for multi-level water governance: management on a bioregional scale; polycentric governance; public participation; and an experimental approach to water governance. Contrary to widely held assumptions that collective action in polycentric networks will be difficult because actors will follow their own narrow interests, the findings demonstrate how this is not an absolute truth, and how social action cannot be fully explained by rational action theories. The analysis concludes that the relative success of Morsa relates to a complex of factors, including openness of practices and active involvement of key actors, strong but including leadership, and a knowledge based ‘hybrid’ type of multi-level network combining horizontal and vertical network governance.  相似文献

The small-scale fishing sector in sub-Saharan Africa is experiencing multiple challenges, mainly related to various governance issues. This study assessed the governance approach at a small-scale Lake Itezhi-Tezhi fishery, Zambia and how it relates to sustainable fishing. Data were collected through a mixed-methods approach. The governance approach was assessed by legitimacy criterion. The study revealed that there was no co-management in place but a dual governance approach—fishing community-based approach and central government-controlled approach. Both were ineffective, mainly due to lack of adherence to the legislation for local community participation in fisheries governance and an inadequate policy framework to guide the governance process. Also, the governance approaches lacked legitimacy with stakeholders. As such, unsustainable fishing practices had continued. To move towards sustainable fishing at the fishery, the study suggested the following measures: active stakeholders' collaboration and engagement with the government for prompt implementation of legislation that promotes active local fishers' participation; establishment of an appropriate fisheries policy; and ultimately, a transformation of the current governance approach into a legitimate co-management governance approach. These suggested recommendations might be useful to other African small-scale inland fisheries with similar governance challenges, and also towards meeting Sustainable Development Goal 14 on sustainable fishing.  相似文献

This article examines the unfolding of integrated water resource management (IWRM) reforms in southwest Burkina Faso, where water resources are subject to conflicting claims by a diversity of users. We first describe the establishment a local water user committee, showing how choices regarding composition and operations grant varying levels of recognition to different stakeholders. We then discuss the implications for key dimensions of decentralized governance, namely representation and accountability. In particular we focus on: (a) how the interplay of political agendas and policy disconnects shapes the committee's viability and credibility and (b) how tensions between techno‐scientific and local knowledge affect participation and transparency. We argue that in contexts defined by contentious politics and neo‐patrimonial practices, representativeness is better ensured by the direct inclusion of user groups rather than elected officials. Though limited discretionary power, information access, and technical capabilities of committee members inhibit accountability, rural producers uphold their claims through social mobilization and reliance on local knowledge. Recognizing the opportunities offered by the country's recent democratic turn, we formulate recommendations aimed at addressing structural drivers and enabling citizen agency in decentralized water governance. At the same time, further research is needed on local people's understandings of representation and accountability, to ensure that they are involved in institutional design and practices in ways that affirm what they value and what they know.  相似文献

Watershed-based resource management organizations around the world are becoming more involved in groundwater management. This reflects, among other considerations, growing awareness of the critical role that these local agencies can and should play in the management of groundwater resources. Ontario's conservation authorities (CAs) are an important example. CAs are taking on new responsibilities for groundwater data collection, monitoring and planning. Unfortunately, not all local organizations are equally capable of participating effectively in groundwater management. This certainly is the case among Ontario's 38 CAs, which have highly variable levels of financial and staff resources. Local capacity for water management can be explored from the perspective of the institutional environment, the watershed community, and the financial, technical and staff resources of the organizations. This paper presents an evaluation of the groundwater management capacity of Ontario's conservation authorities, drawing on two detailed case studies (the Upper Thames River CA and the Ganaraska Region CA), and additional data gathered from all 38 CAs. Institutional issues, such as the clarity of management roles and senior government commitment to local management, as well as resourcing concerns, local working relationships, and public support, largely determine the capacity of CAs to expand their involvement in groundwater management. Strengthening the capacity of watershed-based agencies to participate in groundwater management is an important challenge in all jurisdictions, as these agencies are well placed to reinforce municipal groundwater management by identifying local needs and trends, facilitating communication and cooperation, and promoting best management practices.  相似文献

The quest for sustainable communities might be fostered by a new ‘place-based’ governing approach that engages civil society and other actors in local decision-making processes. In Canada, lessons can be learned from the establishment and maintenance of biosphere reserves by networks of local communities of interests and other organisations. Biosphere reserves are created to promote conservation, biodiversity and sustainable livelihoods. Municipal and public participation in these reserves can be encouraged, promoting a local sense of place as well as sustainable community and regional development. An examination of two Canadian biosphere reserves, Riding Mountain and Long Point, illustrates how local governments and these reserves might assist each other in their mutual goals of long-term sustainability while offering a worthwhile model of local collaborative, place-based governance.  相似文献

Forest certification, particularly that of the Forest Stewardship Council (FSC), is frequently claimed to constitute an effective and democratic private governance arrangement for responsible forestry. It has, however, recently been questioned whether this view holds true for the northernmost countries, which have traditionally been presented as successful examples of forest certification. Yet there is little research on the perceived legitimacy of forest certification at the local level, which is where the standard implementation takes place. This paper examines how the perceived legitimacy of forest certification is created as well as challenged at the local level in Sweden, drawing on Steffek's [2009. Discursive legitimation in environmental governance. Forest Policy and Economics, 11, 313–318] conceptualisation of discursive legitimation and Bernstein's [2011. Legitimacy in intergovernmental and non-state global governance. Review of International Political Economy, 18 (1), 17–51] definition of legitimacy as well as semi-structured interviews with forest companies, reindeer husbandry (indigenous Sámi) and environmental non-governmental organisations (ENGOs). The results reveal that local ENGOs question the FSC's decision-making process and results, while both the ENGOs and reindeer husbandry see few opportunities to influence long-term forest management. These findings highlight the difficulties of managing power asymmetries in certification and the challenges involved when certification standards are translated from policy to practice.  相似文献

There has been a shift in natural resource management worldwide. This paper describes how modern institutions and policies influence management and shape access to and utilization of resources by rural communities in the Okavango Delta, Botswana. It is rooted in the framework of adaptive co‐governance within social‐ecological systems, and employs a critical literature review to analyse access to and use of natural resources in rural Botswana. Prior to the establishment of community‐based natural resource management (CBNRM) in Botswana in 1989, resource governance was dominated by strong traditional institutions that were responsible for natural resource management and decision‐making. Contemporary natural resource governance is characterized by a bureaucratic system that invariably undermines the role of traditional institutions in natural resource governance. Findings indicate that policies and regulatory instruments deny rural communities adequate access to and utilization of resources available within their immediate environment. In spite of an orientation towards an anthropocentric approach to natural resource management (as in the case of CBNRM), the current governance system continues to undermine the inclusion of local resource users as legitimate stakeholders in the decision‐making process.  相似文献

Many cities throughout the world are adopting green infrastructure techniques to reduce stormwater and sewer overflows into waterways, which is particularly problematic for places experiencing more frequent and severe rain events. Governance of green stormwater implementation is proving to be as important as the techniques themselves. Building on the climate and sustainability governance literature, we argue that effective governance requires planning across city departments, experimentation and a strategy for organisational learning. We employ a case study of Philadelphia, the first city in the United States to attempt an entirely green approach to meeting federal regulations to examine issues of governance that emerged and how they were addressed. The case study draws on interviews with fourteen public and private sector actors involved in implementation, a site visit to observe the installations and to discuss the approach with a key planner, and grey literature. We find that silos can be broken down and that if open communications and a willingness to change practices are present, obstacles cited in the literature can be overcome. The key implication is that the three elements of governance need to be built into the green infrastructure planning process. While the analysis focuses on a US city, the departments involved and the governance needs of green stormwater infrastructure are similar in cities in much of the world.  相似文献

本文针对政府环境治理面临政府失灵、市场失灵和社会低效三个困境,提出运用大数据方法创新治理路径。政府应用大数据提高环境治理过程中的事前、事中和事后监管效能,创新监管模式提升环境治理能力,改善政府失灵困境;依托大数据完善市场化调节机制,激励企业环境行为市场化,构建企业环境信用评价体系,改变企业环境信息披露模式,弥补市场失灵;利用大数据增进公众环境意识,建设公开、透明、平权化的环境信息交互体系,重视环境信息的舆情引导,促进环保价值理念传播,改变公众参与低效现状。进而提出完善大数据治理平台、技术和体系,构建政府、企业、公众共同参与的立体化环境治理模式,提高环境治理的精准化、精细化和智能化水平。  相似文献

生态文明治理现代化是国家治理现代化的重要组成部分,本文从国家治理现代化出发,分析了我国生态文明治理体系和治理能力现代化的概念与内涵,针对当前生态文明治理体系和治理能力存在的五个方面问题,提出了生态文明治理体系现代化需要坚持完善的生态环境保护、资源高效利用、生态保护修复、生态环保责任等四个重点方向,提出了生态文明治理能力现代化需要改革创新的领导能力、决策能力、法治能力、科学精准治理能力、基础保障能力、市场化治理能力、公众参与能力等七大关键领域,这是加快推进生态文明治理体系和治理能力现代化的迫切需求。  相似文献
