Congestion causes many externalities for the society, including time delays, excessive fuel consumption, air pollution, noise and safety concerns. In Shanghai, various policy options have been explored, piloted or applied; however, not all of them may be understood and accepted by the public. A survey was conducted to investigate people's attitudes towards several policy options. The main findings reveal that Shanghai residents are resistant to certain policies, such as congestion charges, higher parking charges in congested areas and car restrictions. Instead, they favor public transport provisions. The paper suggests that there is a case for promoting public transport and more efficient trips when the car ownership is still low, and for investing in a policy of educating the public on the 'true' costs and causes of congestion before embarking on ,an intensive policy of congestion charges or restrictions.  相似文献

ObjectiveEstimate the health risks and benefits of mode shifts from car to cycling and public transport in the metropolitan area of Barcelona, Spain.MethodsWe conducted a health impact assessment (HIA), creating 8 different scenarios on the replacement of short and long car trips, by public transport or/and bike. The primary outcome measure was all-cause mortality and change in life expectancy related to two different assessments: A) the exposure of travellers to physical activity, air pollution to particulate matter < 2.5 μm (PM2.5), and road traffic fatality; and B) the exposure of general population to PM2.5, modelling by Barcelona Air-Dispersion Model. The secondary outcome was a change in emissions of carbon dioxide.ResultsThe annual health impact of a shift of 40% of the car trips, starting and ending in Barcelona City, to cycling (n = 141,690) would be for the travellers who shift modes 1.15 additional deaths from air pollution, 0.17 additional deaths from road traffic fatality and 67.46 deaths avoided from physical activity resulting in a total of 66.12 deaths avoided. Fewer deaths would be avoided annually if half of the replaced trips were shifted to public transport (43.76 deaths). The annual health impact in the Barcelona City general population (n = 1,630,494) of the 40% reduction in car trips would be 10.03 deaths avoided due to the reduction of 0.64% in exposure to PM2.5. The deaths (including travellers and general population) avoided in Barcelona City therefore would be 76.15 annually. Further health benefits would be obtained with a shift of 40% of the car trips from the Greater Barcelona Metropolitan which either start or end in Barcelona City to public transport (40.15 deaths avoided) or public transport and cycling (98.50 deaths avoided).The carbon dioxide reduction for shifting from car to other modes of transport (bike and public transport) in Barcelona metropolitan area was estimated to be 203,251 t/CO2 emissions per year.ConclusionsInterventions to reduce car use and increase cycling and the use of public transport in metropolitan areas, like Barcelona, can produce health benefits for travellers and for the general population of the city. BackgroundMany cities across the world are beginning to shift their mobility solution away from the private cars and towards more environmentally friendly and citizen-focused means. Hamburg, Oslo, Helsinki, and Madrid have recently announced their plans to become (partly) private car free cities. Other cities like Paris, Milan, Chengdu, Masdar, Dublin, Brussels, Copenhagen, Bogota, and Hyderabad have measures that aim at reducing motorized traffic including implementing car free days, investing in cycling infrastructure and pedestrianization, restricting parking spaces and considerable increases in public transport provision. Such plans and measures are particularly implemented with the declared aim of reducing greenhouse gas emissions. These reductions are also likely to benefit public health.AimsWe aimed to describe the plans for private car free cities and its likely effects on public health.MethodsWe reviewed the grey and scientific literature on plans for private car free cities, restricted car use, related exposures and health.ResultsAn increasing number of cities are planning to become (partly) private car free. They mainly focus on the reduction of private car use in city centers. The likely effects of such policies are significant reductions in traffic-related air pollution, noise, and temperature in city centers. For example, up to a 40% reduction in NO2 levels has been reported on car free days. These reductions are likely to lead to a reduction in premature mortality and morbidity. Furthermore the reduction in the number of cars, and therefore a reduction in the need for parking places and road space, provides opportunities to increase green space and green networks in cities, which in turn can lead to many beneficial health effects. All these measures are likely to lead to higher levels of active mobility and physical activity which may improve public health the most and also provide more opportunities for people to interact with each other in public space. Furthermore, such initiatives, if undertaken at a sufficiently large scale can result in positive distal effects and climate change mitigation through CO2 reductions. The potential negative effects which may arise due to motorized traffic detouring around car free zone into their destinations also need further evaluation and the areas in which car free zones are introduced need to be given sufficient attention so as not to become an additional way to exacerbate socioeconomic divides. The extent and magnitude of all the above effects is still unclear and needs further research, including full chain health impact assessment modeling to quantify the potential health benefits of such schemes, and exposure and epidemiological studies to measure any changes when such interventions take place.ConclusionsThe introduction of private car free cities is likely to have direct and indirect health benefits, but the exact magnitude and potential conflicting effects are as yet unclear. This paper has overviewed the expected health impacts, which can be useful to underpin policies to reduce car use in cities.  相似文献

Current international discussions on the increasingly critical levels of carbon emissions from the transportation sector commonly attribute the causality chain to urban sprawl growth–private car use–carbon emission. An often assumed development context of this causality chain is that common of developed country urbanization. However, in the particular context of developing country urbanization, urban sprawl and associated workplace–home distanciation may lead to more intensive use by the urban workforce of public mass transportation system, instead of higher dependence on private vehicle travel. Thus, the source of the rise in carbon emission may actually be the public transportation system. Utilizing mixed methods, combining quantitative (origin–destination matrices) and qualitative data gathering and analysis, the authors present a case study in Metro Manila which has been experiencing sprawl and increasing costs and unaffordability of land and housing in the workforce’s vicinity of employment. This, in turn, causes greater distances of daily travel between home and workplace using public transportation system. When the latter is characterized by fuel-inefficient small vehicles with second-hand engines, higher carbon emission results. We argue that the convergence of multiple interacting factors such as urban sprawl, lack of affordability of housing near the centres of employment, high dependence of commuters on public transports, longer distance travel by commuters, and low fuel efficiency of the public utility vehicles primarily causes the increase in CO2 emission from the transport sector. Implications of this case to policy scoping of immediate and long-term state responses for carbon emission mitigation in transportation sector are discussed.  相似文献

Abstract

Ground level ozone pollution has become a significant air pollution problem in Beijing. Because of the complex way in which ozone is formed, it is difficult for policy makers to identify optimal control options on a cost-effective basis. This paper identifies and assesses a range of options for addressing this problem. We apply the Ambient Least Cost Model and compare the economic costs of control options, then recommend the most effective sequence to realize pollution control at the lowest cost. The study finds that installing of Stage II gasoline vapor recovery system at Beijing’s 1446 gasoline stations would be the most cost-effective option. Overall, options to reduce ozone pollution by cutting vehicular emissions are much more cost-effective than options to “clean up” coal-fired power plants.  相似文献

As a megacity with thriving economy, Shanghai is experiencing rapid motorisation and confronted with traffic congestion problems despite its low car ownership. It is of value to look into the policies on emission control of motor vehicle and congestion reduction in such a city to explore how to reconcile mobility enhancement with the environment. Results of a dynamic simulation displayed time paths of emissions from motor vehicles in Shanghai over the period from 2000 to 2020. The simulation results showed that early policies on emission control of motor vehicle could bring about far-reaching effects on emission reduc- tion, and take advantage of available low-polluting technologies and technical innovation over time. Travel demand management would play an important role in curbing congestion and reducing motor vehicle pollution by calming down car ownership rise and deterring inefficient trips as well as reducing fuel waste caused by congestion.  相似文献

ABSTRACT

This article considers the format and cultural politics of the hugely successful UK television program Top Gear (BBC 2002–2015). It analyzes how—through its presenting team—it constructed an informal address predicated around anti-authoritarian or contrarian banter and protest masculinity. Regular targets for Top Gear presenter’s protest—curtailed by broadcast guidelines in terms of gender and ethnicity—are deflected onto the “soft” targets of government legislation on environmental issues or various forms of regulation “red tape. Repeated references to speed cameras, central London congestion charges and “excessive” signage are all anti-authoritarian, libertarian discourses delivered through a comedic form of performance address. Thus, the BBC’s primary response to complaints made about this program was to defend the program’s political views as being part of the humor. The article draws on critical discourse analysis and conversation analysis to consider how the program licensed a particular form of engagement that helped it to deflect criticisms, and considers the limits to such discursive positioning. We conclude by examining the controversies that finally led, in 2015, to the removal of the main presenter, Jeremy Clarkson, and the ending of this version of the program through the departure of the team to an on-demand online television service.  相似文献

Abstract

Public willingness to pay (WTP) for urban rivers restoration was investigated in Shanghai, Nanjing and Hangzhou in China with a sample of 1,285. The factors influencing positive WTP against zero WTP are analyzed using a binary logit model. The results indicate that income, Huji (residential registration) status, household size, home property ownership, riverfront access, and attitudes toward current water quality are statistically significant in the likelihood of positive WTP. It is also found that respondents without local Huji are less willingness to pay positively in pooled sample and Shanghai sample. In the group holding property right of house but without local Huji is less willingness to pay positively in Hangzhou. Respondents in Nanjing are more willingness to pay positively than those in Hangzhou. Most common arguments against to pay for the restoration are “government’s duty”, “low income”, “non-local-Huji” and “lack of trust in the government in how it spends money”. The results are generally consistent with the hypothesis and specific situations in China. The findings make some contributions to the non-market valuation studies as well as provide useful information for public policy making in China.  相似文献

Abstract

It is difficult to manage the manufacturing hazardous waste (MHW) which is generated from a huge amount of complicated sources and causes very serious pollution. Therefore more and more attention has been paid to MHW pollution. Shanghai, as an industrial and economic center and an international metropolis in China, has a vast industrial system spanning a multitude of sectors, which generates MHW not only in a huge magnitude but also in a large variety of types from complicated sources, resulting in severe pollution. In 2003, the production of MHW in Shanghai is about 3.96 × 105 ton, involving 33 indices. Most of MHW in Shanghai is treated and disposed of, but a significant portion is not handled properly and effectively. This paper carries out in-field investigation on the current status of MHW production and treatment in Shanghai, and puts forward scientific proposals that Shanghai should facilitate cleaner production and minimize hazardous waste; strictly enforce hazardous waste registration system, strengthen monitoring the certified enterprises; strengthen intent disposal center construction and realize hazardous waste reclamation; accelerate establishing the technical criteria and the management policy, promote the research and development on the treatment and disposal technology, and strengthen information management, thus realizing integrated management on MHW pollution.  相似文献

ABSTRACT

This paper interrogates the impact of policy events on the efficiency of carbon market in China. The analysis covers five piloting emission trading schemes (Beijing, Shanghai, Guangdong, Shenzhen and Hubei), particularly focusing on Guangdong pilot for its weak form efficiency and the richness of policy events. Twenty-five policy events between 2014 and 2016 are categorized into seven groups. The efficiency test indicates that only Guangdong ETS has reached weak form efficiency. After exploring the policy events occurred in Guangdong ETS, it finds that although a clear long-term climate policy has been set up over the country, China’s carbon market still has a conservative risk appetite and its governing institutions still needs further development. The policy makers need to be aware of and avoid the negative impacts of policy events to the market evolvement, by introducing effective consultancy process with the stakeholders and nurturing market expectations in the long run. We also find that events like allowance auctions have considerably less impacts than previously expected and argue that auction approach should be considered a preferable option over a free allocation system in the future policy design.  相似文献

Abstract

The aim of this article is to develop a structural equation model to assess key factors of residents’ support for hosting mega event based on previous literature. The model consisted of five latent constructs and eight path hypotheses. A survey was conducted in Shanghai before 2010 World Expo. It was found that the support for mega events is affected directly and/or indirectly by four determinants factors: perceived benefits, perceived costs, personal benefits and community attachment, and support relies heavily on perceived benefits rather than costs. This study contributes to the existing body of knowledge in an attempt to understand local residents’ support for a mega event in different economic and cultural settings.  相似文献

特大型城市客运交通碳排放与减排对策研究   总被引:2,自引:0,他引:2  
本文基于对现有城市交通碳排放测算方法的比较分析,以上海市为例,采用IPCC"自下而上"法对特大型城市客运交通CO2排放进行了测算,结果显示:轨道交通是碳排放效率最高的客运方式,出租车最低;客运交通CO2排放总量增长迅速,且碳源结构发生了较大变化;近年客运交通CO2排放增量主要来自私人载客汽车,同时公务交通在客运交通碳排放中始终占较大比重。由此本文认为,控制客运交通碳排放的关键在于对以私人载客汽车和单位载客汽车为主的个体交通的管理和控制,形成以公共交通为主的交通结构。在此基础上,为了将控制碳排放纳入到城市交通政策目标中去,本文就主要城市交通政策对客运交通碳排放产生的影响进行了深入分析,并得出结论:以往的交通供给、需求管理政策对于抑制客运交通碳排放增长的作用有限;而就目前城市空间发展政策的实施效果而言,也不利于降低居民出行的碳排放水平。文章最后分别从交通供给、需求管理以及城市空间角度给出了控制客运交通碳排放的对策。  相似文献

道路拥堵与城市雾霾是机动车行驶带来的两个负溢出效应,大量文献揭示了城市机动车行驶对二者带来的影响,却鲜有文献关注道路拥堵程度与雾霾污染之间的内在联系。这其中的缘由在于,一则道路拥堵程度与雾霾污染之间互为因果,同时有共同的影响因素,由此带来的内生性难题难以有效解决;其次,采用统一标准来测度不同城市道路拥堵程度的数据难以获得。为此利用高德地图(Amap)根据机动车定位导航系统提供的城市拥堵延时的大数据,来捕获各省会城市每日道路交通的拥堵程度,同时运用各城市每日的燃油销售价格、国际市场原油价格以及上一周同一工作日道路的拥堵程度作为工具变量,通过两阶段最小二乘法(2SLS)估计道路拥堵程度对城市雾霾污染的影响。回归结果表明:①以城市燃油价格作为工具变量时,道路拥堵程度每增加1%,会导致省会城市PM2.5、PM10分别增加6.5%和6.7%;②以国际原油价格、上一周同一个工作日拥堵程度作为工具变量,以及改用GMM方法进行估计时,基准回归的结论仍然稳健,城市的治堵举措与治霾举措能够相互协同;③进一步以省会城市新增轨道交通来实现治堵和治霾的例子表明,发展轨道交通来实现治堵与治霾的协同效应,要以有效治堵作为前提,否则减排治霾的协同效果无法实现。  相似文献

BackgroundMotor vehicle emissions contribute nearly a quarter of the world's energy-related greenhouse gases and cause non-negligible air pollution, primarily in urban areas. Changing people's travel behaviour towards alternative transport is an efficient approach to mitigate harmful environmental impacts caused by a large number of vehicles. Such a strategy also provides an opportunity to gain health co-benefits of improved air quality and enhanced physical activities. This study aimed at quantifying co-benefit effects of alternative transport use in Adelaide, South Australia.MethodWe made projections for a business-as-usual scenario for 2030 with alternative transport scenarios. Separate models including air pollution models and comparative risk assessment health models were developed to link alternative transport scenarios with possible environmental and health benefits.ResultsIn the study region with an estimated population of 1.4 million in 2030, by shifting 40% of vehicle kilometres travelled (VKT) by passenger vehicles to alternative transport, annual average urban PM2.5 would decline by approximately 0.4 μg/m3 compared to business-as-usual, resulting in net health benefits of an estimated 13 deaths/year prevented and 118 disability-adjusted life years (DALYs) prevented per year due to improved air quality. Further health benefits would be obtained from improved physical fitness through active transport (508 deaths/year prevented, 6569 DALYs/year prevented), and changes in traffic injuries (21 deaths and, 960 DALYs prevented).ConclusionAlthough uncertainties remain, our findings suggest that significant environmental and health benefits are possible if alternative transport replaces even a relatively small portion of car trips. The results may provide assistance to various government organisations and relevant service providers and promote collaboration in policy-making, city planning and infrastructure establishment.  相似文献

How to choose among the dozen policy instruments available to environmental management agencies has been a matter of concern and debate among environmental economists for the entire life of the profession – nearly four decades. The ability, or lack of it, to measure the quantities or observe the actions made "enforceable" by particular policy instruments ought clearly to be central to this choice. However, all too often the monitoring problem has been assumed away. When it is reintroduced in realistic forms, we find, not surprisingly, that some favorite policy instruments, such as pollution charges, are not applicable to some important problems, such as runoff pollution from farms; that marginal subsidies, by changing the burden of proof, may no longer be symmetric with charges; and that the apparent freedom from monitoring requirements of the newly fashionable instrument involving the public provision of information about firms or products is "paid for" by our inability to say anything about its performance on other dimensions that are also of interest. BackgroundSystematic review and meta-analysis (SRMA) are increasingly employed in environmental health (EH) epidemiology and, provided methods and reporting are sound, contribute to translating science evidence to policy. Ambient air pollution (AAP) is both among the leading environmental causes of mortality and morbidity worldwide, and of growing policy relevance due to health co-benefits associated with greenhouse gas emissions reductions.ObjectivesWe reviewed the published AAP SRMA literature (2009 to mid-2015), and evaluated the consistency of methods, reporting and evidence evaluation using a 22-point questionnaire developed from available best-practice consensus guidelines and emerging recommendations for EH. Our goal was to contribute to enhancing the utility of AAP SRMAs to EH policy.Results and discussionWe identified 43 studies that used both SR and MA techniques to examine associations between the AAPs PM2.5, PM10, NO2, SO2, CO and O3, and various health outcomes. On average AAP SRMAs partially or thoroughly addressed 16 of 22 questions (range 10–21), and thoroughly addressed 13 of 22 (range 5–19). We found evidence of an improving trend over the period. However, we observed some weaknesses, particularly infrequent formal reviews of underlying study quality and risk-of-bias that correlated with lower frequency of thorough evaluation for key study quality parameters. Several other areas for enhanced reporting are highlighted.ConclusionsThe AAP SRMA literature, in particular more recent studies, indicate broad concordance with current and emerging best practice guidance. Development of an EH-specific SRMA consensus statement including a risk-of-bias evaluation tool, would be a contribution to enhanced reliability and robustness as well as policy utility.  相似文献

The anadromous fish species Hilsa (Tenualosa ilisha) constitutes the largest single fishery in Bangladesh and West Bengal, India. River Meghna is the important habitat for Hilsa as the major breeding and nursing grounds are situated along this portion of the river. In this paper, we investigate fishers’ perceptions on effect of climate change and anthropogenic impact on Hilsa fishery at lower Meghna. Fishers’ ecological knowledge indicates that the stock of Hilsa is declining due to several adverse climatic conditions such as increased water temperature, salinity intrusion and low freshwater discharge from upstream. Fishers believe that dams and polders have immense effect on river sedimentation which already blockade several upward migratory route of Hilsa. Fishers’ experience shows that intensity of coastal cyclone is gradually increasing, which causes severe physical and economical damage. The study also indicates that the major constraints to adopt with the change situation are low level of human capital and restricted access to the formal credit system. Therefore, incorporation of local knowledge in governmental policy formulation and public support to improve human skill are essential for the adaptive management.  相似文献

ABSTRACT

This paper provides a theoretical model to explain the causality between China’s energy transition and capital deepening found by the empirical study. We prove that in the equilibrium, China’s energy transition is endogenously determined by capital deepening due to the homogeneity of electricity and the monopolistic competition features of China’s electricity market. Price effect, which is the effect of change in relative factor price, will affect energy transition only if the policy intervenes electricity price in terms of the primary sources from which it is generated. We propose that investment can promote energy transition by stimulating capital deepening which is biased to clean energy development. In this regard, our paper provides a new way of thinking for other developing countries to design an effective energy transition policy.  相似文献

ABSTRACT

What people believe about the beliefs of other people – second-order beliefs – has been acknowledged as a key factor that shapes public support for international climate policy. However, very little is known about their origins. Based on data from an online survey (n?=?935), we analyzed how German citizens assess the climate change awareness in their own nation as compared to those of the US and China. Even if the public climate change awareness in the US and China factually differs, we found that German citizens equivalently rate both nations similar and much lower than their own, a finding which can be explained with social identity processes and “in-group”/“out-group” biases. Hierarchical regression analyses demonstrate that the attention individuals pay towards television and social media predict second-order beliefs on climate change awareness positively, while attention to print media is a negative predictor.  相似文献

ABSTRACT

Industrial agglomeration is an essential and effective way to integrate resources and elements. Its impact on the green innovation efficiency of the tourism industry is a process of continuous development and dynamic change. This paper, based on the provincial panel data from 2006 to 2015, uses super SBM model to measure the green innovation efficiency of China’s tourism industry. The threshold regression model is employed to conduct empirical tests of the nonlinear threshold effect of agglomeration on the green innovation efficiency of tourism industry. The inter-provincial differences of various threshold effects and their possible causes are analyzed. Results indicate that the green innovation efficiency of China’s tourism industry is generally growing, while regional disparity is significant with a gradient decrease along the eastern-central-western regions. There is an obvious positive nonlinear relationship between tourism agglomeration and green innovation efficiency. It is also found that with the increase of agglomeration, its influence is at a high level. As the level of agglomeration crosses the first threshold, its impact is at a low level, and when it crosses the second threshold, the impact of tourism agglomeration is at an intermediate level. Finally, this paper proposes the basic path and some policy recommendations to promote the green innovation efficiency of the tourism industry in China.  相似文献
