A global analysis shows that considerable forces contribute nowadays to the perpetuation of the so-called “developed” model of consumption, and its extension to growing parts of the world, despite reiterated calls for “modification of production and consumption patterns”. Environmental product regulation can be situated in this general perspective. This paper returns to the framing of policies devoted to ecologically sustainable consumption, taking the example of the Integrated product policy at the European level. How are the objectives of such policies defined? What instruments are privileged? Comparing theoretical approaches with policy design, we focus on the role devoted to consumers in these contexts. Bringing in literature evidence, survey results and findings from an original study, we argue that appropriate knowledge of the diversity of consumers’ attitudes and about the limitations of their possible actions is not properly taken into account in product policies, notably when information and voluntary tools are dominant. From this point of view, environmental product regulations are well justified, but they should, as all policy instruments implicating consumers, take careful notice of their situation.  相似文献

伴随着新能源汽车产业的发展,中国政府有关新能源汽车产业政策也在不断地跟进。梳理相关产业政策变迁之中的内在逻辑,分析政策工具的选择是一项极为重要的任务。本文基于政策框架理论及其分析方法,对有关新能源汽车研究文献进行了分析,将关注重点从政策的评价转到从历史的角度关注新能源政策变迁的推动力上。政策变迁是与其动力因素密切相关的,这些动力因素又总是体现为政策变迁的主导力量。在中国新能源汽车产业的政策变迁历程中,其主导力量或政策制定的主要影响因素不断变化,中国新能源汽车的发展政策也可以分为政府主导、汽车厂商主导和消费者主导的三个阶段。政策变迁体现了政策本身的社会价值。基于中国新能源汽车发展的各种不同政策要素及其相关性,本文发现,在中国新能源汽车产业的组织性政策工具、管制性政策工具、经济诱因性政策工具、信息性政策工具和资源性政策工具这五个方面,经济诱因性工具和信息性工具应该是推动新能源汽车产业的关键工具,组织性和管制性工具只适用于产业化初期,后期应逐渐减少,而自愿性工具在新能源汽车产业市场完善前不提倡使用,在该产业市场得到完善后可以成为政府的选择之一。经过研究发现,在新能源汽车产业发展过程中,政府应注意自身的作用范围,适当处理市场与政府规制的便捷,降低交易成本,提高规制效率,是未来产业化政策工具选择应重点关注的环节。同时,政府必须在政策上致力于技术创新,把通过技术创新推动新能源汽车产业发展作为重要的政策目标。  相似文献

The main findings reveal that Shanghai residents are resistant to certain policies, such as congestion charges, higher parking charges in congested areas and car restrictions. Instead, they favor public transport provisions. The paper suggests that there is a case for promoting public transport and more efficient trips when the car ownership is still low, and for investing in a policy of educating the public on the 'true' costs and causes of congestion before embarking on ,an intensive policy of congestion charges or restrictions.  相似文献

文章通过对双积分政策下汽车制造商的产量博弈均衡进行建模分析,研究了双积分政策对企业层面异质制造商的产量决策和利润的影响,以及对产业层面新能源汽车和燃油汽车总产量及总产值的影响。研究结果表明:(1)新能源汽车产业向均衡演进过程中,新能源汽车制造商仍具有一定的发展潜力,但未来发展的中坚力量依靠优势燃油汽车制造商,劣势燃油汽车制造商可能会通过提高燃油经济性发展为优势燃油汽车制造商,从而提高优势燃油汽车制造商的燃油汽车总产量,降低劣势燃油汽车制造商的燃油汽车总产量。(2)双积分政策参数对异质制造商产量决策和利润的影响不同:新能源汽车制造商能够从中受益,而劣势燃油汽车制造商面临危机,转危为安的可能方式包括降低平均燃料消耗量和积极探索新能源汽车生产的可能性。对于优势燃油汽车制造商来说,双积分政策的收紧可能导致其转向燃油汽车市场,规制NEV积分价格上限有利于引导优势燃油汽车制造商转向新能源汽车市场。(3)促进新能源汽车规模增长的参数,可能导致总产值下降,政策调整应将规模增长和产值增长作为双目标,避免单一目标可能导致的市场波动。(4)随着双积分政策的收紧,可预见的新能源汽车积分比例要求提高以及平均燃料消耗量标准趋严,将刺激新能源汽车积分需求提升,缓解新能源汽车积分供需失衡问题。考虑到目前NEV积分价格处于低位,合理降低新能源乘用车车型积分有助于限制NEV积分供给。  相似文献

The purpose of this study is to investigate the customer-based brand equity (CBBE) of green brands and their impact on green purchase consumption with the moderating effect of religious commitment. Data were gathered from 315 consumers in three large cities in Pakistan and further analysed by partial least square. The results of this study revealed that there is a significant positive nexus between CBBE and green purchase consumption. Additionally, results showed the evidence of religious commitment moderating the relationship between CBBE and green purchase consumption. The findings are helpful to the greening companies, suggesting that they should focus on every component of brand performance in order to achieve the higher ranked performance that ultimately initiates green purchase and repurchase consumption. This research addresses the attitude behaviour gap in green purchase consumption by incorporating the contingent impact of religious commitment.

绿色价值结构是"人与自然和谐发展"这一价值理念影响下的消费者消费价值观的结构要素。首先回顾了绿色价值结构的相关文献,提出了绿色价值结构的假设模型,设计并开展了以绿色化妆品为主题的面向女性消费者的问卷调查;然后用SPSS13.0对581份有效问卷数据进行了信度和效度检验以及探索性因子分析,并用AMOS17.0对假设模型和调查数据进行了结构方程模型的拟合和检验;最后分析了不同群组消费者的结构方程模型拟合参数的特点。研究结果表明:当前消费者的绿色价值结构主要由消费者的安全价值、环境价值、审美价值和社交价值构成;在这些消费者价值中,年轻消费者群体和低收入消费者群体的安全价值受到绿色价值理念的影响比较突出,高收入水平、高受教育水平以及年龄比较大的消费群体的环境价值受到绿色价值理念的影响比较明显,低学历消费者群体和年轻消费者群体的社交价值则比较容易受到绿色价值理念的影响。  相似文献

Following Hartmann and Apaolaza-Ibáñez’ [(2009). Green advertising revisited. Conditioning virtual nature experiences. International Journal of Advertising, 28(4), 715–739] approach, this experimental study compares the effects of three types of green print ads: a non-green ad, a functional green ad promoting environmental product attributes, and a combined nature ad featuring a pleasant nature image in addition to functional attributes. We extend prior research by simultaneously testing moderating and mediating mechanisms to explain brand attitudes and purchase intention. Using a quota sample of 456 consumers, findings suggest that the functional ad enhances perceptions of environmental brand benefits, which positively affect purchase intention partially mediated by brand attitudes. The combined nature ad, by contrast, activates an additional emotional process of virtually experiencing nature which positively influences brand attitudes and purchase intention beyond perceptions of environmental brand benefits. The effects of the combined nature ad are even stronger for highly involved consumers.  相似文献

以联合国"里约+20"会议为背景,在梳理世界主要国家绿色经济发展进程、绿色经济理论研究和实践探索,分析当前绿色经济发展现状和政策的基础上,探讨了我国绿色经济发展战略框架问题。认为:政府层面要加强对绿色产业发展引导、努力完善激励约束政策,保障绿色经济的稳健发展,重视绿色科技人才队伍建设,增强绿色产业自主创新能力。目前要解决的问题,一是通过建立排污权交易市场,实现环境价值的货币化;二是建立健全与绿色经济核算相关的法规制度;三是实施绿色GDP考核制度,从根本上改变经济增长方式。企业层面要重视绿色科技人才队伍建设,增强绿色产业自主创新能力,实现绿色产业的发展与调整。行业层面要着重节能建筑、可再生能源、可持续交通、可持续农业和生态基础设施建设等。消费者层面要加强绿色理念宣传,积极倡导绿色消费。从国际贸易的角度,应积极争取发达国家提供技术支持和技术培训,以帮助环保商品和服务行业的发展。  相似文献

绿色经济是人类经济发展的新方向,是一种新的经济形态和经济模式。发展绿色经济的过程实质上是一个多方博弈过程。本文通过建立"子博弈精炼纳什均衡"模型、精炼贝叶斯博弈模型和一般博弈模型,分析了绿色经济体系构建中的诸方利益博弈关系。不同的博弈主体有不同的利益诉求:中央政府以公共利益长期化为核心的社会整体利益最大化诉求、地方政府政绩导向诉求、企业围绕利润最大化原则和消费者在一定观念指导下的效用最大化原则,诸方利益诉求的交集在于实现社会经济的绿色化,减少污染。研究结果表明,发展绿色经济的政策目标和责任目标与政策执行人员自身利益相挂钩的制度安排是制约污染者的有效路径,制度实施机制对制度实施程度及效率有直接的影响。因此,建议通过建立监管者的奖励机制、引导正确的社会舆论评价、提高执法者的综合素质,强化企业治理污染的约束机制和提高对消费者绿色消费的补贴机制才能妥善处理博弈各方的利益诉求,顺利实现绿色经济发展。  相似文献

在技术接受模型基础上,加入计划行为理论,以303个上海居民样本的抽样调查问卷数据为基础,搭建影响居民绿色技术产品支付意愿的整合模型,利用AMOS结构方程进行路径分析。结果表明:影响居民绿色技术产品支付意愿的因素主要有技术接受因素(信息交流、感知有用性)和计划行为因素(使用态度、行为倾向)两类;行为倾向和感知有用性是居民产生并提高绿色技术产品支付意愿的重要因素;居民对绿色技术产品的使用态度无法促使其进一步提高支付意愿,居民间信息交流对其使用态度的影响并不显著。最后,提出相关政策建议:架构绿色技术产品的信息交流渠道,催生城市居民绿色行动力;切实夯实绿色发展观的社会基础,沟通绿色战略与民生民心民意相通;提高居民绿色认知和绿色认同水平,强化居民绿色支付意愿的内动力。  相似文献

新能源汽车补贴是政府为了发展新能源汽车产业所采取的一项激励政策。现有文献虽在微观层面上研究了政府补贴对新能源汽车推广的影响,但多将补贴政策限定为固定额度的政府补贴,未考虑中国特殊的两级政府补贴政策尤其是地方政府补贴对新能源汽车推广的影响,且在补贴政策的设计上未与新能源汽车的实际推广目标相结合。基于"后补贴"时代的地方政府既要实现新能源汽车推广目标又要保证补贴政策合理退坡的双重现实要求。本文依据当前中央政府为新能源汽车提供固定补贴,地方政府提供配套比例补贴以及制定价格补贴比例上限的现实情形,综合考虑新能源汽车成本、充电桩建设情况、消费者初始效用、中央政府补贴等因素对地方新能源汽车推广的影响,构建了地方政府为实现既定新能源汽车推广目标的最优补贴策略模型。研究表明:(1)对于不同效用水平的消费者,地方政府价格补贴比例上限和配套比例补贴对新能源汽车零售价格所起的作用不同;(2)地方政府补贴政策只有在小于或等于其最优配套比例或价格补贴比例上限时才会对新能源汽车推广产生正向影响。最后,还结合北京新能源汽车推广的实际情况进行了数值模拟,给出了在不同新能源汽车成本、充电桩建设情况、消费者初始效用下北京市政府为实现新能源汽车推广目标的最优补贴策略。数值模拟结果表明,当前北京新能源汽车存在地方配套比例过高、价格补贴比例上限过高等问题。在后补贴时代,北京市政府可依据新能源汽车成本下降、充电设施逐步完善、消费者初始效用提升等因素变化,对补贴进行适当退坡。数值模拟表明,所构造的最优补贴策略模型对后补贴时代地方政府新能源汽车补贴政策的制定具有较高的参考价值。  相似文献

Due to the high rates of energy consumption and its impact on environment over the last decades, policy decision-makers are increasingly recognising the need to take actions that allow to address problems associated with the deployment of non-renewable resources and climate changes. One field of action has been the promotion of measures that contribute to improve energy efficiency of countries. The purpose of this study is to identify the main factors explaining changes in energy efficiency applying the multiplicative Log Mean Divisia Index decomposition method for a set of countries (Portugal, UK, Brazil and China) with different socio-economic background and energy mix. The results show that overall energy efficiency trends display different patterns between countries and the same happens within each country from a sectoral perspective. Major drivers of improvements of overall energy efficiency were the intensity effect and the affluence effect, whereas the driver that hampered those improvements was the energy consumption per capita. Some policy implications derived from the results achieved are: policy decision-makers should support measures that promote the adoption of energy-saving technologies resulting from new technological developments; policy measures should be directed to raise awareness of end-users regarding energy efficiency and energy conservation efforts; policy measures promoting economic growth through the development (or expansion) of sectors of activity that consume less energy can also be implemented; finally, policy instruments may also be used to reduce the costs of implementing energy efficiency and energy-saving measures to households and firms.  相似文献

Due to its rapid industrialization and urbanization, China faces the daunting challenge of sharply growing energy and resource consumption. It is now indispensable for the nation to alter its course of development into more sustainable paths in terms of energy and resource efficiency. In this paper, we discuss the energy intensity of the industrial sectors of the Yangtze River Delta, consisting of Shanghai City and the neighboring province of Jiangsu—the fastest economically developing region of the country—and argue possible strategies for energy efficient industrial activities there. We first examine the historical trends of energy intensity associated with industrial sectors and study the factors affecting the evolution of these trends by applying decomposition analysis. We then argue that if “business as usual” (BAU) development patterns are continued, energy intensity level in both regions may surpass China’s policy targets in 2010, and GDP growth as well as energy consumption will exceed possible pathways under current policy targets by 2020. Thus, appropriate measures are urgently needed to lower energy intensity and consumption. Based upon these analyses as well as the Chinese government’s policy orientation, we propose two options as alternative scenarios for improving practices in energy-intensive industries, particularly targeting the cement and steel production sectors. These options are: (1) diffusion of highly energy efficient technologies into these industries, and (2) promotion of a circular economy and industrial symbiosis. We highlight that these options can potentially lead to energy savings and reductions in resource consumption associated with industrial activities and can serve as a regional model for more sustainable industrial activities in China.  相似文献

Green development emphasizes co-development between economic and environmental dimensions, and is a people-centered sustainable development approach. Western China demands green development, and international experience could provide necessary, unique and important help and support for Western China to achieve its green development goals. This paper has made a comprehensive overall review and analysis of international experience in green development policy and its implementation, in particular, OECD countries’ (mostly Australia and Canada) experience have been analyzed following the major policy foci defined by the Task Force on Strategy and Policies on Environment and Development in Western China initiated by China Council for International Cooperation on Environment and Development (CCICED). Data and information were gathered from the field surveys and investigations, expert meetings, as well as literature review. The main sessions include policy framework and road map establishment, implementation and performance assessment, co-development between economic development and environmental protection, as well as green employment and poverty alleviation. The paper has addressed five policy considerations for the future promotion of green development in Western China.  相似文献

农业技术培训对农户实施绿色生产行为的影响是推进农村生态环境治理关注的重要问题.基于农户家庭禀赋影响其参与农业技术培训,进而导致其绿色生产行为实施差异的分析思路,利用内生转换回归(ESR)模型和来自湖北省的1063份农户微观调查数据,在构建反事实场景和考虑样本选择偏差的基础上,考察了参与和未参与农业技术培训两种情形下农户实施绿色生产行为的差异.结果表明:(1)参与农业技术培训农户的绿色生产行为实施程度显著高于未参与农业技术培训的农户,且平均处理效应表明,参与农业技术培训可使预期的农户绿色生产行为实施程度提高40.13%;(2)参与农业技术培训对不同类型绿色生产行为的处理效应由大到小依次为化肥减施、节水灌溉、农药减施、农膜回收和秸秆综合利用;(3)无论是否参与农业技术培训,家庭禀赋对农户实施绿色生产行为均有显著影响,但不同类型的家庭禀赋对参与和未参与农业技术培训农户的影响存在差异.此外,家庭禀赋也是影响农户参与农业技术培训的重要因素.政府应积极拓宽农业技术推广渠道,加快转变技术推广方式,兼顾"农业生产"和"生态环境保护"两者,进一步开展环境友好型农业技术培训.  相似文献

建筑部门的低碳发展已成为推进我国低碳经济至关重要的一个组成部分,因此正确客观地评价建筑的低碳水平具有重要的指导意义。本文以2010年上海世博会中国馆为研究对象,采用碳排放情景分析法,针对中国馆的基准建筑与实际建筑,计算其世博结束后正常运行条件下的碳排放水平,评估中国馆实际建筑的碳减排效益。使用建筑能耗模拟软件DesignBuilder对建筑全年能源消耗水平进行了模拟,并通过相应能源品种的碳排放因子分别计算了实际建筑和基准建筑的碳排放水平;同时应用全生命周期方法(LCA)分析了中国馆实际建筑应用太阳能光伏、LED照明技术相比于基准建筑所带来的减排效益。结果表明:世博结束后正常运行条件下,中国馆实际建筑年碳排放量为18 969 t CO2e,基准建筑年碳排放量为25 770 t CO2e,因此,相比基准建筑,中国馆实际建筑一年减排6 801 t CO2e,年碳减排率为26.4%;减排效益主要由节能设计及绿色技术贡献,分别占96.3%和3.7%。本文通过综合评估中国馆的碳减排效益,以期为我国公共建筑低碳工作的开展进行有益的探索。  相似文献

1994~2006年上海市土地利用时空变化特征及驱动力分析   总被引:5,自引:0,他引:5  
快速发展的都市地区是区域土地利用变化研究热点。基于上海市1994、2000、2003和2006年4期航空遥感影像资料数据,运用人机交互目视解译方法建立上海土地利用空间数据库,并结合GIS空间分析、数理统计方法与土地利用动态度模型,对上海市1994~2006年土地利用时空变化特征进行了深入分析。结果表明:12 a间,上海市综合土地利用动态度为207%;在各种用地变化中,耕地面积变化最大,共减少了94 00772 hm2,减幅达233%;从耕地转移来看,转变为城镇建设用地(包括工业仓储用地、交通用地、城镇居民点用地和其他用地)面积共74 82586 hm2,占耕地面积总流出量的6712%;可见城镇建设用地急剧扩张而大量占用耕地,是上海市土地利用变化的主要特征;上海市土地利用变化的另一个重要特征是城市绿地的大幅增加,12 a间城市绿地面积共增加了9 29241 hm2,单一动态度为1876%。从上海土地利用变化的区域特征来看,各区的综合土地利用动态度差异明显,且表现出明显的中心城区-近郊-远郊递减趋势,其中浦东新区综合土地利用动态度最大,崇明县最小,这种差异与各区(县)的区位条件、经济发展状况以及政策等因素密切相关。通过对上海LUCC的驱动力定性定量分析表明,社会经济因素包括人口分布及变化、经济增长、人民生活水平的提高、政策以及国际大型活动的举办均对上海土地利用格局及其变化产生了重要的影响  相似文献

Corporate advertising campaigns increasingly use environmental frames to promote their products and processes, many of which are neither sustainable nor environmentally friendly. This study examines ExxonMobil's recent efforts at green advertising, focusing specifically on their widely aired “Energy Solutions” television advertisements. We argue that ExxonMobil's use of a didactic, greenwashed frame stifles criticism and discourages examination of ideologies of consumption by exploiting the ethos of the scientist and highlighting technological solutions to problems that are deeply tied to a culture of consumerism. The definition of green energy is controlled by those with the power to generate persuasive public messages about the sources and production of energy. Counterframes, however, can be employed to turn a questioning eye upon the solutions advanced by ExxonMobil. We issue a call for green frames that help citizens and consumers critically examine the ecological integrity of all means of energy production, and that call attention to the ways in which the greenwashing of research and development initiatives can dissuade necessary action, including reduction of US energy consumption.  相似文献

由于在现有政治晋升体制中,各省在经济增长和节能降耗过程中对竞争地位的追求,导致各省的相对地位在能源消耗决策过程中起到十分重要的作用。本文基于中国省际政府官员考核和晋升机制现实背景,从相对身份效应理论的角度构建了省际能源消耗的理论模型,探讨了相对地位、地位变化对省际能源消耗的影响机制,具体表现为各省能源消耗的当期和上一期相对地位对能源强度具有行为理论上决策作用机制,当期人均GDP增速与上一期人均GDP绝对水平对能源强度具有行为意义上的理论解释机制,省际能源消耗具有的动态自适应机制。在理论分析基础上,进一步实证检验了省际能源消耗的相对身份效应理论,实证结果表明:(1)各省在当期能耗排名上竞争对节能具有积极作用,上一期能耗排名越靠后的省份在当期节能降耗的动机比排名靠前的省份更强烈,从而使得当期能耗下降。此外,在不同的考核时期和不同节能任务要求下,能耗排序对节能的影响存在差异,该影响也因各省所处相对位置高、低而不同。(2)当期经济增长与当期能源消耗呈现出同向变化的互补机制,上期经济增长与当期能源消耗呈现出反向变化的替代机制。(3)上一期能源强度下降会降低当期能源强度,省际能源强度存在着逐渐下降的动态自适应机制。基于此,我国对地方政府节能降耗的政策设计应当实施多节能目标、多奖惩措施的差异化模式,从而实现不同类别省份的有效节能和粗放型经济增长方式的快速转型。  相似文献
