南方丘陵区农业水资源脆弱性概念与评价   总被引:11,自引:0,他引:11  
论文旨在探讨中国南方丘陵区农业水资源脆弱性的概念及内涵,构建脆弱性评价指标体系并进行定量评价实证研究。首先,在了解资源环境科学领域有关脆弱性研究相关成果的基础上,结合中国南方丘陵区农业水资源系统的特点,给出了农业水资源脆弱性的概念,并分析了其脆弱性内涵。然后,以衡阳盆地为例构建了一个包括自然脆弱性、人为脆弱性、承载脆弱性3个方面12个具体指标的评价指标体系。最后,运用模糊物元模型对衡阳盆地7个县(市)的农业水资源脆弱度进行评判,发现祁东县、衡阳县、衡南县、衡东县和耒阳市农业水资源脆弱度为强脆弱度等级,常宁市、衡山县为微脆弱等级。经验证,评价结果与评价区水资源脆弱性的实际表现比较吻合。  相似文献

基于经济系统脆弱性内涵,从石油城市经济系统对区域可采石油资源逐渐枯竭的敏感性及应对能力两个方面构建了脆弱性评价指标体系和评估模型,利用熵值法和综合指数法对经济系统脆弱性进行定量评估。以大庆市为例,分析其2001年以来经济系统脆弱性时序变化特征,同时选择5个典型地级石油城市与其进行对比研究。结果表明:研究期内大庆市经济系统脆弱性呈现出逐年下降趋势,但仍处于脆弱等级;与其他石油城市相比,2006年大庆市经济系统脆弱性低于西部城市,高于中东部城市,与东北其他城市相近。最后提出了降低经济系统脆弱性的对策与建议,以期为石油城市经济转型提供科学参考。  相似文献

以IPCC(政府间气候变化专业委员会)对生态系统气候脆弱性定义为理论基础,以西双版纳勐腊一尚勇保护区廊道为研究区域,通过建立生态系统气候脆弱性评价指标体系,对廊道从20世纪70年代到现在和未来变化做了评估,初步识别出不同历史时期研究区的生态系统对气候变化的脆弱性特征,并提出应对气候变化的对策建议。  相似文献

海洋渔业脆弱性是海洋渔业可持续发展研究的重要内容。本文从海洋渔业脆弱性的概念与内涵、研究分类与分析框架、评价方法与测度指数、驱动因素与应对措施4个方面对海洋渔业脆弱性研究进行了系统梳理。结果表明:(1)海洋渔业脆弱性概念虽未统一,但关于概念内涵的理解已经达成了一些共识;(2)海洋渔业脆弱性评价方法单一,评价体系有待完善;(3)海洋渔业脆弱性驱动因素与机制研究不足。未来宜重点完善海洋渔业脆弱性概念,构建系统全面的评价体系,加强海洋渔业脆弱性多尺度研究,深化海洋渔业脆弱性的驱动因素与机制研究等,为解决海洋渔业发展问题提供科学支撑。  相似文献

城市脆弱性是评价城市发展韧性状况的有效测度。目前我国对于城市脆弱性的研究以运用统计学方法评价特殊城市为主,尚未形成对区域城市群具有普遍适用性的科学客观评价方法。以滇中城市群为例,从环境系统、经济系统、社会系统三个方面综合构建城市脆弱性评价体系,采用熵值法和BP神经网络综合建模方法,对2007—2016年10年间滇中城市群的城市脆弱性进行评价。结果表明:滇中城市群的城市脆弱性总体呈现下降趋势,但城市组团之间差异较大,呈现出发展中的不均衡性。评价结果对滇中城市群韧性发展规划具有重要指导意义,为区域城市群发展脆弱性研究提供一种科学评价方法。  相似文献

随着我国海洋发展战略的快速推进,海洋资源耗竭与生态环境问题频发,海洋经济脆弱性日益引人关注。本文基于三角模型,从压力、敏感性和应对性三个方面构建了沿海城市海洋经济系统脆弱性评价指标体系,并以我国最早的沿海开放城市烟台作为研究区域,对其海洋经济系统脆弱性状态与趋势进行评价分析。研究表明:2004-2014年,烟台市海洋经济系统脆弱性状态由中脆弱度下降为低脆弱度,整体来看,海洋经济系统的脆弱性状态不断降低,而未来系统的脆弱性将以敏感性为主导;系统的脆弱性变化趋势由早期的无序发展转向了后期的T5(低脆弱度)方向,中后期系统脆弱性稳定有序降低,表明烟台市海洋经济持续向好发展,已进入良性发展轨道。  相似文献

目前对平潭综合实验区(平潭主岛)脆弱性评价方面的研究仅有地下水系统的脆弱性研究,对生态环境方面的脆弱性研究尚未见诸文献中。针对此情况,文章首先从自然因素、人为干扰因素和环境因素3个方面构建了生态环境脆弱性指标体系,然后运用主成分-聚类分析模型对平潭综合实验区的生态环境脆弱性进行分区。脆弱性分区结论为平潭综合实验区总体为中强度脆弱,其中极强脆弱区为白青乡,强度脆弱区为北厝镇和苏澳镇,中度脆弱区为中楼乡、澳前镇和敖东镇,轻度脆弱区为平原镇、潭城镇和流水镇,微脆弱区为芦洋乡。文章从增加防护林的面积和种类、调整优化土地利用结构、开展生态功能区划和生态环境保护规划的编制工作三方面提出了降低研究区域生态环境脆弱性的对策措施。  相似文献

Article 4.1(F) of the Framework Convention on Climate Change commits all parties to take climate change considerations into account, to the extent feasible, in relevant social, economic and environmental policies and actions and to employ methods such as impact assessments to minimize adverse effects of climate change. This could be achieved by,inter alia, incorporating climate change risk assessment into development planning processes i.e. relating climatic change to issues of habitability and sustainability. Adaptation is an ubiquitous and beneficial natural and human strategy. Future adaptation (or, better, adjustment) to climate is inevitable at the least to decrease the vulnerability to current climatic impacts. The urgent issue is the mismatch between the predictions ofglobal climatic change and the need for information onlocal to regional change in order to develop adaptation strategies. Mitigation efforts are essential since the more successful mitigation activities are, the less need there will be for adaptation responses. Moreover, mitigation responses can be global (e.g. a uniform percentage reduction in greenhouse gas emissions) while adaptation responses will be local to regional in character and therefore depend upon confident predictions of regional climatic change. The dilemma facing policymakers is that scientists have considerable confidence in likely global climatic changes but virtually zero confidence in regional changes. Mitigation and adaptation strategies relevant to climatic change can most usefully be developed in the context of sound understanding of climate, especially the near-surface continental climate, permitting discussion of societally relevant issues. Unfortunately, climate models cannot yet deliver this type of regionally and locationally specific prediction and some aspects of current research even seem to indicate increased uncertainty. These topics are explored in this paper using the specific example of the prediction of land-surface climate changes.  相似文献

Numerous empirical and simulation-based studies have documented or estimated variable impacts to the economic growth of nation states due to the adoption of domestic climate change mitigation policies. However, few studies have been able to empirically link projected changes in economic growth to the provision of public goods and services. In this research, we couple projected changes in economic growth to US states brought about by the adoption of a domestic climate change mitigation policy with a longitudinal panel dataset detailing the production of outdoor recreation opportunities on lands managed in the public interest. Joining empirical data and simulation-based estimates allow us to better understand how the adoption of a domestic climate change mitigation policy would affect the provision of public goods in the future. We first employ a technical efficiency model and metrics to provide decision makers with evidence of specific areas where operational efficiencies within the nation's state park systems can be improved. We then augment the empirical analysis with simulation-based changes in gross state product (GSP) to estimate changes to the states’ ability to provide outdoor recreation opportunities from 2014 to 2020; the results reveal substantial variability across states. Finally, we explore two potential solutions (increasing GSP or increasing technical efficiency) for addressing the negative impacts on the states’ park systems operating budgets brought about by the adoption of a domestic climate change mitigation policy; the analyses suggest increasing technical efficiency would be the most viable solution if/when the US adopts a greenhouse gas reduction policy.  相似文献

In this paper, we investigate the ways in which climate stressors and economic changes related to liberalisation alter the local vulnerability context. Household and key informant data from two villages in Mozambique are analysed. First, we explore how changes such as increased market integration, altered systems of agricultural support, land tenure change and privatisation of agro-industries may affect factors important for response capacity, including access to local natural resources, employment opportunities, and household labour and capital. Next, we investigate how people related to the market while coping with the 2002–2003 drought. The study reveals that there had been an increase in informal trade and casual employment opportunities; however, market relations were very unfavourable and as the drought intensified, smallholders were locked into activities that barely secured economic survival and which sometimes endangered long-term response capacity. Only a few large-scale farmers had the capital and skills necessary to negotiate a good market position in urban markets, thus securing future incomes. Inequality, social sustainability, vulnerability and natural resource use are all closely linked in the savannas. Hence, both climate change adaptation policies and sustainability measures need to target vulnerability context and the social and environmental stressors shaping it.  相似文献

气候变化与人类活动对水循环及水资源安全的影响是近代水科学面临的主要科学问题。以西辽河支流老哈河流域为研究区,探索了一种水文模型耦合方法(SWAT-WEAP),以水短缺量为指标,同等考虑水资源供给端与需求端,对气候变化与不同人类利用情景下水资源系统脆弱性进行定量分析,结果表明:①暖干化气候情景比暖湿化气候情景明显加剧了老哈河流域水资源系统的脆弱性,降水减少10%导致的水短缺量比降水导致10%所缓解的短缺量要多31.17%;②气候变化对流域农业灌溉用水影响最大,对城乡生活用水和工业用水影响相对很小;③老哈河流域水资源系统脆弱性的主要驱动力之一源自农业不合理灌溉,发展畜牧业、 改变种植结构与高效节水灌溉是缓解水短缺、 降低水资源系统脆弱性最为有效的措施,也是应对气候变化最为有效的方式;④基于供水端的措施(如水库)在暖干化气候时由于水资源供给来源受限,其缓解作用有所减弱。  相似文献

Fires are critical elements in the Earth System, linking climate, humans, and vegetation. With 200–500 Mha burnt annually, fire disturbs a greater area over a wider variety of biomes than any other natural disturbance. Fire ignition, propagation, and impacts depend on the interactions among climate, vegetation structure, and land use on local to regional scales. Therefore, fires and their effects on terrestrial ecosystems are highly sensitive to global change. Fires can cause dramatic changes in the structure and functioning of ecosystems. They have significant impacts on the atmosphere and biogeochemical cycles. By contributing significantly to greenhouse gas (e.g., with the release of 1.7–4.1 Pg of carbon per year) and aerosol emissions, and modifying surface properties, they affect not only vegetation but also climate. Fires also modify the provision of a variety of ecosystem services such as carbon sequestration, soil fertility, grazing value, biodiversity, and tourism, and can hence trigger land use change. Fires must therefore be included in global and regional assessments of vulnerability to global change. Fundamental understanding of vulnerability of land systems to fire is required to advise management and policy. Assessing regional vulnerabilities resulting from biophysical and human consequences of changed fire regimes under global change scenarios requires an integrated approach. Here we present a generic conceptual framework for such integrated, multidisciplinary studies. The framework is structured around three interacting (partially nested) subsystems whose contribute to vulnerability. The first subsystem describes the controls on fire regimes (exposure). A first feedback subsystem links fire regimes to atmospheric and climate dynamics within the Earth System (sensitivity), while the second feedback subsystem links changes in fire regimes to changes in the provision of ecological services and to their consequences for human systems (adaptability). We then briefly illustrate how the framework can be applied to two regional cases with contrasting ecological and human context: boreal forests of northern America and African savannahs.  相似文献

Technical assessments of vulnerability and/or risk are increasingly being undertaken to assess the impacts of climate change. Underlying this is the belief that they will bring clarity to questions regarding the scale of institutional investments required, plausible adaptation policies and measures, and the timing of their implementation. Despite the perceived importance of technical assessments in 'evidence-based' decision environments, assessments cannot be undertaken independent of values and politics, nor are they capable of eliminating the uncertainty that clouds decision-making on climate adaptation As such, assessments can trigger as many questions as they answer, leaving practitioners and stakeholders to question their value. This paper explores the value of vulnerability/risk assessments in climate change adaptation planning processes as a catalyst for learning in four case studies in Southeastern Australia. Data were collected using qualitative interviews with stakeholders involved in the assessments and analysed using a social learning framework. This analysis revealed that detailed and tangible strategies or actions often do not emerge directly from technical assessments. However, it also revealed that the assessments became important platforms for social learning. In providing these platforms, assessments present opportunities to question initial assumptions, explore multiple framings of an issue, generate new information, and galvanise support for collective actions. This study highlights the need for more explicit recognition and understanding of the important role social learning plays in climate change vulnerability assessments and adaptation planning more broadly.  相似文献

Vulnerability is a term frequently used to describe the potential threat to rural communities posed by climate variability and change. Despite growing use of the term, analytical measures of vulnerability that are useful for prioritising and evaluating policy responses are yet to evolve. Demand for research capable of prioritising adaptation responses has evolved rapidly with an increasing awareness of climate change and its potential impacts on rural communities. Research into the climate-related vulnerability of Australian rural communities is only just beginning to emerge. Current research is dominated by hazard/impact modelling, drawing on a heritage of managing the risks posed by seasonal climate variability. There is a natural tendency to use the same risk management approach to understand the emergent nature of vulnerability. In this paper, we explore the consequences for policy advice of imperfectly examining vulnerability through the lens of an impact/hazard modelling approach to risk management. In a second paper in this series, we show how hazard/impact modelling can be complemented with more holistic measures of adaptive capacity to provide quantitative insights into the vulnerability of Australian rural communities to climate variability and change.  相似文献

The Mediterranean and neighboring countries are already experiencing a broad range of natural and man-made threats to water security. According to climate projections, the region is at risk due to its pronounced susceptibility to changes in the hydrological budget and extremes. Such changes are expected to have strong impacts on the management of water resources and on key strategic sectors of regional economies. Related developments have an increased capacity to exacerbate tensions, and even intra- and inter-state conflict among social, political, ecological and economic actors. Thus, effective adaptation and prevention policy measures call for multi-disciplinary analysis and action.This review paper presents the current state-of-the-art on research related to climate change impacts upon water resources and security from an ecological, economic and social angle. It provides perspectives for current and upcoming research needs and describes the challenges and potential of integrating and clustering multi-disciplinary research interests in complex and interwoven human-environment systems and its contribution to the upcoming 5th assessment report of the IPCC.  相似文献

西北干旱荒漠生态区脆弱性动态监测及驱动因子定量分析   总被引:4,自引:0,他引:4  
全球气候变化和人类活动双重胁迫下,西北干旱荒漠生态区的脆弱生态系统发生了深刻变化。论文在充分考虑研究区生态环境背景特征(沙漠化、盐渍化、风力侵蚀、干旱等灾害严重)的基础上,引入极端气候灾害因子(指示气候变化)和大尺度景观格局指数(指示人类活动对生态景观的干扰),构建了西北干旱荒漠生态区的生态脆弱性评价体系,并对研究区2000—2013年的生态脆弱性时空变化格局及其驱动机制进行了定量分析和讨论。研究结果表明:西北干旱荒漠生态区的生态脆弱性总体上处于中-重度脆弱状态;其生态脆弱性空间分布格局总体上呈现自东向西递减的趋势,西部局部地区则呈现“E”字型格局,该分布格局主要受西北内陆地区大气环流以及三山夹两盆的特殊地貌影响;2000—2013年,西北干旱荒漠生态区生态脆弱性呈现减小趋势,其生态脆弱性变化状况受气温、降水以及人类活动影响显著。研究成果可以为西北干旱荒漠生态区的生态保护和治理提供决策支持。  相似文献

This paper addresses the combined effects of two sources of disturbance on the boreal forest – climate change and the economic relations of industrial forestry. It describes a theoretical blueprint constructed of concepts from the theory of dissipative structures (derived from the discipline of physical chemistry) and world-systems theory (derived from the discipline of sociology) into a proposed integrated theory pivoting on the concept of social vulnerability. The goal is to examine the key concepts of this theory – vulnerability, resilience and adaptive capacity – as elements of the complex systems perspective provided by dissipative structure principles. The focus on social vulnerability provides the means to establish the role of external economic linkages relevant to industrial forestry – the core/periphery relations of the world-system – as they influence the social vulnerability of the boreal forest SESs. These systems are posited as embedded peripheries, following world-system criteria, and as the focal scale of analysis within a larger hierarchically organized dissipative structure. The goal is to suggest and stimulate ideas for further discussion and exploration, motivated by the premise that any successful climate change mitigation efforts depend on having sound theoretical foundations on which to stand.  相似文献
